The article reveals the contradictory tendencies of ethnopolitical life in Ukraine at the beginning of the XXIst century, the destabilizing infl uence of the Russian Federation on the south-eastern regions in order to slow down the European vector of the country's movement. The features of interethnic relations in the Western regions of Ukraine, external and internal factors of the manifestations of separatism and the spread of ideas for the autonomy of areas of compact residence of national minorities are singled out. The author traces the causal relationships in the ethno-political sphere in the time-past-modern measurement. It was determined that ethnopolitical relations in Ukraine in the early 2000's were characterized by the absence of a state conception of ethnic policy. This opened up foreign policy paths to infl uence the national minorities of the border regions by neighboring states, stimulated the appearance of a number of destructive political organizations that spread the ideas of separatism in the south-eastern regions of Ukraine, in the Crimean peninsula and Transcarpathia. Under the infl uence of Russian propaganda, the local population of the South-East, the Crimea, was an easy prey to ideologues of the «Russian world», who declared Ukraine as «an unnatural state education» doomed to a quick death.
The paper deals with the most debatable questions about the legal nature of corporate relationships based on the membership of joint stock companies, namely the legal status of majorities and minority interests and the squeeze-out and sell-out mechanisms in these legal relationships and the conflicts of interest between these entities, which is called greenmail, about the scope of these relationships and about the basis of corporate relationships based on actual composition. In the corporate and commercial law of Ukraine, some of the most debatable issues are the legal status of minorities and majorities and the squeeze-out procedure based on the legal relationship between these entities. Adoption of the Target Law "On Amendments to Certain Legislative Acts of Ukraine on Improving Corporate Governance in Joint Stock Companies" in 2018 adds some optimism to solving the traditional problems in this area, as well as the current changes to the laws regulating relations between minority shareholders and majorities. in business entities. In 2018, squeeze-out legislation came into force in Ukraine. This procedure enables a majority shareholder (or group of majority shareholders) who owns 95 percent or more of the shares of a joint stock company to oust the minority shareholders (the remaining shareholders holding 5 percent or less of the shares) and become a sole proprietor of the business. During this time, majority shareholders in more than 200 companies have exercised their right to hold squeeze-out. In the realities of today, there are many businesses where majority shareholders are still arguing over whether to hold squeeze-out. These disputes may arise from the prospect of litigation with minority shareholders in Ukrainian courts, though undergoing reform but still often making unpredictable or biased decisions. The article investigates the ethnopolitical risks that arise in the process of interaction between national minorities and kin-states. The existence of "kin-states" and "kin-minorities" is a consequence of the problem of the separation of peoples. It has been established that ethnopolitical risks are determined by such interconnected factors as the low status of minorities in the state of residence and the existence of the "Great Power" project, which stimulate a kin-state to implement the policy of irredentism.The risks have been analyzed for all the participants of irredentist conflict, namely for national minority, kin- state and polyethnic state. A national minority, as a result of the implementation of the policy of irredentism, can worsen its position by the increasing the oppression of the state in which it resides. The elite of both parts of the sep- arated nation can be uninterested in the union, since within the boundaries of one state the power struggle between them is potentially aggravated. For a polyethnic state, the greatest risk of irredentist policy, which is pursued by one of the countries in the region, is the threat of loss of part of the territory. According to the author, the political risks that are perceived by the participants often make it impossible to bring the irredentist conflict to the level of armed interstate confrontation and stimulate the search for other options to meet the needs of ethnic groups.The article analyzes the peculiarities of the interaction of Russian, Hungarian and Romanian national minorities living in Ukraine with kin-states. It is shown that the forms of their interaction are not always acceptable and legitimate: issuance of passports to "ethnic relatives", organization of rallies and manipulation of linguistic issues for the sake of activating irredentist sentiments. The author analyzes the reaction of Hungary and the Hungarian national minority in Ukraine to the "linguistic" article of the Law of Ukraine "On Education" (2017).The most optimal forms of interaction between kin-states and national minorities are determined. Some of them are reflected in the Bolzano/Bozen Recommendations (2008), including the expansion of cultural and educational opportunities for an individual in a kin-state; support for education and cultural organizations in the country of residence. Quite acceptable contacts can be implemented within the frame- work of cross-border cooperation. The signing of bilateral intergovernmental agreements can increase the level of protection of the rights of national minorities. The polyethnic state must conduct an effective ethnopolitics in order to form a national identity for minority representatives, which would be a priority in the individual's identification system. These recommendations are relevant to the Ukrainian authorities, which faces the negative consequences of the irredentist policy of the Russian Federation. ; У статті досліджено етнополітичні ризики, які виникають у процесі взаємодії національних меншин і споріднених держав. Доведено, що етнополітичні ризики зумовлені такими взаємопов'язаними чинниками, як низький статус меншини в державі проживання і існування проекту «Великої держави», які стимулюють споріднену державу до реалізації політики іредентизму. Проаналізовано ризики для всіх учасників іредентистського конфлікту: національної меншини, спорідненої держави, поліетнічної держави.
