(DIPF/Orig.) ; Research on educational governance still has shortcomings, especially when it comes to the development and application of educational theory. It is striking that educational science and empirical educational research find it difficult to analyze management processes along with present governance theories. Governance was relied upon prematurely as a heuristic explanation. However, it is precisely in relation to the 'new governance', which relies on knowledge as evidence-based governance, that classical governance theories of political cybernetics and further developments of system-theoretical approaches can be used to explain the essential findings on the 'new governance' comparatively comprehensively. This shows that the forms of failure are based less on 'translation problems' than on threats to system integrity. For governance in democratic societies is not only dependent on rationality, but also on moral sensitivity and respect for the subjects, which can be guaranteed in recognized systems of justification.
; In the current debate on sustainable development, education is seen as a necessary condition for the politically desired social-ecological transformation. The educational concepts of Education for Sustainable Development and Global Learning are at the centre of this debate. Based on an empirical, explorative study, the following article provides an insight into how young people with little prior knowledge of the subject deal with various areas of global learning in an extracurricular (political) educational setting. How do existing social patterns of interpretation and ideas of social order become relevant for young people when dealing with these topics? The qualitative-reconstructive approach in this paper is based on the documentary method. The analyses show a market-oriented conception of social order on the part of young people, which finds expression in discrepancies between moral claims and possibilities for action as well as in a dominance of capitalist economic logic thinking that posits market laws as a supposedly unchangeable structure. Finally, this paper discusses the added value of sociological or social science knowledge about social interpretation patterns for the educational concepts mentioned above.
In my dissertation I explore conceptual and economic aspects of resilience, i.e. a system's ability to maintain its basic functions and controls under disturbances. I provide methodological considerations on the conceptual level and general insights derived from stylized ecological-economic models. In doing so, I demonstrate how to frame resilience so as to economically evaluate and investigate it as an important property of ecological-economic systems. Is conceptual vagueness an asset or a liability? In chapter 1 I address this question by weighing arguments from philosophy of science and applying them to the concept of resilience. I first sketch the wide spectrum of resilience concepts that ranges from concise concepts to the vague perspective of "resilience thinking". Subsequently, I set out the methodological arguments in favor and against conceptual vagueness. While traditional philosophy of science emphasizes precision and conceptual clarity as precondition for empirical science, alternative views highlight vagueness as fuel for creative and pragmatic problem-solving. Reviewing this discussion, I argue that a trade-off between vagueness and precision exists, which is to be solved differently depending on the research context. In some contexts research benefits from conceptual vagueness while in others it depends on precision. Assessing the specific example of "resilience thinking" in detail, I propose a restructuring of the conceptual framework which explicitly distinguishes descriptive and normative knowledge. Chapter 2 investigates the common assumption that the optimization problem within a simple selfprotection problem (spp) is convex. It is shown that the condition given in the literature to legitimate this assumption may have implausible consequences. Via a simple functional specification we analyze the (non-)convexity of the spp more thoroughly and find that for reasonable parameter values strict convexity may not be justified. In particular, we demonstrate numerically that full self-protection is often optimal. Neglecting these boundary solutions and analyzing only the comparative statics of interior maxima may entail misleading policy implications such as underinvestment in self-protection. Thus, we highlight the relevance of full self-protection as a policy option even for non-extreme losses. Chapter 3 starts from the observation that ecosystem resilience is often interpreted as insurance: by decreasing the probability of future drops in the provision of ecosystem services, resilience insures risk-averse ecosystem users against potential welfare losses. Using a general and stringent definition of "insurance" and a simple ecological-economic model, we derive the economic insurance value of ecosystem resilience and study how it depends on ecosystem properties, economic context, and the ecosystem user's risk preferences. We show that (i) the insurance value of resilience is negative (positive) for low (high) levels of resilience, (ii) it increases with the level of resilience, and (iii) it is one additive component of the total economic value of resilience. Chapter 4 performs a model analysis to study the origins of limited resilience in coupled ecologicaleconomic systems. We demonstrate that under open access to ecosystems for profit-maximizing harvesting forms, the resilience properties of the system are essentially determined by consumer preferences for ecosystem services. In particular, we show that complementarity and relative importance of ecosystem services in consumption may significantly decrease the resilience of (almost) any given state of the system. We conclude that the role of consumer preferences and management institutions is not just to facilitate adaptation to, or transformation of, some natural dynamics of ecosystems. Rather, consumer preferences and management institutions are themselves important determinants of the fundamental dynamic characteristics of coupled ecological-economic systems, such as limited resilience. Chapter 5 describes how real option techniques and resilience thinking can be integrated to better understand and inform decision making around environmental risks within complex systems. Resilience thinking offers a promising framework for framing environmental risks posed through the non-linear responses of complex systems to natural and human-induced disturbance pressures. Real options techniques offer the potential to directly model such systems including consideration of the prospect that the passage of time opens new options while closing others. Examples are provided which illustrate the potential for integrated resilience and real options approaches to contribute to understanding and managing environmental risk.

