Covid-19 i Danmark: Ind i og ud af krisen ; Covid-19 in Denmark: In and out of the crisis
Artiklen giver først en kort oversigt over covid-19-håndteringens forløb fra krisens udbrud i 2020 til 2022, hvor der er en forventning om covid-19's forvandling fra en alvorlig og svært kontrollabel sygdom til en endemisk viruslidelse. Næste afsnit gennemgår krisens politiske og administrative beslutningsprocesser, dels under selve krisen i strikt forstand, dels i den lange fase hvor det har handlet om administrativt og politisk at håndtere et samfundsproblem, som ikke ville gå væk. Det sidste afsnit tager krisehåndteringens ret alvorlige kvalitative aspekter op. Det drejer sig om de demokratiske problemer, som krisehåndteringen snarere end krisen aktualiserede, det faglige beslutningsgrundlag (sundhedsfagligt, juridisk, økonomisk og adfærdsvidenskabeligt) og endelig spørgsmålet om, hvordan man kvalitetssikrer krisehåndteringen. ; The paper presents an overview of Danish Covid-19-crisis management as it developed from its outbreak to its status as an endemic virus. This is followed by an analysis of political and administrative decision making during the crisis and during the protracted series of events where the handling of problems that would not go away attracted all political attention. Finally, the paper discusses the important qualitative issues that were raised both by the crisis and by its political handling. These issues were democratic, legal, and professional (health professional, economic, and behavioral).

Velgeren som tilskuer: «Valgbarisme» i amerikanske presidentvalg

Hensyn til valgbarhet har i kraft av det amerikanske politiske systemets virkemåte bestandig vært et moment i presidentvalg. I nominasjonskampen i 2020 har dette hensynet imidlertid vært viktigere for et flertall av velgere enn noe annet. Dette fokuset gjør valgbarhet vel verdt å undersøke, både som fenomen og som potensielt problem. I denne artikkelen gjør jeg begge deler. I lys av en konseptuell diskusjon av begrepet og dets historiske utvikling, forsøker jeg å plassere valgbarhet i statsvitenskapelig teori om stemmegivning. Jeg skiller mellom oppriktig, sofistikert og distansert stemmegivning, hvor valgbarhet spiller henholdsvis ingen, begrenset og stor rolle. Med utgangspunkt i Hans Skjervheims begrepspar, argumenterer jeg for at en holdning som fikserer på valgbarhet – det jeg her kaller «valgbarisme» – gjør velgeren til tilskuer snarere enn deltaker. Med dette følger problemer knyttet til legitimitet, representasjon, deltakelse og medborgerskap. I siste instans utgjør valgbarismen altså et demokratisk problem.
Abstract in English:The Voter as Onlooker: "Electabilitism" in American Presidential ElectionsConsiderations of electability is, due to the makeup and functioning of the American electoral system, always an issue in presidential elections. For a majority of voters in the 2020 primary elections, however, considerations of electability has been more important than anything else. This makes electability worthy of discussion as a phenomenon and as a potential problem. In this article, I attempt both. In light of a conceptual discussion of the term electability and its historical evolution, I consider electability in relation to political-scientific theories of voting. I distinguish between sincere, sophisticated, and distanced voting, where electability plays, respectively, no part, a limited part, and a big part. Based on Hans Skjerveim's typology, I argue that a voter attitude that fixates on electability – what I call electabilitism – turns the voter into a spectator rather than a participant. This creates problems of legitimacy, representation, participation, and citizenship. Thus, electabilitism, I argue, ultimately poses a democratic problem.

Internett er i dag verdens viktigste infrastruktur. Dets formidable suksess er bygget på prinsipper om åpenhet, frihet, robusthet og sikkerhet. Dette er prinsipper som viser seg stadig vanskeligere å forene. Internetts grunnleggende arkitektur er i liten grad konstruert for å ta hensyn til geografiske grenser. Staters behov for suverenitetshevdelse, kontroll og sikkerhet har likevel skapt en utvikling i retning av «cybersuverenitet» som er i ferd med å endre internett slik vi kjenner det, hvor nettverkene og deres underliggende arkitektur i økende grad inngår i staters geopolitiske ambisjoner. Dette er fortellingen om den viktigste globale konflikten du aldri har hørt om.

The internet is the world's most important infrastructure. Its vast success has been built on principles of openness, freedom, resilience and security. These are principles that are increasingly difficult to combine. States' demand for control and security has developed the concept of "cyber sovereignty" which is about to change the internet as we know it, where the networks and their underlying architecture play an increasing role in the geopolitical ambitions of states.
Avskrekking som element i cybersikkerhetsstrategi fra et småstatsperspektiv