The paper evolves a thesis on the conditionality of the national minorities problem during the Ukrainian national revolution and in independent Ukraine by the need to preserve the self-identification of both Ukrainians and other national minorities at the present stage in terms of preserving statehood. The dependence of the solution of the issue of national minorities in the Ukrainian National Republic on the position of the Provisional Government and the Bilshovyks is pointed out. The existence of the principle of resolving the issue of national minorities through the development of liberal principles in the conditions of autonomy is emphasized. It is noted that during the autonomy of the Ukrainian Central Rada there was a restriction on the use of Ukrainian language. It is pointed out that national minorities were allowed to influence the division of their own powers. The existence of differences in rights between certain nationalities, which determined different mechanisms of interference in state affairs, is confirmed. The relevance of Russian elite in resolving the issue of national minorities during the Hetmanate of Pavlo Skoropadskyi and the democracy in resolving the issue of Jewish pogroms initiated by the Bilshovyks are noted. Factors influencing the elimination of differences in the national issue in independent Ukraine at the present stage are identified. The global, regional, and national levels of legislation governing the solution of national minorities are highlighted. It is pointed out that there is a possibility of peaceful prevention of conflicts on the language issue, preservation of the identity of national minorities, and influence on Ukraine's path of development. The untrammeled development of national organizations in Ukraine at the present stage and the importance of personal development are emphasized. Ukrainian legislation draws attention to the multi-aspect essence of the notion of national minorities as a Ukrainian society component. The application of liberal principles as a way to solve the issue of national minorities is emphasized. The practical realization of the language and national issue gives the opportunity for productive cooperation between the bodies of state power and national minorities. ; У статті розвивається теза щодо зумовленості проблеми національних меншин у період Української національної революції та незалежної України на сучасному етапі необхідністю збереження самоідентифікації як українців, так і інших національних меншин в умовах збереження державності. Served reason persecution of believers and clergy, who belonged to the Catholic, Protestant and Jewish denominations in Ukraine for 30th of the twentieth century. It is shown that the scale and orientation of punitive measures had fundamental differences in some regions of Ukraine, they become unified touch the representatives of all faiths and national minorities of Ukraine. Most attention is given to Catholics, since the consideration of repression against members of this religious direction distinguishes not only representatives of the clergy and the faithful, but also some members of religious communities. Criterion when considering punitive measures Germans elected government to nationality, not religious affiliation. Using as an example the three not related to each other criminal cases the period of the Great Terror, which were instituted in several supporters Jewish religion showing the same impartial authority to apply penalties against Jews as well as to believers of other nationalities. The conclusion about the total destruction of the national religious associations, as evidenced by demonstrated facts of the persecution of believers is not only active but also ordinary members of religious groups, charges of antiSoviet activities and spying for other countries. Mass repressions, which experienced the believers national minorities Ukraine for 30th, had to design a society by its violent treatment of enemies of the socialist system, including speakers from the most active religious outlook. However, it was retaliation and punishment for not believing anti-religious and anti-Church policy of the government, a way of intimidation, which had to ensure the loyalty of the rest of the population. The repressive policy was deliberately aimed at the physical destruction of the clergy, active believers, those who provide the proper functioning of religious communities, and the creation of conditions in which normal functioning members of these groups became impossible. ; Розглянуто національний вимір репресій щодо священиків, окремих віруючих та їх груп на території України протягом 30-х років ХХ століття. The article deals with the research of basic categories of the rights of national minorities that reside on the territory of Ukraine. Moreover, political and legal principles as well as legislative sources for securing these rights at the state level in accordance with