Since the beginning of the 21st century, there has been a boom in environmental documentary films in which the "ecological crisis" is illustrated, for example, by deficits in the food industry and livestock farming, food waste, climate change and biodiversity as well as the pros and cons of genetically modified food. Analysing the political goals and aesthetic strategies of such environmental documentaries was the objective of a three-day workshop at the Center of Interdisciplinary Research (ZiF) at Bielefeld University in May 2019. Bridging the traditional gap between cultural studies and natural sciences by bringing together their respective disciplinary approaches was the overall ambition of the interdisciplinary working group: agricultural science and biology focussed on the production site of environmental knowledge, whilst media studies analysed aesthetic methods of communication. Ethical questions pertaining to the value of nature/environment or animal/human life were also discusse. As the conversation between the natural sciences and the cultural/media sciences was the main focus of the workshop, a methodology day was held immediately before the analysis of the films, initially presenting and comparing the approaches to the topic from the standpoints of the various disciplines: biology, agricultural science, cultural science (environmental humanities), media science, philosophy and, finally, from the point of view of the filmmakers themselves. During the following interdisciplinary discussions, the topics included whether films are, and aways should be, aesthetically designed to convey a specific moral message or whether they should essentially be informative. The analysis of the documentaries produced a consensus on the point that there is, in fact, a wide range of sophistication, complexity, aesthetic quality and affective power in the films. The normative question as to the educational role of documentary films, by contrast, proved controversial: Should films present as balanced a pro and contra as possible and inform impartially or should they use moral arguments to take a stance, engender a sustainable community and thus themselves play a political role? The working group paid particular attention to exploring the natural science, cultural science and media science aspects of one particular documentary, TASTE THE WASTE (2010), as the director, Valentin Thurn, participated in the workshop and had agreed to hold a public lecture one evening. All in all, an interdisciplinary discussion of the individual documentaries proved very advantageous and rewarding: When the same film material offers the opportunity, on the one hand, to map out whether and, potentially, how facts are distorted or wrongly presented whilst, on the other, revealing the audio-visual means that are used to control emotions and, finally, uncovering the value judgements that tacitly underpin the piece, the knowledge deriving from the expertise of the individual disciplines flows into a dialogue that is indispensable for answering questions on media practice and social responsibility.
From the 1970s onwards, reproductive medicine made available interventions and treatments that were readily taken up by an increasing number of people "to make kin" in western and "non-western" societies alike. Instead of an unfortunate fate or social problem unwanted childlessness today is seen as a pathological condition that requires medical attention. While there is broad consensus that reproductive medicine is beneficial in principle, new techniques (like pre-implantation diagnosis) regularly trigger heated controversies at the time of their implementation: in public discourses, in legal, political or medical debates as well as in perceptions of patients. Reproductive interventions are perceived as challenging "normal" conception, as disrupting "natural" ontologies, and as questioning ethical consensus. Drawing on ethnographic data from Turkey and Germany, the article comparatively analyzes how different actors respond to these challenges. Using the method of "extended cases" we inquire from a processual perspective how patients use and experience reproductive medicine, how they create "assisted reproductive biographies"; we ask what kinship practices they develop and how they seek support of patient organisations; and we analyze how they modify body images, acquire medical knowledge, reconfigure intimate practices, create new relations and moral obligations. On the basis of these observations the article sets out to theoretically frame normalization practices on an individual, familial, institutional and discursive level.
