Public debates tend to see social inequality as resulting from individual decisions people make, for instance with respect to their education or lifestyle. Solutions are often sought in supporting individuals to make better choices. This neglects the importance of social groups and communities in determining individual outcomes. A moral perspective on social inequality questions the fairness of insisting on individual responsibilities, when members of some groups systematically receive fewer opportunities than others. The essays in this book have been prepared by experts from different disciplines, ranging from philosophy to engineering, and from economics to epidemiology. On the basis of recent scientific insights, World of Difference examines how group memberships impact on individual outcomes in four key domains: health, education and work, migration, and the environment. This offers a new moral perspective on social inequality, which policy makers tend to neglect.

The approaches of Jurgen Habermas & Jean-Francois Lyotard are compared with respect to issues in ethics & the philosophy of law. Though both consider language to be both the pivot of & the means to sociopolitical action & events, they differ in their diagnoses about the pathology of politics & society. Their opinions about language, law, morality, & the role of philosophy, politics, & science are compared, & sketched against the background of their general philosophy. While Habermas is a strong defender of the Enlightenment project & maintains that it is possible to apply philosophical ideas in the interest of democratization & the nonviolent settlement of conflicts, Lyotard's postmodern philosophy is more skeptical, asserting that no metadiscourse can exist in the social world that would allow real mediation & conflict settlement. The paradoxes in Lyotard's "language-ontology" philosophy, of which he is well aware, are explored. 6 References. Modified HA

In his speech at the conference "Buitenlandse politiek in Belgie" (The Foreign Policy in Belgium), organized by the U of Ghent & the Catholic U of Louvain & held in Ghent, 27 March 2002, the country's foreign minister outlines the principles governing the foreign policies of the current government led by prime minister Guy Verhofstadt since the summer of 1999. He stresses the importance of vision, trust, & morality in Belgian foreign policy & mentions his country's unblemished stand on human rights, unwavering championship of the European Union (EU), & efforts to construct durable peace in Central Africa. The effectiveness of multilateral & bilateral approaches is pointed out. The active position of the EU, under its Belgian chairmanship, in addressing issues pertaining to the Balkan & Middle East conflicts is noted. The new challenges posed by the events of September 11 & the future enlargement of the EU with states from Central & Southern Europe are recognized. Z. Dubiel

On 13 March 1908, the National Bureau for the Collection of Data on the Trade in Women and Girls was founded. The 47-year-old H.J.A. Simons de Ruyter was appointed National Police Commissioner. He proved to be the best person for the job owing to his passion for gathering and recording vital data, his knowledge of languages and his dedicated, helpful and generous personality. The Bureau and the police worked with women's organisations to monitor activities and carry out checks at stations and ports where women and girls who could be exposed to a lewd lifestyle might be travelling. After legislation on morality was passed in 1911, the Bureau was given an additional task in 1914 to tackle trade in lewd publications. After the First World War erupted that year, there was not much more to do at the Bureau, which led Simons de Ruyter to support the immigration authorities in Amsterdam at his own request. This consisted mainly of finding accommodation, providing healthcare, food, clothing and financial assistance and helping to repatriate Belgian refugees.

Dat is de centrale vraag waar veel maatschappelijke debatten op uitlopen. In een ontzuilde tijd lijkt publieke moraal een individuele aangelegenheid te zijn. We vinden eerder overeenstemming in wat we afwijzen: wreeedheid, vernedering of discriminatie: slachtofferschap. Dat verklaart de belanstelling voor het slachtoffer in het strafrecht of de aandacht voor misbruikte kinderen. Dit spraakmakende boek is inmiddels jaren uitverkocht en wordt nu opnieuw uitgegeven. Paul Schnabel schreef destijds in NRC Handelsblad over 'een lichtgevend proefschrift [...] een fysieke ervaring om te lezen'.
