A group of faculty at Penn have written A Vision for a New Future of the University of Pennsylvania at https://pennforward.com/. They encourage signatures, even if you're not associated with Penn. I signed. Big picture: Universities stand at a crossroads. Do universities choose pursuit of knowledge, the robust open and uncomfortable debate that requires; excellence and meritocracy, even if as in the past that has meant admitting socially disfavored groups? Or do universities exist to advance, advocate for, and inculcate a particular political agenda? Choose. Returning to the former will require structural changes, and founding documents are an important part of that rebuilding effort. For example, Penn and Stanford are searching for new presidents. A joint statement by board and president that this document will guide rebuilding efforts could be quite useful in guiding that search and the new Presidents' house-cleaning. There is some danger in excerpting such a document, but here are a few tasty morsels: Principles:Penn's sole aim going forward will be to foster excellence in research and education.Specifics:Intellectual diversity and openness of thought. The University of Pennsylvania's core mission is the pursuit, enhancement, and dissemination of knowledge and of the free exchange of ideas that is necessary to that goal.....Civil discourse. As many other universities in Europe and the U.S. compromise their hiring decisions by including other non-academic criteria, Penn will be able to hire outstanding talent that otherwise would have been hard to attract. I have been puzzled that the self-immolation of (formerly) elite universities has not led to a dash for quality in the second ranks. There is a lot of great talent for sale cheap. But many second rank schools seem to have bought in to The Agenda even more strongly than the elite. I guess they used to copy the elite desire for research, and now they copy the elite desire for fashionable politics. Or perhaps donors government, alumni or whatever it is that universities compete for also are more interested in the size of the DEI bureaucracy than the research accomplishments and teaching quality of the faculty or the competence of the students. Clearly, the writers of this document think in the long run competition will return to the production and dissemination of knowledge, and that universities that reform first will win.

Anyone who has ever taken or taught a philosophy class is familiar with the claim "[Blank] is subjective" in which the [Blank] in question could be anything from literary interpretations to ethical norms. This response effectively ends any and all cultural and philosophical discussion, which is why it is so aggravating. One response is to argue against this claim, to point out that not every interpretation of a poem, novel, or film, is authorized, that there are better or worse interpretations, with respect to cultural version. With respect to the ethical or political arguments it is tempting to point out that the very existence of ethics, of society, presupposes norms that are shared as well as debated and challenged.What if we took a different perspective? Instead of arguing against this view, ask the question of its conditions. To offer a criticism in the Marxist sense. By Marxist sense I mean specifically the criticism that Marx offers of idealism, of philosophy, in The German Ideology. In that text Marx gives the conditions of how it is that the world appears so upside down that ideas and their criticism rather than material conditions drive and determine history. So we could ask a similar question, how has subjectivity, subjective opinion and perspective, has come to appear as so prevalent and powerful. How did we come to live under the reign of subjectivity?In a move that will surprise no one who has read this blog that I find a useful starting point for answering this question Frank Fischbach's book Marx with Spinoza. In that text Fischbach argues that rather than seen alienation as an alienation from subjectivity, a reduction of a subject to an object, it is subjectivity itself that is an alienation, an alienation from objectivity, a privation of the world. As Fischbach argues:"The reduction of human beings, by this abstraction, from natural and living beings to the state of 'subjects' as owners of a socially average labour power indicates at the same time the completion of their reduction to a radical state of impotence: for the individual to be conceived and to conceive of itself as a subject it is necessary that it see itself withdrawn and subtracted from the objective conditions of its natural activity; in other words, it is necessary that 'the real conditions of living labour' (the material worked on, the instruments of labour and the means of subsistence which 'fan the flames of the power of living labour') become 'autonomous and alien existences'"And also: "This is why we interpret Marx's concept of alienation not as a new version of a loss of the subject in the object, but as a radically new thought, of the loss of the essential and vital objects for an existence that is itself essentially objective and vital....Alienation is not therefore the loss of the subject in the object it is the loss of object for a being that is itself objective. But the loss of proper objects and the objectivity of its proper being is also the loss of all possible inscription of one's activity in objectivity, it is the loss of all possible mastery of objectivity, as well as other effects: in brief, the becoming subject is essentially a reduction to impotence. The becoming subject or the subjectivation of humanity is thus inseparable according to Marx from what is absolutely indispensable for capitalism, the existence of a mass of "naked workers"—that is to say pure subjects possessors of a perfectly abstract capacity to work—individual agents of a purely subjective power of labor and constrained to sell its use to another to the same extent that they are totally dispossessed of the entirety of objective conditions (means and tools of production, matter to work on) to put to effective work their capacity to work."At the basis of subjectivity, of subjectivity understood as an abstract and indifferent capacity, there is the indifferent capacity of labor power. Behind the figure of the subject there is the worker. I have already argued elsewhere on this blog that this reading of the Marx/Spinoza connection could be understood as one which reflects and critically addressed our contemporary situation in which subjecitivity, a subjectivity understood as potential and capacity, is seen as the condition of our freedom rather than our subjection. What Fischbach suggests through a reading of Marx and Spinoza that such capacity, capacity abstracted and separated from the material conditions of its emergence and activity, can only really be impotence. Just as a worker cut off from the conditions of labor is actually poverty, a subject cut off from the conditions of its actualization is impotence. What now I find provocative about this analysis is that if we think of it as a general schema in which an objective relation, a relation to objects but also others, is transformed into a subjective potential or capacity it is possible to argue that the constitution of subjectivity through labor power is only one such transformation, and that the current production of subjectivity is itself the product of several successive revolutions in which subjective potentials displace objective relations. One could also talk about the creation of subjectivity as buying power, as a pure capacity to purchase. I know that criticisms of consumer society from the fifties and sixties today seem moralistic and often passé. I am thinking here of Baudrillard, Debord, Lefebvre, and of course Horkheimer and Adorno. It is worth remembering, however, that some of the early critics were less interested in moralizing criticisms of materialism as they were in this kind of constitution of subjectivity. As Jean Baudrillard wrote in The Consumer Society, 'It is difficult to grasp the extent to which the current training in systematic, organized consumption is the equivalent and extension, in the twentieth century, of the great nineteenth-century long process of the training of rural populations for industrial work.'One person who continued such an an analysis is Bernard Stiegler. Stiegler even uses the same word, "proletarianization" to describe both the loss of skills and knowledge by the worker and the loss of skills and knowledge by the consumer. As I wrote in The Politics of Transindividuality:"At first glance, the use of the term proletarianisation to describe the transindividuation of the consumer would seem to be an analogy with the transformation of the labour process: if proletarianisation is the loss of skills, talents, and knowledge until the worker becomes simply interchangeable labour power, then the broader proletarianisation of daily life is the loss of skills, knowledge, and memory until the individual becomes simply purchasing power. Stiegler's use of proletarianisation is thus simultaneously broader and more restricted than Marx, broader in that it is extended beyond production to encompass relations of consumption and thus all of life, but more restricted in that it is primarily considered with respect to the question of knowledge. The transfer of knowledge from the worker to the machine is the primary case of proletarianisation for Stiegler, becoming the basis for understanding the transfer of knowledge of cooking to microwaveable meals and the knowledge of play from the child to the videogame. Stiegler does not include other dimensions of Marx's account of proletarianisation, specifically the loss of place, of stability, with its corollary affective dimension of insecurity and precariousness. On this point, it would be difficult to draw a strict parallel between worker and consumer, as the instability of the former is often compensated for by the desires and satisfactions of the latter. Consumption often functions as a compensation for the loss of security, stability, and satisfaction of work, which is not to say that it is not without its own insecurities especially as they are cultivated by advertising."For the most part Stiegler considers this deskilling to take place in the automation of the knowledge and skill that makes up daily life. Everything from cooking to knowing how to navigate one's own city is now more or less hardwired into precooked meals and the ubiquitous smartphone. Other cultural critics have pointed to the general deskilling of daily life through the decline of repair, tinkering, and mending. The effect of all this is to change the consumer from someone who buys things based on knowledge and familiarity to a pure expression of buying power, an abstract potential. Just as the worker is separated from the means of production, from the objective conditions of their labor to be the subjective capacity to work, the consumer is separated from the knowledge to consume to become a personification of buying power. As with work the conditions to realize this buying power are outside the control of the consumer. We do not decide what to buy based on our knowledge of our needs and desires but on what is advertised to us as a need or desire.As much as the worker and consumer are opposed, making up two sides of economic relations under capitalism, they are unified, connected in the tendency to transform work to abstract labor power and consumption into abstract buying power. While abstract subjectivity is how these two sides of the capitalist economic relation function it is not how they are lived. They are lived as profoundly individual, subjective in the conventional sense of the word. What one does for a living is in some sense considered to be one's identity: "What do you do?" is in some sense equivalent to "Who are You?" Being reduced to abstract labor power, to capacity for work, is lived as a concrete and highly individualized condition, as my particular job and career. If for any one of the myriad reasons what one does is inadequate to constitute an identity, remains just a day job, then consumption or the commodity form steps in to supply the necessary coordinates for an identity. From this perspective we can chart not only the historical progression of the two identities, but also the structural similarities. With respect to the first, consumer society, consumption, and the myriad possibilities to construct an identity through consumption, comes after the worker, after the formation of capitalism. Any attempt to read Marx's Capital for consumer society, for the common sense understanding of commodity fetishism as the overvaluing of commodities, is going to have a hard time navigating the dull world of linen, coats, corn and coal. The consumer comes after the worker. However, it is also possible to see a similarity of a structural condition. In both case subjectivity is abstracted from, or separated from, objectivity, from not just objects, but objective spirit, in Hegel's sense, institutions, norms, and structures. This abstraction is lived as a highly individualized identity, in some sense work and consumption form the basis of individuality as such. However, it only has effects, only functions in the aggregate. As a worker one only has effects, both in terms of the creation of value, and in terms of any disruption of exploitation, as part of a collective. The same could be said for consumerism, even though it is through consumerism that we are encouraged to believe that we can have ethical effects as individuals, green consumerism, cruelty free products, etc. Consumers only matter as a mass, at an economy of scale, even in the age of niche marketing. This can be seen in the impotent attempts to bring back cancelled products, or to change corporate strategies through boycotts. The only demands that make sense to corporations are those that are already effective in terms of buying power. I am wondering if one can see a similar structure of abstract/individual subjectivity in other aspects of society. I am thinking of politics, in which individuals are abstracted from any real connection to their communities and societies only to be constituted as "voting power," an abstract aggregate that is lived as a highly individualized identity. I will have to think more about that one. My point here is to connect the often asserted claim "that everything is subjective" back to its material conditions, to the production of subjectivity in both work and the reproduction of everyday life, production and consumption. It is not just a matter of a bad reading of Nietzsche that is behind such claims, although it is often that as well, but an effect in the sphere of ideas and discussion of what is already at work in the sphere of production. Abstract subjectivity is a material condition before it is an intellectual interpretation. The thread running through both is connection between power and impotence. If everything is subjective then I can offer any interpretation, create my own moral code whole cloth, live as I prefer, but if everything is subjective then I can do very little, nothing at all to alter or change anything. This is the fundamental point of intersection between Marx and Spinoza, subjectivity, individual subjectivity, is not the zenith of our freedom and power, it is the nadir of our subjection. Updated 4/15/24I happened to be rereading Tiqqun's Introduction to Civil War which offers the following on this last point, on the political subject as a subject constituted in alienation. As they write:"In order to become a political subject in the modern State, each body must submit to the machinery that will make it such; it must begin by casting aside its passions (now inappropriate), its tastes (now laughable), its penchants (now contingent), endowing itself instead with interests, which are much more presentable and, even better, representable. In this way, in order to become a political subject each body must first carry out its own autocastration as an economic subject. Ideally, the political subject will be reduced to nothing more than a pure vote, a pure voice."Tiqqun offers an expression of this idea, and in doing so captures what I was starting to think about before. However, they also offer me some reservations, especially in their tendency towards deriving an ontological or existential situation from a social condition. As with work and consumption, the pure subjectivity, the pure labor, buying, or voting power, is presented as the zenith of a kind of power, a capacity, maximize your labor power, express your preferences with consumer choices, and, most absurdly, vote harder, but this power is entirely determined by the existing labor conditions, market relations, and political structures.

In my previous blog, which you can find here, I investigated the economic rationale behind a Negative Income Tax (NIT) and a Universal Basic Income (UBI), arguing that the former exhibits greater effectiveness in combating poverty but might discourage individuals to work, while the latter incentives greater participation of low-income individuals in the labour market at the cost of a lower effectiveness in tackling poverty. However, this economic assessment is not the only lens through which these two policies can be analysed and usually fails to explain why right-wing parties tend to support a NIT while left-wing ones prefer an UBI. This political divide is mainly to be connected to the ethical – rather than the economic- differences of the two policies, with a NIT relying on a libertarian view of freedom and equality while the UBI arising from an egalitarian one.The first key aspect that distinguishes the ethical foundations of NIT and UBI relates to their perspectives on freedom. Examining freedom from a negative standpoint involves considering an individual free when they can carry out their actions without interference from others or groups (i.e., they are free from). Emphasising the concept of negative freedom is intrinsic to libertarian thinking, as it necessitates the establishment of minimal legal frameworks and a governing authority to safeguard individuals' self-determination. In contrast, from an egalitarian standpoint, an individual is deemed unfree if they lack the means necessary to pursue a goal and be autonomous, even if no other individual or institution obstructs their path. Positive freedoms can therefore be described as opportunities (i.e., they are free to), and their maximisation necessitates redistributive measures, which are ensured by a stronger and more active state.A second factor is individuals' approach to uncertainty. On one hand, the libertarian stance acknowledges that different individuals possess varying degrees of risk aversion when engaging in economic activities. This implies that individuals make choices regarding their employment status, investments, and consumption based on their unique risk preferences. In this view, the market system ensures equality of treatment among individuals. On the other hand, the egalitarian viewpoint perceives and justifies redistribution as a response to the widespread risk aversion exhibited by all individuals. This argument is rooted in the notion that, given individuals' lack of knowledge beyond moral considerations (referred to as the veil of ignorance), they would collectively support the existence of institutions dedicated to redistributing the products and benefits stemming from the arbitrary distribution of abilities and talents.Based on a libertarian view, a negative perception of freedom and a probabilistic approach to uncertainty would reject any form of equality beyond equal rights, thus opposing any form of compulsory fiscal imposition. However, assuming the necessity for the existence of such a policy, state intervention should be limited to preserving the essential tenets of libertarianism. Therefore, any public redistributive scheme should exclude any form of needs, the link with the market should be as weak as possible and the role of the state should be as less invasive as possible. In this context, a NIT scheme is often argued to be a redistributive policy that adheres to these constraints by implementing exemptions and deductions from taxable income and only taxing the portion that exceeds a certain threshold. On the other hand, a positive perception of freedom, which asserts that true freedom encompasses both the means and the rights to pursue one's desires, along with a risk-averse approach to uncertainty, leads to a policy that addresses people's needs with an unconditional requirement. This is exemplified by a UBI, which aims to meet individuals' purchasing power without imposing specific conditions.

If nothing else, SB 262 by Republican state Sen. Valarie Hodges would inhibit in Louisiana racial division and hatred.
The bill, currently passed out of the Senate into the House of Representatives, would add to the state's Parental Bill of Rights that schools "shall not discriminate against their child by teaching the child that the child is currently or destined to be oppressed or to be an oppressor based on the child's race or national origin." This addresses the use of critical race theory, or the idea that racism is pervasive in all societal institutions shaped historically by, if not currently dominated by, people of Caucasian ancestry, as the foundational tool by which to shape instruction.
Similar to Marxism, CRT bases itself on a series of unfalsifiable, if not empirically unverifiable or logically suspect, propositions that if questioned automatically connotes racist actions (or, if the analyzer is non-white, axiomatic of a false consciousness), making the whole enterprise intellectually lazy and devoid of true scholarship. It increasingly has become a tool by those ideologically compatible with its policy aims – strong government action to level differences in outcomes of resource allocations – for instruction from the academy on down.
As an approach to understanding the distribution of political power in a society, it warrants scrutiny and study as long as this occurs in a critical and comparative fashion in the instructional environment. When made foundational in instruction, however, it subverts the entire process of education as a search for truth by elevating faith over skeptical inquiry and becomes nothing more than neo-racism posing as anti-racism.
That by itself disserves children by depriving them of the opportunity to learn factual knowledge and then engage in critical thinking using it. And, quite ironically, applying the policy preferences of CRT actually would undermine the very institutions that are essential to addressing poverty and inequality across all racial groups, providing another reason to ban its use as a foundational instruction strategy.
But the bill's language probes to a deeper and more sinister implication of using CRT foundationally: it spawns divisiveness, leading to hatred, then into violence. We only need review recent history not among non-whites, but central Europeans, to see a demonstration of how the principles of CRT produce this perversion. In the 1990s, ethnic conflict largely but not exclusively driven by Serbian nationalists operating under an ideology of victimization brought war and strife to the Balkans.
This nationalism, spawned over a century, had mutated into a blanket indictment of certain non-Serbian ethnic groups. Identically to tenets of CRT, it taught that a certain ethnic group, Serbs, had faced systemic discrimination that culminated over the years that granted them special victimhood status awarding moral status to their claims of group oppression. Indeed, movement leaders invoked imagery and symbolism from past American racist policy outcomes when explicating their ideology.
Shared tenets aren't difficult to ascertain: glorifying the year of enslavement as the beginning of a national narrative (the 1619 Project), attributing sinister ethnically-based motivations and ideologies to political opponents (the refusal of whites to become "woke" and the denigration of non-whites on that side of the debate as captured), and calling opposition and criticism "violence," in order to legitimize future actual violence (propagating policies such as defunding the police as a reaction to alleged brutality and disproportionate detainment specifically aimed at non-whites). Sadly, these tenets constructed a narrative that inspired many to engage in sustained, violent ethnic conflict that cost hundreds of thousands of lives.
Regrettably, at its core CRT promotes tribal hatreds. To teach children fundamentally that their race or national origins automatically set them at odds with those who are different – unless, of course, racial preferencing is instituted to redress (under the theory that "[t]he only remedy to past discrimination is present discrimination. The only remedy to present discrimination is future discrimination") – not only perverts the idea of education, but fuels a dangerous powder keg if allowed to expand and persist. SB 262 does its part to prevent this.

That crash you heard was Republican Gov. Jeff Landry throwing a brick through the plate glass window of business-as-usual leftist populism infecting Louisiana public policy. And not a moment too soon.
Landry gave the state a head start in knowing some of his policy priorities of when projected inclement weather bumped up his inauguration a day early (although he would not officially take the reins for another 19 hours). In his subsequent speech, he made clear he would come after certain orthodoxies underpinning policy of his predecessor Democrat Gov. John Bel Edwards and allies.
His overall theme – Louisiana as home, but welcoming back those who had departed it for presumably greener pastures – pulled back the curtain on what was to come: leaving implied things were wrong with the state that could be fixed. He gave in the first part a paean to Louisianans, interspersed with hints of what was to come with assertions that government was not to "disenfranchise" people nor to be driven by divisive elite interests, and spoke of a need to "repair and reform" government.
Around this time, the camera gave a glance at Edwards, who looked like he had swallowed a sour mouse. Then Landry stopped pulling punches.
He spoke of a people's agenda where "children be afforded an education that reflects those wholesome principles, and not an indoctrination behind their mother's back" that would "honor our teachers by letting them teach and safeguard our schools from the toxicity of unsuitable subject matter." He empathized with "the victims of crime whose compelling voices have gone un-heard for far too long, squelched by the misguided noise of those who had rather coddle criminals than live in peace."
He pledged to heed "all of the science, not just the selective slices spoon-fed to us by those seeking to profit, in many cases, from the taxpayer funded subsidies that disregard the health, the safety, and the employment security of our citizens; hiding the truth about the real environmental footprints created by the lust for wealth by a chosen few and their reckless proposals." And, he vowed, while praising those directly serving in the industry, to correct the health and welfare of our families from being "politicized to the point of endangerment and disregard for the dignity of our elderly and our suffering."
Translation: measures on the way to excise neo-racism posing as anti-racism in instruction as foundational principles and the steering of children towards faddish ideas about their identities, even without parental knowledge, whether in the classroom or elsewhere, in the state's educational institutions from kindergarten through the university.
Translation: significant reversal of Edwards' criminal justice changes and installing other reforms to ensure accountability is brought not just for criminal behavior but also to the justice system to have it protect first and foremost the law-abiding citizenry.
Translation: sweeping away Edwards' policies and government infrastructure built around those based on the junk science of climate alarmism to take an informed and balanced approach towards upkeeping and burnishing the environment.
Translation: stop leaders from measuring success in health care delivery by how many people they can put on government insurance rather than seeking efficiency and giving priority to the most needy and vulnerable, and instead start concentrating on making sure those in genuine need have meaningful access to health care with the most vulnerable receiving priority, by spending more wisely while sidelining special interests trying to distort the system, whether those be ideologically and/or economically motivated.
At the ceremony's conclusion, fireworks erupted, auguring what will come over the next four years on the policy front as Landry and like-minded legislators try to reverse finally a century of misguided agendas that veered even more off course over the past eight years. Only that, as the speech suggested, will bring home Louisianans separated from both state soil physically by or in morale attitudinally over the wages of that history. Not a moment too soon, it's morning in Louisiana again.