Recent years have seen a tendency to Europeanize the Holocaust. Holocaust commemoration has spread all over Europe & many countries have been confronted with their direct & indirect involvement with the Holocaust. So it may figure as a kind of (negative) founding myth for the new Europe. On the basis of survey data, the article develops some empirically based arguments about what this could mean for the attitudes toward Jews? The answer is twofold: It can be shown that the knowledge about the Holocaust & the willingness to remember it are fairly widespread in the European populations & that the attitude toward the Jews & the Holocaust is seen a kind of litmus-test for a democratic & open political culture. So in the long run the Europeanization of the Holocaust is expected to lead to a decrease in antisemitic attitudes. On the other hand, in all countries a part of the population, especially those with nationalistic leanings, rejects the material & moral consequences of the Holocaust & suspected the Jews to exploit it for their own purposes. So one can expect that, as in Germany & Austria, a "secondary antisemitism" will develop in other European countries too, based on the rejection of guilt & responsibility, which is seen as being forced upon the country by the Jews. 3 Tables, 1 Figure, 37 References. This volume introduces two unique and hitherto largely unknown contributions to the making of modern economic knowledge, and makes them available internationally for the first time in full English translation. Written in 1597 Barthelemy de Laffemas' General regulation for the establishment of manufacturers (originally in French: Reiglement général pour dresser les manufactures) is one of the earliest voices in the history of political economy emphasising the necessity of manufacturing and large-scale industry as the source of the wealth of nations. Located somewhat at the cross-roads between medieval Scholasticism and early mercantilism presents a basic version of the infant industry argument and European standard model of economic development which made it into later doctrines of thought including Enlightenment thinkers such as Colbert, Sir James Steuart or Friedrich List and nineteenth and twentieth century neomercantilism.Leonhard Fronsperger's On the praise of self-interest (German original: Von dem Lob deß Eigen Nutzen, 1564) is the first documented instance of the 'Mandeville paradox', a theorem in modern economics usually associated with much later writings including Bernard de Mandeville's Fable of the Bees (1705/14), or Adam Smith's Theory of Moral Sentiments (1759) and Wealth of Nations (1776). Vested in Renaissance Humanism southern German military surgeon and polymath Fronsperger argues - without moving into the abstractions of neoliberalism - that possessive individualism and self-interest are key forces moving the human economy forward, contributing to virtuous cycles of enrichment and economic development.

; This master thesis is concerned with the question which possibilities can help raise awareness for a moral and sensitive interaction with animals based on the theoretical groundwork of the evolution of human-animal relationships as well as the development of human-animal studies (HAS). More specifically, this paper deals with the question how human-animal relationships and animal rights can become a part of political education. To narrow down the vast potential of possibilities, which opens up with this idea, the human-animal relationship has been examined predominantly on the basis of (conventional) keeping of farm animals. The result of this paper shows that the topic of human-animal relationships at large as well as the suggested teaching concept specifically are suited for political education. Moreover, the knowledge of this topic offering diverse connecting factors for both political education and other school subjects could be gained.
