The author deals with one of the most pressing problems of the 20th century - the problem of migrations. The essay is divided into four parts. In the first, the author presents empirical findings; in the second, he deals with the causes of the intra- and inter-national migrations; the third part is an outline of feasible perspectives, while the fourth offers possible options as countermeasures. The 20th century is characterized by the shift of the regional focal points of migrations. In the first half of the century, the inter-national migrations of refugees largely took place in Europe. However, in the second half of the century, the hub of the migrations shifted from the northern to the southern hemisphere. One of the major causes of migrations are wars and the accompanying violence. Other important causes are economic hardships, population boom, ecological disasters and the erosion of traditional values. Judging by the characteristics of the major causes of migrations, it is very unlikely that the situation at the turn of the millennium is going to change significantly. The only thing international organizations and states can do is to alleviate this problem by creating long-term strategies that might strike at the roots of the migration issue. (SOI : PM: S. 59)
Due to the war in Bosnia and Hercegovina, the study of international migration imposed itself, embracing the study of the migrations of the peoples of the former Yugoslavia and the problems of emigrants from the former easteuropean states. The existing connection between the problem of emigrants and displaced persons human rights, armed conflicts, undevelopment and immigration, are studied within a broader aspect, sufficient for conclusions. The data from various stands point to certain differences among the emigrants from Central Europe, the territory of the former Yugoslavia and Russia. (SOI : PM: S. 73)
The author analyzes the current trends of the globalization of trade, capital, mass media, communication, transport, tourism and economic migrations. However, there is the backlash to the globalizing processes: cultural particularism which has mobilized traditions and triggered violent outbreaks of hostilities. Political scientist Francis Fukuyama has pointed out that today the key challenges to liberal democracy are a miscellany of particularistic fundamentalism, national extremism, totalitarism and authoritarian paternalism. Samuel Huntington also warns about the dangers of particularism. Within such a framework, the phenomenon of "ethnic cleansing" is only an extreme form of the trend which has marked the 20th century - ethnical homogenization as a reaction to the problems of multiethnic communities. The author is of the opinion that this development need not represent an obstacle for the dialogue and communication among cultures. (SOI : PM: S. 168)
The author approaches Malcolm's book analytically and synthetically. The strength of Malcolm's book lies in the fact that it is not burdened with controversies of the Balkan historiography and chauvinistic mentality. Malcolm succeeded in demystifying the Kosovo battle (1389) and the "Great Migration of Serbs" (1689), the themes that Serbian historiography is burdened with. Malcom's book successfully exposes the causes of Balkan war, especially of the last one (1991-1999), as a consequence of Serbian hegemonistic ideology and policy. Malcolm's book will help both Serbian and Albanian historians to abandon a romantic approach in writing their histories. However, author could not aree with some of Malcolm's conclusions, such as assumed lack of oppressive measures of the Ottomans over local population in Kosovo or the argument that there is no Muslim fundamentalism among Albanians because they have an Albanian Christian Democratic Party. Likewise, Malcolm seems to accept the idea that there was a process of "albanisation" of Serbs in Kosovo based on the names of certain number of Albanian population, while at the same time denies that there was an identical process in the opposite direction. The reason for this confusion probably lies in the fact that Malcolm overlooks that it is a question of "albanisation" of Vlachs and not of Serbs. Inspite of these shortcomings. the autor highly recommends the book. (SOI : CSP: S. 571)
The essay first highlights certain basic features of the attitude of the European immigrant countries towards the new (migrant) ethnic minorities in their midst, the attitude that at the same time is indicative of the existence of various forms of ethnicity in the development of the European nation-states. The differences in the individual "national responses" regarding the existence of new ethnic communities reflect these differences in the understanding of the ethnic/national identity of individual countries. The author then goes on to deal more specifically with the presence of the Muslim population in West-European countries, the population that - perhaps more than any other group of "aliens" - is torn between the Westeuropean practice of ethnic and increasingly cultural discrimination, and a belief in liberalism and pluralism. ln connection with this, the role of Islam and the "Muslim" identity in the Muslim communities in West- European countries is analyzed. The author presents the situation and the fate of the Germans in the Danube-basin (German and Austrian minorities) in Croatia after the World War Two. He also deals with the fundamental problems (political, legal, cultural, economic demographic etc.) and points at the most important Yugoslav, Croatian and German sources and literature.