Sometime awhile ago I came up with the idea of doing a trilogy of posts on conspiracy theory, or modern conspiracy thought, read through Spinoza, Hegel, and Marx. I am not exactly sure why the idea appealed to me, in part because I increasingly consider Spinoza, Hegel, and Marx to be the cornerstones of my philosophical thought, even if these cornerstones come through the mediations of Tosel, Jameson, and Althusser (to name a few), but in this case, more specifically it seemed worth asking what would three critics of the mystifications of their day make of our modern mystifications.After writing the pieces on Spinoza and Hegel it took me a long time to even consider writing a piece on Marx. The intersection of Marx and conspiracy theory just seems too big to take on in a blogpost. This is in part because for many in the US, Marxism is both the name of an actual conspiracy and a conspiracy theory. It has become increasingly so in terms of the former, the right has dealt with decline of the Soviet Union not by giving up on red scares, but by making the object of such ghost stories more and more diffuse and conspiratorial. Marxism, or communism, are not to just to be found in open appeals to revolution, or organizing workers instead everything from Critical Race Theory to the casting of a Disney film can now be seen to be the work of Marxism in its more diffuse cultural form, a plot that becomes more insidious the more indirect its connection discernible political goals become. At the same time that Marxism is seen as conspiracy it is argued that its understanding of history and politics which sees the interest of the ruling class behind everything is fundamentally a conspiracy theory, if not the fundamental conspiracy theory. As is often the case, I would argue that this idea that Marxism is a conspiracy theory gets things wrong and upside down. To gesture to a much larger argument, I would argue that Marx's fundamental theoretical innovation is to present an understanding of economic, social, and political relations that breaks with every conspiracy theory in that its primary mode of explanation is not individual intentions, or collective strategies, but the economic and social conditions that exceed any intention or conspiracy. The actions of capitalist with respect to wages and working conditions are, to use the parlance of our times, dictated by the demands of the market, by the demand to be competitive, etc., what Marx would perhaps more simply call the extraction of surplus value. Marx stresses that this structure is absolutely indifferent to the conscious intentions of not only the workers, who must conform to it in selling their labor or risk losing their jobs, but to the capitalist as well. As Marx puts it, in the mouth of the worker addressing the capitalist, "You may be a model citizen, perhaps a member of the R.S.P.C.A. [Royal Society for the Prevention of Cruelty to Animals], and you may be in the odour of sanctity as well; but the thing you represent when you come face to face with me has no heart in its breast." As I argued with respect to Spinoza (see the link above), if the defining characteristic of most conspiracy theories is understanding the world in terms of ends, of deducing the conspiracy from effects, (if talking about race makes white people feel bad that must be the reason behind such teaching, and so on, Marx's fundamental argument is how little ends and intentions mean in understanding social and political life. Marx's criticism is not one of "capitalist greed" as a moral failing, but of the structural conditions that cause capitalists to seek cheaper workers, to demand more of workers, and so on regardless of their moral character. This is the real meaning of Marx's invocation of vampires and werewolves, not to call the capitalist a monster, but to claim that there is something monstrous in capital that exceeds intentions and is found not in the hearts of human beings but in the social relations that produce and reproduce them. As something of an aside, I will suggest that part of Marx's legacy on critical theory, for lack of a better term, is this demand to think in terms of structures that exceed and situate consciousness, this, as I have argued awhile ago, is partly what is at stake in the concept of the mode of production. This legacy goes beyond those who are explicitly Marxist. What Foucault called a dispositif, or apparatus, what Deleuze and Guattari referred to as assemblages or machines, were also an attempt to think the structural over and above the intentional. They are in some sense an attempt to articulate a concept that could displace the mode of production understood as the articulation of material practices and ideas, what Marx called base and superstructure. In Foucault this becomes the relation of power and knowledge, while in Deleuze and Guattari it becomes that of machinic assemblages of bodies and collective assemblages of enunciation. Both of which could be understood as an attempt to expand the explanatory framework beyond the putatively economic to encompass the production of knowledge and desire. Closer to home, the insistence on the term "structural" in "structural racism," as well as similar attempts to think patriarchy as a social and political structure, are all attempts to theorize racism, sexism, or misogyny without reducing it to individual prejudices, biases, or attitudes. I would then say, summing this up all too quickly, not only is Marx's thought not a conspiracy theory, Marx's fundamental move of thinking relations, structures, and institution in excess of intentions and understandings is the antechamber or all theories that want to be more than conspiracy theories that want to understand the structural conditions and not the individual attitudes as the basis for exploitation and domination. Such a point is beyond the focus of a blogpost, and, moreover, it was not what I intend to get at here. My question is what does Marx offer for thinking the conspiratorial turn in contemporary politics. The first point, which I have already more or less uttered, is that a great deal of what we call conspiracy theories are really just anti-communism, and that these theories have become more baroque and oblique as communism as a political force retreats into historical memory. They are in some sense a kind of anti-communism without communism, as Seymour argues. It is the decline of Marxism as a political force that leads to the demand to find it everywhere; everything that challenges the existing order, not just the economic order but its racial and gender aspects as well, from teaching about the history of slavery to non-binary gender identity can be labelled "Marxist." (The irony of this is that actually existing Marxism, especially in its more official state varieties, has had a spotty at best record when it comes to understanding race and gender as sites of domination and exploitation. Many Marxists of an old school variety are perhaps surprised to learn that anti-racist education is secretly Marxist and that Marxists are behind the demand to respect individual's choice of pronouns). Second, Marxism is integral to understanding the real conditions of social and political life which are in some sense experienced as a vast conspiracy. As I have alluded to above, Marx explains, better than any conspiracy theory the way in which prevailing economic and political relations produce the feeling of helplessness and lack of control that is, as Marcus Gilroy-Ware argues, the raw material for most conspiracy theories. Of course the fundamental question is if it is in some sense the relations of capitalism that create the conditions of alienation and powerlessness which in turn create the condition for conspiracy theorizing, why do such theories name everything but capital, or the ruling class, as the agent of this conspiracy. This is part because the demands of capital are too open, too disclosed to be the object of a conspiracy theory. There is no riddle to solve in saying that capital is driven by the extraction of surplus value, or, as they say, the pursuit of profit. It is openly declared in every newspaper, website, and news broadcast. Without a secret, without the ability to be in the know, there is no affective appeal to a conspiracy theory. We are stuck in a kind of perpetual purloined letter situation in which it is because the existing goals of the ruling class are so out in the open that there is a need to create a kind of bizarro world inversion of this world in order to believe in the conspiracy that must exist. While it is fairly clear to anyone paying attention that the established position on COVID for example is to declare it over again and again in order to be able to get people back to work and to end any state spending on aid, testing, or vaccines, such a goal is too open to muster any theorizing, too public to generate any critique, so we get a bizarro inversion where the powers want to keep the pandemic going, want lockdowns, mask mandates, and vaccines for some vague reason of control. At the same time, it could be argued that the fact that conspiracy theories generally leave capitalism untouched, approaching it only obliquely through the antisemitic fear of global elites, demonstrates to what extent the demands of capitalism have become, as Marx writes, self-evident natural laws, wage labor as a mode of existence and commodification as the realization of pleasures remain unexamined by conspiracy theories. Thus to butcher a phrase, is easier to imagine the world controlled by lizard people than it is to question the existence of wage labor and the commodity form.

On the second anniversary of the final debacle of U.S. involvement in Afghanistan, we should consider the lessons of that disaster for U.S. strategy elsewhere. While the case of Afghanistan itself is by nature unique, Washington's mistakes and failures reflected wider and deeper patterns — and pathologies — in U.S. policymaking and political culture. If left unaddressed, these will lead to more disasters in future.Yet most of the mainstream media and the think tank world are treating the memory of the U.S. war in Afghanistan not as a source of reflection but as an embarrassment to be forgotten as quickly and completely as possible. This parallels the approach to the memory of Vietnam in the U.S. mainstream — and the result was the disaster of Iraq. One of the most astonishing things about the U.S. debate — to give it that name — prior to the invasion of Iraq, was the general failure to consider, or even mention, what the experience of Vietnam might have taught. Today, this refusal to learn lessons applies above all to U.S. engagement in Ukraine.The failure to pursue diplomacy with the Taliban prior to the U.S. invasion of Afghanistan can be explained and excused by the fury naturally felt by Americans at the terrorist attacks of 9/11, and the Taliban's refusal immediately to hand over the al-Qaida leadership that was clearly responsible. Nonetheless, given the appalling costs that resulted from the U.S. invasion, it is worth asking whether an approach that allowed the Taliban to save face and remain true to their own beliefs might have produced better results for both Americans and Afghans: for example, exploring the possibility that the Taliban could be persuaded to deliver the AQ leadership to another Muslim country. In the case of Iraq, there was no sincere diplomatic effort at all, since the Bush administration had already made the decision to invade.The second lesson of Afghanistan is as old as war itself and was emphasized by military theorist Carl von Clausewitz: that there can never be certainty of long-term victory in any war, if only because war, more than any other human activity, is liable to generate unintended ramifications and consequences. In the case of Afghanistan, the mission to eliminate al Qaida and remove the Taliban from power morphed into a far greater — and probably innately doomed — effort to create a modern democratic Afghan state through foreign intervention, aid and supervision.This in turn became related to the attempt to destroy the old and exceptionally powerful nexus between Islamic faith and Pashtun nationalism that had generated the Taliban, much of the resistance to the Communist regime and Soviet intervention in the 1980s, and numerous revolts against the British Empire before that. Given that most Pashtuns live in Pakistan, the inevitable result was an extension of the conflict to that country, leading to a Pakistani civil war in which tens of thousands died. Pakistan's refusal or inability to expel the Afghan Taliban led to the threat of direct U.S. intervention in Pakistan — which, if it had occurred, would have produced a catastrophe far worse than Afghanistan and Iraq put together.The failure to anticipate consequences is worsened by conformism and careerism; not that these tendencies are any worse in the U.S. establishment than elsewhere. But America's power and capacity to intervene across the world magnify their negative consequences. On the one hand, they mean that even experts and journalists who are in a position to know better, join officials in unthinking obedience to the establishment line of the given moment, which may have only the most tangential relationship to realities in the country concerned.Returning to Afghanistan after the fall of the Taliban, I encountered journalists whom I had known when covering the Mujahedin war against the Soviets and Communists in the 1980s. I was amused — kind of — to find them parroting a new version of the line that Moscow and Kabul had put out in the 1980s: that the Afghan resistance had no real local support and was not really Afghan, and that it was entirely the creation of outside powers (including Pakistan) and money. This was despite the fact that the Taliban were recruiting exactly the same people from exactly the same areas as the Mujahedin, who were fighting for exactly the same reasons.Matters are made worse by the flood of instant shake-and-bake "experts" who are generated every time the United States embarks on a new overseas venture. Selected for their connections in Washington rather than any real knowledge of the areas concerned, they could not correct the mistakes of U.S. policy even if they had the moral courage to do so. Moreover, their ignorance of local history and culture makes them dreadfully receptive to the self-interested fantasies of their local informants. Thus I was also amused in the early 2000s to hear "advisers" on Afghanistan to the U.S. (and European) governments declare that "Afghanistan in the 1960s was a successful middle class democracy." This U.S. syndrome could well be called Oedipal, since it is both incestuous and self-blinded.Once both political parties have committed themselves to a given strategy, the bipartisan Washington establishment finds it extremely difficult to admit mistakes and change course — a tendency to which the U.S. military has also sometimes contributed in a disastrous fashion. This military refusal to admit defeat has its admirable sides — nobody should want U.S. generals to be quitters.That, however, is why America needs political leaders (including ones with personal military experience, like Truman, Eisenhower, Kennedy and Carter) with the knowledge and courage to tell the generals when it is time to call a halt.Instead, in Afghanistan (as documented by the Special Inspector General for Afghan Reconstruction and others), generals and administration officials colluded to produce optimistic lies, which were then circulated by a credulous and subservient media. Today, this risks being the case with the Biden administration's refusal to admit that the Ukrainian counteroffensive has failed, and that it is therefore time to start developing a political strategy to end the fighting in Ukraine and the economic and political damage this is beginning to cause to vital U.S. allies in Europe.The last point about the U.S. record in Afghanistan should hardly need to be made, because it has been made over and over again since the 1950s by a whole succession of great American thinkers, including Reinhold Niebuhr, Hans Morgenthau, George Kennan, Richard Hofstadter and C. Vann Woodward. This is the tendency in the U.S. political establishment to colossally exaggerate both the malignance of the enemy of the moment, and the danger it poses to the United States. Instead of a Communist-led nationalist movement to reunify Vietnam, the Vietnamese Communists were portrayed as a force that could start toppling a row of "dominoes" that would end with Communist victory in France and Mexico. Instead of a tinpot regional dictator, Saddam Hussein became a nuclear menace to the U.S. homeland. The Taliban, an entirely Afghan force, supposedly had to be fought in Afghanistan so that we would not need to fight them in the United States. And today, U.S. officials in their rhetoric somehow manage to combine the supposed beliefs both that Russia is so weak that Ukraine can completely defeat the Russian army and catastrophically undermine the Russian state, and that Russia is so strong that if not defeated in Ukraine it will pose a mortal threat to NATO and freedom around the world.As Loren Baritz wrote in 1985 concerning the obliteration of the memory of Vietnam in the United States:"Our power, complacency, rigidity and ignorance have kept us from incorporating our Vietnam experience into the way we think about ourselves and the world… But there is no need to think unless there is doubt. Freed of doubt, we are freed of thought."It would be nice to think that on this anniversary, and faced with even greater dangers in Ukraine, the U.S. establishment and media will devote some serious thought to what happened in Afghanistan.

After the arrival of ChatGPT and its competitors, panic ensued. Some people predict mass unemployment, the bankruptcy of education, the dominance of fake news, the collapse of democracy, and the end of human history. I think these augurs have seen too many movies. If calls for a moratorium are heeded, it would be the first time in history that a new technological invention has been suspended or canceled.
Fear is always of the unknown and is cured with more information. When one climbs to the top of a mountain and approaches the edge of the cliff, one's legs shake. But if one takes one more step forward and sees a landing just below where one can step over, the shaking stops. The more information, the less fear.
It must be taken into account that the power of Artificial Intelligence is enormous but limited. Chatbots access large amounts of data accumulated on the Internet by Wikipedia, some newspapers, patent sites and other online publications, and select the most likely results. It is like a search engine like Google or Bing but multiplied. The basic operation is the same as that of mobile phones when we are texting and it suggests the next word of the message. But what's the most probable, that is, the most common, is usually also trivial, superficial, and doubtful. In the language of the chatbot, clichés and bureaucratic verbiage abound.
My modest experience includes posing to ChatGPT the questions and exercises from my The Science of Politics textbook. The answers tend to be correct when it comes to, for example, applying data to a mathematical formula. But when the student is asked to research an election or analyze a document, the chat response is something like: "I'm sorry, I don't have access to current events or real-time data", "I'm sorry, it is possible that may this term refer to a specific field or context that is not within my knowledge or outside my training."
Chatbots know what is on the Internet, that is, they know a lot of what is known, but they do not know what is not known nor can they guess. They give probable answers, but they don't understand, they don't think, and they can't discover anything that hasn't already been discovered. They reproduce descriptions of how things are, but they do not give causal explanations of why they are so. They are the denial of creativity. Also, they have been restricted from contributing to anything new that might be controversial. A typical answer may be: "... depends on a range of contextual factors, including historical legacies, political institutions, economic structures, and cultural norms."
The AI is also incapable of reasoning from moral principles. A chatbot lacks emotions or feelings, is unconscious, incapable of forming opinions or beliefs. It is, therefore, useless for making decisions that imply value options or for establishing norms of behavior. When faced with intriguing questions, it is ambidextrous: "on the one hand, this; on the other hand, the other", "some say this, but others say something else"…
The biggest question that has caused so much panic is whether artificial intelligence can learn on its own and successfully compete with natural human intelligence. But AI learns statistical patterns from the available data, including errors and misrepresentations. For now, "hallucinations" abound, as absurd and crazy responses are called. It will only be able to improve if it receives feedback through evaluations of its results, corrections, and suggestions. In such a case, humans will maintain direction.
Handled well by humans, AI can generate immense benefits. Allow me a little anecdote. Two weeks ago, I participated in an international Colloquium at the National Autonomous University of Mexico. During my presentation, there were 400 people in the room and, I was told, 2,600 connected online from ten other universities in the country. Through a small black and white square called a QR code, 56 questions arrived that, in half a minute, an AI device collapsed into four thematic blocks, making them viable to answer.
As soon as this type of practices becomes widespread, assistants, secretaries, accountants, translators, a lot of mechanical, repetitive and servile work will gradually disappear. They will follow the path of phone operators, bus and subway ticket clerks, gas station employees, typists with carbon paper, travel agencies, road maps, or queues at bank windows to get a few bills. Welcome the time and energy gained for complexity, inventiveness, discovery, and creativity.
The increase in well-being that AI can enable is enormous. Some estimate that labor productivity in certain sectors is already multiplying. There are already tremendous advances in medicine, both for diagnosis and for new drugs; there will be soon others to deal with the climate crisis, the scarcity of natural resources, and food. We will learn how to discriminate against fake news, just as we learned to distrust advertising and electoral campaigns. And while some traditional exams may become obsolete, nothing will be able to replace the personal exchange with students in the classroom.
John Keynes predicted that his grandchildren would work only 15 hours a week; it was a correct calculation to live like in his time, but we have continued working many hours to live much better. When the computers came out, some asked: "do you work less now?" The answer was: no, I work the same hours, but the result is superior. This post is illustrated by some of the promo work I have done for the bookI have commented before, more than once even, that the intersection of Spinoza and Marx is less a position, something like Spinozist Marxism, than a field of intersecting problems and questions. In some sense it is possible to even map out the way in which different Marxists draw from different elements of Marx (and Spinoza) creating different articulations of the relations which intersect with different problems in the critique of capitalism. For Louis Althusser the important parts of Spinoza are the critique of the imagination (found in the Appendix to Part One of the Ethics), the theory of the different types of knowledge (IIP40Schol), as well as "God is the immanent, not the transitive cause of all things" (IIP18). Of course such a list begins to reflect divisions and tensions in Althusser's writing: the imagination is integral to his theory of ideology, immanent causality to his understanding of structure and the mode of production, while the different types of knowledge persists throughout Althusser's writing as a kind of philosophy of philosophical practice. While for Frédéric Lordon the central thesis of Spinoza is less epistemological or ontological than it is anthropological. It is the centrality of desire, "as the very essence of man, insofar as it is determined from any affection, to do something," coupled with the fundamental misrecognition of that desire, the fundamental illusion of a free choice which leads the infant to believe it freely wants milk, and more to the point, the worker to believe that he or she freely wants to work. For Etienne Balibar the central thesis is perhaps Proposition 37 of Part IV of the Ethics, and more importantly its two demonstrations which map out the constitution of a real, or rational, and imagined, or affective basis of sociality. We could also flip this formulation, asking not what aspect, or proposition from Spinoza plays a central role, but what problem from Marx. Ideology can already be seen to be the answer in the case of Althusser (and a different way in Lordon and Balibar), while for Antonio Negri the connection passes through production, through the question of what does it mean to think of history and society as something that is produced and reproduced through our action and lives. A different focus on labor, or praxis can be found in André Tosel, whose work is an attempt to think through what it means to think of praxis as poeisis and poeisis as praxis, making as doing and doing as making. This Marxist problem if fundamentally informed by the Spinozist idea that every finite thing, every mode, acts, or rather operates in and through other modes.The list goes on, and one could map out a whole set of definitions of Spinozist Marxism which would be different intersections of propositions and problems from each. The question I have been thinking about is given this field in which every position has already in some sense been occupied how is it possible to make a new intervention. Or put differently what particular proposition and what particular problem does The Double Shift: Spinoza and Marx on the Politics of Work articulate, or think together. If I had to pick one I would say that it is the famous, or infamous Proposition 7 from Part Two, "The the order and connection of ideas is the same as the order and connection of things." Of course this claim is something that every interpretation of Spinoza must ultimately wrestle with, and one could chart out the various neo-Spinozisms in terms of how they make sense of the identity and difference of things and ideas, bodies and minds. To be more specific I would say that it is a matter of thinking this as a formulation of ideology. As I write in the book, "...Grasped in terms of a post-Spinozist social theory, it is possible to argue that Spinoza's formulation can productively paired with Marx's assertion of the identity of consciousness and life. Ideas and the imagination, like bodies and desires, must be grasped in terms of both of their internal striving, their consistency, and of their finitude, their determination. Contrary to a long-standing bias in the history of philosophy to treat ideas and things as two fundamentally different orders of reality, Spinoza posits a fundamental identity of thought and existence—, an identity that, paradoxically, makes it possible to grasp their points of divergence and intersection. Of course, as I have already argued, the very idea of ideology necessarily presupposes a difference as well as an identity; in order to be the ruling ideas, the concepts and narratives that rule ideas must be different from the experience and conditions they rule over in order to be the ruling ideas, but, at the same time, they must be produced by those conditions. There is a limited efficacy of true ideas insofar as they are true; ideas do not have effects on their own, but require conditions in order to exist and be disseminated. Spinoza's assertion regarding true ideas can be understood as a mirror image of Marx's claim regarding ideology. As Étienne Balibar describes the structure of ideology in The German Ideology,"The ideological mechanism, which can equally be read as a social process, will come to be seen as an astonishing conversion of impotence into domination: the abstraction of consciousness, which is an expression of consciousness's incapacity to act in reality … becomes the source of power precisely because it is "'autonomized." Contrary to his critical contemporaries, such as Feuerbach and Stirner, who believed in the power of ideas, and thus the weapon of criticism, Marx underscores that ideas only have power, only have effects, under particular material conditions that give some no time to think and others the means to spread and disseminate their ideas. Ideas have a causality that is not derived not from them as ideas, but from the social relations that produce and circulate them."First this has to be thought of in terms of identity, ideas are nothing other than the existing relation between things, the different material relations expressed differently. In other words, to quickly allude to something that the book develops over a few pages, the idea that there is ethical and moral worth to work, that have "grind" mindset, are the key to not only material success but spiritual worth as well, is nothing other than the material conditions, precarity, gig economy, and so on, rendered in ideal or conceptual forms. A person who feels that their self value and self worth can be measured in terms of how much they work is nothing other than the consciousness of labor power itself. In other words, the order and connection of ideology is the same as the order and connection of exploitation. Just as Spinoza argues that desire is nothing other than an idea of our appetite, the body's needs in mental form, our ideas about work, which make it the key to worth and self-value, are nothing other than our position within the economy in material form. (This is something central to another Marxist/Spinozist thinker, Franck Fischbach, who has argued that the conditions of intellectual life are the same as that of material life. As Fischbach writes, "If it is true that 'the production of ideas, of ideas, representations and consciousness (...) is the language of real life" then the production of ideologies, of inadequate representations, is the language of life incomplete, inadequate, and mutilated." Mind and body are two different ways of grasping the same thing.
Such a formulation seems crude, deterministic, and in some sense more vulgar than the most vulgar of materialisms; it posits us all as spiritual automatons whose thoughts and ideas do nothing more than express, in a different attribute, what is already given in our material condition, in the relations of bodies. Things are complicated quite a bit by subsequent propositions which assert that only a body can affect or determine a body and only an idea can affect or determine an idea. The assertion of identity, ideas and things, mind and body, as two different ways of looking at the same thing, has as it paradoxical corollary the assertion of difference, mind and body as two fundamentally different ways of acting and reacting, each with their own causal orders and connections that are entirely independent. This is a particular dense metaphysical knot of identity and difference, but I am more interested in how it plays out practically, politically, as a way of thinking about ideas and bodies, base and superstructure Much could be said about the way this plays out in Spinoza's text, especially in Part IV of the Ethics, to underscore the limited efficacy of the true insofar as it is true, of the way in which ideas cannot change the world without becoming lived in bodies. As I argue in the book (following Tosel) Spinoza's formulation makes it possible to think of the particular double determination of ideas and bodies. That each are in some sense determined by being reflections of the same thing, the same relations, but are also determined in a particular manner by other ideas or other bodies. In other words, returning to the problem of the book, as much as the centrality of work as that which give people meaning and value can be understood to be just capitalism rendered into an idea it is also an effect of a long series of transformations within the realm of ideas from the protestant revolution onward. To put it bluntly the response to the long debate between Marx and Weber, between material determination and cultural history, is quite simply, "Why Not Both." Although to be honest I am more interested in the way this makes it possible to understand the present than debates in intellectual history. "via GIPHYTo quote The Double Shift again: "As I have argued, these two aspects are, in some sense, two different ways of looking at the same thing, the same social relation, grasped in terms of bodies and their coordination and minds and their automation. However, they also function in different ways of understanding the orientation of desire. In the first, it is imposed through necessity; as selling one's labor power becomes the only condition of survival, living is aligned with making a living through wage labor. Wage labor appears to be the only way to make a living because all other ways are effaced. The constraints of society appear less as particular institutions, regimes of accumulation, and social relations, but as the way things must be; their historicity and contingency are effaced in the present order. This structural condition is supplemented by an ideological dimension insisting that not only that one must one identify with their job, find their passion in their labor, but that such a condition is also to be actively desired. Having to work, to dedicate oneself entirely to work, is presented twice, as it were—once as a necessary condition for survival and the second time as aspiration integral to one's identity. To frame it according to the division of work and action, we could argue that work is defined as both production and action, both as the constraint of necessity tied to survival and something freely undertaken to identify and distinguish oneself. The particular double determination in capitalist society is one in which work vacillates between a necessary fact of life to an object of desire, from making a living to finding meaning. The often-asked question, "What do you do for a living?" vacillates between these two senses; at once,, it indicates something of necessity, of one's economic situation, and freedom, one's supposedly chosen path in life. It is both what one has to do and who one is. Work as necessity and work as subjectivity, as body and as mind, do not just coexist as two different ways of grasping the same thing, but are subject to their own logic of alternation as material necessity and ideological meaning reinforce and also undermine each other." Double determination makes it possible to think at once of our particular "bondage," to use Spinoza's term, caught both in a set of material relations, namely capitalism, that reduce us to labor power, and intellectual traditions which express the same conditions through the ideological terms of morality, responsibility, and individuality. Transformation entails transforming each. There is a limited efficacy of criticism so long as it just remains criticism (of course the corollary is that there a limited efficacy of practice as practice). It is a matter of linking together the transformation of material conditions and intellectual concepts, or, what people used to call Praxis.