This thesis expands the understanding of tax compliance of individuals. The three essays provide novel insights that might be especially relevant for governments combating tax evasion. The first essay studies the design of effective audit systems to promote compliance. In particular, it analyzes the effects of (1) increasing the detection probability of non-compliance, (2) monetary incentives to promote compliance (bonuses and penalties), and the interaction of (1) and (2). In conclusion, compliance decreases with audit systems that penalize non-compliance (or reward compliance) with a low detection probability compared to a situation without any audits. Only a penalty system with a high detection probability ensures higher compliance than without audits. The second essay analyzes three mechanisms that might affect tax compliance: 1) prefilling of deductions in tax returns, 2) restricting tax evasion opportunities by either disallowing or 3) limiting the deductibility of expenditures. In conclusion, prefilling reduces tax evasion compared to blank forms. Contrary, cutting the number of tax evasion opportunities by disallowing the deductibility of expenditure items is ineffective. In fact, individuals shift their tax evasion activities from the disallowed item to non-restricted items. However, this evasion-shift-effect seems to be avoidable by just limiting the deductibility of expenditures. The third essay reviews the non-monetary costs of tax evasion. Backed up with a theoretical framework of non-monetary costs of tax evasion, the chapter emphasizes the importance of non-monetary costs of tax evasion. In particular, it explains the influence of social norm, trust, fairness, participation rights, complexity and knowledge, patriotism, and moral emotions on tax compliance behavior.
; Globalization, europeanization and individualization have been changing our society for the last decades. Because of that, professionals in the field of business education and development constantly face challenges due to cultural differences in both their role as teachers and when pursuing a career in the private sector.Intercultural learning and intercultural competence represent a possibility to overcome these obstacles. A certain kind of tolerance is one of the requirements therefore. It?s difficult to find a short yet precise definition for tolerance. This master?s thesis tries to give a better understanding of tolerance by summarizing the historical development of the term as well as presenting several philosophical models and concepts of tolerance.Being tolerant is necessary on the path of developing intercultural sensitivity. The goal is to shift away from ethnocentric perspectives (denial, defense, minimization) to a more ethnorelative one (acceptance, adaptation, integration).Depending on the context, intercultural competence has a great variety of possible manifestations. On the bottom line the desired external outcome is always effective and appropriate communication and behavior in an intercultural situation. The process model of intercultural competence by Deardorff has a positive attitude for foreign cultures as a starting point. A following acquisition of knowledge, comprehension and skills (e.g. language) concerning the new culture can lead to the desired internal outcome ? adaptability, ethnorelative view, empathy as well as the desired external outcome (effective and appropriate behavior in intercultural situations) in further consequence.Kohlberg? Just Community approach can improve the moral atmosphere, democratization, value of norms, empathy and moral sensitivity in the community involved. Hence it represents a hands-on starting point for the process model of intercultural competence described above. ; The relationship between humans and animals has changed significantly over the last century, especially in Western countries. As a result, social demands for ethically correct treatment of animals have increased considerably. This trend is underlined by intensive discussions presently taking place on the use of animals. Social criticism affects various forms of animal use – for example, livestock farming, animal experiments, animal shows, equestrian sports, and the keeping of companion animals. Such animal-ethical concerns have a considerable effect on the consumption of and purchasing behaviour related to animal products and services (e.g., food, clothing, cosmetics, circuses, and zoos). Therefore, it is of great importance for stakeholders in various sectors (e.g., politics, retail, science, agriculture, sports, and events) to gain a deeper insight into societies' animal-ethical values and the impact of these values on consumer behaviour. In consumer research, the causal relationship between the human value system, consisting of global and domain-specific values as well as attitudes, and behaviour is commonly used for this purpose. Domain-specific values are characterised by two essential advantages. Firstly, they offer a certain prognostic quality, since they are comparatively deeply rooted in the human value system. Secondly, they are generalisable to a certain extent, since they address a specific issue in an abstract and comprehensive way. Thus, domain-specific values are applicable to different questions within the considered thematic complex. However, thus far no attempt has been made to operationalise domain-specific values for the thematic complex of the human-animal relationship. In order to close this research gap, domain-specific values for the human-animal relationship were developed for the first time in the present cumulative dissertation (Study 1). These domain-specific values relate to different convictions on the ethically correct treatment of animals. For this purpose, an interdisciplinary approach combining philosophy (animal