Artikkelen ser på mulighetene og utfordringene med avskrekking som strategisk tilnærming til det stadig viktigere cyberdomenet, fra et småstatsperspektiv. Forfatterne argumenterer for at det er essensielt å opprette og ansvarliggjøre en multinasjonal og multidepartemental/-sektoriell cyberorganisasjon for at reell cyberavskrekking skal være mulig å generere.
Innledningsvis beskriver artikkelen den klassiske og utvidete oppfatningen av avskrekking, og hvilke kriterier som må ligge til grunn for å kunne oppnå avskrekkende effekt: kapasitet, kredibilitet og evnen til å kommunisere effektivt. Sett fra et globalt sikkerhetsperspektiv har muligheten til å generere avskrekkende effekt vært med på å forme verden, spesielt i perioden 1945 til 1990. Kompleksiteten i sikkerhetssektoren har imidlertid økt signifikant siden da, mye grunnet økt global konnektivitet og fremveksten av cyberdomenet.
Artikkelen diskuterer hvordan kriteriene for avskrekking utfordres når strategien skal appliseres i cyberdomenet, med fokus på problemene knyttet til antallet aktører/vektorer, ulike motiver for handlinger, manglende felles grunnlag som utgangspunkt for å adressere utfordringene, og forskjellig oppfatning omkring attribusjon og proporsjonalitetsprinsippet. Forfatterne fremholder at disse utfordringene gjør det vanskeligere, men desto viktigere å identifisere hvordan man kan generere avskrekking i cyberdomenet – spesielt for høyteknologiske småstater, som Norge. Å håndtere dette på en god måte forutsetter at man ser på bredden av avskrekkingsteori i sammenheng over tid, og småstater må erkjenne sine svakheter og spille på sine styrker. Anbefalingene som fremlegges, er åpningstrekk som gjør nettopp dette, og som samtidig bereder grunnen for å dra veksler på komplementære effekter av ulike dimensjoner ved avskrekkingststrategi på lengre sikt.
Abstract in English
This article explores the possibilities and challenges associated with deterrence as strategy in the increasingly significant cyber-domain, from a small state perspective. The authors argue that genuine cyber-deterrence is contingent upon the creation of an accountable cyberorganization, with a multinational and multi-departmental/sectorial composition.
The article addresses classical and broader deterrence, and the criterions that must be met in order to successfully deter; capability, credibility, and the ability to communicate effectively. From a global perspective, the ability to generate effective deterrence has been key to shape the international security landscape in the period from 1945 to 1990. However, the complexity of the security sector has increased significantly since then – much due to the seemingly ever-growing global connectedness and the emergence of the cyber-domain.
The article further explores and discusses how the criteria for effective deterrence is tested when applied to the cyber-domain, with emphasis on the problems associated with the number of actors/vectors, varying motives for actions, the lack of a shared conceptual foundation as a basis to address the challenges, and differing opinions concerning attribution and proportionality. The authors argue that these problems make it difficult, but thus the more important to identify how to generate effective deterrence in the cyber-domain – especially for high-tech small states such as Norway. Effective management of the problem-complex requires exploration of the whole range of deterrence theory over time, and small states must recognize their inherent weaknesses and play to their strengths. The recommendation put forth here is an initial move which allows just that, and which at the same time sets the stage for more elaborate strategies that exploit the complementary effects of different dimensions of and approaches to deterrence.
Introduksjon: 25 år med hardt EØS-arbeid: Fra venterom til permanent oppholdssted?

I denne introduksjonsartikkelen viser Ulf Sverdrup at Norge er blitt forandret gjennom EØS-avtalen, men også hvordan den med sine mangler og svakheter i all hovedsak har vært en suksess, og at Norges avtaler i det store og hele har ivaretatt norske interesser. Flertallet har ganske enkelt funnet alternativene til EØS-avtalen mer usikre og mindre attraktive. Forfatteren ser nærmere på hvordan en avtale som opprinnelig var ment som et venterom for medlemskap, kunne bli et permanent oppholdssted. Mens selve hoveddelen av EØS-avtalen knapt er endret, har det samtidig vært betydelig dynamikk og endring, både gjennom geografisk utvidelse og fordypning av samarbeidet. I denne artikkelen skisseres noen av de viktigste utviklingstrekkene i perioden. Samtidig introduseres de ulike bidragene til spalten.
Abstract in English:Introduction: 25 Years of Hard EEA Work: From Waiting Room to Permanent Feature?In this introductory article, Ulf Sverdrup shows that Norway has been transformed through the EEA Agreement. In spite of its shortcomings and weaknesses, the EEA Agreement has been successful as it has provided a stable framework for cooperation with the EU and has safeguarded Norwegian interests. Throughout the 25-year period, the political majority have simply found the alternatives to the EEA Agreement more uncertain and less attractive. The author examines how an agreement that was originally intended as a waiting room for membership could end up becoming a permanent feature. It is also observed that while the main part of the EEA Agreement has remained largely unchanged, there has been considerable dynamism and change in the agreement, both through the geographical expansion of the EEA and through the deepening of the cooperation. This article outlines and discusses some of the most important dynamics and introduces the other contributions to this special issue.

