The present volume aims at exploring the overall patterns of linguistic regionalism throughout Eastern Europe, casting also a comparative glance beyond this specific cultural setting into neighboring Western European regions. A wide array of aspects related to regional language designs are addressed, such as: linguistic rights, conflicting conceptualisations of linguistic regionalism, the role of the internet in identity modelling, the role of linguistics in language planning and research, etc. The volume is also designed to approach linguistic regionalism on a general theoretical level giving a critical assessment of Aleksandr Dulichenko's microlanguage paradigm. Case studies of individual projects as well as reports by regional language activist will provide the reader with glimpses of how regional language designs are set up and elaborated.

The Balkan region, known as the «powder keg of Europe», is one of the most controversial regions with complex tangle of ethnic groups and religions. The problem of the Turkish minority in Bulgaria has its roots directly in the creation of the Bulgarian nation-state in 1878. Initially, the Turks had sufficiently broad rights, but after World War II, their situation has steadily deteriorated. The reasons are linked with the international situation of Cold War — where Bulgaria and Turkey belonged to opposing blocs — and internal political and ideological factors. Broad criticism on the part of the international community has undergone so called «Revival Process» — a large-scale campaign of assimilation of Turkish and Muslim population in Bulgaria 1984–1989. Today Turkish ethnic group enjoys broad rights in education, religion,politically represented in parliament and is an integral part of Bulgarian society. In terms of the ethnic conflicts in the Balkans of the 1990s, Bulgaria has demonstrated striking example of the successful integration of ethnic minorities into society. ; Балканский регион, известный как «пороховая бочка Европы», является одним из самых противоречивых регионов со сложным сплетением этносов и религий. The article deals with the current Ukraine crisis in connection with attack on the Russian language and culture as a brutal violation of ethnic minority rights. The article presents a strategic approach to world politics in case of real policy of Russia in Ukraine and in case of efforts that the Ukraine rulers try to make in order to pull country out of crisis. The author makes an attempt to use such categories, as a deactualization of Russia and the Ukraine liminality in an analysis of the factors that work against a global security and against Russia. ; Украинский кризис вынес в центр геополитической конкуренции право на русский язык, российские культурные ценности и символы, православные святыни и способность их защитить. Почему и кому стал неугоден русский язык на Украине и что из этого следует - вот основные вопросы, на которые следует найти ответ. This article aims to deconstruct the research field of "critical Muslim studies" that is emerging within Western academic discourse. It seeks to expose the postcolonial injustices that Muslims are subjected to in the allocation of symbolic resources. Islamophobia is almost the dominant subject of research here, and the line between political activism related to the struggle for minority rights and academic knowledge becomes completely permeable. This article describes the epistemological foundations of critical Muslim studies and its conceptual language, developed by its proponents within the framework of postcolonial theory, related to the notions of racialization, Orientalization (and self-Orientalization), Eurocentrism and Westernization. The institutionalization of this trend is examined through selected European and American examples. Examination of the volume Islamophobia in Muslim Majority Countries demonstrates how left-liberal ideology, included in the production of academic knowledge, turns into a fully-fledged methodology that is desirable to a wide range of researchers. ; Данная статья ставит своей целью деконструировать исследовательское поле «критических мусульманских исследований», формирующихся в лоне западного научного дискурса. Данные исследования ориентированы на выявление постколониальной несправедливости в распределении символических ресурсов, имеющей место быть в отношении мусульман. Едва ли не главным предметом исследования здесь становится исламофобия. И грань между политическим активизмом, связанным с борьбой за права меньшинств, и академическим знанием становится абсолютно проницаемой. В статье описаны эпистемологические основы критических мусульманских исследований, их концептуальный язык, выработанный его сторонниками в рамках постколониальной теории, связанный с понятиями расиализации, ориентализации (и само-ориентализации), европоцентризма и вестернизации; на примере отдельных европейских и американских проектов рассмотрены тенденции институционализации направления. На примере сборника «Исламофобия в странах мусульманского большинства» продемонстрировано, как леволиберальная идеология, включенная в производство академического знания, превращается в полноценную методологию, востребованную у широкого круга исследователей.
