O objetivo deste artigo é discutir as origens, os desdobramentos e as permanências da prática de racialização dos corpos negros, por meio das políticas migratórias brasileiras, desde fins do século XIX até os dias atuais. Para tal, serão utilizadas as abordagens epistemológicas pós e decoloniais, com destaque para o pensamento afro-diaspórico. Esta investigação propõe a inclusão da "raça" como categoria analítica indispensável para o estudo das migrações no Brasil. A partir de uma abordagem inédita, será examinado como o Haitianismo deixou um legado que serviu de substrato para a formulação de legislações explicitamente racializadas sobre imigração. O primeiro tópico tematizará a nacionalidade e cidadania no Brasil a partir de sua independência, nos momentos iniciais de constituição do Estado imperial pós-colonial. O segundo tópico aborda as relações entre a raça e as normativas migratórias do século XX. Por fim, na última seção, será apreciada a atual Lei de Migração a partir das concepções de racismo estrutural e colonialidade do poder. ; El objetivo de este articulo es discutir los orígenes, los ramos y las permanencias de la practica de racialización de cuerpos negros, por medio de las políticas de migración brasileñas, desde fines del siglo XIX hasta los días actuales. Para esto, serán utilizadas los abordajes epistemológicos post y decoloniales, en especial el pensamiento o afro-diaspórico. Esta investigación propone la inclusión de la "raza" como categoría de análisis indispensable para el estudio de las migraciones en Brasil. A partir de un abordaje inédito, será examinado como el "Haitianismo" dejó un legado que sirvió de sustrato para la formulación de las legislaciones explícitamente racializadas sobre inmigración. El primer asunto traerá el tema de nacionalidad y ciudadanía en Brasil a partir de su independencia, en los momentos iniciales de su constitución del Estado imperial post colonial. El segundo tópico trata de las relaciones entre raza y las normativas migratorias del siglo XX. Por último, esta la sección en que será apreciada la actual "Lei de Migração" a partir de las concepciones de racismo estructural y colonialidad del poder. ; The aim of this article is to discuss the origins, expansion and permanences of the practice of racialization of black bodies, through brazilian migration policies, from the end of the 19th century to the present day. For this purpose, post and decolonial epistemological approaches, specially the afro-diasporic thinking, will be used. This research proposes the inclusion of "race" as an indispensable analytical category for the study of migrations in Brazil. From an unprecedented approach, it will be examined how Haitianism has left a legacy that served as a substrate for explicitly racialized legislation on immigration. The first topic will address the nationality and citizenship in Brazil starting from its independence, in the initial moments of constitution of the post-colonial Imperial State. The second topic addresses the relations between race and the migratory normatives of the 20th century. Finally, in the last section, the current Migration Law will be appreciated from the conceptions of structural racism and coloniality of power.

