Příspěvek se zabývá problematikou vývoje finančního systému zemí Evropské unie (EU) se zvláštním zaměřením na řešení stávající krize. V první řadě posuzuje smysluplnost a dosavadní postup v naplňování projektu "Eurozóny", včetně procesu postupného zavádění jednotné evropské měny. V souvislosti s tím je provedena analýza dosavadního vývoje v Evropské unii se zvláštním zaměřením na specifikaci soudobých ekonomických problémů, jež se v současnosti řeší prosazováním tzv. "záchranných" opatření. Jelikož se jedná o nestandardní politická rozhodnutí s mimořádně významnými ekonomickými a společenskými dopady, je jejich obsah analyzován v systémových souvislostech, s cílem zhodnotit jejich přínosnost, resp. rizikovost nejen s ohledem na budoucí hospodářský vývoj Evropské unie, ale též z hlediska prospěšnosti s ohledem na evropské obyvatelstvo a lidskou společnost. ; This paper deals with the development of the financial system in the European Union (EU), with a special focus on solving the current crisis. This article deals with a history of the Association of the Romanies in Moravia (SRM), one of the most-known organizations of Romanies. The SRM, having a seat in Brno, is connected with it´s leader Karel Holomek, who is the core of the SRM activities. The SRM activities relate to culture, education of children and young, legal and social services, cooperation with the Museum of Romany Culture, etc. It also publishes semi-monthly periodical Romano hangos that has become quite respectable. In this article its author wanted to treat the history and presence of the system constitutional institutions competent for the area of conception, execution and control of security and defence policy of the Czech Republic and also addresses in short the function and content of the main security documents of the country. The author tried to sketch the institutional and documentary framework of the Czech security policy and to explain roles, relations and obligations of the highest-level constitutional bodies in the process of creation and carrying out of this policy (especially positions of the President, the Parliament, the Government and its so called power ministries and other important institutions). The study examines public's perceptions of the political climate in the Slovak society before the Parliamentary Elections scheduled for 2002. It compares public's opinions and views during two specific periods-In October 1997-a year before Parliamentary Elections (three years into Vladimir Mečiar's government) and in September 2001 (approximately 3 years into the government of Mikulaš Dzurinda). Findings of two separate empirical sociological surveys, one conducted in October 1997, other in September 2001, conducted by the Institute for Public Affairs form the basis for analysis. The results of the analysis showed that despite the fact that the public perceived the socio-political situation as gradually worsening after the 1998 Parliamentary elections, their perceptions as recorded in September 2001, are qualitatively of a different nature than those observed in October 1997 (Vladimir Mečiar's government). This difference was observed mainly in the area of public's perception of problems in the society, evaluation of developments in specific areas [in society], as well as the degree of public's pre-election expectations. The purposes of this study are to explore the problems and to outline thedevelopmental plan for the good governance administration of Betong City Municipality.Data were obtained by means of open-ended interview questions, asking about the sixcharacteristics of good governance administration. The research samples were 12 politicaland public administrators of Betong City Municipality. Results revealed that, in general,the good governance characteristics were employed among the administrativepersonnel of Betong City Municipality at an acceptable level. The