The paper is devoted to dividend policy of companies that became a target of M&A deal but remained public. Multivariate regression analysis on the sample of 1442 deals completed in 1992–2012 reveals that dividend policy of target companies is significantly influenced by financial condition of acquirers, especially in countries with weaker protection of rights of minority shareholders. The worse is the condition, the higher are dividend payouts. The results demonstrate that dividend policy of public companies can frequently be determined by current interest of the majority shareholder, namely its demand for cash assets. Furthermore, additional evidence that with other things being equal companies pay higher dividends in countries with better protection of rights of minority shareholders is obtained.
The main attention is paid to the use of this document as one of the mechanisms for protecting the rights and interests of participants in corporate relations. In addition, an analysis of the provisions of this document is made, taking into account its practical application, as well as an analysis of its structure and content. The article also focuses on the position of the Government of the Russian Federation, in terms of summarizing the results of the application of the Code, in order to regulate corporate relations. This article is intended to disclose the legal nature of the Corporate governance Code, to point out the strengths and weaknesses of its application in practice. In particular, the author's idea about the advantage of this mechanism for protecting the rights and interests of participants in corporate relations is justified, in contrast to other mechanisms. The article is devoted to a close analysis of the results of the application of the Corporate governance Code, based on the reporting data of the Open Government of the Russian Federation. In addition, in the process of research, the practice of applying similar documents in foreign countries is singled out and described. The main content of the study is the study of the provisions of the Corporate governance Code aimed at protecting the rights and interests of corporate participants, in particular the right to information about the activities of the corporation, the right to dividends, the protection of minority shareholders and protection against abuse of rights by other members of the corporation. The urgency of the issue is due to the lack of a clear understanding of the practical application of this Code, the study of its advantages and disadvantages ; Основное внимание уделено использованию данного документа как одного из механизмов защиты прав и интересов участников корпоративных отношений. The Swedish colony of Gammalsvenskby (Старошведское) was founded 1782 on the lands of New Russia (Новороссия) by fishermen from the island of Dagö/Hiiumaa in the Baltic Sea. Villagers had frequent contacts with Sweden and the Grand Duchy of Finland throughout the nineteenth century. A number of Swedish cultural institutes (school, new church, library, chorus etc.) were built due to the Scandinavian aid in the village and as consequence the colonists received "an inoculation" of modern Swedish nationalism. During the first half of the 20th century the Swedish community near the Black Sea became the subject of the series of social experiments on the part of the different political regimes. The aim was to change the collective identity of the colonists and creation of loyalty of Swedes towards the new authorities. In 1923-1929 in the village under the guidance of the Ukrainian Central Commission for the National Minorities (ЦКНМ) the politics of the indigenization was provided with the aim of transforming former foreign colonists of the Russian Empire into a loyal ethnic minority of the Soviet Ukraine. However in 1929 the whole village (888 persons) emigrated to Sweden after negotiations between the Swedish and Soviet governments. In the historic fatherland a new large scale experiment was undertaken under the control of the specially created Committee (Gammalsvenskbykommittén). The aim of this experiment was to fully integrate the "archaic" Ukrainian Swedes into the modern Swedish society through their transformation into the successful Swedish farmers. The emigrants were denied a separate settlement in Sweden and newcomers were dissolved throughout the country to undergo "instruction of the Swedish norms of economic and every day activities." Appointed by the Committee inspectors were monitoring all the aspects of the integration of the old Swedes into the Swedish society. About 300 Swedish colonists who were not agree with the policy of Sweden voluntarily returned to the Soviet Union according to their own will. There in Röda Svenskby during five years under the guidance of the Comintern and rule of the Swedish Communist Party led by Hugo Sillén the experiment on the implementing the first Swedish kolkhoz and Swedish intentional community in the Soviet Union took place. The Soviet Union was unlike many other states in the world. This difference concerns not only the abolishment of private property and the dictatorship of the Communist Party, but also a nationalities policy based on internationalism. While ethnic minorities faced