The Arab Spring in Syria and its Implications for the Regional Policy of Turkey ; Arabska Wiosna w Syrii. Implikacje dla polityki regionalnej Turcji
The events of the Arab Spring in Syria have led to the re-evaluation of the regional policy of the Republic of Turkey, which has faced two options. One involves acting in compliance with the expectations of its Western allies, and promoting the principles of democracy in the Middle East by firmly reacting against any cases of human rights' violations, simultaneously showing the direction of the changes necessary in the region. Another refers to the principles included in the definition of the international policy of "Strategic Depth": avoiding problems with neighbors, which excludes all interference in the internal politics of other countries, and means the continuation of pragmatic co-operation with all political centers, including authoritarian regimes. In the face of the violent struggle between the opposition and Al-Assad supporters, a policy of the protection of democracy and human rights has been chosen. This decision, on the one hand, strengthens Turkey's relations with Western structures. On the other hand, it may lead to open conflict with a direct neighbor, Syria, which constitutes a serious threat to Turkey's security, and may result in negative consequences for its energy security and economic relations with its Middle East partners. The Republic of Turkey does not exclude direct engagement in a potential military intervention in three cases. Firstly, if Turkey's NATO allies decide to start military operations in Syria. Secondly, should it become necessary to protect its people and its territory. Thirdly, in the case of the conflict's escalation or its spread outside Syria's borders. ; Wybuch Arabskiej Wiosny w Syrii spowodował przewartościowanie polityki regionalnej Turcji. Przez dwadzieścia pięć lat międzynarodowe środowisko Polski uważane było za stabilne i wolne od bezpośrednich zagrożeń militarnych. Kryzys na Ukrainie i interwencja zbrojna Rosji na Krymie podważyły to przekonanie. Naruszenie integralności Ukrainy przez Rosję winno spotkać się ze zdecydowaną reakcją społeczności międzynarodowej. Szczególnie zobligowane do działania wydają się być jednak Stany Zjednoczone i Wielka Brytania, które - wraz z Rosją - są od 1994 r. gwarantami bezpieczeństwa, integralności terytorialnej i niezależności Ukrainy. Do¬trzymanie przez nie złożonych obietnic można traktować jako probierz dotrzymania innych zobowiązań, w tym także tych, które wynikają z układów sojuszniczych. Międzynarodowe reperkusje zbrojnego konfliktu na Ukrainie mogą więc dotyczyć nie tylko przyszłego statusu Krymu i Ukrainy, ale także wiarygodności NATO, Unii Europejskiej (w tym Wielkiej Brytanii) oraz Stanów Zjednoczonych. W tym kontekście konflikt na Ukrainie może stać się powodem wymuszającym przegląd oraz - być może - redefinicję założeń polskiej polityki bezpieczeństwa. Analysis of the Situation in Ukraine in Spring 2014
In the article the author presents his analysis of the current political events in Ukraine, beginning with the origin of the Euromajdan and the mistakes of president Yanukowych that eventually led to his removal. The Ukrainian society is depicted with strong emphasis on the high level of political awareness that is characteristic of that society and their determination to reach their goals, as well as their political and economic aspirations. According to the author, the Ukrainian-Russian war started on February 28, 2014 when unidentified troops began occupation of administrative buildings in Crimea and the development of this conflict will bring severe consequences for both countries. Furthermore, the possible reasons why Putin chose the Crimea as an arena of his political pursuits are provided, as well as his minimum, maximum and interval targets concerning Ukraine. The author also maintains that the West and its actions or lack thereof is crucial for Ukraine; he notices that the demands made by the Western side are ignored, but he sees them not as "empty words" but announcements of future political events. He believes that the Western countries will take action in two ways: they will introduce immediate symbolic sanctions, as well as long-term sanctions aimed to prevent violating international law in the future. The article also presents the author's prediction concerning the future actions of the Western states and the likelihood of direct NATO intervention. Additionally, the author considers the situation in Ukraine also from the perspective of Poland.

The Conflict in Syria from the Perspective of the Russian Federation

Following the outbreak of the conflict in Syria, the United States and Russian Federation became involved in the peace process aimed at stabilizing the internal situation. In the initial phase of this process, Russia introduced political plans to resolve the dispute, while successively blocking UNSC projects calling for the resignation of Bashar al-Assad. As a consequence of the changes that took place in Russia's foreign policy after the annexation of Crimea, it began conducting military activities aimed at ousting opposition forces from Syria and preventing the West from making any possible intervention. Due to the lack of a decisive response from the United States, within a few years the Syrian regime's offensive, militarily supported by Russia, reduced the opposition forces supported by the US to the defense. As a result of Russi's intense involvement in the process of resolving the Syrian conflict, this country has once again started to play a key role in the international arena. The conflict in Syria has highlighted the Russian government's aspirations to rebuild its state as a superpower.