Robert Wade on Zombie Ideas, Being inside the World Bank, and the Death of Ethics in Economics after the Marginal Revolution
The global economy is at the core of some of the main issues in contemporary International Relations. But how do we understand the global economy and what impact does that have on how we deal with the power politics around it? A fault line seems to have emerged between those who take economic theory seriously and those who denounce it for being part of the problem. Informed by his training as an anthropologist, Robert H. Wade—professor at the LSE—takes a different tack: he bases his engagement with the way in which Adam Smith has been appropriated to advocate for a dominant view of 'free markets' on real-world economics and in-depth accounts of insiders. In this Talk, Wade—among others—discusses experimentation in international economic regimes, why the International Financial Institutions don't fight economic crises, and the powers and perils of being inside the World Bank.

What is, according to you, the biggest challenge / principal debate in current International Relations? What is your position or answer to this challenge / in this debate?
If we'd reframe your question as being more broadly about global studies, I think that one of the really fundamental questions is how and why it is that the precepts of neoliberalism have penetrated into every nook and cranny of Western societies, and have penetrated to a very large extent many non-Western countries.
This has happened especially, but not only, through the agency of the IMF and the World bank, which have imbued these neoliberal principles; through the mechanism of graduate education: children of the elites in developing countries go out to American, British, other Western universities, and they learn that this is 'true' economics, or 'true' IPE, or 'true' Political Science, and then they come back and implement these same principles and make them a reality back home. But across the globe, this even holds for the Nordic countries. In Iceland and other Nordic countries, from the 1980s, networks of people sharing a belief in neo-liberal precepts, began to form and sort of place each other in key positions within the state, and in politics, and built a momentum in this direction. These precepts have become understood as just natural, as in Margaret Thatcher's 'there is no alternative'.
I live in the UK, and the great bulk of the British public really does believe that the government is just like a household writ large, and the same rules of budgeting that apply to the household should apply to the state. That when times are tough the household has to tighten its belt, cut back on spending, and it is only fair that the government does the same, and if the government does not, if the government runs a deficit in hard times, then the government is being irresponsible. And this is a completely mistaken and pre-Keynesian idea, but it is a 'zombie idea'—that is, however much arguments and evidence may be mounted against it, it just keeps coming up and up and up, and governments come to power riding on this zombie idea and a flotilla of related ideas.
The persistence of this zombie idea is all the more amazing as we just had a global financial crisis in 2007/8, which would prompt a rethinking of these ideas. But these neoliberal precepts have been, if anything, more strongly reinforced. In previous hard times—and obviously the 1930s depression is the exemplary case—there has been a stronger move towards, what you could call, social democratic precepts. But not this time! Indeed, even after the crisis, the whole of the European Union with 500 million people is even more thoroughly structured on the basis of these ideas. I am thinking of what is popularly known as the Fiscal Compact signed by the EU Member States in 2012, which commits all governments to balance budgets all the time—that is, first, the structural deficit may not rise above 0.5 percent of GDP. Second, the public debt may not rise above 60 percent of GDP. Third, automatic financial sanctions are levied on governments that exceed these two thresholds. Fourth, the whole procedure is supervised by the European Commission, and this is presented as in the name of sound budgeting. This package is presented as justified by the proposition that government is a household writ large. The most elementary principles of Keynesian macroeconomics show why this is not simply mistaken, but a disaster, and will keep generating recessionary pressures. It is sold as a kind of excuse for avoiding to put in place the essential conditions for the monetary union, namely, a common budget and a sizable transfer mechanism to the regions just as exists in the United States. But they do not want to do that, but still they call this agreement 'cooperation', which is all about not cooperation, but about writing these dictates around this zombie idea written into the very basic architecture of the EU. Beyond EU politics, it materializes all the way down to, I don't know, the function of the privatization of the Post Office, it goes all the way down to the sort of capillaries of how universities are run, and the incentive systems that have placed upon academics, and there is very little pushback. The one reason, why I am almost completely delighted about Jeremy Corbyn's election as the leader of the Labour party, is that this is one small case of where there seems to be some concerted pushback against these zombie ideas. The point being that the established Labour party basically bought into this whole set of neo-liberal ideas. It combined maintaining the overall structure of inequality in society with more emphasis on providing some help to the poor, but they had to be hardworking poor.
Yet, one knows that there can be dramatic changes in the prevailing zeitgeist of norms. One knows that there can be big changes in the space of a few decades and the question is can one imagine a scenario in which they might be a big change in norms back to a more kind of social-democratic direction. So where will this take place? Because of technological change in the labor market, there is a real big crisis of employment with many middle-class jobs cut out and polarization in the labor market. This might then induce a political movement to have a much bigger change in income distribution than anybody with power is now talking about. Talk of re-distribution these days is really almost entirely around redistribution through the state, but the point I would make is that if there is to be any significant reduction of inequality, especially inequality at the top, there has to be more attention to changes in market-income distribution.
Let me explain. The share of profits in national income has been going up and the share of labor income has been going down. So we should harness the shareholder structure of the market to affect a more equal income distribution by enabling a much wider section of the population to buy into the profit share. At the moment the profit share goes to senior executives and equity holders, but equity holders are highly concentrating at the top of the income and wealth distribution. If equity earners could be spread much more equally, then a much wider section of the population would get income, while they sleep so to speak. We could institute something like trusts, whose members could be the employees of a company, the customers, the neighbors of the company, and the trust would borrow on capital markets and take out insurance against the repayment of the lending of loan and then it would buy shares, it would use that borrowed money to buy shares in the company, and the company would pay out dividends on the shares and then that dividend income coming out of profits would be distributed to the members of the trust. That would be a way of getting the rising share of profits in national income distributed out to the population at large. I particularly like this metaphor of "earning income while you sleep", since at the moment it is only the rich people, who are earning income while they sleep. Somehow that facility of earning income while you sleep has to be made much more widely and available—by using the market against itself, so to speak.
How did you arrive at where you currently are in your thinking about International Relations?
I suppose the starting point was really this; my father was a New Zealand diplomat, so we moved quite often. By that time I was twelve my parents were posted to Colombo, Ceylon as it was called then. After having lived just in Western countries, I suddenly encountered at this very formative age Colombo and Sri Lanka. I was just amazed by that experience; by the color, the taste, the exoticness, but I was also very struck by how the many boys at the same age as me, were walking around with no shoes. I particular remember this boy carrying a baby on his shoulder, the baby looked half-dead and covered in scabs, and I think it was then I got the idea of just how unequal the world was. Then at university I studied economics, but I also visited my parents in Kuala Lumpur, Malaysia and I got another sense of that great disparity in wealth and living standards. At this time I had come across Adam Smith and the wealth of nations question and that helped to encapsulate or to crystalize my interests. So I wanted to go the Institute of Development Studies in Sussex and got enrolled for a PhD in economics, but en route I spent several weeks in India and during that time I began to dwell upon just how boring and how useless everything I studied under the name of microeconomics. I kept thinking of these dreadfully dry textbooks of marginal cost curves and marginal revenue curves and utility function and difference curves etc., which I had forced myself to sit exams in. By this time I had done a little bit of fieldwork, living on Pitcairn Island in the middle of the Pacific.
When I got back to Sussex after fieldwork I announced that I wished to not do a PhD in economics, but to do one in anthropology thinking all the time, that this would actually be more use for understanding why for example India, where I had been, was so very poor. So that's what I did: a PhD in anthropology… In some ways I regard that as having been a mistake, because the sort of mainstream of anthropology is very far away from the Adam Smith questions. Having done the degree in anthropology, pretty soon I began to change direction and pay much more attention to the state, to the state bureaucracy. I went to India and I studied the Irrigation Department and other related departments. I went to South Korea and I studied state irrigation agencies and I went to Taiwan and I studied the state more broadly. So I was kind of moving up from my Italian village, moving kind of up the scale in terms of state agencies and then the state as a whole.
Then I went to work for the World Bank in the 1980s and my main reason for doing that was not to do the research the World Bank wanted me to do, but rather to study the World Bank from the inside as fieldwork. If in some ways switching to anthropology was a mistake, in other ways it was not, because I approached those kind of Wealth-of-Nations-questions in a way very different from how economists approached them. For example when I went to Taiwan and studied the trade regime, the first thing I did was to go and talk to people who operated through the trade regime, whereas I noticed that the published works by economists celebrating Taiwan's free trade regime was based on what the rules said and what certain government officials told them was the case. They had never actually talked to people who traded through the trade regime. If they would have, they would have learned about all the covert controls that went on such that there was quite a distinction between the liberal face of the trade regime and the reality of the trade regime. The reality was that the government was managing trade in line with industrial policy, but the government absolutely did not want the world to know that. So all this was kept hidden and I was really regarded as rather unwelcome visitor—and in fact to this day my book Governing the Market (1990, read the introduction here) is not well received in Taiwan. It says the government of Taiwan did a good job of managing the market, but they want the world to believe that Taiwan is a free trade country. So that is the kind of intellectual trajectory that I have been on.
So I think that the value of the anthropology PhD was that it really taught me, in practical terms, the meaning of the anthropological maxim, which is 'soaking and poking'. To put it another way—I love this—anthropologists are social scientists, who believe that the plural of anecdote is evidence. And indeed I place a lot of weight on anecdotes, on gossip, on the stories people tell, whereas economists would be much happier reducing, let us say, South Korea's trade regime to one data point in a matrix, and then compare that data point with, let us say, Malaysia's data point to see how the trade regimes are correlated with growth, or something like that, and that is really not my interest.
What would a student need to become a specialist in IR or understand the world in a global way?
Despite what I've just said, I do think that a graduate training in economics is very useful, provided one does not believe it. And that is really difficult, because the socialization pressures are intense: if you do not say the right things—which are neoliberal type things on the whole—then you will likely not get a high grade. But I have noticed that economists tend to know how to think, how to make arguments, they tend to understand the idea of causality, and that may seem an astonishing thing to say on my part, because it implies that students coming from other disciplines are often weak in understanding the very basic ideas of causality, but that is my experience. I had many students coming from, who knows, IR or Political Science or Sociology or Anthropology, who clearly do not have much idea of causality; they can describe things, but they find thinking in terms of cause and effect, in terms of independent and dependent variables, in terms of left and right side, they just find it difficult. So I do think that there is a lot to be said for studying economics, and mastering the maths, provided that the critical facility is not lost. That is point number one.
Point number two is that I think that there is a huge premium on doing fieldwork, and the field work maybe in developing countries, but when I say field work, I don't just mean going out to villages, going out to see poor people 'over there'. I am talking of fieldwork inside bureaucracies: to try and understand the culture, the incentive systems that people are working under—fieldwork at home so to speak, in the countries one comes from. From the students' point of view, it is clearly much easier to sit in the LSE library to do the research. So in my marking I give quite a premium to a student actually doing fieldwork, going out and interviewing, and having the experience of writing up and interpreting the interviews and somehow fitting it back into a larger argument—but really few students actually do that, and I think that that is a real, real big mistake. Mind you, the same risk holds for fieldwork in economics as it does for studying economics: I encourage students to work for (do fieldwork in, experience) the World Bank; and several have—but to the best of my knowledge almost none of them has kept their critical perspective. They really come to buy into it.
The relations between states are settled either through diplomacy or warfare. Why would we have to focus on economics to understand IR?
Because economics—such as for example balances of payment, surpluses and deficits—set the constraints and incentives on countries in terms of their relationships with each other. A great deal of diplomacy is driven by economic pressures: diplomacy to get other countries to for example open their markets, or to cut deals with countries—'if you do this, we will do that'—deals that may relate to areas that are rather different, for instance if you buy more of these of our exports, we will help you fight such and such country, because the manufactures are in my constituency.
So, in a way, the way you framed the question is part of the reason why I react against the discipline of IR: because it tends to treat diplomacy, war, and so on, as somehow rather separate from economic pressures, and I see these economic pressures as very powerful drivers of both of the other two things. As another example, one of the drivers of the Syrian conflict was that there was an acute drought (like Weizman observed in Theory Talk #69, red), which meant that many people were rendered destitute; rural areas flooded into the cities, and the Assad regime just was—understandably—unable to cope; and large numbers of young men, concentrated in cities, rootless and with no jobs, just were recruiting fodder for the Wahhabi sect. I have always thought of economics—not so much as in the making choices in conditions of scarcity, that is sort of Lionel Robin's definition—in the sense of Alfred Marshal, about how people make a living, as a very fundamental driver of a lot of what happens in International Relations.
Pikkety recently published Capital in the 21st Century, causing quite the stir. But why would inequality between people matter for IR?
Let me comment by invoking a very contemporary exhibit—the migration crisis in Europe now. Maybe a decade ago I looked at the figures and if you took the average income of the EU-15 prior to latest extensions and then expressed the average income of countries outside of the EU—including sub-Sahara Africa—as a percentage, then there was a really dramatic falling away of income levels relative to the EU, in countries all around the EU and whether you took market exchange rates or purchasing power parity. If you went round to sub-Sahara Africa and took the average, it was more like two percent in market exchange rates and seven percent in purchasing power parity; and the 'problem' is that there is certainly here a rather thin slither of sea between Africa and the promised land of Europe and to the east there are these great open planes, where armies can go up and down to the speed of light, so to speak, but people can also move pretty quickly across these planes.
So all one has to do—and this might just be only a bit of an exaggeration—if one is on the poor end of this poverty pyramid is hop across the border and you have a chance at least of getting a very appreciable increase in living conditions and income, with which you can then get savings to remit back to home. So the migrations pressures are just huge. So that is one reason for linking inequality to issues in International Relations—really fundamental issues, and very very difficult to dissolve.
You've done anthropological fieldwork inside the World Bank—an institution drawing a lot of criticism from its detractors in IR. Can you shed some kind of light about what kind of 'animal' the World Bank is?
First of all, let me say that at the micro-level—the level of the people you know and the people I know inside the World Bank—I agree that there are people doing a lot of good work. But if you look at the organization more generally—the World Bank and also the IMF—they are clearly instruments mainly of US foreign policy—and any number of US senators, members of the House, have basically said that. When they are defending the International Financial Institutions (they often criticize them), they do so by saying they are important for US foreign policy. And you have to look at the governance structures to see how it is that the US in particular—but Western states more generally—have from the beginning, through the very Articles of Agreement, created a structure which locks in their power, and has made it very difficult for other countries (including Japan) to significantly increase their shareholdings. The US has kept the presidency of the Bank and the much less recognized Number Two position of the IMF, and has used these positions to have a very strong influence.
Just to illustrate what the Bank and the Fund do: at the time of the East-Asian crisis—specifically the Korean crisis in 1997-1998—the IMF mission was in Seoul. The negotiations were in a hotel there. David Lipton from the US Treasury (and a former student of Larry Summers who was by then Deputy Secretary) was just down the corridor of where the negotiations took place, and every so often the IMF people would walk out of the negotiations and consult with David Lipton, then come back in and—as Paul Blustein reports in his book called The Chastening—often said something rather different from what they had been saying before they consulted with David Lipton.
Just to take another example, the US being able to appoint the president of the Bank—to appoint a person known personally to the Treasury Secretary or to the Secretary of the State, or both—is really of great value: when there is a 'trustful relationship'—or a relationship of dependency, the president being dependent on those who appointed him in the Administration—it is possible for those people in the Administration, or people close to them, to just ring up the president of the Bank, and talk in a very informal, confidential, trustful way about what is happening in Latin America, or what is happening in the Middle East, and what the US thinks the Bank should or should not be doing in those places. Larry Summers appointed a protégé of his to one of the regional development banks, and this person—who is very senior in the bank—told me that Larry would frequently ring him, while he is being driven home in the evening from the Treasury, just to have a chat about how things were going in her region, and to pass on suggestions about what the Bank should be doing there, and to get intelligence from her about what was happening in the region, and so on. The point is that, making these personal connections is of immense value, but at the same time, the US Congress, in particular, is very much against having a big Bank against allowing a capital increase for the World Bank—so that the bank could, as it should be doing, increase its lending for infrastructure investment ten times. It is just a complete scandal how little the Bank has been lending for the past 20 years or more for infrastructure, for roads and power stations and so on. The US does not want the Bank providing socialistic competition with the private sector: it says these things are for the private sector to do, and the Bank has to take care of poverty, because the private sector is not interested in poverty.
So the US wants to keep the presidency of the Bank, it wants to keep, secondly, its unique veto right on the big decisions, such as decisions on whether to increase the capital base—but provided those two things are met it does not care that much about the Bank. In the case of the Fund, the US is also very powerful, but of course the Europeans have a bit more relative power. Right now I think the world is in an even more dangerous sort if financial condition than might appear, because the IMF is acutely short of secure or guaranteed lending resources, so if there is to be another round of crisis—as I think is entirely likely within the next five years—the Fund depends upon borrowing short-term from member countries, like on six months terms, but member countries can say 'no', and that means that the Fund's ability to fight crises is quite constrained. The Fund should implement what was agreed in 2010 by all the member countries represented on the board of the IMF: to roughly double the quote of the guaranteed lending resources, that is, resources the countries actually hand over to the Fund, over which they actually give up country control. All the relevant capitals ratified it with one exception—the US—because Congress refused because the individual barons, who are not under that much party discipline, each said to the Treasury: 'look, the question of the IMF is of zero significance to my electorate, so if you want my vote on the IMF, you have to give me things that I want like projects in my constituency and so on'. The Treasury added up the demands of the people, whose vote had to be won, and it considered those demands were just way, way, way over the top. As long as a Democrat is in the presidency, while the House is controlled by Republicans the world is sort of held hostage to this. Beyond this example, this actually entails a structural problem: the US blocking or producing a gridlock in international organizations, because the Congress is hostile to international organizations, because Congress sees it to imply a loss of US sovereignty. The only way to end this gridlock is to end the US veto in the Fund and the Bank, but the problem is that the US can veto any measures.
One response of the big developing countries is to create bypass organizations—such as the Asian Infrastructure Investment Banks, such as the new Development Bank, such as the Contingent Reserve arrangement the BRICs have established, and then a growing number of sort of regional development banks. And I think that that is a good thing, but it does raise questions about coordination, about who is looking after, if you will, the global interests, global issues such as climate change. In short, we need a genuine World Bank, rather than the American-Bank-in-the-World we have today.
You engage thoroughly with economics and economic theory. Now there seem to be two kinds of critical approaches to economics in IPE: one criticizes its rationality as flawed, and another buys into its rationality but attempts to point out where actual policy gets it wrong. Where do you stand in this?
If you take the example of how the EU attempted to impose fiscal rules on Greece, you see a notion of rationality which draws upon these very primitive notions that I referred to right at the beginning, where the government is just a household writ large, and the same set of rules that apply to the budgeting of the household must apply to the government as well. Here, the assumption is that any macroeconomic proposition must have microeconomic foundations, that it must be derivable from propositions about microeconomic agents acting in this sort of self-maximizing way, and if you cannot derive macroeconomic propositions from those micro foundations, then there is something unreliable, un-rigorous about your macroeconomics. So what are then the sources of these micro-economic assumptions?
This leads us to one fundamental and almost completely unaddressed weaknesses of economics can be traced back to the Marginal Revolution in the late 19th century. From that moment onwards, there has been an attempt to model economics on physics, and that was very explicit on the part of people like Pareto and Walras, and Jevons, early Marginalist thinkers. They even drew up tables with terms of physics, like velocity, on one side, and then corresponding terms in economics on the other. That had a huge benefit in terms of the 'science' of economics, because it cut economics loose from Adam Smith's and other classical economists' preoccupations with issues of morality and ethics. Adam Smith thought his most important book was not the Wealth of Nations but his Theory of Moral Sentiments, on which he was working, revising yet again, when he died. For Smith, economics and morals were never separate worlds, but intimately related. So for him, the Theory of Moral Sentiments and the Wealth of Nations were just twins. The point about the marginalist revolution, and the embrace of physics as the model, was that it cut economics free of all that sort of subjective stuff about values. So economics after the marginalist revolution set off with the assumption that not production, but the movement of individuals in markets engaged in trading with each other became the center of gravity of economics. Making the study of exchange rather than the study of production central was analogous to, say, Boyle's Law in physics. Boyle's Law in physics explained the movement of molecules in gasses, as a function of the pressure applied to the gas. So why did they make that analogy?
The point of likening of individuals in microeconomic actions with molecules in gasses was the following. Everybody knows that we do not apply any consideration of ethics or moral sentiments to the movement of the molecules in gas, so neither should we apply any notions of ethics or moral sentiments to the movements of individuals in market exchanges. And that was the way that all considerations of ethics, of morality were just removed from economics. I for instance asked the question to well-known American growth theorist, as we were walking down the street in Providence at Brown University: 'is it moral for people to freeride?' And he said, 'yes of course, provided they do not break the law'. So ethics and questions of morality have been almost completely expunged from economics in a way that would horrify classical economists including Smith; and a particular idea of rationality has been an important part of cleansing economics from those moral considerations. George DeMartino, editor of the Oxford Handbook of Professional Economics Ethics which just appeared has a wonderful phrase to capture this—'econogenic harm': the harm built into the way that economics, professional economists work.
Haven't specific fields, like development economics—a field you engage with yourself—advanced to overcome these weaknesses in economic theory?
Let me root my answer again in observations about the linkages between theory and practice, for it is in practice that economic theory really does its work and its politics becomes visible. It always amazes me we have had a development industry in place for roughly the past 70 years with vast numbers of people, organizations, money all orchestrated underneath this umbrella of development; yet if you go back and read what the early writers about development and economic growth said—I am thinking of people like Paul Rosenstein-Rodan, Myrdal, Hirschman, Prebisch, but also Moses Abramovitz. If you go back and look at what they were saying, it seems to me that we have not advanced all that much. Sure, we have advanced a lot in terms of econometric techniques, but in terms of substance we have not. One conclusion I draw from that is that it is really important that international regimes—for example, World Bank and IMF loan conditions, but also WTO regimes—give room for experimentation, because it is really not the case that 'there is no alternative'. This Washington Consensus agenda has clearly not been effective in accelerating production, upgrading it, and production diversification, or export upgrading, or export diversification. So, there should be written into the regimes a lot of room for experimentation. But this isn't there because of the political origin of these regimes; because of what western countries want for the rest world, namely, to open the rest of the world to their markets.
In the 80s there were a lot of experts in industrial development in the World Bank and they did good work, promoting industrial growth and investment in productive infrastructure. But then Anne Krueger came in as chief economist, and brought in a whole lot of people with her—who, like here, were arch-neoliberals. The industrial growth people were invited to find employment elsewhere, or to rebrand themselves as experts in who knows what, environmental assessment, primary education, or good governance. There was no room for them. This also fitted well with some bad experiences the Bank had had with investing in infrastructure. It had gotten into a lot of trouble with large-scale infrastructural interventions such as roads and dams and the like from, especially, US NGOs mobilizing Congress—which then put pressure on the Treasury and so on. My lament throughout this whole conversation has been that we seem to have become just locked into this direction that was set in the 1980s, and it is very difficult to see what kind of economic catastrophe would be necessary to give a sufficient shock to reroute the global system of economic governance.
So after the 1980s, the Bank sort of backed off and began saying that development, economic development, was about poverty reduction—the slogan of the Bank became, 'our dream is a world free of poverty'. You can understand that shift partly in terms of pulling out of the concern with production to get into safe territory, but also because poverty reduction seemed to sort of take care of inequality, because you reduced inequality to poverty—to the poor 'over there', and we can feel good about helping them; but we do not want talk about inequality, which involves us, because then there is the question of justice of our income.
But then the most recent turn is that we're seeing a renewed push for infrastructure in the World Bank and western development agencies. I think that you can link this recent infrastructure push to uncertainty about the sources of economic growth. In the West there is a real question about sustaining economic growth without housing bubbles and stock market bubbles—in other words, without endogenously building financial instability. There may well be a similar sort of issue in terms of the growth of developing countries.
Last question. Adam Smith seems to be constantly present in your work as a critical interlocutor. How come?
I kind of engage in a critical debate with Adam Smith, but especially with people today, who believe his ideas. I often start to frame arguments in terms of his famous 40 word summary of the causes of the relative wealth of nations, which he actually wrote in 1755, which is to say long before the first edition of the Wealth of Nations. I will just tell you what these 40 words say, and then I will tell you the significance of them. He said:
'Little else is requisite to carry a state to the highest degree of opulence from the lowest barbarism than peace, easy taxes, and tolerable administration of justice; all the rest being brought about by the natural course of things.'
So I am struck by how today many economists say or imply that this is essentially right; you need some qualifications of course, but essentially that is the nub of it. You might have to translate peace, easy taxes, tolerable administration of justice into more modern terms, but that is the essence of it. For example, Gregory Mankiw—Professor of economics at Harvard, former chair of the National Council of Economic Advisers during the Bush administration, and author of a very popular textbook in economics—said in the Wall Street Journal in 2006: Adam Smith was right to say that – and then he gave the 40 word quote. The renowned economists Timothy Besley and Torsten Persson wrote Pillars of Prosperity, which also begins with Smith's 40 words, and they even see the book as a kind of elaboration, but in that same kind of spirit, of Smith's basic idea. So my point is that these ideas are still current; they are still the sort of front of a lot of neoliberal thinking. I am just astonished these ideas all these centuries later remain so powerful. I have had at the back of my mind the idea of organizing an international competition to provide a contemporary 40 word statement, which is sort of equivalent to Smith's, which would obviously have to be of a more global character, encompassing the globalized world economy.