administrativepeople employed the good governance administrative characteristics: Followingthe Rule of Law, Transparency, Participatory and Effective and Efficient at amoderate level. Problems in employing the good governance administration included 1) the personnel did not have sufficient knowledge related to rule of law; 2) there wasnot sufficient cooperation from the public people; and 3) there were not sufficientchannels to get public opinions to support the good governance administration.Suggestions for improvement of the good governance administration of Betong CityMunicipality obtained from the study included: 1) all levels of personnel at Betong CityMunicipality should be educated on rule of law in the city municipality; 2) the senseof job responsibility should be stimulated and specific jobs should be clearly allocatedto the personnel; 3) people should be more involved in decision making and assessingprocess of the municipality responsibilities; 4) there should be more and better channels for communication with the public; and 5) the municipality personnel should beeducated and trained in using the resources at their most potentials. ; การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาถึงปัญหาและแนวทางในการพัฒนาการบริหารองค์กรตามหลักธรรมาภิบาลของเทศบาลเมืองเบตง โดยมีกลุ่มเป้าหมายในการศึกษา 2 กลุ่มได้แก่ คณะผู้บริหารฝ่ายการเมือง และคณะผู้บริหารฝ่ายข้าราชการประจำ จำนวน 12 คนเก็บรวบรวมข้อมูลจากการสัมภาษณ์ โดยใช้แบบสอบถามแบบปลายเปิด สอบถามเกี่ยวกับการบริหารงานตามหลักธรรมาภิบาล ทั้ง 6 หลัก ผลการศึกษาพบว่า บุคลากรได้นำหลักธรรมาภิบาลมาใช้และยึดปฏิบัติตามหลักนิติธรรมได้ระดับหนึ่ง มีความโปร่งใสพอสมควรมีส่วนร่วมในการปฏิบัติหน้าที่ดี และมีความรับผิดชอบพอสมควร โดยสรุปการบริหารงานเทศบาลเมืองเบตงโดยรวมเป็นไปตามหลักธรรมาภิบาล ในส่วนของปัญหาในการบริหารเทศบาลเมืองเบตง คือ 1) เจ้าหน้าที่ยังขาดความรู้ความเข้าใจที่ถูกต้องเกี่ยวกับระเบียบ และกฎหมายที่ปฏิบัติ2) ประชาชนไม่ให้ความร่วมมือกับส่วนราชการเท่าที่ควร 3) ช่องทางในการรับฟังความคิดเห็นจากประชาชนยังมีน้อย สำหรับแนวทางการพัฒนาการบริหารของเทศบาลเมืองเบตง คือ1) ควรส่งเสริมให้ความรู้แก่เจ้าหน้าที่ทุกระดับ 2) สร้างจิตสำนึกความรับผิดชอบต่อหน้าที่การงานและมอบหมายงานให้ชัดเจน 3) ควรให้ประชาชนเข้ามามีส่วนร่วมในการตัดสินใจ และตรวจสอบกระบวนการทำงานมากขึ้น 4) เพิ่มช่องทางในการให้ข้อมูลข่าวสารของทางราชการแก่ประชาชน5) จัดอบรมสร้างจิตสำนึกให้แก่เจ้าหน้าที่ในการใช้ทรัพยากรให้เกิดประโยชน์สูงสุด
This dissertation has 3 objectives: 1) to study and analyze the problems related to organizational engagement of Metropolitan Waterworks Authority (MWA) personnel., 2) to study the strengthening commitment in the organization according to the Buddhist peace method., 3) to present peaceful innovation, strengthening engagement in the organization of the MWA personnel using mixed-methods of collecting quantitative data by answering online questionnaires of employees with simple random sampling method of 354 sampling people. The statistics used in the analysis are percentage, mean, standard deviation and factor analysis by using the software package. To analyze qualitative data from in-depth interviews, selecting a sample group, specifically interviewing key informants, totaling 9 groups of 29 people, and by examining the data with 7 experts/persons. The dissertation found that the MWA employees, in general, have strong ties in the organization at a level that is considered high. The Buddhist peaceful method for enhancing organizational commitment is of 1) creating good relationships with other people or groups of people in society, 2) creating trust and confidence for others, 3) creating participation among stakeholders, 4) creating fairness for all stakeholders, 5) persistently meeting to discuss with one another, and 6) sharing resources and things to human fellows, which the researcher considers that the most important thing is the matter of morality; the researcher found that Buddhist Peace is the main principle