Bu çalışmada; `Kürt Sorunu'nun, Türkiye'nin modernleştirilmesi sürecinde benimsenen jakoben vatandaşlık anlayışı ve radikal reform süreci ile bağlantılı olduğu ortaya koyulmaya çalışılmıştır. Kendine özgü tarafları olsa da, Türkiye'nin modernleştirilmesi sürecinin Batı dünyasındaki felsefî ve siyasî düşünceler doğrultusunda şekillenmesi, `Kürt Sorunu'nun ele alınmasında Batılı demokrasilerdeki vatandaşlık anlayışının gelişiminin incelenmesini gerektirmektedir. Bu amaçla, Batı demokrasilerinde benimsenen jakoben vatandaşlık anlayışı, klasik liberal vatandaşlık anlayışı ve son olarak çokkültürlü vatandaşlık anlayışı ele alınmıştır. Etnokültürel problemlerin çözümünde, jakoben vatandaşlık anlayışı ve klasik liberal anlayışın yetersizliği ortaya koyulurken, âdil ve hakkaniyetli çözüm noktasında, farklılıkların eşit değerde tanınıp saygı göreceği çokkültürlü vatandaşlılığın iyi bir alternatif oluşturabileceğine dair argümanlar incelenmiştir. Çokkültürlü vatandaşlık ve grup hakları bağlamında, 1989 sonrasında `Kürt Sorunu'nun çözümü için siyasî partiler ve sivil toplum örgütleri tarafından kamuoyuna sunulan raporlar incelenmiştir. Gerek raporlarda gerekse çokkültürlülük savunucularının söylemlerinde ortaya konulduğu gibi, ulus-devletin homojen ulusal kimlik öngören ortak vatandaşlık anlayışı, günümüzde toplumsal birliği sağlamaktan uzaktır. Toplumsal birlik, soyut bir ortak vatandaşlık anlayışından ziyade ortak din ve kültürel değerlerin paylaşımı ile kültürel kimlik haklarının tanınıp saygı göreceği bir sosyopolitik yapı içerisinde sağlanabilir. Fakat, çokkültürlülük savunucularının ortaya koyduğu gibi, azınlıktaki grupların liberal ilkeleri benimsememesi durumunda özyönetim haklarının tanınması söz konusu olamaz. Bu kapsamda, tüm muhaliflerini şiddet yoluyla baskı altına alan P.K.K. çizgisindeki Kürt siyasî hareketinin özerklik taleplerinin kabul edilemeyeceği, grup haklarının tanınmasını savunan çokkültürcü düşünürler tarafından da ortaya konulmuştur. Özet olarak, bu çalışmada; Batının azınlık problemleriyle mücadeledeki tecrübeleri, çokkültürlülük savunucularının bu tecrübeler ışığında azınlık problemlerine yönelik çözüm önerileri ve 1990'dan itibaren siyasî partiler ve sivil toplum örgütlerinin `Kürt Sorunu'na ilişkin çözüm önerilerini içeren raporları, `Kürt Sorunu'nun çözümüne katkı amacıyla incelenmiştir. ; In this study, it is revealed that, `Kurdish Question? is deeply tied with the adoption of jacobin citizenship approach and of authotratic radical reform process in Turkey. Despite its own pecuilarities, the modernization process in Turkey was shaped by mainstream philosophical and political ideas in Western world. So that, the perception of citizenship in Turkey are needed to be extensively analysed in context of Western politics, when `Kurdish Question? is taken into consideration. In order to realize the roots of `Kurdish Question?; the jacobin citizenship approach, the classical liberal citizenship approach and lastly, the multicultural citizenship approach are thought to be analysed together. Within this scope, the deficiency of both jacobin approach and the classical liberal approach in solving ethnocultural problems are stated expressly. Then, for fair solutions, multicultural citizenship approach is analysed as a good alternative. Thereinafter, some declared reports about the solution of `Kurdish Question?, which are prepared by political parties and non-govermental organizations in Turkey after 1989, are analysed in context of multiculturalism. As it strongly shown that, both in declared reports about `Kurdish Question? and in arguments of multiculturalist thinkers, the imposition of homogeneous national identity by the nation-state is far from bringing the unity of nation. Rather than fictious common citizenship, national unity can be achieved by sharing common cultural values and religion in a sociopolitic environment where citizens get their cultural identity rights and get respect. Recognition of ethnocultural differences on equal basis, rather than opressing them, plays an important role in solving ethnocultural problems. But minority demands for authonomy don?t always provide fair solutions for ethnocultural problems. At that point, the defenders of multiculturalism claim, as long as the minority groups don?t adopt liberal principles, self-government rights can?t be allowed. Within this multicultural context, it is clear that authonomy claims of P.K.K. leading Kurdish nationalist movement, which opressed the opposition in Kurdish society by violence, can?t be allowed. To sum up; in this study, experiences of Western democracies about ethnocultural problems and multicultural approch?s solutions for these problems and the research reports prepared and declared for `Kurdish Question? in Turkey since 1990?s, are evaluated for the sake of contributing to the solution process.
