Die Untersuchung setzt sich auseinander mit der Tatsache, dass die an sich mögliche und vom Gesetzgeber zum Zwecke der Resozialisierung in das StGB eingefügte Weisung : Ordnung der wirtschaftlichen Verhältnisse von den für die Strafaussetzung zur Bewährung zuständigen Strafrichtern in den letzten 3 ½ Jahrzehnten nur äußerst sporadisch erteilt wurde. Diese Weisung steht im Kontext der Strafrechtsreform in den 50er und 60er Jahre des 20. Jahrhunderts und hier vorzugsweise unter Beachtung des Rechtsinstituts Bewährung / Bewährungshilfe . Im Rahmen der Normen der Art. 20 und 28 GG sowie der Vorschriften des (Jugend-) Strafrechtes sollte u. a. auch die theoretische Vorarbeit geleistet werden. Es wurden die im Zusammenhang mit der wirtschaftlichen Sanierung stehenden Rechtsinstitute, wiebearbeitet. Als Grundlage der Schulden bedingten Resozialisierung wird u. a. § 56 c I, II Nr. 1 StGB gesehen. Warum diese gesetzlich eingeräumte Möglichkeit nur in so geringem Maße eingesetzt wird, ist so weit ersichtlich, bisher nicht bearbeitet worden. Aus verschiedensten Quellen und Untersuchungen wurde versucht, die Ursache herauszuarbeiten. Dazu wurde auch eine Fragebogenaktion durchgeführt. Alle dazu gefundenen Angaben gehen davon aus, dass die allgemein als notwendig angesehenen Sanierungsmaßnahmen sehr arbeitsintensiv sind und dass normalerweise die dafür erforderlichen Arbeitskapazitäten nicht vorhanden sind. Alle Aussagen gehen dahin, dass die für die Durchführung solcher Weisungen erforderlichen Mittel von der Politik nicht bereitgestellt werden und aus diesem Grunde die Spruchkörper Abstand nehmen, solche Weisungen zu verhängen. Alle zu diesem Thema erschienene Literatur, die vorzugsweise bis vor etwa zwei Jahrzehnten erschienen ist (in den letzten fünf Jahren sind nur soweit ersichtlich vier Monographien erschienen), lässt erkennen, dass der Einsatz der fraglichen Weisungen ein multidimensionales Problem darstellt. Aus der Thematik dieser Studie lassen sich bewährungsrelevante Bereiche der Probanden ableiten, wie: Die erfolgte Sozialisation, einschließlich schulischer und beruflicher Bildung, die körperlich seelische Verfassung, die wirtschaftlichen, arbeitsmäßigen und wohnungsmäßigen Verhältnisse sowie die sozialen Beziehungen (Partnerschaften) und Delinquenz, einschließlich deren Aufsicht und der sozialpädagogischen Betreuung. Der Weisungseinsatz ist von Richtern auf der kleinsten Einsatzquote festgelegt, so dass folgerichtig nur ein geringer Erfolg zu erwarten ist. Dieser Misserfolg überrascht daher wenig, eher schon die Tatsache, dass Führungsaufsichtsprobanden dabei nochmals unterrepräsentiert sind und dass die Bewährungserfolge aufgrund der einschlägigen Weisungen immer mehr absinken. In dem Zusammenhang fällt auf, dass das Verhältnis zwischen Probanden und Bewährungshelfer, obwohl ambivalent, sich doch als relativ stabil, vertrauensvoll und resistent gegen die Widerrufskriterien zeigt. Obwohl das Vertrauen der Probanden zum Bewährungshelfer Grenzen zeigt, stellt sich das Verhältnis unter Berücksichtigung der insgesamt extrem schwierigen Situation doch als günstig dar und die Probanden, die teilweise zu Beginn der Bewährungszeit über die Beiordnung eines Bewährungshelfers recht verärgert waren, dann doch erkannten, dass der Bewährungshelfer seinen Beitrag dazu leistete, sie vor einem Widerruf zu bewahren. Auch scheinen die Probanden ihre Autoritätskonflikte im Verhältnis zum Bewährungshelfer im Laufe der Zusammenarbeit abzubauen. Die in den vergangenen Jahrzehnten propagierten Thesen über den Einfluss der Schulden auf die Straffälligkeit haben sich nicht nachweisen lassen. Weder haben die bisher vorliegenden Studien ergeben, dass die Anhäufung von Schulden zwangsläufig zu (erneuten) Straftaten führen, noch ist das Gegenteil der Fall gewesen. Die vorliegenden empirischen Ergebnisse fremder und eigener Arbeiten verdeutlichen, dass die Nichtanwendung der Weisungen über die Regelung der wirtschaftlichen Verhältnisse durchaus kritisch zu betrachten sind und über ihren Ausbau einschließlich dem tatsächlichen Veränderungsbedarf zu diskutieren sein wird. Dieser Ausarbeitung war es angelegen, die Möglichkeiten der Praxis zum Schuldenabbau zu erörtern und eine Lanze dafür zu brechen, dass die Weisungsmöglichkeit in § 56 c I, II Nr. 1 StGB in Zukunft nicht weiterhin als Stiefkind der Strafrechtspflege behandelt und trotz angeblicher Prioritätseinräumung durch die Politik in Wirklichkeit vernachlässigt und bewusst ungenutzt in der Kodifizierung versteckt gehalten wird. In diesem Zusammenhang ist es bisher nicht gelungen, die Kriminalitätsprobleme von verurteilten Straftätern einzuschränken. Dabei kommt es nicht darauf an, ob die erkannte Ahndung mit oder ohne Freiheitsentzug erfolgt. Beide Reaktionen wirken offensichtlich kaum prophylaktisch und werden von der Strafrechtspflege deshalb auch bei der Bestrafung in der Regel schon mehrfach deviant auffällig gewordener Täter eingesetzt, wobei nach der Statistik in der großen Mehrheit der Verurteilungen eine Geldstrafe verhängt wird. Die Bewährungshilfe wird selten, abgesehen von Jugendlichen, Heranwachsenden und Jungerwachsenen, bei Ersttätern bzw. bestraften eingesetzt. Nach der Justizwirklichkeit erfolgt bei zu Geldstrafen Verurteilten keine über einen Minimalbereich der Sozialarbeit hinausgehende Betreuung. Dabei könnte die Verknüpfung von Freiheitsentzug und betreuender Aufsicht bei rechtzeitigem und personalmäßig ausreichendem Einsatz so manche kriminelle Karriere aushebeln und neue Delikte verhindern. ; The research deals with the fact that the Order for the purpose of rehabilitation and settlement integrated into the StGB and which is possible as such: Order of the economic relations was granted only very sporadically by the judges responsible for the suspension of sentence on probation within the last three and a half decades. This Order is to see in context of the reform of the penal code in the 50ies and 60ies of the 20th century and here preferably while respecting the legal institutes probation / probation service . Within the scope of the norms of the article 20 and 28 GG (German Basic Law) as well as in the regulations of the (Youth) Penal Code a theoretical pre-Work should be done among others. The legal institutes standing in connection with the economic renovation, such aswere worked on. Among others the § 56 c I, II No. 1 StGB is seen as a basis of the debts conditional rehabilitation. The reason why this legally granted possibility is applied only to that minor extent, as far as this is evident, has not been worked on up to now. The attempt was made from various sources and researches to find out the cause. For this purpose a questionnaire survey was carried out. All indications found emanate from the fact that the sanitation measures, in general assessed as required, are very work-intensive and normally the necessary processing capacities are not available. All statements indicate that necessary means for the realization of such Orders are not provided by the politics and for that reason the administrative bodies refrain from imposing such Orders. Any literature published regarding this issue, which was especially published until two decades ago (within the last five years as far as evident four monographs were published), lets recognize that application of the aforesaid Orders represent a multi-dimensional problem. From the themes of this study probation-relevant area of the probationers can be deduced, such as: the socialisation carried out, including school-related and professional education, the physical mental state, the economic, work-related and resident-related conditions as well as the relationships (partnerships) and the delinquency, including their monitoring and the social-pedagogic counselling. The application of the Orders has been determined to the lowest application quota by the judges, so that as a consequence only small successes can be anticipated. This failure therefore does not actually surprise, rather than the fact, that the leading surveying probationers are by the way again under-represented, and therefore the successes of probation continues to sink because of the relevant Orders. In this context it attracts attention that the ratio between the probationers and probation officer, though ambivalent, turns out to be relatively stable, trustful and resistant against criteria of revocation. Although the confidence of the probationers to the probation officer comes to its limits, the relationship is still favourable while considering under extremely difficult situation and the probationers who were quite annoyed by the appointment of a probation officer at their side at the beginning of the probation time, have then recognized, that the probation officer ma! de his contribution to avoid a revocation. Also it seems that the probationers reduce their clash with authority in their relationship to the probation officer in the course of the cooperation. The theses propagated in the past decades regarding the influence of debts on the liability to punishment could not be proved. Nor the studies presented up to date gave the result that the accumulation of debts necessarily leads to (new) offences, nor has the contrary been the case. The current empirical results of foreign and own studies make clear that the non-application of the Orders regarding the regulation of the economic conditions can be though considered critically and about their extension including the actual need for change has to be discussed. It was the goal of this study to discuss the possibilities in practice for a redemption of debts and to take up the cudgels for someone, that the possibility of Order in § 56 c I, II No. 1 StGB in future will no longer be treated as a stepchild of the penal judicature and despite of the alleged grant of priority it is in realty neglected by the politics and consciously hidden unused in the codification. It this context there has been no success to restrict the criminality problems of the convicted offenders. Here it is not important, whether the given punishment is carried out with or without imprisonment. Both reactions do obviously not have a prophylactic effect and are therefore it is applied by the administrative judicature also for the punishment of offenders normally who were noticed repeatedly deviant, whereas according to statistics the large majority of the judgments are punished with fines. The probation service is seldom applied, apart from juveniles, teenagers an! d young adults, for first offenders respectively for the persons already punished. According to the reality in justice there is no counselling of offenders sentenced to a fine which exceeds a minimum of social work. However, the combination of detention and counselling supervision with timely and sufficient staffed application could be taken off some criminal career and prevent new offences.
Seit Beginn der 1990er Jahre werden in vielen europäischen Städten integrierte Entwick-lungsprogramme umgesetzt. Als politisches Instrument verfolgen sie das Ziel, neue Stadtpolitiken im Mehrebenensystem zu platzieren, die zur Lösung lokaler Probleme – wie sozialer Exklusion in benachteiligten Nachbarschaften – beitragen sollen. Heute stellen integrierte Entwicklungsprogramme eine der vielversprechenden politischen Antworten dar, um multi-dimensionale Problemlagen und "negative Diskriminierungen" der "wahrhaft Benachteiligten" zu bewältigen, die sich zunehmend in den Peripherien der Städte abspielen. Um ein solch hohes Ziel realisieren zu können, greifen integrierte Entwicklungsprogramme auf "weiche" und "kommunikative" Planungsinstrumente zurück, durch die unterschiedliche Akteure befähigt werden, in formellen Planungsprozessen zu kooperieren. Ausgehend von den eigenen empirischen Untersuchungen zwischen den Jahren 2005 und 2007, wurden in der vorliegenden Studie mittels qualitativer Forschungsmethoden die Koordinationsprozesse in zwei unterschiedlichen integrierten Entwicklungsprogrammen in Mailand und Frankfurt untersucht. An zentraler Stelle stand die Frage nach den Vertrauensbeziehungen der Akteure und deren Wirken auf das jeweilige Programm. Dabei wurde konzeptionell und empirisch zwischen personenbasiertem und institutionellem Vertrauen unterschieden. Während der täglichen Umsetzung von Governance auf der Quartiersebene konnte festgestellt werden, dass die theoretisch noch zu ziehende Trennung zwischen Formalität und Informalität in der Praxis von den Akteuren umgangen und zusehends verzerrt wurde. Auch die Zuordnung von Kompetenzen der einzelnen vertikalen Verwaltungsebenen konnte stellenweise nicht mehr eindeutig nachvollzogen werden, da durch die Kooperation unterschiedlicher Akteure auch unterschiedliche Interessen, unterschiedliche Kompetenzen und verschiedene Handlungsroutinen Einzug in das Programm gehalten hatten. Regionale und städtische Vertreter, private und öffentliche Akteure, Zivilgesellschaft und Markt stellten zusammen ein Kaleidoskop von Visionen und Interessen auf, in dem das Komplexitätsniveau derart anstieg, dass die erfolgreiche Umsetzung des Programms wiederholt gefährdet wurde. Durch das Fehlen starker, formeller Mechanismen und regelnder Strukturen fiel personenbasiertem und institutionellem Vertrauen, als informellen Mechanismen, die Bedeutung zu, die hohe Komplexität zu reduzieren. In beiden Programmen reagierten die Akteure auf die Komplexität des Programms erwar-tungsgemäß mit einem relativ hohen Niveau an personenbasiertem Vertrauen. Während aber in Frankfurt dieses personenbasierte Vertrauen durch institutionelles Vertrauen ergänzt wurde, stellte sich der Aufbau institutioneller Strukturen im Mailänder Kontext als schwierig dar. Infolge dessen war das Mailänder Programm wiederholt von schweren Problemen innerhalb des Koordinationsprozesses betroffen. Als Ergebnis kann festgehalten werden, dass institutionellem Vertrauen eine sehr viel stärkere Bedeutung innerhalb integrierter Entwicklungsprogramme zufällt, da dadurch innerhalb der Programme neue Regelungsstrukturen geschaffen werden, die dazu führen, eine neue politische Kultur zu etablieren. Integrierte Entwicklungsprogramme erscheinen damit nicht nur als lokal begrenzte politische Intervention, ihnen liegt vielmehr eine übergeordnete Bedeutung inne. Das vorliegende Werk wirft einen kritischen Blick auf integrierte Entwicklungsprogramme, indem es das hohe Komplexitätsniveau der Koordinationsprozesse betrachtet und hinterfragt. Nach mehr als zwei Dekaden der Durchführung integrierter Entwicklungsprogramme in europäischen Städten und nachdem die Europäische Kommission in der Leipzig-Charta erneut auf die Wichtigkeit von Governance in diesem Zusammenhang verwiesen hat, möchte diese Analyse dazu beitragen, mithilfe eines neo-institutionellen Ansatzes in der wissenschaftlichen Diskussion vor allem das hohe planerische Risiko eines auf Governance aufbauenden Planungswegs zu thematisieren. ; Since the 1990s integrated urban development programmes have been established in almost all European cities. They are a political instrument for implementing new urban policies in the multilevel system of urban policies and are aimed at tackling local problems such as social exclusion and urban deprivation in "deprived" neighbourhoods. Today, integrated development programmes are considered to be the most promising political answer to overcome multifaceted "negative discriminations" and to prevent further deterioration of the conditions of the "truly disadvantaged" in the urban peripheries of European cities. In order to realize this ambitious objective integrated development programmes place emphasis on "weak" and "communicative" planning tools that enable various actors to cooperate in formal planning processes. Based on empirical findings gathered between 2005 and 2007, I have analyzed coordination processes in two different integrated development programmes in the periphery of Milan (Italy) and Frankfurt (Germany). In my empirical research, I approached co-ordination processes in both case studies by interpersonal and institutional trust. Unlike traditional modes of urban planning, in both case studies coordination and cooperation included formal as well as informal mechanisms. During the daily implementation of Governance on the local level, in both case studies existing boundaries between formality and informality became blurred and even the contour of the levels of vertical political-administrational structures got increasingly fuzzy and barely traceable due to different levels of interests, different levels of authority and different routines of all actors involved. Regional and urban as well as local representatives, private and public actors, civil society and the market have built together a kaleidoscope of visions and interests, where the level of complexity repeatedly challenged the success of both programmes. Within this environment the level of trust appears as crucial. As expected, actors in both programmes have shown a relatively high degree of interpersonal trust relations. But, while in Frankfurt these relations have been supplemented by institutional trust, the Milanese programme failed in developing a stable institutional arrangement. As a result, the Milanese programme has been faced with serious problems regarding the process of coordination. Accordingly, institutional trust seems to be more important for bridging the gap caused by the absence of traditional planning processes and their structuring order. Institutional trust relates to new roles, routines and norms that are expected to establish a new political culture. As thus, local governance programmes should no longer be understood as only a territorial intervention in the neighborhood, but have a more important meaning to urban politics. This book offers a rather critical perspective of integrated development programmes by questioning the high level of complexity of coordination processes. After more than two decades of integrated planning in Europe and the European Commission's recent appeal to strengthen the governance tools for integrated programmes, the author tries to propose an alternative perspective on integrated development programmes now taking into account also the difficulties and the high level of risk within this planning process. ; Dall'inizio degli anni '90 in molte città europee sono stati messi in atto i Programmi di Sviluppo Integrato. Essi rappresentano lo strumento per l'implementazione di nuove politiche locali nel sistema multilivello delle policies urbane, e sono rivolti alla soluzione di problemi quali l'esclusione sociale e la deprivazione urbana nei quartieri svantaggiati. Oggi, i Programmi di Sviluppo Integrato sono considerati la risposta più promettente sia per la soluzione delle situazioni problematiche multidimensionali sia per la prevenzione dell'ulteriore deterioramento di quelle condizioni di reale svantaggio presenti nelle periferie urbane delle città europee. Al fine di realizzare un obiettivo così ambizioso, tali Programmi si affidano a strumenti di pianificazione "morbidi" e "comunicativi", che mettono in grado i diversi attori di cooperare nei processi formali di pianificazione. A partire dai risultati di precedenti ricerche, svolte tra il 2005 ed il 2007, nel presente studio vengono analizzati i processi di coordinamento di due diversi Programmi di Sviluppo Integrato, quello di Milano e quello di Francoforte attraverso la questione della fiducia interpersonale e istituzionale. Diversamente dalle modalità tradizionali della pianificazione urbana, nei due casi esaminati, la cooperazione e il coordinamento implicavano sia meccanismi formali che informali. Nella pratica quotidiana del doing Governance a livello locale, i confini esistenti tra informalità e formalità divengono sfumati, spesso oltrepassati o vistosamente distorti dagli attori coinvolti. Tale sovrapposizione rende persino complesso individuare in modo chiaro la suddivisione delle competenze dei singoli livelli politico-amministrativi, poiché, assieme ai diversi attori, nel programma sono coinvolti interessi, livelli di autorità e prassi differenti. I rappresentanti della politicà regionale che locale, la società civile e il mercato hanno costruito un caleidoscopio di interessi e punti di vista in cui il livello di complessità aumenta tanto da mettere a rischio l'attuazione degli stessi programmi. Il grado di fiducia è dunque cruciale. In entrambi i programmi, come prevedibile, gli attori hanno mostrato un grado relativamente alto di fiducia nelle relazioni interpersonali, ma, mentre a Francoforte queste relazioni si sono integrate con la fiducia istituzionale, nel contesto milanese la costituzione di strutture istituzionali stabili è risultata problematica. Il risultato è stato che il programma di Milano e il processo di coordinamento in particolare, hanno dovuto affrontare seri problemi. All'interno dei Programmi di Sviluppo Integrato la fiducia istituzionale ricopre un'importanza ulteriore, poiché, proprio grazie a questa, vengono create nuove strutture regolatrici, all'interno dello programma stesso, che contribuiscono a stabilire una nuova politica culturale, colmando quel gap causato dall'assenza dei processi di pianificazione tradizionali. Allo stesso modo, i Programmi di Governance locale non possono considerarsi semplicemente meri interventi politici su di un quartiere ma assumono maggiore importanza per le politiche urbane. Il filo conduttore alla base di questo testo è una prospettiva critica dei Programmi di Sviluppo Integrato che osserva e mette in discussione l'elevata complessità dei processi di coordinamento. Dopo più di due decenni di attuazione di questi Programmi nelle città europee e dopo che la commissione europea, con la Carta di Lispia, ha rafforzato l'importanza della Governance in questo ambito, questo libro fornisce, attraverso un approccio neo-istituzionale, un contributo alla discussione e alla tematizzazione dei rischi che i processi di pianificazione comportano.