the international legal standards are analyzed. The peculiarities of Ukraine's cooperation with international organisations and neighboring countries in the field of protection the rights of national minorities and regulation of interethnic relations are investigated. In Ukraine the guarantees and protection of the rights of national minorities at the legislative level comply with the world and European standards. The system of state administration bodies in the field of interethnic relations has been established but there are still some problems that need to be resolved on the Parliamentary level as well as on the level of executive agencies and local authorities. At the current stage it is necessary to adopt the law on «The Concept of National Ethnic Policy of Ukraine». Also, the political and legal status of indigenous peoples should be defined especially Crimean Tatars, deported ethnic minorities and some ethnographic groups of the Ukrainian ethnos. In addition, it is important to establish an effective mechanism for realization of the rights of national minorities in Ukraine and to ensure monitoring of the observance of these rights. Implementation of the appropriate measures would facilitate the prevention of confrontation in the Ukrainian society on the ethnic and political as well as language grounds. It would also promote the prevention of aggravation of interethnic relations and would ensure the formation of public tolerance to persons belonging to national minorities. ; Розглянуто основні категорії прав національних меншин, що проживають на території України. The subject of the study is an essence and sources of the concept of hybrid war, signs of hybridity. Topicality. In recent years, the Russian Federation has been waging a hybrid war against Ukraine. The source of hybrid wars is hybrid politics and hybrid economics. The study of the phenomenon of hybrid warfare, gives the opportunity to determine their essence, allows you to develop the correct trade and economic policy of the state. The purpose of the article. The purpose of the article is to define the essence of the concept of hybrid war and to reveal the sources, causes, signs of this phenomenon, the policy and strategy of counteraction in the hybrid war. Methodology. The methodical approach of analysis and classification of types of hybrid wars is used in the article, the modern vision of economic war as a component of hybrid war is systematized. The method of generalization used allowed to establish the properties of hybrid wars and the characteristics of hybrid economy. Results. The concept of «hybrid economy», «hybrid policy», «hybrid war» and their relationship are discussed. The classification of wars by forms and directions is suggested. The definition of hybrid war as a combination of «cold» «hot» is given. Area of application. The results of the study of the features and mechanisms of hybrid wars will help to develop recommendations for the development of a national strategy for economic development in the context of hybrid warfare and counteraction to the aggressor country.
У даній роботі аналізуються два основних напрямки вивчення професійних і особистісних якостей політичних діячів. В першу чергу це підхід, який би розглядав політика як представника певної елітарної групи, яка сформувала його погляди, професійні якості, цілі і способи їх досягнення. Інший підхід робить акцент на феномені політичного лідерства. В даному контексті аналізуються можливості лідера впливати на формування і зміни політичної системи, а також його здатності зібрати навколо себе групу однодумців.Метою даної роботи є визначення правомірності даних підходів на прикладі відомих політичних лідерів ХХ-ХХІ століть. В результаті проведеного аналізу професійних і особистісних якостей відомих політичних діячів, можна обґрунтовано припустити, що обидва існуючих підходи мають право на існування і це підтверджується численними історичними прикладами, зокрема ХХ-ХХІ століть. У разі відносної внутрішньодержавної та міжнародної стабільності, як правило, політичні лідери рекрутуються з тих чи інших еліт суспільства.У кризових ситуаціях в суспільстві виникає потреба в харизматичних лідерах, схильних до авторитарних методів управління, що, безумовно, є загрозою демократичним принципам побудови суспільства і може призвести до авторитаризму. Незважаючи на суперечливість вимог до професійних якостей політика, висунутих різними теоретичними концепціями, можна стверджувати, що наявність стійких морально-етичних принципів для політика є обов'язковою вимогою, бо без цієї складової всі його професійні якості не принесуть суспільству бажаних результатів. ; This paper analyzes two main areas of research of the professional and personal qualities of politicians. First of all, this is an approach that considers a politician as a representative of a certain elite group, which shaped their views, professional qualities, goals and ways to achieve them. The