Po wybuchu konfliktu w Syrii w proces pokojowy, mający na celu ustabilizowanie sytuacji w kraju, zaangażowały się Stany Zjednoczone i Federacja Rosyjska. W początkowej fazie tego procesu Rosja inicjowała polityczne plany dotyczące rozwiązania sporu, jednocześnie sukcesywnie blokując projekty Rady Bezpieczeństwa ONZ wzywające do ustąpienia Baszara al Asada. W konsekwencji zmiany, jaka nastąpiła w polityce zagranicznej Rosji po aneksji Krymu, rozpoczęła ona działania militarne maj mające na celu wyparcie z Syrii sił opozycyjnych i nieumożliwienie Zachodowi przeprowadzania ewentualnej interwencji. Brak zdecydowanej reakcji Stanów Zjednoczonych sprawił, że w przeciągu kilku lat ofensywa reżimu syryjskiego, wsparta militarnie przez Rosję, sprowadziła do defensywy wspierane przez USA siły opozycyjne . W efekcie intensywnego zaangażowania Rosji w procesie rozwiązania konfliktu syryjskiego kraj ten na nowo zacz zaczął odgrywać kluczową rolę na arenie międzynarodowej. The attitude of the National Democracy towards the Soviet Union based on two factors: its political, military and economic weakness, which prevented Soviet aggressive foreign policy and common interest of Poland and the USSR, which was defence against German expansion in the East. So National Democracy wanted to have good relations with the Soviet state and objected of any intervention in internal affairs of the Soviet Union. National camp demanded from the USSR peacefulpolicy, stabilization on the Polish-Soviet border and cooperation in defending the territorial order in this part of Europe.The real relations between Poland and the USSR weren't so optimistic. The National Democracy accused communist government in Russia of the preparations to european revolution and to force all the countries to adopt totalitarian system. The ways of realization of that plan were Polish-Soviet war (1919-1920) and help given to Polish communists by the USSR in destructive activity against the Polish Republic. The National Democracy criticized east neighbour on dislike for political and economic cooperation with Poland, too. For the USSR better partners were Germany or France than poor Poland and national leaders had to resign from theirs conception of keeping close cooperation with the USSR.Poland was situated between Germany and the Soviet Union, what had grave influence on national conception of mutual relations with both neighbours. For the National Democracy Germany was the most dangerous enemy of the Polish state, so a natural partner had to be seek in the USSR. That's why, despite failures, national leaders during interwar period didn't change their main idea on good relations with the east neighbour on political and economic ground and were convinced, that the Soviet government would eventually change its foreign policy. Some political events strengthened the national camp in its conviction: a treaty of non-aggression, trade relations or influential Soviet politicians' speeches, for example ministries of foreign affairs, about the necessity of cooperation with Poland. But belief in their own conceptions caused misunderstanding of the real aims of the USSR, which were at odds with interests of Poland and based on intentions to destroy the Polish state.

