The article discusses the impact of mass communication on the formation of public opinion on migration movements in Europe in 2018 among the citizens of the host country. A number of patterns of shaping society's attitude towards migrants were identified, as well as the reasons for the incitement of hatred towards immigrants. The content of articles of American and European news media was also analyzed. Thematic areas in which the media present migrants are most often identified. This choice of editions is explained by the purpose of identifying the general trends and differences between information resources, the target audience of which is the population of different countries – the USA, the UK and European countries in general. The media reflects the processes taking place within and around society. Results contain the context in which a journalist poses a particular problem of great importance for the subsequent perception. The humanistic orientation of European Union policy has become the basis for the creation of programs that provide benefits for refugees, contribute to improving their living conditions, and facilitate the process of crossing borders to save them from the above factors. This is why we have taken into account the period of the 2018 migration crisis. The analysis revealed thematic areas in which the mass media most often present displaced people, which testifies to the general concepts in which society views the problem of migration adaptation. Mass media is not only an indicator of the society response to immigration movements, but also shapes consumers` opinion on information regarding migrants.
This article is devoted to the interdisciplinary research of Migration Policy and determination of Main Trends of its realization in Ukraine at the current stage. The authors aim to analyse and characterize migration as the subject of interdisciplinary research, because the Governmental Migration Policy should be formed on the basis of international legal standards, taking into account the demographic and economic indicators, conditions of labor market, etc.
The Basic Steps of Migration Policy-making have been defined. The study finds that during the era of strengthening of integration relations between the countries and dynamic globalization processes, the external migration becomes an inevitable phenomenon to provide the exchange of experience, increasing level of professional qualifications, as well as strengthening of business relations between the countries through transfer of labor resources. At the same time, in Ukraine the phenomenon of the international labor migration has become so widespread that the status of this issue determined it as a priority problem to be solved in the near future; first of all this situation has been caused by the refusal of people traveling abroad to come back to their native country, being the "catalyst" for a number of another problems, which are related, in particular, to the social and economic and innovative development of the country. Migration is one of the factors of demographic development in Ukraine, it involves the redistribution of the population among the regions, while, on the other hand, this re-distribution influences the demographic disbalance within the
regions of the country.
The authors have also identified that the efficiency of migration policy is determined by degree of consideration of the factors of political, economic, social and demographic origin, as well as by the trends of international labor migration. Under the circumstance of the demographic crisis, many countries have been interested in Ukrainian labor migrants, thus, in the article have been find, that only the effective governmental policy will allow to suspend the process of the outflow of domestic labor force, along with the simultaneous provision of adequate protection for those citizens who would like to get employed abroad and conditions for their coming back to Ukraine.
On the basis of the study results, the main trends of implementation of Migration Policy in Ukraine have been identified: lack of system of collecting and analyzing the statistical information; low level of protection of rights and economic well-being of the employees; absence of any bilateral agreements with those countries where a large number of Ukrainian migrants have been located; significant volume of educational migration; impact of the military and political situation upon the situation with migration. The authors draw attention to the fact that the mentioned trends into consideration, the governmental policy in the field of migration should become comprehensive and devoted to determine the methods of reducing the level of labor migration of the employees, outflow of the trained personnel, as well as promotion of coming back of the migrant workers back to Ukraine.