to manage organization for success. Peaceful Innovation for Promotion of Engagement in Organization of MWA Personnel is formulated as the STRATEGIES for MWA's PEACE: Peace Policy Participation (PPP) is defined as a 4 peace policy: 4's Peace Participation, which consists of 1) providing an environment that is conducive to create engagement, 2) providing promotions of physical and mental health, and finance to enhance personal stability, 3) promoting the creation of engagement in the organization with care and continuance, and 4) giving time and opportunity to create a culture of praising good people. ; การวิจัยนี้มีวัตถุประสงค์ 1) ศึกษาและวิเคราะห์สภาพปัญหาที่เกี่ยวข้องกับความผูกพันในองค์กรของบุคลากรการประปานครหลวง 2) ศึกษาการเสริมสร้างความผูกพันในองค์กรตามหลักพุทธสันติวิธี 3) เสนอสันตินวัตกรรมการเสริมสร้างความผูกพันในองค์กร เก็บรวบรวมข้อมูลเชิงคุณภาพจากการสัมภาษณ์เชิงลึกแบบเจาะจงผู้ให้ข้อมูลสำคัญ 9 กลุ่ม รวม 29 รูป/คน ข้อมูลเชิงปริมาณจากการตอบแบบสอบถามด้วยวิธีการสุ่มตัวอย่าง 354 คน สถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์องค์ประกอบ โดยโปรแกรมสำเร็จรูป ตรวจสอบข้อมูลด้วยผู้ทรงคุณวุฒิ 7 รูป/คน ผลการวิจัยพบว่าพนักงานการประปานครหลวงภาพรวมมีความผูกพันในองค์กรในระดับมากทุกด้าน ได้แก่ ความรู้สึกมีความหมาย ความรู้สึกปลอดภัย และความพร้อมที่จะผูกพัน ซึ่งสามารถเสริมสร้างความผูกพันได้โดยหลักพุทธสันติวิธีเชิงรุก คือ การสร้างความสัมพันธ์ที่ดีต่อบุคคลหรือกลุ่มบุคคลในสังคม สร้างความไว้วางใจ ความเชื่อมั่นแก่คนอื่น สร้างการมีส่วนร่วมสร้างความเป็นธรรมให้ผู้มีส่วนได้ส่วนเสียทุกคน หมั่นประชุมเพื่อปรึกษาหารือซึ่งกันและกัน และแบ่งปันทรัพยากรและสิ่งอื่นแก่เพื่อนมนุษย์ ผู้วิจัยรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึกและการวิเคราะห์องค์ประกอบกำหนดเป็นปัจจัยความผูกพันองค์กรและนำหลักพุทธสันติวิธีมาสนับสนุนการกำหนดกลยุทธ์นโยบายสันติสุข 4 ประการ คือ การจัดสภาพแวดล้อมที่เอื้อต่อการสร้างความผูกพัน การจัดส่งเสริมสุขภาพทางกายทางการเงินและทางใจเพื่อเสริมสร้างความมั่นคงในระดับบุคคล การส่งเสริมการสร้างความผูกพันในองค์กรอย่างเอาใจใส่และต่อเนื่องพร้อมทั้งการให้เวลาและโอกาสในการสร้างวัฒนธรรมยกย่องคนดี
The study entitled "policy and mechanism in elders' wellness enhancement of Phayao local administrative organization" aimed at studying policy, mechanism and process in elders' wellness promotion, to analyze the process how to make policy and mechanism for elders' well-being enhancement, and to investigate problems and obstacles in taking care of seniors in the local administration organization in Amphue Muang, Phayao. Population that were important informants in an in-depth interview were 3 three chief executives consisting of the chief executive, the chief administrator of the Phayao provincial administrative organization, The caregiver of the elderly health promotion program, the chief executives of the Maeka sub-district administrative organization, Ban Tom sub-district administrative organization with purpose sampling , specifically, Phayao provincial administrative organization, Maeka sub-district municipality, and Ban Tom sub-district administration organization and key informants in focus group discussion with 15 purposive sampling of experts, divided into 4 groups, namely three administrators of local government organizations, 3 Buddhist monks, 3 seniors and a group involved with older school, such as teachers and 6 high school administrators. Research tools in the study include an in-depth interview and focus group discussion. Data analysis was carried out based on two types of research techniques: in-depth interview data employing content analysis, using 6c technique for content synthesis, and dialectic process (dp) for content analysis consisting of 4 aspects and all of which were analyzed and synthesized, along with a summary of the research and a descriptive discussion. The research indings were as follows: 1. Mechanism and process of enhancing elders' health of local administrative organizations in Muang district, Phayao: (i) policy: the