This paper aims to analyze the lawfullness of preventive intervention under the United Nations Charter. The objective is to assess a legal perspective. In doing so, case-studies will be presented to illustrate the arguments in favor of & against the preventive use of force. Thirty years ago at the time of their independence the leaderships of Guinea Bissau & Cape Verde united under the single party banner of the PAIGC & declared their joint political objective of the unification of both territories. It is an objective which today, considering the vastly different circumstances of each country, seems almost bizarre. While Guinea-Bissau appears to stagger between political crisis & military interventions on a permanent basis, Cape Verde seems to be extracting itself from the "African space" altogether. This article tracks the widening trajectories of both countries since their independence in an effort to understand why, at the beginning of the new millennium, they appear to face utterly different political & economic prospects. This article aims to analyze the dynamics of the relationship between Colombia & United States, with emphasis on the Uribe Government. For this purpose, the internationalization strategy of the Colombian armed conflict & the aspects of the U.S. intervention under Plan Colombia were examined. American foreign policy changed deeply during George W. Bush's first mandate. It no longer is a reactive policy upholding the status quo, seen as favorable to US interests. It has become an offensive policy trying to change an international situation which is suddenly perceived as a threat. The messianic dimension of Bush's rhetoric, largely inspired by Woodrow Wilson, has troubled many countries, including some European allies. The purpose of this article is to explain why decision-making decision-making about sending Bundeswehr troops to peacekeeping, stabilization and combat missions abroad remains a problem for German foreign and security policy. The article argues that a paradox prevails in Berlin's foreign policy, which is also reflected in its security policy, between Germany as the central geo-economic European power, as the ongoing crisis in the eurozone shows, and its obvious discomfort in assuming a more assertive role in security policy, based on a more engaged security strategy, more like its European partners. Ten years after the military intervention in Iraq, it is important to consider what has marked the Portuguese political debate in a relevant way, the more significant variables surrounding the government's decision and the transatlantic framework that defined the spirit and the political discussion around the intervention.