Die Nachfrage nach Holz wird im Zeitraum der nächsten 15 Jahre bis 2030 sowohl in der EU als auch global zunehmen. Bedarfsabschätzungen zeigen Nachfrageüberhänge in der EU von jährlich 300 Mio. m³, eine Prognose spricht sogar von Holzfehlmengen von 430 Mio. m³. Der Anstieg der Weltbevölkerung bei wachsender Wirtschaft wird den Holzbedarf erhöhen, auch wenn derzeit weltweit in etwa ein Gleichgewicht zwischen Angebot und Nachfrage besteht. Die Nachfrage nach Holz unterliegt vielen Treibern. Die Langfrist-Prognosen bis zum Jahre 2030 sagen vor allem bei der energetischen Holznutzung eine permanente, über den Verbrauch von Holz zur stofflichen Nutzung liegende, hohe Nachfragesteigerung voraus. Der Trend der Bioökonomie mit der sukzessiven Reduktion des Anteils der fossilen Energieträger beim Primärenergieverbrauch zur Reduktion der Emissionen von Treibhausgasen wurde durch das Paris-Abkommen, das 2015 durch die internationale Gemeinschaft mit dem Ziel des Klimaschutzes verabschiedet wurde, noch verstärkt. Auch die Tendenz zur dezentralen Energieversorgung vor allem in den Kommunen, die besonders die Nachfrage nach Energieholz und schwachen Sortimenten wachsen lässt, das Bestreben zur Verringerung von nationalen Abhängigkeiten zu Russland als Lieferant bei Erdgas und Erdöl haben auf eine steigende zukünftige Nachfrage ebenso einen bedeutenden Einfluss wie die Substitution des Rohstoffes Erdöl durch Holz bei der Herstellung von Chemikalien und Treibstoffen. In den Wäldern der Mitgliedstaaten sind nach Einschätzung der EU größere stehende Holzvorräte vorhanden, die mobilisiert werden müssten, um das Ziel der EU, 20 % der Primärenergie aus erneuerbaren Energien bis zum Jahre 2020, zu erreichen. Die Produktion und die Nutzung von Holz im Rahmen einer nachhaltigen Forstwirtschaft hat über den gesamten Lebenszyklus eine ausgeglichene CO2 Bilanz. Durch die erhöhte Nutzung von Holz im Energiemix vermindert sich die CO2 Belastung der Atmosphäre. Wald-Inventuren, wie z.B. die in Deutschland vorliegenden Ergebnisse der 3. Bundeswaldinventur, bestätigen die Einschätzung der EU über die bestehenden Ressourcen. Die Verwendbarkeit dieser Ressourcen wird allerdings in zunehmendem Maße durch die Herausnahme von Wäldern aus der Produktion aus ökologischen oder sozioökonomischen Gründen beeinträchtigt. Unternehmer, deren Geschäftsmodell die Produktion von Holz auf landwirtschaftlichen Flächen ist, evaluieren mögliche Standorte zur Produktion von Holz im Kurzumtrieb nach der politisch-rechtlichen Sicherheit, nach der Verfügbarkeit von Ressourcen und den Faktorpreisen. Günstige Voraussetzungen für die Anlage von Baumplantagen für die Produktion von Holz bestehen im Baltikum. In den drei Staaten sind die wesentlichen Parameter für den Holzanbau in Plantagen auf landwirtschaftlichen Flächen gegeben: Gesichertes Rechtssystem mit dem Schutz des Eigentums, barrierefreier Zugang zu den Märkten innerhalb der EU, keine Währungsrisiken, günstige klimatischen Bedingungen mit ausreichend Niederschlag und freie Ressourcen bei Arbeit und Boden. Die EU-rechtliche Klassifizierung einer KUP als landwirtschaftliche Tätigkeit auf landwirtschaftlicher Fläche und als landwirtschaftliche Dauerkultur eröffnet die grundsätzliche Möglichkeit der Teilnahme der Kurzumtriebswirtschaft an den EU-Förderprogrammen der Direktförderung, der 1. Säule, und der Förderung der Entwicklung des ländlichen Raumes, der 2. Säule. KUP ist in das Ziele-Cluster Europa 2020/GAP 2020 der EU einbezogen. Für die KUP-Bauern sind auf nationaler Ebene die in das jeweilige Recht der baltischen Staaten transformierten EU Bestimmungen und die jeweils dazu gehörende Verwaltungsauffassung maßgebend. Der Umweltleistung der Dauerkultur "Niederwald im Kurzumtrieb" wurde in den rechtlichen Bestimmungen der EU grundsätzlich Rechnung getragen. KUP sind von der Greening-Verpflichtung befreit. Es überrascht allerdings, dass KUP als "gleichwertige Methode zur Flächennutzung im Umweltinteresse" bei der Anrechnung auf eine ökologischen Vorrangfläche nur mit Faktor 0,3, hingegen die Agroforstsysteme mit Faktor 1,0 Berücksichtigung fanden. Der KUP-Landwirt kann nur, wenn er Abweichungen beim Verwaltungshandeln zu den übergeordneten nationalen Gesetzen oder EU-Regeln zu seinem Nachteil erkennt, sein Recht im Widerspruchsverfahren suchen. Sowohl bei der Direktförderung wie auch bei der Strukturförderung wurden in allen drei baltischen Staaten Verwaltungsauffassungen identifiziert, die KUP im Vergleich zur Förderung der herkömmlichen Landwirtschaft mit annuellen Feldfrüchten benachteiligen oder weitgehend von der Förderung ausschließen. Im Bereich der Direktförderung gilt dies im besonderen Maße bei meliorierten Flächen. Die Detailanalyse zeigt, dass die Etablierung von KUP auf solchen Böden entweder, wie in Lettland, zur Versagung der Direktförderung führt, oder, wie in Estland und Litauen mit Auflagen verbunden ist, die die Bereitschaft der Landwirte für die Anlage einer KUP stark hemmen. Bedeutend ist dies vor dem Hintergrund, dass in Estland rund 54 %., in Lettland rund 62 % und in Litauen rund 78 % der landwirtschaftlich nutzbaren Flächen mit Drainagen versehen sind. Im Bereich der Förderung nach der 2. Säule, insbesondere die Gewährung von Zuschüssen bei Auf- und Ausbau der Hofstelle sowie beim Ankauf von Maschinen und anderen Ausrüstungen, ist der KUP-Landwirt von der Förderung ausgeschlossen. Die Festlegung der Rotationszeiten verursacht ein weiteres Hemmnis. Die Produktion von Holz in KUP wird dadurch in den baltischen Staaten in Richtung bestimmter Holzsortimente, nämlich hauptsächlich Energieholz und schwache Sortimente, gelenkt. Die Bestimmungen legen in der Regel fünf Jahre als Umtriebszeit fest. Versuche, diese restriktiven Vorgaben aufzuweichen, waren bisher erfolglos. Zusätzliche Lenkungsimpulse in Richtung bestimmter anderer, stärkerer Holzsortimente gehen auch durch die Förderung der Aufforstung im Rahmen der Strukturförderung aus. Auf den baltischen Faktormärkten stehen für die Holzproduktion auf landwirtschaftlichen Flächen im Kurzumtrieb Boden und Arbeitskräfte zu günstigen Preisen in ausreichendem Umfang zur Verfügung. Restriktionen beim Bodenerwerb in den ab dem Jahre 2014 geltenden nationalstaatlichen Bodenverkehrsrechtssystemen können für die Neu-Etablierung eines KUP-Betriebes hinderlich sein. Zu den realen Holzerträgen liegen für die baltischen Staaten noch keine Ernteergebnisse aus KUP auf größeren Flächen vor. Abschätzungen der Erntemengen waren deshalb anhand von Vergleichszahlen für KUP in klimatisch ähnlichen Regionen, anhand von Wuchsleistungen gängiger Klone und unter Einbeziehungen von Messungen auf Versuchsplantagen in Estland, Lettland und Litauen vorzunehmen. Die so taxierten realen Holzerträge liegen bei einem Durchschnitt von 10,00 tatro ha-1 a-1. Das Niveau der Marktpreise für das im Kurzumtrieb produzierte Hauptsortiment Hackschnitzel deutet auf einen aufnahmebereiten Markt mit für die Wirtschaftlichkeit der Produktion ausreichenden Preisen hin. Vergleiche mit längeren Zeitreihen, bei denen aktuelle Preisschwankungen geglättet sind, für Estland zwischen 2003 bis 2013, für Lettland zwischen 2009 bis 2014 und für Litauen zwischen 2008 bis 2014, bestätigen diese Aussage. Durch die Ermittlung der Annuitäten wird die Wirtschaftlichkeit einer KUP am Beispiel eines Betriebes in Lettland untersucht. Auf der Aufwandsseite konnten tatsächliche Kosten-Größen für eine Fläche von 100 ha in die Berechnungen einbezogen werden. Damit steht für eine Wirtschaftlichkeitsberechnung eine Datenbasis zu den Kosten zur Verfügung, die nicht ausschließlich für kleine Versuchsflächen in Estland, Lettland und Litauen erhoben wurde. Auf der Marktseite kann auf aktuelle Marktpreise für Hackschnitzel, bestätigt durch langfristige Zeitreihen, zurückgegriffen werden. In dieser, mit realen Zahlen fundierten Berechnung sind die Zahlungsströme dargestellt. Nicht in diese Kalkulation wurden wegen der Unsicherheit eines positiven Bescheides durch den LAD die Fördergelder einbezogen. Die Berechnungen zeigen positive Annuitäten, dem Indikator für den profitablen Betrieb einer KUP. Eine Sensitivitätsanalyse mit Veränderungen aller Kosten- und Ertragsfaktoren um jeweils 10 % bestätigt die Ertragsstabilität. Schließlich wird durch den Vergleich des Ergebnisses der Annuitätenberechnung mit einem landwirtschaftlichen Betrieb, der als Hauptkultur Weizen produziert, aufgezeigt, dass die Produktion von Holz auf landwirtschaftlichen Flächen mittels KUP die wirtschaftlich sinnvollere Alternative ist. Als agrarpolitischer Ausblick für die EU lässt sich aus der Gesamtanalyse resümieren, dass eine "Arbeitsteilung", Feldfrüchte in den Mitgliedsländern zu erzeugen, in denen die Produktionsbedingungen aufgrund von klimatischen Aspekten und Standortparametern optimal sind, nicht gefördert, sondern eher gebremst wird. Wenn die Betriebsergebnisse aus der Produktion von Holz in KUP weiter zunehmen, wird der Markt durch die Aussicht auf höhere monetäre Erträge die Strukturanpassung, auch gegen die restriktive rise over the prognosis timeframe of the next 15 years until 2030. For Europe, demand forecast shows a deficit of supply of 300 mio. m³ per year; one study even states the amount at 430 mio. m³. The growth of the world population in combination with a growing economy will further increase the demand for wood, despite the current situation of equilibrium between demand and supply as shown by figures regarding the actual wood production. The demand is driven by many factors. Long-term prognoses to the year 2030 predict a permanent rise in demand for energetic use, which is above the rise of wood for material use. The bio economic trend, including the reduction of greenhouse gas emissions through the gradual reduction of fossil energy sources as a primary energy supply, has been reinforced through the Paris Agreement, adopted by the international community in 2015 with the aim of climate protection. Also other factors will strengthen future demand: the tendency towards decentralised energy production, especially within municipalities, which will particularly grow the demand for fuel wood and weak assortments; the tendency towards reducing dependence on Russia as a supplier of natural gas and oil; and the substitution of fossil energy sources for wood in the production of chemicals and fuel. The EU sees in the forests of its member states a large standing wood supply, which would need to be activated to reach the goal of substituting 20% of primary energy with renewable energy sources by 2020. Wood production and use has a neutral CO2 footprint throughout its lifecycle; if produced sustainably, it only emits as much CO2 as it had previously bound within itself through photosynthesis. Increasing the use of timber in the energy mix reduces the pollution of the atmosphere with CO2 Forest-inventories like the recently published 3rd German National Forest Inventory underline this assumption of the EU regarding the reserves. However, not all of the stock in the forests can be activated, as some forests are taken out of production due to ecological and socio-economic reasons. Entrepreneurs whose business model is determined by the production of wood on agricultural land evaluate possible locations for the production of wood in short rotation according the political and legal security, the availability of resources and the factor prices. The Baltic States offer favorable preconditions. All three states fulfill the major parameters for wood production on coppices on agricultural land: protection of the liberal order; secured legal system with the protection of property; barrier-free access to the markets within the EU; no currency risks; favorable climatic conditions with sufficient precipitation; and large amounts of resources in land and labor. The classification as agricultural activity on agricultural land and as an agricultural permanent crop makes SRC principally entitled to EU funding programs through direct support, the so-called 1st pillar, as well as though the funding of the agricultural structures, the so-called 2nd pillar. SRC are included in the goal cluster of Europe2020/CAP2020. For the SRC farmers on a national level, the applicable legislation derived from the EU-regulations and their administrative interpretations are crucial. The environmental performance of SRC was especially recognised, while excluding them from the Greening-Commitment. Surprisingly however, SRC is recognised with the factor 0.3 as a substitute for the compulsory creation of ecological compensation conservation areas, whereas argoforest systems with a lower soil regeneration period are recognised with the factor 1. The SRC agriculturist can request an appeal proceeding only if he feels there are discrepancies between the administrative acting and the superior national laws or EU rules. In comparison to the funding of traditional agriculture with annual crops, interpretations were identified in both pillars which discriminate against SRC by diminishing it or excluding it all together. In the direct funding sector this is especially applicable to meliorated land. A detailed analysis has shown that the establishment of SRC on such land leads to the complete denial of direct funding, like in Latvia, or subjection to strict conditions which hinder any SRC, like in Estonia and Lithuania. This is significant because in Estonia roughly 54%, in Latvia roughly 62% and in Lithuania roughly 78% of agricultural land has a drainage system. Within the 2nd pillar, the SRC farmer is excluded from support, especially in granting subsidies for building construction, acquisition of machines and other equipment. The definition of the rotation periods is causing another hurdle. The production of wood on SRC is steered towards certain market segments, mainly fuel wood and weak assortments, through the predefined rotation periods within the different Baltic States. These are generally set to five years. Efforts to soften this restrictive rule have so far been unsuccessful. Further stimulus guiding towards certain segments comes from the subsidies provided for reforestation by the structural funding. In the Baltic factor market, land and labour for wood production in SRC on agricultural land are available for reasonable prices and in sufficient quantities.Restrictions in purchasing land could arise from the "land-mobilisation" legal systems valid from 2014 for the new establishment of SRC. There are no authoritative figures available for the harvest yields on large scale SRC in the Baltic States. Estimations of the crop volume had to be made in comparison to regions with similar climatic conditions and the growth performance of common clones, taking into account measures from test facilities in Estonia, Latvia and Lithuania. Assessed like this, the average wood production lies at 10.00 tovd ha-1 a-1. The price levels for the wood sales in the market segment of SRC wood is robust for the internal market, as is the export demand. This is confirmed by a time-series analysis in which price fluctuations are evened out, for Estonia between 2003 and 2013, for Latvia between 2009 and 2014 and for Lithuania between 2008 and 2014. By calculating the annuity, the profitability of a SRC is evaluated using the example of an enterprise in Latvia. On the expenses side, real cost-figures for an area of 100ha could be used for the calculation, thus providing a data base which does not derive from only small experimental areas in Estonia, Latvia and Lithuania. On the market side, actual current market prices, backed up with long-term data series regarding the price level of wood chips, could be resorted to. In this calculation based on real figures, the cash-flow was illustrated. Money from the 1st and 2nd pillar was not added into the calculation due to the uncertainty of a positive decision by the LAD. The calculations show a positive result, indicating that a profitable management of a KUP is possible. A sensitivity analysis in which all cost and dendromass production figures where changed by 10% shows the stability of the calculation. Finally, a comparison of the annuity results to the income of a large company which produces annual field crops in crop rotation shows that the production of wood on agricultural land with SRC is the more economically sound alternative. Considering the agricultural outlook for the EU, one can draw from the overall analysis that a "division of labor" in which field crops are produced in the member states in which the climate aspects and the soil parameters are optimal is not supported, but rather inhibited. When the profits from the production of wood on agricultural land rise further, the market will, driven by the higher return of investment, cause that structural adjustment, despite EU This report describes the SLE study concerning quality infrastructure in three value chains and its potential to contributing to economic growth in southern Kyrgyzstan. In the context of GIZ's Sustainable Economic Development Programme in Kyrgyzstan, the German development agency tasked SLE to perform the study out its Jalal-Abad office, with the following subtasks: - Studied three value chains (apple, tomato and plum) partly; - Has interviewed companies producing and processing those commodities and - Has analyzed the national quality infrastructure (NQI) serving the three. Following a similar task in Ghana, SLE developed a qualitative research methodology with a five week stay in Kyrgyzstan. Through 60 interviews mainly with food processors, but also including farmers, quality infrastructure (QI) service providers and GIZ partners, the three staff SLE team prepared recommendations after verifying them in workshops. Three recommendation groups were developed: 1. Strengthen utilization of formal market demands as driver for improved Food Safety and QI 2. Widen scope of Kyrgyz QI services and increase clients' satisfaction in order to boost QI utilization 3. Flank intervention in quality management through facilitating investment climate Background and Task This summary condensates the SLE study on how quality infrastructure in three value chains can contribute to economic growth in southern Kyrgyzstan. In the context of GIZ's Sustainable Economic Development Programme in Kyrgyzstan, the German development agency operates an office in the rural South Fergana Valley. Based out of that office in Jalal-Abad, this research consultancy has: • Studied three value chains (apple, tomato and plum) partly; • Has interviewed companies producing and processing those commodities and • Has analyzed the national quality infrastructure (NQI) serving the three. These steps were taken in order to come up with recommendations how to support economic growth in rural Kyrgyzstan through specific interventions. The Kyrgyz national economy is still much depending on Russia, 27 years after Soviet Union's breakup. Yet, many young Kyrgyz people migrate to Russia instead of farming on their families' properties with the consequence of them not being available in the Kyrgyz national labor market. Stemming from Soviet's era, the Quality Infrastructure (QI) subsector serves companies and their customers alike through Metrology, Standardization, Testing, Certification and Accreditation. The -mostly governmental- NQI operates on the policy level out of the capital, the regional hubs such as Osh being relevant to Jalal Abad and on the county level (oblast). Besides supplying national Kyrgyz markets, exports play a particular role as they are relevant to apple and plum products. Since the accession of Kyrgyzstan to the Eurasian Economic Union (EAEU) with Russia, Belarus, Armenia and Kazakhstan, export regulations are expected for summer 2017. In light of this the client defined the main research questions as to how to improve food safety and how quality infrastructure services can contribute to creating job opportunities, especially for youth. Methodology Having completed a study of Ghana's national quality infrastructure in 2015, the Seminar Ländliche Entwicklung (SLE) has been commissioned by GIZ to perform this task, replicating partially the methods and partly in personal union. Given the explorative character of the Kyrgyzstan study, and in coordination with the client during the inception phase, a qualitative approach was adopted. Given the results of the research in Ghana showing the best chances of QI utilization on the medium size company level, the Kyrgyzstan study focused on food processors. The three expatriate SLE consultants designed a five week field phase, flanked by two national Kyrgyz experts. Supported by GIZ's logistics, the SLE team spent a week in each value chain. The interviews covered 20 food processing companies; three farmers and one retailer were interviewed. 18 interviews were conducted with service providers in the quality infrastructure sector. The total of sixty interviews included also six with development agencies, partly in GIZ partnership. During the final stages, recommendation workshops were hold in Jalal Abad and Bishkek with the purpose of verifying the results and recommendations. Findings and Observations Some out of many observations shall be reflected here: The interviews with producers revealed that EAEU markets, especially Russia are highly relevant to them and will become even more once compliance with customs regulations become obligatory, foreseen in 2017. Looking at the type of producer and processor, the research found a "dual-economy" existing with informal markets for fresh products and formal markets requiring certifiable quality management. Given the formal markets concluding contracts between producers, processors and their clients also concerning quality characteristics, it results in a higher chance of quality management and QI services playing a role. Pondering obligatory and voluntary use of QI, this research applied the assumption that formal markets impose quality regimes sparing the authorities from obligating farmers, processors and exporters as well as policing compliance. On paper, Kyrgyz NQI should function, but in reality this is barely in position to check compliance of products being exported to EAEU countries. While the EAEU is supposed to equip Kyrgyz QI providers even in regions, much is left to be done. Since soviet past, the line ministries for agriculture and health shared the task of maintaining QI services. However, given the nowadays' involvement of the state inspectorate, exporters have to check compliance for each authority the same characteristics. This duplication withholds willing QI customers and frustrates them, instead of facilitating their work. With 28'000 out of the total 150'000 tones annual apple production, apple products are subject to export regulations. In so far, EAEU's customs union is very relevant, which can even become restrictive, like it was observable with potatoes evading quality infrastructure. Apple juice, which is examined by health authorities additionally for sanitary reasons, requires quality infrastructure services, but does lack inspection. Given this situation, Kyrgyz apples or products more generally do not reach lucrative markets. Like apple, the pomicultures plum is growing in orchards typically planted back in Soviet times. The up to 20'000 tons of Plums produced annually, are dried in order to conserve them with the few micro-drying facilities. However, even more is sold to intermediaries who partly export them to more lucrative markets, through Uzbekistan and Tajikistan. Hardly any QI service utilization was observed. Tomatoes are produced on some 10'000 ha of fields in Southern Kyrgyzstan. 60% of these tomatoes are processed to juices and paste, where hygiene and quality regimes apply. On the fields, fertilizer is applied leading to a necessity to analyze Nitrate concentrations, yet hardly any QI utilization has been observed. In all three value chains, it would be required using Hazard Analysis and Critical Control Points (HACCP) because it is the most effective and economic way to combat food safety problems. Nevertheless, HACCP is not mandatory in the EAEU quality management and training has been too theoretical. While organic products do not play any role on Kyrgyz national markets, there is an opportunity for European markets. Already now, Kyrgyz Walnuts, plums and other are exported to Turkey, and partly re-dispatched onwards to the EU. A few European processors even invest directly, such as in Kyrgyz nuts. However, in order to do so, they utilize their own company based quality management. Nevertheless, given the growing EU organic market, an opportunity arises for Kyrgyz plums, dried apples, herbal spices and more. This is even more relevant, given the national quality infrastructure contributing. Looking at job opportunities, income generation and youth's migration, the youth's multitude of motives for leaving the country presented itself. Youth also leaves rural South in order to be in reach of urban opportunities from mobile phone access to training opportunities. The research concludes that in order to influence migration, the necessary condition is an integrated program offering job opportunities Results and recommendations Summarizing all three value chains, quality infrastructure is utilized rarely by farmers and micro-scale processors, also because National QI is concentrated in Bishkek. In order to solve this, QI services need to be offered on the producer level in relevant villages. Extending services on village level also involves consultancy as to how translating the QI results in a proper HACCP management. Already now, Quality infrastructure is not utilized sufficiently to access profitable markets. The reason is partly the high cost, the unawareness by producers and partly the poor presence in relevant fields and area. Given the poor scope of tests and compliance checks, farmers and processors risk having to check twice quality properties. Consequently, and in order to comply with EAEU regulations already during 2017, the rejection risk of Kyrgyz products grows. In light of this, it is recommended to stimulate QI utilization, widen the scope of QI services and facilitate general economic conditions as follows: 1. In order to use formal market demand as driver for improved Food Safety and QI – service utilization in selected value chains (VC) it is necessary to: a. improve the linkage of local VC actors with formal markets b. facilitate compliance of local VC actors with market requirements 2. QI utilization should grow through fulfillment of two recommendations. a. In order to increase QI service utilization, the necessary condition is to increase its scope. b. The sufficient condition is customers satisfied with easy access, speed and precision of service. 3. Besides these two main recommendations, general conditions should augment room for change.
