AbstractDuring the 2004 and 2006 general elections, a number of states considered different moral policy ballot measures, including marriage definition, abortion bans, and stem cell research. Although more moral policy measures were voted on in the last two general elections, this is certainly not the first time that moral issues have been placed on the ballot. Some political pundits, during these elections, suggested that increased voter turnout in some states was due to these ballot measures. This research examines whether or not the presence of a moral policy measure on a given state's ballot generates higher voter turnout. I find that moral policy ballot measures generate higher turnout in midterm elections but not in presidential elections.

AbstractPolitical scientists often distinguish between two types of issues: moral versus non-moral issues or social-cultural versus economic issues. The implication is that these types of issues trigger different types of reasoning: while economic issues rely on pragmatic, consequentialist reasoning, social-cultural issues are said to be dependent on principles and deontological reasoning. However, it is not known whether this distinction is as clear-cut from a citizen's perspective. Scholars agree that understanding the morality of voters' political attitudes has implications for their political behaviour, such as their willingness to compromise and openness to deliberation. However, few studies have analysed whether citizens reason in principled or pragmatic ways on different issues. This study takes an exploratory approach and analyses the determinants of principled versus pragmatic reasoning in direct democracy, in which citizens make direct policy decisions at the ballot box. Using a unique dataset based on thirty-four ballot decisions in Switzerland, it explores the justifications voters give for their ballot decisions in open-ended survey answers. It distinguishes between pragmatic (or consequentialist) arguments and principled (or value-based) arguments. The analysis shows that principled justifications are not tied to particular issues. Voters use both types of justifications almost equally frequently. Moral justifications are more likely when an issue is personally relevant, as well as when a proposition is accepted, while pragmatic justifications prevail when a proposition is rejected. Furthermore, right-wing voters more often argue in pragmatic terms. Finally, the framing of the issue during the campaign significantly affects moral versus pragmatic justifications.

AbstractRecent political debate over transgender military service and gendered bathroom use highlights a dramatic increase in salience over transgender issues in the US. In this essay, we examine a potential new front in the culture wars by reviewing recent empirical research in social science on the politics of transgender rights in the context of morality politics. Research on morality politics has often focused on LGBT rights, with an emphasis on gay and lesbian rights and little attention to transgender issues. We highlight the progress of research on transgender issues in the US, focusing on the study of attitudes about transgender people and rights, transgender rights in states and localities, and broader findings affecting transgender populations. Although there is ample research still needed, the current state of empirical social science on transgender issues has made great advancements in the past decade and shows that morality continues to shape LGBT politics and policy.

AbstractBased on a qualitative and quantitative research design, this article examines the implementation of a morality policy – the medical cannabis policy in Switzerland – to investigate three understudied aspects of bureaucratic entrepreneurship. First, moving away from mono‐professional studies, the focus is on a policy characterized by a dispute between two groups of bureaucrats: physicians and jurists. Second, key conditions triggering bureaucratic policy entrepreneurship are identified, with a focus on mid‐level administrative entrepreneurs. Third, vertical alliances between bureaucrats and politicians of the executive and legislative branches are examined and these processes are reflected in the wider perspective of the politics‐administration dichotomy. Results show that law obsolescence, disputes between groups of bureaucrats and the need for political arbitration are favourable conditions for bureaucratic policy entrepreneurship. The study also shows that within the traditional separation of powers, bureaucratic entrepreneurship reinforces the executive power and creates dividing lines within the different branches of government.

Why do municipal governments adopt lesbian, gay, bisexual, and transgender (LGBT) inclusive policies? The preponderance of literature suggests urbanism and social diversity are the most likely explanations for LGBT municipal policies. This research tests these assumptions using the morality politics model. Using rare-events logistic regression, municipalities in the state of Florida with LGBT antidiscrimination ordinances are compared with municipalities that do not have such policies. The results contradict theories of urbanism and highlight the shortcomings of the morality politics model. Specifically, the results indicate that even under highly salient conditions, LGBT advocacy resources play an important role in the policy adoption process.

AbstractThis study examines the religious-secular party cleavage in German morality politics from a new perspective by tracing politicization patterns at the individual level. It builds on the idea of issue competition and explores whether conflicts between Christian Democrats and secular parties align with the traditional denominational divide between Catholics and non-Catholics or with religiosity. By means of logistic regressions of Member of Parliaments' politicization behavior in the German Bundestag (1998–2002) with regard to three morality policies, the study provides evidence that German politics is still structured by a conflict between Catholics and non-Catholics, whereas the influence of religiosity is secondary. If party competition is at work, non-Catholics draw attention to morality policies, while Catholics refrain from doing so. This finding contradicts research pointing to a decreasing significance of Catholicism for Christian Democracy. Moreover, the study proposes an innovative way to re-examine party cleavages at the individual level and in between elections.

Objective. Scholars continue to debate whether morally charged political issues constitute a distinct type of policy question or produce essentially the same political dynamic as public controversies lacking an overt moral dimension. The debate will not be resolved until scholars test the determinants of putative morality policies with predictors drawn both from morality politics theory and from the socioeconomic factors that account for the distribution of many other public policies. This study reports such a test. Methods. We analyze data from our national survey of directors of school‐based health centers. We use ordinary least squares regression models to predict the level of reproductive health care services provided to adolescents. Results. Service levels were influenced not only by cultural considerations, as morality politics theory would anticipate, but also by the same socioeconomic forces that account for policy levels in other domains. Conclusions. Policy for morality issues appears different from that for nonmorality issues but less distinctive than commonly imagined.