discrimination across Europe, the Soviet Union proclaimed in 1923, and then realized, a policy of full support of cultural and linguistic rights for ethnic minorities. However this policy changed dramatically when, in 1937, the Soviet government and the secret police (NKVD) started a mass operation in order to execute members of several ethnic minorities. For fourteen months in 1937 and 1938 roughly 250,000 people representing some 25 ethnic minorities from Finns to Iranians were executed by NKVD. The mass arrests did occur in Gammalsvenskby in 1937-38 and included 22 individuals from 41 Swedish families. The promotion of the Swedish culture was fully stopped simultaneously with the era of terror. In 1938 the Swedish school was closed, the national village council was dismissed and the administrative positions there were taken by non-locals. During World War II Swedish colonists accepted the status of Volksdeutsche. In 1943 all villagers together with their German neighbours were evacuated to Germany by the Nazi occupation forces. In 1945 about a hundred of the returning Ukrainian Swedes were deported by the Soviet secret police (NKVD) to the Komi autonomous republic – a Finno-Ugric region in northern Russia. The government decided to settle all former Volksdeutsche in the Gulag area alongside other enemies of the Soviet state "until further notice". The main purpose of the displacement and isolation of this "special contingent" was "to make them true Soviet citizens". Within the theoretical framework provided in the works of Michel Foucault and Alberto Melucci the author analyzes the techniques of forced normalization used by the Stalinist totalitarian state in order to reorient the cultural and linguistic identity of a Swedish ethnic group. The book is based on the archival sources in the repositories of Ukraine, Sweden and Russia. ; I boken analyseras de olika sociala experiment som invånarna i Gammalsvenskby i Ukraina utsattes för under 1900-talets första hälft. Från 1700-talet och framåt hade svenskbyborna täta kontakter med Sverige och Finland och behöll sin svenska identitet och kultur. Den stalinistiska staten försökte vid flera tillfällen förändra svenskbybornas kollektiva identitet. De skulle "normaliseras" och bli goda sovjetukrainska medborgare, medlemmar av internationella kommunistiska rörelsen och medvetna byggare av det socialistiska samhället. 1929 emigrerade samtliga invånare i Staroshvedskoe (888 personer) till Sverige, efter förhandlingar mellan den svenska och den sovjetiska regeringen. I Sverige sattes en mängd insatser in för att "integrera" Ukrainasvenskarna i det moderna samhället. De fick inte bosätta sig tillsammans och övervakades av inspektörer på praktikplatser, så att integrationen gick rätt till. Ungefär en tredjedel av Ukrainasvenskarna valde därefter att återvända till Sovjetunionen. Efter deras återkomst till Röda Svenskbyn genomfördes där ett experiment administrerat av Komintern och under ledning av kommunister från Sveriges kommunistiska parti. Experimentet gick ut på att bygga upp den första svenska kolchosen i Sovjetunionen. Under den Stora Terrorn arresterades och arkebuserades 23 svenskbybor, anklagade för att ha byggt upp en "svensk spionorganisation". Den tyska ockupationen av Ukraina medförde att Ukrainasvenskar blev offer för ännu ett experiment, denna gång i form av en nazi-germanisering av den svenska befolkningen i Altschwedendorf. 1945 förvisades svenskbybor av den sovjetiska säkerhetspolisen till Gulag eftersom de klassificerades som folkets fiender. Inom ramen för Michel Foucaults och Alberto Meluccis teorier undersökas i boken den sovjetiska tvångsnormaliseringens tekniker. Purpose: this paper determinates the current level of penetration of the dual-class system of capital company formation in the BRICS group.Methods: are based on the use of methods of analysis, systematization, generalization. A comparative and synthesis methods have been also used to identify trends and patterns in the introduction of multi-voting shares in the BRICS group.Results: the dual-class system of capital company formation in Russia is practically not studied. The article reveals that in Brazil and Russia, despite the discussion of the possibility of distributing multi-voting shares, the legislation does not imply the possibility of using the dual-class system. This issue has not yet been discussed in South Africa.It has been identified that the main reason for the legislative permission for using multi-voting shares is the need to develop companies in the high-tech sector. Another reason is the massive listing of foreign high-tech companies on American stock exchanges, due to the possibility of using the dual-class system. This predetermined the introduction of amendments to the legislation of India and China, according to which companies in the high-tech sector that have not yet passed an IPO can use differential voting rights.It has been receiving that the Indian market is the only one where shares with differentiated voting rights are placed on the stock exchange. At the moment, three companies that passed the IPO before the amendments to the legislation use differentiated voting rights, but not upwards, but on the contrary – downwards: "four shares – three votes". This characteristic determines the trading of such stocks at a discount.Conclusions and Relevance: harmonization of opportunities for the use of financial instruments in the BRICS market can strengthen the economic potential of states. Allowing the usage of multi-voting shares improves the business environment for high-tech companies and reduces the need for company founders to look for IPO opportunities in jurisdictions where a dual-class capital formation system is allowed. ; Цель статьи заключается в определении текущего уровня распространения двухклассовой системы формирования капитала в странах группы БРИКС.