A webdiáspora, enquanto espaço de reordenamento de experiências e práticas sociais e subjetivas dos imigrantes e comunidades diaspóricas, contribui necessariamente na produção de marcas e rastros existenciais individuais e coletivos no plano subjetivo e simbólico. A pergunta que se coloca, todavia, é se tal configuração cognitiva, de natureza abertamente 'a-espacial', constitui uma forma diferenciada de suporte à tradicional 'memória coletiva' proposta por Maurice Halbwachs ou se limita a reforçar as modalidades de sociabilidade que prescindem naturalmente do espaço físico. A partir de uma reflexão teórica que une as noções de 'memória coletiva' do próprio Halbwachs, de 'espaço nostálgico' de Abdelmalek Sayad e de 'transnacionalismo' explorada por diversos autores, entendemos que, ainda que não possa se substituir à 'memória coletiva espacial' ou se sobrepor ao 'espaço social', a webdiáspora não deixa de oferecer preciosos subsídios mnemônicos e interativos para as comunidades de imigrantes que se encontram no exílio; principalmente, ao reunir e tornar acessíveis registros informacionais de caráter identitário que contribuem para a consolidação do sentimento de pertencimento ao grupo e manutenção dos laços comunicativos transnacionais.
Women, Migration & the Cashew Economy in Southern Mozambique: 1945-1975
Analyses the lives and livelihoods of the female cashew shellers in Mozambique's capital in the colonial era, during which the industry grew to be a major export, and relates how the women played a fundamental, but previously underappreciated, role in the colony's economy. JOINT RUNNER-UP FOR THE 2017 AIDOO-SNYDER BOOK PRIZE Between the late 1940s and independence in 1975, rural Mozambican women migrated to the capital, Lourenço Marques, to find employment in the cashew shelling industry.This book tells the labour and social history of what became Mozambique's most important late colonial era industry through the oral history and songs of three generations of the workforce. In the 1950s Jiva Jamal Tharani recruited a largely female labour force and inaugurated industrial cashew shelling in the Chamanculo neighbourhood. Seasonal cashew brews had long been an essential component of the region's household, gift and informal economies, but bythe 1970s cashew exports comprised the largest share of the colony's foreign exchange earnings. This book demonstrates that Mozambique's cashew economy depended fundamentally on women's work and should be understood as "whole cloth". Drawing on over 100 interviews, the rich narratives convey layered histories: the rural crises that triggered the flight of women, their lives as factory workers, widespread payment and wage fraud, the formation of innovative urban families, and the health costs that all African families paid for municipal neglect of their neighbourhoods. Venezuelan migration in Jornal Nacional ; Migração Venezuelana no Jornal Nacional
Com o propósito de explorar os sentidos narrativos, este artigo analisa o discurso do Jornal Nacional (JN), da Rede Globo, sobre os venezuelanos deslocados para o Brasil em decorrência da crise econômica, política e social em curso na Venezuela. Definimos como recorte temporal 17 edições de 2018 que enquadraram a presença de imigrantes venezuelanos no Brasil. À luz da Sociologia compreensiva identificamos nós cegos nas práticas discursivas do JN. A chegada dos imigrantes é narrada como uma ameaça à normalidade e à estabilidade. A perpetuação deste regime discursivo pode funcionar como um mecanismo de exclusão, gerador de novos medos e inseguranças. ; This article analyzes the discourse of Jornal Nacional (Globo Channel) about Venezuelans displaced to Brazil as a result of the economic, political and social crisis in Venezuela, in order to explore their narrative senses. We decided to use, as a temporal cut-off, 17 editions of 2018, with an analytical emphasis on those that showed the presence of Venezuelan immigrants in Brazil. With the help of Sociology, we identified the blind nodes in the discursive practices of Jornal Nacional. The arrival of the immigrants is narrated as a threat to normality and stability. The perpetuation of this discursive regime may function as a mechanism of exclusion, generating new fears and insecurities.

Migrações internacionais: teorias, políticas e movimentos sociais ; International migrations: theories, policies and social movements
APRESENTAM-SE subsídios para o debate sobre políticas de migração internacional que já se estende para movimentos sociais de expressivos contingentes documentados e não-documentados nos principais países de destino. Recomendações de organismos internacionais defendem políticas migratórias em termos de direitos humanos e na supervisão de remessas, consideradas um dos aspectos positivos das migrações e auxílio no combate à pobreza dos países de origem. O contraponto com formulações teóricas sobre o fenômeno evidencia incoerências e inviabilidades dessas propostas se não forem articuladas com esforços para o desenvolvimento econômico e social dos países envolvidos. ; THE TEXT presents arguments for the debate concerning international migration policies; this debate, nowadays, involve social movements of increasing number of documented and undocumented migrants in the main destination countries. International organisms recommend migration policies based on human rights and remittances, considered as a way of reducing poverty in origin countries. Nevertheless, considering theoretical approaches and recent mass movements we can argue about the viability of the propositions as well as the necessity of also considering the structural conditions for the development efforts in these countries as a fundamental manner of combating poverty and improving their level of life.

This article aims to reflect on migratory flows and the political role of the image using the war in Syria as a reference. Hamza Al-Ajweh's photograph titled "A Syrian child walks down a street past the rubble of destroyed buildings in the rebel-controlled city of Douma in the Eastern Ghouta enclave outside Damascus", taken on March 8, 2018, and published for the first time at the Los Angeles Times, will be used as a point of reference for the discussion and analysis proposed here. The complexity of displacements in this specific context of war leads us to design Syrian mobility after the beginning of the war in 2011, understanding that this complexity goes far beyond the formal definitions used by international agencies. For a closer understanding of the debate, we designed the discussion in three parts: a brief contextualization of the conflict in Syria, which began with the Arab Spring and continues until today. This socio-political contextualization serves here as a backdrop for discussing not only generic migratory categories but to help better understand people, movements and the demand for new categories and visual reflections that go beyond current perspectives. And in the last part, we will discuss how the image of the photographer Hamza Al-Ajweh helps us think about multiple political and transformative aspects of the picture. ; Este artigo visa pensar os fluxos migratórios e o papel político da imagem utilizando como referência a guerra na Síria. Abstract: Justice Reform in developing countries is one of the most important priorities of international economic organizations. Reform is frequently pursued by setting up new institutions beyond national authorities, in order to prevent national government interference with their functions. The theories linking economic growth and rule of law models offer legitimization to the legal transplants required to meet international standards.