The Commonwealth of Poland towards Russia in the final stage of the Great Diet (1791–1792) ; Rzeczpospolita wobec Rosji w ostatniej fazie obrad Sejmu Wielkiego (1791–1792)
When the Constitution was ratified on May 3, 1791, establishing good relations with Russia was the most important issue for the security of the Commonwealth. As leaders of the Great Diet noticed that prosperous situation in the Polish-Lithuanian state's international relations was ending, they suggested Stanisław August to turn to Russia. Because of their initiative, the king introduced several members of the St. Petersburg court to the Guardians of the Laws. Yet, it did not reorient Polish foreign policy. Having strengthened his position, Stanisław August was delaying direct talks with the empress. He was convinced, that to avoid Russian intervention in the Commonwealth's internal affairs, one should not provoke Russians and appease any internal conflicts. That assumption turned to be wrong, though. Contrary to the views of the vast majority of Polish historians, who believed that Russian intervention in Poland was predetermined, the St. Petersburg court was divided, when it came to the policy on the Polish-Lithuanian state. Some advisers of Catherine II believed, that without a final agreement with German courts, one should not start a war with the Commonwealth, because it would be hard, long-lasting and costly. Yet, views of Polish malcontents and empress's favorite, Platon A. Zubov, were taken into account, and a military operation was launched, without looking at Vienna and Berlin's position. A passive diplomacy turned out to be a fatal mistake of the Polish king and his advisers. The concept of a limited warfare was equally wrong. The weak resistance of the Polish army strengthened the position of the empress's favorite. When Stanisław August's letter to Catherine II arrived at St. Petersburg, already in the course of war, at the Russian court a group of war opponents took a final attempt to stop hostilities, and start negotiations with the Commonwealth's ruler. However, successes of empress's troops, that rapidly moved towards Warsaw after the withdrawing Poles, favored supporters of an armed intervention. The king and his advisers ceased to believe in the possibility of victory too soon, and capitulated at the time, when there was still a chance to continue the war, a prolongation of which by several weeks might have prompted the empress to start peace negotiations. It was a great political mistake, which turned out to be the beginning of the end of the First Republic. ; Po uchwaleniu Konstytucji 3 maja ułożenie stosunków z Rosją było najważniejszą kwestią z punktu widzenia bezpieczeństwa Rzeczypospolitej. Widząc wygasanie pomyślnej dla państwa polsko-litewskiego koniunktury w stosunkach międzynarodowych, przywódcy Sejmu Wielkiego zasugerowali Stanisławowi Augustowi dokonanie zwrotu ku Rosji. To z ich inicjatywy król wprowadził do Straży Praw kilku stronników dworu petersburskiego. Nie pociągnęło to jednak za sobą reorientacji polskiej polityki zagranicznej. Umocniwszy swoją pozycję, Stanisław August zwlekał z nawiązaniem bezpośrednich rozmów z cesarzową. Był przekonany, że wystarczy nie prowokować Rosjan i łagodzić wszelkie konflikty wewnętrzne, żeby uniknąć rosyjskiej interwencji w wewnętrzne sprawy Rzeczypospolitej. Założenie to okazało się błędne. Wbrew twierdzeniu ogromnej większości historyków polskich, którzy uważali, że rosyjska interwencja w Polsce była z góry przesądzona, na dworze petersburskim do ostatniej chwili trwały spory i dyskusje dotyczące kształtu polityki wobec państwa polsko-litewskiego. Część doradców Katarzyny II była zdania, że bez ostatecznego porozumienia z dworami niemieckimi nie należy zaczynać wojny z Rzecząpospolitą, gdyż będzie ona ciężka, długotrwała i kosztowna. Namowy polskich malkontentów sprawiły jednak, że ostatecznie zwyciężyła, lansowana przez faworyta cesarzowej – Płatona A. Zubowa, koncepcja rozpoczęcia działań zbrojnych bez oglądania się na stanowisko Wiednia i Berlina. Bierność dyplomatyczna okazała się fatalnym błędem polskiego króla i jego doradców. Równie błędna była koncepcja prowadzenia wojny w ograniczonym tylko zakresie. Słaby opór polskich armii umacniał bowiem pozycję faworyta cesarzowej. Już w trakcie działań wojennych, po nadejściu do Petersburga listu Stanisława Augusta do Katarzyny II, grupa przeciwników wojny na dworze rosyjskim podjęła ostatnią próbę przerwania działań zbrojnych i rozpoczęcia rozmów z władcą Rzeczypospolitej. Sukcesy wojsk cesarzowej, które w ślad za wycofującymi się Polakami zmierzały szybko w kierunku Warszawy działały jednak na korzyść zwolenników zbrojnej interwencji. Król i jego doradcy zbyt szybko przestali wierzyć w możliwość odniesienia zwycięstwa i skapitulowali w chwili, kiedy wciąż istniały szanse na kontynuowanie wojny, której przedłużenie o kilka tygodni mogło skłonić cesarzową do wyrażenia zgody na rozpoczęcie negocjacji pokojowych. Był to fatalny błąd polityczny, który okazał się w konsekwencji początkiem końca pierwszej Rzeczypospolitej.