Метод или методология проведения работы основаны на использовании методов анализа, систематизации, обобщения. Также использовались сравнительный метод и метод синтеза к выявлению тенденций и закономерностей внедрения мультиголосующих акций в странах группы БРИКС.Результаты работы. Двухклассовая система формирования капитала компании практически не изучена в России. В рамках статьи выявлено, что в Бразилии и в России, несмотря на обсуждение возможности распространения мультиголосующих акций, законодательство не предполагает возможности использования двухклассовой системы. В Южно-Африканской Республике данный вопрос не обсуждается.Определено, что основной причиной законодательного разрешения использования мультиголосующих акций является необходимость развития компаний сектора высоких технологий. Иная причина заключается в массовом размещении акций иностранных высокотехнологичных компаний на американских фондовых площадках, обусловленном возможностью использования двухклассовой системы. Это предопределило внесение изменений в законодательство Индии и Китая, согласно которому компании сектора высоких технологий, еще не прошедшие IPO, могут использовать «дифференцированные права голосования». Выявлено, что индийский рынок – единственный, где на фондовой бирже размещены акции с дифференцированными правами голосования. На текущий момент три компании, прошедшие IPO еще до поправок в законодательство, используют дифференцированные права голосования, однако не в сторону увеличения, а напротив – в сторону уменьшения: «четыре акции – три голоса». Данная характеристика обусловливает торговлю подобных акций с дисконтом.Выводы. Гармонизация возможностей использования финансовых инструментов в странах БРИКС может упрочить экономический потенциал государств. Допущение использования мультиголосующих акций позволяет улучшать условия ведения бизнеса для высокотехнологичных компаний и снижать потребность основателей компаний в поиске возможностей прохождения IPO в юрисдикциях, где разрешена двухклассовая система формирования капитала компании.
Article analyzes interrelations migration and multiculturalism and features multiculturalism, led to its criticism and replacement Post-multiculturalism are analyzed. If the first in the basis has the special policy concerning immigrants and the compelled immigrants and to which attribute errors of its competitor - violent assimilation the second accent does on assistance in a part of recognition of a cultural variety and service of collective national self-consciousnesses. However Post-multiculturalism conducts to a number of paradoxes among which, for example, excessive attention to an inequality of floors in the traditional cultures, conducting to a refutation of active participation in life of a society of female minority is faster, than their emancipation. It is connected also with moralization freedom in neoliberalism and conversation on the identity, racism masking new form. Mass immigration and integration of ethnic minority at the time of a political storm and an economic crisis has caused in the European countries anxiety concerning security work, to the critic of immigrants for parasitism, unwillingness to be integrated and even criminality. Such reaction develops a climate of suspicion and animosities to immigrants and legalizes a policy who limits immigration and the rights of immigrants. ; В статье анализируются взаимосвязи иммиграции и мультикультурализма и особенности мультикультурализма, приведшие к его критике и замене постмультикультурализмом. Если первый в своем основании имеет особую политику в отношении иммигрантов и вынужденных переселенцев и ему приписывают ошибки его конкурента – насильственной ассимиляции, то второй делает акцент на содействие в части признания культурного разнообразия и обслуживания коллективных национальных самосознаний. Однако постмультикультурализм ведет к ряду парадоксов, среди которых, например, чрезмерное внимание на неравенство полов в традиционных культурах, ведущее к опровержению деятельного участия в жизни общества женского меньшинства скорее, чем их эмансипации. Это связано также с морализацией свободы в неолиберализме и с дискурсом об идентичности, маскирующим новые формы расизма. Массовая иммиграция и интеграция этнических меньшинств во времена политической бури и экономического кризиса вызвала в европейских странах беспокойство по поводу обеспеченности работой, критику иммигрантов за паразитизм, нежелание интегрироваться и даже преступность. Такая реакция вырабатывает климат подозрения и враждебности к иммигрантам и узаконивает политику, которая ограничивает миграцию и права иммигрантов.