Purpose: highlighting the financial regulation of migration processes in Ukraine in context of European integration on the basis of analyzing their current state and trends according to the new Strategy of the State Migration Policy. Methodology: system structural approach, methods of observation and generalization, method of logical analysis, method of graphical analysis, method of comparison, method of abstraction, method of analogies. Results: on the basis of Ukraine-EU migration processes analysis and their regulation in European integration framework, the priorities of migration processes financial regulation are proposed corresponding the most urgent challenges for Ukraine in the sphere of international migration. Practical implications: further research of the problems of foreign economic activity financial regulation, particularly at the level of international economic relations in context of globalization and Ukraine's European integration; education process including preparation of the relevant sections of textbooks and manuals for the courses «Finance», «International Economics». Conclusions: the EU today is the most attractive region for Ukrainian migrants. In context of Ukraine's European integration in 2014-2017 there is a strong trend for migration flows towards emigration, mostly labour one. Ukrainian labor migration by its size and profile does not correspond to the national interests, as economically active population lives Ukraine for the EU. A threatening trend is the gradual transformation of labor migration into a permanent one. This requires developing an adequate system of measures for the regulation of migration processes within the framework of migration policy with its priority towards depopulation reducing. The problem of forming a balanced migration policy, regulation of labor migration, which is relevant for the world as a whole is analyzed in this article. Migration policy is a basic element of the strategy of migration managing policy in both nation states and in supranational entities. Awareness of integrated, multilevel management of migration is growing processes in a global pandemic. It is noted that in the modern scientific literature there is no generally accepted understanding of the phenomenon of migration policy. This concept is general, encompassing different, albeit interrelated, areas that form part of a common policy framework in the areas of migration and asylum. The formation of migration policy should take into account the human rights to life and liberty, which are basic and obliges the state to ensure free entry and exit of citizens, as well as asylum for foreigners who are persecuted in their own country and, accordingly, not can take advantage of its protection is emphasized. Modern migration policy is based on the principles of openness, expediency, humanism, gender equality, combination of personal interest with the national interest, and so on. The purpose of migration policy is variable depending on the level of development of the state, the dominant political forces, national mentality, traditions and features of culture, international relations, etc. Attention to the fact that formulating migration policy it is necessary to take into account national peculiarities in the process of cooperation between states and the need to coordinate the goals of foreign and migration policy is drawn. A draft Pact on migration and asylum, which should reduce the burden on the countries where most refugees arrive and speed up the decision on granting or not granting asylum is considered. The presented document covers three main dimensions of the migration issue - the reception of people at the border, the division of responsibilities between EU countries and cooperation with the countries where refugees mostly come from. It is noteworthy that the project places more emphasis on the return system for migrants who have been denied asylum. This includes improving the legislation and creating a Return Coordinator with a network of national representatives. It remains to consider this document by the Council of the EU and the European Parliament. Звернено увагу, що зростає усвідомлення комплексного, багаторівневого управління міграційними процесами в умовах глобальної пандемії. Відзначено, що у сучасній науковій літературі немає загальноприйнятого розуміння феномену міграційної політики. Дане поняття є загальним, яке охоплює різні, хоча і взаємопов'язані сфери, які складають частини загальних політичних рамок в площині міграції і притулку. Наголошено, що при формуванні міграційної політики потрібно враховувати права людини на життя і свободу, які є базовими і зобов'язують державу забезпечити вільний в'їзд і виїзд громадян, а також надання притулку іноземцям, які зазнають переслідувань у власній державі та, відповідно, не можуть скористатися її захистом. Сучасна міграційна політика ґрунтується на принципах відкритості, доцільності, гуманізму, гендерної рівності, поєднання особистого інтересу з державним тощо. Мета міграційної політики є зміннною в залежності від рівня розвитку держави, пануючих політичних сил, національного менталітету, традицій та особливостей культури, міжнародних зв'язків тощо. Звернено увагу, що при формуванні міграційної політики потрібно враховувати національні особливості у процесі співпраці між державами та необхдіність узгодження цілей зовнішньої та міграційної політики. Розглянуто проект Пакту щодо міграції та притулку, який має послабити навантаження на країни, куди прибуває найбільше біженців, та прискорити рішення про надання або ненадання притулку. Презентований документ охоплює три основні виміри міграційного питання – прийом людей на кордоні, розподіл відповідальності між країнами ЄС та співпраця з країнами, звідки здебільшого прибувають біженці. Характерним є те, що в проекті роблять більший акцент на систему повернення мігрантів, яким відмовлено у наданні притулку. Це і вдосконалення законодавства, і створення Координатора з питань повернення, з мережею національних представників. Залишилося розглянути даний документ Радою ЄС та Європарламентом. Європейський Союз змінює правила міграційної політики.