Problemy Kanału Panamskiego w stosunkach bilateralnych między Panamą a Stanami Zjednoczonymi
A politological analysis is presented in this book of the more than seventy year long period of US — Panama relations. Particular interest is devoted to the diplomatic and international law aspects, since in the author's opinion they are of paramount, fundamental significance. The main stream of these considerations is preceded (section 1) by a description of the circumstances governing the founding od Panama as an independent state. The author sees this as the resultant of a number of causes, both internal and also external, and hence not merely as a product of US policies. In section 2 is presented the initial state of bilateral relations, in particular the circumstances accompanying the signing of the Hay — Bunau-Varilla agreement, analysis of its clauses and also the legal and practical consequences of this agreement as the plane of the links between' Panama and the United States. Panama — US relations in the years from 1904—1964 are shown (section 3), analysing selected problems in a dynamic conception. Dealt with here are such problems as: guaranteeing independence and the policy of intervention, titular and eminents sovereignty military and economic questions and also matters concerning the conflict of 1964. It is the author's view that the situations analysed determine the principal lines of division and differences in the interests of the two sides, and also make it possible to discern — in a negative sense — future and desired foundations of these bilateral relations. Also comprehended in the field of interest is the question of the interpretation of the 1903 convention^ the evolution of Panama's attitude towards its principal terms and also certain legal modifications. The last two sections deal with the story of the negotiations lastingover many years and also the analysis of the currently binding agreements on the Panama Canal. Attention is drawn to the internal and international determinants governing the attitudes of the two sides. The author evaluates the new foundation of US — Panama relations in finding answers to the question: to what degree have the three groups of already historical controversies between the two sides been eliminated. These involve: 1) the legal and factual position of the Canal Zone; 2) the legal situation of the canal; 3) the rights held by USA extending over the whole Panamese relations results from the overcoming of a certain barrier, impossilbe to surmount in the earlier period, which determined the limiting (referring both to intentions and also to pacts negotiated) to modification of the Hay — Bunau-Varilla agreements without making any changes in its basic terms. In this sense the actual treaties are an incomparable qualitative state (chiefly due to annulling the clause on the permanence and titular sovereignty of Panama over the Canal Zone) that is achieveable due to the determination of the Torrijos government and also of the Carter administration. The present situation is of a clearly temporary character (up to 2000 AD). Although many anachronistic regulations have been annulled and in many cases conditions for cooperation have been created, intractable problems for the future are discernible. These result from the different interpretations by the two sides of the function of the Panama Canal. Panama aims to extract maximum direct and indirect advantages from the canal. As a small country its policy is to achieve demilitarisation and neutrality understood as the elimination of foreign bases and the obtaining of international guarantees safeguarding against external intervention. For the USA the economic question, although important (the advantages are rather indirect), does not play such a dominant role. Moreover, the canal itself has a strategic significance, the more so in view Of the lack of stability in Central America. From the aspect of Panamese rights further doubts are raised by the plans for building a canal at sea level. Among the varied problems to be confronted in the coming decade, these major items are most likely to govern US — Panama relations: the economic viability, of exploiting the canal, the method of implementing its strategic function and matters relating to the plans for building a new canal.

W cieniu Afganistanu. Kilka uwag o bezpieczeństwie Polski w pierwszej dekadzie XXI wieku