The October Revolution of 1917 profoundly influenced the course of the Indian freedom movement in multiple ways. It gave impetus to Indian political aspirations, widened the base of the freedom struggle by making industrial workers and peasants active participants, and endowed the movement with a progressive outlook. The revolution's principles resonated deeply among the people and leaders of the Indian freedom movement. In fact, many of the values enshrined in our Constitution, adopted post-independence, were inspired by the lofty ideals of the Russian Revolution. The most important event in Russia, influencing the course of the freedom movement in India, was the October Revolution in 1917. The revolution, its ideology, V. I. Lenin and his deep involvement with the issues confronting the people of the East, the transformation of Russia post 1917, and the overall attitude of the Soviet government and the Comintern towards India's freedom struggle deeply influenced both the people and the leaders of the Indian freedom movement. Though the multiclass national movement did not get converted completely to the cause of socialism, the fact remains that the legacies of the October Revolution influenced the course of the freedom struggle in multiple ways. Some of its legacies got imprinted in the Constitution that India adopted post-independence. The socialist component of the Constitution of India did not happen by accident. It was the outcome of the massive ideological churning that took place within and outside the Indian National Congress and that which by no small measure was triggered by the emancipatory ideals of the Russian Revolution of 1917. The Constitution of the Republic of India, adopted on 26 January 1950, was based on a set of principles and ideas that would achieve socialist reconstruction of society through democratic means. The right balance of the proper socio-economic rights with guaranteed democratic and civil liberties, based on the majority principle along with the right of minority opinions to exist and flourish in a secular state became the cornerstones of the Constitution that independent India adopted. Many of these values were clearly inspired by the lofty ideals of the Russian Revolution.
The subject of research. Issues concerning the exercise of the right of shareholders to receive information are analyzed. The focus is on the issues of exemption of a joint-stock company from providing information. The development of the institute of the information provision to shareholders by joint stock companies are consistently analyzed. The main trends in the development of this institute are shown: gradually narrowing the ability of shareholders to exercise their right to receive information through such means as restriction, differentiation and exemption from providing information. Special emphasis is placed on the institute of exemption from providing information.The purpose of the article is to show the main drawbacks of the existing model of exemption of a joint-stock company from the obligation to provide information to shareholders and to formulate directions for the development of legislation. The author's main scientific hypothesis can be summarized as follows. The Federal law «On joint-stock companies» contained an initial defect in the description of information exchange between a shareholder and a joint-stock company. The shareholder's right to information was not described, in fact, it was «embedded» in the obligation of the joint-stock company to provide information. The subsequent changes to the law resulted in a narrowing of the rights of the shareholder, practically depriving the minority shareholder of the right to information. This defect has led to significant legal uncertainty when the joint-stock company exercises its right to be exempt from providing information. This uncertainty should be eliminated, because the regulatory goals for granting joint-stock companies an exemption from the obligation to provide information to shareholders (article 92.2 of the Federal law «On joint-stock companies» that counters sanctions pressure) are absolutely correct. At the same time, some of the grounds for exemption from the obligation to provide information to shareholders (article 92.1 of the Federal law «On joint-stock companies») must either be excluded or reformulated. The author notes the complete «break» between the current regulation and the ideas about information exchange between a shareholder and a joint-stock company, that initially inspired the creation of the law on joint-stock companies. The inclusion of sanctions in the law on joint - stock companies as a factor affecting the performance by a joint-stock company of its obligation to provide information to shareholders should be fully welcomed. However, the legal and technical design of the corresponding political and legal idea cannot be considered optimal. In this part, the legislation requires a complete renovation based on the principle of balancing constitutional values and the interests of the state, majority and minority shareholders.Description of research methodology. The research is based on a systematic analysis, as well as the interpretation of Russian legislation and doctrine.Information about the main scientific results. The development of legislation on joint-stock companies in terms of providing information is shown. It is shown that if legislator taking into account sanctions when regulating the obligation of a joint-stock company to provide information, the goals of legislative regulation fully comply with constitutional principles, but specific legal decisions cannot be considered optimal. Conclusions. It is concluded that development of legislation on joint-stock companies has led to a significant restriction of the ability of shareholders to receive information. The