determined policy is broadly announced and consistent with and linked to the constitutional law to the development plan of the local government organization, also in accordance with the mission, goal or purpose for development. for details on the operations related to the elders' wellness, they are formulated in the strategies. (ii) mechanism: the three developmental mechanisms in three institutions have developed a three-year strategic development plan with a mechanism, a main responsible department consisting of a committee or a subcommittee, funds and projects related for enhancing the well-being of the elders. (iii) the process of enhancing the health of the seniors: in the process of enhancing the health of the elders, there are 3 types of actuations, namely, the process of implementing the project with participation if the community in all sectors of Maeka municipality based on the resources with 4m management and the process of enhancing the health of ban tom municipality emphasizing self-reliance of the elderly group, carrying out activities in the form of an elderly club, a welfare provision, a provision of an environment ideal for the well-being of the elderly people, and a building up knowledge by providing knowledge training and health promotion among elderly people. 2. A creation of mechanisms, policies and processes to enhance the well- being of the seniors in the local administrative organizations, in Muang district, Phayao: creating mechanisms, policies, and processes to enhance the well-being of the elderly group of the local administrative organization in Muang district, Phayao, is consistent with and linked to the constitutional law and the state's policies on the elders' wellness that leads to the implementation of the national economic and social development plan, to the ministry of public health, department of local administration, Phayao provincial development plan, local development plan, local government organizations in Phayao. 3.Problems and obstacles in elderly care in local administrative organizations in Muang district, Phayao: (i) Phayao provincial administration organization: the problems and obstacles in elderly care in Phayao provincial administration organization are the provincial level ones. most of the problems will be solved jointly with the local government in the area of implementation with a solution of case-by-case assistance. (ii) Maeka municipality, and Ban Tom municipality: with regard to the barriers for taking care of the seniors in the local administrative organizations. in the district of Muang Phayao province, there are four types of health problems, including physical health with residence of ill condition, social well-being with social problem in elderly society, building an understanding, accessing and participating in policy etc., mental well-being with mental health issues and stress, and intellectual well-being i.e. lacking of learning management, knowledge management, and deficiency of integration. ; บทความเรื่อง นโยบาย กลไก ในการเสริมสร้างสุขภาวะผู้สูงอายุขององค์กรปกครอง ส่วนท้องถิ่นจังหวัดพะเยา มีวัตถุประสงค์เพื่อศึกษานโยบาย กลไก และ กระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ วิเคราะห์การสร้างนโยบาย กลไก ในการเสริมสร้างสุขภาวะผู้สูงอายุ และศึกษาปัญหาอุปสรรค ในการดูแลสุขภาวะผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมือง จังหวัดพะเยาประชากรผู้ให้ข้อมูลสำคัญการสัมภาษณ์กลุ่มผู้เชี่ยวชาญ (In-Depth Interview) ผู้บริหาร 3 คนประกอบด้วย นายกองค์การบริหารส่วนจังหวัดพะเยา ปลัดองค์การบริหารส่วนจังหวัดพะเยา และผู้ดูแลโครงการ กิจกรรม งานผู้สูงอายุ นายกเทศมนตรีตำบลแม่กา นายกองค์การบริหารส่วนตำบลดอกคำใต้ โดยคัดเลือกแบบเจาะจงเฉพาะองค์การบริหารจังหวัดพะเยา เทศบาลตำบลแม่กาและองค์การบริหารส่วนตำบลดอกคำใต้ ที่มีโรงเรียนผู้สูงอายุ และประชากรผู้ให้ข้อมูลสำคัญการสนทนากลุ่มเฉพาะ (Focus Group Discussion) ผู้วิจัยได้กำหนดผู้เชี่ยวชาญโดยคัดเลือกแบบเฉพาะเจาะจง (Purposive sampling) จำนวน 