A discussion of the impact of international migration on international relations considers how state actions shape population movements; what causes population movements to result in cooperation or conflicts; & how governments respond to population flows. It is suggested that the response of a state to international migration often affects that state's relations with other countries; a state's exit/entry rules affect international migration; & international migrants often become a political force in their country of destination. The concept of sovereignty as it relates to neoclassical economic ideas is explored to help shed light on how states influence international migration. The most common types of entry/exit rules are described to illustrate how they influence the magnitude, composition, & directionality of international migration, as well as relations between states. "This article examines women's migration from Ukraine to Italy. The authoress will present three typologies of migrant women: migrants in transition, permanent migrants, and suspended migrants. However she will focus mostly on the third category, because it demonstrates the difficulties of the returnees. When migrant women repatriate, they have more self-confidence, and they want to change their life and act out their plans in Ukraine. This innovative propulsion clashes with a society that is changing for the most part in a neoconservative direction, so they often begin planning to leave once again. A transnational women's network is born; it is m conflict with the neoconservative wave that is crossing Ukraine which is, albeit timidly, starting to have a voice in the Ukrainian public sphere. Thus these migrant women can be understood as transforming agents in gender relations." (author's abstract)

Most people migrate to improve their living conditions; however, potential income gains must be viewed against such costs as differences in the cost of living between the country of origin & the destination country; direct costs related to the job search; & social costs resulting from separation from one's family & society. It is noted that the migrant stock in the world's population has remained stable at 2.3 percent & demographic forecasts suggest that fears about a dramatic increase in international migration are unfounded. Most international migrants go to neighboring countries & migration flows to developed regions, especially North America, have been the most pronounced since the 1960s. Although many migrants are uneducated & low-skilled, an increasing number of highly qualified people are fleeing from war, natural disaster, persecution, or economic misery. The economic effects of migration in both the receiving country & the country of origin are discussed, along with immigration policies intended to curb unwanted immigration. J. Lindroth

An examination of the south-to-north migration of women focuses on selected receiving countries that illustrate a variety of migration experiences & policy positions. The lack of data classified by gender is pointed out. Census data (1980) from 157 countries indicate that 48 percent of those living outside their country of birth were women; however, men tend to outnumber women in most countries of Asia, Africa, & Oceania. More females migrate to countries that encourage migrant labor & developed countries that favor migration for permanent resettlement. The increase of migration from developing to developed countries over the last 30 years is pointed out. Although female immigration to the former labor-importing countries of Europe has not predominated over male immigration since the 1974 discontinuation of temporary labor migration, immigration to the US has consistently included more women than men, especially female immigrants from Latin America & East/Southeast Asia. It is concluded that women's participation in international migration flows is comparable to that of men. The need for further research is emphasized. Tables, References. J. Lindroth
