Poly-/Multiculturality in Higher Education: Methodological Level of the Research Concept
The article looks into the contemporary challenges for higher education in the era of unexpected global turbulences following the processes of globalisation not only in the social, political, economic and financial contexts but also in the educational domain. Multidimensional reality has brought its changes to communication and risen the standards of effective communication much higher than forecast in the previous years. The global developments drive for efficiency in intercultural dialogue, which causes reconsideration of the lingual status of education in multinational classrooms. The burning issues arise more sharply for cross border communication for business and diplomacy purposes. It means that a high demand in the educational market for LSP instructors (LSP – languages for specific purposes) at philology departments in Ukraine and abroad has started moving higher education to become more business oriented and stakeholder and university partnered. That said, it is necessary to analyse the existing foundations for poly- / multiculturality in higher education as supported by governments and the government of Ukraine, in particular, as well as go deeper into the levels of the research concept, the methodological level, to be more precise. As part of the research, the paper describes the key methodological approaches to foster and cultivate poly- / multiculturality in multi-dimensional classrooms – polylingual and multicultural. Such approaches are viewed fundamental to educate high-class LSP instructors in the field of foreign language instruction and acquisition in higher education. Among them are the systemic approach including the structural one, the synergic approach to cultivate poly- / multiculturality with future LSP educators in foreign language classrooms, cross-cultural approach, axiological and communicative approaches, environmental and reflexive approaches, etc.

E-VOTING SYSTEM SECURITY OPTIMIZATION
Security of e-projecting a surveying structure systems does not just depend on the democratic protocol1 or the software used yet concerns the whole system with every one of its components. To guarantee security a widely inclusive methodology, which considers all pieces of an especially complex system, ought to be chosen. The security of an election system can't be ensured unless every single element and its security related characteristics, interfaces to other elements, and their effect on the whole system are examined. This paper presents the E-Voting System Security Optimization method, which is based on such a methodology and was developed to evaluate the security of e-projecting a voting structure systems. This method brings up security defects, shows security advancement potential, and can be used to compare different election systems. The methodology differs from other approaches to the extent that it uses a comprehensive methodology, visualizes the security circumstance of an e-projecting a surveying structure system clearly, and shows its potential for improvement.

Is Development a Problem of Security: Global South, Postcolonialism and Foucauldian Biopolitics
This essay takes as its focal point the emergence of the development-security nexus, which reproblematised underdevelopment as inherently dangerous. Conflict, having been rediscovered post-Cold War as an ethno-cultural war waged by civilians within states, was internalised within various forms of scarcity to render the underdeveloped prone to violence In light of this, the main contention of this paper is that development is not a problem of security, but an artificially constructed discourse, which generates further insecurity for people living in the Global South. By employing the Foucauldian theory of biopolitics as methodology to demonstrate that the concept of development is a reductionist and colonial disciplinary technique, which creates the underdeveloped. The present study will refer to colonial Jamaica as an example of this. Subsequently, an analysis will be provided in relation to human security, which will be defined as a technology of governance, a method of ruling over the populace of the Global South. Illustrative of this will be Mozambique, post-1992. Lastly, the study will show how the masses have been construed into political consent of development as a problem of security.

A Study on Transformation of Higher Education System: Present Scenario and Future Outlook
Purpose: An analysis of Higher education in India gives insight into its present system, the transformation it has undergone and its future outlook. In this paper, we have made an honest attempt to understand the system, constitution, transformation, opportunities and challenges, and to offer necessary suggestions. Design/Methodology/Approach: It is a qualitative conceptual study, based on secondary data. Secondary data is collected from websites, research papers, journals, articles, various surveys & Government reports. This study includes discussion with experts from the field of Higher education. Findings/Result: Based on detail analysis of the constitution, transformation, NEP 2020 for a futuristic outlook in Indian Higher Education, SWOT analysis and challenges. There is a crucial need to relook at the financial funds, access and equity. To boost higher education in India, it is necessary to adopt strategic approach for tackling the various challenges. Originality/Value: This paper analyses and interprets the transformation of Indian Higher Education system with reference to its constitutions, SWOT analysis and challenges. Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

Job Satisfaction in Federal Structure - A Case of Bhojpur, Nepal
Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. Originality/Value: It is a survey research to guide for amendment of present organizational structures and wage policy in new federal structure of Nepal. Paper Type: Survey based Policy Research