Po upadku komunizmu i zakończeniu zimnej wojny wydawało się, że świat na trwałe wchodzi w okres stabilizacji, pokoju i współpracy. Szybko jednak okazało się, że świat narastającej globalizacji ma różne oblicza, także negatywne, co rzutuje na prawie każdą sferę życia, także na bezpieczeństwo. Spadło co prawda zagrożenie nuklearne, ale pojawiły się nowe zagrożenia oraz nasiliły te, które przedtem przesłonięte były rywalizacją Wschód – Zachód. Chodzi głównie o konfl ikty etniczno- -religijne, kulturowe i cywilizacyjne, w tym rozlewające się konfl ikty wewnętrzne w państwach słabych i upadłych, proliferację broni masowego rażenia, niebezpieczne ambicje państw dyktatorskich. Ogromny wpływ na ład międzynarodowy i bezpieczeństwo miały zamachy 11 września 2001. Zmieniły one percepcję zagrożeń dla bezpieczeństwa. Terroryzm uznany został za największe zagrożenie dla bezpieczeństwa, a ogłoszona przez prezydenta Busha walka z terroryzmem doprowadziła Stany Zjednoczone i prawie cały Zachód do zaangażowania w dwie wojny: w Iraku i w Afganistanie. O ile interwencję w Afganistanie i obalenie reżimu Talibów można uznać za swoiste prawo do samoobrony Stanów Zjednoczonych (a właściwie po uruchomieniu art. 5 traktatu waszyngtońskiego za sprawę całego NATO), bo Al-Kaida, która była organizatorem zamachów 11 września, za przyzwoleniem tego reżimu była na stałe zainstalowana w tym kraju, to już interwencja w Iraku miała wątpliwe podstawy prawne, a właściwie była ona jednostronną decyzją USA, podjętą mimo protestów połowy sojuszników NATO. To co nastąpiło potem, w ramach wojny z terroryzmem, przekształciło się w totalny chaos, przypominający wojnę domową, w Iraku obecnie wygasającą, w Afganistanie zaś, już w warunkach obecności tam Międzynarodowych Sił Wsparcia Bezpieczeństwa (ISAF), coraz bardziej nasilającą się. W ostatnich dwóch latach warunki bezpieczeństwa w Afganistanie, za które w praktyce, w ramach ISAF, odpowiedzialne jest NATO, gwałtownie się pogorszyły. Gwałtownie wzrosła liczba zamachów terrorystycznych, a talibowie odzyskują pozycje, kontrolując już prawie 40% obszaru Afganistanu. Sytuacja w Afganistanie i odpowiedzialność NATO za bezpieczeństwo tego kraju budzi ogromne zaniepokojenie przywódców państw natowskich oraz kierownictwa sojuszu. Staje się to również jednym z centralnych problemów nowej administracji waszyngtońskiej. Trwające już siedem lat i rosnące zaangażowanie NATO i sił koalicyjnych w Afganistanie, pionierskie w ramach misji out of area, mimo zaangażowania ok. 64 tysięcy żołnierzy, sprzętu i idących w miliardy dolarów kosztów operacji nie przynosi jak dotąd, oczekiwanych rezultatów. Dlatego też przygotowana i realizowana jest nowa strategia obecności USA i NATO w Afganistanie. Zaangażowanie NATO w Afganistanie często interpretowane jest jako swoisty test dla Sojuszu, jako wyraz rosnącej odpowiedzialności za bezpieczeństwo globalne, w tym za zwalczanie nowych zagrożeń, takich jak terroryzm, których eskalacja jest także ubocznym skutkiem globalizacji. Autor nie w pełni podziela te opinie, choć niewątpliwie obecność NATO w Afganistanie jest ważną i trudną próbą dla Sojuszu, w tym także dla Polski ze względu na rosnące zaangażowanie sił zbrojnych naszego kraju w tę operację. Sprawa udziału NATO jednak rzutuje na stan bezpieczeństwa międzynarodowego, eskaluje napięcia i budzi negatywne emocje cywilizacyjno-kulturowe, utrudnia walkę z terroryzmem, kładzie się cieniem na i tak niejasny obraz sytuacji na Bliskim i Środkowym Wschodzie. Na wiele spraw z zakresu bezpieczeństwa globalnego i regionalnego, w tym narodowego poszczególnych krajów (choćby USA), patrzy się przez pryzmat Afganistanu. ; When the cold war ended, after the collapse of communism and when fi nally the Soviet Union disintegrated, there was a widespread feeling through the world that at long last universal peace had descended on earth. The fear of war in which weapons of mass destruction would be used had vanished. Today's world is a vastly different place. It is a world of globalization, which has both good and bad sides. This inexorable process has extended the opportunities of worldwide interchange. But this same globalization process and associated technology have also brought major new threats and intensifi ed existing ones. The threats we face are seamless, running across the boundaries of defence, foreign affairs, domestic and social life. It has left nations and peoples ever more vulnerable to phenomena ranging from international crime and terrorism through to cyber-attacks, health pandemics, energy politics, resource shortages and fi nancial crisis. We are facing the problem of failed states, WMD proliferations, rough countries challenges. We all have to agree that it was a great impact of 9/11 terrorist hijackers and attacks on security. The perception of international security threats has changed. Terrorism has been recognized as the biggest threat for security. The war on terrorism, declared by George W. Bush, has engaged United States and almost the whole West in two wars: in Iraq and in Afghanistan. As far as Afghanistan case is concerned, one has to recognize the legitimacy of American intervention (as did the UN Security Council), as U.S. had the right to self-defence after Al-Qaeda attacks, operating from Afghan territory. In the case of intervention in Iraq there are far going doubts about its legitimacy. The result was not only the overthrow of both regimes, of Saddam Hussein in Iraq and Taliban in Afghanistan, but a real mess – if not a civil war – in Iraq. Today, after seven years, the security situation in Iraq has much improved, but in Afghanistan there is