Mit den in Österreich 1990 beschlossenen und in vergleichbaren Ländern zur Beschlußfassung anstehenden Gesetzen wird Psychotherapie als eigenständige Profession im Gesundheitssystem anerkannt. Um eine optimale und effiziente Versorgung sicherzustellen, gibt es immer wieder Forderungen und Vorschläge zur Verbesserung der Zusammenarbeit zwischen den im Gesundheitsbereich tätigen Berufsgruppen. Vor dem Hintergrund dieser Entwicklung interessierte uns, welche Aspekte professioneller Kooperation für Psychotherapeuten bedeutsam sind und welche Einstellungen sie dazu haben. Sieben Psychotherapeuten mit langer Berufserfahrung wurden dazu ausführlich interviewt. Auf Grundlage dieser Interviews wurde ein Fragebogen mit 78 Items entwickelt und an 79 Psychotherapeuten erprobt. Die Items des Fragebogens werden zu Themenbereichen zusammengefaßt und interpretiert. Die Analyse der Antworten führte zu einer vorläufigen Typologie von Therapeuten hinsichtlich ihrer Einstellung zu professioneller Kooperation.Schlüsselwörter: Psychotherapeutische Kooperation, Einstellungen, Professionalisierung. ; With the law for psychotherapeutic practice in 1990 psychotherapy entered the health-care system as a new profession. To provide a better and more efficient service politicians and professionals again and again made proposals for an enhancement of co-operation between the different professional groups in this system. On this background the present pilot study examines the opinions of psychotherapists towards cooperation with other professionals outside institutional settings. The study consists of two parts. In a first step seven experienced psychotherapists were interviewed about cooperation and the importance of this topic for their professional work. In a second step a 78-item questionnaire informed by the result of the interviews was administered to 79 psychotherapists in Austria. The result supports a multi-faceted concept of co-operation. The items are grouped according to certain domains and interpreted. An explorative factor analysis of the questionnaire indicates a provisional typology of therapists in regard to their attitudes towards professional co-operation.Keywords: Psychotherapeutic co-operation, attitudes, professionalization. ; La psychothérapie est en passe de devenir profession indépendante au sein du système de santé: des lois ont été approuvées en Autriche en 1990 et sont prêt de l'être dans d'autres pays. Ceci fait que les praticiens de ce métier appartiennent désormais à un domaine professionnel dans lequel se manifeste constamment un besoin d'améliorer la coordination des prestations et la coopération entre leurs fournisseurs.La réforme de la psychiatrie a permis de satisfaire - au moins au niveau régional - l'exigence d'une offre ambulatoire tenant compte de toute la complexité des troubles psycho-sociaux et du fait qu'ils sont indissociables de différents domaines du quotidien des patients; ce but est atteint grâce à une offre de traitements intégrés et multidisciplinaires. Hans Strotzka a proposé que l'on utilise ce même modèle de traitement au niveau de l'offre en psychothérapie: dans le cas idéal, cette dernière ne doit être pratiquée que dans le contexte de groupes interdisciplinaires appliquant une pluralité de méthodes; en effet, ce n'est qu'en procédant ainsi qu'on peut travailler dans des conditions adaptées aux patients et superviser le travail. Le législateur a satisfait jusque dans certaines limites à l'exigence d'une collaboration entre professionnels. Compte tenu des exigences venues soit du sein de la profession, soit de l'extérieur (à savoir surtout des milieux politiques) et demandant que les spécialistes coopèrent en fonction de chaque cas, nous avons voulu savoir quels sont les facteurs que les psychothérapeutes eux-mêmes considèrent comme importants par rapport à cette démarche. L'étude devait être menée en deux étapes: (1) examen préliminaire de l'objet et (2) observation de la collaboration pratique. Notre objectif scientifique était pragmatique: nous voulions savoir quant la collaboration professionnelle est indiquée et quand elle est plus efficace que des méthodes moins exigeantes en rapport avec la coordination des prestations (ex.: adresser le patient à d'autres). Dans la partie de l'étude qui est actuellement terminée (attitudes des psychothérapeutes envers la coopération entre professionnels) nous nous sommes concentrés sur un type de collaboration volontaire pratiquée hors des équipes et institutions existantes; il s'agit là d'un aspect qui a été peu étudié. Des démarches de coopération se trouvent dans tous les domaines du quotidien. Nous coopérons, par exemple, au niveau de la coordination de la vie familiale et du ménage; la forme dominante dans ces domaines est une simple répartition des tâches en fonction du sexe et de l'âge des participants et elle est organisée par le biais d'une démarche ouverte et continue de communication. D'autres types de coopération se trouvent dans les jardins d'enfants, les écoles, etc., bref, collaborer est un élément central du quotidien, qui n'est pas toujours enregistré consciemment et que l'on ne thématise qu'à partir du moment où il ne fonctionne pas. Se référant aux théories du jeu et de l'échange, les spécialistes de la psychologie sociale ont largement étudié la coopération en tant que forme d'interaction humaine. Une des questions centrales de leurs travaux fut: quand faut-il qu'en cours d'interaction une personne coopère avec d'autres, et quand est-il préférable qu'elle se comporte de manière égocentrique ? Un modèle du type de situation correspondant à ce problème a été utilisé dans de nombreuses expériences: celui du "dilemme itératif du prisonnier". Dans ce type de relations sociales une collaboration est élaborée sur des bases rationnelles mais aussi en fonction d'un aspect émotionnel. Les travaux de Winfried Bion présentent une description détaillée de ces phénomènes. L'auteur entend par coopération la formation d'équipes dont l'efficacité dépend de facteurs relevant de la dynamique des groupes. Selon sa thèse centrale, tout groupe social va se subdiviser toujours en deux - un "groupe actif" et un "groupe affectif" - et être influencé par cette division. Ces mêmes phénomènes de dynamique des groupes sont présents lorsque les participants ne se rencontrent pas concrètement; ils se trouvent donc même dans des "groupes virtuels". En fonction des objectifs que nous avions fixés à notre étude, nous avons élaboré une stratégie de recherche en deux étapes. Dans le but de cerner les manières subjectives dont la coopération est considérée, nous avons d'abord mené des interviews semi-structurées avec sept thérapeutes disposant d'une longue pratique professionnelle, considérés comme "coopératifs" et exerçant leur métier dans différents contextes. Les renseignements acquis par le biais de ces interviews, complétés d'informations tirées de la littérature, ont servi à construire un questionnaire comportant 78 items en rapport avec l'attitude des sujets. En tout 79 psychothérapeutes ont rempli ce questionnaire. Les résultats de l'étude montrent que les psychothérapeutes manifestent une attitude positive envers une coopération volontaire pratiquée en fonction de chaque cas et la considèrent comme avantageuse. Ceci fait qu'il y a de bonnes chances pour qu'ils répondent de manière "ouverte" à une offre dans ce sens et qu'un processus de coopération soit mis en marche. Si l'on passe du niveau d'une adhésion globale — que nous avons appelée "représentation idéologique" du concept de coopération - à celui d'attitudes plus étroitement liées à des comportements concrets, il devient utile de différencier plus avant. Une proportion considérable des réponses présente un large degré de variance, ce qui implique qu'il faut accepter que le consensus entre psychothérapeutes n'est pas très marqué. Un grand nombre de personnes interrogées considèrent qu'une coopération entre professionnels permet d'éviter des dommages éventuels. Ceci s'applique autant au préjudice que pourraient souffrir les clients en conséquence de stratégies thérapeutiques qui se bloqueraient mutuellement qu'aux problèmes posés au travail thérapeutique par des clients qui cherchent à mettre en conflit leurs différents thérapeutes. Seule un peu moins de la moitié des personnes interrogées ont une attitude positive envers l'application en psychothérapie du "modèle du case management" pratiqué avec succès dans d'autres domaines du système de santé pour organiser les démarches de coopération. Les attitudes varient également par rapport à une éventuelle collaboration entre spécialistes, telle qu'elle est pratiquée de manière routinière en médecine. Une majorité considère que les coûts indirects occasionnés par le fait que d'autres thérapeutes sont difficilement atteignables ne nuit pas forcément à la collaboration. Pourtant les coûts directs résultant du fait que le travail de coopération n'est pas rémunéré sont perçus par la moitié des thérapeutes interrogés comme un obstacle à la démarche. Alors que nous avions formulé l'hypothèse contraire, une grande majorité ne pense pas que la réussite de cette dernière dépende du sexe des spécialistes concernés. Selon une première classification des psychothérapeutes en fonction de leur attitude envers la collaboration entre professionnels, ceux-ci se répartissent en trois types présumés: (1) le thérapeute est ouvert à une coopération à différents niveaux; (2) le thérapeute a une attitude généralement positive, mais ne collabore que de manière très sélective; (3) le thérapeute ne s'intéresse pas à une coopération ou même rejette cette possibilité. A notre avis les résultats de l'étude permettent de conclure que lorsqu'il s'agit de coopérer, les psychothérapeutes ne disposent pas de routines établies et élaborent leurs propres stratégies en cours de carrière. Cet aspect s'est manifesté clairement dans les interviews menées dès le début du projet; il se confirme en outre par le fait qu'on n'enregistre pas de différences statistiques entre les trois indices lorsqu'on subdivise l'échantillon en fonction de la profession d'origine des thérapeutes, de leur situation professionnelle, de leur orientation thérapeutique et de la durée de leur activité professionnelle. Nous n'acceptons toutefois pas l'idée qu'en ce qui concerne la collaboration entre psychothérapeutes, des solutions simples existent, qui seraient applicables à tous les cas. L'un des objectifs de notre étude était de cerner une "atmosphère", au-delà de la manière subjective dont l'individu perçoit la situation. Il s'agira de compléter les résultats présentés ici - et concernant des attitudes - d'une étude de la pratique "vécue" de la collaboration entre professionnels. Ceci devrait permettre de répondre aux questions suivantes: Dans quelles conditions et avec quelle fréquence une collaboration est-elle vraiment pratiquée ? Quelles sont les alternatives à cette forme très complexe d'interaction sociale ? Quels sont les rapports entre "attitude envers la coopération" et "comportement coopératif" ? Ce n'est qu'une fois qu'une étude auprès d'un échantillon représentatif de psychothérapeutes aura été menée et aura fourni des réponses à ces questions qu'on pourra, par exemple, exiger des responsables qu'ils intègrent à la formation (continue) un apprentissage de la coopération en tant que "skill" professionnel. ; unknown ; publishedVersion

Le législateur a satisfait jusque dans certaines limites à l'exigence d'une collaboration entre professionnels. Compte tenu des exigences venues soit du sein de la profession, soit de l'extérieur (à savoir surtout des milieux politiques) et demandant que les spécialistes coopèrent en fonction de chaque cas, nous avons voulu savoir quels sont les facteurs que les psychothérapeutes eux-mêmes considèrent comme importants par rapport à cette démarche. L'étude devait être menée en deux étapes: (1) examen préliminaire de l'objet et (2) observation de la collaboration pratique. Notre objectif scientifique était pragmatique: nous voulions savoir quant la collaboration professionnelle est indiquée et quand elle est plus efficace que des méthodes moins exigeantes en rapport avec la coordination des prestations (ex.: adresser le patient à d'autres). Dans la partie de l'étude qui est actuellement terminée (attitudes des psychothérapeutes envers la coopération entre professionnels) nous nous sommes concentrés sur un type de collaboration volontaire pratiquée hors des équipes et institutions existantes; il s'agit là d'un aspect qui a été peu étudié. Des démarches de coopération se trouvent dans tous les domaines du quotidien. Nous coopérons, par exemple, au niveau de la coordination de la vie familiale et du ménage; la forme dominante dans ces domaines est une simple répartition des tâches en fonction du sexe et de l'âge des participants et elle est organisée par le biais d'une démarche ouverte et continue de communication. D'autres types de coopération se trouvent dans les jardins d'enfants, les écoles, etc., bref, collaborer est un élément central du quotidien, qui n'est pas toujours enregistré consciemment et que l'on ne thématise qu'à partir du moment où il ne fonctionne pas. Se référant aux théories du jeu et de l'échange, les spécialistes de la psychologie sociale ont largement étudié la coopération en tant que forme d'interaction humaine. Une des questions centrales de leurs travaux fut: quand faut-il qu'en cours d'interaction une personne coopère avec d'autres, et quand est-il préférable qu'elle se comporte de manière égocentrique ? Un modèle du type de situation correspondant à ce problème a été utilisé dans de nombreuses expériences: celui du "dilemme itératif du prisonnier". Dans ce type de relations sociales une collaboration est élaborée sur des bases rationnelles mais aussi en fonction d'un aspect émotionnel. Les travaux de Winfried Bion présentent une description détaillée de ces phénomènes. L'auteur entend par coopération la formation d'équipes dont l'efficacité dépend de facteurs relevant de la dynamique des groupes. Selon sa thèse centrale, tout groupe social va se subdiviser toujours en deux - un "groupe actif" et un "groupe affectif" - et être influencé par cette division. Ces mêmes phénomènes de dynamique des groupes sont présents lorsque les participants ne se rencontrent pas concrètement; ils se trouvent donc même dans des "groupes virtuels". En fonction des objectifs que nous avions fixés à notre étude, nous avons élaboré une stratégie de recherche en deux étapes. Dans le but de cerner les manières subjectives dont la coopération est considérée, nous avons d'abord mené des interviews semi-structurées avec sept thérapeutes disposant d'une longue pratique professionnelle, considérés comme "coopératifs" et exerçant leur métier dans différents contextes. Les renseignements acquis par le biais de ces interviews, complétés d'informations tirées de la littérature, ont servi à construire un questionnaire comportant 78 items en rapport avec l'attitude des sujets. En tout 79 psychothérapeutes ont rempli ce questionnaire. Les résultats de l'étude montrent que les psychothérapeutes manifestent une attitude positive envers une coopération volontaire pratiquée en fonction de chaque cas et la considèrent comme avantageuse. Ceci fait qu'il y a de bonnes chances pour qu'ils répondent de manière "ouverte" à une offre dans ce sens et qu'un processus de coopération soit mis en marche. Si l'on passe du niveau d'une adhésion globale — que nous avons appelée "représentation idéologique" du concept de coopération - à celui d'attitudes plus étroitement liées à des comportements concrets, il devient utile de différencier plus avant. Une proportion considérable des réponses présente un large degré de variance, ce qui implique qu'il faut accepter que le consensus entre psychothérapeutes n'est pas très marqué. Un grand nombre de personnes interrogées considèrent qu'une coopération entre professionnels permet d'éviter des dommages éventuels. Ceci s'applique autant au préjudice que pourraient souffrir les clients en conséquence de stratégies thérapeutiques qui se bloqueraient mutuellement qu'aux problèmes posés au travail thérapeutique par des clients qui cherchent à mettre en conflit leurs différents thérapeutes. Seule un peu moins de la moitié des personnes interrogées ont une attitude positive envers l'application en psychothérapie du "modèle du case management" pratiqué avec succès dans d'autres domaines du système de santé pour organiser les démarches de coopération. Les attitudes varient également par rapport à une éventuelle collaboration entre spécialistes, telle qu'elle est pratiquée de manière routinière en médecine. Une majorité considère que les coûts indirects occasionnés par le fait que d'autres thérapeutes sont difficilement atteignables ne nuit pas forcément à la collaboration. Pourtant les coûts directs résultant du fait que le travail de coopération n'est pas rémunéré sont perçus par la moitié des thérapeutes interrogés comme un obstacle à la démarche. Alors que nous avions formulé l'hypothèse contraire, une grande majorité ne pense pas que la réussite de cette dernière dépende du sexe des spécialistes concernés. Selon une première classification des psychothérapeutes en fonction de leur attitude envers la collaboration entre professionnels, ceux-ci se répartissent en trois types présumés: (1) le thérapeute est ouvert à une coopération à différents niveaux; (2) le thérapeute a une attitude généralement positive, mais ne collabore que de manière très sélective; (3) le thérapeute ne s'intéresse pas à une coopération ou même rejette cette possibilité. A notre avis les résultats de l'étude permettent de conclure que lorsqu'il s'agit de coopérer, les psychothérapeutes ne disposent pas de routines établies et élaborent leurs propres stratégies en cours de carrière. Cet aspect s'est manifesté clairement dans les interviews menées dès le début du projet; il se confirme en outre par le fait qu'on n'enregistre pas de différences statistiques entre les trois indices lorsqu'on subdivise l'échantillon en fonction de la profession d'origine des thérapeutes, de leur situation professionnelle, de leur orientation thérapeutique et de la durée de leur activité professionnelle. Nous n'acceptons toutefois pas l'idée qu'en ce qui concerne la collaboration entre psychothérapeutes, des solutions simples existent, qui seraient applicables à tous les cas. L'un des objectifs de notre étude était de cerner une "atmosphère", au-delà de la manière subjective dont l'individu perçoit la situation. Il s'agira de compléter les résultats présentés ici - et concernant des attitudes - d'une étude de la pratique "vécue" de la collaboration entre professionnels. Ceci devrait permettre de répondre aux questions suivantes: Dans quelles conditions et avec quelle fréquence une collaboration est-elle vraiment pratiquée ? Quelles sont les alternatives à cette forme très complexe d'interaction sociale ? Quels sont les rapports entre "attitude envers la coopération" et "comportement coopératif" ? Ce n'est qu'une fois qu'une étude auprès d'un échantillon représentatif de psychothérapeutes aura été menée et aura fourni des réponses à ces questions qu'on pourra, par exemple, exiger des responsables qu'ils intègrent à la formation (continue) un apprentissage de la coopération en tant que "skill" professionnel.
Overview and introduction "Which organizational forms produce science? Expansion, diversity, and cooperation in Germany's higher education and science system embedded within the global context, 1900-2010". Already the title of my dissertation manifests an approach that examines the topic of the development of scientific productivity in the German higher education and science landscape from different perspectives: levels, dimensions, and an extensive timeframe. Deriving from and contributing to the international research project "Science Productivity, Higher Education, Research and Development, and the Knowledge Society" (SPHERE), my research focuses on the investigation of the influence of higher education development and science capacity-building on scientific knowledge production, globally, comparatively, and considerable depth for Germany, a key science producer for well over a century. Focusing mainly on the different structures and institutional settings of the German higher education and science system, the dissertations shows how these affected and contributed to the long-term development of scientific productivity worldwide. The historical, comparative, and in-depth analyses are especially important in light of advancing globalization and internationalization of science, stronger networks of scientists worldwide, and the emergence of the "knowledge society". The research design combines macro- and meso-level analyses: the institutionalized and organizational settings in which science is produced. Since information about single authors was limited in availability, extensive micro-level analyses were not possible here, yet the research articles analyzed were all written and published by individuals working in organizations, which are in the center of analysis here. By reference to the dimensions expansion, diversity, and cooperation, I elaborated the frame of my investigation, and sorted my research questions, including country, organizational field and form, and organizational levels. The structure of this work (see outline) addresses these themes and the observed timeframe spans the years from 1900 to 2010 – more than a century (see section 1.2). My main goal was to investigate how and why scientists publish their research results in peer-reviewed journal articles. The point is to emphasize the importance of scientific findings/discoveries, because non-published results are non-existent for the scientific community. From the ways and in which formats scientists publish their work, we can deduce how science is organized (within and across disciplines). My dissertation analyzes publications in peer-reviewed journals, because they are the most important format – alongside patents in applied fields – to disseminate new knowledge in science, technology, engineering, mathematics, and health (hereafter STEM+ fields). Articles not only record new knowledge, but also contribute to the reputation of researchers and their organizations. Journal publications in reputable journals with peer-review have become the "gold standard" measure of scientific productivity. Within the last several decades, the scientization of many dimensions of societal life proceeded, and the generation of new knowledge increasingly became the focus of political, economic, and social interests – and research policymaking. Therefore, it is important to identify the institutionalized settings (organizations/organizational forms) in which science can best be produced. Here, the diverse types of organizations that produce science – mainly universities, research institutes, companies, government agencies and hospitals – were identified and differences and similarities of these organizational forms were analyzed on the basis of their character, goals, tasks, and the kinds of research their members produce. In a first step, I show why I structured my work at the interface of higher education research, science studies, and bibliometrics (see chapters 2 and 5). Analyzing publications is still the key task of bibliometrics, but the results are used by many other actors as well: higher education managers, politicians, and scientists themselves to make claims about the quality of science, to compare each other, or to influence the structure, organization, and output of the higher education and science system. While it is difficult to make direct statements about the quality of research on the basis of simply counting the number of research articles a scientist publishes, the quality of journals is used as a proxy to compare across disciplines. To measure quality, other parameters are necessary. Thus, here statements focus on the quantity of science produced, not on the intrinsic quality of the analyzed research articles, the specific research achievements of individual scholars, organizations or organizational forms, or even countries. Nevertheless, output indicators elaborated here definitely show the huge expansion of scientific production and productivity, the stability of the research university over time as the most important science producer in Germany, but also rising differentiation and diversification of the organizational forms contributing to overall scientific output. Furthermore, the start of a considerable and on-going rise in national and international collaborations can be dated to the early 1990s. The chapter about the multidisciplinary context (see chapter 2) discusses the relationship between higher education research and science studies in Germany as well as the special position of scientific knowledge in comparison to other forms of knowledge. Scientific knowledge is generated, distributed, and consumed by the scientific community. To get an overview about the most important studies in the field, and to contextualize my work within the already existing empirical studies, I describe the current state of research in chapter 3. Research questions Section 1.2 provides a detailed description of my research questions: Which organizational forms produce science? 1. How has worldwide and European scientific productivity developed between 1900 and 2010 in comparison? 2. How has the German higher education and science system been embedded in the global developments of higher education and science over time? 3. How has scientific productivity in Germany developed between 1900 and 2010? 4. Among all science-producing organizational forms, what do the key organizational forms contribute to scientific productivity? 5. Which organizational forms provide the best conditions for scientific productivity? 6. Which single organizations produce the most research in Germany? 7. What is the impact of increasing internationalization of research on national and international cooperation, measured in publications in scientific journals? Theoretical framework Theoretically (see chapter 4), I apply a neo-institutional (NI) framework to explore and explain both the tremendous expansion of higher education and science across the world and considerable differences across time and space in the institutional settings, organizational forms, and organizations that produce scientific research in Germany. Sociological NI focuses on understanding institutions as important in guiding social action and shaping processes of social development. Such an approach emphasizes the development, functioning, and principles of institutions. Milestones in NI describe the nexus of organization and society supposing that organizational structures express myths and reflect ideals institutionalized in their environment. While capturing, copying, and asserting these, structural similarity (institutional isomorphism) between organizations in society will be established. The concept of "organizational field" emphasizes relationships between organizations within an environment. Organizational fields (communities) consist of all relevant organizations. In section 4.1.2 I discuss the differences between institutions and organizations and the difficulty of a distinction of the terms, especially in German-speaking sociology, which does not distinguish clearly between these terms. Fundamentally, NI approaches differ in the dimensions or pillars and levels of analysis they privilege (see figure 5, p. 80), but they share fundamental principles and the theoretical framework. Thus NI is particularly suitable for a multi-level analysis of scientific productivity across time and space. The historical development of the German higher education and science system must analyzed considering also global developments, because on the one hand it had an enormous impact on the development of other systems worldwide, and, on the other hand, global trends affect the on-going institutionalization and organization(s) of science in Germany. Intersectoral and international cooperation is growing and becoming increasingly important, leading to diverse networks within and between higher education and science systems worldwide. The classical, national case study is hardly longer possible, because macro units like countries are highly interdependent, embedded in global, regional and local relationships, such that borders between the global and the national dimension are increasingly blurred. Nevertheless, countries are units with clearly defined boundaries and structures, thus they can be handled as units to compare. The theoretical perspectives and different levels of analysis addressed here are displayed in Figure 5. I apply the "world polity" approach as a broader lense with which to make sense of the truly global arena of higher education and science (macro level). The focus of this perspective is on global and international structures and processes, which developed over time. Through this perspective, I explore global diffusion and formal structures of formal principles and practical applications. Combining historical and sociological institutionalism helps to focus on developments and processes over time on the meso level, to explain how institutions have developed and change(d). The concepts of "critical junctures" and path dependencies are useful to explain these processes over time. To describe the transformation of knowledge production over the entire twentieth century, and to analyze different organizational forms that produce science in Germany, two prevalent theoretical concepts are discussed: Mode 1 versus Mode 2 science, and the Triple-Helix model to describe the relationship between science, industry and state. In "The New Production of Knowledge" Michael Gibbons and his colleagues describe the transformation of knowledge from an academic, disciplinary, and autonomous – "traditional" – organization of science (Mode 1) with a focus on universities as the key organizational form, to a more applied, transdisciplinary, diverse, and reflexive organization of science (Mode 2) that features a more diverse organization of science, relying on a broader set of organizations producing knowledge. Within the literature, debates center on whether this new model has replaced the old, and which of these models best describes the contemporary organization of science (here: the STEM+ fields). In turn, the Triple-Helix model preserves the historical importance of the universities. This approach assumes that future innovations emerge from a relationship between universities (production of new knowledge), industry (generation of wealth), and state (control). Data and methods In these analyses, only peer reviewed journal publications