Introduction. International migration is a global process that has affected the populations of all countries and continents. Today, there is a new additional barrier for the world economy and for migrants – the COVID-19 pandemic, which has dramatically affected all forms of human mobility. The pandemic is the crisis of today and is the main problem of international migrants in combination with its consequences: threat to human life, global economic decline, declining migration flows, the crisis of medicine; and governments face additional challenges: finding solutions to compensate economic recession. In addition, international migration processes during the COVID-19 crisis are characterized by the following features: weak demand for labor, declining employment; strict travel restrictions; declining income. In addition to migrant-workers, other categories of international migrants, such as refugees and asylum seekers face problems. Wars, cataclysms, natural disasters and other catastrophes happen, but due to the pandemic, the recipient countries have stopped accepting migrants. This situation creates an economic threat to both migrant donor countries and migrant recipient countries and changes the regional structure of migration flows. Methods. The methodological basis of the study is a set of fundamental provisions of crisis theory, international migration theory, the world systems theory of migration, as well as modern concepts of post pandemic development. The solution of the set tasks was carried out by using a set of general scientific research methods: analysis of scientific literature, method of analogy and comparison, theoretical synthesis, classification, methodological generalization, economic and statistical analysis: correlation-regression analysis and the corresponding regression model, cluster analysis; expert assessments and scientific abstraction.The purpose of research – is to analyze the COVID-19 impact assessment on the recipients of international migration flows and define the impact of the pandemic on the regional structure of international migration flows.Results. The research proved that the consequence of the pandemic is a large-scale and radical blow to the global economy. In research defined the Corona Crisis concept in the theory of world crises. In research discover the COVID-19 impact assessment on the recipients of international migration flows. The research result suggests that the volume of international migration flows has a significant impact on the economy of the host country, but other factors influencing the change in GDP should be taken into account, that is fully explained by preventive measures against the COVID-19 pandemic and recipient country. In research defined the impact of the pandemic on the regional structure of international migration flows. Cluster analysis of the world regions classification by the volume of international migrants and the trend of their growth during the pandemic showed such results: clusters are distinguished by common features – the number of international migrants in the region in 2020 and trends of growth/decline of their volumes, which occurred during 2019-2020.Prospects. The results of the research discover the COVID-19 impact assessment on the recipients of international migration flows and define the impact of the pandemic on the regional structure of international migration flows. The prospect of further research is to apply the impact of the pandemic on the regional structure of international migration flows for the development of domestic migration policy.
У статті досліджено особливості інтелектуальної міграції трудових ресурсів в умовах глобалізації. Розглянуто сутність поняття «інтелектуальна міграція», дві її форми як внутрішня і зовнішня. Охарактеризовано фактори впливу на інтелектуальну міграцію робочої сили. Визначено, що розвиток інформаційних і комунікаційних технологій є основним фактором в сучасних умовах. Зазначено, що технології дозволяють працювати інтелектуальним ресурсам відразу в країні перебування і в країнах-походження. Під впливом глобалізації формуються потоки інтелектуальної міграції зі сходу на захід, з півдня на північ. Сформульовано, що процеси інтелектуальної міграції закріпили асиметричну структуру міжнародної системи. Проаналізовано витрати окремих країн на освіту і навчання, що впливає на спрямованість міжнародної інтелектуальної міграції. Основним результатом дослідження є висновок про те, що світовий ринок висококваліфікованого інтелектуальної праці розширюється, стає все більш інтернаціональним і динамічним. ; Despite the large number of research on labor migration, the problem of intellectual migration in the context of globalization needs further thorough research. The main purpose of the article is to find out the features of intellectual migration in the context of globalization. Revealed is the essence of the concept of "intellectual migration" in a narrow and broad sense, and considered are two forms as internal and external. Characterized are factors of influence on intellectual labor migration. Determined is the development of information and communication technologies is a major factor in the current environment. It is stated that technologies allow working intellectual resources at once in the country of residence and in the countries of origin. Formed are flows of intellectual migration from east to west, from south to north under the influence of globalization. It is stated that the processes of intellectual migration have secured the asymmetric structure of the international system. Developed countries are pursuing a policy of encouraging the influx of highly qualified professionals from abroad. The most popular among them have been IT professionals for several decades. Given are the examples of migration policy for attracting highly skilled workers in North America and the EU. Analyze are the country's expenditures on education and training, which affect the circulation of international intellectual migration. As shown by the analysis of increasing costs of developed countries and large companies for the education and development of human resources (creativity, professional qualities, aspiration for self-development, possession of the latest techniques of technological and design development, etc.), due to the parameters of development of the global economy in a globalized environment. The main result of the study is that the world market for highly skilled intellectual work is expanding, becoming more dynamic. In the context of the globalization of the labor market, it is impossible to influence the processes of intellectual migration; the mechanism of regulation of migration processes must take into account the interests of states, international organizations and supranational institutions, which together form the global system of regulation of international migration as part of the system of global governance.