Terörizmin demokratik toplumlarda mı, yoksa otoriter ya da totaliter hükûmetlerin iktidarda olduğu toplumlarda mı daha fazla imkânlar bulabildiği konusunda görüş farklılıkları vardır. Hâkim görüş demokrasinin terörizm için diğerlerinden daha fazla imkânlar sunduğu yönündedir. Bu halde demokrasiyi dünya üzerinde yaygınlaştırmaya matuf çabaların altında yatan niyetlerden birkaçının ülkedeki toplumsal gruplar arasında çatışmalar oluşturmak, siyasal, sosyal ve ekonomik istikrarsızlıklar yaratmak, devletleri/hükûmetleri güçsüzleştirmek vb. olduğu ileri sürülebilir. Nitekim bazı devletlerin hâlihazırda bir yandan demokrasiyi teşvik etmeleri diğer yandan ise terörizme ve terör örgütlerine destekler vermeleri, demokrasinin bu uğurda kullanılabileceğine dair iddiaları bir komplo teorisinin ürünü olmaktan çıkarmaktadır. İnsanın yaşam kalitesinin artırılabilmesi için önemi haiz olan demokrasi, bazı toplumlarda radikal fikirlerin oluşması için uygun zeminler sunabilir. Öyle bir zeminde radikalleşmeyi hızlandırıp aşırıcı davranışları teşvik ederek toplumlarda azınlık durumunda bulunan vatandaşlar ya da diğer gruplar aleyhinde aşırı sağ terörizmin gelişimini de kolaylaştırabilir. Terörizmin bu türü özellikle kültürel çeşitliliğe sahip olan toplumlarda toplumsal bütünleşmenin sağlanabilmesinin önündeki engellerden biridir. Bu nedenle özellikle bu tür toplumlarda demokratik polislik hizmetleri önem kazanmaktadır. Ancak polislik hizmetlerinde görev alacak olan kişilerin ideolojik kimlikleri, polislik hizmetlerini sunan kurumların yerleşik kurumsal kimlikleri, ülkedeki toplumsal gruplar arasında "hâkim" durumda bulunan grupların diğerlerine ilişkin algıları ve tutumları, tüm iyi niyetli çabalara rağmen, terörizmin bu türüyle mücadeleyi zorlaştırabilir. Zorluklarına rağmen demokrasilerde iç güvenlik yönetimleri ve polislik hizmetleri bu türdeki riskleri dikkate alan stratejilerin üretilmesi suretiyle yapılandırılmalıdır. Başka bir ifadeyle özellikle çokkültürlü toplumlarda polislik hizmetleri artık aşırı sağ terörizmle baş edebilecek nitelikte geliştirilmelidir. Çünkü aşırı sağ terörizmle mücadele meselesi hükûmetler için bir meşruiyet meselesi iken, devletler ve toplumları için bir beka meselesi olabilir. ; There are differences of opinion in whether terrorism finds more possibilities in democratic societies, authoritarian or totalitarian societies. The prevailing view is that democracy offers more opportunities for terrorism than others. In this case, it can argue some of the underlying intentions of the efforts to spread democracy around the world are to create conflicts between social groups in the country, to create political, social and economic instability, to weaken states/governments etc. As a matter of fact, the fact that some states are already promoting democracy on the one hand and supporting terrorism and terrorist organizations on the other hand makes the claims that democracy can be used for this purpose from being the product of a conspiracy theory. Democracy, which is important for increasing the quality of life of people, can provide suitable grounds for the formation of radical ideas in some societies. It can also facilitate the development of far-right terrorism against citizens or other groups who are in a minority position in societies by accelerating radicalization and encouraging extremist behavior on such a ground. This type of terrorism is one of the obstacles to social integration, especially in societies with cultural diversity. For this reason, democratic policing services gain importance especially in such societies. However, the ideological identities of the people who will take part in the police services, the established institutional identities of the institutions providing the policing services, the perceptions and attitudes of the groups that are in a "dominant" position among the social groups in state, may complicate the fight against this type of terrorism despite all well-intentioned efforts. Despite their difficulties, internal security administrations and policing services in democracies should be structured by producing strategies that take into account such risks. In other words, policing services, especially in multicultural societies, should be developed in a way that can cope with far-right terrorism. Because of while the issue of the fight against far-right terrorism is a matter of legitimacy for governments, it can be a matter of survival for states and their societies.