This brief synthesises the IECEU project's most essential findings on the effectiveness of European Union (EU) missions in four Africa countries: Libya, South Sudan, the Democratic Republic of the Congo (DRC) and the Central African Republic (CAR). It describes the main elements and impact of the EU missions in these countries, identifies key strategic and operational shortfalls and offers recommendations on how the EU can improve its effectiveness in future conflict prevention and crisis management missions. The EU missions investigated differ in scale, length, objective, budget, priority and context. However, the EU missions presented in this brief share the main characteristic that they have all been deployed under the union's Common Security and Defence Policy (CSDP)2 with the explicit intent of improving the overall security situation and addressing conflicts in Africa. This brief will start by providing a short overview of each case, describing the conflict(s), security situation, mission objectives and obstacles. In this way, it compares the overall effectiveness of EU operational conflict prevention across the four African countries and discusses what lessons can be learned from them. The brief does not include all factors needed to answer thisquestion, but highlights the IECEU project's most significant findings in these cases.

Avskrekke hvem? Betydningen av strategisk kultur for cybersikkerhet

Det er en pågående debatt i akademia om hvorvidt og hvordan man kan benytte avskrekkingsteori i cyberdomenet. Avskrekking var originalt en teori utviklet for å unngå konvensjonell eller nukleær krig. I diskusjonen om cybersikkerhet har det blitt påpekt en rekke tekniske problemer med å overføre en teori fra den fysiske verden til cyberdomenet. Vi anerkjenner disse tekniske utfordringene ved avskrekking i cyberdomenet, men i denne artikkelen ønsker vi å belyse et annet aspekt ved avskrekking, nemlig samspillet mellom sosiale og tekniske faktorer ved avskrekking i cyberdomenet. I denne artikkelen vil vi diskutere hvordan avskrekking som strategi i cyberdomenet vil påvirkes av den spesifikke strategiske kulturen i et land. For å belyse argumentet vil vi benytte Kina som en casestudie. Motsetninger mellom kinesisk og «vestlig» strategisk kultur resulterer i konkrete forskjeller i hvordan Kina og vestlige land agerer i cyberdomenet. Ved å benytte fire komponenter av avskrekkingsteori (nektelse, gjengjeldelse, gjensidig avhengighet og normer) ønsker vi å vise hvordan en dyptgående innsikt i en stats sikkerhetspolitikk og strategiske kultur kan anvendes til å skreddersy en mer effektiv avskrekkingsstrategi og styrke evnen til å forhindre uønsket aktivitet.

There is an ongoing debate in academia about if and how deterrence theory may be used in cyberspace. Deterrence was originally a theory developed for avoiding conventional and nuclear war. In the current discussion on cyber security, there has been pointed out a range of technical problems of transferring a theory about the physical world to cyberspace. We recognize these challenges of deterrence in cyberspace, but in this article we want to shed light on a different aspect of deterrence. That is the interplay between social and technical factors of deterrence in cyberspace. In this article we will discuss how deterrence as a strategy in cyberspace is influenced by the specific strategic culture of a country. We will use China as a case study to showcase our argument. Contrasts between Chinese and "Western" strategic culture results in concrete differences in how Chinese and Western countries act in cyberspace. By utilizing four components of deterrence theory (denial, punishment, entanglement and norms), we will show how an in-depth knowledge of a state's security policy and strategic culture may be used to tailor a more effective deterrence and enforce the capacity of hindering unwanted activity.

Karen Blixens moster Bess, Mary Bess Westenholz, spillede en altafgørende rolle for niecens gennembrud som forfatter. Uden mosterens venskab med den amerikanske forfatter Dorothy Canfield Fisher var Karen Blixens vanskelige debut med Seven Gothic Tales formodentlig aldrig blevet en realitet. En ikke tidligere benyttet tyveårig korrespondance over Atlanten mellem Moster Bess og Dorothy giver et fascinerende samtidigt indblik fra sidelinjen især af det tiår, hvor Karen Blixen tager hånd om sin egen skæbne. Fra et absolut eksistentielt nulpunkt i 1931, hvor hun blev tvunget til at forlade sit elskede Afrika, og til hun ti år senere var blevet en verdenskendt forfatter.0Mosteren skrev i 1899 til sin 14-årige nieces fødselsdag følgende: ?...med lidt mere Erfaring tror jeg nok, jeg kan udvikle mig til en første Rangs Impressario ? kan Du saa blive Stjernen?? In recent years, the Swedish Armed Forces have produced and distributed highly edited video clips on YouTube that show moving images of military activity. Along- side this development, mobile phone apps have emerged as an important channel through which the user can experience and take an interactive part in the staging of contemporary armed conflict. This article examines the way in which the aes- thetic and affective experience of Swedish defence and security policy is socially and (media-)culturally (co-)constructed and how the official representation of Swedish military intervention (re)produces political and economic effects when these activi- ties are distributed through traditional and social media such as YouTube and digital apps. Based on Isabela and Norman Fairclough's thoughts on political discourse, Michel Foucault's dialectic idea of power/knowledge, and Sara Ahmed's concept of the affective, I discuss how the Swedish digital military aesthetic is part of a broader political and economic practice that has consequences beyond the digital, the semi- otic, and what might at first glance appear to be pure entertainment. ; In recent years, the Swedish Armed Forces have produced and distributed highly edited video clips on YouTube that show moving images of military activity.