author formulated the priority of regulatory goals in countering sanctions pressure and offered specific directions for improving legal regulation. ; Предмет исследования. Последовательно анализируется развитие института предоставления акционерам информации акционерными обществами; показываются основные тренды в развитии этого института: постепенное сужение возможности акционеров реализовать свое право на получение информации через предоставление информации через такие средства, как ограничение, дифференциация и освобождение от предоставления информации. Специальный акцент делается на институте освобождения от предоставления информации. Цель статьи состоит в том, чтобы на основании анализа законодательства и доктрины показать основные недостатки существующей модели освобождения акционерного общества от обязанности предоставлять информацию акционерам и сформулировать направления развития законодательства. Основная научная гипотеза автора может быть сформулирована следующим образом. В Законе об акционерных обществах был заложен изначальный дефект в части описания информационного обмена между акционером и акционерным обществом. Право акционера на информацию не было описано, по существу, оно было «встроено» в обязанность акционерного общества предоставить информацию. Этот дефект при последующих изменениях законодательства в части обязанности акционерного общества предоставить информацию (которые свелись к сужению прав акционера, практически лишению миноритарного акционера права на информацию) привел к тому, что при реализации акционерным обществом своего права на освобождение от предоставления информации возникает значительная правовая неопределенность. Данная неопределенность должна быть устранена, поскольку цели регулирования при предоставлении акционерным обществам освобождения от обязанности предоставлять акционерам информацию, установленные в ст. 92.2 Закона об акционерных обществах (противодействие санкционному давлению), абсолютно правильны. При этом часть оснований для освобождения от обязанности предоставления акционерам информации (ст. 92.1 Закона об акционерных обществах) либо должны быть исключены, либо переформулированы. Автор отмечет полный «разрыв» текущего регулирования с идеями об информационном обмене между акционером и акционерным обществом, заложенными при создании Закона об акционерных обществах. Учет в Законе об акционерных обществах санкций как фактора, влияющего на исполнение акционерным обществом его обязанности предоставить информацию акционерам, следует полностью приветствовать. Однако юридико-техническое оформление соответствующей политико-правовой идеи нельзя признать оптимальным. В этой части законодательство требует полной реновации на основе принципа баланса конституционных ценностей и интересов государства, мажоритарных и миноритарных акционеров. Описание методов и методологии исследования. В основу исследования положен системный анализ, а также использование разработанных в доктрине способов толкования нормативных актов и судебной практики. Информация об основных научных результатах. Показано развитие законодательства об акционерных обществах в части предоставления информации; сделан вывод о том, что это развитие привело к значительному ограничению возможностей акционеров на получение информации. Показано, что при учете санкций при регулировании обязанности акционерного общества предоставить информацию, цели законодательного регулирования полностью соответствуют конституционным принципам, однако конкретные правовые решения нельзя признать оптимальными. Выводы. Сформулирован приоритет целей регулирования при противодействии санкционному давлению; определены конкретные направления совершенствованию правового регулирования предоставления информации акционерам.
В статье на основе данных социологического опроса 709 жителей Владимира, проведенного в 2018 г., анализируется оценка населением деятельности ряда некоммерческих организаций (НКО). Ее конкретной целью выступает изучение широкого круга представлений горожан о роли некоммерческих организаций в решении проблем местного сообщества. Метод исследования – анкетный опрос по месту жительства. Респонденты, согласно их ответам, отличаются довольно высоким уровнем информированности о деятельности некоммерческих организаций и весьма позитивной оценкой их работы. В процессе исследования была осуществлена оценка востребованности населением различных сфер деятельности НКО. Установлено, что существует серьезное противоречие между востребованностью сфер деятельности НКО в представлениях жителей Владимира, с одной стороны, и реальными потребностями депривированных групп населения – с другой. В частности, такую социально уязвимую группу населения, как лица без определенного места жительства, считают заслуживающей внимания со стороны НКО лишь 16,6% опрошенных. Практически столь же редко упоминаются безработные. Еще меньшее место среди приоритетных целевых групп занимают военнослужащие и члены их семей, предприниматели, представители бизнеса, домовладельцы, собственники жилья, женщины, мигранты и представители национальных меньшинств, а также лица, находящиеся в местах лишения свободы. Большинство владимирцев склонны видеть в НКО своеобразных операторов, помогающих государству проявлять заботу о социально незащищенных слоях населения за счет средств госкорпораций и государственного бюджета. Лишь меньшинство рассматривает НКО в качестве защитников личных, экономических или политических прав граждан. Респонденты довольно пессимистичны в отношении готовности своих земляков включаться в решение проблем локального сообщества. Сделан вывод: согласно представлениям опрошенных жителей города, ряд значимых депривированных групп населения оказывается вне поля деятельности НКО, что в принципе затрудняет работу по снижению состояния социальной эксклюзии данных групп. Сформулированы рекомендации о необходимости