Avrupa Birliği'nin bugün içinde bulunduğu refah paylaşımı ve işsizlik temelinde gerçekleşen durağan yapı, birliğin çokkültürlü sisteminin iflas etmesine sebep olmaktadır. Küreselleşme ile terörist organizasyonların propaganda imkanının gelişmesi bu durumun da ırkçılık ve yabancı düşmanlığını tetiklemesi dolayısı ile kimlik politikalarına bağlı çokkültürlülük iflası arasında güçlü bir bağ vardır. Çokkültürcülüğün iflası sadece sağ veya muhafazakar siyasetçiler tarafından değil ana akım partilerin tümü tarafından dile getirilmektedir. Bu düşünceler birleştiğinde Avrupa'da özellikle ll. En azından Avrupa'nın gelişmiş ülkeleri düzeyinde, Avrupalı devletler ve bu devletlerde çalışan misafir işçiler arasındaki ilişkinin, bir karşılıklı gönüllülük (arz-talep) dengesine dayandığı, çokkültürlülük tarafından ihmal edilen bir olgu olagelmiştir. ; Multiculturalism means the cultural politics that a state wants to achieve. The concept of multiculturalism is the sum of normative principles that embrace all existing cultures, although the state has more of an ethnic component in its political stalemate than any other. Multiculturalism, on the other hand, is a descriptive concept that summarizes the current state rather than a political one. Multiculturalism means that all ethnic, cultural, linguistic, racial, religious, and / or individual differences in a society are freely expressed and recognized in the political and public arena. The main distinction that distinguishes multiculturalism from pluralism is that it wants to apply the principles such as democracy, individualism and universal equality of people idealized by the twentieth century, not because of individual differences, but because of these differences. The concept of multiculturalism, which is a political stance in the political sense and multiculturalism, which describes more than one cultural situation in society, is part of a liberal culture that considers the least to be a state influence, but it also transfers responsibility for minority rights to the state. The greatest problem of multicultural understanding reflected in Europe is observed in non-resident communities. European countries are improving their economies and the prosperity of their countries throughout the post-Second World War and the Cold War. The development of multiculturalism will be restrained, that is, multiculturalism will be redefined in the political context of the Western democracies in which it is born in order to make a "covering" definition of multiculturalism. In this case, multiculturalism emerges as a specific form of the question of national unity, a more general problematic which is the tension between unity and pluralism. When it comes to multiculturalism, the identity is the ethnic identity. This ethnic identity refers to a certain soya belonging. In nation-state process, the second line remains in nation formation. Today, with the departure from the understanding of cultural identity, the reflex of ethnic identities to redefine themselves and return to their authentic reality emerges. Multiculturalism is at this point in the world and is looking for a legitimacy ground for itself. The stagnant structure of the European Union, which is based on welfare sharing and unemployment today, causes the multicultural system of the Union to go bankrupt. There is a strong link between globalization and the development of the propaganda opportunities of terrorist organizations, which in turn triggers racism and xenophobia, and therefore the multiculturalism connected with identity politics. The work of multiculturalism is not only spoken by right-wing or conservative politicians, but by all mainstream parties. When these considerations are combined, especially in Europe, It has fueled xenophobia at an unprecedented level after World War II. At least at the level of Europe's developed countries, the relationship between European states and guest workers working in these states has become a phenomenon neglected by multiculturalism, based on a mutual volatility (supply-demand) balance.
In this article, I will address the topic of the Turkish minority in Bulgaria in the interwar period through the interpretive lens of the "linguistic" or better " alphabetic" fights,(1) placed in the context of the "Latinization" processes taking place in the wide Eurasian space, as well of the post-imperial sociopolitical dynamics.(2)To this aim, I describe the interesting and little known case of the writing practices of the Turkish community in Bulgaria in the period between the two world wars. In particular, I take into account the repercussions of Atatiirk's alphabetical reform in Bulgaria, demonstrating how the adoption of the Latin alphabet in Turkey represented a significant challenge for the country, triggering the fears of both the Bulgarian authorities and of the more conservative factions of the local Turkish community. In this context, I analyze the attitudes towards the Arabic and the Latin alphabet employed to write the Turkish language in the Balkan country, illustrating the reasons for the prohibition of the Turkish Latin alphabet, in an unprecedented combination of interests between Bulgarian authorities and Islamic religious leaders. I will try to show how in that specific historical moment, writing systems, far from being "neutral" communication elements, lent themselves to various manipulations of an ideological and political nature.My paper does not intend to represent a comprehensive contribution to the analysis of the complex subject of this community's religious or political identity, but it rather aims to shed light on the limitations faced by the Turks of Bulgaria in terms of their linguistic rights in a period when other communities in Southeast Europe were encountering similar difficulties.(3)