were used – as the best indicator for measuring the most legitimated, authoritative produced science. This focus enabled an investigation of publications in-depth and over a 110 year timeframe. Research articles in the most reputable, peer-reviewed, and internationally reputable journals are the gold standard of scientific output in STEM+. The data I used is based on a stratified representative sample of published research articles in journals in STEM+-fields. My measure relies on the key global source for such data, the raw data from Thomson Reuters' Web of Science Science Citation Index Expanded (SCIE) (the other global database is Elsevier's Scopus, which also indexes tens of thousands of journals), which was extensively recoded. Methodologically, my approach is based on a combination of comparative institutional analysis across selected countries and historically of the German higher education and science system, and the systematic global evaluation of bibliometric publication data (see chapter 6). The SCIE includes more than 90 million entries (all types of research), mainly from STEM+-fields. I focus on original research articles, because this type of publication contains certified new knowledge. The SPHERE dataset covers published research articles from 1900 to 2010. From 1900 to 1970, we selected data in 5-year-steps in the form of a stratified representative sample. From 1975 onwards full data is available for every year. Depending on the research question, either five or ten-year steps were analyzed. A detailed description of the sampling and weighting of the data can be found in chapter 6. In consideration of the criteria above, I analyzed 17,568 different journals (42,963 journals were included into the database if we count the same journals in different years), and a total of 5,089,233 research articles. To prepare the data for this research, it had to be extensively cleaned and coded. Very often our international research team found missing information on the country level and/or on the level of organizations/organizational forms. From June 2013 to December 2015, research in the archives of university libraries was necessary to manually add missing information, particularly organization location and author affiliations. In the field of bibliometrics, we find different methods to count publications. In this work, I mainly apply the "whole count" approach (see table 1, p. 126). This decision is based on the assumption that every author, organization, or country contributed equally to a publication. An overestimation of publications can't be precluded, because research articles are counted multiple times, if a paper is produced in co-authorship, which has been rising worldwide over the past several decades. The absolute number of publications (worldwide, Europe, Germany) is based on a simple counting of research articles (without duplicates, in cases of co-authored articles). Summary of the most important results The empirical part of my work is divided into three parts. In the following sections, I will present the most important findings. The global picture – higher education and science systems in comparison The central question of my research project was "which organizational forms produce science"? For a better understanding and classification of the results of my case study, I embedded the German higher education and science system into the European and global context. I answered the questions "how did the worldwide and European scientific productivity developed between 1900 and 2010 in comparison", and "how was/is the German higher education and science system embedded in global developments of higher education and science over time" as follows: First, I show that the worldwide scientific growth followed a pure exponential curve between 1900 and 2010 (see figures 3 and 10; pp. 50, 147) – and we can assume that this strong upward trend continues today. The massive expansion of scientific production had and still has a tremendous influence on societal developments, beyond simply economic and technical developments, but rather transforming society. I show that higher education and science systems worldwide exhibit communalities, which have led to similar developments and expansion of scientific productivity. The comparison of important European countries (Germany in comparison with Great Britain, France, Belgium and Luxembourg) uncovered the contribution of the development and spread of modern research universities and the extraordinary and continued rise in publication output (see section 7.2; Powell, Dusdal 2016, 2017a, 2017b in press). Within the global field of science, three geographical centers of scientific productivity have emerged over the twentieth century: Europe, North America, and Asia. Their relative importance fluctuates over time, but today all three centers continue to be the key regions in the production of scientific research in STEM+ journals. Especially in Asia, the growth rates have risen massively in recent years (Powell et al. 2017 in press). Second, I investigated that all countries worldwide invest more into research and development (R&D) (figure 9, p. 140). These investments have a clear impact on the scientific productivity of nations, yet there are important differences between countries in absolute production and productivity rates. Alongside direct investments in R&D or the application of patents in STEM+-fields that influence the expansion of science, the capacity for producing more knowledge fundamentally depends on rising student enrolments, a growing number of researchers, the widening of research activities into various arenas of society, the development of products, and the (re-)foundation of universities (Powell, Baker, Fernandez 2017 in press). As part of the higher education expansion and massification during the 1960s and 70s, the numbers of researchers and students rose tremendously. The growth of scientific publications thus results from the on-going institutionalization of higher education and science systems worldwide. The growth of publications is also explained by the steady growth in the number of researchers working within these growing – and increasingly interconnected – systems. Third, I could reject the argument of Derek J. de Solla Price that the pure exponential growth of scientific literature has to flatten or would slow-down several decades after the advent of "big science" (see paragraph 2.4; figure 4 and 10; p. 53, 147). Although radical historical, political, economical, and technical events (see figure 11, p. 150) led to punctual short-term decreases in publication outputs, the long-term development of universities and other organizational forms producing science led to sustained growth of scientific publications, with the numbers of publications rising unchecked over the long twentieth century. In 2010, the worldwide scientific productivity in leading STEM+ journals was about one million articles annually. Fourth, I could show that the absolute numbers have to be put into perspective and standardized in relation to the investments in R&D, the size of the higher education and science systems, the number of inhabitants (see figure 12, p. 159), and the number of researchers (table 3, p. 162; figure 13, p. 164). The initial expansion of scientific publications in STEM+-fields is based on a general growth of higher education and science systems. The different institutional settings and organizational forms that produce science have an impact on scientific productivity. The selected country case studies – Germany, Great Britain, France, Belgium and Luxembourg – demonstrate that systems with strong research universities are highly productive; they seem to provide conditions necessary for science. As a result, not only the number and quality of researchers is important, but also the institutional and organizational settings in which they are employed. Fifth, in international comparison, Germany continues to contribute significantly to scientific productivity in STEM+ fields. With an annual growth rate of 3.35%, Germany follows the United States and Japan. In 2014, German governments invested €84.5 billion in R&D – 2.9% of overall GDP. The EU-target of 3% by 2020 was barely missed. In 2010, Germany produced 55,009 research articles (see table A5). In comparison to Great Britain, France, Belgium and Luxemburg, Germany still leads in scientific output in Europe –comparing just the absolute numbers. The size of the country itself and the institutionalization of the higher education and science systems influence publication outputs, of course, with these absolute numbers in relation to other key indicators showing a different picture. Standardized by the number of inhabitants, Germany published less articles per capita than Belgium and Great Britain. The number of researchers amounted to 327,997 (FTE) in 2010. The ratio of inhabitants to scientists was 1,000:4. Among these countries studied in-depth, Luxembourg and Great Britain had more researchers per capita than did Germany. The interplay of the organizational forms of science in Germany between 1900 and 2010 On the basis of the analysis of the global and European contexts, and development of worldwide scientific productivity over time in chapter 7, I started the in-depth case study of Germany. Bridging this overview and the following in-depth analyses is a chapter on the institutionalization of the German higher education and science system (see chapter 8). Here, I described the most important institutions and organizations and the organizational field – universities, extra-university research institutes and universities of applied sciences. Furthermore, I discussed the differences between West and East Germany during their division (1945–1990). Summarizing the most important results shows that the development of publications in Germany follows global and European trends (on a lower scale) (see figure 16, p. 208). Over time, Germany experienced pure exponential growth of scientific publications and a rising diversity of organizational forms that contribute to scientific productivity (see sections 9.1 and 9.3). I answered the following three research questions: "how has the scientific productivity in Germany developed between 1900 and 2010", "among all science producing organizational forms, what do the key organizational forms contribute to scientific productivity", "which organizational forms provide the best conditions for scientific productivity", and "which single organizations are the most research intense in Germany"? First, the growth curve of scientific publications in Germany turns out as expected – it shows pure exponential graph, comparable with the worldwide and European development of scientific productivity between 1900 and 2010. Here, too, cataclysmic events such as the two world wars and the Great Depression as well as reunification had only short-term (negative) impact (figure 11, p. 150) on scientific productivity, without even a medium-term slow-down or flattening of the curve. By 2010, the total number of publications in STEM+ fields by researchers in German organizations topped 55,000 in one year alone. Second, a detailed examination and comparison of the development of scientific productivity in West Germany and East Germany between 1950 and 1990 showed that the growth rate of Germany (altogether) was based mainly on steady growth of scientific publications in West Germany (see figure 17, p. 211). The growth curve of the former GDR was quite flat and proceeded on a very low level. As a result, I conclude that the GDR's higher education and science system, based on its academy model, did not provide conditions for scientific productivity as optimally as did the BRD. Third, a detailed analysis of the "key classical" organizational forms of science – universities and extra-university research institutes – show that universities were and are the main producers of scientific publications in STEM+ from 1975 to 2010 (see figure 18, p. 217). On average, university-based researchers produced 60% of all articles and defended their status against other organizational forms, which leads to the rejection of the Mode 2 hypothesis. Non-university publications reached an average of 40%. But that does not mean that other organizational forms were not producing science as well. The percentage share of articles is ultrastable and shows only marginal variations. The thesis that the proportion of university publications should decrease over time can be rejected for the period from 1975 to 2010. This suggests that scientific productivity of universities is actually rising, since despite decreasing financial support (R&D) in favor of extra-university research institutes, the universities produced more research articles with less resources over time. Fourth, although not only scientists within universities and research institutes publish their research in scientific journals, jointly these organizational forms have produced more than three-quarters of all research articles since 1980. Already in the earlier years, they produced a large number of scientific articles. Other organizational forms also generate scientific knowledge (for an extensive description of the organizational form matrix, see table 4, pp. 222f.). Especially scientists in firms, government agencies, and hospitals publish articles in peer-reviewed journals in STEM+ (see figures 19 and 20; pp. 220, 246). Indeed, the universities have been the driving force of scientific productivity for more than a century. With their specific orientation to basic research and their linkage of research and teaching, they provide conditions that facilitate the production of science. Universities are among the oldest institutions with a high degree of institutionalization. All other organizational forms (academies, associations, infrastructures, laboratories, military, museums and non-university education) were identified in the dataset played only a minor role and were summarized in the category "further types". Fifth, the analysis of the ten most research-intensive single organizations in Germany in the year 2010 confirmed the results. Only universities and institutes were part of this group. A summary of publications of single institutes under their umbrella organizations shows that the institutes of the Max Planck Society and of the Helmholtz Association are the leading science producers in Germany, outpacing the scientific productivity of universities, but only when aggregating the contributions of dozens of individual institutes (see table 5, p. 259f). An analysis of single institutes shows that these research institutes cannot compete with universities, because of their size and the number of researchers. The Charite – Universitätsmedizin Berlin, a hybrid organization, is another leading science producer in Germany. National and international cooperation of scientific research Finally, increasing internationalization of research has impacted on national and international cooperation. leading to collaboratively-written publications in scientific journals. Through advancing globalization, national and international scientific cooperation increased in volume and importance. International cooperation in STEM+ is facilitated by the reputation of the research organization and of the co-authors, higher visibility within the scientific community and more possibilities for interdisciplinary research as well as better or more specialized facilities. Today, more than a third of all research articles worldwide are produced in scientific collaboration; only around a quarter are single-authored articles. In contrast to Humboldt's principle "in Einsamkeit und Freiheit" (in loneliness and freedom), research is no longer done by one scientist, but is much more likely the result of collaboration. Research networks are increasingly important, and researchers share their common interests on a research question, publishing their results in joint publications. Researchers, organizations, and indeed countries differ in the ways they organize their research and thus how they enable research and collaboration. This depends on location, size, higher education and science system, the organizational field and organizations. Here, varying patterns of scientific cooperation were presented, showing a massive increase in scientific collaboration in (inter)national co-authorships over time. Until the 1990s, researchers in all investigated countries (France, Germany, Great Britain, USA, Japan, China, Belgium, Luxembourg) published their research articles mainly as single-authored papers. Only since the 1990s have co- and multi-authored publications risen (considerably): In 2000, only a third of all publications were published by one author. In 2010, the proportion reached its lowest level with only one-fifth of all papers single-authored (see table 6, pp. 279f). Bingley, UK, Emerald Publishing. ; Überblick und Einleitung Bereits der Titel meiner Dissertation "Welche Organisationsformen produzieren Wissenschaft? Expansion, Vielfalt und Kooperation im deutschen Hochschul- und Wissenschaftssystem im globalen Kontext, 1900-2010" verspricht, dass sich dem Thema der Entwicklung wissenschaftlicher Produktivität in Deutschland aus verschiedenen Perspektiven (Analyseebenen, Dimensionen und Zeitrahmen) genähert werden soll. Eingebettet in das international vergleichende Forschungsprojekt Science Productivity, Higher Education, Research and Development, and the Knowledge Society (SPHERE) rückt meine Dissertation die Analyse des Einflusses der Hochschulentwicklung und der wissenschaftlichen Kapazitätsbildung auf die wissenschaftliche Wissensproduktion in den Vordergrund. Es interessiert mich, wie die im deutschen Hochschul- und Wissenschaftssystem vorherrschenden Strukturen und institutionellen Settings die langfristige Entwicklung wissenschaftlicher Produktivität beeinflusst und verändert haben. Besonders vor dem Hintergrund einer voranschreitenden Globalisierung und Internationalisierung der Wissenschaft, einer weltweiten Vernetzung von Wissenschaftlern und der Herausbildung einer Wissensgesellschaft. Die Annäherung an den Forschungsgegentand erfolgt auf der Makro- und Mesoebene: den institutionalisierten und organisationalen Settings, in denen Wissenschaft produziert wurde und wird. Da Informationen zu einzelnen Autoren nicht zur Verfügung standen, können keine Aussagen auf der Mikroebene getroffen werden, wenngleich Publikationen natürlich immer von Individuen verfasst werden und nicht von den hier untersuchten Ländern oder Organisationsformen und Einzelorganisationen. Anhand der Dimensionen Expansion, Vielfalt und Kooperation wird der Untersuchungsrahmen abgesteckt und eine Ordnung der Fragestellung vorgenommen, an denen die Struktur der Arbeit ausgerichtet ist. Der Zeitrahmen der Arbeit umfasst die Jahre 1900 bis 2010, also mehr als ein Jahrhundert (siehe Abschnitt 1.2). Ziel dieser Arbeit ist es darzulegen, warum Wissenschaftler ihre Ergebnisse in Form von Zeitschriftenartikeln publizieren. Es geht unter anderem darum, die Wichtigkeit wissenschaftlicher Erkenntnisse hervorzuheben, da nicht publizierte Ergebnisse für die Wissenschaft nicht existieren und sich aus der Art und Weise, wie publiziert wird, die Organisation der Forschung innerhalb und übergreifend einer Disziplin oder eines Fachs ableiten lässt. In den in dieser Arbeit untersuchten Fächergruppen Mathematik, Ingenieur-, Natur- und Technikwissenschaften sowie Medizin (im Folgenden angelehnt an die englische Abkürzung STEM (Science, Technology, Engineering and Mathematics) plus Medicine als STEM+ bezeichnet) spielen Publikationen in peer reviewed Zeitschriften eine wichtige Rolle – neben Patenten in den angewandteren Fächergruppen sind sie heutzutage das wichtigste Publikationsformat. Sie dienen nicht nur der Dokumentation generierten Wissens, sondern sind auch ein Anzeiger für die Reputation eines Forschers und dienen der Messung wissenschaftlicher Produktivität. Zeitschriftenpublikationen in hochklassigen Zeitschriften, die einem peer review Verfahren unterliegen, können als gold standard zur Messung wissenschaftlicher Produktivität herangezogen werden. In den letzten Jahrzehnten kam es zu einer zunehmenden Verwissenschaftlichung vieler gesellschaftlichen Teilbereiche und die Generierung wissenschaftlichen Wissens rückte immer weiter ins Zentrum des politischen und wirtschaftlichen Interesses, unabhängig davon, wo es produziert wurde. Aus diesem Grund werden die Orte und institutionellen Settings (Organisationen, Organisationsformen) wissenschaftlicher Produktivität (hauptsächlich Universitäten, außeruniversitäre Forschungsinstitute, Unternehmen, Behörden und Ressortforschungseinrichtungen und Krankenhäuser) identifiziert und voneinander abgegrenzt. Indem ihre Gemeinsamkeiten und Unterschiede anhand ihrer Aufgaben und Ziele sowie der Art der Forschung diskutiert werden. In einem ersten Schritt lege ich dar, warum ich diese Arbeit an der Schnittstelle zwischen Hochschul- und Wissenschaftsforschung und der Bibliometrie angelegt habe (siehe Kapitel 2 und 5). Publikationsanalysen werden zwar immer noch als Hauptaufgabe der Bibliometrie gesehen, aber ihre Ergebnisse werden auch von anderen Akteuren wie Hochschulmanagern, Politikern und Wissenschaftlern genutzt, um einerseits Aussagen über die Qualität der Wissenschaft zu treffen, aber auch um sich miteinander zu vergleichen oder steuernd in die Struktur und Organisation einzugreifen und Aussagen über den Output des Hochschul- und Wissenschaftssystems zu treffen. Direkte Aussagen über die Qualität der Forschung auf Basis der Anzahl an Zeitschriftenartikeln, die ein Wissenschaftler publiziert, können nicht getroffen werden, es kann aber über die Qualität einer Zeitschrift (Impactfactor) ein Proxi gebildet werden, mit dessen Hilfe Vergleiche zwischen Disziplinen getroffen werden können. Um wissenschaftliche Produktivität zu messen, müssten ergänzende Parameter hinzugezogen werden. Aus diesem Grund werden in dieser Arbeit lediglich Aussagen über die Quantität wissenschaftlicher Produktivität getroffen, nicht aber über die Qualität der untersuchten Zeitschriftenartikel, die Forschungsleistung einzelner Wissenschaftler, Organisationen oder Organisationsformen und einzelner Länder. Nichtdestotrotz zeigen Indikatoren zur Messung wissenschaftlichen Outputs eine große Expansion wissenschaftlicher Produktivität, eine Stabilität der Universitäten im Zeitverlauf und die Wichtigkeit Deutschlands als Wissensschaftsproduzent sowie eine steigende Differenzierung und Diversifizierung der Organisationsformen. Zudem können die 1990er Jahre als Startpunkt steigender nationaler und internationaler Kooperationen gesehen werden. In Kapitel 2 zum multidisziplinären Kontext der Arbeit zeige ich, in welcher Beziehung sich die Hochschul- und Wissenschaftsforschung in Deutschland zueinander befinden. Wissenschaftliches Wissen nimmt eine Sonderstellung im Vergleich zu anderen Wissensformen ein, da es unter bestimmten Bedingungen, die von der wissenschaftlichen Gemeinschaft selbst bestimmt werden, generiert und verbreitet wird. Um einen Überblick über die wichtigsten Studien innerhalb meines Feldes zu bekommen, und um meine Arbeit in den empirischen Kontext zu rücken, beschreibe ich in Kapitel 3 dieser Arbeit den aktuellen Forschungsstand. Forschungsfragen Abschnitt 1.2 stellt einen detaillierten Überblick über die dieser Arbeit zugrunde liegenden Forschungsfragen bereit: Welche Organisationsformen produzieren Wissenschaft? 1. Wie hat sich die wissenschaftliche Produktivität weltweit und im europäischen Vergleich zwischen 1900 und 2010 entwickelt? 2. Wie war/ist das deutsche Hochschul- und Wissenschaftssystem in die globalen Entwicklungen der Hochschulbildung und Wissenschaft im Zeitverlauf eingebettet? 3. Wie hat sich die wissenschaftliche Produktivität in Deutschland zwischen 1900 und 2010 entwickelt? 4. Unter allen Wissenschaft produzierenden Organisationsformen, was tragen die "klassischen" Formen zur wissenschaftlichen Produktivität bei? 5. Welche Organisationsformen stellen die besten Bedingungen für wissenschaftliche Produktivität bereit? 6. Welche Einzelorganisationen gehören zu den forschungsstärksten in Deutschland? 7. Welchen Einfluss hat die zunehmende Internationalisierung der Forschung auf nationale und internationale Kooperationen in Form von Publikationen in Zeitschriftenartikeln? Theoretischer Rahmen Theoretisch (siehe Kapitel 4) basiert meine Arbeit auf einem neu-institutionellen (NI) Ansatz zur Untersuchung und Erklärung der Expansion des Hochschulwesens und der Wissenschaft weltweit. Trotz des allgemeinen Wachstums wissenschaftlicher Produktivität bestehen beträchtliche Unterschiede zwischen den institutionellen Settings, Organisationsformen und einzelner Organisationen, die maßgeblich zur wissenschaftlichen Produktivität beitragen. Der soziologische NI konzentriert sich auf das Verständnis von Institutionen und Organisationen. Institutionen sind ein wichtiger Baustein, um soziales Handeln und Prozesse der Gesellschaftsentwicklung zu verstehen. Organisationen und Institutionen stehen in einer wechselseitigen Beziehung zueinander. Die zentralen Annahmen des NI wurden von Walter Powell, Paul DiMaggio und Richard Scott formuliert. Meilensteine: der Zusammenhang von Organisation und Gesellschaft und die Annahme, dass formale Organisationsstrukturen Mythen zum Ausdruck bringen, die in ihrer gesellschaftlichen Umwelt institutionalisiert sind. Indem Organisationen diese Mythen erfassen, kopieren und zeremoniell zur Geltung bringen, werden Strukturähnlichkeiten (Isomorphien) zwischen Organisationen und der Gesellschaft hergestellt. Das Konzept der "organisationalen Felder" dient der Beschreibung der Beziehung zwischen verschiedenen Organisationen und beinhaltet alle relevanten Organisationen, die sich mit ihrer gesellschaftlichen Umwelt auseinander setzen. In Abschnitt 4.1.2 werden die Unterschiede zwischen den Begriffen Institutionen und Organisationen diskutiert, da diese besonders in der deutschsprachigen Soziologie nicht trennscharf genutzt werden. Grundsätzlich unterscheiden sich Ansätze institutioneller Theorie in ihrer Anwendungsebene, sie sind aber durch ihren Überbau miteinander verschränkt. Folglich ist der NI als theoretische Basis besonders gut geeignet, um eine Mehrebenenanalyse der wissenschaftlichen Produktivität zeit- und ortsübergreifend durchzuführen. Die historische Entwicklung des deutschen Hochschul- und Wissenschaftssystems kann nicht ohne eine Berücksichtigung der globalen Entwicklungen durchgeführt werden, da es einerseits einen enormen Einfluss auf die Entwicklung anderer Systeme weltweit hatte/hat und andererseits globale Entwicklungen die Institutionalisierung und Organisation der Wissenschaft in Deutschland beeinflussen. Intersektorale und internationale Kooperationen sind im Zeitverlauf angewachsen, werden immer wichtiger und führen zu ausgeprägten Netzwerken innerhalb und zwischen Hochschul- und Wissenschaftssystemen weltweit. Aufgrund einer zunehmenden Verzahnung einzelner Länder und den damit einhergehenden Wechselwirkungen zwischen den unterschiedlichen Analyseebenen (makro, meso, mikro) ist eine klassische, nationalstaatliche Analyse nicht mehr zielführend. Nichtsdestotrotz können Länder als vergleichbare Einheiten gesehen werden, da sie über klar definierte Grenzen und Strukturen verfügen. Die unterschiedlichen theoretischen Perspektiven und Analyseebenen werden in Abbildung 5 genauer beschrieben. Der theoretische Ansatz der "Weltkultur" bietet eine breitere Linse des soziologischen NI auf die globale Arena. Der Fokus liegt auf globalen und internationalen Strukturen und Prozessen, die sich über lange Zeit entwickelt haben. Mit Hilfe dieser Perspektive können globale Diffusion und formale Strukturen der Entkopplung von formalen Grundsätzen und praktischer Anwendung erklärt werden. Zusammen nehmen der historische und soziologische Institutionalismus zeitliche Entwicklungen und Prozesse in den Blick, die erklären, wie Institutionen entstehen und sich verändern. Die Konzepte critical junctures und Pfadabhängigkeit sollen helfen diese Prozesse auf der Mesoebene zu verstehen. Um die Transformation der Wissensproduktion im Zeitverlauf des 20. Jahrhunderts zu verstehen und um zu analysieren, welche Organisationsformen an der Produktion wissenschaftlichen Wissens beteiligt waren, werden zwei theoretische Konzepte herangezogen: Modus 1 versus Modus 2 Wissenschaft und das Triple-Helix Modell zur Beschreibung der Beziehung zwischen Wissenschaft, Industrie und Staat. In The New Production of Knowledge beschreiben Michael Gibbons und seine Kollegen den Wandel der Wissenschaft von einer akademischen, disziplinären und autonomen, traditionellen, Organisation der Wissenschaft (Modus 1) mit einem Schwerpunkt auf Universitäten als wichtigste Organisationsform, hin zu einer anwendungsorientierteren, transdisziplinären, diversen und reflexiven Organisation der Wissenschaft (Modus 2), die eine diversere Organisation der Wissenschaft unterstützt und auf einem breiteren organisationalen Setting der Wissensproduktion beruht. Innerhalb der Literatur wird diskutiert, ob das neue Modell das alte ersetzen soll und welches der Modelle die gegenwärtige Organisation der Wissenschaft am besten beschreibt. Im Gegensatz hierzu bleibt beim Triple-Helix Modell die historische Rolle der Universitäten erhalten. Der Ansatz geht davon aus, dass zukünftige Innovationen aus einer Beziehung von Universitäten (Wissensproduktion), Industrie (Generierung von Wohlstand) und dem Staat (Kontrolle) resultieren. Daten und Methoden In dieser Arbeit werden ausschließlich Publikationen in peer reviewed Zeitschriften als Kennzeichen wissenschaftlicher Produktivität herangezogen. Dieser Schwerpunkt ermöglicht mir eine tiefgreifende Analyse von Publikationen über einen Zeitraum von mehr als einem Jahrhundert. Zeitschriftenartikel in hochklassigen und möglichst internationalen Journalen bilden den gold standard wissenschaftlichen Outputs in den hier untersuchten Mathematik, Ingenieur-, Natur- und Technikwissenschaften sowie der Medizin (STEM+). Meine Daten basieren auf einem stratifizierten, repräsentativen Sample (siehe ausführlich Kapitel 6) publizierter Zeitschriften, die als Rohdaten aus Thomson Reuters Web of Science Science Citation Index Expanded (SCIE) zur Analyse zur Verfügung stehen (eine vergleichbare Datenbank stellt Elseviers Scopus bereit). Methodologisch wird eine Kombination aus einer vergleichenden institutionelle Analyse ausgewählter Länder, eine historische Untersuchung des deutschen Hochschul- und Wissenschaftssystems und eine systematische, globale Auswertung bibliometrischer Publikationsdaten angestrebt. Der SCIE umfasst mehr als 90 Millionen Einträge (gespeichert werden nahezu alle