Daniel Levine on Hidden Hands, Vocation and Sustainable Critique in International Relations
Daniel Levine is part of a new generation of IR scholars that takes a more pluralist approach to addressing the hard and important questions generated by international politics. While many of those interviewed here display a fairly consistent commitment to a certain position within what is often referred to as 'the debate' in IR, Levine straddles the boundaries of a diverse range of positions and understandings. Time to ask for elaboration.

What is, according to you, the biggest challenge / principal debate in current IR? What is your position or answer to this challenge / in this debate?
The question I'd like us to be asking more clearly than we are is, 'are we a vocation and, if so, what kind of vocation are we'? This points to a varied set of questions that we, as scholars, gesture to but spend relatively little theoretical time developing or unpacking. There's an assumption that the knowledge we produce is supposed to be put good for something, practical in light of some praiseworthy purpose. Even theorists who perceive themselves to be epistemologically value-free hope, I think, at least on an intuitive level, that some practical good will emerge from what they do. They hope that they are doing 'good work' in the sense that some Christians use this term. But, there is not really a sustained project of thinking through how those works work: how our notions of vocation might be different or even mutually exclusive, and how the differences in our notions of vocation might be bound up in non-obvious ways to our epistemological, methodological, and theoretical choices.
Moreover, except for a few very important and quite heroic (and minoritarian) efforts, we don't really have a way to think systematically about the structure of the profession: how it influences or intervenes or otherwise acts on particular ideas as they percolate through it, and how those ideas get 'taken up' into policy. Brian Schmidt has done work like that, so has Inanna Hamati-Ataya, Ole Waever, Ido Oren, Oded Löwenheim, Elizabeth Dauphinee, Naeem Inayatullah, and Piki Ish-Shalom; and it's good work, but they are doing what they are doing with limited resources, and I think without due appreciation from a big chunk of the field as to why that work is important and what it means.
When I started writing Recovering International Relations, I had wanted to recover the 'view from nowhere' that many social scientists idealize. You know, that methodological conceit where we imagine we are standing on Mars, watching the earth through a telescope, or we're Archimedes standing outside of the world, leveraging it with distance and dispassion. I had worked on the Israeli-Palestinian conflict for a long time, was living in Tel Aviv, working for a think tank, and was—am—an Israeli citizen and an American citizen. I had this somewhat shocking discovery right after the Second Intifada broke out. Most of my senior colleagues were deploying their expertise in what seemed to me to be a very tendentious way: to show why the second Intifada was Yassar Arafat's fault or the Palestinian Authority's fault—or, in a few cases, the Israelis' fault. There were some very simplistic political agendas that were driving this research. People were watching the evening news, coming into work the next morning, and then running Ehud Yaari's commentary through their respective fact-values-methods mill. Or if they were well-connected, they were talking to their friends on the 'inside', and doing the same thing.
It was hard to admit this for a long time, but I was very naïve. I found that very unsettling and quite disillusioning. That's why the view from nowhere was so appealing. I wanted to be able to talk about Israel and Palestine without taking a position on Israel and Palestine—but without eschewing the expertise I had acquired along the way, in part because I was a party to this conflict, and cared about its outcome. I was young, inexperienced, and slightly arrogant to boot—neither yet a scholar, nor an 'expert,' nor really aware of the game I was playing. So my objections were not well received, nor did I pose them especially coherently. To their credit, my senior colleagues did recognize something worthwhile in my diatribes, and they did their best to help me get into graduate school.
As the project developed, and as I started engaging with my mentors in grad school, it appeared that the view from nowhere was essentially impossible to recover. With Hegel and with the poststructuralists, we can't really think from nowhere; the idea of it is this kind of intellectual optical illusion, as though thinking simply happens, without a mind that is conditioned by being in the world. Therefore, there needs to be a process by which we give account of ourselves.
There are a variety of different ways to consider how one might do that. There's what we might call the agentic approach, in which we think through the structure of thought itself: its limitations, our dependence on a certain image of thinking notwithstanding those limits—thought's work on us, on our minds. This is closest to what I do, drawing on Adorno and Kant, and Adorno's account of how concepts work in the mind; how they pull us away from the things we mean to understand even as they give us the words to understand them. And drawing on Jane Bennett, William Connolly, Hannah Arendt, Cornel West, JoanTronto, and JudithButler to think through how one conditions oneself to accept those limitations from a space of love, humility and service. Patrick Jackson's (TheoryTalk #44) Conduct of Research in IR is quite similar to this approach; and so is Colin Wight's Agents, Structures and International Relations; though they use more philosophy of science than I do.
One could also do this more 'structurally.' One could say 'this is how the academy works and this is how the academy interconnects with the larger political community' and then try to trace out those links: I mentioned Hamati-Ataya, Oren, and Ish-Shalom, or you could think of Isaac Kamola, Helen Kinsella, or Srdjan Vucetic.
Any of those approaches—or really, some admixture of them—would be pieces of that project. I would like us to be doing more of that—alongside, not instead of, all the other things we are already doing, from historical institutionalism to formal modeling, to large-N and quantitative approaches, and normative, feminist and critical ones. I would like such self-accounting to be one of the things scholars do, that they take it as seriously as they take methods, epistemology, data, etc. Driving that claim home in our field, as it's presently constituted, is our biggest challenge.
How did you arrive at where you currently are in IR?
I'm 42, so the Cold War was a big deal. I'm American-born, and I was raised in a pretty typical suburb. John Stewart from the Daily Show is probably the most famous product of my hometown, though I didn't know him. My view of history was a liberal and progressive in the Michael Waltzer/Ulrich Beck/Anthony Giddens, vein, but I was definitely influenced by the global circumstances of the time, and by the 'End of History' discourse that was in the air. I thought that the US was a force of good in the world. I was a nice Jewish boy from New Jersey. I really wanted to live in Israel for personal reasons, and the moral challenge of living in Israel after the Intifada seemed to go away with the peace process. So, it seemed to me that it was a kind of golden moment: you could 'render unto Caesar what was due to Caesar', and do the same for the Lord. I could actually be a Jewish-Israeli national and also a political progressive. (That phrase is, of course, drawn from the Gospels, and that may give you some sense of how my stated religious affiliations might have differed from the conceptual and theological structures upon which they actually rested—score one for the necessity of reflexivity. But in any case, those events were important.)
I moved to Israel when I was 22 and was drafted into the military after I took citizenship there. In the IDF, I was a low-level functionary/general laborer—a 'jobnik', someone who probably produces less in utility than they consume in rations. Our job was to provide support for the combatants that patrolled a certain chunk of the West Bank near Nablus—Shechem, as we called it, after the biblical name. I was not a particularly distinguished soldier. But we were cogs in a very large military occupation, and being inside a machine like that, you can see how the gears and pieces of it meshed together, and I started taking notice of this. Sometimes I'd help keep the diary in the operations room. You saw how it all worked, or didn't work; or rather, for whom it worked and for whom it didn't. All that was very sobering and quite fascinating.
I once attended a lecture given by the African politics scholar Scott Straus, and he said the thing about being present right after genocide is that you come across these pits full of dead bodies. It's really shocking and horrific—there they are, just as plain as day. Nothing I saw in the sheer level of violence compares to that in any way—I should stress this. But that sense of it all just being out there, as plain as day, and being shocked by this—that resonated with me. Everyone who cared to look could understand how the occupation worked, or at least how chunks of it worked. So I would say in terms of events, those things were the big pieces that structured my thinking.
Here's two anecdotal examples. Since I was a grade of soldier with very limited skills, I was on guard duty a lot. We had a radio. I could hear the Prime Minister on the radio saying we are going to strike so-and-so in response to an attack on such-and-such, and then I could see helicopters pass overhead to Nablus, and then I could see smoke. Then I could see soldiers come back from going out to do whatever it was the helicopter had provided air support for. I'd see ambulances with red crescents or red Stars of David rush down the main road. It began to occur to me that there was a certain economy of violence in speech and performance. I didn't think about it in specifically theoretical terms before I went back to graduate school, but Israelis had been killed, political outrage had been generated. There was a kind of affective deficit in Israeli politics that demanded a response, and some amount of suffering had to be returned—so the government could say it was doing its job. I found this very depressing. My odd way of experiencing this—neither fully inside nor outside—is certainly not the most important or authentic, and I'm not trying to set myself up as an expert on this basis. I'm only trying to account for how it made me think at the time and how that shows up in what and how I write now.
Later, when I was in the reserves, I was in the same unit with the same guys every year. One year, we were lacing our boots and getting our equipment for our three weeks of duty in a sector of the West Bank near Hebron, I think it was. I remember one guy, one of the more hawkish guys, said 'we'll show 'em this time, we'll show them what's what'. Three weeks later, that same guy said 'Jeez, it's like we're like a thorn in their backside; no wonder they hate us so much.' (He actually used some colorful imagery that I can't share with you.) I remember thinking, 'well, ok, he'll go home and he'll tell his family and his friends; some good will come of this.' The next year, I saw the same guy saying the same thing at the start, 'we'll show those SOBs.' And then three weeks later, 'oh my God, this is so pointless, no wonder they hate us…' So after a few years of this I finally said to him, 'tagid, ma yihiyeh itcha?'—Like, dude, what's your deal? 'We've had this conversation every year! What happens to you in the 48 weeks that you're not here that you forget this?' And I think he looked at me like, 'what are you talking about?'
I thought about that afterwards: we have these moments of experience when we're out of our everyday environment and discourse, the diet of news and fear, PR and political nonsense—that's when these insights become possible. So, when this guy comes in and says 'ok, we'll get those SOBs,' he's carrying with him this discourse that he has from home, from the news and TV, from his 'parliament' with his friends where they get together and talk about politics and war and economics and whatever else—and then a few weeks of occupation duty disrupts all that, makes him see it in a different light, and he has these kinds of fugitive experiences which give him a weirdly acute critical insight. Suddenly, he's this mini-Foucault.
In a few weeks, though, he goes back to his life, there's no space or niche into which that uncomfortable, fugitive insight can really grow, so it just sort of disappears or withers on the vine, its power is dissipated. This is a very real, direct experience of violence and it's covered over by all of this jibber-jabber. So there's a moment where you start to wonder: what exactly happens there? What happens in those 48 weeks? What happens to me during those weeks? You can see how a kind of ongoing critical self-interrogation would evolve out of that. Again, none of those things are exactly what my book's about, but it gives you a sense of how you might find Adorno's kind of critical relentlessness and negativity vital and important and really useful and necessary. You can see how that might inform my thinking.
In terms of books, as an undergraduate, I had read, not very attentively, Said and Foucault, and all of the stuff at the University of Chicago we had to take in what they called the 'Scosh Sequence,' from sociologists like Elijah Anderson and William Julius Wilson to Charles Lindblom and Mancur Olsen: texts from the positive and the interpretive to the post-structural. I had courses with some very smart Israeli and Palestinian profs—Ephraim Yaar, Salim Tamari, Ariela Finkelstein. And of course Rashid Khalidi was there at that time. Once I was in the military, the Foucault and Said suddenly started popping around in my head. Suddenly, this sort of lived experience of being on guard duty made the Panopticon and the notion of discipline go from being a rather complicated, obscure concept to something concrete. 'Oh! That's what discipline is!'
When I went back to graduate school, I was given a pretty steady diet of Waltz, rational deterrence theory, Barry Posen, Stephen Walt (Theory Talk #33), and Robert Jervis (Theory Talk #12). Shai Feldman was a remarkable teacher, so were Ilai Alon in philosophy, Shlomo Shoham in sociology and Aharon Shai in History. Additionally I had colleagues at work who were PhD students at the Hebrew University working with Emanuel Adler; they gave me Wendt (Theory Talk #3), Katzenstein's (TheoryTalk # 15) Culture of National Security, Adler and Barnett, and Jutta Weldes' early article on 'Constructing National Interests' in the EJIR (PDF here). My job was to help them publish their monographs, so I got really into the guts of their arguments, which were fascinating. I am not really an agency-centered theory guy anymore and I am not really a constructivist anymore, but that stuff was fantastic. I saw that one could write from a wholly different viewpoint, perspective, and voice. This is all very mainstream in IR now, but at the time, it felt quite edgy, very novel. Part of the reason why the middle chapters of Recovering IR has these long discussions about different kinds of constructivism is that I wouldn't have had two thoughts to rub together if it was not for those books. I do disagree with them now and strongly, but they were very important to me all the same.
What would a student need to become a specialist in IR or understand the world in a global way?
I'd be more comfortable answering that question as someone who was, until relatively recently, a grad student. I've not been productive long enough to say 'Well, here's how to succeed in this business and be a theorist of enduring substance or importance' with any authority. But I can say, 'here's how I'm trying to be one.' There's a famous article by Albert O. Hirschman called 'The Principle of the Hiding Hand,' (PDF here) and in it he says that frequently, the only way one can get through really large or complicated projects is to delude oneself as to how hard the project is actually going to be. He takes as an example these ambitious, massively complicated post-colonial economic projects of the Aswan High Dam variety. The only way such enormous projects ever get off the ground, he says, is if one either denies their true complexity or deludes oneself. Otherwise you despair and you never get it done. From the first day of seminar to dissertation proposal to job—thank God I had no idea what I was in for, or I might have quit.
Also, the job market being what it was, we had to be very, very passionate scholars who wrote and argued for the sheer intellectual rush and love of writing. And yet, we also had to be very practical and almost cynical about the way in which the academic market builds on the prestige of publications and the way in which prestige becomes shorthand for your commodity value. At least in the US, the decline of tenure and the emergence of a kind of new class of academics whose realm of responsibility is specifically to engage in uncomfortable kinds of political and moral critique—but without tenure, and at the mercy of a sometimes feckless dean, an overburdened department chair or fickle colleagues—that's very scary. If you're doing 'normal science', it's a different game and the challenges are different. But if your job is to do critique, in the last ten years, it's a very big deal. Very difficult. I'm very fortunate in that regard; at Alabama I've had great support from my department, my chair, and my college.
I was a Johns Hopkins PhD, and my department was fantastic in terms of giving me support, encouragement, getting out of my way while throwing interesting books at me, reading drafts that were bad and helping me make them good—or at least telling me why they were bad. We did not get particularly good professional training, because I think they did not want us to get professionalized before we found our own voice. I'm really grateful for that, truly. But then there's this period in which you have to figure out how to make your voice into a commodity. That's really tough, it's a little bit disheartening—even to discover that you must be a commodity is dismaying; didn't we go into the academy to avoid this sort of logic? But just like Marx says, commodities have a double life, and so do you. The use-value of your scholarship and its exchange-value do not interlock automatically and without friction. So you spend all this time on the use-value of it—writing a cool, smart, interesting dissertation—thinking that will translate into exchange-value, and it turns out that it sort of does, but a lot of other things translate into exchange-value too that aren't really about how good your work is necessarily. And many of your colleagues, if what you're doing is original, won't really understand what you're doing; the value or the creativity of it won't be apparent to them unless they spend a lot of time sifting through your bad drafts of it, which only a few—but God bless those—will do. So how you create exchange-value for yourself is important. So is finding people who will care about you, your project, your future—and learning when to take their advice, when to ignore it, and how to do so tactfully.
If all that's hard, you're probably doing it right. It's unfortunate that that's how it is, but at all events, that's how it was for me.
Would you elaborate on the concept of vocation and why this is so important to the view from nowhere? It is important to say that the view from nowhere is perhaps difficult. So is vocation, or a kind of Weberian approach, a way to articulate that for you?
There's a quote in a book from a Brazilian novelist named Machado de Assis. His protagonist is this fellow Bras Cubas, who's writing a posthumous memoir of his own life. He's writing from beyond the grave. From there, he can view his whole life and his entire society from outside; he's finally achieved positivism's view from nowhere. But the thing about this view—and the book means to be a sendup of the Comtean positivism that was fashionable in Brazil in those days—is that it gives him no comfort. He now knows why he lived his life the way he did; how he failed and what was—and what was not—his fault. The absurdity of it all makes sense. But it changes nothing: he has died unfulfilled, unloved, and essentially alone: a minor poet and back-bench politician who was ultimately of little use to anyone nor of much to himself. All he knows is how that happened.
In the end, if we're all playing a role in how a world comes into being and it's in some sense our job simply to accept this, and our job as scholars merely to explain it, this gives us no comfort in the face of suffering, in the face of violence and evil. To some extent as scholars, and to some extent as a discipline, we exist as a response to evil, to suffering, to foolishness, to folly; it's not a coincidence that the first professorship of IR is created in Britain in the wake of WWI, and that it's given to someone like E. H. Carr.
If we don't have a view from nowhere because we've given up anything like a moral sense that can't be reduced to fractional, material, or ideological sensibilities, and if we know that sometimes those 'views from somewhere' can provide cover for terrible kinds of evil or justify awful kinds of suffering, then the notion of vocation seems to come in at that point and say well, 'here's what I hope I'm doing', or 'here's what I wish to be doing', or 'here's what I'd like to think I'm doing', and then allowing others to weigh in and give their two cents. Vocation, in the sense of Weber's lectures, comes out of that. It's Kant for social scientists: What can I know? What should I do? For what may I hope? In other words, what the necessity and obligation of thinking is on the one hand, and on the other what its limitations are.