The historical processes and tendencies of formation of the EU migration law are analyzed. It is emphasized that the free movement of labour force is one of the four freedoms on which the European Union was built. An analysis of the treaties that underlie the historical formation of the EU was carried out and a legal assessment was provided. An analysis of the acts of the European Union on the subject of the development of migration policy is carried out. Based on the analysis, trends in the development of the EU migration law have been identified. A historical analysis of the distribution of competence on migration policy between the European Union and the member states has been conducted. The author pays special attention to the Maastricht and Amsterdam treaties and their influence on the formation of the EU migration policy. Particular attention is paid to EU anti-discrimination measures for migrant workers. In addition, the author has worked out the exceptions that apply to some EU member states in terms of regulating labour migration.Key words: labour migration; migrant worker; EU migration law; migrant rights; EU migration law. ; Проаналізовано історичні процеси та тенденції формування міграційного законодавства ЄС. Акцентовано, що вільне пересування робочої сили - одна з чотирьох свобод, на яких побудовано Європейський Союз. Здійснено аналіз договорів, покладених в основу історичного формування ЄС, та надано їхню правову оцінку. Досліджено акти Європейського Союзу на предмет розвитку міграційної політики. На основі проведеного аналізу визначено тенденції розвитку міграційного законодавства ЄС. Виконано історичний аналіз розподілу компетенції з приводу міграційної політики між Європейським Союзом та державами-членами. Окрему увагу приділено Маастрихтському та Амстердамському договорам та їхньому впливу на формування міграційної політики ЄС. Виокремлено антидискримінаційні заходи ЄС стосовно трудових мігрантів. The evolution of Canada's migration law is examined in the article. The author focuses his attention on the fact that Canada's current migration policy focuses mainly on business migration. The specificity of the administrative and legal regulation of the migration process in Canada is also examined in the article. The author points out that Canada has a non-discriminatory and universal policy on admission to the country of migrants and notes that they are divided into three groups or classes, each reflecting the categories defined in immigration law: family category - members of Canadian or migrant families already located in Canada; refugees - persons who meet the definition of the 1951 Convention or are identified by the Governmentof Canada; Independent migrants - selected by their qualifications, occupation, training or educationallevel. The author emphasizes that if a person has committed a criminal offense or posed a potential threat to Canada's security, has already applied for refugee status in Canada, but has been refused or previously recognized as a refugee in another country to which he or she could return, Refugee status was not considered. However, Canadian migration law provides for the possibility of challenging such a decision in court. Existing migration problems in the state are being addressed at both the federal and provincial levels. Canada's current migration law provides for the notion of an orderly flow of migrants, and the migration system includes not only population controls but also categories of people entering the country. First of all, it is a program of regulated, planned migration. The author concludes that from the late nineteenth century. The government of the country systematically and purposefully developed a migration strategy that was able to reflect and closely relate to the particularities of the country's domestic and domestic economic development. At the present stage, Canada's migration policy center is attracting business migrants to thecountry who, through their knowledge and capital, would help the Canadian economy thrive. ; У статті розглянуто розвиток міграційного законодавства Канади. Автор зосереджує свою увагу натому, що сучасна міграційна політика Канади зосереджена переважно на бізнес-міграції. У статті розгля-дається також специфіка адміністративно-правового регулювання міграційного процесу в Канаді. Автор виокремлює, що Канада здійснює недискримінаційну та універсальну політику допуску в країну мігрантів та зазначає, що вони поділяються на три групи чи класи, кожен із яких відображає категорії, визначені в законі про імміграцію: сімейна категорія – члени сімей канадських громадян чи мігрантів, які вже знаходяться в Канаді; біженці – особи, які відповідають визначенню Конвенції 1951 р. чи визначені урядом Канади; самостійні мігранти – відібрані в силу їх кваліфікації, роду занять, професійної підготовки чи рівня освіти. Автор акцентує увагу на тому, що якщо особа здійснила кримінальний злочин чи становила потенційну загрозу безпеці Кана- ди, уже подавала клопотання про надання статусу біженця в Канаді, проте отримала відмову, або раніше була визнана біженцем в іншій державі, до якої могла повернутися, її клопотання до розгляду щодо надання статусу біженця не допускалося. Проте в канадському міграційному законодавстві передбачена можливість оскарження такого рішення в суді. Існуючі міграційні проблеми в державі розв'язуються як на федеральному, так і на провінційних рівнях. Чинне міграційне законодавство Канади передбачає поняття впорядкованого потоку мігрантів, а міграційна система включає в себе не лише контроль за чисельністю, але й за категоріями людей, які в'їжджають у країну. Йдеться, насамперед, про програму врегульованої, плано-вої міграції. Автор робить висновки про те, що з кінця ХІХ ст. уряд країни систематично і цілеспрямовано виробляв міграційну стратегію, яка вміло відображала особливості внутрішньополітичного та внутрішньоекономічного розвитку країни і була тісно з ними пов'язана. На сучасному етапі в центрі міграційної політики Канади перебуває залучення в країну бізнес-мігрантів, які своїми знаннями та капіталами сприяли б процвітанню канадської економіки.
