Migration intentions and motives of health workers and medical students – a country case study from Hungary
The migration of health workers is a global phenomenon with considerable impact on health care systems, which issue became a policy concern in Hungary after the Eastern Enlargement of the European Union in 2000s and early 2010s. The main aim of this paper is to reveal the migration intentions and motives of Hungarian medical students and health professionals.

The article draws on the concept of 'replacement migration', widely presented by the Population Division of the UN Department of Economic and Social Affairs in 2000 and 2001, which elaborated a concept and conducted a comprehensive analysis of international migration as a solution to the problem of population declines and demographic ageing. This concept was applied as an example to selected countries in the world, the European region, and the European Union as a whole. It involves calculating the number of foreign migrants necessary to completely offset future changes in the size or age structure of the given country's population as a result of the predicted demographic trends. The following article describes the formulation of this concept and looks at its application on a general methodological level and in the specifi c case of the Czech Republic. A detailed description is given not just of the model used but also of its internal and external assumptions. The constructed model is then applied towards determining the, necessary number of 'replacement migrants' in order to prevent a signifi cant change in the Czech Republic in: 1) the total size of the population, 2) the average age of the population, 3) the percentage of people of working age, and 4) the ratio of people of post-productive to productive age. With the aid of the results the authors clearly demonstrate that while international migrants could effectively help maintain the current size of the population, they would not be able to prevent the continued ageing of the population or even have a decisive impact on the course of this process. With these fi ndings the authors hope to contribute to the debate on the topic of the ageing population in the Czech Republic, and they call strongly for more intensive and especially more effective preparations for this real and unavoidable era in the development of Czech society.

International migration & development are among the most often cited issues in contemporary scholarly & political discussions. Reduction of socioeconomic disparities through development of economically less developed countries or liberalization of workforce movement are positioned very high on the political agendas of particular countries, as well as on those of supranational & international organizations. Therefore, it is not surprising that relations between migration & development attract more & more attention not only from the scientific community but from other individuals & organizations as well. In a limited amount of space, this paper uncovers the impacts of international migration, above all of the phenomena of remittances & skilled migration on the development of both receiving & sending countries. The article discusses the challenge of whether international migration is a better development strategy than traditional development tools such as Official Development Assistance (ODA) & argues against some traditional migration myths. This article wants to contribute to the discussion in the Czech Republic on relations between international migration & development with an emphasis on developing countries. The article is structured as follows. The first part is a brief description of international migration theories with development aspects in mind. The second part deals with international migration in the contemporary global world, stressing quantification of migration flows with respect to the level of development. Finally, the third chapter summarizes the most important findings from specific domains of relations between international migration & development (particularly remittances & skilled migration). The paper studies the dynamics of EU external migration governance in the EU external migration policy. The external migration policy of the EU is characterized by the implementation of the conceptual framework of the Global Approach to Migration, which is based on the integration of migration issues in the EU external relations and on strengthening cooperation with partner countries. The aim of the study is to empirically describe the form of EU external migration governance on the four platforms of cooperation: the European Neighbourhood Policy, the Eastern Partnership, the Euro-African dialogue on migration and development and the Prague Process. The paper concludes that despite the fact that the latest developments are moving toward a preference for fighting against illegal migration in the neighborhood of the EU, there is a dynamic development in more remote regional platforms of cooperation, which represents a balanced horizontal partnership guided by principles of the Global Approach to Migration. The purpose of this contribution is to: map out the development of the EU's approaches to management of economic migration, to explain causes of slow Europeanization in this policy area & to outline future perspectives. The text describes: (1) the establishment of an asymmetric constitutional framework for EU migration policies, with unfinished communitarization in the field of legal migration, (2) the development of policies for managing economic migration in 1993-2006, & (3) current debates launched by the Commission in 2005. Finally (4), the author outlines the causes of the current situation. Despite the limitations, she predicts the further europeanisation of economic migration policies. The main reasons for this prediction are the continued trend towards a piecemeal adoption of specific measures to regulate economic migration, the links of economic migration policies to more dynamic segments of migration policies & the need for a global approach to migration in the EU's external policies.