This is a way to save International Relations from two things: one, from relativism and perspectivism, and the other, from a descent into the technocratic or the managerial. I am trying to stand between the two. My own intellectual background was in security studies at Tel Aviv University in the 1990s: the period immediately after Maastricht, in the period of the Oslo Process, the end of Apartheid. My hope back in the days when the peace process seemed to me to be going well was that I'd be able to have a kind of technocratic job in Israel's Ministry of Foreign Affairs or Defense. Counting tanks, or something similar. I thought that would be a pretty good job. I would be doing my part to maintain a society that had constructed a stable, long-term deterrent by which to meaningfully address the problem of Jewish statelessness and vulnerability, but without the disenfranchisement of another people. I could sit down and count my tanks with a clear conscience, because the specter of evil was being removed from that work. The problem of the occupation was being be solved. Again, it's somewhat embarrassing to admit this now.
I would say in the US academy, there is definitely a balance in favor of the technocrats. We have enormous machines for the production and consumption of PhDs in this country. The defense establishment is an enormous player. Groups like the Institute for Defense Analysis need a lot of PhDs, the NSF funds a lot of PhDs (for now, at least), and that tips the balance of the profession in a certain way. My ability to use ideas compellingly at ISA won't change that fact all by itself, there's a base-superstructure issue in play there.
In Europe, it's a different story, for a bunch of reasons. The defense establishments of the EU member states aren't as onerous a presence. And, there are more of them; so there's a kind of diversity there and a need to think culturally about how these various institutions interlock and how people learn to talk to each other: the Martha Finnemore-to-Vincent Pouliot-to-Iver Neumann (Theory Talk #52) study of ideas and institutions and officials. Plus, you have universities like the EUI and the CEU, which are not reducible to any particular national interest or education system; creating knowledge, but for a political/state form that's still emergent. No one knows exactly what it is, what its institutions and interests will ultimately be. Because of that, it's hard to imagine the EUI producing scholars with obviously nationally-inflected research programs, like Halford Mackinder, Mahan, Ratzel from a century ago. There will still be reifications and ideologies, but there's more 'give' since the institutions are still in play. And there's fantastically interesting stuff happening in Australia, and in Singapore—think of people like Janice Bialley-Mattern, Tony Burke and Roland Bleiker.
Critique has a long and controversial history in our discipline. Could you perhaps elaborate, as a kind of background or setting, how critique can be used in IR and why you've placed it at the center of your approach to IR theory?
Critique as term of art comes into the profession through Robert Cox (Theory Talk #37) and through the folks that were writing after him in the '90s, including Neufeld, Booth, Wyn-Jones, Rengger, Linklater and Ashley—though pieces of the reflexive practice of critique are present in the field well before. For Cox, the famous line is that theory is always 'for something and for someone.' The question is, if that's true how far down does that problem go? Is it a problem of epistemology and method, or is it a problem of being as such, a problem of ontology? Is it fundamental to the nature of politics?
If the set of processes to which we refer when we speak of 'thinking' is inherently for someone and for something, and that problem harkens back to the idea that all thinking is grounded in one's interests and perspectives, i.e., that all practical or systematic attempts to understand politics are 'virtuous' in the Machiavellian sense (they serve princely interests) but not necessarily in the Christian sense (deriving from transcendent values), then we have a real problem in keeping those two things separate in our minds. Think of Linklater's book Men and Citizens in International Relations as a key node in that argument, though Linklater ultimately believes (at least in that book) that a reconciliation between the two is possible. I'm less convinced.
Now recall the vocation point we discussed before. IR as a discipline has a deep sense of moral calling which goes beyond princely interest. And the traditions on which it draws are as much transcendently normative as anything else. So encoded in our ostensibly practical-Machiavellian analyses is going to be something like a sense of Christian virtue; we'll believe we're not merely correct in our analyses, but really and truly right in some otherworldly, transcendent way. True or not, that sense of conviction will attach itself to our thinking, to the political forces and agendas that we're serving. We'll come to believe that we are citing Machiavelli in the service of something greater: whether that's 'scientific truth' or the national interest, or what have you. Nothing could be more dangerous than that. Critique, as an intervention, comes here: to dispel or chasten those beliefs. Harry Gould, Brent Steele, and especially Ned Lebow (Theory Talk #53) write about prudence and a sense of finitude: these are the close cousins of this kind of critique.
If we take seriously the notion that people sometimes fight and kill in the service of really awful causes while believing they are doing right, and that scholars sometimes help them sustain those convictions rather than disabuse them of them—even if they do not intend this—then critique becomes an awfully big problem and it really threatens to undermine the profession as such. It opens up a whole new level of obligation and responsibility, and it magnifies what might otherwise be staid 'inside baseball'—Intramural scholarly or methodological debates. Part of the reason why the 'great debates' were so great—so hotly fought—had to do with this: our scholarly debates were, in fact, ideological ones.
It undermines the field in another way as well. If we take critique seriously, there's got to be a lot of moral reflection by scholars. That will make it hard to produce scholarship quickly, to be an all-purpose intellectual that can quickly produce thought-product in a policy-appropriate way, because I will want to be thinking from another space, and of course precisely what policy-makers want is that you don't think from some other space; that you present them with 'shovel ready' policy that solves problems without creating new ones.
So you now have not just a kind of theoretical or methodological interruption in the discussion of, say, absolute or relative gains. You now have to give an account of yourself. And for me, that's what critique in IR means. To unpack the definition I gave above, it's the attempt to give an account of what the duties and limits of one's thinking are in the context of politics, given the nature of politics as we understand it. Because IR comes out of the Second World War, we're bound to take the most capacious notions of what political evil and contingency can be; if we are not always in the midst of genocide and ruin, then we are at least potentially so. And so contingency and complexity and all the stuff that we're talking about must face that. I want to hold out that Carl Schmitt and Hans Morgenthau might be right—in ways which neither they, nor I, can completely fathom. Then I have to give accounts of thinking that take a level of responsibility commensurate with that possibility.
In that vein, when I look at accounts of thinking in the context of the political, when I look at what concepts are and how they work and how they do work on the world so that it can be rendered tractable to thought, I realize that what we come up with when we're done doesn't look very much like politics anymore. We have tools which, when applied to politics, change it quite dramatically; they reify or denature it. To be critical in the face of that, you're going to be obliged to an extensive degree of self-interrogation and self-checking, which I call chastening.
That process of chastening reason, is, in effect, what remains of the enlightenment obligation to use practical reason to improve what Bacon called the human estate. What's left of that obligation is to think in terms of the betterment of other human beings as best as you can, knowing you can't do that very well, but that you may still be obliged to try.
That's really hard to do and it's an odd form of silence and non-silence. After all, if I were to look at the Shoah while it was happening, or look at what happened in Rwanda, and say 'well, I don't really have a foundational position on which to stand so I can't analyze or condemn that'—that would not be a morally acceptable position. Price and Reus-Smit (TheoryTalk #27) say this in their 1998 article and they are absolutely right. But then there's the fact that I don't quite know what to say beyond 'stop murdering people!' The world is so easy to break with words, and so hard to put back together with them—assuming anyone cares at all about anything we say. So I am obliged to respond to those kinds of events when I see them, and I am also obliged to acknowledge that I can't respond to them well, because my authority comes from the conceptual tools I have, and they aren't really very good. Essentially, what I'm doing as scholar of IR is the equivalent is using the heel of my shoe to hammer in a nail. (That's a nice line, no? I wish it was mine, but it's Hannah Arendt.) It will probably work, but it will take a while, and the nail won't go in so straight. To chasten one's thinking is to remind oneself that the heel of one's shoe is not yet a hammer; that all we're doing is muddling through—even when we do our work with absolute seriousness and strict attention to detail, context and method—as of course we should.
You discuss IR theory in terms of different reifications. In which was does that also lead you to take a stand against a Weberian understanding of IR?
I think where I depart from Weber is that he has more faith than I do that, at some point, disenchantment produces something better. There is faith or hope on their part that the iron cage that we experience as a result of disenchantment and as a result of the transformation from earlier forms of charismatic and traditional authority to contemporary rational ones won't always be oppressive, not forever. New forms and ways of being will emerge, in which those disenchanted modes actually will fulfill their promise for a kind of improvement in the human estate. If it's a long, complicated process—hence the image of slow boring into hard wood—but faith is still justified, good things can still happen.
For me, the question is how would you manage a society that is liable to go insane or to descend into moments of madness because of the side-effects or intervening effects of disenchantment and modernization, while holding fast to the notion that at some point, this is going to get better for most people? I'm a bit less certain about that than I read Patrick and Weber being. I think that even if they're right, it makes sense morally as scholars, not necessarily as citizens or individuals or people, to dwell in the loss of those who fall along the way.
I find myself thinking about the people who are gone a lot. My ex-wife teaches on slavery, and I think a lot about this terrible thing she once told me. On slave ships, when there was not enough food they would throw the people overboard because ship masters got insurance money if their property went overboard, but not if human beings succumbed on-ship. There's a scene depicting this in Spielberg's film Amistad and it haunts me. I find myself thinking about those people, dragged under with their chains. I wonder what they looked like, what they had to say. I wonder what they might have created or how their great-great grandchildren children would have played with my child. I wonder if my best friend or true love was never born because her or his ancestor died in this way. An enormous number of people perished. I can't quite believe this, even if I know it's true.
Yoram Kaniuk, the recently deceased Israeli novelist, wrote that the Israeli state was built on the ground-up bones of the Jews who couldn't get there because it was founded too late. I wonder about them too. And when I taught course modules on Cambodia, I would find myself looking at the photographs made of the people in Tuol Sleng before they were killed, the photo archives which the prison kept for itself. There is a mother, daughter, father, brother, son, and I find myself drawn into their eyes and faces. I don't want those people to disappear into zeros or statistics. I want somehow to give them some of their dignity back, and I want to dwell in the tragic nature my own feeling because it bears remembering that I cannot ever really do that. If I remember that, I will have some sense of what life's worth is, and I won't speak crassly about interventions or bombings or wars—wherever I might come down on them. I would say that it's almost a religious obligation to attend to the memory of those people. My desire to abide with them makes me very, very suspicious of hope or progress. I want this practice of a kind of mourning or grief to chasten such hope.
There's a problem with that position. Some will point out to me that this will turn into its own kind of Manichean counter-movement, a kind of Nietzschean ressentiment. Or else that dwelling in mourning has a self-congratulatory quality to it. And there are certainly problems with this position at the level of popular or mass politics. We do see a lot of ressentiment in our politics. On the left, there's a lot of angry, self-aggrandizing moral superiority. And you can think about someone like Sarah Palin in the US as a kind of populist rejection of guilt and responsibility from the right.
But as social scientists, we might have space to be the voice for that kind of grief, to take it on and disseminate the ethics that follow from it; to give that grief a voice. That kind of relentless self-chastening is what I'm all about. I think it opens you up to new agendas and possibilities. I think it's a much deeper way to be 'policy relevant' than most of my colleagues understand this term. If we are relentlessly self-critical as scholars, and if we relentlessly resist the appropriation of scholarly narratives to simplistic moral or political ends and if we, as a society, help to build an intolerance of that and a sense of the mourning that comes out of that, we also open our society up to say things like, 'ok, well what's left?'
And then, well, maybe a lot of things are left, and some of them are not so bad. Maybe we start to imagine something better. That's where I'd rejoin Jackson and Weber; after that set of ethical/emotional/spiritual moves. I think, by the way, that Patrick mostly agrees with me; it's only a question of what his work emphasizes and what mine has emphasized. On this point, consider Ned Lebow's notion of tragedy. He and I disagree on some of the details of that notion. But on top of his remarkable erudition, he's a survivor of the Shoah. I suspect he has thought very deeply about grief and mourning, and in ways that might not be open to me.
The final question I want to pose to you is a substantive one: Your understanding of critique somehow does relate to sustaining progress, in a way. Perhaps on the one hand, you are not so optimistic as Weber was, but on the other hand, your work conveys the sense that it is possible to bridge the gap between concepts and things. I'm not sure if it's possible, but perhaps you can relate it to the substantive example of how your work relates to concrete political situations. I think the example of Israel-Palestine comes to mind best.
Again, I don't think I am as optimistic as that. In my heart of hearts, I desperately wish this to be the case. To think of the people who were most influential on my intellectual development—my cohort of fellow grad students at Johns Hopkins and our teachers, to whom as a group I owe, really, everything in intellectual terms—I was certainly in the minority view. Most of them were, I think, working in the Deleuzian vein of making 'theory worthy of the event.' I just don't believe that's possible; or anyway I think it's really, really, really hard, the work of a generation to tell that story well and have it percolate out into our discipline and our culture. In the meantime, we must muddle through. I hope I'm wrong and I hope they're right. I'm rooting for them, even as I try to give them a hard time—just as I give Keohane (Theory Talk #9) and Waltz and Wendt and everyone else I write about a hard time. But I'd be happy, very happy, to be wrong.
What I do think can be done is that you can sustain an awareness of the space between things-in-themselves and concepts, and by extension some sense of the fragility and the tenuousness of the things that you think and their links to the things that you do. Out of this emerges a kind of chastened political praxis.
You mentioned Israel and Palestine, which I care a great deal about and am trying to address more squarely in the work I'm doing now, partly on my own and partly in pieces I've worked on with my colleague Daniel Monk. What we observe is that though the diplomatic negotiations failed pretty badly twelve and a half years ago, we're still looking at the same people running the show: the same principal advisers and discussants and interlocutors: in the US and Israel and in the Palestinian Authority. The same concepts and assumptions too. Just a few days ago, Dennis Ross published a long op-ed about how we get the peace process back on track, and you might think that you're reading something from another time—as though the conflict were a technical challenge rather than a political one. You know that Prince song about 'partying like it's 1999'?
I don't know what a peaceful, enriching, meaningful Israeli-Jewish-Arab-Palestinian-Muslim-Christian collective co-existence or sharing of space or world looks like, but I know that this pseudo-politics ain't that. When I see something that's just a re-hashing, I can say, 'come on guys, that is not thinking, that's recycling the old stuff and swapping out dates, proper nouns and a few of the verbs.' Nor is it listening to other voices who might inspire us in different ways, or might help us rethink our interests, categories and beliefs. Lately, I've been listening to a band called System Ali, hip-hop guys from Jaffa's Ajami quarter, who sing in four languages. What they say matters less to me than the fact that they really seem to like another, they trust each other, they let each voice sing its song and use its words. They have something to teach me about listening, thinking, acting and feeling—because it's music after all—and that can produce its own political openings.
Of course, there are pressure groups, from industry and AIPAC to whatever else in the US, and those groups merit discussion and debate, but I'm also wary of the counter-assumption which follows from folks who talk about this too reductively: that there actually is an American interest, or a European or Arab or Israeli one, which somehow transcends partisan interest—one that can be recovered once the diaspora Jews, the oil moguls, the arms dealers or the Christian 'Left Behind' people are taken out of the picture. That feels like the same heady brew that Treitschke and Meinecke and the German realpolitik scholars poured and drank: that the national state has some transcendent purpose to which we gain access by rising above or tuning out the voices of the polity or its chattering classes. Only with a light liberal-internationalist gloss: Meinecke meets David Lake (Theory Talk # 46), Anne-Marie Slaughter or John Ikenberry.
I can also go meet starry-eyed idealists who want to hold hands and sing John Lennon, I can say to them yes, I want to hold your hand and sing John Lennon, but I am also enough of a social scientist to know that if a policy does not respond to real and pressing problems—water, land, borders etc.—that any approach that does not respond to those things will be hopelessly idealist. It will be what my granny called luftmentsch-nachess—the silly imaginings of men with their heads in the clouds, like the parable about Thales and the Thracian maiden. I am not interested in being either a luftmentsch nor a technocrat. So what does that leave with you with? You need to balance.
You can look at groups at the margins of political culture to see what they can tell you. In Israel and Palestine, it's groups like Ta'ayush, Breaking the Silence and Zochrot, and this settler leader who recently died, Rabbi Frohman, who was going out and meeting every Palestinian leader he could because for him, being a Jew in the land was not, in the first instance about his Israeli passport. There were and are possibilities for discussion that feel really pregnant and feel very different from the conversation we are sustaining now; which reveal its shallowness and its limitations and its pretentiousness. These other voices are of course not ideal either, they are going to have their own problems and limitations, their own descent into power and exclusion and so on, but they reveal some of the lie of what we're doing now.
I guess in the end, social scientists make a living imagining the future on the basis of the past. I also spend a lot of time reading novels and watching books and films. Partly because I am lazy and I like them. Partly because I'm looking for those novels and films to help me imagine other possibilities of being that aren't drawn from the past. Art, Dewey tells us in The Public and its Problems, is the real bearer of newness. Maybe then, I get to grab onto those things and say ok, what if we made those them responsive to an expansive materialist analysis of what an Israeli-Palestinian peace would need to survive? What if we held the luftmentsch's feet to the materialist/pragmatic fire, even as we held the wonk's feet to the luftmentsch's fire? Let them both squeal for a while. There's possibility there.