15 รูป/คน แบ่งออกเป็น 4 กลุ่ม ได้แก่ กลุ่มผู้บริหารองค์กรปกครองส่วนท้องถิ่น จำนวน 3 คน กลุ่ม พระภิกษุสงฆ์ จำนวน 3 รูป กลุ่มผู้สูงอายุ จำนวน 3 คน และกลุ่มผู้มีส่วนเกี่ยวข้องกับโรงเรียนผู้สูงอายุ เช่น ครูผู้สอน และผู้บริหารโรงเรียนผู้สูงอายุ จำนวน 6 คน ผลการวิจัย พบว่า นโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุขององค์กรปกครองท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า นโยบายองค์การบริหารส่วนท้องถิ่นที่กำหนดจะประกาศไว้อย่างกว้างๆ และสอดคล้องเชื่อมโยงกับกฎหมายรัฐธรรมนูญจนถึงแผนพัฒนาองค์กรปกครองส่วนท้องถิ่น และสอดคล้องกับพันธกิจ (Mission) มีการกำหนดเป้าประสงค์ (Goal) หรือจุดมุ่งหมายเพื่อการพัฒนา สำหรับรายละเอียด การดำเนินงานที่เกี่ยวกับสุขภาวะผู้สูงอายุจะกำหนดไว้ในยุทธศาสตร์ โดยมีระบบคือแผนยุทธศาสตร์ การพัฒนา และแผนพัฒนา 3 ปี เป็นระบบในการบริหารจัดการองค์กร และมีกลไก คือ หน่วยงานหลัก ที่รับผิดชอบ มีคณะกรรมการหรือคณะอนุกรรมการ มีกองทุน งบประมาณ และมีโครงการที่เกี่ยวกับการเสริมสร้างสุขภาวะผู้สูงอายุ ในส่วนของกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ เป็นการดำเนินงานอยู่ 3 ลักษณะ คือกระบวนการดำเนินงานตามโครงการอย่างมีส่วนร่วมของชุมชนในทุกภาคส่วนของเทศบาลตำบลแม่กา โดยมีทรัพยากรในการบริหารจัดการแบบ 4 M และกระบวนการเสริมสร้างสุขภาวะของเทศบาลตำบลบ้านต๋อม มุ่งให้ผู้สูงอายุสามารถพึ่งพิงตนเอง และร่วมกันดำเนินกิจกรรมในรูปของชมรมผู้สูงอายุ การจัดกองทุนสวัสดิการให้และจัดสภาพแวดล้อมที่เอื้อต่อสุขภาวะผู้สูงอายุ และการสร้างองค์ความรู้โดยการจัดอบรมให้ความรู้และส่งเสริมสุขภาพในกลุ่มผู้สูงอายุ การสร้างนโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ ขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า การสร้างนโยบาย กลไก และกระบวนการเสริมสร้างสุขภาวะผู้สูงอายุ ขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา มีความสอดคล้องและเชื่อมโยงกับนโยบายระดับชาติ ระดับจังหวัด และระดับท้องถิ่น โดยมีวัดจึงเป็นศูนย์กลางของการฝึกปฏิบัติ การเรียนรู้ และการพึ่งพิงทางจิตใจมากกว่าองค์กรอื่นๆ มีพระสงฆ์เป็นหลักในการดำเนินการ ได้รับความร่วมมือจากองค์กรปกครองส่วนท้องถิ่น วัด และคณะสงฆ์ ให้ความอนุเคราะห์ด้านงบประมาณดำเนินการ มีพระสงฆ์ ปราชญ์ท้องถิ่น ครู อาจารย์ ในพื้นที่ เจ้าหน้าที่จากโรงพยาบาลส่งเสริมสุขภาพตำบล และเจ้าหน้าที่สาธารณสุของค์การบริหารส่วนท้องถิ่น ผู้นำท้องถิ่น เป็นวิทยากรจิตอาสา ปัญหาอุปสรรคในการดูแลสุขภาวะผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอเมือง จังหวัดพะเยา พบว่า ระดับนโยบาย : การกำหนดนโยบายในการเสริมสร้างสุขภาวะผู้สูงอายุ มีการกำหนดนโยบายไว้อย่างกว้าง ไม่ชัดเจน ไม่เด่นชัด ส่งผลให้การนำไปสู่ภาคปฏิบัติเป็นไปได้ยากขึ้น ในทุกมิติ ระดับองค์กร : การดำเนินการเสริมสร้างสุขภาวะผู้สูงอายุยังไม่เป็นระบบ และไม่ต่อเนื่อง รวมทั้งขาดการเสริมสร้างองค์ความรู้ด้านสุขภาวะผู้สูงอายุกับการพัฒนาทางปัญญา ซึ่งจะส่งผลต่อการเสริมสร้างสุขภาวะผู้สูงอายุในทุกมิติ ระดับบุคคล : ขาดองค์ความรู้เกี่ยวกับการดูแลรักษาสุขภาวะทั้ง 4 มิติ ส่งผลต่อการเสริมสร้างสุขภาวะผู้สูงอายุทำได้ไม่เต็มที่และต่อเนื่อง
Energy security is one of the most topical and important issues, both at the EU and member states level. This is a fact, not only in the context of climate change policy and common energy market design, but also in the light of the dynamics of EU external energy relations, with the latter recently gaining in importance. The Czech discourse on energy security is no exception and mirrors the development in the EU-wide debate. This claim is based not only on the analysis of events and the subsequent debate on energy security in the Czech Republic regarding the period from 2006 to 2010 (e.g. the natural gas crisis, Presidency of the Council of the EU, the question of energy import dependence), i.e. the period between the last two parliamentary elections with minor overlaps, but also on the three applied criteria of national interest – relevance, consensus, and external acceptability. The discourse on external energy relations of the Czech Republic is relevant, shows signs of consensus, and, from an EU perspective, could be considered as acceptable. Therefore, the external energy relations meet the criteria of the Czech national interest.