ongoing process of violence escalation. In the last years the conditions of security in Afghanistan, for keeping which responsible is ISAF (and practically NATO, being a core of ISAF), has dramatically deteriorated. The number of terrorist attacks has enormously increased and Taliban have regained the control over 40% of Afghan territory. The security situation in Afghanistan and NATO's responsibility for that is the reason of deep concern for both the leaders of NATO member states and Alliance itself. The new American administration has made the confl ict a policy priority. President Obama announced a new strategy for Afghanistan, including the decision to commit an additional 30 000 U.S. military forces to address the confl ict. NATO's engagement in Afghanistan is treated as a kind of test for Alliance and a confi rmation of NATO's rising responsibility for global security, opening new out of area alliance missions. It is also important for Poland, taking in consideration the rising number of Polish troops in Afghanistan. Many questions of global and regional [Middle East] security are treated in the framework of Afghanistan case. ; Многие считали, что после падения коммунизма и окончания холодной войны, мир входит в период стабилизации, мира и сотрудничества. Однако вскоре ока- залось, что в эпоху глобализации мир имеет разные обличия, в том числе нега- тивные, что отражается почти на каждой сфере жизни, в том числе и на безопас- ности. Хотя и уменьшилась ядерная угроза, но появились новые угрозы, а также усилились те, которые ранее, в связи с соперничеством Востока и Запада, на- ходились на втором плане. Главным образом здесь необходимо иметь ввиду эт- ническо-религиозные, культурные и цивилизационные конфликты, в том числе, внутренние конфликты в слабых и распавшихся государствах, распространение оружия массового уничтожения, опасные шаги диктаторских государств. Огромное влияние на международный порядок и безопасность оказали террористические акты 11 сентября 2001 года. Они полностью изменили вос- приятие угроз безопасности. Терроризм был признан самой большой угрозой безопасности, а провозглашенная президентом Бушем война с терроризмом вовлекла Соединённые Штаты и почти весь Запад в ведение двух войн: в Ира- ке и в Афганистане. Если интервенцию в Афганистане и свержение режима та- либов еще можно признать своеобразным правом на самозащиту Соединённых Штатов (а имея ввиду 5 статью Вашингтонского договора делом всего НАТО), поскольку Аль-Каида, ответственная за организацию терактов 11 сентября, с согласия режима талибов имела постоянные базы в этой стране, то интер- венция в Ираке имела очень слабые юридические основания и в действитель- ности она была односторонним решением США, принятым вопреки протестам половины союзников НАТО. То, что произошло в рамках войны с терроризмом, позже превратилось в тотальный хаос, приведший к ослабевающей гражданс- кой войне в Ираке, и усиливающейся войне в Афганистане, происходящей в ус- ловиях присутствия там Международных сил содействия безопасности (ISAF). В последние два года безопасность в Афганистане, за которую в действитель- ности в рамках ISAF, несет ответственность НАТО, сильно ухудшилась. Возрос- ло количество террористических актов, а талибы контролируют уже почти 40% территории Афганистана. Ситуация в Афганистане и ответственность НАТО за безопасность этой стра- ны, вызывает огромное беспокойство глав государств членов НАТО, руководс- тва союза, а также становиться одной из главных проблем новой вашингтон- ской администрации. Продолжающееся уже семь лет и растущее присутствие НАТО и коалиционных сил в Афганистане, не взирая на контингент численностью около 64 тысяч солдат, современную технику и исчисляющуюся в миллиар- дах долларов стоимость операции, пока не принесло ожидаемых результатов. В связи с чем, подготавливается и реализуется новая стратегия присутствия США и НАТО в Афганистане. Действия НАТО в Афганистане часто интерпретированы как своеобразный тест для союза, как проявление растущей ответственности за глобальную бе- зопасность, в том числе за борьбу с новыми угрозами, такими как терроризм, эскалация которого в какой-то степени является побочным следствием глоба- лизации. Автор не полностью разделяет такое мнение, хотя, несомненно, при- сутствие НАТО в Афганистане – это важное и тяжелое испытание для союза, в том числе также для Польши, ввиду возрастающего присутствия вооружён- ных сил Польши в этой операции. Вопрос участия в операции НАТО, хотим мы этого или нет, отражается на состоянии международной безопасности, вызыва- ет напряжения и отрицательные цивилизационно-культурные эмоции, затруд- няет борьбу с терроризмом, оказывает влияние на и так непростую ситуацию на Ближнем и Среднем Востоке. На многие вопросы в сфере глобальной и ре- гиональной безопасности, в том числе и национальной, отдельных стран (даже США), нужно смотреть сквозь призму Афганистана.

Edukacja wobec groźby wojny ; Education against the threat of war
W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals.