Demokrasilerin önemli ilkelerinden biri olan çoğunluğun iradesine saygı ilkesine göre, halkın çoğunluğun oyları iktidarı belirleyici nitelikte olur. Demokrasinin doğru işleyebilmesi için iktidar, kararlarını hem çoğunluk hem de azınlığın hak ve istekleri doğrultusunda ve devletin ortak çıkarını düşünerek almalıdır. Oysaki günümüzde çoğunluğun mutlak egemenliği ile çoğunluğun iradesine saygı ilkesi karıştırılmakta, demokrasi sanki çoğunluğun mutlak gücü olarak tanımlanmaktadır. Demokrasiyi bu şekilde ele almak, Antik Yunan'dan günümüze kadar gelen demokrasilerdeki en temel sorunlardan biri olan çoğunluğun üstülüğünün bir baskı rejimine dönüşme sorununa neden olur. Bu tezde, demokrasilerdeki bu sorun işlenmekte ve düşünürlerin düşünceleri ışığında, onların eleştirileri ve bu ilkenin yaratabileceği sorunlar incelenmektedir. Antik Yunan filozofları demokrasiyi doğru bir yönetimin bozulmuş şekli olarak ele alırlarken, günümüz düşünürlerinin çoğu demokrasiyi günümüzdeki baskıcı ve otoriter yönetimlerin bir alternatifi olarak ele almaktadırlar. Bu tezde düşünürlerin demokrasiyi ele alışlarındaki farklılıkların da altını çizilmekte ve hepsinin ortak olarak ele aldıkları sorun olan çoğunluğun üstünlüğü sorunsalı işlenmektedir. ; According to the principle of respect for the will of the majority, which is one of the important principles of democracies, the majority of the people's votes will be decisive in power. In order for democracy to function correctly, the government must take its decisions in accordance with the rights and wishes of both the majority and the minority and in mind the common interest of the state. Today, however, the absolute sovereignty of the majority and the principle of respect for the will of the majority are confused, and democracy is defined as the absolute power of the majority. Addressing democracy in this way causes the problem of turning the top of the majority into a regime of repression, one of the most fundamental problems in democracies from ancient Greece to the present day. In this thesis, this problem in democracies is being processed and in light of the thoughts of thinkers, their criticism and the problems that this principle can create are examined. While ancient Greek philosophers treat democracy as a corrupt form of the right administration, many of today's thinkers treat democracy as an alternative to today's repressive and authoritarian governments. This thesis also highlights the differences in the way thinkers handle democracy, and the supremacy of the majority, which is the problem that they all consider as a partner, is resolved on a problem.
Avrupa Birliği (AB) 2004 yılından bu yana Orta ve Doğu Avrupa ülkelerinin büyük çoğunluğunu resmi olarak birliğe kabul etti ve Batı Balkanlarda geriye kalan üye olmayan ülkeler AB'nin yeni hedefi haline geldi. Ancak, Birlik AB politik üyelik koşulları yoluyla kurallarını Orta ve Doğu Avrupa ülkelerine kıyasla Batı Balkanlardaki diğer üye olmayan ülkelere aktarırken birtakım zorluklarla karşılaşmıştır. Burada akla iki soru gelmektedir: Birinci soru, "Hangi şartlar altında bu koşullar etkili olabilir?" iken; ikinci soru, "AB üyelik koşulları neden Batı Balkanlarda bulunan ülkelerin iç politikasında kısmen sınırlı bir rol oynar?" şeklindedir. Bu meseleyi açığa kavuşturmak için Schimmelfennig ve Sedelmeier (2004) tarafından "dış teşvik modeli" benimsenmiştir. Bu çalışma "dış teşvik modelinin" bu soruları tam anlamıyla cevaplandıramadığını ve ulusal kimliğin Batı Balkan devletleri olan Hırvatistan ve Sırbistan'da AB üyelik koşullarının etkililiğini belirleme noktasında önemli bir role sahip olduğunu ileri sürmektedir. Çalışmanın Hırvatistan ve Sırbistan'ı durum çalışmaları olarak ele almasının sebepleri; bu iki ülkenin eski Yugoslav Sosyalist Federal Cumhuriyeti olmaları ve 1990'lı yıllarda ortak bir savaş tarihi paylaşmalarıdır. Hırvatistan AB üyeliğini hâlihazırda 2013 yılında elde etmiş olmasına rağmen, Sırbistan'ın bu üyeliği gerçekleştirme noktasında kat etmesi gereken daha çok yol vardır ; The European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have became the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to non-member countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. Here are two questions to mind: 'Under what circumstances could the conditionality be effective?' and 'why