Typen wissenschaftlichen Outputs), hauptsächlich aus den oben genannten Fächergruppen. Diese Arbeit beschränkt sich auf originale Zeitschriftenartikel (Originalmitteilungen), da lediglich dieser Publikationstyp zertifiziertes und neues Wissen enthält. Der SPHERE Datensatz umfasst publizierte Zeitschriftenartikel aus den Jahren 1900 bis 2010. Von 1900 bis 1970 wurden die Daten in 5-Jahres-Schritten mittels einer geschichteten Zufallsstichprobe ausgewählt. Ab 1975 stehen die Daten vollständig und ab 1980 in Jahresschritten zur Verfügung. Abhängig von der untersuchten Fragestellung werden die Daten in 5-Jahres- oder 10-Jahres-Schritten analysiert. Eine detaillierte Beschreibung des Samplings und der Gewichtung der Daten kann den Abschnitten 6.2.2 und 6.8 entnommen werden. Unter Berücksichtigung dieser Kriterien werden 17.568 unterschiedliche Zeitschriften (42.963 Zeitschriften, wenn dieselbe Zeitschrift in unterschiedlichen Jahren mehrfach berücksichtigt wird) und 5.089.233 Forschungsartikel untersucht. Um die Daten für die Analyse aufzubereiten muss eine intensive Vorarbeit geleistet werden. Sie werden umfassend (nach-)kodiert und bereinigt. Besonders häufig sind Fehler oder fehlende Informationen auf Ebene der Länder und/oder der Organisationen/Organisationsformen, in denen die Forschung betrieben wurde. Im Zeitraum von Juni 2013 bis Dezember 2015 habe ich die Originalzeitschriften und -artikel in Online-Zeitschriftendatenbanken oder Archiven verschiedener Universitätsbibliotheken eingesehen, begutachtet und mit Hilfe einer Excel-Tabelle katalogisiert und fehlende Informationen, wenn vorhanden, ergänzt. In der Bibliometrie werden verschiedene Vorgehensweisen diskutiert, wie Publikationen gezählt werden können. Die Analysen dieser Arbeit basieren hauptsächlich auf der whole count Methode (siehe Tabelle 1). Die Entscheidung basiert auf der Annahme, dass jeder Autor, jede Organisation, oder jedes Land gleichermaßen zu einer Publikation beigetragen hat. Folglich kann es zu einer Verzerrung bzw. Überschätzung der Ergebnisse kommen, da Zeitschriftenartikel mehrfach gezählt werden, wenn sie in Form von Forschungskooperationen publiziert wurden. Um die absolute Anzahl an Publikationen (weltweit, Europa, Deutschland) zu ermitteln, wird die Gesamtzahl an Artikeln pro Jahr (ohne Duplikate) berechnet. Zusammenfassung der wichtigsten Ergebnisse Der empirische Teil meiner Arbeit ist in drei Teile untergliedert. Die folgenden Abschnitte fassen die jeweils wichtigsten Ergebnisse zusammen. The Global Picture – Hochschul- und Wissenschaftssysteme im Vergleich Im Mittelpunkt meiner Dissertation steht die Frage, welche Organisationsformen Wissenschaft produzieren. Um die Ergebnisse der detaillierten Fallstudie einordnen und bewerten zu können, erfolgt zunächst eine Einbettung in den globalen und europäischen Kontext. Die forschungsleitenden Fragen, wie hat sich die wissenschaftliche Produktivität weltweit und im europäischen Vergleich zwischen 1900 und 2010 entwickelt und wie war/ist das deutsche Hochschul- und Wissenschaftssystem in die globalen Entwicklungen der Hochschulbildung und Wissenschaft im zeitverlauf eingebettet, wird folgendermaßen beantwortet: In einem ersten Schritt wird gezeigt, dass das weltweite wissenschaftliche Wachstum zwischen 1900 und 2010 exponentiell verlief und dieser Trend vermutlich bis heute anhält (siehe Abbildungen 3 und 10, S. 50, 147). Die massive Ausdehnung wissenschaftlichen Wissens hatte und hat auch heute noch einen großen Einfluss auf gesellschaftliche Entwicklungen, die nicht auf den wirtschaftlichen und technischen Fortschritt beschränkt sind. Ich werde darstellen, dass Hochschul- und Wissenschaftssysteme weltweite Gemeinsamkeiten aufweisen, die zu einer ähnlichen Entwicklung und Ausweitung wissenschaftlicher Produktivität geführt haben. Im Vergleich wichtiger europäischer Länder (Deutschland im Vergleich mit Großbritannien, Frankreich, Belgien und Luxemburg), kann gezeigt werden, dass zwischen der weltweiten Ausweitung der Wissenschaft, dem Anstieg an Publikationen und der Expansion von modernen Forschungsuniversitäten ein Zusammenhang besteht (siehe Abschnitt 7.2; Powell, Dusdal 2016, 2017a; 2017b im Druck). So wurde ein globales Feld der Wissenschaft aufgespannt, das als übergeordneter Rahmen fungiert. Drei geografische Zentren wissenschaftlicher Produktivität werden im Zeitverlauf identifiziert: Europa, Nordamerika und Asien. Sie haben zu unterschiedlichen Zeitpunkten an Bedeutung gewonnen oder verloren, doch zum heutigen Zeitpunkt tragen sie alle zur wissenschaftlichen Produktivität in den untersuchten Fächergruppen bei. Allerdings sind besonders in Asien die Wachstumsraten massiv angestiegen (Powell et al 2017 im Druck). Zweitens investieren alle Länder weltweit in Forschung und Entwicklung (FuE) (siehe Abbildung 9, S. 140). Diese Investitionen haben einen Einfluss auf ihre wissenschaftliche Produktivität. Zwischen einzelnen Ländern sind zum Teil große Unterschiede in der absoluten Publikationszahl und der relativen wissenschaftlichen Produktivität feststellbar. Nicht nur Investitionen in FuE tragen zur Expansion der Wissenschaft bei, sondern auch die Anmeldung von Patenten, höhere Studierendenzahlen, eine gestiegene Anzahl an Forschern, die Ausweitung von Forschungsaktivitäten in viele gesellschaftliche Teilbereiche, die Entwicklung von Forschungsprodukten und Neugründungen von Universitäten (Powell, Baker, Fernandez 2017 im Druck). Im Zuge der Hochschulexpansion und der Massifizierung der Hochschulbildung in den 1960er und 70er Jahren sind besonders die Studierendenzahlen und die Anzahl der Wissenschaftler extrem angestiegen. Es kam also zur Ausweitung des kompletten Hochschul- und Wissenschaftssystems und nicht nur zu einer Erhöhung der Anzahl an Publikationen. Im Umkehrschluss kann ein Teil des Anstiegs wissenschaftlicher Publikationen auf eine steigende Anzahl an Wissenschaftlern zurückgeführt werden. Drittens kann die von Derek J. de Solla Price aufgestellte These, dass das exponentielle Wachstum wissenschaftlicher Literatur irgendwann abflachen müsse, wiederlegt werden (siehe Abschnitt 2.4; Abbildungen 4 und 10, S. 53, 147). Obwohl einschneidende historische, politische, wirtschaftliche und technologische Ereignisse sowie Ereignisse bezogen auf die Hochschulen und Wissenschaft (siehe Abbildung 11, S. 150) kurzfristig zu einer Verringerung der Publikationszahlen geführt haben, wurde die Wachstumskurve nicht nachhaltig beeinflusst. Im Jahr 2010 wurden weltweit fast eine Million Zeitschriftenartikel in den Natur- und Technikwissenschaften sowie der Medizin publiziert. In Abschnitt 7.2.2 zeige ich, dass die Anzahl der publizierten Zeitschriftenartikel im Verhältnis zu den Ausgaben für FuE, der Größe der Hochschul- und Wissenschaftssysteme und der Anzahl der Einwohner (siehe Abbildung 12, S. 159) und Wissenschaftler (siehe Tabelle 3, S. 162; Abbildung 13, S. 164) relativiert werden müssen. Die anfängliche extreme Expansion der wissenschaftlichen Publikationen in den Mathematik, Ingenieur-, Natur- und Technikwissenschaften sowie der Medizin basiert auf einem allgemeinen Wachstum der Hochschul- und Wissenschaftssysteme (siehe oben). Unterschiedliche institutionelle Settings und Organisationsformen, in denen Wissenschaft produziert wird, haben einen Einfluss auf die wissenschaftliche Produktivität. Anhand der ausgewählten Fallbeispiele (Deutschland, Großbritannien, Frankreich, Belgien und Luxemburg) werde ich darlegen, dass Hochschul- und Wissenschaftssysteme, die über forschungsstarke Universitäten verfügen, höchst produktiv sind. Es kommt also nicht nur darauf an, wie viele Wissenschaftler innerhalb eines Systems beschäftigt werden, sondern auch darauf, in welchen institutionellen Settings sie arbeiten. Fünftens, im internationalen Vergleich trägt Deutschland immer noch erheblich zur wissenschaftlichen Produktivität in den untersuchten Fächern bei. Mit einer Wachstumsrate von 3,35% Prozent folgt Deutschland den USA und Japan. Im Jahr 2014 wurden in Deutschland 84,5 Mrd./€ für FuE von der Regierung bereitgestellt. Dies entspricht einem Anteil von 2,9 Prozent des BIP. Somit wurde der EU-Richtwert von 2020 von 3 Prozent lediglich knapp verfehlt. Im Jahr 2010 wurden in Deutschland insgesamt 55.009 Zeitschriftenartikel in den STEM+-Fächern publiziert (siehe Tabelle A5 im Anhang). Im Vergleich der absoluten Zahlen mit Großbritannien, Frankreich, Belgien und Luxemburg nimmt das Land die Spitzenposition ein. Die Größe des Hochschul- und Wissenschaftssystems hat somit einen Einfluss auf die Publikationsleistung. Werden die Zahlen in einem nächsten Schritt mit anderen Schlüsselindikatoren in Beziehung gesetzt, verändert sich die Leistung der miteinander verglichenen Systeme zum Teil erheblich. Gemessen an der Einwohnerzahl werden in Deutschland weniger Zeitschriftenartikel publiziert als in Belgien oder Großbritannien. Die Anzahl der beschäftigten Wissenschaftler betrug in Deutschland im selben Jahr 1000:4. Nur in Luxemburg und Großbritannien ist das Verhältnis von Wissenschaftlern zur Einwohnerzahl größer. Das Zusammenspiel der Organisationsformen der Wissenschaft in Deutschland von 1900 bis 2010 Auf Basis der Analysen zum globalen und europäischen Kontext der Entwicklung wissenschaftlicher Produktivität im Zeitverlauf (siehe Kapitel 7) folgt eine tiefgreifende, institutionelle Analyse des deutschen Hochschul- und Wissenschaftssystems (siehe Kapitel 8). Sie dient als Ein- und Überleitung zur detaillierten empirischen Auswertung der Daten zum deutschen Hochschul- und Wissenschaftssystem. Hier werden die wichtigsten Institutionen und Organisationen sowie das organisationale Feld der Wissenschaft (Universitäten, Fachhochschulen, außeruniversitäre Forschungseinrichtungen) vorgestellt. Zudem diskutiere ich die Unterschiede zwischen Ost- und Westdeutschland zur Zeit des geteilten Deutschlands (1945-1990). Eine Zusammenfassung der wichtigsten Ergebnisse zeigt, dass die Entwicklung der Publikationszahlen in Deutschland dem weltweiten und europäischen Trend (im kleineren Umfang) folgt (siehe Abbildung 16, S. 208). Es kam sowohl zu einer Expansion des wissenschaftlichen Wissens in Form eines exponentiellen Anstiegs an Publikationen, als auch zu einer Erhöhung der Vielfalt wissenschaftlicher Produktivität im Zeitverlauf (siehe Abschnitte 9.1 und 9.3). Die folgenden vier Forschungsfragen werden beantwortet: Wie hat sich die wissenschaftliche Produktivität in Deutschland zwischen 1900 und 2010 entwickelt? Unter allen Wissenschaft produzierenden Organisationsformen, was tragen die "klassischen" Formen zur wissenschaftlichen Produktivität bei? Welche Organisationsformen stellen die besten Bedingungen für wissenschaftliche Produktivität bereit? Welche Einzelorganisationen gehören zu den forschungsstärksten in Deutschland? Wie oben beschrieben, verläuft das Wachstum wissenschaftlicher Produktivität in Deutschland zwischen den Jahren 1900 und 2010 exponentiell. Die Kurve ist vergleichbar mit der weltweiten und europäischen Entwicklung, wenn auch in kleinerem Umfang. Zwar hatten auch hier verschiedene Ereignisse, wie der Zweite Weltkrieg, die Weltwirtschaftskrise oder die Wiedervereinigung, einen kurzfristigen Einfluss, allerdings kam es zu keiner Verlangsamung oder Abflachung des Wachstums (siehe Abbildung 11, S. 150). Bis ins Jahr 2010 wuchs die Anzahl der publizierten Zeitschriftenartikel in Deutschland auf 55.009 an. Zweitens, zeigt eine detaillierte Betrachtung der wissenschaftlichen Produktivität Westdeutschlands im Vergleich zu Ostdeutschland, dass der Anstieg der gesamtdeutschen Publikationszahlen auf einem Anstieg der Zahlen in Westdeutschland basiert (siehe Abbildung 17, S. 211). Zwischen 1950 und 1990 verlief die Kurve der wissenschaftlichen Produktivität in der DDR flach und auf einem niedrigen Niveau. Hieraus kann geschlossen werden, dass das Hochschul- und Wissenschaftssystem der DDR, aufbauend auf seinem Akademiemodell, keine guten Bedingungen für wissenschaftliche Forschung bereitgestellt hat. Drittens, zeigt die detaillierte Analyse der "klassischen" Organisationsformen der Wissenschaft, Universitäten und außeruniversitäre Forschungsinstitute, dass Universitäten im Zeitraum von 1975 bis 2010 in den STEM+-Fächern die Hauptproduzenten wissenschaftlicher Zeitschriftenartikel waren und sind (siehe Abbildung 18, S. 217). Im Untersuchungszeitraum beträgt der prozentuale Anteil der universitätsbasierten Forschung im Mittel 60 Prozent. Somit verteidigen sie ihren Status als wichtigste Organisationsform gegenüber anderen. Die Modus 2 Hypothese, dass es im Zeitverlauf zu einem Absinken des prozentualen Anteils der Universitäten kommen muss, wird verworfen. Der Anteil der Nicht-Universitäten liegt hingegen im Durchschnitt bei 40 Prozent. Obwohl die Richtigkeit der folgenden Aussage nicht empirisch überprüft werden kann, wird davon ausgegangen, dass es sich tatsächlich sogar um einen Anstieg wissenschaftlicher Produktivität der Universitäten im Zeitverlauf handelt. Unter Berücksichtigung einer Verschiebung der zur Verfügung stehenden finanziellen Mittel für FuE zugunsten der außeruniversitären Forschungsinstitute haben die Universitäten im Zeitverlauf mit weniger Forschungsgeldern immer mehr wissenschaftliche Zeitschriftenartikel publiziert. Viertens, obwohl nicht nur Wissenschaftler innerhalb von Universitäten und Forschungsinstituten Zeitschriftenartikel veröffentlichen, haben diese beiden Organisationsformen zusammen mehr als drei Viertel aller Publikationen seit den 1980er Jahren verfasst. Aber auch schon in den Jahren zuvor ist ihr gemeinsamer Anteil sehr hoch. Zu den wichtigsten Wissenschaftsproduzenten gehören neben ihnen die (Industrie-)Unternehmen, Behörden und Ressortforschungseinrichtungen und Krankenhäuser (für eine ausführliche Beschreibung der Matrix der Organisationsformen siehe Tabelle 4, S. 222f und Abbildungen 19 und 20, S. 220, 246). Dennoch sind die Universitäten die treibende Kraft wissenschaftlicher Produktivität seit mehr als einem Jahrhundert. Mit ihrer speziellen Ausrichtung auf Grundlagenforschung stellen sie die besten Bedingungen für wissenschaftliche Forschung bereit und gehören zu den ältesten Institutionen mit einem hohen Institutionalisierungsgrad. Universitäten sind widerstandsfähig gegenüber Veränderungen und critical junctures haben keinen negativen Einfluss auf ihre wissenschaftliche Produktivität. Alle anderen im Datensatz gefundenen oder aus der Theorie abgeleiteten Organisationsformen (Akademien, Vereine/Gesellschaften, wissenschaftliche Infrastrukturen, Laboratorien, Militär, Museen und nichtuniversitäre Bildungseinrichtungen) spielen nur eine untergeordnete Rolle und wurden in der Gruppe "sonstige" Organisationsformen zusammengefasst. Fünftens, eine Auswertung der zehn forschungsstärksten Einzelorganisationen Deutschlands im Jahr 2010 bestätigt die oben beschriebenen Ergebnisse, da lediglich Universitäten und außeruniversitäre Forschungsinstitute dieser Spitzengruppe zugehören. Eine Zusammenfassung der Publikationen der Institute unter ihrer Dachorganisation zeigt, dass die Institute der Max-Planck-Gesellschaft und der Helmholtz-Gemeinschaft maßgeblich zur Produktion wissenschaftlichen Wissens in Deutschland beitragen. Sie übertreffen zusammengezählt die Publikationstätigkeit einzelner Universitäten bei weitem (siehe Tabelle 5, S. 259f). Eine Einzelauswertung der Institute zeigt aber auch, dass sie allgemein genommen, aufgrund ihrer Größe und der Anzahl der Wissenschaftler, nicht mit den Universitäten konkurrieren können. Zudem gehört die hybride Organisation, die Charité – Universitätsmedizin Berlin zu den führenden zehn Wissenschaftsproduzenten im deutschen Hochschul- und Wissenschaftssystem. Nationale und internationale Kooperationen wissenschaftlicher Forschung Im letzten empirischen Kapitel der Arbeit wird auf der Makroebene die Frage beantwortet, welchen Einfluss die zunehmende Internationalisierung der Forschung auf nationale und internationale Kooperationen in Form von Publikationen in wissenschaftlichen Zeitschriften hat. Durch die voranschreitende Globalisierung und Internationalisierung haben nationale und internationale Kooperationen stark zugenommen. Zu den wichtigsten Gründen für (internationale) Kooperationen in den Mathematik, Ingenieur-, Natur- und Technikwissenschaften sowie der Medizin zählen unter anderen die Reputation der Forschungsorganisation und der Mitautoren, eine höhere Sichtbarkeit innerhalb der wissenschaftlichen Gemeinschaft, mehr Möglichkeiten für interdisziplinäre Forschung oder auch eine bessere Ausstattung der Labore. Heute sind bereits ein Drittel aller Forschungsartikel weltweit das Ergebnis wissenschaftlicher Kooperationen und lediglich ein Viertel wird von einem Autoren verfasst. Übertragen auf die Organisation der Forschung bedeutet der von Humboldt geprägte Leitsatz "in Einsamkeit und Freiheit", dass wissenschaftliche Forschung nicht mehr in alleiniger Verantwortung eines Wissenschaftlers durchgeführt wird, sondern das Ergebnis von Kooperationen ist. Netzwerke werden immer wichtiger, um gemeinsame Interessen zu teilen, an einer Fragestellung zu arbeiten sowie die aus der Forschung gewonnenen Erkenntnisse gemeinsam zu publizieren. Wissenschaftler, Organisationen und Länder unterscheiden sich dahingehend, wie sie ihre Forschung organisieren und folglich auch darin, wie sie ihre wissenschaftliche Zusammenarbeit gestalten. Diese Wege sind abhängig von der geografischen Lage und Größe des Hochschul- und Wissenschaftssystems, dem organisationalen Feld und den Einzelorganisationen. In dieser Arbeit werden unterschiedliche Muster wissenschaftlicher Zusammenarbeit präsentiert. Die Ergebnisse zeigen einen massiven Anstieg wissenschaftlicher Kooperationen in Form von gemeinsamen Publikationen im Zeitverlauf. Bis in die 1990er Jahre hinein publizierten die Wissenschaftler in den hier untersuchten Länder (Frankreich, Deutschland, Großbritannien, USA, Japan, China, Belgien und Luxemburg) hauptsächlich in Alleinautorenschaft. Erst danach kam es zu einem Anstieg an Kooperationen: Im Jahr 2000 wurden lediglich 37 Prozent aller Artikel von einem Autor verfasst. Im Jahr 2010 erreichte der Anteil einen Tiefststand von lediglich einem Fünftel Alleinautorenschaften (siehe Tabelle 6, S. 279f). Der Schutz der biologischen Vielfalt ist eine gesellschaftlich sehr wichtige Aufgabe, deren Bedeutung in den letzten Jahrzehnten zunehmend auch politisch erkannt wird. Nationale wie globale Zielsetzungen, den Verlust der biologischen Vielfalt aufzuhalten und eine positive Trendwende zu erreichen, wurden bislang allerdings verfehlt. Als wichtige Ursachen für den Verlust der Artenvielfalt werden sowohl der Landnutzungswandel als auch Klimaveränderungen gesehen. Landnutzungsintensivierungen haben insbesondere seit der zweiten Hälfte des 20. Jahrhunderts zu einem zunehmenden Rückgang der Artenvielfalt in der Agrarlandschaft geführt. Die Ursachen für diesen Rückgang sind vielfältig. Sie umfassen eine Abnahme der Nahrungsgrundlage vieler Arten, u.a. durch den Einsatz von Herbiziden und Insektiziden, und den Verlust von geeigneten Fortpflanzungs- und Nahrungshabitaten durch einen Rückgang der Strukturvielfalt und des Anteils naturnaher Habitate. Seit Ende des 20. Jahrhunderts rückt zunehmend auch der Klimawandel als Einflussgröße für den Rückgang der Artenvielfalt in den Fokus. Einhergehend mit steigenden Temperaturen wurden bereits Verschiebungen von Verbreitungsgrenzen und Veränderungen in der Phänologie von Arten beobachtet. Bis zum Ende des 21. Jahrhunderts werden neben weiter steigenden Temperaturen die Zunahme von Hitzewellen und extremen Niederschlagsereignissen, eine Veränderung der Niederschlagsverhältnisse und ein weiterer Anstieg des Meeresspiegels erwartet. Zwischen Klima und Landnutzung gibt es vielfältige Wechselwirkungen und sich gegenseitig verstärkende Effekte - auch in ihrer Wirkung auf einzelne Arten und die biologische Vielfalt. Hier gilt es, Methoden zur Erfassung und Bewertung von Auswirkungen landnutzungs- und klimawandelbedingter Umweltveränderungen zu entwickeln und aufzuzeigen, durch welche Maßnahmen negative Auswirkungen auf die Artenvielfalt vermieden oder vermindert werden können. Akteure zur Umsetzung solcher Maßnahmen sind einerseits der behördliche und ehrenamtliche Naturschutz. Andererseits ist gerade in der Agrarlandschaft auch die Einbindung von Landwirten entscheidend, um möglichst dauerhafte und großflächige Wirkungen zu erzielen. Ein Weg der Einbindung von Landwirten in naturschutzfachliche Maßnahmenprogramme führt über die lebensmittelerzeugenden Unternehmen, die Abnehmer ihrer Produkte sind. Solche Unternehmen, gerade aus der Biobranche, suchen zunehmend nach Möglichkeiten, ihren Kunden transparent und glaubwürdig zu kommunizieren, was ihre Zulieferlandwirte für den Erhalt und die Förderung der Artenvielfalt leisten. Flächendeckende Vor-Ort-Erfassungen von Arten sind dabei aber sowohl aus Kosten- als auch aus Zeitgründen unrealistisch. Einfache Modelle bzw. Indikatorensets, die die Artenvielfalt auf landwirtschaftlichen Flächen valide abbilden und dabei zeiteffizient und praxisnah in der Datenerhebung und Anwendung sind, werden daher dringend benötigt, fehlen aber bislang. Auf Basis solcher Modelle können auch Maßnahmen für die Betriebsebene und deren Potenzial zur Steigerung der Artenvielfalt abgeleitet werden. Im Hinblick auf Auswirkungen des Klimawandels auf Tierarten fehlen derzeit vor allem auf regionaler Ebene Einschätzungen über die Empfindlichkeit von Artengemeinschaften gegenüber den projizierten Klimaänderungen und darüber, wie sich klimabedingte Arealverschiebungen auf die Zusammensetzung regionaler Artengemeinschaften auswirken könnten. Solche Einschätzungen braucht es aber, um den naturschutzfachlichen Handlungsbedarf für Anpassungsstrategien und -maßnahmen zu identifizieren und zu konkretisieren. Zu entsprechenden Anpassungsmaßnahmen gibt es bereits eine Reihe von Empfehlungen, die allerdings häufig unspezifisch bleiben, so dass vielen Praktikern unklar ist, welche Maßnahmen Priorität haben und wie diese konkret umgesetzt werden sollen und können. Daher ist es erforderlich, solche allgemeinen Maßnahmenempfehlungen für die jeweilige regionale Ebene unter Berücksichtigung der Empfindlichkeit der dort vorkommenden Arten und möglicher klimabedingter Ein- und Abwanderungsprozesse zu konkretisieren. Vor dem Hintergrund dieser Wissenslücken war das Ziel der vorliegenden Arbeit, einen Beitrag dazu zu leisten, Auswirkungen landnutzungs- und klimawandelbedingter Umweltveränderungen auf Tierarten auf der regionalen bzw. lokalen Ebene zu ermitteln und zu bewerten, um darauf aufbauend geeignete und für die jeweilige Ebene hinreichend konkrete naturschutzfachliche Maßnahmen zur Verminderung negativer Auswirkungen ableiten zu können. Dazu wurde exemplarisch für einzelne Regionen, Lebensräume und Tierartengruppen untersucht, 1) anhand welcher Indikatorensets und Modelle sich die Artenvielfalt auf der Ebene landwirtschaftlicher Betriebe praxistauglich, zeiteffizient und valide abbilden lässt, 2) an welchen Kriterien eine Empfindlichkeit von Tierarten gegenüber klimatischen Veränderungen auf naturräumlicher Ebene festgemacht werden kann, 3) wie sich ein klimawandelbedingter Turnover in Artengemeinschaften eines Naturraums abschätzen lässt, 4) welche Maßnahmen zum Erhalt und zur Förderung der Artenvielfalt basierend auf den Ergebnissen solcher Analysen auf lokaler und regionaler Ebene abgeleitet werden können, 5) welche Synergien sich im Hinblick auf Maßnahmen zur Verringerung negativer Auswirkungen von Klimawandel und Landnutzung ergeben und welche Grenzen die entwickelten Methoden zur Einschätzung solcher Auswirkungen aufweisen. Hinsichtlich der Auswirkungen landnutzungsbedingter Umweltveränderungen auf Tierarten wurde untersucht, ob und wie sich die Artenvielfalt und mögliche Veränderungen durch die Landnutzung oder durch Naturschutzmaßnahmen auf der Ebene landwirtschaftlicher Betriebe mit Hilfe von einfach handhabbaren Modellen und Indikatorensets abbilden lassen. Dazu wurden in umfangreichen Literaturstudien mögliche Einflussvariablen identifiziert, die für die Artenvielfalt von Tagfaltern auf Rainen und die Artenvielfalt von Vögeln in Hecken sowie auf Äckern von Bedeutung sein können. Auf sieben über Deutschland verteilten landwirtschaftlichen Betrieben wurden sowohl Daten zu diesen möglichen Einflussvariablen erhoben als auch Erfassungen der Artengruppen Tagfalter und Vögel durchgeführt. Durch multiple lineare Regressionsanalysen wurden aus dem Set der möglichen Einflussvariablen anhand der auf den Betrieben erhobenen Daten diejenigen identifiziert, die die Artenvielfalt von Tagfaltern und Vögeln am besten vorhersagen. Bei Tagfaltern auf Rainen sind dies die Heterogenität der umgebenden Landschaft, der Mahdzeitpunkt, die Breite, Länge und das Gräser-Kräuter-Verhältnis des Rains sowie die Bewirtschaftungsart angrenzender Felder. Für die Artenvielfalt von Vögeln in Hecken wurden die Variablen Länge und Breite der Hecke, die Anzahl der Gehölzarten, das Vorkommen von Höhlen/Totholz, das Vorhandensein von Dornsträuchern sowie die Breite des angrenzenden Krautsaums als wichtigste Einflussfaktoren zur Vorhersage der Artenvielfalt ermittelt. Ein Modell zur Vorhersage der Artenvielfalt von Vögeln auf Äckern wurde verworfen, da die Ergebnisse deutlich von der Datenlage der Stichprobe geprägt waren und nur zum Teil den Erkenntnissen aus der zuvor durchgeführten Literaturstudie entsprachen. Die aus den Modellergebnissen ableitbaren Maßnahmen für die Betriebsebene beziehen sich auf die jeweils bedeutsamen Einflussfaktoren - z.B. das Mahdregime bzw. den Mahdzeitpunkt bei Rainen und die Anlage oder Verbreitung von Krautsäumen zwischen Hecken und den an diese angrenzenden Feldern - und betreffen sowohl die Optimierung vorhandener Strukturen als auch die Neuanlage von Landschaftselementen. Diese stellen einen Baustein im Spektrum sinnvoller Maßnahmen auf landwirtschaftlichen Betrieben dar und sollten durch weitere flankiert werden. Dazu ist eine gesamtbetriebliche Perspektive wichtig, die die betriebs- und landschaftsraumspezifischen Voraussetzungen einbindet. Zur Unterstützung hierbei kann einerseits landwirtschaftliche Beratung, andererseits aber auch eine vom Landwirt selbst bedienbare naturschutzfachliche Managementsoftware dienen. In eine solche Software (MANUELA - Managementsystem Naturschutz für eine nachhaltige Landwirtschaft) wurden die in der vorliegenden Arbeit entwickelten Modelle bereits implementiert und ergänzen dort bereits vorhandene Tools, zum Beispiel zur Ermittlung und Bewertung der Pflanzenartenvielfalt auf Äckern, aber auch zum Landschaftsbild und zum Biotopverbund. Hinsichtlich der Auswirkungen klimawandelbedingter Umweltveränderungen wurde untersucht, an welchen Kriterien sich eine Empfindlichkeit von Tierarten gegenüber solchen Umweltveränderungen auf naturräumlicher Ebene festmachen lässt und welche Eigenschaften eine Anpassung an sich ändernde Umweltbedingungen erschweren. Mit Hilfe einer auf solchen Kriterien basierenden Empfindlichkeitsanalyse wurde ermittelt, wie viele Tierarten in den naturräumlichen Regionen "Harz" und "Lüneburger Heide und Wendland" eine erhöhte Empfindlichkeit gegenüber klimawandelbedingten Umweltveränderungen aufweisen. Dabei wurden Vertreter der Artengruppen Brutvögel, Amphibien, Reptilien, Heuschrecken, Tagfalter und Libellen mit einbezogen. Eine voraussichtlich erhöhte Empfindlichkeit gegenüber spezifisch klimawandelbedingten Umweltveränderungen lässt sich bei jeweils ca. 39% der untersuchten Tierarten in den naturräumlichen Regionen "Harz" und "Lüneburger Heide und Wendland" feststellen. Dabei scheinen insgesamt mehr Arten negativ von einer Abnahme der Sommerniederschläge betroffen zu sein als von einer Erhöhung der Temperaturen. Weiterhin wurde ermittelt, wie klimabedingte Veränderungen der Zusammensetzung von Vogellebensgemeinschaften in einem Naturraum abgeschätzt und Prognosen über mögliche klimabedingte Zu- und Abwanderungen von Arten getroffen werden können. Dazu wurde der Artenpool des Naturraums Lüneburger Heide mit den Artenpools zukünftig klimaanaloger Räume verglichen. Zukünftig klimaanaloge Räume sind Gebiete, die gegenwärtig klimatische Verhältnisse aufweisen, die zukünftig für das Untersuchungsgebiet projiziert werden. Die Ergebnisse zeigen, dass die Mehrzahl der Vogelarten die für den Zeitraum 2071-2100 erwarteten Klimabedingungen im Naturraum Lüneburger Heide vermutlich tolerieren kann, die Artenvielfalt insgesamt aber möglicherweise abnehmen wird. Viele der potenziell aus dem Naturraum abwandernden Arten sind an Feuchtgebiete als Lebensraum gebunden. Zur Verringerung negativer klimawandelbedingter Auswirkungen auf Tierarten können zum einen derzeitige Gefährdungsursachen und Stressoren minimiert werden, um die Habitatverfügbarkeit und qualität zu erhöhen und die Resilienz sowie das Anpassungspotenzial von Arten zu stärken. Als prioritäre Maßnahmen sind je nach naturräumlicher Region die folgenden anzusehen: Maßnahmen zum Schutz und zur Wiederherstellung von Feuchtlebensräumen, Maßnahmen zur Verhinderung von Nährstoffeinträgen bzw. Eutrophierung und zur Extensivierung landwirtschaftlicher Nutzung, Maßnahmen zur Erhöhung der Konnektivität in der Landschaft und zur Verringerung des Landschaftsverbrauchs, Maßnahmen zur Offenhaltung von Lebensräumen und Maßnahmen zur naturnahen Waldrandgestaltung bzw. Waldbewirtschaftung. Zum anderen kann zur Verringerung negativer klimawandelbedingter Auswirkungen auf Tierarten die Konnektivität in der Landschaft gefördert und der Erhalt und die Schaffung von Biotopverbundstrukturen gestärkt werden, um den Arten eine Anpassung durch die Verschiebung ihrer Verbreitungsareale zu ermöglichen. Besonders auf überregionale Biotopverbundmaßnahmen zur Anpassung an den Klimawandel angewiesen sind in beiden naturräumlichen Regionen Arten des Offenlandes, in der naturräumlichen Region "Lüneburger Heide und Wendland" zusätzlich auch Arten der Gewässer. Da viele der derzeitigen Gefährdungsursachen potenziell klimaempfindlicher Arten nutzungsbezogen sind und auch direkte oder indirekte Folge landwirtschaftlicher Nutzung sein können, sind Synergien zwischen Maßnahmen zur Verminderung negativer Auswirkungen von Landnutzungs- und Klimawandeleinflüssen offenkundig. Dies betrifft auch die Stärkung des Biotopverbunds. Hier spielen Raine und Hecken in der Agrarlandschaft eine wichtige Rolle - auch vor dem Hintergrund des Klimawandels, da viele der auf Biotopverbund als Anpassungsmaßnahme angewiesenen Arten Bewohner des Offenlandes sind. Ein besonderes Gewicht kommt im Hinblick auf den Klimawandel dem Schutz bzw. der Renaturierung und Schaffung von Feuchtlebensräumen zu. Diese werden bislang nur zum Teil durch die Modelle zur Abschätzung der Artenvielfalt auf landwirtschaftlichen Betrieben abgedeckt, so dass in der Erweiterung der Modelle um die Lebensräume