I will begin with a story. When I was in graduate school I returned to Hampshire twice to teach as part of the Jan Plan. The college was interested in elevating its January term, which up until then had been a free for all of student led courses. I was looking to get out of Binghamton for a few weeks. Even in the bitter cold of January, Amherst has more to offer than Broome County. I saw the first Scream during one of those Januarys, and the next January I taught it.My course was meant to be fun. We read some of Lawrence Grossberg's We Gotta Get Out of this Place, some of Steven Shaviro's The Cinematic Body, some Jameson, and probably some of Men, Women, and Chainsaws (Basically books that I thought were cool). My approach to Scream was ambitious. I assigned some of Paolo Virno's writings on opportunism and cynicism as the prevailing attitudes of modern life, and tried to make a connection, albeit an uncertain one, between his description of cynicism and the self aware nature of Scream. The basis of this connection is the way in which the cynic is aware of both the arbitrary and binding nature of nature of certain rules, norms, and protocols. As Virno writes:"The cynic recognizes, in the particular context in which he operates, the predominate role played by certain epistemological premises and the simultaneous absence of real equivalences. To prevent disillusion, he forgoes any aspiration to dialogic and transparent communication. He renounces from the beginning the search for an intersubjective foundation for his practice and for a shared criterion of moral value … The decline of the principle of equivalence, a principle intimately connected to commerce and exchange, can be seen in the cynic's behaviour, in his impatient abandon of the demand for equality. He entrusts his own affirmation of self to the multiplication and fluidification of hierarchies and unequal distributions that the unexpected centrality of knowledge in production seems to imply."This awareness of rules seemed to apply to the self aware nature of the Scream films which attempt to both recognize the conventions of the slasher film, "there are rules for surviving a horror movie," and keep those conventions in place as the basis for the film. (It is worth noting that the Scream films never offer a justification for a convention, never goes the route of later films, like Cabin in the Woods that ground the conventions of one genre by explaining them by way of another, in this case cosmic horror/government conspiracy). The Scream films both acknowledge the cliched nature of the rules while simultaneously using them as rules, saying that "You will be right back" is a sure guarantee that you won't, engaging in sexual activity is a death sentence. (it demands both a knowing wink and a terrified scream).This put the Scream films in a difficult position, of constantly commenting on while utilizing the conventions of slasher films, a task made more difficult by the fact that that specific sub genre of horror is subject to its own cycles of exhaustion and renewal. The recent Scream films, the one just called Scream and the recent sequel, that resumes the sequence with the number VI, have offered their own meta-commentary on the genre, and the current state of the culture industry. Scream coined the term "requel," a sequel that is also a reset or reboot of the series. Usually such requels attempt to right a series which has lost its way, or its audience.The requel brings back a major character or original director as an attempt to restore continuity and trust. A list of such requels includes the recent Halloween films with Jamie Lee Curtis, Terminator: Dark Fate, Jurassic World: Dominion, and Prometheus. All films that reboot and restore a series. It could be argued, however, that the Scream films have never needed such a reset. The original cast, Neve Campbell, Courtney Cox, and David Arquette, have been in all of the films, and there has been no diversion from the formula that needed correction just the exhaustion brought about by repetition. This tension between the concept and the film is resolved in Scream (5) by having The Stab series, the films within the film, lose sight of the slasher premise of the earlier films. The reference here seems to be to such series wrecking deviations as the Friday the Thirteenth in space, Jason X and the convoluted mythos of the later Halloween films. Scream is oddly a better work of film criticism than a film. The film is fine, for what it is, but it follows its own predictable set of rules, rules not mentioned, opening with a menacing phone call and a killing, and ending with a revelation of who is wearing the Ghost Face mask this time and why. The better the films get at commenting on the unwritten rules of the culture industry the more glaring there own unwritten rules stand out. The latest installment, Scream VI continues this odd trajectory in which the commentary and plot increasingly diverge. The commentary now focuses on the idea that the killers are building a franchise. A franchise has its own rules, most importantly legacy characters can now be killed off in order to further the franchise. The intellectual property is the real main character. Such a description fits such films as The Force Awakens and The Last Jedi, which bring back Han Solo and Luke Skywalker only to kill them off so that the franchise could live on. Once again this is a point of criticism that does not exactly describe the latest Scream film. David Arquette's Dewey character was killed in Scream (5); Courtney Cox's Gail Weathers character is attacked but seems to survive this film, and Neve Campbell's Sydney character does not even appear in the latest installment, but that is because they did not offer her enough money. The tension between intellectual property and actor is one of the defining characteristics of modern filmmaking. It is a conflict between an old world of marketing movies based on bankable stars and a new world of carefully managed franchises, and in this interregnum CGI monsters are born. This can be seen in the MCU, which as much as it hides actors behind interchangeable digital masks, putting out three different Spider-Men, three Hulks, and countless Batmen, still has to make an entire film about the death of one of its stars, Chadwick Boseman, and struggles to draw audiences after the departure of Robert Downey Jr. and Chris Evans. Although that last point has to do with another tension, the tension between serial repetition and narrative closure. To cite the MCU once again, Avengers: Endgame felt like an end to a story spanning dozens of films, and when the story comes to an end people are not immediately ready to just jump back in. The recent Indiana Jones movies are defined between both of these tensions, between actor and property, brand repetition and narrative closure. There is no small bit of irony to the second tension. At the level of structure the films revival an older serial form, that of Saturday adventure serials that is completely at home in the modern serialization of intellectual property. One gets the impression in watching the films that they could have made a ton of these movies, there are always new treasures to find and Nazis to punch. Residual meets the emergent, old serials meet the serial form of the sequel. The moment to do that has passed, however, and now the recent films struggle with Harrison Ford, the aging bankable star beneath the IP hat, and the sense that the last film ended with the closest thing to a happily ever after the series offered--Indy and Marion are married and Shia LeBeouf does not put on the hat. Indiana Jones and the Dial of Destiny resolves the first issue, that of Ford's age, with an extended opening sequence set at the end of World War II made possible by the combination of old film stock and modern AI imaging. What we get is not so much a young Harrison Ford, but at least a reminder that he existed, somehow his charm eludes CGI reproduction. The opening sequence devolves into the weightless cartoon world of so much modern digital effects. With respect to the later we learn that Shia LeBeouf's Mutt died in Vietnam and the grief of his loss destroyed Indy's marriage. All of this means that he is off an another adventure again with a young god daughter, played by a (hopefully more bankable) Phoebe Waller-Bridge. The film follows the rules of an Indiana Jones film. There are chases, horse chases, car chases, plane chases, some version of creepy crawly creatures, this time eels, and ancient booby traps, all of which are punctuated by jokes about how old Harrison Ford is this time out. The film is slightly better than the last, but, in the final scene, when Marion and Indy are not only reunited but they repeat there "where doesn't it hurt" flirtation from the first film, you get the sense that the directors are searching for their own dial of destiny, a device that could turn back time and make a half dozen Indiana Jones films between nineteen eighty and eighty nine, back when the IP was fresh and Ford was bankable. As I began this piece with my own bit of nostalgia. In the nineties, I tried to make a connection between the Scream film's self aware commentary on the rules of its genre and Virno description of the cynic as the prevailing attitude of postmodernism. I remember saying to the class, "we see these films because we are aware of the rules, the cliches, but we still want to enjoy them." I would add now that in the age of Intellectual Property we are aware that all of these films are made to build, and capitalize on the brand, the IP, but we want to pretend that they are driven by something else, by something more compelling. The task of modern filmmaking, of the contemporary culture industry, is to make what is driven by market forces feel like it is made for our enjoyment. This task appears to be harder to pull off than digitally deaging an old movie star.

Today marks the 50th anniversary of the military coup that overthrew the democratically elected government of Chilean President Salvador Allende and ushered in a particularly brutal and bloody dictatorship under Gen. Augusto Pinochet Ugarte, which lasted until 1990. The role of the CIA in preparing the conditions for the coup, as well as subsequent U.S. support for the dictatorship, contributed heavily to the perception in Latin America and beyond that Washington, despite its claims to champion democracy, preferred "friendly" authoritarian regimes over the possibility that non-aligned or democratically elected left-leaning governments could take power in regions that it considered to be within its sphere of influence. Investigations in the mid-1970s into the U.S. role in Chile also led to unprecedented legislation — sometimes enforced, sometimes not – designed to ensure greater Congressional oversight of U.S. covert operations and to curb U.S. military and other assistance to governments and armies that abuse fundamental human rights. To note the 50th anniversary, RS spoke with Peter Kornbluh, the veteran director of the Chilean Documentation Project of the non-governmental National Security Archive, whose work has resulted in the declassification of thousands of previously secret government documents related to U.S. relations with Chile from the 1960's through the Pinochet dictatorship. A prize-winning author, Kornbluh published "The Pinochet Files: A Declassified Dossier on Atrocity and Accountability," which the Los Angeles Times selected as a "best book" of 2003. As director of the NSA's Cuba Documentation Project, Kornbluh has also written several books on U.S.-Cuban relations. Kornbluh spoke with RS from Chile, where he is participating in the country's observance of today's anniversary. The following conversation has been edited for length and clarity. RS: You are the most distinguished researcher on the coup and, in particular, the U.S. role. Briefly, can you say what support the U.S. lent to the coup both before and after? Kornbluh: You know, it doesn't have to be me saying it. We can just simply quote Henry Kissinger briefing Richard Nixon five days after the coup. He [said], "The Chilean thing was getting consolidated." And Nixon expresses his slight preoccupation about whether the U.S. role is going to be exposed. Nixon says, "Our hand doesn't show on this, does it though?" Kissinger's response is a three-sentence summary of what the U.S. role was. First, he says, "We didn't do it." And he's referring to the fact that the United States was not on the ground 50 years ago today, with agents driving the tanks, supplying the intelligence, piloting the planes that bombed the [presidential] Moneda Palace. The United States did not stand side by side that day with the Chilean military as they destroyed Chile's long democratic tradition. And then Kissinger continues, "I mean, we helped them. Blank" — a word that is omitted, which you can fill in — "created the conditions as best as possible." And that's an accurate summary of what the U.S. role was. Starting almost the day after Allende's election [in 1970] but weeks before he actually was inaugurated as President of Chile, it was the U.S. goal and mission to foment a coup in Chile, to create what the CIA referred to as a "coup climate" and maximize the likelihood that Allende's model would be a model of failure. And if that also, at the same time, created the conditions, "as best as possible for a military coup," so be it. It was the political goal of Henry Kissinger and Richard Nixon to assure that Allende did not have a successful model of electoral socialist change that other countries in the world might want to emulate, and the United States [intervened] through both an invisible economic blockade, a cut off of multilateral credits, and a five-pronged covert operations effort that targeted the military. The U.S. funneled a bunch of money into El Mercurio, which was kind of, in those days, the Fox News of Chile, openly pushing for a coup against the Allende government. Those were the operations that helped, as the CIA itself put it, set the stage for the September 11,1973, coup. So it wasn't that the United States had a direct role on the ground here. It wasn't that the Chilean military were puppets of the United States of America. It was that the United States contributed to a set of conditions that would enhance the likelihood that there would be social pressure for the military to move, and the military did move. RS: What was the reaction by the Nixon-Kissinger government, if we can put it that way, in the years that followed the coup? Kornbluh: You can start with the hours that followed. Tomorrow will be September 12th, the 50th anniversary of Kissinger calling what was known as the Washington Special Action Group together and mobilizing everybody to help the Pinochet military regime consolidate. It's quite explicit. And as part of this gathering, one US. official says to Kissinger, "I guess our policy on Allende worked pretty well." And Kissinger jokes to everybody, "President Nixon is worried that we might want to send somebody to Allende's funeral." Kissinger says, "I told him we didn't plan to do that." And then another official in the meeting pipes up and says, "Only, of course, if you want to go, Secretary Kissinger." So they're joking around literally 24 hours after the coup about how successful they were. Nixon and Kissinger just after the coup are commiserating. They want the credit for having overthrown Allende, and they're commiserating about what Nixon calls the "liberal crap" in the U.S. newspapers, and Kissinger says the newspapers are "bleating" because Allende has been overthrown and has died. Nixon says, "isn't that something?" And Kissinger basically says they should be celebrating. And he tells Nixon, "In the Eisenhower period, we would be heroes." That conversation took place five days after the coup. By then, Kissinger had reconfigured U.S. policy almost overnight. It had been a policy to destabilize Allende's ability to govern. Almost overnight after the coup, the policy had a complete reversal. It's now a policy to help the new military regime consolidate, and that policy continues all the way through the first three years of the Pinochet regime. It was that first year when the spigots of economic aid and military support to Pinochet [began] opening, including helping Pinochet build what became the most sinister and repressive secret police agency in all of Latin America, the DINA [Dirección de Inteligencia Nacional]. That policy starts to change after the September 1976 act of terrorism in Washington DC that took the lives of Orlando Letelier and Ronni Moffitt. By the second term of the Reagan administration, the United States has had enough of Pinochet's megalomania, his terrorism. The United States eventually abandons him, but it's a long and incredible history. RS: You had congressional committees in the mid 1970s that expressed considerable shock about U.S. covert operations, and Chile was among the most important. Do you see Congress as assuming its responsibilities or failing to do so in regard to Pinochet's Chile? And how much of a precedent, if any at all, did that create or help create? Kornbluh: The scandal of Chile broke in September of 1974 in an article done by that intrepid reporter, Seymour Hersh, where he had gotten hold of secret testimony that CIA Director William Colby had given to the House Armed Services Committee in which he had discussed the whole destabilization program. The scandal was immediate. After the Hersh story ran, the U.S. Senate reconvenes. Frank Church was named head of another special committee, which became the famous Church committee, and Congress did its very first investigation of the CIA covert operations in general and a case study of Chile in particular. The House Committee under Congressman Otis Pike also started to look at Chile. That whole process was a lot less organized and a lot more chaotic. The Church committee reports really shook the foundations of Americans' perception of their own government. It became quite clear that their own government — in their name and without their knowledge — was intervening to overthrow a democratically elected government and bolstering a murderous, ruthless military regime. Congress moved very quickly, not just because of the Church Committee investigation but because of a moral reaction of disbelief that our government didn't give a damn about human rights violations and was continuing to embrace this murderous regime. It was because of Chile that heroic senators and congressmen — Edward Kennedy in the Senate, Congressman Tom Harkin from Iowa — got together and drafted the first human rights amendments to U.S. laws governing military and economic aid abroad. Those laws were inspired by and directed initially at Henry Kissinger, who was just basically — can I say kissing Pinochet's ass? Kissinger was telling his own staff not to say anything to him anymore about human rights. These laws were passed, and, for the first time, human rights became an institutionalized criterion of U.S. foreign policy. Congress stepped up and represented the values of the American people in pushing those laws forward.Some people here in Chile at the time of the coup, including a Methodist minister named Joe Eldridge, luckily got out. He returned to Washington so outraged that the United States was supporting the atrocities that were taking place that he founded the Washington Office on Latin America, and, with Amnesty International, almost single handedly created the modern human rights movement in Washington as we know it today. He sought to create a different U.S. foreign policy, one that better reflected the values of the American people.RS: As you look back, this was Congress's high point, and it drew certain lessons from there, some of which have stuck, not necessarily all. But how has this affected long-term U.S.-Latin American relations? The U.S. intervention covert intervention there and its support for Pinochet, what kind of effect do you think it's had on U.S.-Latin American relations over the past 50 years? Kornbluh: The U.S. role in Chile became a horrendous stain on any credible argument that the United States supported democracy, opposed military dictatorships, opposed human rights violations — all the things that the United States supposedly wanted to claim that it stood for. And even though presidents later, starting with Carter, have stood for those things, and the United States still is supposed to stand for those things, the history of the U.S. role in Chile has made it very difficult for that argument, even 50 years later, to be credibly presented. One way to understand what the United States did in Chile is to compare it today to what Russia is doing to Ukraine. The Russian intervention in Ukraine was essentially inspired by the same issues that Henry Kissinger and Richard Nixon feared with the election of Allende. [Ukrainian President Volodymyr] Zelensky had been popularly elected. Ukraine was turning to the West. [Russian President Vladimir] Putin saw that as an affront to his hegemony in the region. In the case of Chile, it's not an open war, but it was a similar type of effort to control the region, to undermine a model that might change the broader influence of the United States if other countries emulated Allende's electoral model of change. We're not really talking about the past. So many countries, including the United States of America, are facing the deterioration of democratic institutions and the onslaught and threat of authoritarian rule not just in the United States and Chile, but also in Spain, Sweden, Italy, etc. You have a situation where democracy and its meaning are slipping, and the forces of dictatorial rule are growing. Chile is a reminder of the extreme dangers to all of us if that process continues. Chileans have already lived through it once. They don't want to live through it again. That's why the resounding slogan at the official ceremony today from Chilean President Gabriel Boric was "nunca mas." Never again.

Daniel Deudney on Mixed Ontology, Planetary Geopolitics, and Republican Greenpeace
This is the second in a series of Talks dedicated to the technopolitics of International Relations, linked to the forthcoming double volume 'The Global Politics of Science and Technology' edited by Maximilian Mayer, Mariana Carpes, and Ruth Knoblich
World politics increasingly abrasions with the limits of state-centric thinking, faced as the world is with a set of issues that affect not only us collectively as mankind, but also the planet itself. While much of IR theorizing seems to shirk such realizations, the work of Daniel Deudney has consistently engaged with the complex problems engendered by the entanglements of nuclear weapons, the planetary environment, space exploration, and the kind of political associations that might help us to grapple with our fragile condition as humanity-in-the world. In this elaborate Talk, Deudney—amongst others—lays out his understanding of the fundamental forces that drive both planetary political progress and problems; discusses the kind of ontological position needed to appreciate these problems; and argues for the merits of a republican greenpeace model to political organization.