While reading academic papers and books on political regimes in Central Europe, one can become aware of an interesting and remarkable fact: these regimes (forms of government) are classified rather differently. Whereas some scholars tend to approach them as parliamentary regimes, others classify them as semi-presidential ones. The major dividing line between these two perspectives runs between a large group of English-writing scholars based outside Central Europe and those from Central Europe itself. Having reviewed a large number of relevant studies in this field, the authors of this article argue that the key reason for the different assessments of Central European regimes resides mainly in a different theoretical (but also methodological) approach, which has important implications when considering how these regimes are treated in various studies. Parties are essential components of a political system, since they provide access to the decision-making process for the citizens. In democratic society they have to execute some basic functions (e.g. interest aggregation, articulation and representation). For this they need material and financial resources. In the recent year funding of the parties must deal with growing expensiveness on the one hand, and on the other with bribery and corruption (which can seriously damage citizens' confidence in the democratic system). Even the most democratic countries have from time to time problem with this unacceptable social phenomena. And it is more important to avoid it in transition countries and in so-called "new democracies" – as central and east European countries, where the democracy is not stabile enough. In this article we focus on the case of Slovakia. We try to outline party finances system and analyse financial resources structure. There are two main models of parties financing, one based on private finances and second based on public resources. Apart from serious defects in laws (still present in Slovak legislation), the main problem of parties financing in Slovakia is growing rate of public party subvention (what can negatively affect parties' independence on the state) and reducing number of party subjects, which participate on it.
The goal of this contribution is to evaluate the relevance of the institutional factors and the influence of the single variables on the corruption. The key task is to find not only suitable indicator of the amount of corruption but also suitable approximants of institutional characteristics, else economical characteristics. The important advantage of this article is its focus also on the corruption measured by alternative ways, compared to the often used CPI. From the institutional characteristic view for the corruption fight seems to be important stable legal background. Not less important is also the government stability and its accountability. In the contradiction with the expected hypotheses claiming the strong and resistant bureaucracy to be beneficial against the corruption fight, almost all executed analysis is based on the contra productivity of the bureaucracy independency on the corruption fight. The objectives of this research are for studying and analyzing factors that related the cooperation and controlling corruption by monks, public sectors and local administrative organizations in Phetchaburi province. It is a qualitative research to analyze applied contents from specific important informers such as monks, provincial government as well as local government tally 30 persons. The research was examined by meetings of professionals. The research results found that: Monks are spiritual leaders who have knowledge in both worldly and Dharma. They were well recognized from the Sangha, government officers and public sectors as they were related by religion to the community. Monks proposed an anti-corruption curriculum by using a community unit as a training center to train on righteous facts in both theory and practical methods. For an example; to give advices to the communities, societies and government sectors under the Dharma principles and laws that conform to the various necessities of communities. Civil sectors should be good citizen that are interested in the community's problems. They would be complied to the laws and local government regulations as such a local people sector that set up for fraud prevention and control committee which has been recognized by government sectors in order to work together to inspect activities of staff performances, i.e., contests, competitions, esteemed outstanding persons announcements etc. This committee will conform to the inspection of internal auditing system such as meetings, seminars, visits, campaigns, promotions and invitations activities in order to allow people enable to express their roles to participate with government officers to protect for the local benefits. 3. The local government must comply with laws, rules and regulations, good governance and good customs and traditions. They must refuse the patronage system and beside, to promote a visible merit system, apply knowledge dissemination on laws, set up projects to create fraud prevention and corruption control by a committee to develop, follow up and evaluate their work performances. The procurements and the local works must be openly shown up for public. Also, channels for community participation must be added to offer directions for solving corruption problems. It´s about phenomena which is natural and important for some parts of population or on the other hand we can see this identity as the artificial problem. The main goal is connecting with results from the field work. I would like to explain something about moravian political elites according to the non-political activism. It´s also necessary to mark historical processes which are important for present time. Special aim is concentrated on referendum in 1997 (held on NATO accession and on the direct election of the president of the Slovak Republic). Generally speaking referendums brought with a lot of problems. Their outcome was polarization of society and political elite. All Slovak referendums were unsuccessful (with the exception of last referendum – euro referendum in 2003). Concerning the consolidation of Slovak democracy referendums had a negative impact. ; This article deals with the theory and practice of Slovak referendum. Special aim is concentrated on referendum in 1997 (held on NATO accession and on the direct election of the president of the Slovak Republic). The article examines the positions of the Czech, Hungarian and Slovak social democratic political parties on the introduction of the permanent European Stability Mechanism as a means of addressing the economic and debt crisis in the EU. Using the categories of frames used by political parties in relation to the EU (utilitarian and cultural) introduced by Helbling et al., the political parties' representatives' speeches and written statements are analyzed. The analysis showed that all three of the parties use similar arguments and they tend to frame their opinions in both utilitarian and cultural terms with the category of "political efficiency" being the most frequent. While the most extensive debate about the issue was in Slovakia as the only Eurozone member of all three given countries, the Hungarian MSzP was able to conceive the topic in a broader context.