Feuchtgrünland und Grünland im Allgemeinen eine mögliche Weiterentwicklung der vorliegenden Arbeit zu sehen ist. Da ein Großteil der Fläche Deutschlands landwirtschaftlich genutzt wird, kommt der Landwirtschaft bei der Bewahrung der Artenvielfalt eine Schlüsselrolle zu. Die vermehrte Integration naturschutzfachlicher Ziele in die Landbewirtschaftung kann daher wesentlich zum Erhalt und zur Förderung der Artenvielfalt beitragen, nicht nur im Hinblick auf landnutzungsbezogene sondern auch auf klimawandelbezogene Einflüsse. Die vorliegende Arbeit liefert dazu wichtige Ansätze. ; The conservation of biodiversity is a task of great importance for society. In recent decades, political awareness for biodiversity issues has risen, yet, global as well as national objectives to halt the loss of biodiversity have failed. Important causes of biodiversity loss include land use change as well as climatic changes. From the second half of the twentieth century, agricultural intensification has increasingly led to a decline of farmland biodiversity. This decline is caused by a multitude of factors, particularly a loss of semi-natural habitats and structural diversity as well as a shortage of food supply due to a usage of herbicides and insecticides. Since the end of the twentieth century, climatic changes have increasingly become apparent as another threat to biodiversity. Along with increasing temperatures, shifts of distribution ranges as well as in the phenology of species have already been observed. By the end of the 21st century, further increasing mean temperatures, an increase of hot extremes, a decrease of cold periods, a shift in annual precipitation regimes and a further rise of sea levels can be expected. Climate and land use interact in a variety of ways - as do their effects on species and overall biodiversity. Thus, methods to capture and evaluate the effects of land use and climatic changes on species, and measures to prevent or mitigate the impacts, are greatly needed. Important stakeholders for the implementation of such measures are nature conservation authorities and organisations. However, protecting farmland biodiversity also requires the involvement of farmers to ensure sustainable and long-term effects. One way to involve farmers in nature conservation programs is to address the food companies they supply their products to. Food companies, especially from the organic sector, are increasingly looking for ways to transparently and credibly communicate to their customers how farmers (the suppliers) preserve and enhance biodiversity on their land. As company-wide biodiversity surveys of species in the field are not feasible, easy-to-use models and indicator sets projecting biodiversity on farmland, in both a sound and time-efficient way, are greatly needed. Such models could also help to identify and allocate nature conservation measures for a given farm and assess what biodiversity enhancement potentials are associated with which measure. Regarding climate change impacts on animals, assessments on regional levels evaluating the sensitivity of animals towards such changes are largely missing. So too are estimations on how distribution shifts might alter regional species communities. However, such information is greatly needed to identify and specify appropriate adaptation strategies and measures. While recommendations for such adaptation strategies and measures already exist, they are mostly vague making it difficult for stakeholders to prioritise and implement them. Thus, it is necessary to specify general recommendations for given regions that take into account the climate sensitivity of the region's species as well as alterations in the region's species community. Considering these knowledge gaps, the objective of this dissertation was to contribute to the assessment and evaluation of impacts of land use and climate change on animals on a regional and local level and, based on these assessments, derive measures suitable to aid in the mitigation of negative impacts. Single regions, habitats and animal species groups were therefore investigated in order to assess; 1. which indicator sets and models are suitable to project biodiversity on a farm level in a practical, time-efficient and sound way; 2. which criteria indicate a sensitivity of animals towards climatic changes within an ecoregion; 3. how climate change induced turnovers in species communities within an ecoregion can be estimated; 4. which measures to preserve and enhance biodiversity can be derived based on such analyses for the local and regional level; 5. which synergies exist between measures for mitigating the negative impacts of land use and climate change and what are the limitations of the methods for the assessment of such impacts. With respect to the impacts of land use on animals, I investigated if and how biodiversity and possible changes caused by land use or nature conservation measures can be projected with farm level based easy-to-use models and indicator sets. Therefore, I identified possible predictor variables effecting the species numbers of butterflies on field margins and birds in hedgerows and on arable fields. This was accomplished on the basis of an extensive literature review. Subsequently, the possible predictor variables, as well as butterflies and birds, were recorded on seven farms throughout Germany. By means of multiple linear regression analyses based upon the data recorded on the farms, variables were identified that best predicted the species numbers of butterflies and birds. In terms of butterflies, these variables included the landscape heterogeneity of the surroundings, the time of mowing, the width, length and the grass-herb-ratio of the margin as well as the management of the adjacent field. For birds in hedgerows, the variables length and width of a hedgerow, the number of woody species, the presence of tree holes, the presence of thorny shrubs, and the width of the herbaceous margin bordering the hedgerow were identified as the best predictors for species numbers. The model for predicting bird species numbers on arable fields was rejected as the results were significantly influenced by the examined sample and were only partly compatible with the results of the literature review. Measures for the farm level are related to the predictor variables of the models in question, e.g. recommendations for the time of mowing of field margins or, for hedgerows, the establishment or extension of herbaceous margin strips between the hedgerow and bordering fields. These measures concern the improvement of existing landscape elements as well as the establishment of new ones. They should be seen as one component within a set of adequate measures for farms that ought to be accompanied by others. Therefore, a whole-farm perspective is needed which integrates farm specifics as well as specific landscape preconditions. To support this process, assistance by farm consultants may be reasonable but so too is GIS-based management software which aids farmers in addressing nature conservation issues. The models of this dissertation have already been implemented in such management software, MANUELA (Managementsystem Naturschutz für eine nachhaltige Landwirtschaft - Management System Nature Conservation for a Sustainable Agriculture). Within this software, the models complement other nature conservation tools, e.g. one that assesses the diversity of plant species on arable fields and others that evaluate landscape aesthetics or the connectivity of habitats. With respect to the impacts of climatic changes on animals, I examined which criteria are relevant for evaluating the sensitivity of species towards these changes. Based on these criteria, I investigated how many animal species from the 'Harz' and 'Lüneburger Heide und Wendland' ecoregions are probably sensitive towards climatic changes projected for the end of the 21st century. These sensitivity analyses included Red List species of breeding birds, reptiles, amphibians, dragonflies and damselflies, grasshoppers and crickets, and butterflies. About 39% of the examined species are probably sensitive towards these climatic changes. Overall, more species seem to be affected by a decrease of summer precipitation than by an increase of mean temperatures. In addition, I assessed how climate change induces turn-overs in bird communities of a given region can be estimated. Hence, the species pool of the 'Lüneburger Heide' ecoregion was compared to species pools of future climatically analogous regions. Future climatically analogous regions are regions which currently have similar climatic conditions to the ones projected for the study area in the future. The results of these analyses show that the majority of species in the 'Lüneburger Heide' are probably able to tolerate the climatic conditions projected for 2071-2100 but that bird species richness, in general, may decline. Species that might potentially leave the regional species community in the course of climate change were often associated with inland wetland habitats. To mitigate negative climate change induced impacts on animals, current non-climatic stressors can be reduced in order to increase habitat availability and quality and to strengthen the resilience and adaptation potential of species. Measures of high priority in this regard - depending on the respective region - include: measures for maintaining and promoting wetlands, measures for reducing eutrophication and for the extensification of agriculture, measures for increasing habitat connectivity and reducing land consumption, measures for the preservation of open landscapes, and measures for a nature-oriented forest management. In addition to reducing non-climatic stressors, habitat connectivity should be increased in order to help species to adapt to climatic changes by shifting their distribution ranges. In both examined ecoregions, most of the potential climate-sensitive species, which depend on an increased habitat connectivity for the adaptation to climatic changes, live in open land. Within the 'Lüneburger Heide und Wendland' ecoregion, additional emphasis in this regard should be put on waterbodies. As many of the current non-climatic stressors impacting potentially climate-sensitive species are related to land use, synergies between measures mitigating negative impacts of land use and climate change are obvious. This is also true for the strengthening of habitat connectivity. Here, field margins and hedgerows play an important role - especially as many of the species that depend on habitat connectivity to adapt to climatic changes live in open land. In light of climate change, a special emphasis has to be put on the maintenance and restoration of grassland and wetlands. So far, grassland and wetlands are only partly covered by the models for the assessment of biodiversity on farmland. An inclusion of these habitats into the MANUELA model toolbox is, therefor, a possible future development. As a large part of Germany is covered by agriculture, farmers have a key role in preserving biodiversity. Integrating nature conservation objectives into farm management is therefore very beneficial not only with regard to mitigating possible impacts of land use but also of climate change. This dissertation provides important approaches for this task.

German Biotech-Companies and their Innovativeness in International Comparison – an Institutionalist Analysis 1 Introduction In the mid-1990s, legal changes and policy initiatives in Germany led to the rapid emergence of a biotechnology industry. Initially, German biotech companies focused on the market segment of platform technologies, characterized by incremental innovations. In recent years however, many companies have shifted their strategic focus on the market segment of therapeutics, char-acterized by radical innovations. Since an active involvement in such a segment is untypical for German companies the central research question of this thesis was, if the German institutional framework allowed biotech companies to be internationally competitive in a radical-innovative market segment. The findings are particularly relevant for the literatures on "Varieties of Capi-talism", "National Innovation Systems" and for the sociology of technology. The British and the US biotech industry served as a comparison for the validation of the German case study. 2 Theory The fact that German biotech companies have become active in the field of therapeutics, where both financial and technological risks are extremely high, contradicts an essential assumption of the "Varieties of Capitalism" (abbr. VoC) literature. The proponents of the VoC classify Ger-many as a coordinated market economy, dominated by non-market institutions and long-term relationships. In addition, they presume that such a type of market economy is not compatible with competitiveness in a market segment characterized by radical innovations. Biotech-companies that are active in the field of therapeutics are in need of a large and professional ven-ture capital industry (abbr. VC industry) as well as a very flexible labour market for scientists and managers, given that most of the research projects fail. According to the VoC-approach, neither a flexible labour market for scientist and managers nor a professional VC industry is ex-istent in Germany. Instead, German biotech companies are predominantly financed by public or publicly subsidized venture capital. In contrast, the US and Great Britain are expected to be very competitive in high-risk segments like biotech-based therapeutics due to their institutional frameworks. They are classified as liberal market economies, dominated by market institutions and short-term relationships. Both a large and professional VC industry and a very flexible la-bour market are in place. Thus, the hypothesis of the VoC-approach is that liberal market economies like the US and Great Britain would clearly outperform the German coordinated market economy in the high-risk-segment of therapeutics. Unlike the "Varieties of Capitalism", proponents of the "National Innovation Systems" argue that German biotech-companies can compete with British biotech-companies in the high-risk segment of therapeutics because in recent years a professional VC industry has developed in Germany. At the same time, the flexibility of the labour market is not regarded as relevant for the competitiveness in high-risk segments. What is more, the two approaches have conflicting views concerning the competitiveness of the American and the British biotech industry. The main proponents of the VoC see both biotech industries as highly successful due to the existence of large capital markets as well as flexible labour markets. The representatives of the "National Innovation Systems" presume, in contrast, that the US-biotech industry clearly outperforms the British biotech-industry given the massive governmental funding it receives. Within the field of sociology of technology, Sorge suggested a relationship between the specific institutional configuration of the German society and its handling of technical innovation. He presumes that new technologies mature over time and hence the first phase of radical innova-tions is followed by a second phase of incremental innovations. According to Sorge, if there are first signs of the latter phase, German companies become involved in new fields of technology. Such an attitude towards new technologies originates from the professional socialisation of the German engineers where theory and practice is much more intertwined than in many other countries. As a consequence, we can deduce as a hypothesis that the development of biotech-based therapeutics has passed through a process of maturation and is now dominated by incre-mental innovations. Thus, German biotech-companies have shifted their focus to this market segment because it has proven to be of practical value. 3 Research Design The competitiveness of the German biotech-industry in the market segment of therapeutics was assessed by a comparison with the British biotech industry, as the largest industry in Europe and the second largest in the world. The key indicator for competitiveness was the amount of thera-peutics in clinical trials by biotech-companies in each country. Therefore, all biotech companies with therapeutics in clinical trials were surveyed. Moreover, to analyze the impact of national institutions on the competitiveness of therapeutics companies, more than 40 interviews were conducted with company representatives and experts. This was complemented by the evaluation of publicly available statistics. For the comparison with the US-biotech-industry, relevant litera-ture and publicly available sources were analysed. In addition, some interviews were conducted with venture capital managers investing internationally in biotech companies. 4 Competitiveness in the Market Segment of Therapeutics In a first step, the competitiveness of German and British biotech-companies in the segment of therapeutics was compared. The difference with regard to therapeutics in clinical trials is sub-stantial but far smaller than expected. According to Der Spiegel, in 2003 British biotech compa-nies had many more therapeutics in clinical trials than the German ones: 200 (GB) compared to 15 (GER). In contrast, my investigation showed that in 2004 British biotech companies had only 122 therapeutics in clinical trials and the German ones 68. Taking into consideration that the German biotech-industry emerged 15 years after the British biotech-industry and that the devel-opment of therapeutics is very time-consuming (12 years, until clinical trials about 5 years), I conclude that the British compared to the German biotech-companies are similarly competitive in the field of therapeutics. This interpretation is corroborated by the fact that the amount of bio-tech-companies with therapeutics in clinical trials is identical between Germany and Great Brit-ain (34). 5 Change of Strategy due to a Process of Maturation? The result of the empirical analysis was that hardly any of the German biotech companies which had therapeutics in clinical trials have shifted their strategic focus in recent years. Most of them were already founded with the intention of developing therapeutics. Nonetheless, there was a strategic shift in the biotech industry from platform technologies to therapeutics, not only in Germany but worldwide. But presumably, the therapeutics of the companies that changed their strategy are still in preclinical trials. A real process of maturation in the development of therapeutics has not taken place so far, there are only first steps which could lead to maturation in the future. Only a minority of the German biotech companies develop therapeutics that are incremental innovations. However, this was not due to technological breakthroughs in the bioscience but rather caused by the risk aversion of investors and could be observed internationally. But meanwhile, around 2000/2001, many ac-tors of the industry had the expectation that advances in the biosciences would significantly re-duce the percentage of therapeutics failing in development – even though this turned out to be a misguided expectation eventually. So for a certain period of time there was a perceived or sub-jective process of maturation. But nevertheless, it is rather unlikely that this subjective process of maturation was the main reason for a change of strategy since many industry experts have described the attitude of German biotech managers towards the development of therapeutics as totally naïve and not as precautious. It is more likely that changed preferences of global phar-maceutical corporations and investors were the driving force of the strategic change. 6 German and British Biotech Companies and their Access to Venture Capital and the Stock Exchange In the access to VC, British biotech companies have a small advantage. Since 2003, the VC in-vestments in the British biotech were approximately 250 Mio. Euro and the investments in the German biotech industry stabilized slightly above 200 Mio. Euro. For Great Britain the figures were startling given that it has a large venture capital industry. However, it turned out that only a small percentage is actually invested in the biotech industry. Besides, the German biotech in-dustry has seen a change in kind and origin of investors take place. After the worldwide slump of the valuation of biotech companies in 2001 most German investors withdrew from this indus-try. But to a considerable extent, this was offset by the influx of international investors. Since 2003, international investors have been in the majority in financing German biotech companies. Apart from that, it turned out that German biotech companies with therapeutics in clinical trials are predominantly funded by private and professional venture capital companies and not by public and inexperienced ones. In recent years, initial public offerings (IPOs) of biotech companies were easier to obtain at the London Stock Exchange (LSE) than at the Deutsche Börse. However, most of these IPOs in Britain were very small, so that the companies raised modest amounts of equity. Medium-sized IPOs of biotech companies succeeded in both countries, but were rare. Thus, no advantage of any country was observed. Finally and somewhat unexpectedly, the market capitalization of biotech companies at the Deutsche Börse slightly exceeded the LSE`s. Yet again, it was rather low in both cases. In sum, in the access to venture capital and the possibility of IPOs Great Brit-ain does have at the moment an advantage over Germany, but it is only a minor one. 7 Governmental Funding of British and German Biotech Firms In both countries, governmental funding of biotech companies exists and to a certain extent its level and kind has converged recently. In Germany, public funding declined after the downturn of the biotech industry in 2001. In Great Britain, in the end of the 1990s the government pro-vided some seed funds for young biotech companies to improve their financial situation. At the same time, public funding of biotech companies is still better developed in Germany than in Great Britain. This is also corroborated by a comparison of the therapeutic companies in both countries. However, it is important to note that the public funding German therapeutic compa-nies have received, is only a small percentage of their entire funding. So there is only a small competitive advantage for German biotech companies and it is hardly possible to argue that these companies develop therapeutics because of governmental funding. 8 The Labour Market for German and British Biotech Companies In the biotech-related disciplines there is abundance of highly qualified scientists in the biotech-related disciplines in both countries. An advantage for Great Britain is the larger pool of experi-enced biotech managers, which is not surprising since the British biotech industry emerged 15 years earlier. Apart from that, German biotech companies employ fewer managers with past ex-perience in the pharmaceutical industry for different reasons. Firstly, the long-term employment security in the German pharmaceutical industry reduces the incentives for managers to change to a biotech start-up whose long-term future is not assured. Secondly – and for Anglo-Saxon VC managers this reason was more relevant – a process of consolidation in the pharmaceutical in-dustry occurred in Great Britain ten years ago. As a consequence, many managers were re-leased. In Germany, this process has just started. Thirdly, and this is related to the first point, due to the head-start of the British biotech industry, there are more mature biotech companies in Great Britain. This implies in turn that mature biotech companies are more attractive to pharma-ceutical managers because these companies have on average a better viability. Irrespective of this mentioned, there is a notable amount of managers with a pharmaceutical background, espe-cially in strongly funded and advanced German biotech companies. Another difference between both countries is that lay-offs in German companies are slightly more expensive and bureau-cratic than in Great Britain. But again, it is only a minor difference. If a project has failed, Ger-man biotech companies are able to dismiss employees relatively easily. Finally, co-determination in the form of works councils or employee-representatives in the supervisory board is of no importance because of the small size of this industry but also the low interest of employees. 9 US and Great Britain – Liberal Market Economies Compared The overall conclusion of this comparison was that the US biotech industry is much more com-petitive than the British one. Only very few British biotech companies are of international im-portance, a finding that is transferable to different high-tech industries like semi-conductors or software. A central cause for the dominance of the US in the biotech-industry is the annual amount of invested venture capital which is more than ten times higher than in Great Britain. Even if we consider that the size of both market economies differ significantly this reveals an important advantage to the US. However, a lack of highly qualified scientists as a reason for the low venture capital investments in British biotech firms could be ruled out. Apart from that, a second central cause for the worldwide dominance of the US biotech-industry is the tremendous governmental funding not only of academic science but also of companies. There are strong in-dications that the massive funding of young biotech companies in the US attracts subsequent venture capital investments in these companies. The product development in the biotech indus-try – particularly in the segment of therapeutics – is very time-consuming and often exceeds the time-horizon of venture capital companies. Public funding of young companies makes it possi-ble for them to move their products forward, up to the point at which they become interesting for investors. The public funding of British biotech companies which has started only recently and is still on a low level, is probably a main reason for scarcity of venture capital in the British biotech industry. 10 Conclusion The central result of the British-German comparison was that the German biotech companies are internationally competitive in the market segment of therapeutics that is dominated by radi-cal innovations. This assessment is supported by the analysis of the institutional frameworks in which German and British biotech companies are embedded. Differences exist between the relevant national institutions in both countries – British biotech companies have easier access to venture capital and experienced managers, German biotech companies have better access to governmental funding - but these differences negligible. Moreover, some of these differences – like for example the lack of experienced biotech managers - are not a result of unfavourable in-stitutions at present but mirror a time-lag, that is, the delayed establishment of institutions, and they should diminish over time. This empirical result clearly contradicts the "Varieties of Capitalism" approach which maintains that companies in a coordinated market economy cannot be competitive in a market dominated by radical innovations. The institutional context in which German biotech companies operate differs in core respects: they have access to professional venture capital companies; only a small percentage of their total funding is from public sources; lay-offs due to failed projects are in-deed possible; many therapeutic companies employ former pharma-managers; co-determination is virtually non-existent. Also the comparison of the American and the British biotech-industry and their institutional embeddedness revealed weaknesses of the "Varieties of Capitalism" approach. The US biotech industry is much more competitive than the British one and one main cause for this is the mas-sive public funding, especially of young biotech companies, which does not fit the view that the US is a clear-cut liberal market economy. At the same time, despite these outcomes the proponents of the "Varieties of Capitalism" are not entirely wrong. Metaphorically speaking, the German biotech companies are not embedded in a coordinated market economy but rather located at their fringes. The German biotech com-panies can be successful in the high-risk segment of therapeutics because there is a relatively flexible labour market and access to professional venture capital companies. With a rigid labour market and bank loans it would not be possible and if the typical features of the coordinated market economy were interfering with the biotech industry, like for example the long-term dis-missal protection in the German pharmaceutical industry, the effect would be negative. By the same token, the dominance of the US biotech industry stems not only from public funding but also from a large capital markets and flexible labour markets. A process of maturation based on Sorge has not occurred yet in the biotech-based development of therapeutics even if there have been some advances that could lead to maturation in the fu-ture. The "National Innovations Systems" approach was confirmed for the most part: German biotech companies are internationally competitive in the high-risk segment of therapeutics and the institutional frameworks in which German and British biotech companies are embedded do not differ significantly. Besides, massive public funding explains to a considerable extent the superiority of the US to Great Britain in biotech. Notwithstanding, I argue that the "Varieties of Capitalism" is still the best approach for analysing the relations between institutions and innova-tions provided that three insights are taken into account: (1) the dominant institutions in a mar-ket economy do not have an effect on all sectors in a similar and decisive way; thus, radical in-novations can also be possible in a so-called coordinated market economy (2) one central pre-condition for the success of a market economy in a high-tech industry like biotech is massive public funding of young companies; (3) new technologies change over time in their innovative character due to processes of maturation and it is important to distinguish between subjective and objective processes of maturation. The "Varieties of Capitalism" approach is preferable to the "National Innovation Systems" ap-proach because the latter is not really a theoretical approach, as it does not strive for general conclusions and has an underdeveloped analytical framework. The strength of this approach emanates rather from the detailed empirical descriptions of specific innovation systems.