What is, according to you, the biggest challenge / principal debate in current IR? What is your position or answer to this challenge / in this debate?
The study of politics is the study of human politics and the human situation has been—and is being—radically altered by changes in the human relationships with the natural and material worlds. In my view, this means IR and related intellectual disciplines should focus on better understanding the emergence of the 'global' and the 'planetary,' their implications for the overall human world and its innumerable sub-worlds, and their relations with the realization of basic human needs. The global and the planetary certainly don't comprise all of the human situation, but the fact that the human situation has become global and planetary touches every other facet of the human situation, sometimes in fundamental ways. The simple story is that the human world is now 'global and planetary' due to the explosive transformation over the last several centuries of science-based technology occurring within the geophysical and biophysical features of planet Earth. The natural Earth and its relationship with humans have been massively altered by the vast amplifications in dispersed human agency produced by the emergence and spread of machine-based civilization. The overall result of these changes has been the emergence of a global- and planetary-scale material and social reality that is in some ways similar, but in other important ways radically different, from earlier times. Practices and structures inherited from the pre-global human worlds have not adequately been adjusted to take the new human planetary situation into account and their persistence casts a long and partially dark shadow over the human prospect.
A global and planetary focus is also justified—urgently—by the fact that the overall human prospect on this planet, and the fate of much additional life on this planet, is increasingly dependent on the development and employment of new social arrangements for interacting with these novel configurations of material and natural possibilities and limits. Human agency is now situated, and is making vastly fateful choices—for better or worse—in a sprawling, vastly complex aggregation of human-machine-nature assemblies which is our world. The 'fate of the earth' now partly hinges on human choices, and helping to make sure these choices are appropriate ones should be the paramount objective of political scientific and theoretical efforts. However, no one discipline or approach is sufficient to grapple successfully with this topic. All disciplines are necessary. But there are good reasons to believe that 'IR' and related disciplines have a particularly important possible practical role to play. (I am also among those who prefer 'global studies' as a label for the enterprise of answering questions that cut across and significantly subsume both the 'international' and the 'domestic.')
My approach to grappling with this topic is situated—like the work of now vast numbers of other IR theorists and researchers of many disciplines—in the study of 'globalization.' The now widely held starting point for this intellectual effort is the realization that globalization has been the dominant pattern or phenomenon, the story of stories, over at least the last five centuries. Globalization has been occurring in military, ecological, cultural, and economic affairs. And I emphasize—like many, but not all, analysts of globalization—that the processes of globalization are essentially dependent on new machines, apparatuses, and technologies which humans have fabricated and deployed. Our world is global because of the astounding capabilities of machine civilization. This startling transformation of human choice by technological advance is centrally about politics because it is centrally about changes in power. Part of this power story has been about changes in the scope and forms of domination. Globalization has been, to state the point mildly, 'uneven,' marked by amplifications of violence and domination and predation on larger and wider scales. Another part of the story of the power transformation has been the creation of a world marked by high degrees of interdependence, interaction, speed, and complexity. These processes of globalization and the transformation of machine capabilities are not stopping or slowing down but are accelerating. Thus, I argue that 'bounding power'—the growth, at times by breathtaking leaps, of human capabilities to do things—is now a fundamental feature of the human world, and understanding its implications should, in my view, be a central activity for IR scholars.
In addressing the topic of machine civilization and its globalization on Earth, my thinking has been centered first around the developing of 'geopolitical' lines argument to construct a theory of 'planetary geopolitics'. 'Geopolitics' is the study of geography, ecology, technology, and the earth, and space and place, and their interaction with politics. The starting point for geopolitical analysis is accurate mapping. Not too many IR scholars think of themselves as doing 'geography' in any form. In part this results from of the unfortunate segregation of 'geography' into a separate academic discipline, very little of which is concerned with politics. Many also mistake the overall project of 'geopolitics' with the ideas, and egregious mistakes and political limitations, of many self-described 'geopoliticans' who are typically arch-realists, strong nationalists, and imperialists. Everyone pays general lip service to the importance of technology, but little interaction occurs between IR and 'technology studies' and most IR scholars are happy to treat such matters as 'technical' or non-political in character. Despite this general theoretical neglect, many geographic and technological factors routinely pop into arguments in political science and political theory, and play important roles in them.
Thinking about the global and planetary through the lens of a fuller geopolitics is appealing to me because it is the human relationship with the material world and the Earth that has been changed with the human world's globalization. Furthermore, much of the actual agendas of movements for peace, arms control, and sustainability are essentially about alternative ways of ordering the material world and our relations with it. Given this, I find an approach that thinks systematically about the relations between patterns of materiality and different political forms is particularly well-suited to provide insights of practical value for these efforts.
The other key focus of my research has been around extending a variety of broadly 'republican' political insights for a cluster of contemporary practical projects for peace, arms control, and environmental stewardship ('greenpeace'). Even more than 'geopolitics,' 'republicanism' is a term with too many associations and meanings. By republics I mean political associations based on popular sovereignty and marked by mutual limitations, that is, by 'bounding power'—the restraint of power, particularly violent power—in the interests of the people generally. Assuming that security from the application of violence to bodies is a primary (but not sole) task of political association, how do republican political arrangements achieve this end? I argue that the character and scope of power restraint arrangements that actually serve the fundamental security interests of its popular sovereign varies in significant ways in different material contexts.
Republicanism is first and foremost a domestic form, centered upon the successive spatial expansion of domestic-like realms, and the pursuit of a constant political project of maximally feasible ordered freedom in changed spatial and material circumstances. I find thinking about our global and planetary human situation from the perspective of republicanism appealing because the human global and planetary situation has traits—most notably high levels of interdependence, interaction, practical speed, and complexity—that make it resemble our historical experience of 'domestic' and 'municipal' realms. Thinking with a geopolitically grounded republicanism offers insights about global governance very different from the insights generated within the political conceptual universe of hierarchical, imperial, and state-centered political forms. Thus planetary geopolitics and republicanism offers a perspective on what it means to 'Think Globally and Act Locally.' If we think of, or rather recognize, the planet as our locality, and then act as if the Earth is our locality, then we are likely to end up doing various approximations of the best-practice republican forms that we have successfully developed in our historically smaller domestic localities.
How did you arrive at where you currently are in IR?
Like anybody else, the formative events in my intellectual development have been shaped by the thick particularities of time and place. 'The boy is the father of the man,' as it is said. The first and most direction-setting stage in the formation of my 'green peace' research interests was when I was in 'grade school,' roughly the years from age 6-13. During these years my family lived in an extraordinary place, St Simons Island, a largely undeveloped barrier island off the coast of southern Georgia. This was an extremely cool place to be a kid. It had extensive beaches, and marshes, as well as amazing trees of gargantuan proportions. My friends and I spent much time exploring, fishing, camping out, climbing trees, and building tree houses. Many of these nature-immersion activities were spontaneous, others were in Boy Scouts. This extraordinary natural environment and the attachments I formed to it, shaped my strong tendency to see the fates of humans and nature as inescapably intertwined. But the Boy Scouts also instilled me with a sense of 'virtue ethics'. A line from the Boy Scout Handbook captures this well: 'Take a walk around your neighborhood. Make a list of what is right and wrong about it. Make a plan to fix what is not right.' This is a demotic version of Weber's political 'ethic of responsibility.' This is very different from the ethics of self-realization and self-expression that have recently gained such ground in America and elsewhere. It is now very 'politically incorrect' to think favorably of the Boy Scouts, but I believe that if the Scouting experience was universally accessible, the world would be a much improved place.
My kid-in-nature life may sound very Tom Sawyer, but it was also very Tom Swift. My friends and I spent much of our waking time reading about the technological future, and imaginatively play-acting in future worlds. This imaginative world was richly fertilized by science fiction comic books, television shows, movies, and books. Me and my friends—juvenile technological futurists and techno-nerds in a decidedly anti-intellectual culture—were avid readers of Isaac Asimov, Arthur C. Clarke, Ray Bradbury, and Robert Heinlein, and each new issue of Analog was eagerly awaited. While we knew we were Americans, my friends and I had strong inclinations to think of ourselves most essentially as 'earthlings.' We fervently discussed extraterrestrial life and UFOs, and we eagerly awaited the day, soon to occur, we were sure, in which we made 'first contact.' We wanted to become, if not astronauts, then designers and builders of spaceships. We built tree houses, but we filled them with discarded electronics and they became starships. We rode bicycles, but we lugged about attaché cases filled with toy ray guns, transistor radios, firecrackers, and homemade incendiary devices. We built and fired off rockets, painstaking assembled plastic kit models of famous airplanes and ships, and then we would blow them apart with our explosives. The future belonged to technology, and we fancied ourselves its avant garde.
Yet the prospect of nuclear Armageddon seemed very real. We did 'duck and cover' drills at school, and sat for two terrifying weeks through the Cuban Missile Crisis. My friends and I had copies of the Atomic Energy Commission manuals on 'nuclear effects,' complete with a slide-rule like gadget that enabled us to calculate just what would happen if near-by military bases were obliterated by nuclear explosions. Few doubted that we were, in the words of a pop song, 'on the eve of destruction.' These years were also the dawning of 'the space age' in which humans were finally leaving the Earth and starting what promised to be an epic trek, utterly transformative in its effects, to the stars. My father worked for a number of these years for a large aerospace military-industrial firm, then working for NASA to build the very large rockets needed to launch men and machines to the moon and back. My friends and I debated fantastical topics, such as the pros and cons of emigrating to Mars, and how rapidly a crisis-driven exodus from the earth could be organized.
Two events that later occurred in the area where I spent my childhood served as culminating catalytic events for my greenpeace thinking. First, some years after my family moved away, the industrial facility to mix rocket fuel that had been built by the company my father worked for, and that he had helped put into operation, was struck by an extremely violent 'industrial accident,' which reduced, in one titanic flash, multi-story concrete and steel buildings filled with specialized heavy industrial machinery (and everyone in them) into a grey powdery gravel ash, no piece of which was larger than a fist. Second, during the late 1970s, the US Navy acquired a large tract of largely undeveloped marsh and land behind another barrier island (Cumberland), an area 10-15 miles from where I had lived, a place where I had camped, fished, and hunted deer. The Navy dredged and filled what was one of the most biologically fertile temperate zone estuaries on the planet. There they built the east coast base for the new fleet of Trident nuclear ballistic missile submarines, the single most potent violence machine ever built, thus turning what was for me the wildest part of my wild-encircled childhood home into one of the largest nuclear weapons complexes on earth. These events catalyzed for me the realization that there was a great struggle going on, for the Earth and for the future, and I knew firmly which side I was on.
My approach to thinking about problems was also strongly shaped by high school debate, where I learned the importance of 'looking at questions from both sides,' and from this stems my tendency to look at questions as debates between competing answers, and to focus on decisively engaging, defeating, and replacing the strongest and most influential opposing positions. As an undergraduate at Yale College, I started doing Political Theory. I am sure that I was a very vexing student in some ways, because (the debater again) I asked Marxist questions to my liberal and conservative professors, and liberal and conservative ones to my Marxist professors. Late in my sophomore year, I had my epiphany, my direction-defining moment, that my vocation would be an attempt to do the political theory of the global and the technological. Since then, the only decisions have been ones of priority and execution within this project.
Wanting to learn something about cutting-edge global and technological and issues, I next went to Washington D.C. for seven years. I worked on Capitol Hill for three and a half years as a policy aide, working on energy and conservation and renewable energy and nuclear power. I spent the other three and a half years as a Senior Researcher at the Worldwatch Institute, a small environmental and global issues think tank that was founded and headed by Lester Brown, a well-known and far-sighted globalist. I co-authored a book about renewable energy and transitions to global sustainability and wrote a study on space and space weapons. At the time I published Whole Earth Security: a Geopolitics of Peace (1983), in which my basic notions of planetary geopolitics and republicanism were first laid out. During these seven years in Washington, I also was a part-time student, earning a Master's degree in Science, Technology and Public Policy at George Washington University.
In all, these Washington experiences have been extremely valuable for my thinking. Many political scientists view public service as a low or corrupting activity, but this is, I think, very wrong-headed. The reason that the democratic world works as well as it does is because of the distributive social intelligence. But social intelligence is neither as distributed nor as intelligent as it needs to be to deal with many pressing problems. My experience as a Congressional aide taught me that most of the problems that confront my democracy are rooted in various limits and corruptions of the people. I have come to have little patience with those who say, for example, rising inequality is inherent in capital C capitalism, when the more proximate explanation is that the Reagan Republican Party was so successful in gutting the progressive tax system previously in place in the United States. Similarly, I see little value in claims, to take a very contemporary example, that 'the NSA is out of control' when this agency is doing more or less what the elected officials, responding to public pressures to provide 'national security' loudly demanded. In democracies, the people are ultimately responsible.
As I was immersed in the world of arms control and environmental activism I was impressed by the truth of Keynes's oft quoted line, about the great practical influence of the ideas of some long-dead 'academic scribbler.' This is true in varying degrees in every issue area, but in some much more than others. This reinforced my sense that great potential practical consequence of successfully innovating in the various conceptual frameworks that underpinned so many important activities. For nuclear weapons, it became clear to me that the problem was rooted in the statist and realist frames that people so automatically brought to a security question of this magnitude.
Despite the many appeals of a career in DC politics and policy, this was all for me an extended research field-trip, and so I left Washington to do a PhD—a move that mystified many of my NGO and activist friends, and seemed like utter folly to my political friends. At Princeton University, I concentrated on IR, Political Theory, and Military History and Politics, taking courses with Robert Gilpin, Richard Falk, Barry Posen, Sheldon Wolin and others. In my dissertation—entitled Global Orders: Geopolitical and Materialist Theories of the Global-Industrial Era, 1890-1945—I explored IR and related thinking about the impacts of the industrial revolution as a debate between different world order alternatives, and made arguments about the superiority of liberalist, internationalist, and globalist arguments—most notably from H.G. Wells and John Dewey—to the strong realist and imperialist ideas most commonly associated with the geopolitical writers of this period.
I also continued engaging in activist policy affiliated to the Program on Nuclear Policy Alternatives at the Center for Energy andEnvironmental Studies (CEES), which was then headed by Frank von Hippel, a physicist turned 'public interest scientist', and a towering figure in the global nuclear arms control movement. I was a Post Doc at CEES during the Gorbachev era and I went on several amazing and eye-opening trips to the Soviet Union. Continuing my space activism, I was able to organize workshops in Moscow and Washington on large-scale space cooperation, gathering together many of the key space players on both sides. While Princeton was fabulously stimulating intellectually, it was also a stressful pressure-cooker, and I maintained my sanity by making short trips, two of three weekends, over six years, to Manhattan, where I spent the days working in the main reading room of the New York Public Library and the nights partying and relaxing in a world completely detached from academic life.
When it comes to my intellectual development in terms of reading theory, the positive project I wanted to pursue was partially defined by approaches I came to reject. Perhaps most centrally, I came to reject an approach that was very intellectually powerful, even intoxicating, and which retains great sway over many, that of metaphysical politics. The politics of the metaphysicians played a central role in my coming to reject the politics of metaphysics. The fact that some metaphysical ideas and the some of the deep thinkers who advanced them, such as Heidegger, and many Marxists, were so intimately connected with really disastrous politics seemed a really damning fact for me, particularly given that these thinkers insisted so strongly on the link between their metaphysics and their politics. I was initially drawn to Nietzsche's writing (what twenty-year old isn't) but his model of the philosopher founder or law-giver—that is, of a spiritually gifted but alienated guy (and it always is a guy) with a particularly strong but frustrated 'will to power' going into the wilderness, having a deep spiritual revelation, and then returning to the mundane corrupt world with new 'tablets of value,' along with a plan to take over and run things right—seemed more comic than politically relevant, unless the prophet is armed, in which case it becomes a frightful menace. The concluding scene in Herman Hesse's Magister Ludi (sometimes translated as The Glass Bead Game) summarized by overall view of the 'high theory' project. After years of intense training by the greatest teachers the most spiritually and intellectually gifted youths finally graduate. To celebrate, they go to lake, dive in, and, having not learned how to swim, drown.
I was more attracted to Aristotle, Hume, Montesquieu, Dewey and other political theorists with less lofty and comprehensive views of what theory might accomplish; weary of actions; based on dogmatic or totalistic thinking; an eye to the messy and compromised world; with a political commitment to liberty and the interests of the many; a preference for peace over war; an aversion to despotism and empire; and an affinity for tolerance and plurality. I also liked some of those thinkers because of their emphasis on material contexts. Montesquieu seeks to analyze the interaction of material contexts and republican political forms; Madison and his contemporaries attempt to extend the spatial scope of republican political association by recombining in novel ways various earlier power restraint arrangements. I was tremendously influenced by Dewey, studying intensively his slender volume The Public and its Problems (1927)—which I think is the most important book in twentieth century political thought. By the 'public' Dewey means essentially a stakeholder group, and his main point is that the material transformations produced by the industrial revolution has created new publics, and that the political task is to conceptualize and realize forms of community and government appropriate to solving the problems that confront these new publics.
One can say my overall project became to apply and extend their concepts to the contemporary planetary situation. Concomitantly reading IR literature on nuclear weapons, I was struck by fact that the central role that material realities played in these arguments was very ad hoc, and that many of the leading arguments on nuclear politics were very unconvincing. It was clear that while Waltz (Theory Talk #40) had brilliantly developed some key ideas about anarchy made by Hobbes and Rousseau, he had also left something really important out. These sorts of deficiencies led me to develop the arguments contained in Bounding Power. I think it is highly unlikely that I would have had these doubts, or come to make the arguments I made without having worked in political theory and in policy.
I read many works that greatly influenced my thinking in this area, among them works by Lewis Mumford, Langdon Winner's Autonomous Technology, James Lovelock's Gaia, Charles Perrow's Normal Accidents (read a related article here, pdf), Jonathan Schell's Fate of the Earth and The Abolition, William Ophul's Ecology and the Politics of Scarcity... I was particularly stuck by a line in Buckminster Fuller's Operating Manual for Spaceship Earth (pdf), that we live in a 'spaceship' like closed highly interconnected system, but lack an 'operating manual' to guide intelligently our actions. It was also during this period that I read key works by H.G. Wells, most notably his book, Anticipations, and his essay The Idea of a League of Nations, both of which greatly influenced my thinking.
This aside, the greatest contribution to my thinking has come from conversations sustained over many years with some really extraordinary individuals. To mention those that I have been arguing with, and learning from, for at least ten years, there is John O'Looney, Wesley Warren, Bob Gooding-Williams, Alyn McAuly, Henry Nau, Richard Falk, Michael Doyle (Theory Talk #1), Richard Mathew, Paul Wapner, Bron Taylor, Ron Deibert, John Ikenberry, Bill Wohlforth, Frank von Hippel, Ethan Nadelmann, Fritz Kratochwil, Barry Buzan (Theory Talk #35), Ole Waever, John Agnew (Theory Talk #4), Barry Posen, Alex Wendt (Theory Talk #3), James der Derian, David Hendrickson, Nadivah Greenberg, Tim Luke, Campbell Craig, Bill Connolly, Steven David, Jane Bennett, Daniel Levine (TheoryTalk #58), and Jairus Grove. What would a student need to become a specialist in IR or understand the world in a global way?
I have thought a great deal about what sort of answers to this question can be generally valuable. For me, the most important insight is that success in intellectual life and academia is determined by more or less the same combination of factors that determines success more generally. This list is obvious: character, talent, perseverance and hard work, good judgment, good 'people skills,' and luck. Not everyone has a talent to do this kind of work, but the number of people who do have the talent to do this kind of work is much larger than the number of people who are successful in doing it. I think in academia as elsewhere, the people most likely to really succeed are those whose attitude toward the activity is vocational. A vocation is something one is called to do by an inner voice that one cannot resist. People with vocations never really work in one sense, because they are doing something that they would be doing even if they were not paid or required. Of course, in another sense people with vocations never stop working, being so consumed with their path that everything else matters very little. People with jobs and professions largely stop working when they when the lottery, but people with vocations are empowered to work more and better. When your vocation overlaps with your job, you should wake up and say 'wow, I cannot believe I am being paid to do this!' Rather obviously, the great danger in the life paths of people with vocations is imbalance and burn-out. To avoid these perils it is beneficial to sustain strong personal relationships, know when and how to 'take off' effectively, and sustain the ability to see things as an unfolding comedy and to laugh.
Academic life also involves living and working in a profession. Compared to the oppressions that so many thinkers and researchers have historically suffered from, contemporary professional academic life is a utopia. But academic life has several aspects unfortunate aspects, and coping successfully with them is vital. Academic life is full of 'odd balls' and the loose structure of universities and organization, combined with the tenure system, licenses an often florid display of dubious behavior. A fair number of academics have really primitive and incompetent social skills. Others are thin skinned-ego maniacs. Some are pompous hypocrites. Some are ruthlessly self-aggrandizing and underhanded. Some are relentless shirkers and free-riders. Also, academic life is, particularly relative to the costs of obtaining the years of education necessary to obtain it, not very well paid. Corruptions of clique, ideological factionalism, and nepotism occur. If not kept in proper perspective, and approached in appropriate ways, academic department life can become stupidly consuming of time, energy, and most dangerously, intellectual attention. The basic step for healthy departmental life is to approach it as a professional role.
The other big dimension of academic life is teaching. Teaching is one of the two 'deliverables' that academic organizations provide in return for the vast resources they consume. Shirking on teaching is a dereliction of responsibility, but also is the foregoing of a great opportunity. Teaching is actually one of the most assuredly consequential things academics do. The key to great teaching is, I think, very simple: inspire and convey enthusiasm. Once inspired, students learn. Once students take questions as their own, they become avid seekers of answers. Teachers of things political also have a responsibility to remain even-handed in what they teach, to make sure that they do not teach just or mainly their views, to make sure that the best and strongest versions of opposing sides are heard. Teaching seeks to produce informed and critically thinking students, not converts. Beyond the key roles of inspiration and even-handedness, the rest is the standard package of tasks relevant in any professional role: good preparation, good organization, hard work, and clarity of presentation.
Your main book, Bounding Power: Republican Security Theory from the Polis to the Global Village (2007), is a mix of intellectual history, political theory and IR theory, and is targeted largely at realism. How does a reading and interpretation of a large number of old books tell us something new about realism, and the contemporary global?
Bounding Power attempts to dispel some very large claims made by realists about their self-proclaimed 'tradition,' a lineage of thought in which they place many of the leading Western thinkers about political order, such as Thucydides, Machiavelli, Hobbes, Rousseau, and the 'global geopoliticans' from the years around the beginning of the twentieth century. In the book I argue that the actual main axis of western thinking about political order (and its absence) is largely the work of 'republican' thinkers from the small number of 'republics', and that many of the key ideas that realists call realist and liberals call liberal are actually fragments of a larger, more encompassing set of arguments that were primarily in the idioms of republicanism. This entails dispelling the widely held view that the liberal and proto-liberal republican thought and practice are marked by 'idealism'—and therefore both inferior in their grasp of the problem of security-from violence and valuable only when confined to the 'domestic.' I demonstrate that this line of republican security thinkers had a robust set of claims both about material contextual factors, about the 'geopolitics of freedom', and a fuller understanding of security-from-violence. The book shows how perhaps the most important insights of this earlier cluster of arguments has oddly been dropped by both realists (particularly neorealists) and liberal international theorists. And, finally, it is an attempt to provide an understanding that posits the project of exiting anarchy on a global scale as something essentially unprecedented, and as something that the best of our inherited theory leaves us unable to say much about.
The main argument is contained in my formulation of what I think are the actual the two main sets of issues of Western structural-materialist security theory, two problematiques formulated in republican and naturalist-materialist conceptual vocabularies. The first problematique concerns the relationship between material context, the scope of tolerable anarchy, and necessary-for-security government. The second problematic concerns the relative security-viability of two main different forms of government—hierarchical and republican.
This formulation of the first problematic concerning anarchy differs from the main line of contemporary Realist argument in that it poses the question as one about the spatial scope of tolerable anarchy. The primary variable in my reconstruction of the material-contextual component of these arguments is what I term violence interdependence (absent, weak, strong, and intense). The main substantive claim of Western structural-materialist security theory is that situations of anarchy combined with intense violence interdependence are incompatible with security and require substantive government. Situations of strong and weak violence interdependence constitute a tolerable (if at times 'nasty and brutish') second ('state-of-war') anarchy not requiring substantive government. Early formulations of 'state of nature' arguments, explicitly or implicitly hinge upon this material contextual variable, and the overall narrative structure of the development of republican security theory and practice has concerned natural geographic variations and technologically caused changes in the material context, and thus the scope of security tolerable/intolerable anarchy and needed substantive government. This argument was present in early realist versions of anarchy arguments, but has been dropped by neorealists. Conversely, contemporary liberal international theorists analyze interdependence, but have little to say about violence. The result is that the realists talk about violence and security, and the liberals talk about interdependence not relating to violence, producing the great lacuna of contemporary theory: analysis of violence interdependence.