does the EU conditionality play relatively limited role in the domestic politics of the Western Balkan states?' An "external incentive model" is adopted by Schimmelfennig and Sedelmeier (2004) to articulate the issue. This study addresses this contestation, arguing that the "external incentive model" is incapable of fully answering these questions and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go The European Union has utilised political conditionality as one of the most significant strategies to export its governance and to encourage non-member countries to obey the rules of the EU (Schimmelfennig and Sedelmeier, 2004). Political conditions, which are necessitated by the Union from the very beginning, can be described as a competitive party system, and free and fair elections. As for the essential political conditions of EU accession that the EU confirmed in 1993, which are also defined as the Copenhagen Criteria, they are the stability of democratic institutions, rule of law, liberal market economy, human rights and lastly the protection of minority rights (Bieber, 2013:2). The required political conditions are flexible. By which it means that some specific requirements could be added to the conditions. For instance, the UE required cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) in the context of Western Balkans (Frerburh and Richter, 2010:269-71). Predominant studies select "external incentive model" to articulate the logic of EU conditionality and political conditions. This model is based on a rationalist cost-benefit calculation that assumes that states are regarded as rational actors, seeking to boost their interests (Schimmelfennig and Sedelmeier, 2004). The tool of conditionality is perhaps the most significant instrument that the EU external governance applies to force would-be member states to obey the rules of the EU. That is, the Union decides its instructions as conditions and would-be member states are expected or required to accept these conditions to receive rewards. Consequently, the target government would face three various pressures namely from the Union, domestic and international politics in return for EU external incentives (Trauner, 2011:8). It is therefore the credibility of the EU conditionality plays a key role in evaluating the pros and cons of EU rewards as opposed to domestic compliance (Schimmelfennig and Sedelmeier, 2004:663-7). This model is, however, unsuccessful in fully articulating why the EU political conditionality could perform better in states like Croatia than in states like Serbia in the context of Western Balkan despite the fact that the Union has provided these countries with rewards. At this point, national identity, as a constructivist variable, has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. National identity is the main theme that determines whether conditionality can be effective or not. Constructivists argue that wouldbe member states would acknowledge the influence of the Union by means of socialisation and persuasion processes. It is these processes internalizing identities with the help of domestic actors (Trauner, 2011). Considering the rules of the EU appropriate and compatible with political conditionality helps domestic actors to stick to given EU rules (Schimmelfennig et al., 2006:27-52). In this sense, national identity, as a filter actor, influences EU conditionality. It is, therefore, crucial to note that states, as social actors, often shape and reshape national identity when they face or interact with different social structures. The EU political conditionality has raised doubts about its effectiveness in the countries in question. This is because they had ethnic conflicts in 1990s that shaped their national identities. It is this historic background affecting the effectiveness of EU political conditionality in Croatia and Serbia in different lights. As a result, the European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have become the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to nonmember countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. In this paper, it is argued that the "external incentive model" is incapable of fully explaining the issue in question and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go.Cooperation with the ICTY has been very sensitive issue in both Croatia and Serbia where these countries had to comply with it as a result of being tied to EU accession. The way in which the transformation of the EU rules, however, quite varied from one another. Croatian elites saw the cooperation with ICTY as indispensable part of EU accession and in line with Croatian respect of European organizations. Croatia met EU requirements. This is simply because the country was one of the European countries in which the rule of law is respected and obeyed. As far as Serbia is concerned, the cooperation with the ICTY was ensured by Serbian elites who felt forced and oppressed to do so. But they rejected the Hague tribunal. Even though they rejected it, a sense of obligation arising from