Obwohl seit der Einführung des Penicillins ein wirksames Medikament gegen Streptokokken der Lancefield Gruppe A (GAS) existiert, bei welchem bislang keine Resistenzen beschrieben wurden, bleiben GAS-Infektionen auch heute noch ein großes gesundheitspolitisches Problem, das sowohl die Morbidität als auch die Mortalität der Menschen weltweit beeinflusst. GAS können ein breites Spektrum an Erkrankungen beim Menschen verursachen. Dazu zählen nicht nur unkomplizierte Racheninfektionen mit und ohne Scharlach oder Hautinfektionen wie Erysipel oder Impetigo, sondern auch invasive sowie Folgeerkrankungen. 1928 wurde als Typ-spezifische, Antikörperbildung-induzierende Substanz das M-Protein beschrieben, welches durch das emm-Gen kodiert und seither zur Beschreibung der Epidemiologie von GAS verwendet wird. Eine der Hauptfunktionen des auf der Oberfläche von GAS verankerten M-Proteins besteht darin, die Phagozytose durch polymorphkernige Leukozyten zu verhindern, was zu den wichtigsten Abwehrmechanismen von Infektionen mit GAS gezählt wird. Obwohl seit einigen Jahrzehnten große Anstrengungen unternommen wurden, bleibt ein sicherer und effektiver Impfstoff bisher ein unerreichtes Ziel. In der hier vorliegenden Studie wurde, anhand der über den Zeitraum vom 11.03.2006 bis 19.05.2012 am Universitätsklinikum Freiburg gesammelten Daten und Isolaten, die regionale Epidemiologie von Infektionen pädiatrischer Patienten durch GAS retrospektiv untersucht. Mit insgesamt 566 Isolaten und zugehörigen klinischen Daten stellt diese Studie die bisher größte unizentrische epidemiologische Untersuchung von pädiatrischen Erkrankungen mit emm-Typisierung von GAS in Deutschland dar. Dabei wurde besonders auf Zusammenhänge zwischen den molekularepidemiologischen Daten, basierend auf der emm-Typisierung, und den anonymisierten klinischen Informationen eingegangen. In die Kohorte konnten insgesamt 566 Fälle eingeschlossen werden. Bei 405 Fällen wurde eine Racheninfektion festgestellt, wovon bei wiederum 75 Fällen zusätzlich die Diagnose Scharlach gestellt wurde, 34 Kinder stellten sich mit einer Hautinfektion vor, 21 mit einer akuten Otitis media, 19 mit einer anogenitalen Infektion, acht mit einer invasiven Infektion und zwei mit einer Harnwegsinfektion. Als Kolonisation durch GAS ohne Krankheitswert wurden 77 Fälle gewertet, davon 48 mit pharyngealer Kolonisation. In der molekularepidemiologischen Untersuchung konnten drei neue emm-subtypen entdeckt werden, welche als emm29.13, emm36.7 sowie emm75.5 erstbeschrieben und deren Sequenzen in der Datenbank des CDC hinterlegt wurden. Über die gesamte Kohorte hinweg wurde Typ emm12 bei 19% aller Fälle gefunden und lag somit am häufigsten vor, gefolgt von emm1 und emm4 mit je 14% sowie emm28 und emm89 mit je 11%. Bei Betrachtung der emm-Cluster zeigte sich E4 mit 31% am häufigsten, danach folgten Cluster A-C4 mit 19%, A-C3 und E1 mit jeweils 14%. Unter den 405 Fällen mit GAS-Tonsillopharyngitis lag emm12 mit knapp 20% am häufigsten vor, gefolgt von emm4 mit 15%, emm1 mit 14%, emm89 mit 13% und emm28 sowie emm3 mit je 9%. Hinsichtlich der Cluster wurde E4 dort mit knapp 30% am häufigsten festgestellt, gefolgt von A-C4 mit 20%, E1 mit 15%und A-C3 mit 14%. In der vorliegenden Studie konnte gezeigt werden, dass sich die emm-Typ- sowie die emm-Cluster-Epidemiologie in Abhängigkeit von der klinischen Manifestation unterscheidet. Auch wenn sich die Verteilungen grundsätzlich ähnelten, traten emm4 bzw. die Cluster A-C5 und E1 bei Patienten mit Tonsillopharyngitis mit Scharlach auch nach Bonferroni-Korrektur signifikant häufiger auf als bei solchen mit Tonsillopharyngitis ohne Scharlach. Erste Hinweise hierfür wurden im Rahmen dieser Arbeit in einer Vorabauswertung zu dieser Kohorte 2013 erstmals beschrieben und durch Ergebnisse folgender, internationaler Studien gestützt. Bei anogenitalen Infektionen wurde in knapp 80% der Fälle Cluster E4 und in 58% emm28 festgestellt, so-dass hier ein deutlich eingeengtes Erregerspektrum vorlag. Verglichen zu allen Fällen mit Tonsillopharyngitis wurden bei anogenitaler Infektion Typ emm28 und Cluster E4 signifikant häufiger isoliert. Für Hautinfektionen konnte kein signifikanter Unterschied der emm-Typ-Verteilung im Vergleich zu Racheninfektionen insgesamt gefunden werden. Es zeigte sich jedoch Cluster E4 signifikant häufiger bei Patienten mit einer Hautinfektion als bei solchen mit Scharlach. Insgesamt zeigte sich im konkreten Vergleich zu einer französischen Studie eine weitgehende Übereinstimmung hinsichtlich der Epidemiologie der emm-Typen und -Cluster, jedoch auch einzelne Differenzen. Diese Unterschiede waren signifikant für emm6 und emm22, ebenso wie für Cluster M6. Weiterhin bestätigte unter anderen die Studie von d´Humieres et al. die Häufung von emm4 bei Scharlach-Patienten, was die Aussage der vorgelegten Ergebnisse unter-streicht. Weiterhin wurde zur Untersuchung der longitudinalen Entwicklung der emm-Typen und emm-Cluster die Verteilung des Zeitraumes vom 01.04.2006 und 31.03.2007 mit dem vom 01.05.2011 bis 30.04.2012 verglichen. Zumindest für den vergleichsweise kurzen zeitlichen Abstand konnten nach Adjustierung keine signifikanten Veränderungen der Epidemiologie hinsichtlich einzelner emm-Typen bzw. -Cluster beobachtet werden. In bisherigen Studien wurde die Pathogenität eines Stammes meist anhand des klinischen Erscheinungsbildes bestimmt. In dieser Studie wurde weiterführend untersucht, inwiefern sich einzelne emm-Typen bzw. emm-Cluster auch in quantitativ messbaren Parametern wie u.a. dem C-reaktiven Protein (CRP) sowie der Leukozytenzahl im Blut unterscheiden. Bei Patienten mit Tonsillopharyngitis zeigte sich lediglich Cluster E4 signifikant häufiger mit einem CRP-Wert über 35 mg/l assoziiert. Für die Leukozytenzahl war ein solcher Zusammenhang dagegen nicht nachweisbar. Da die verwendeten Analysen jedoch Störfaktoren unterlagen und ein Kausalzusammenhang zwischen der Pathogenität des Erregers und der Auslenkung der ge-nannten Parameter im Rahmen des Studiendesigns nicht bewiesen werden konnte, lassen diese Ergebnisse keine abschließende Beurteilung zu. Der bereits entwickelte 30-valente Impfstoff zeigte anhand der enthaltenen M-Antigene eine gute Übereinstimmung mit den in dieser Studie gefundenen emm-Typen. Dabei waren die Antigene von 19 der 25 in dieser Studie registrierten emm-Typen in dem Impfstoff enthalten, was jedoch unter Berücksichtigung der Kreuzreaktivitäts-Hypothese für emm-Cluster zu einem Deckungsgrad von 99,8% aller untersuchten Fälle (565 von 566) führt. Insgesamt erwies sich der unizentrische Charakter der hier vorgelegten Studie in gewisser Hinsicht als Vorteil gegenüber multizentrischen Studien, da hierdurch zu bestimmten Fragen Informationen ohne den Einfluss regionaler Besonderheiten ausgewertet werden konnten. Inwiefern regionale Prävalenzen einzelner emm-Typen oder deren Pathogenitätspotential ent-scheidend für die Epidemiologie insbesondere invasiver Infektionen sind, kann anhand dieser Studie nicht abschließend beurteilt werden. Zur näheren Untersuchung dieses Sachverhaltes wären weiterführende Studien in größerem Maßstab notwendig. Zusammenfassend wurde mit dieser Arbeit eine umfassende epidemiologische Untersuchung anhand der molekularepidemiologischen Erregeranalyse unter Einschluss klinischer Aspekte an einer großen pädiatrischen Kohorte durchgeführt. GAS can cause a wide range of disorders in humans. These include un-complicated pharyngeal infections with and without scarlet fever as well as skin infections such as erysipelas or impetigo but also invasive as well as secondary complications. In 1928, the M-protein encoded by the emm gene was described as a type-specific, antibody -inducing substance and has since been used to characterize the epidemiology of GAS. One of the main functions of the M protein, anchored on the surface of GAS, is to evade phagocytosis by polymorphonuclear leukocytes, which is one of the most important defense mechanisms against infections by GAS. Although major efforts have been made for several decades, a safe and effective vaccine remains an unreached goal. In this study, the regional epidemiology of infections of pediatric patients by GAS was retro-spectively investigated on the basis of data and isolates collected from 11.03.2006 to 19.05.2012 at the University Medical Center in Freiburg. With a total of 566 isolates and asso-ciated clinical data, the present study provides the largest uni-centric epidemiological study of pediatric diseases with emm-typing of GAS so far in Germany. Particular attention was paid to associations between molecular epidemiology, based on emm-typing, and anonymized clinical data. The total cohort included 566 cases, thereof 405 cases of pharyngeal infection, 75 of which were additionally diagnosed with scarlet fever, 34 children presented with a skin infection, 21 with an acute otitis media, 19 with an anogenital infection, eight with an invasive infection and two with an urinary tract infection. In 77 cases colonization by GAS was estimated as having no clinical relevance of those 48 isolates were isolated from pharyngeal swabs. In the molecular investigation, three new emm subtypes were discovered which were first de-scribed as emm29.13, emm36.7 as well as emm75.5. These sequences were entered into the database of the CDC. Over the entire cohort, emm12 was found in 19% of all cases and was thus the most frequent, followed by emm1 and emm4, with 14% each, emm28 and emm89, with 11% each. When considering emm-clusters, E4 was the most frequent with 31%, followed by cluster A-C4 with 19%, A-C3 and E1 with 14%. Among the 405 cases with GAS-related pharyngeal infection, emm12 was the most common with almost 20%, followed by emm4 with 15%, emm1 with 14%, emm89 with 13% and emm28 as well as emm3 with 9% each. With respect to the clus-ters, E4 was found to be the most common with around 30%, followed by A-C4 with 20%, E1 with 15% and A-C3 with 14%. In the present study it was shown that emm-types as well as emm-clusters differed depending on the clinical manifestation. Although the distributions were basically similar, emm4 as well as clusters A-C5 and E1 were significantly more common in patients with tonsillopharyngitis and scarlet fever, even after Bonferroni correction, than those with tonsillopharyngitis but without the diagnosis of scarlet fever. These findings were first described in a preliminary evaluation of this cohort in 2013 and supported by the results of consecutively published international stud-ies. In anogenital infections, cluster E4 was found in almost 80% and emm28 in 58%, indicat-ing a clearly narrowed spectrum. Compared to cases with tonsillopharygitis, emm28 and clus-ter E4 were significantly more frequently isolated in anogenital infections. For skin infections no significant difference could be found in the emm-distribution compared to tonsillopharyngi-tis. However, cluster E4 was found to be significantly more common in patients with a skin infection than in those with scarlet fever. Overall, in a direct comparison to a French study, there was a wide agreement regarding the epidemiology of emm-types and -clusters, but also some differences. These differences were significant for emm6, emm22, as well as for cluster M6. Furthermore, among others, the study by d´Humieres et al. confirmed the accumulation of emm4 in scarlet fever patients, which un-derlines the statement of the presented results. Furthermore, in order to investigate the longitudinal development of emm-types and emm-clusters, the distribution in the period from 01.04.2006 to 31.03.2007 was compared to that from 01.05.2011 to 30.04.2012. At least for the comparatively short period, no significant changes in the epidemiology of individual emm-types or -clusters could have been observed after adjusting the p-values. In previous studies, the pathogenicity of a strain was determined by its association to the clini-cal picture. In addition, this study investigated the extent to which individual emm-types or emm-clusters also differed in quantitatively measurable parameters such as the C-reactive protein (CRP) and the leukocyte count in the blood. In cases of tonsillopharyngitis, cluster E4 was found significantly associated with a CRP value above 35 mg/l. For the leukocyte count such a difference was not detectable. However, since the values were subject to confounding factors, a causal link between pathogenicity of certain emm-types and the deflection of the mentioned parameters could not be proved within the framework of this study. Therefore, these results do not allow to draw final conclusions. The existing 30-valent M-protein based vaccine would show a good agreement with the corre-sponding emm-types of the cohort used here. The antigens of 19 of the 25 different emm-types registered in this study were included in the vaccination model, which corresponds to a vaccine coverage of 99.8% (565 of 566) of all strains examined here, if cross-reactivity of GAS strains within an emm-cluster was taken into consideration. Overall, the uni-centric character of the study presented here provided in certain aspects an advantage over multi-centric studies, as differences and similarities between different clinical pictures, excluding regional differences as well as comprehensive clinical information on the cases, could be emphasized. The extent to which regional prevalence of individual emm-types or their pathogenicity potential are decisive for the epidemiology of invasive infections could not be conclusively assessed by this study. For a closer look at this issue, further studies on a larger scale would be necessary. In summary, this work presents a comprehensive epidemiological investigation on molecular epidemiologic pathogen analysis including clinical aspects in a large pediatric cohort. Северо-Монгольская горная лесостепь, переходная зона между тайгой и открытой степью, имеет богатый животный и растительный мир. Для сельского хозяйства это самая продуктивная часть страны и имеет плотность населения выше средней по Монголии. Древостои светлой тайги, в которых преобладает лиственница (Larix sibirica Ledeb.), представляют основу монгольских продуктивных лесов и поставляются все больше в соответствии с растущим спросом на деловую древесину и дрова. В лесах Монгольской горной лесостепной зоны и таежной зоны наблюдается, особенно с конца прошлого века, заметное сокращение площади леса. Основными факторами этого сдвига растительности являются изменения в землепользовании, частота пожаров, появление вредителей и изменение климата. На видовой состав, прирост и структуру древостоев оказывают сильное влияние различные природные и антропогенные режимы воздействия и климатические факторы. Понимание влияния климатических факторов на эти воздействия и экологическое влияние от воздействий на древостои и их реакцию с точки зрения структуры, прироста и обновлений необходимо для развития экологически и регионально соответствующих программ ведения лесного хозяйства. Частые, интенсивные, обширные воздействия, прежде всего лесозаготовки и лесные пожары, способствовали появлению сукцессионных лесов (Betula platyphylla Sukaczev), в которых преобладает береза. Несмотря на предпринимаемые усилия по созданию альтернативных подходов к управлению лесами в Монголии существует недостаток знаний о влиянии основных факторов и воздействий на структуру лесов и лесной растительности и недостаточная мощность. Одной из областей с традиционно сильным землепользованием является аймак Селенги, расположенный к северу от Улан-Батора. В 2009 году Монгольский Университет естественных наук в Дархане и группа лесопользователей в исследовательском районе Альтансумбэр создали исследуемые площади и провели экспериментальные опыты выборочной рубки. Эта инициатива в области была поддержана в рамках проекта UNFAO «Укрепление потенциала и институциональное развитие для совместного управления природными ресурсами и сохранения лесов в лесных районах Монголии» (GCP / MON / 002 / NET), финансируемого правительством Нидерланды. Большинство исследуемых площадей имеет размер 2500 м². Исследовательский район Альтансумбэр расположен к западу от Дархана и является ярким примером монгольской горной лесостепной зоны. Исследовательский район Бугант расположен к востоку от Дархана в западных горах Хенти и является частью густой таежной зоны. Изучалось влияние климатических факторов и выборочной вырубки на рост и структуру поврежденных от пожара березовых и лиственничных древостоев светлой тайги в исследовательском районе Алтансумбэр (горная лесостепная зона, северные склоны). В исследовательском районе Бугант (таежная зона, южные и восточные склоны) изучено влияние климатических факторов на прирост березы и проведено сравнение с результатами Алтансумбэр. Различия в отношении повреждений от пожара между березой и сосной (Pinus sylvestris L.) оценивались отдельно. Во всех исследованных древостоях обоих исследуемых районов были обнаружены признаки лесных пожаров, и большинство древостоев также показали признаки предыдущих мелкомасштабных лесозаготовок. Посредством дендрохронологических методов были рассмотрены отношения климата и роста и проведен анализ экстремальных годов. В районе исследований Алтансумбэр непространственная и пространственная структура леса была проанализирована как до, так и непосредственно после прореживания и после трех лет. Анализы произведены в форме анализа прореживания с использованием L-функции и радиальной функции распределения. Влияние снижения конкуренции на прирост остальных деревьев было описано и проанализировано с помощью линейных смешанных моделей. Все хронологии берез показали высокую чувствительность к более высоким температурам, как правило, весной, и взаимосвязь между временным возникновением негативного соотношения температуры и роста и направления склона. На северных склонах в Алтансумбэр статистические отрицательные соотношения температуры и роста березы произошли в мае. На южных склонах в Буганте это отрицательное соотношение возникло раньше по времени, в апреле. Это отрицательное соотношение температуры и роста в хронологии лиственницы в Алтансумбэр не было установлено. В обоих исследуемых районах среднегодовые показатели роста хвойных пород были выше, чем у березы. Наблюдаемое различие в отношении показателей роста и чувствительности к весенним температурам может быть связано с различной защитной способностью березы и хвойных пород от очень распространенных низкоинтенсивных поверхностных пожаров, которые имеют свой пиковый сезон весной и частично управляются климатическими факторами. Количество видимых поврежденных огнем берез с тонкой корой в Буганте было более, чем в восемь раз выше, чем сосны с толстой корой из того же древостоя. В древостоях, где береза смешана со светлыми хвойными породами, малоинтенсивный режим пожаров имеет более негативное и длительное влияния на рост берез, чем на рост хвойных пород с толстой корой. С другой стороны, разрушение древостоя интенсивными пожарами или сокращение площади вследствие повторяющейся интенсивной вырубки может благоприятствовать преобладанию березы из-за ее способности прорастания – поросль от пня. Характеристики структуры леса и реакции на воздействия изучались исключительно в исследовательском районе Алтансумбэр и могли быть связаны с процессами сукцессии, пожарами и нерегулируемыми вырубками. Агрегированное размещение деревьев было подтверждено для всех лиственничных древостоев и большинства березовых древостоев в Алтансумбэр до выборочной рубки. Вследствие прорастания береза часто встречается агрегировано в очень узких, небольших группах. Лиственница, напротив, появилась в более свободных кластерах, где деревья распределены на более дальнем расстоянии. Вследствие того, что березы имеют меньшую продолжительность жизни и интенсивнее конкурируют друг с другом, у березовых древостоев имеется способность развиваться к случайному размещению деревьев раньше, чем у лиственничных древостоев. Конкуренция сыграла значительную роль в исследуемых древостоях светлой тайги. В исследовательском районе Алтансумбэр соотношение между конкуренцией и ростом оценивалось до, непосредственно после и через три года после прореживания. Прореживания проводились с различной интенсивностью (5,4% - 52,4% площадь сечения). Основными критериями отбора деревьев для рубки были относительно низкое состояние здоровья и способность к росту, на что указывало повреждения ствола и развитие кроны, форма ствола, а также расстояние между отдельными деревьями. Этот отбор привел в значительной мере к низовому прореживанию. Как и ожидалось, прореживание способствовало регулярному размещению деревьев. Тем не менее, дальнейший рост новых стволов привело к тому, что распределение деревьев древостоя менялось обратно в направлении агрегированного. Прирост был в значительной степени вызван ослаблением конкуренции как результат прореживания, и ответ прироста был действительным в абсолютном и относительном выражении. Относительное увеличение прироста по сравнению с периодом до прореживания было немного выше для березы, чем для лиственницы, несмотря на сравнительно поздний средний возраст древостоев на момент прореживания в 2009 году, особенно для березы. Данные были полученны из анализа годичных колец деревьев ( средний возраст лиственница: 22-61 год, березы - 44-68 лет). В целом результаты показали, что более методическая стратегия управления лесами является возможной с научной точки зрения. Вместе с тем местное управление лесами должно служить многофункциональным целям регионального лесопользования. Потенциал лесов обеспечивать такие экосистемные услуги, как защита водного режима и почвы, постоянный растительный покров, биоразнообразие, внесение вклада в снижение негативных последствий изменения климата должен быть гарантирован. Это, принимая во внимание длительное изменение климата, усиление воздействий и развитие требований общества, особенно сложно. Основная цель лесоводства должна заключаться в повышении устойчивости и жизнестойкости лесных экосистем к различным воздействиям и одновременно делать возможным использование древостоев. Две модели использования представляются возможными: промышленное производство изделий из дерева (в основном из лиственницы и сосны) или производство энергии на базе древесины (в основном береза), заготовка дров. Плотные древостои светлой тайги, отведенные под производственные леса, могут быть подвергнуты прореживанию или выборочной рубке от одного до двух раз в первые 50-60 лет. в соответствии с вышеназванными критериями. При выборочной рубке в форме небольших групп (Femel) в этих древостоях происходит способствование регенерации и переход в окончательное пользование. Подсадка подроста должна рассматриваться только в том случае, если желаемая регенерация