The second main problematique, concerning the relative security viability of hierarchical and republican forms, has also largely been lost sight of, in large measure by the realist insistence that governments are by definition hierarchical, and the liberal avoidance of system structural theory in favor of process, ideational, and economic variables. (For neoliberals, cooperation is seen as (possibly) occurring in anarchy, without altering or replacing anarchy.) The main claim here is that republican and proto-liberal theorists have a more complete grasp of the security political problem than realists because of their realization that both the extremes of hierarchy and anarchy are incompatible with security. In order to register this lost component of structural theory I refer to republican forms at both the unit and the system-level as being characterized by an ordering principle which I refer to as negarchy. Such political arrangements are characterized by the simultaneous negation of both hierarchy and anarchy. The vocabulary of political structures should thus be conceived as a triad-triangle of anarchy, hierarchy, and negarchy, rather than a spectrum stretching from pure anarchy to pure hierarchy. Using this framework, Bounding Power traces various formulations of the key arguments of security republicans from the Greeks through the nuclear era as arguments about the simultaneous avoidance of hierarchy and anarchy on expanding spatial scales driven by variations and changes in the material context. If we recognize the main axis of our thinking in this way, we can stand on a view of our past that is remarkable in its potential relevance to thinking and dealing with the contemporary 'global village' like a human situation.
Nuclear weapons play a key role in the argument of Bounding Power about the present, as well as elsewhere in your work. But are nuclear weapons are still important as hey were during the Cold War to understand global politics?
Since their arrival on the world scene in the middle years of the twentieth century, there has been pretty much universal agreement that nuclear weapons are in some fundamental way 'revolutionary' in their implications for security-from-violence and world politics. The fact that the Cold War is over does not alter, and even stems from, this fact. Despite this wide agreement on the importance of nuclear weapons, theorists, policy makers, and popular arms control/disarmament movements have fundamental disagreements about which political forms are compatible with the avoidance of nuclear war. I have attempted to provide a somewhat new answer to this 'nuclear-political question', and to explain why strong forms of interstate arms control are necessary for security in the nuclear age. I argue that achieving the necessary levels of arms control entails somehow exiting interstate anarchy—not toward a world government as a world state, but toward a world order that is a type of compound republican union (marked by, to put it in terms of above discussion, a nearly completely negarchical structure).
This argument attempts to close what I term the 'arms control gap', the discrepancy between the value arms control is assigned by academic theorists of nuclear weapons and their importance in the actual provision of security in the nuclear era. During the Cold War, thinking among IR theorists about nuclear weapons tended to fall into three broad schools—war strategists, deterrence statists, and arms controllers. Where the first two only seem to differ about the amount of nuclear weapons necessary for states seeking security (the first think many, the second less), the third advocates that states do what they have very rarely done before the nuclear age, reciprocal restraints on arms.
But this Cold War triad of arguments is significantly incomplete as a list of the important schools of thought about the nuclear-political question. There are four additional schools, and a combination of their arguments constitutes, I argue, a superior answer to the nuclear-political question. First are the nuclear one worlders, a view that flourished during the late 1940s and early 1950s, and held that the simple answer to the nuclear political question is to establish a world government, as some sort of state. Second are the populist anti-nuclearists, who indict state apparatuses of acting contrary to the global public's security interests. Third are the deep arms controllers, such as Jonathan Schell, who argue that nuclear weapons need to be abolished. Fourth are the theorists of omniviolence, who theorize situations produced by the leakage of nuclear weapons into the hands of non-state actors who cannot be readily deterred from using nuclear weapons. What all of these schools have in common is that they open up the state and make arguments about how various forms of political freedom—and the institutions that make it possible—are at issue in answering the nuclear-political question.
Yet one key feature all seven schools share is that they all make arguments about how particular combinations and configurations of material realities provide the basis for thinking that their answer to the nuclear-political question is correct. Unfortunately, their understandings of how material factors shape, or should shape, actual political arrangements is very ad hoc. Yet the material factors—starting with sheer physical destructiveness—are so pivotal that they merit a more central role in theories of nuclear power. I think we need to have a model that allows us to grasp how variations in material contexts condition the functionality of 'modes of protection', that is, distinct and recurring security practices (and their attendant political structures).
For instance, one mode of protection—what I term the real-state mode of protection—attempts to achieve security through the concentration, mobilization, and employment of violence capability. This is the overall, universal, context-independent strategy of realists. Bringing into view material factors, I argue, shows that this mode of protection is functional not universally but specifically—and only—in material contexts that are marked by violence-poverty and slowness. This mode of protection is dysfunctional in nuclear material contexts marked by violence abundance and high violence velocities. In contrast, a republican federal mode of protection is a bundle of practices that aim for the demobilization and deceleration of violence capacity, and that the practices associated with this mode of protection are security functional in the nuclear material context.
What emerges from such an approach to ideas about the relation between nuclear power and security from violence is that the epistemological foundations for any of the major positions about nuclear weapons are actually much weaker than we should be comfortable with. People often say the two most important questions about the nuclear age are: what is the probability that nuclear weapons will be used? And then, what will happen when they are used? The sobering truth is that we really do not have good grounds for confidently answering either of those two questions. But every choice made about nuclear weapons depends on risk calculations that depend on how we answer these questions.
You have also written extensively on space, a topic that has not recently attracted much attention from many IR scholars. How does your thinking on this relate to your overall thinking about the global and planetary situation?
The first human steps into outer space during the middle years of the twentieth century have been among the most spectacular and potentially consequential events in the globalization of machine civilization on Earth. Over the course of what many call 'the space age,' thinking about space activities, space futures, and the consequences of space activities has been dominated by an elaborately developed body of 'space expansionist' thought that makes ambitious and captivating claims about both the feasibility and the desirability of human expansion into outer space. Such views of space permeate popular culture, and at times appear to be quite influential in actual space policy. Space expansionists hold that outer space is a limitless frontier and that humans should make concerted efforts to explore and colonize and extend their military activities into space. They claim the pursuit of their ambitious projects will have many positive, even transformative, effects upon the human situation on Earth, by escaping global closure, protecting the earth's habitability, preserving political plurality, and enhancing species survival. Claims about the Earth, its historical patterns and its contemporary problems, permeate space expansionist thinking.
While the feasibility, both technological and economic, of space expansionist projects has been extensively assessed, arguments for their desirability have not been accorded anything approaching a systematic assessment. In part, such arguments about the desirability of space expansion are difficult to assess because they incorporate claims that are very diverse in character, including claims about the Earth (past, present, and future), about the ways in which material contexts made up of space 'geography' and technologies produce or heavily favor particular political outcomes, and about basic worldview assumptions regarding nature, science, technology, and life.
By breaking these space expansionist arguments down into their parts, and systematically assessing their plausibility, a very different picture of the space prospect emerges. I think there are strong reasons to think that the consequences of the human pursuit of space expansion have been, and could be, very undesirable, even catastrophic. The actual militarization of that core space technology ('the rocket') and the construction of a planetary-scope 'delivery' and support system for nuclear war-fighting has been the most important consequence of actual space activities, but these developments have been curiously been left out of accounts of the space age and assessments of its impacts. Similarly, much of actually existing 'nuclear arms control' has centered on restraining and dismantling space weapons, not nuclear weapons. Thus the most consequential space activity—the acceleration of nuclear delivery capabilities—has been curiously rendered almost invisible in accounts of space and assessments of its impacts. This is an 'unknown known' of the 'space age'. Looking ahead, the creation of large orbital infrastructures will either presuppose or produce world government, potentially of a very hierarchical sort. There are also good reasons to think that space colonies are more likely to be micro-totalitarian than free. And extensive human movement off the planet could in a variety of ways increase the vulnerability of life on Earth, and even jeopardize the survival of the human species.
Finally, I think much of space expansionist (and popular) thinking about space and the consequences of humans space activities has been marked by basic errors in practical geography. Most notably, there is the widespread failure to realize that the expansion of human activities into Earth's orbital space has enhanced global closure, because the effective distances in Earth's space make it very small. And because of the formidable natural barriers to human space activity, space is a planetary 'lid, not a 'frontier'. So one can say that the most important practical discovery of the 'space age' has been an improved understanding of the Earth. These lines of thinking, I find, would suggest the outlines of a more modest and Earth-centered space program, appropriate for the current Earth age. Overall, the fact that we can't readily expand into space is part of why we are in a new 'earth age' rather than a 'space age'.
You've argued against making the environment into a national security issue twenty years ago. Do the same now, considering that making the environment a bigger priority by making it into a national security issue might be the only way to prevent total environmental destruction?
When I started writing about the relationships between environment and security twenty years ago, not a great deal of work had been done on this topic. But several leading environmental thinkers were making the case that framing environmental issues as security issues, or what came to be called 'securitizing the environment', was not only a good strategy to get action on environmental problems, but also was useful analytically to think about these two domains. Unlike the subsequent criticisms of 'environmental security' made by Realists and scholars of conventional 'security studies', my criticism starts with the environmentalist premise that environmental deterioration is a paramount problem for contemporary humanity as a whole.
Those who want to 'securitize the environment' are attempting to do what William James a century ago proposed as a general strategy for social problem solving. Can we find, in James' language, 'a moral equivalent of war?' (Note the unfortunately acronym: MEOW). War and the threat of war, James observed, often lead to rapid and extensive mobilizations of effort. Can we somehow transfer these vast social energies to deal with other sets of problems? This is an enduring hope, particularly in the United States, where we have a 'war on drugs', a 'war on cancer', and a 'war on poverty'. But doing this for the environment, by 'securitizing the environment,' is unlikely to be very successful. And I fear that bringing 'security' orientations, institutions, and mindsets into environmental problem-solving will also bring in statist, nationalist, and militarist approaches. This will make environmental problem-solving more difficult, not easier, and have many baneful side-effects.
Another key point I think is important, is that the environment—and the various values and ends associated with habitat and the protection of habitat—are actually much more powerful and encompassing than those of security and violence. Instead of 'securitizing the environment' it is more promising is to 'environmentalize security'. Not many people think about the linkages between the environment and security-from-violence in this way, but I think there is a major case of it 'hiding in plain sight' in the trajectory of how the state-system and nuclear weapons have interacted.
When nuclear weapons were invented and first used in the 1940s, scientists were ignorant about many aspects of their effects. As scientists learned about these effects, and as this knowledge became public, many people started thinking and acting in different ways about nuclear choices. The fact that a ground burst of a nuclear weapon would produce substantial radioactive 'fall-out' was not appreciated until the first hydrogen bomb tests in the early 1950s. It was only then that scientists started to study what happened to radioactive materials dispersed widely in the environment. Evidence began to accumulate that some radioactive isotopes would be 'bio-focused', or concentrated by biological process. Public interest scientists began effectively publicizing this information, and mothers were alerted to the fact that their children's teeth were become radioactive. This new scientific knowledge about the environmental effects of nuclear explosions, and the public mobilizations it produced, played a key role in the first substantial nuclear arms control treaty, the Limited Test Ban Treaty of 1963, which banned nuclear weapons testing in the atmosphere, in the ocean, and in space. Thus, the old ways of providing security were circumscribed by new knowledge and new stakeholders of environmental health effects. The environment was not securitized, security was partially environmentalized.
Thus, while some accounts by arms control theorists emphasize the importance of 'social learning' in altering US-Soviet relations, an important part of this learning was not about the nature of social and political interactions, but about the environmental consequences of nuclear weapons. The learning that was most important in motivating so many actors (both within states and in mass publics) to seek changes in politics was 'natural learning,' or more specifically learning about the interaction of natural and technological systems.
An even more consequential case of the environmentalization of security occurred in the 1970's and 1980's. A key text here is Jonathan Schell's book, The Fate of the Earth. Schell's book, combining very high-quality journalism with first rate political theoretical reflections, lays out in measured terms the new discoveries of ecologists and atmospheric scientists about the broader planetary consequences of an extensive nuclear war. Not only would hundreds of millions of people be immediately killed and much of the planet's built infrastructure destroyed, but the planet earth's natural systems would be so altered that the extinction of complex life forms, among them homo sapiens, might result. The detonation of numerous nuclear weapons and the resultant burning of cities would probably dramatically alter the earth's atmosphere, depleting the ozone layer that protects life from lethal solar radiations, and filling the atmosphere with sufficient dust to cause a 'nuclear winter.' At stake in nuclear war, scientists had learned, was not just the fate of nations, but of the earth as a life support system. Conventional accounts of the nuclear age and of the end of the Cold War are loath to admit it, but it I believe it is clear that spreading awareness of these new natural-technological possibilities played a significant role in ending the Cold War and the central role that nuclear arms control occupies in the settlement of the Cold War. Again, traditional ways of achieving security-from-violence were altered by new knowledges about their environmental consequences—security practices and arrangements were partly environmentalized.
Even more radically, I think we can also turn this into a positive project. As I wrote two decades ago, environmental restoration would probably generate political externalities that would dampen tendencies towards violence. In other words, if we address the problem of the environment, then we will be drawn to do various things that will make various types of violent conflict less likely.
Your work is permeated by references to 'material factors'. This makes it different from branches of contemporary IR—like constructivism or postmodernism—which seem to be underpinned by a profound commitment to focus solely one side of the Cartesian divide. What is your take on the pervasiveness and implications of this 'social bias'?
Postmodernism and constructivism are really the most extreme manifestations of a broad trend over the last two centuries toward what I refer to as 'social-social science' and the decline—but hardly the end—of 'natural-social science'. Much of western thought prior to this turn was 'naturalist' and thus tended to downplay both human agency and ideas. At the beginning of the nineteenth century—partly because of the influence of German idealism, partly because of the great liberationist projects that promised to give better consequence to the activities and aspirations of the larger body of human populations (previously sunk in various forms of seemingly natural bondages), and partly because of the great expansion of human choice brought about by the science-based technologies of the Industrial Revolution—there was a widespread tendency to move towards 'social-social science,' the project of attempting to explain the human world solely by reference to the human world, to explain social outcomes with reference to social causes. While this was the dominant tendency, and a vastly productive one in many ways, it existed alongside and in interaction with what is really a modernized version of the earlier 'natural-social science.' Much of my work has sought to 'bring back in' and extend these 'natural-social' lines of argument—found in figures such as Dewey and H.G. Wells—into our thinking about the planetary situation.
In many parts of both European and American IR and related areas, Postmodern and constructivist theories have significantly contributed to IR theorists by enhancing our appreciation of ideas, language, and identities in politics. As a response to the limits and blindnesses of certain types of rationalist, structuralist, and functional theories, this renewed interest in the ideational is an important advance. Unfortunately, both postmodernism and constructivism have been marked by a strong tendency to go too far in their emphasis of the ideational. Postmodernism and constructivism have also helped make theorists much more conscious of the implicit—and often severely limiting—ontological assumptions that underlay, inform, and bound their investigations. This is also a major contribution to the study of world politics in all its aspects.
Unfortunately, this turn to ontology has also had intellectually limiting effects by going too far, in the search for a pure or nearly pure social ontology. With the growth in these two approaches, there has indeed been a decided decline in theorizing about the material. But elsewhere in the diverse world of theorizing about IR and the global, theorizing about the material never came anything close to disappearing or being eclipsed. For anyone thinking about the relationships between politics and nuclear weapons, space, and the environment, theorizing about the material has remained at the center, and it would be difficult to even conceive of how theorizing about the material could largely disappear. The recent 're-discovery of the material' associated with various self-styled 'new materialists' is a welcome, if belated, re-discovery for postmodernists and constructivists. For most of the rest of us, the material had never been largely dropped out.
A very visible example of the ways in which the decline in appropriate attention to the material, an excessive turn to the ideational, and the quest for a nearly pure social ontology, can lead theorizing astray is the core argument in Alexander Wendt's main book, Social Theory of International Politics, one of the widely recognized landmarks of constructivist IR theory. The first part of the book advances a very carefully wrought and sophisticated argument for a nearly pure ideational social ontology. The material is explicitly displaced into a residue or rump of unimportance. But then, to the reader's surprise, the material, in the form of 'common fate' produced by nuclear weapons, and climate change, reappears and is deployed to play a really crucial role in understanding contemporary change in world politics.
My solution is to employ a mixed ontology. By this I mean that I think several ontologically incommensurate and very different realities are inescapable parts the human world. These 'unlikes' are inescapable parts of any argument, and must somehow be combined. There are a vast number of ways in which they can be combined, and on close examination, virtually all arguments in the social sciences are actually employing some version of a mixed ontology, however implicitly and under-acknowledged.
But not all combinations are equally useful in addressing all questions. In my version of mixed ontology—which I call 'practical naturalism'—human social agency is understood to be occurring 'between two natures': on the one hand the largely fixed nature of humans, and on the other the changing nature composed of the material world, a shifting amalgam of actual non-human material nature of geography and ecology, along with human artifacts and infrastructures. Within this frame, I posit as rooted in human biological nature, a set of 'natural needs,' most notably for security-from-violence and habitat services. Then I pose questions of functionality, by which I mean: which combinations of material practices, political structures, ideas and identities are needed to achieve these ends in different material contexts? Answering this question requires the formulation of various 'historical materialist' propositions, which in turn entails the systematic formulation of typologies and variation in both the practices, structures and ideas, and in material contexts. These arguments are not centered on explaining what has or what will happen. Instead they are practical in the sense that they are attempting to answer the question of 'what is to be done' given the fixed ends and given changing material contexts. I think this is what advocates of arms control and environmental sustainability are actually doing when they claim that one set of material practices and their attendant political structures, identities and ideas must be replaced with another if basic human needs are to going to continue to be meet in the contemporary planetary material situation created by the globalization of machine civilization on earth.
Since this set of arguments is framed within a mixed ontology, ideas and identities are a vital part of the research agenda. Much of the energy of postmodern and many varieties of critical theory have focused on 'deconstructing' various identities and ideas. This critical activity has produced and continues to produce many insights of theorizing about politics. But I think there is an un-tapped potential for theorists who are interested in ideas and identities, and who want their work to make a positive contribution to practical problem-solving in the contemporary planetary human situation in what might be termed a 'constructive constructivism'. This concerns a large practical theory agenda—and an urgent one at that, given the rapid increase in planetary problems—revolving around the task of figuring out which ideas and identities are appropriate for the planetary world, and in figuring out how they can be rapidly disseminated. Furthermore, thinking about how to achieve consciousness change of this sort is not something ancillary to the greenpeace project but vital to it. My thinking on how this should and might be done centers the construction of a new social narrative, centered not on humanity but on the earth.
Is it easy to plug your mixed ontology and interests beyond the narrow confines of IR or even the walls of the ivory tower into processes of collective knowledge proliferation in IR—a discipline increasingly characterized by compartimentalization and specialization?
The great plurality of approaches in IR today is indispensible and a welcome change. The professionalization of IR and the organization of intellectual life has some corruptions and pitfalls that are best avoided. The explosion of 'isms' and of different perspectives has been valuable and necessary in many ways, but it has also helped to foster and empower sectarian tendencies that confound the advance of knowledge. Some of the adherents of some sects and isms boast openly of establishing 'citation cartels' to favor themselves and their friends. Some theorists also have an unfortunate tendency to assume that because they have adopted a label that what they actually do is the actually the realization of the label. Thus we have 'realists' with limited grasp on realities, 'critical theorists' who repeat rather than criticize the views of other 'critical theorists,' and anti-neoliberals who are ruthless Ayn Rand-like self aggrandizers. The only way to fully address these tendencies is to talk to people you disagree with, and find and communicate with people in other disciplines.
Another consequence of this sectarianism is visible in the erosion of scholarly standards of citation. The system of academic incentives is configured to reward publication, and the publication of ideas that are new. This has a curiously perverse impact on the achievement of cumulativity. One seemingly easy and attractive path to saying something new is to say something old in new language, to say something said in another sect or field in the language of your sect or field, or easiest of all, simply ignore what other people have said if it is too much like what you are trying to say. George Santyana is wide quoted in saying that 'those who forget the past are condemned to repeat it.' For academics it can unfortunately be said, 'those who can successfully forget what past academics said are free to say it again, and thus advance toward tenure.' When rampant sectarianism and decline in standards of citation is combined with a broader cultural tendency to valorize self-expression and authenticity, academic work can become an exercise in abstract self expressionism.
Confining one's intellectual life within one 'ism' or sect is sure to be self-limiting. Many of the most important and interesting questions arise between and across the sects and schools. Also, there are great opportunities in learning from people who do not fully share your assumptions and approaches. Seriously engaging the work and ideas of scholars in other sects can be very very valuable. Scholars in different sects and schools are also often really taking positions that are not so different as their labels would suggest. Perhaps because my research agenda fits uncomfortably within any of the established schools and isms, I have found particularly great value in seeking out and talking on a sustained basis with people with very different approaches.
My final question is about normativity and the way that normativity is perceived: In Europe and the United States, liberal Internationalism is increasingly considered as hollowed out, as a discursive cover for a tendency to attempt to control and regulate the world—or as an unguided idealistic missile. Doesn't adapting to a post-hegemonic world require dropping such ambitions?
American foreign policy has never been entirely liberal internationalist. Many other ideas and ideologies and approaches have often played important roles in shaping US foreign policy. But the United States, for a variety of reasons, has pursued liberal internationalist foreign policy agendas more extensively, and successfully, than any other major state in the modern state system, and the world, I think, has been made better off in very important ways by these efforts.
The net impact of the United States and of American grand strategy and particularly those parts of American brand strategy that have been more liberal internationalist in their character, has been enormously positive for the world. It has produced not a utopia by any means, but has brought about an era with more peace and security, prosperity, and freedom for more people than ever before in history.
Both American foreign policy and liberal internationalism have been subject to strong attacks from a variety of perspectives. Recently some have characterized liberal internationalism as a type of American imperialism, or as a cloak for US imperialism. Virtually every aspect of American foreign policy has been contested within the United States. Liberal internationalists have been strong enemies of imperialism and military adventurism, whether American or from other states. This started with the Whig's opposition to the War with Mexico and the Progressive's opposition to the Spanish-American War, and continued with liberal opposition to the War in Vietnam.
The claim that liberal internationalism leads to or supports American imperialism has also been recently voiced by many American realists, perhaps most notably John Mearsheimer (Theory Talk #49). He and others argue that liberal internationalism played a significant role in bringing about the War on Iraq waged by the W. Bush administration. This was indeed one of the great debacles of US foreign policy. But the War in Iraq was actually a war waged by American realists for reasons grounded in realist foreign policy thinking. It is true, as Mearsheimer emphasizes, that many academic realists criticized the Bush administration's plans and efforts in the invasion in Iraq. Some self-described American liberal internationalists in the policy world supported the war, but almost all academic American liberal internationalists were strongly opposed, and much of the public opposition to the war was on grounds related to liberal internationalist ideas.
It is patently inaccurate to say that main actors in the US government that instigated the War on Iraq were liberal internationalists. The main initiators of the war were Richard Cheney and Donald Rumsfeld. Whatever can be said about those two individuals, they are not liberal internationalists. They initiated the war because they thought that the Saddam Hussein regime was a threat to American interests—basically related to oil. The Saddam regime was seen as a threat to American-centered regional hegemony in the Middle East, an order whose its paramount purpose has been the protection of oil, and the protection of the regional American allies that posses oil. Saddam Hussein was furthermore a demonstrated regional revisionist likely to seek nuclear weapons, which would greatly compromise American military abilities in the region. Everything else the Bush Administration's public propaganda machine said to justify the war was essentially window dressing for this agenda. Far from being motivated by a liberal internationalist agenda the key figures in the Bush Administration viewed the collateral damage to international institutions produced by the war as a further benefit, not a cost, of the war. It is particularly ironic that John Mearsheimer would be a critic of this war, which seems in many ways a 'text book' application of a central claim of his 'offensive realism,' that powerful states can be expected, in the pursuit of their security and interests, to seek to become and remain regional hegemons.
Of course, liberal internationalism, quite aside from dealing with these gross mischaracterizations propagated by realists, must also look to the future. The liberal internationalism that is needed for today and tomorrow is going to be in some ways different from the liberal internationalism of the twentieth century. This is a large topic that many people, but not enough, are thinking about. In a recent working paper for the Council on Foreign Relations, John Ikenberry and I have laid out some ways in which we think American liberal internationalism should proceed. The starting point is the recognition that the United States is not as 'exceptional' in its precocious liberal-democratic character, not as 'indispensible' for the protection of the balance of power or the advance of freedom, or as easily 'hegemonic' as it has been historically. But the world is now also much more democratic than ever before, with democracies old and new, north and south, former colonizers and former colonies, and in every civilizational flavor. The democracies also face an array of difficult domestic problems, are thickly enmeshed with one another in many ways, and have a vital role to play in solving global problems. We suggest that the next liberal internationalism in American foreign policy should focus on American learning from the successes of other democracies in solving problems, focus on 'leading by example of successful problem-solving' and less with 'carrots and sticks,' make sustained efforts to moderate the inequalities and externalities produced by de-regulated capitalism, devote more attention to building community among the democracies, and make sustained efforts to 'recast global bargains' and the distribution of authority in global institutions to better incorporate the interests of 'rising powers.'