the fear of being punished by the international community through the cancellation or postpone of EU talks took place regarding detaining suspects. This problematic issue resulted in different images of the EU in the eyes of these two countries. Serbia regards the European Union as a punisher and a superior force that inclined to in Serbia. This could be one of the reasons why there is distance between Belgrade and Brussels. As for Croatia, the image of Europe in the eyes of Croatian people is related to high democratic standards, liberty and civilization (Subotic, 2011:326-7). This could be one of the reasons why there is close cooperation between Croatia and the European Union. The rational incentive model is important for explaining the choice of would-be member states. It is crucial to clarify that this model is valid once the rules of the European Union are compatible with national identity of the would-be member states. Once the national identity of the target state is incompatible with the rules of the EU, it is fair to say that any material condition does not serve a very useful purpose. Latin Amerika'nın önemli ülkelerinden Kolombiya uzun yıllar çatışmalar ülkesi olarak anılmıştır. Geçtiğimiz yüzyılda ülke içerisinde Liberaller ve Muhafazakarlar arasında şiddetli çatışmalar yaşanmış, toplumdaki gelir dağılımı adaletsizliği, mülkiyetin kullanımındaki toplumsal katmanlardaki derin farklılıklar iç çatışmaların artmasına neden olmuştur. Hükümetler ile muhtelif çıkar ilişkileri olan belirli azınlık gruplarının elinde bulunan devasa toprak mülkiyetleri oligarşik yapıları meydana getirmiş, buna karşın toplumsal refleks ve dinamikler harekete geçmiş ve iç isyanlar başlamıştır. Farklı birçok silahlı örgüt bu yapısal olumsuzlukları bertaraf etmek için devlet ve paramiliter güçlere karşı savaş açmıştır. Silahlı mücadelelerin başlamasıyla yaşanan çatışmalar ülkede zaten yoğun şekilde var olan uyuşturucu trafiğinin ve coğrafi koşulların gerilla için elverişli olmasının da etkisiyle apayrı bir ivme kazanmıştır. Bu silahlı grupların en eskisi ve büyüğü olan FARC, Kolombiya Hükümetleriyle 52 yıl boyunca savaşmış ve birçok evreden sonra Barış Anlaşması ile bu savaş sona ermiştir. Bu çalışmada Kolombiya devlet ve toplum yapısındaki dinamikler, sorunun temel yapı taşları çatışma teorisi analizi çerçevesinde irdelenerek kalıcı barış kapasitesi tahlil edildi. Yaşanan iç savaştan barış aşamasına gelinen süreçte dış etkenlerin etkisi, ideolojik angajmanlar, küresel hegemonya ve konjonktürel etkileri ortaya koyuldu. Yanlış ve doğrularıyla taraflar arasında çatışmasızlığın nasıl sağlandığı, tarafların talep ve aktör analizleriyle politik inisiyatiflerin nasıl alındığı mercek altına alındı. Barışın kalıcı hale gelebilmesi ve geleceğin Kolombiya toplumu için barış umudu taşıyabilmesi için gerekli reform adımları ortaya koyuldu. Son olarak dünyanın diğer coğrafyalarında bulunan çatışmalara Kolombiya-FARC barış sürecinin nasıl bir tecrübi kazanım olabileceği araştırıldı. ; Colombia, one of the most important countries of Latin America, has been called as conflict country for many years. In the past century, there have been violent clashes between the Liberals and the Conservatives in the country; the unfair income distribution in society and the deep differences in the social strata in the use of property have led to an increase in internal conflicts. The gigantic land properties owned by certain minority groups who have various interests with governments constituted oligarchic structures, on the other hand social reflexes and dynamics came into action and internal revolts began. Many different armed organizations have waged war against the state and paramilitary forces in order to eliminate these structural problems. The clashes with the onset of armed struggles gained momentum due to the fact that the drug traffic that is already heavily present in the country and geographic conditions that are favorable for guerrillas. The FARC, the oldest and largest of these armed groups, fought the Colombian Governments for 52 years and, after many stages, this war ended with the Peace Agreement. In this study, the dynamics in the state and social structure of Colombia and the main building blocks of the problem were analyzed within the framework of conflict theory analysis; and lasting peace capacity was analyzed. The effects of external factors, ideological engagements, global hegemony and its conjunctural effects have been put forward in the process from the civil war to the stage of peace. It was examined how the de-conflict between the parties was ensured by their wrongs and rights and how the political initiatives were taken by the demand of parties and actor analysis. The necessary reform steps have been put forward for the peace to be lasting and the hope for peace for the future of Colombian society. Finally, it was explored how the Colombian-FARC peace process could be a gain in the conflicts in other geographies of the world.
ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Sınıf esasına dayalı dernek kurma yasağı da kalkmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum alanına bir başka müdahalesi Neşir Yolu ile veya Radyo ile İşlenecek Bazı Cürümler Hakkındaki Kanun'u çıkarması ile 6732 ve 6733 sayılı basın kanunlarının bazı maddelerini değiş-tirmesi ile olmuştur. Bu kanunlarda yer alan kişilerin şikayeti olmadan savcıların ya-yınlar ile ilgili kendiliğinden harekete geçebilmesi unsuru haber alma ve verme hür-riyetini engelleyen bir koşul oluşturmuştur. Yine gazetecilerin yaptıkları haberler ve köşe yazarlarının yazdıkları yazılar nedeniyle şikayet edilmeleri halinde kendilerini müdafaa edebilmeleri için ispat hakkının onlara verilmeyişi bazı konularda ( iktidar ve mülki amirler ile ilgili yolsuzluk vb) haber yapmalarına, yazı yazmalarına engel olacak ortamı oluşturmuştur. Ayrıca, halkın haber alma özgürlüğüne, gazetecilerin özgür ve bağımsız çalışmasına engel olmuştur. İspat hakkı verilmediği gibi bu tür yazı ve haberler için cezaların arttırılması basın hürriyetini ortadan kaldırmıştır. Bu nedenle bazı basın mensupları hareket içerikli haber ve yazıları nedeniyle ceza almış olsalar da hükümetin politikalarını eleştiren onlarca basın çalışanına hapis cezalarının verilmesi vatandaşlara hak ve hürriyetlerini vereceğini ve devri sabık yaratmayacağını söyleyen Demokrat Parti İktidarı'nın bu uygulamaları onun söylemleri ve adıyla çelişmesine ne-den olmuştur. Hükümetin sivil toplum alanında yaptığı bir başka kanuni düzenleme 6771 Sayılı Toplantılar ve Gösteri Yürüyüşleri Kanunu'nu çıkarmasıdır. Kanun, siyasi partilerin seçim varmış gibi çok fazla miting yaptığı ve bu mitinglerde konuşanların hükümeti ağır bir şekilde eleştirdiği ve hatta bazı hatiplerin hükümet üyelerine ağır sözler söylediği gerekçeleriyle kabul edilmiştir. Bu kanun ile partilerin miting ve kapalı alan toplantıları seçim zamanı ile sınırlandırılmıştır. Bu nedenle bu uygulama demokrasiye aykırı bir düzenleme olmuştur. Bir parti veya dernek kanunlara aykırı hareket etmediği sürece istediği zaman izin almak koşulu ile miting yapabilmelidir. Hükümetin sivil toplum kuruluşları ile ilişkilerine baktığımızda ise olumlu ve o-lumsuz tutum ve uygulamaların varlığından söz edebiliriz. İktidarın sivil toplum kuru-luşları ile ilişkileri dernekler, sendikalar ve basın teşkilatları ile olmak üzere üç ana bö-lüm halinde ele alınabilir. Derneklerle ilişkilere baktığımızda öğrenci dernekleri ile iliş-kilerin daha yoğun olduğunu söyleyebiliriz. Özellikle TMTF ve MTTB gibi öğrenci dernek federasyonları yönetimleri ile ilişkiler öğrenci dernekleri ile ilişkilerin en önemli bölümünü oluşturur. Bu konuda partilerin bugünde devam eden derneklerin yönetimle-rini elde etme isteği Demokrat Parti İktidarı'nın da faaliyetlerinden birisini oluşmuştur. İktidarın seçim vaatlerinde ve programında olan grev hakkı ile ilgili sendikalar tarafından onlarca talep gelmiştir. 1951 yılında bir tasarı hazırlanmış olmasına ve ilgili bakanların bu hakkın verileceğini yıllarca söyleme-lerine karşın grev hakkı verilmemiştir. Buna karşılık Suriye başta Hatay'ın ilhakı olmak üzere Arap Milliyetçiliği'nin anavatanın sınırlarını Toroslar'a kadar genişletme düşüncesini rehber edinmiş ve Türkiye aleyhine olabilecek her türlü faaliyetin destekçisi veya sempatizanı olmuştur.Bugün Türkiye ile Suriye arasında başta Bölücü Terör Örgütüne sağladığı destek olmak üzere, Fırat Nehri sularının paylaşımı, Hatay üzerindeki hak iddiaları, Asi Nehrinin sularının kesilmesi, Türk azınlığın durumu, karasularının tespiti ve kara sınırlarının işaretlenmesi gibi sorunlar mevcuttur. Suriye'nin uzlaşmaz tutumu ve diyalog eksikliği nedeniyle en basit sorunların bile çözümü mümkün olmamıştır.Türkiye'nin jeopolitik konumundan dolayı, bölgede bir güç olmasını istemeyen devletler; Suriye'nin politik ve siyasi zayıflığından faydalanıp bu ülkeyi kullanarak Türkiye aleyhine gelişen durum ve dengeleri destekler bir tutum içerisindedirler. Bu çerçevede; Suriye'nin, GAP'ın hayata geçirilmesi sonucu, Fırat ve Dicle sularının kendisine karşı bir koz ve baskı aracı olarak kullanacağı düşüncesiyle ortaya çıkardığı sınırı aşan sular sorunu, Türkiye'yi bölmeyi amaçlayan PKK terör örgütünü meselelerin kendi isteği doğrultusunda çözümlenmesi için bir manivela olarak kullanmak istemesi, Hatay'ın bir Arap toprağı olduğunu suni olarak gündeme getirmesi ve uluslar arası platformda Türkiye'ye karşı davranışları başlıca sorunlardır. Suriye; Türkiye'yi köşeye sıkıştırmak ve zayıf düşürmek suretiyle bölgede bir güç olmasına engellemek istemektedir. Su sorunu yapay bir sorundur. Suriye'nin Hatay'a yönelik tasavvurları da Suriyeli Arap halka mal olmuş bir politika olmayıp, daha ziyade yönetimin gündem de tuttuğu bir meseledir.Sınıraşan sular konusu Türkiye'nin su pazarlığına girmemesi gereken bir konudur. Suriye ile Irak'ın Matematiksel paylaşım tezi yerine, üçüncü ülkelerin dahil olmayacağı ve egemenlik hakların tartışılmasını gündeme getirecek yükümlülüklere girmeden bilimsel esaslara dayanan Üç Aşamalı Planın uluslar arası bilimsel ve siyasi platformlarda tanıtılması, destek sağlanması ile ilgili girişimler sürdürülmelidir.Türkiye'yi İsrail