The outbreak of the First World War in 1914 was accompanied by mass enthusiasm. This
wave of enthusiasm (Kriegsbegeisterung) was particularly high in Austro-Hungary. In the regions
where the German population was significantly large crowds thronged the streets singing patriotic
songs such as "Wacht am Rhein", "Heil Dir im Siegeskranz", "The Radecky Marsch", "Prince
Eugene Marsch". They also arranged tributes in front of monuments, state buildings and military
headquarters. Despite the fact that the operation to mobilise the Czech military went smoothly
the German public noticed the lack of enthusiasm amidst the Czech soldiers and consequently the
Czechs were seen as indifferent and even hostile. There was an attempt to promote demonstrations
in Prague as an expression of Czech-German reconciliation. However as these were organised by
the German minority in Prague the Czechs continued in their lack of fervour and viewed the war
as a German one rather than Czech.

The main goals of the transformed military-political bloc in Burma are to create an "Asian democracy" in the country and to continue in its control of its economic and political life. For this purpose, it adopted a new constitution, organized general elections, and established the current national and state parliaments and the new government. The main pillars of its actual power are the office of the president, the parliaments, the army and the pro-government Union Solidarity and Development Party. Meanwhile, the democratic opposition movement is weak and fragmented. Also the ethnic minorities' movement is unable to create a common political platform on the national level. In this situation, it is hard to expect radical changes in the political development in Burma. The domination of the transformed military-political bloc will thus continue. The presented article aims to analyze & compare military peace support operations conducted by the EU (PSO EU). These operations are treated as the benchmark test of the implementation capability of the European Security & Defense Policy project, a project which is limited by the member states' capacities & their political will. Also the relationship between the North Atlantic Treaty Organization & the European Union must be analyzed & the unsettled state of the European allies' capabilities, as well as the crucial role of NATO to ensure a common defense must be further looked into. Nevertheless, one should still keep in mind that no effective military action could be taken without disposable well-equipped, tailored & trained operational capabilities. According to the 1867 constitution the Habsburg Monarchy's armed forces consisted
of the common army, the navy, the Austrian Landwehr and the Landsturm. The armed forces
had authority over three ministries and were themselves subject to the rule of three parliamentary
institutions. From the beginning the growth of the armed forces had not kept pace
with that of the population as a whole. There was a low volume of conscripts and poor training
of reservists. This resulted in a relatively small army both in peace time and during war and
meant that by the spring of 1918 Austria-Hungary had practically exhausted its available human
resources. This was exacerbated by the high number of losses, both through death and capture.
On the battlefield the number of deaths is thought to have been between 905,000 and 1,200,000
with 1.8 million injured. At the same time the number of deaths and illness in the hinterland
increased while the rate of fertility dropped. In order to resolve this the government applied
a number of measures: the upper age limit of conscription increased, the necessary standards
for recruitment were lowered, training period was shortened, more use of weapons, factory
workers were replaced with women, prisoners of war and workers from the occupied territories.
However at this time the importance of the "war economy" was also growing which resulted in
an increase in firms requesting the release of their employees from military service. In 1918 the
Habsburg Monarchy had not only exhausted its human resources but was also on the brink of
economic collapse.