недостаточна или если древостой должен быть изменен на другой древесный состав. Часть сукцессивных березовых древостоев рядом с поселениями могла бы управляться как низкоствольный лес для получения дров. Директивы лесоводства должны принимать во внимание различные специфические экологические и климатические условия, различный возраст древостоев, цели в области лесоводства и реалистические варианты управления. Управленческие меры должны быть усилены путем национального и регионального управления лесами. Рекомендуется также анализировать экономическую эффективность лесохозяйственных операций, таких, как различные системы заготовки древесины. Результаты и выводы проекта охватывают лишь относительно короткие временные рамки. Необходимо продолжить наблюдение долгосрочного влияния выборочной рубки, особенно с точки зрения стабильности древостоя, почвы и спорадической вечной мерзлоты. ; Die nordmongolische Gebirgswaldsteppe, die Übergangszone zwischen Taiga und offener Steppe, besitzt eine reiche Tier- und Pflanzenwelt. Für die Landwirtschaft ist diese Region der produktivste Landesteil und weist für die Mongolei eine überdurchschnittlich hohe Siedlungsdichte auf. Helle Taigabestände, die von Lärche (Larix sibirica Ledeb.) dominiert werden, stellen das Rückgrat der mongolischen Wirtschaftswälder dar und sind zunehmend einer wachsenden Nachfrage an Industrie- und Brennholz ausgesetzt. Die borealen Wälder der mongolischen Gebirgswaldsteppenzone und der Taigazone sind, vor allem seit dem Ende des letzten Jahrhunderts, sichtbar zurückgegangen. Die hauptsächlichen Triebkräfte dieser Vegetationsverschiebung sind Änderungen in Bezug auf Landnutzung, Waldbrandhäufigkeit und das Auftreten von Schädlingen und Klimawandel. Artenzusammensetzung, Zuwachs und Bestandesstruktur werden stark von den verschiedenen natürlichen und anthropogenen Störungsregimen und auch Klimafaktoren beeinflusst. Ein Verständnis zum Einfluss von Klimafaktoren auf diese Störungen und den ökologischen Einfluss von Störungen auf Waldbestände und ihre Reaktion in Bezug auf Struktur, Zuwachs und Verjüngung ist essentiell für die Entwicklung von ökologisch und regional angepassten Waldbewirtschaftungsprogrammen. Häufigere intensive großflächige Störungen, vor allem Holzeinschlag und Waldbrände, förderten das Auftreten von Sukzessionswäldern, die oft von Birken (Betula platyphylla Sukaczev) dominiert werden. Trotz laufender Bemühungen zur Etablierung alternativer Waldbewirtschaftungsansätze in der Mongolei, fehlt es an Wissen über die Auswirkungen der wichtigsten Einflussfaktoren und Störungen auf Waldstruktur und Waldwachstum und an ausreichenden Kapazitäten. Eine der Provinzen mit traditionell intensiver Landnutzung ist der Selenge Aimag, nördlich von Ulaanbaatar. Im Jahr 2009 wurden von der Mongolischen Universität für Lebenswissenschaften in Darchan und der Waldnutzergruppe Altansumber Referenzflächen und experimentelle Durchforstungsversuche eingerichtet. Die Mehrzahl der Forschungsflächen weist eine Größe von jeweils 2500m² auf. Diese Initiative wurde durch das UNFAO-Projekt " Capacity Building and Institutional Development for Participatory Natural Resources Management and Conservation in Forest Areas of Mongolia" (GCP / MON / 002 / NET) unterstützt, welches durch die niederländische Regierung finanziert wurde. Das Forschungsgebiet Altansumber liegt westlich von Darchan und ist ein Paradebeispiel für die mongolische Gebirgswaldsteppenzone. Das Forschungsgebiet Bugant liegt östlich von Darchan im westlichen Khentii-Gebirge und ist Teil der dicht bewaldeten Taigazone. Die Auswirkungen von Klimafaktoren und selektiver Holznutzung auf Waldstruktur und Wachstum von Birke und Lärche wurden in feuergestörten Beständen der hellen Taiga des Forschungsgebietes Altansumber (Gebirgswaldsteppenzone, Nordhänge) untersucht. Im Forschungsgebiet Bugant (Taigazone, Süd- und Osthänge) wurde der Einfluss von Klimafaktoren auf den Zuwachs der Birke untersucht und mit den Ergebnissen von Altansumber verglichen. Unterschiede in Bezug auf Brandschäden zwischen Birke und Kiefer (Pinus sylvestris L.) wurden separat in einer kleinen Fallstudie erfasst. In allen untersuchten Beständen beider Forschungsgebiete wurden Anzeichen von Waldbränden gefunden, und die meisten Bestände zeigten auch Spuren von ehemaliger, kleinräumiger Holznutzung. Mittels dendrochronologischer Methoden wurden die Klima-Wachstums-Beziehungen untersucht und Weiserjahranalysen durchgeführt. Im Forschungsgebiet Altansumber wurde die nicht-räumliche und räumliche Waldstruktur sowohl vor, als auch direkt nach der Durchforstung und drei Jahre später analysiert. Die Analysen wurden in Form von Eingriffsanalysen unter Verwendung von L-funktionen und Paarkorrelationsfunktionen durchgeführt. Die Auswirkung von Konkurrenzverringerung auf den Zuwachs der verbleibenden Bäume wurde mittels linear gemischter Modelle beschrieben und analysiert. Die Verjüngungsschicht wurde auf allen Flächen in Altansumber 2012 und in Bugant 2011 aufgenommen und auf einigen Flächen in Bugant 2013 wiederaufgenommen. Für beide Arten, Lärche und Birke, war Niederschlag während der Zeit des Spätsommers und Frühherbstes des Vorjahres und direkt vor der Vegetationsperiode des laufenden Jahres, ein entscheidender Klimafaktor und bestimmend für das Baumwachstum. Die Weiserjahranalyse zeigte eine weitgehend gute Übereinstimmung zwischen beiden Arten. Ausreichend Niederschlag vor dem Beginn der Vegetationsperiode war für das Wachstum junger Birken wichtiger als für ältere. Die Beziehung zwischen Niederschlag und Zuwachs der Birke war in der trockeneren und hochkontinentalen Gebirgswaldsteppenzone (Altansumber), im Vergleich zu der feuchteren Taigazone (Bugant), ausgeprägter. Anzeichen für Insektenschäden konnten nur in Bugant (Taigazone) gefunden werden. Alle Birkenchronologien zeigten eine hohe Empfindlichkeit gegenüber höheren Temperaturen, typischerweise im Frühjahr, sowie eine Beziehung zwischen dem zeitlichen Auftreten der negativen Temperatur-Wachstums-Beziehung und Hangexposition. Auf den Nordhängen in Altansumber trat eine signifikante negative Korrelation zwischen Temperatur und Zuwachs der Birke im Mai auf. Auf den Südhängen in Bugant trat diese negative Korrelation zeitlich früher, im April, auf. Diese signifikant negative Temperatur-Wachstums-Beziehung konnte für die Lärchen-Chronologie in Altansumber nicht bestätigt werden. In beiden Forschungsgebieten war die durchschnittliche jährliche Zuwachsleistung der Nadelbäume höher als die der Birke. Die beobachtete Differenz, bezüglich der Zuwachsleistung und der Empfindlichkeit gegenüber der Frühjahrstemperatur, könnte zu einem gewissen Grad mit unterschiedlichen Schutzmechanismen von Birken- und Nadelbäumen, gegenüber den sehr häufig auftretenden niedrig intensiven Bodenfeuer zusammenhängen, welche im Frühjahr ihre Hauptsaison haben und teilweise durch Klimafaktoren gesteuert werden. Die Anzahl von sichtbar feuergeschädigten Bäumen war in Bugant für die dünnborkigen Birken bis über achtmal so hoch wie die für die dickborkigen Kiefern aus dem gleichen Bestand. In aus Birken und Nadelbäumen gemischten Beständen hat ein niedrig intensives Bodenfeuerregime einen negativeren und länger anhaltenden Einfluss auf das Wachstum der Birke als auf das Wachstum von dickborkigen Nadelbäumen. Auf der anderen Seite fördern intensive Brände oder intensiver Einschlag oder Kahlschlag die Dominanz von Birkensukzession aufgrund ihrer Fähigkeit zum Stockausschlag. Charakteristika der Waldstruktur und Störungsreaktion wurden ausschließlich im Forschungsgebiet Altansumber untersucht und konnten mit Sukzessionsprozessen, Waldbränden und ungeregeltem Holzeinschlag in Verbindung gebracht werden. Eine signifikant unregelmäßige ("geklumpte") Baumverteilung konnte für alle Lärchen- und die meisten Birkenbestände in Altansumber vor der Durchforstung bestätigt werden. Aufgrund von Stockausschlag traten junge Birken häufig in sehr engen, kleinen Trupps auf. Lärchen hingegen tauchten in lockereren Clustern verteilt über größere Distanzen auf. Da Birken geringere Lebensspannen aufweisen und intensiver untereinander konkurrieren, könnten sie in reinen Beständen eine zufällige räumliche Verteilung früher als die Lärche erreichen. Konkurrenz spielte eine signifikante Rolle in den untersuchten hellen Taigabeständen. Im Forschungsgebiet Altansumber wurde die Beziehung zwischen Konkurrenz und Zuwachs vor, direkt nach und drei Jahre nach der Durchforstung ausgewertet. Die Eingriffe wurden in verschiedenen Durchforstungsstärken durchgeführt (5,4% - 52,4% G). Hauptkriterien für die Auswahl von zu entfernenden Bäumen waren relativ niedrigerer Gesundheitszustand und Wachstumspotenzial, angedeutet durch Stammschäden, Kronenentwicklung und Stammform sowie Abstand zwischen den einzelnen Bäumen. Diese Auswahl führte weitgehend zu Niederdurchforstungen. Wie erwartet förderte Durchforstung eine regelmäßige Baumverteilung. Allerdings führte das Einwachsen von neuen Stämmen die Waldstruktur zurück in Richtung geklumpter Baumverteilung. Der Zuwachs wurde signifikant durch die, von der Durchforstung ausgelösten, Konkurrenzverringerung gesteuert und die Zuwachsreaktion war in absoluter und relativer Betrachtung gültig. Die relative Zuwachssteigerung gegenüber der Periode vor der Durchforstung war für die Birke etwas höher als für die Lärche, trotz der relativ hohen durchschnittlichen Bestandesalter zum Zeitpunkt der Durchforstung im Jahr 2009, insbesondere für die Birken. Die Daten wurden aus Jahrringanalysen abgeleitet (mittleres Alter der Lärchenbestände: ca. 22 und 61 Jahre; Birkenbestände: ca. 44 und 68 Jahre). Basierend auf den regionalen Daten aus der aktuellen nationalen Waldinventur (MPNFI) als Referenzwert, ist die Anzahl in der Verjüngungsschicht in Altansumber in allen Beständen nach der Durchforstung relativ niedrig, wohingegen die Anzahl in der Verjüngungsschicht in Bugant überdurchschnittlich ist. Insgesamt zeigen die Ergebnisse, dass eine mehr methodisch fundierte Waldbewirtschaftungsstrategie möglich ist. Jedoch müssen die örtlichen waldbaulichen Maßnahmen den multifunktionalen regionalen Waldbewirtschaftungszielen dienen. Die Kapazität der Wälder weiterhin Ökosystemleistungen, wie Wasser- und Bodenschutz, kontinuierliche Vegetationsabdeckung und Biodiversität zur Verfügung zu stellen, und zur Minderung von negativen Effekten durch den Klimawandel beizutragen, muss gesichert werden. Dies ist angesichts des anhaltenden Klimawandels, der zunehmenden Häufigkeit von Störungen und der Entwicklung gesellschaftlicher Bedürfnisse besonders schwierig. Das wichtigste waldbauliche Ziel sollte die Verbesserung der Stabilität und Resilienz der Waldökosysteme gegenüber unterschiedlichen Störungen sein und dabei simultan die Nutzung einiger Bestände ermöglichen. Zwei Nutzungsmodelle könnten möglich sein: Industrieholzproduktion (hauptsächlich Lärche und Kiefer) oder Energieholzproduktion (hauptsächlich Birke). Dichte helle Taigabestände, die als Wirtschaftswälder ausgewiesen sind, könnten in den ersten 50-60 Jahren ein bis zwei Mal, entsprechend den oben genannten Kriterien, durchforstet oder selektiv eingeschlagen werden. Zu einem späteren Zeitpunkt könnten diese Bestände dann in Femelschlagsysteme zur Förderung der Verjüngung und zur endgültigen Nutzung überführt werden. Unterpflanzen von Jungwuchs sollte nur in Betracht gezogen werden, wenn die gewünschte Verjüngung nicht ausreicht oder wenn der Bestand in eine andere Baumartenzusammensetzung überführt werden soll. Ein Teil der Sukzessionsbirkenbestände in der Nähe von Siedlungen könnte als Niederwälder zur Energieholzgewinnung bewirtschaftet werden. Waldbaurichtlinien müssen erarbeitet werden und die unterschiedlichen speziellen ökologischen und klimatischen Bedingungen verschiedener Bestandesalter, die waldbaulichen Ziele und realistische Bewirtschaftungsoptionen berücksichtigen. Kontrollmechanismen müssen von der nationalen und regionalen Forstverwaltung verstärkt werden. Es wird empfohlen, auch die ökonomische Effizienz von waldbaulichen Operationen, z. B. verschiedene Erntesysteme zu analysieren. Die Ergebnisse und Schlussfolgerungen des Projektes stammen aus einem relativ kurzen Beobachtungszeitraum. Die Langzeitwirkungen von verschiedenen selektiven Einschlagsintensitäten müssen untersucht werden, insbesondere in Bezug auf Bestandesstabilität, Boden und sporadischen Permafrost. ; The northern Mongolian mountain forest steppe, the transition zone between taiga and open steppe, is rich in plant and animal life. It is the most productive region in the country in terms of agriculture and, as a result, exhibits settlement density above average for Mongolia. Light taiga stands, dominated by larch (Larix sibirica Ledeb.), are the backbone of Mongolian production forests and become increasingly opened to the growing demand for timber and firewood. The boreal forests of the Mongolian mountain forest steppe and taiga zones have experienced a visible decline in forest area and quality, especially since the end of the last century. The main drivers of this vegetation shift are changes in land use, fire frequency, pest occurrence and climate change. Species composition, growth and stand structure are strongly affected by the different natural and anthropogenic disturbance regimes and climate factors. Understanding the impact of climate factors on these disturbances and the ecological impact of disturbances on forest stands and their response in terms of structure, growth and regeneration is essential for the development of ecologically and regionally adapted forest management programs. Increasingly intensive large-scale disturbances, especially logging and forest fires, have boosted the presence of succession forests, often dominated by birch (Betula platyphylla Sukaczev). Despite ongoing initiatives for the establishment of alternative forest management approaches in Mongolia, there is a lack of knowledge regarding the influence of the main impact factors and disturbances on forest structure and forest growth, as well as a lack of capacity. One of the provinces with traditionally intense land use is the Selenge Aimag located to the north of Ulaanbaatar. Reference plots and experimental thinning trials were established in 2009 by the Mongolian University of Life Sciences in Darkhan and the forest user group Altansumber. The majority of the plots exhibit a size of 2500 m² each. This initiative was supported by the UNFAO-Project "Capacity Building and Institutional Development for Participatory Natural Resources Management and Conservation in Forest Areas of Mongolia" (GCP/MON/002/NET), which was financed by the government of the Netherlands. The research area Altansumber is situated west of Darkhan and is a prime example of the Mongolian mountain forest steppe zone. The research area Bugant is situated east of Darkhan in the western Khentii Mountains and is part of the densely forested taiga zone. The effects of climate factors and selective cutting on forest structure and growth of birch and larch were studied in the fire disturbed light taiga stands of the research area Altansumber (mountain forest steppe zone, north-facing slopes). In the research area Bugant (taiga zone, south- and east-facing slopes), the impact of climate factors on the growth of birch was studied and compared with the results from Altansumber. Differences concerning fire damage between birch and pine (Pinus sylvestris L.) were assessed separately in a small case study. Signs of fire were found in all researched stands in both research areas, and most stands also showed traces of previous small-scale logging activities. Using dendrochronological methods, the climate-growth relationships were examined and pointer year analyses conducted. In the research area Altansumber non-spatial and spatial forest structure was analysed before, directly after the thinning and three years later. The analyses were conducted in form of harvest event analyses and using L-functions and pair correlation functions. The effect of competition relief on the growth of the remaining trees was modelled with linear mixed-effects models. Regeneration was assessed in all plots in Altansumber in 2012 and in Bugant in 2011 and re-assessed in some plots in Bugant in 2013. For both, larch and birch, precipitation during the late summer and early autumn of the previous year and directly before the growing season of the current year was a decisive climatic factor determining tree growth. Pointer year analysis showed good agreement between the two species. Sufficient precipitation prior to the start of the growing season was more relevant for the growth of younger birch trees than for older ones. The relationship between precipitation and the growth of birch was more pronounced in the drier and highly continental mountain forest steppe zone (Altansumber) than in the more humid taiga zone (Bugant). Indication of insect damage was found only in Bugant (taiga zone). All birch chronologies showed a strong sensitivity to higher temperatures, typically during spring, and a relationship between the timing of the negative temperature-growth relation and slope exposition. On the north-facing slopes in Altansumber, the significant negative correlation between temperature and growth of birch occurred in May. On the south-facing slopes in Bugant, this negative correlation occurred earlier, in April. This negative temperature-growth relation was not confirmed for the larch chronology in Altansumber. In both research areas, the average annual growth performance was higher for conifers than for birch. The observed difference concerning growth performance and sensitivity to spring temperature may be to some extend related to the different protection capacities of birch and conifers against the very common low-intensity surface fires, which peak during spring and are partly driven by the climate factors. The number of obviously fire damaged trees in Bugant was up to over eight times higher for the thin-barked birches than for the thick-barked pine trees. In conifer-birch mixed stands, a low intensity surface fire regime has a more negative and longer-lasting influence on the growth of birch than on the growth of thick-barked conifers. However, intensive stand-replacing fires and repeated intensive cutting or clear cutting favour the dominance of birch succession due to their re-sprouting capacity. Forest structure characteristics and disturbance response were studied exclusively in Altansumber and could be linked to succession processes, fire and unregulated logging. A significantly irregular ("clumped") tree distribution was confirmed for all larch stands and the majority of the birch stands in Altansumber before the thinning. Due to coppicing, young birch often occurred in very small, tight clusters. Larch, in contrast, occurred in looser clusters spread over greater distances. Because birches have shorter life spans and compete more intensely with one another, they may have the capacity to develop in pure stands a random spatial distribution sooner than larch. Competition played a significant role in the light taiga stands monitored in this study. In Altansumber, the relationship between competition and growth was evaluated before, directly after and three years after the thinning. The thinnings were carried out with different thinning intensities (removal: 5.4% - 52.4% G). The main criteria for selecting trees for removal were relatively lower health status and growth capacity, as indicated by damages at the stem and crown development, by stem shape, as well as spacing between trees. This selection largely lead to thinnings from below. As expected, thinning promoted regular tree distribution. However, the ingrowth of new stems redirected stand structure towards clumped tree distribution. Growth was significantly triggered by the thinning-induced competition relief, and growth response was valid in absolute and relative terms. Compared to the period before the thinning, relative growth increase was slightly higher for birch than for larch despite the relatively late average stand age at the time of thinning in 2009, especially for the birch trees. Data were derived from tree-ring analyses (average age of the larch stands: ca. 22 and 61 years; birch stands: ca. 44 and 68 years). Based on the regional data of the recent national forest inventory (MPNFI) as reference values, regeneration in Altansumber was relatively low in all stands after thinning, whereas regeneration in Bugant was over average. Overall, the results indicate that a more methodical forest management strategy is feasible. Local silvicultural actions, however, need to serve multifunctional regional forest management objectives. The capacity of the forests to provide ecosystem services such as water and soil protection, continuous vegetation cover, and biodiversity and to contribute to the mitigation of negative effects of climate change has to be ensured. This is particularly challenging in the face of ongoing climate change, increasing disturbance frequency and the development of societal needs. The main silvicultural objectives should be to improve the stability and resilience of forest ecosystems against different disturbances while simultaneously enabling the utilization of some stands. Two utilization models may be possible: timber production (predominantly larch and pine) or energy wood production (predominantly birch). Dense light taiga stands designated as production forests could be thinned or selectively cut one to two times in the first 50-60 years of growth according to the criteria mentioned above. At a later stage, these stands could be transformed to shelterwood cutting systems for promotion of regeneration and for final utilization. Underplanting of regeneration should only be considered if the desired regeneration is not sufficient or if the stand shall be transformed to another tree species composition. Some of the succession birch stands close to settlements could be managed as coppice forests for energy wood production. Forest management guidelines need to be elaborated and take into account the special ecological and climatic conditions, different stand conditions, silvicultural objectives and realistic management options. Control mechanisms need to be reinforced by the national forest administration. It is recommended to analyze also the economic efficiency of silvicultural operations, e.g. different harvest systems. The results and conclusions of the project are derived from a relatively short study period. Long term effects of different selective cutting intensities need to be studied, especially with regard to stand stability, soil and sporadic permafrost.