The article deals with the legal and organizational principles of the migration policy of Soviet Ukraine. The authors aim to analyze and characterize the whole range of methods and means of regulating migratory flows used by the Soviet authorities. The article analyzes the components of the Soviet migration policy: the passport system, the controlled and compulsory population movements, the regime of external migration, and the like. It is noted that the migration legal framework was formed without taking into account generally accepted international legal standards. Regulatory acts in the field of regulating the movement of population had one goal – to achieve full control by the state for the movement of a person and subordinate these movements to the interests of the state.
The methodological basis of the article consists of the principles of historicity, objectivity, versatility, complementarity and reasonableness. To analyse the development of the migration policy of the Soviet Ukraine, dialectical, chronological, systemic-structural, historical, comparative and other general scientific, as well as special scientific methods according to the subject of research are used.
The study finds the main instrument for monitoring and streamlining migration flows in the Soviet Ukraine was the long-standing passport system, and but not the economic policy and human rights and freedoms. The freedom to choose a place of residence has been kept to a minimum. This was in line with the migration doctrine of the Soviet era, which was determined in the All-Union Centre and was reduced to the strict control over the movement of the population, the extreme limited travel abroad. The choice of personality was to be subject to public interests that were understood as the interests of the state. In the last years of the Soviet Union's its most odious limitations gradually weakened, but only marginally. State interests were motivated by a number of diverse controlled displacements. However, the authors prove that the desire to strictly regulate migration processes by the Soviet authorities was not fully realized. Firstly, organized resettlement had never been a dominant form of displacement of the population in the USSR, even during the most rigid totalitarian regime. Secondly, a significant part of the organized resettlement ended with the return of migrants to their former residence or relocation to another place.
The authors draw attention to the fact that the constituent part of the migration policy of the Soviet Ukraine was the forced migration, which was carried out in the form of deportation of entire ethnic groups. Such voluntarist events have affected millions of different nationalities, and Ukraine has been experiencing their results to this day. Thus, the authors conclude that at the time of Ukraine's independence proclaimed, migration policy and its institutes in Ukraine were in fact absent, which is explained by the presence of only a surrogate statehood and the predominance of administrative methods over political management of migratory flows.
In the article the author investigates the factors and implications of the migration movement in Ukraine. It is established that the main problems of migration in Ukraine are: the prevalence of illegal labor migration; increase of volumes of long-term labor migration; increasing the participation of young people in domestic and international migration; an increase in the number of inhabitants from the northern, eastern and central Ukraine, which are characterized by a higher level of readiness for long-term emigration (the psychological side – as those who have already made the first step to this, the economic premise – the loss of real estate, work, stable income, etc.); increasing negative socio-economic and demographic consequences. In the article systematized the main factors influencing the migration movement in Ukraine in two periods – 2010-2014 and 2014-2017. The factors influencing the content are differentiated in groups: demographic, socio-economic, socio-psychological, normative, legal, political, for each group of factors the consequences of migration processes for the country are determined. It was proved that in 2010-2014 the factors influencing the migration movement were: the gradual reduction of life expectancy at the background of a low standard of living, poor living conditions and wages, professional and qualitative imbalance in the country's labor market, low level of satisfaction with quality and standard of living in the country, ineffective system of public administration, insecurity from abuse of power structures, and in 2014-2017, factors such as: feeling insecurity and uncertainty in the future against the background of a loss of a stable life the sense of manifestations of "social isolation" by internally displaced persons, despondency to state support, imperfect and untimely decisions on the protection of the sovereignty of the state and support of internally displaced persons, low level of national security. In order to address the specific problems inherent in the migration processes in Ukraine, in the article proposes directions for improving the existing migration policy. ; У статті автор досліджує чинники та наслідки міграційного руху в Україні. Встановлено, що основними проблемами міграції в Україні є: поширеність нелегальної трудової міграції; збільшення обсягів довгострокової трудової міграції; підвищення рівня участі молодих людей у внутрішній і міжнародній міграції; збільшення кількості жителів з північної, східної й центральної України, які відрізняються більш високим рівнем готовності до довгострокової трудової еміграції (психологічна сторона – як такі, що вже зробили перший крок до цього, економічна передумова – втрата нерухомості, роботи, стабільних доходів тощо); посилення негативних соціально-економічних і демографічних наслідків. У статті здійснено систематизацію основних чинників впливу на міграційний рух в Україні за двома періодами – 2010-2014 рр. і 2014-2017 рр. Чинники впливу за змістом диференційовані за групами: демографічні, соціально-економічні, соціально-психологічні, нормативно-правові, політичні, для кожної групи чинників визначені наслідки міграційних процесів для країни. Доведено, що у 2010-2014 рр. чинниками впливу на міграційних рух виступали: поступове скорочення тривалості життя на фоні низького рівня життя, незадовільні умови та оплата праці, професійно-кваліфікаційний дисбаланс на ринку праці країни, низький рівень задоволеності якістю та рівнем життя в країні, неефективна система державного управління, незахищеність від зловживань з боку владних структур, а у 2014-2017 рр. на перше місце виходять такі чинники, як: відчуття незахищеності та невпевненості в майбутньому на фоні втрати стабільного життєвого укладу, відчуття проявів «соціальної ізоляції» ВПО, зневіра у державну підтримку, недосконалі та несвоєчасні рішення щодо захисту суверенітету держави та підтримки ВПО, низький рівень національної безпеки. З метою вирішення специфічних проблем, що притаманні міграційним процесам в Україні, у статті запропоновані напрями удосконалення існуючої міграційної політики.
In the article the author investigates the factors and implications of the migration movement in Ukraine. It is established that the main problems of migration in Ukraine are: the prevalence of illegal labor migration; increase of volumes of long-term labor migration; increasing the participation of young people in domestic and international migration; an increase in the number of inhabitants from the northern, eastern and central Ukraine, which are characterized by a higher level of readiness for long-term emigration (the psychological side – as those who have already made the first step to this, the economic premise – the loss of real estate, work, stable income, etc.); increasing negative socio-economic and demographic consequences. In the article systematized the main factors influencing the migration movement in Ukraine in two periods – 2010-2014 and 2014-2017. The factors influencing the content are differentiated in groups: demographic, socio-economic, socio-psychological, normative, legal, political, for each group of factors the consequences of migration processes for the country are determined. The article is devoted to the research and analysis of the migratory moods of students of higher education institutions during studies as an important factor of their life prospects. In recent years, Central and Eastern Europe has been experiencing particularly acute problem of labor migration processes that are going in one direction. Young working population is leaving the country and is not coming back. It should be noted that such a vector of economic migration is always directed from the periphery towards the center, and from developing to more economically developed countries. At present, there is an intensification of migration processes in the world, and these processes increasingly involve the population with high level of human capital (people with university and post-university education). In the scientific literature, this process is referred to as "elite migration" and implies mass migration of highly skilled professionals, which is associated with an increase in the role of multinational corporations and, consequently, a decrease in the role of the national economy in the global economy.Countries that are interested in "brain gain" and know their economic cost are pursuing an active and purposeful migration policy to attract highly qualified specialists from developing countries. The purpose of the article is to carry of the migratory moods of higher education institutions in Central and Eastern Europe as an important factor of their life prospects. Because of the special political, social and economic situation in Ukraine caused by the conflicts in the Eastern regions of the country and the economic crisis the study puts more emphasis on Ukraine. According to expert estimates, migration of individuals with high level of social capital is determined not only by social and economic problems that are characteristic of countries in a transitional economy, but also by political and sometimes cultural factors. Often, the migration of the social elite is a response to the systemic crisis that these countries are experiencing in the process of democratic formation. Facade democratic regime, the general inefficiency of the economy, the decline in the level of culture and education in society, as well as the lack of clear prospects, all become push-factors that determine the departure of such individuals. We characterized the migratory moods in the context of possible emigration, identified and compared the prerequisites and motives of the students" paid and volunteer work, as well as found the connection between the students' field of study and their type of work. Based on the results of the research, we can state that the respondents' professional plans are directed towards external labor migration, which will negatively affect the economic development of the regions due to the loss of promising workforce. ; Статтю присвячено дослідженню та аналізу міграційних настроїв студентів. «Фасадність» демократи, загальна неефективність економіки, зниження рівня культури й освіти в суспільстві, корупція, кримінальний капіталізм, «олігархічна» концепція управління – все це стає виштовхуючими факторами (push-factors), які зумовлюють міграційні настрої чи від"їзд молоді з вищою і постуніверситетською освітою.