Among the most important factors influencing the pre-war (not only Transatlantic) debate on Iraq were the close economic ties between Saddam Hussein's regime & those countries opposing military action against it. The most notable aspect of these links was the extensive arms trade. Analysis of Iraq's arms programs reveals that the most resolute opponents of military action against the Iraqi regime were those most extensively involved in arms deals with Iraq -- supplying Iraq with both weapons & weapons technologies. The Iraqi nuclear program received significant assistance from French & German firms. German firms were also among those helping Iraq with their chemical weapons programs. SCUD missiles -- key carriers for weapons of mass destruction -- were supplied by the USSR (later Russia), & their further refinement was mainly due to contributions by German experts. The main suppliers of conventional weapons to Iraq under Saddam Hussein were the USSR (later Russia), France, China, Czechoslovakia & Poland. Compared to this, the role played by the USA & United Kingdom in Iraq's arms programs (both for conventional weapons & weapons of mass destruction) was insignificant. After the 9/11 attacks & the subsequent military action in Afghanistan & Iraq, is the transatlantic community headed towards a divorce of Europe & the United States? Or, quite the opposite, are we witnessing a dawn of a new, revitalized, globally active western community? The article focuses on possible evolution of the transatlantic community, & aims at judging various future arrangements of security & defense area against the background of realist approach of international relations. The analysis proceeds in four steps. First of all, the realist theoretical background is laid down, as compared to other possible approaches, including the one of Robert Kagan. Self-interest & the crucial importance of security of an international actor are presented as basic principles. Secondly, the military capabilities of the United States of America & Europe are compared, as the gap between them justifies the concept of strong America & weak Europe. The third part presents four possible scenarios of future transatlantic relations. Since the position of the United States is to be considered constant for foreseeable future, the article closely examines the relationship between NATO & the EU. The structure on which the scenarios are based com-bines two processes: the process of European integration in security & defense, & the evolution of transatlantic cohesion. Military capabilities, effectiveness of political leadership, & a capacity for global action are considered to be the substantial aspects for the evaluation of the balance of power. Finally, the scenarios are compared with the assumptions of the realist theory. The results differ substantially from Kagan's who claims that the strengthening of Europe will result in a closer transatlantic community. The realist approach foresees either a close alliance based on subordination of Europe to the United States in case of substantial external threat, or a strong Europe opposing the power of the United States. The transformation of the German armed forces is one of the topics of the current security policy of Germany. The position of the German anned forces has deteriorated in recent years when compared to the situation that existed several decades ago. This fact is reflected in such things as the growth of difficulties with recruitment, increase in the number of young people preferring civilian service to military service accompanied by the growth of the positive evaluation of civilian service, and in particular in dwindling financial resources of Bundeswehr. Despite these tendencies, Bundeswehr is not as yet perceived by German society as an institution a priory incompatible with democracy. The analysis of the reform of German armedforces shows that that the changes in this institution are taking place against the background of trends generating the "revolution in military affairs", even though, naturally, within the boundaries given by the Bundeswehr's limited access to the resources of German society. The German armed forces of the future should be more mobile, with improved capability for strategic lift and strategic reconnaissance, more flexible organizational structure and command, better signals and communication equipment, aha better equipment for automated command. The improvements of the German armedforces are aimed at areas that can help them to increase their effectiveness in missions taking place outside of the territory of Germany, while the capabilities that were in the focus in the past, i.e. the high intensity warfare capability in the battlefield of Central Europe, are currently being scaled down. The only specificity of the reform of the German armed forces in comparison with the reforms taking place in other European countries is the continuation of universal conscription, probably due to the belief of German political -- and partly also military -- elites that universal conscription has democratizing effects. The article aims to review the political developments in African states throughout their recent post-colonial past. Uprooting political violence & anchoring a stable structure based on a society-wide consensus being just two of the several prerequisites for solving so many other problems which trouble Africa today, this article aims to diagnose at least some root causes & consequences of the generally unsatisfactory political situation on the continent. Having identified a set of political instability symptoms (coups d'etat, civil wars, failed putches etc.) the author first ranks African states according to their political instability rate. On the basis of statistical correlation analysis, the author then investigates the relation between political instability in Africa & a number of quantifiable geographical, demographical, military & economic variables. The author has identified some dispositions increasing -- though with only small statistical significance -- the probability of instability in African states. In order of importance, these include: large territory, high illiteracy rate, low urbanization, high number of ethnic groups living within the territory, & large population. Also, there is a close link between political instability & governmental military spending. It probably has a negative impact on a number of key economic indicators, be it GDP growth, GDP per capita levels, domestic savings, or price level developments. This article is an attempt to present further results in the author's continuing qualitative
field work among the historical war re-enactment societies of the fortress towns of Josefstadt and
Theresienstadt (from 2010). Michael Foucaults Heterotopic theory of places is used to shed light
on a wide range of ritualised social behaviour, centred around key symbols from the monarchical
military culture of the Enlightenment. New categories for the analysis of local context have been
created which are clearly compatible with Braudel's theory of longue-duree, that is isophenomenological
historic-social objects, maintaining and transferring the original meaning of heterotopic
social-disciplination.

The case study deals with the issue of the European Union as an actor in international relations. While based on an analysis of the first common EU naval military mission, EU NAVFOR Somalia, code-named Atalanta, the article intends to shed more light on how the EU paves the way to its getting recognized as an international actor. The author assumes that the EU aims at facilitating the process in two key dimensions: the virtual (i.e. material) and the intersubjective (i.e. idealogical) dimension. The consultation is meant to contribute to the epistemo-methodological debate about the essence and origins of the international recognition of the EU. Adapted from the source document.