ile işbirliğine yönelten temel unsur ise, yaşamsal nitelikteki ulusal çıkarlarıdır. İsrail ile yapılan anlaşmalar Türkiye'ye çevresinden, özellikle Suriye ile İran'dan yönelen tehditlere karşı ek bir caydırıcı unsur oluşturmuş ve bölge dengelerini Türkiye lehine çevirmiştir. Türkiye ile İsrail arasında askeri alanda sağlanacak yakınlaşmanın gelecekte ilişkilerimizi güçlendireceği ve iki ülke arasında stratejik yakınlaşma sağlayacağı, bunun sonucu olarak bölgede barış rüzgarlarının eseceği değerlendirilmektedir.Son zamanlarda Suriye, Türkiye'ye yönelik terör örgütlerini desteklemeyi ve bu yolla taviz koparmayı amaçlamıştır. Asala'dan sonra Bölücü Terör Örgütüne verdiği destek günümüzde artık basit sınır tecavüzü veya çete hareketi boyutunu aşarak "Silahlı Saldırı" durumuna ulaşmıştır. Komşu devletlerin desteğine engel olunmadıkça Bölücü Terör Örgütünü ortadan kaldıramayacağını anlayan Türkiye, 1998 yılında kararlı tutumu sayesinde Suriye'yi resmen Bölücü Terör Örgütüne destek sağlamaması konusunda anlaşma imzalamaya zorlayabilmiştir.Türkiye ile Suriye arasındaki sorunlar çözümlenemeyecek problemler değildir. Sorunlar Türkiye'den kaynaklanmadığı gibi Türkiye tarafından halledilemeyecek kadar güç de değildir. Önemli olan husus Türkiye'nin gücünün farkında olması ve bu sorunları çözebilme iradesini oluşturabilmesidir. SUMMARYAlthough there is geographical and cultural proximity between Turkey and Syria, because of some prejudices coming from history, a good neighbourhood relationship could not be set up . From the foundation of Turkish Republic, Turkey has been followed the policies that based on the "Peace at Home, Peace at the World" watchword principle. Controversially, Syria has been taken guide the thought for the expand of the Arabic Nationalism's motherland borders to Toros Mountains, (the annexation of Hatay is a good example for this) and also Syria has become the supporter and likeminded to all facilities that are hostile to Turkey . Today, between Turkey and Syria, the following problems are existing; firstly Syria's support to Dividing Terror Organization, the sharing of Fırat River Water, The rights claims over Hatay, cutting the water of Asi River, the condition of Turkish minority, determination of territorial waters and signing of continent borders . Because of unrecognised attitude of Syria and dialog deficiency, even basic problems can not be solved. Because of the geopolitics position of Turkey, Some Countries, that do not want Turkey as a Power at the region, use Syria, profit by its political and diplomatically weakness, so that they have an attitude that support the developing conditions and balances hostile to Turkey. At this frame, the following problems are existing; The passing over the border water problem, which existing from the Syria's thoughts about the Turkey's using the Fırat and Dicle waters against them as trump and restraint tool (as a result of GAP), using the PKK Dividing Terror Organization as a tool for solving the problems in favour of Syria, usually getting the thought of the region of Hatay as an Arabic land, and attitudes to Turkey at the international platforms. Syria wants to block Turkey for not being a power with abort weak and squeeze to corner. Water problem is not a real problem. Syria's thoughts against to Hatay is not a thought of' Syria s Arabic Common People, but it is the Administrative Authority's thoughts. Turkey should not negotiate about the Waters, that passes through the border . At the place of the mathematical thesis of the sharing between Iraq and Syria, the 3 level plan, that based on the scientific notions, should introduce at the scientific and political international platforms and should look for supports about it. The basic elements, that manage the cooperation between Turkey and Israel, is the national interests (so important for the Turkish Republic). The agreements (done with Israel) has become a element that causing the esp. the threats of Syria and Iran to give up a plan and has turn round the regional balance to Turkey. The proximity at the military area between the Turkey and Israel will empower the relationship between this two country at the future and will lead strategically proximity between them and as a result of this there will be peace winds at the region. Nowadays, Syria intends the support the terror organizations against to Turkey and with this way taking concession. After Asala, support to Dividing Terror Organization, today this become to "Armed Attack" not a simple border attack or guerrilla warfare. Finally, Turkey has realized that without preventing the support of original countries to Dividing Terror Organization, the termination of this organization is impossible, so that in 1998 Turkey force Syria to sign an agreement about not supporting the Dividing Terror Organization formally. Problems between Turkey and Syria can be solved. Problems do not a fault of Turkey and these are not so hard to solve. The important subject is that Turkey should become the aware of its power and develop the solving ability will power.