активной разъяснительной работы среди населения о целях и возможностях НКО, которыми должны заниматься и сами подобные организации. ; This article analyzes the activities of non-profit organizations (NPO) based on a sociological survey of 709 residents of the city Vladimir, held in 2018. Its specific goal is to study a wide range of citizens' ideas about the role of non-profit organizations in solving the problems of the local community. The research method is a questionnaire survey. The citizens of Vladimir are well informed about NPOs and evaluate their activities very high. In the process of the study, the demand for the population of various fields of NGO activity was assessed. The results show that there is a serious contradiction between the demand for NPO areas of activity in the representations of the population, on the one hand, and the real needs of deprived groups of the population. In particular, such a socially vulnerable group of the population as persons without a fixed place of residence is considered as worthy of NPOs' attention only by 16.6% of respondents. Almost as rarely mentioned are unemployed. An even smaller place among the priority target groups belongs to military personnel and members of their families, entrepreneurs, business representatives, homeowners, women, migrants, and representatives of national minorities, as well prisoners. The majority considers NPOs to be the operators of governmental social policy financed by state-corporations and state budget. Only the minority thinks that NPOs must protect private, economic, and political rights. Respondents are very pessimistic towards willingness of their compatriots to participate in solving the problems of local community. The author concludes that, according to the ideas of the city residents surveyed, a number of significant deprived groups of the population find themselves outside the field of activity of NPOs, which, in principle, makes it difficult to reduce the state of social exclusion of these groups. Recommendations are provided on the need for active outreach among the population about the goals and opportunities of NPOs, which should be addressed by similar organizations themselves.
Проанализировано влияние Октябрьской революции 1917 г. на индийское освободительное движение. Отмечено, что она дала импульс индийским политическим устремлениям, расширила базу освободительного движения, превратив промышленных рабочих и крестьян в активных участников борьбы, и наделила движение прогрессивным мировоззрением. Принципы революции вызвали резонанс среди рядовых борцов за независимость и лидеров индийского освободительного движения. Сделан вывод о том, что многие ценности, закрепленные в Конституции Индии, принятой после обретения независимости, были вдохновлены высокими идеалами российской революции. Сама революция, ее идеология, В. И. Ленин и его глубокая озабоченность проблемами, стоящими перед народами Востока, преобразования в России после 1917 г., отношение советского правительства и Коминтерна к борьбе за независимость Индии оказали сильнейшее воздействие как на народ, так и на лидеров индийского освободительного движения. Хотя многоклассовое национальное движение не преобразовалось в социалистическое, фактом остается то, что наследие Октябрьской революции повлияло на ход освободительной борьбы. Таким образом, социалистический компонент Конституции Индии не был случайным. Он стал итогом большого идеологического влияния, оказываемого на Индийский национальный конгресс снаружи и изнутри, и в не меньшей степени был обусловлен освободительными идеалами российской революции 1917 г. ; The October Revolution of 1917 profoundly influenced the course of the Indian freedom movement in multiple ways. It gave impetus to Indian political aspirations, widened the base of the freedom struggle by making industrial workers and peasants active participants, and endowed the movement with a progressive outlook. The revolution's principles resonated deeply among the people and leaders of the Indian freedom movement. In fact, many of the values enshrined in our Constitution, adopted post-independence, were inspired by the lofty ideals of the Russian Revolution. The most important event in Russia, influencing the course of the freedom movement in India, was the October Revolution in 1917. The revolution, its ideology, V. I. Lenin and his deep involvement with the issues confronting the people of the East, the transformation of Russia post 1917, and the overall attitude of the Soviet government and the Comintern towards India's freedom struggle deeply influenced both the people and the leaders of the Indian freedom movement. Though the multiclass national movement did not get converted completely to the cause of socialism, the fact remains that the legacies of the October Revolution influenced the course of the freedom struggle in multiple ways. Some of its legacies got imprinted in the Constitution that India adopted post-independence. The socialist component of the Constitution of India did not happen by accident. It was the outcome of the massive ideological churning that took place within and outside the Indian National Congress and that which by no small measure was triggered by the emancipatory ideals of the Russian Revolution of 1917. The Constitution of the Republic of India, adopted on 26 January 1950, was based on a set of principles and ideas that would achieve socialist reconstruction of society through democratic means. The right balance of the proper socio-economic rights with guaranteed democratic and civil liberties, based on the majority principle along with the right of minority opinions to exist and flourish in a secular state became the cornerstones of the Constitution that independent India adopted. Many of these values were clearly inspired by the lofty ideals of the Russian Revolution.