other approach focuses on the phenomenon of political leadership. It analyzes the leader's abilities to influence the formation and changes of the political system, as well as their ability to gather a group of like-minded people around themselves.The aim of this work is to determine the validity of these approaches on the example of well-known political leaders of the XX – XXI centuries.As a result of the analysis of the professional and personal qualities of famous political figures, it can be reasonably assumed that both approaches have a right to exist and this is confirmed by numerous historical examples, in particular of the XX – XXI centuries. In the case of relative domestic and international stability, as a rule, political leaders are recruited from various social elites. In crisis situations in society, there is a need for charismatic leaders who are prone to authoritarian methods of governance, which certainly is a threat to the democratic principles of building a society and can lead to authoritarianism.Despite the inconsistency of the requirements for professional qualities of a politician put forward by different theoretical concepts, it can be argued that the presence of strong moral and ethical principles is a mandatory requirement for a politician, because without this component all their professional qualities will not bring the desired results to society. ; В данной работе анализируются два основных направления изучения профессиональных и личностных качеств политических деятелей. В первую очередь это подход, рассматривающий политика как представителя определенной элитарной группы, которая сформировала его взгляды, профессиональные качества, цели и способы их достижения. Другой поход делает акцент на феномене политического лидерства. В данном контексте анализируются возможности лидера влиять на формирование и изменения политической системы, а также его способности собрать вокруг себя группу единомышленников.Целью данной работы является определение правомерности данных подходов на примере известных политических лидеров ХХ–ХХІ столетий.В результате проведённого анализа профессиональных и личностных качеств известных политических деятелей, можно обосновано предположить, что оба существующих похода имеют право на существование и это подтверждается многочисленными историческими примерами, в частности ХХ–ХХІ веков. В случае относительной внутригосударственной и международной стабильности, как правило, политические лидеры рекрутируются из тех или иных элит общества. В кризисных ситуациях в обществе возникает потребность в харизматических лидерах, склонных к авторитарным способам управления, что, безусловно, является угрозой демократическим принципам построения общества и может привести к авторитаризму.Несмотря на противоречивость требований к профессиональным качествам политика, выдвигаемых разными теоретическими концепциями, можно утверждать, что наличие стойких морально-этических принципов для политика является обязательным требование, ибо без этой составляющей все его профессиональные качества не принесут обществу желанных результатов.

I n this article, American philosopher and founder of speculative realism, Graham Harman (born 1968) analyzes two types of political philosophy: the politics of truth, and the politics of power. Central to the former is the idea of access to political truth; for the latter it's the idea that «might makes right». According to Harman, both approaches rely on the same ontological mistake. This mistake consists in ignoring the role of objects in the service of something greater or smaller than those objects. Harman proposes a way to solve this error by providing a sketch of an object-oriented ontology, and a political philosophy that follows from it. In his opinion, it is free of the defects of the politics of truth and power. Methodological grounds for investigation of political are analysed. A problem of institualization in political science is posed. Mechanisms of instutialization of political relations are raised. Ukraine is taken as an example. The main principles of a powerinstitute formation are described and the essential characteristics of this concept are highlighted. The determinants of the deinstitutialization process in political are analysed, and their characteristic features and consequences are determined. The dynamics of the power institute development through the communication approach, as a way of personal manifestation, a decreasing role of the institute and an increasing role of public sector in politics is shown. The author's definition of the deinstitutialization is given. An idea of "humanization" of political science, as moving away from the authoritarian way of thinking is suggested. A today's possibility of a humanitarian direction in politics is analysed. Подано авторське визначення поняття "деінституалізація". Запропоновано ідею "гуманізації" політичної науки, відхід від авторитарного способу мислення.