ethics) and agricultural marketing (consumer research) was chosen. Since the late 18th century, animal ethics has intensively dealt with the question of what ethically correct treatment of animals should look like. As a result, various animal-ethical positions have been developed in philosophy, ranging from original anthropocentrism (humans may treat animals in any way they see fit) to abolitionism (in principle, humans may not use animals). As part of the operationalisation of domain-specific values, the complex argumentation structures of philosophical positions were reduced to their key ideas. Due to this clear abstraction, the term 'animal-ethical intuitions' is used instead of 'animal-ethical positions' in the context of domain-specific values. By means of confirmatory factor analysis, it was determined that the scales developed for surveying domain-specific values are reliable and valid. The descriptive results provide an overview of the distribution of animal-ethical intuitions in German society. The new contractarian approach receives by far, the greatest approval (75–94%). In accordance with this approach, humans are allowed to use animals in principle, but, in return, humans have to ensure the animals have a good life. By developing domain-specific values, this study provides an essential contribution to the identification of relatively stable and comprehensive drivers within the human-animal relationship. In the second study, the animal-ethical intuitions developed were integrated into the human value system as domain-specific values. The consumption of game meat was used as an example. The hunting and consumption of local game is the subject of controversial discussions, which is why this example was deemed particularly suitable to investigate the impact of different animal-ethical intuitions on behaviour. A structural equation model was used to analyse the causal relationship between global values, domain-specific values (animal-ethical intuitions), attitudes (attitude towards hunting), and behaviour (consumption of game meat). Animal-ethical intuitions can be integrated well into the human value system at the level of domain-specific values. Consumer behaviour is affected, in particular, by the two polarising intuitions of original anthropocentrism and abolitionism. Integrating animal-ethical intuitions at the level of domain-specific values, this study confirms that animal-ethical intuitions are relatively stable drivers in the human-animal relationship. Furthermore, the study contributes to a deeper understanding of the link between animal-ethical intuitions and consumer behaviour. Based on the developed animal-ethical intuitions, consumer segmentation was carried out in the third study. Such segmentation, based on domain-specific values, is relatively stable over time and covers the whole range of the human-animal relationship. Five consumer segments were identified using a three-step cluster analysis. The descriptive analysis of the segments additionally demonstrates a correlation between animal-ethical value profile (totality of all intuitions) and diet. The results reveal that the rejection of relationism (different consideration of animals based on their relationship to humans) is of central importance in the choice of a sustainable diet (flexitarian, vegetarian, or vegan). About a quarter of the German population is characterised by a value profile that, on the one hand, applies animal-welfare-oriented intuitions (e.g., new contractarian approach, animal rights, and abolitionism) and, on the other hand, rejects relationism. This specific combination of domain-specific values correlates with an above-average proportion of flexitarians and vegetarians. In the light of social, political, and scientific discussions about sustainable diet, knowledge of this link is of great interest. Finally, it was examined whether laypeople apply animal-ethical intuitions uniformly to all animals, distinguish between different categories of animals, or decide on a species-specific basis (Study 4). An analysis of variance was used to determine whether the application or rejection of animal-ethical intuitions varies with specific reference to five selected animal species (fish, chickens, cows, horses, and dogs). In terms of intuitions on moral acting, there are only slight differences between the animal species, assuming a transferability of the generally surveyed intuitions – at least to traditional farm and companion animals. In terms of intuitions on the question of death, the differences are much more pronounced. The intuition painless killing of animals is allowed demonstrates this exemplarily. With specific reference to fish, chickens, and cows, this intuition is applied, while, for dogs, it is rather rejected. This differentiation is probably due to the cultural classification of animal species as edible or inedible, as edibility is necessarily linked to killing. Understanding whether or not animal-ethical intuitions are applied uniformly to all animals is of great importance if the insights gained are to be applied to different questions within the thematic complex of the human-animal relationship. Furthermore, it is of great interest to, for example, the agricultural sector whether society applies the same ethical standards to companion animals as to farm animals or whether a differentiation is made. The present dissertation, based on these four studies, contributes to a deeper insight into prevailing animal-ethical values. Thus, stakeholders in various sectors, who are confronted with societal discussions about ethically correct treatment of animals (e.g., politics, retail, science, agriculture, sports, and events), are given the opportunity to align their future decisions with societies' animal-ethical intuitions. ; 2021-03-11
