The 11th Annual Assembly of the Croatian Cartographic Society (CCS) took place at the Hall of the Faculty of Architecture, Geodesy and Civil Engineering, Kačićeva 26 in Zagreb on March 15, 2013. The assembly was led by Prof. Dr. Miljenko Lapaine, the president of CCS.At the beginning Assist. Prof. Dr. Dražen Tutić, the Vice-Dean for education and students greeted everyone in behalf of the Faculty of Geodesy. Afterwards, in the first unofficial part, Colonel Dr. Mladen Pahernik held keynote lecture Military Cartography at Croatian Military Academy.After the lecture there was a discussion during which Dr. Pahernik gladly answered to all given questions. Afterwards, the president of CCS awarded the colonel a monograph Topographic maps on the territory of Cro­atia. Miscellaneous ; Jedanaesta godišnja skupština Hrvatskoga kartografskog društva (HKD) održana je 15. ožujka 2013. s početkom u 12 sati u Vijećnici AGG fakulteta, Kačićeva 26 u Zagrebu. Skupštinu je vodio prof. dr. sc. Miljenko Lapaine, predsjednik HKD-a.Najprije je doc. dr. sc. Dražen Tutić, prodekan za nastavu i studente u ime Geodetskog fakulteta pozdravio sve nazočne. Zatim je u prvom, neslužbenom dijelu, pukovnik dr. sc. Mladen Pahernik održao pozvano predavanje Vojna kartografija na Hrvatskom vojnom učilištu.Nakon predavanja razvila se rasprava u kojoj je dr. U ovom radu istražuje se veza između gospodarskog rasta i razvoja tržišta dionica u regiji GCC, a to je Vijeće za suradnju arapskih država Zaljeva, odnosno Saudijske Arabije, Bahreina, Ujedinjenih Arapskih Emirata, Omana, Kuvajta i Katara u razdoblju od 2000. do 2017. godine. Generalizirani linearni mješoviti model (GLMM) primjenjuje se kako bi se utvrdila povezanost i priroda odnosa. U usporedbi s konvencionalnim regresijskim modelima, GLMM pruža pouzdanije rezultate uzimajući u obzir podatke koji nedostaju i uklanja razlike specifične za pojedine zemlje. Ovim istraživanjem se potvrđuje značajna pozitivna povezanost između likvidnosti na burzi (SML) i realnog bruto domaćeg proizvoda (BDP) po stanovniku, kao i da je negativna povezanost između tržišne kapitalizacije (SMC) i BDP-a dugoročno beznačajna. Rezultati također ukazuju da su SML i SMC značajno i pozitivno povezani. Uzimajući u obzir da uspješne burze mogu povećati nacionalno bogatstvo, smanjiti preveliku ovisnost o nafti kao glavnom faktoru gospodarskog rasta, rezultati sugeriraju da bi kreatori politike u regiji trebali imati aktivniju ulogu u stimuliranju svojih tržišta dionica uključujući i globalnu integraciju. ; This paper attempts to test the relationship between economic growth and equity market development in GCC region which is the Cooperation Council for the Arab States of the Gulf, namely, Saudi Arabia, Bahrain, the United Arab Emirates, Oman, Kuwait and Qatar over the period of 2000 and 2017. The Generalized Linear Mixed Model (GLMM) is adopted to find the nexus and the nature of the relationship. Compared to the conventional regression models, GLMM provides a more reliable conclusion accounting for the missing data and eliminate the country specific differences. The study finds a significant positive association between stock market liquidity (SML) and per capita real gross domestic product (GDP) but insignificant negative association between stock market capitalization (SMC) and GDP in the long run. The results also indicate that SML and SMC are significantly and positively correlated. Considering well-performing stock markets can enhance the nation's wealth, reduce the over-dependence on oil as a major contributor to the economic growth, the results suggest that policy makers in the region ought to play more active role to stimulate their equity markets together with global integration.

Razvoj Europske unije kao ekonomske zajednice država, rezultirao je i razvojem njezina proračuna – generatora razvoja država ove zajednice. Proračun Europske unije karakterizira složen proces njegova donošenja, počevši od Komisije kao ovlaštene predlagateljice proračuna, preko Vijeća i Europskog parlamenta kao institucija koje vrše njegovo odobrenje, pa sve do Revizorskog suda koji vrši nadzor zakonitosti nad njegovim izvršenjem. Potvrda zakonitog i kvalitetnog izvršenja proračuna Europske unije jest davanje razrješnice Europskog parlamenta. Sredstva proračuna Europske unije čine sredstva koja proračunu doprinose same države članice kroz određeni postotak poreza na dodanu vrijednost, bruto nacionalnog dohotka, carina te brojnih drugih financijskih sredstava, kao što su poljoprivredne pristojbe, a određeni dio sredstava potječe i od donacija i prenesenih viškova. Glede proračunskih rashoda, oni se dijele na obvezne i fakultativne, a usmjereni su na brojne politike koje institucije Europske unije odrede kao strateške. Osim godišnjeg proračuna, Europska unija svoj gospodarski razvoj temelji i na višegodišnjem financijskom okviru koji postavlja dugoročnu perspektivu razvoja strateških politika te smjernice za donošenje godišnjih proračuna. Politike u koje Europska unija preko svoga proračuna ulaže znatna sredstva uglavnom su politike održivog rasta i razvoja, sigurnosti europskog građanstva, te vanjska politika koja djeluje kao jamac regionalne i svjetske sigurnosti, ali određeni dio proračunskih sredstava usmjeren je i na internu rashodovnu stranu administracije. Iako proračun Europske unije podliježe snažnom internom i eksternom nadzoru te omogućava opći razvoj ove zajednice, brojne kritike iziskuju i njegovu reformu na način da ga učine fleksibilnijim i pristupačnijim građanima koji od njega trebaju osjetiti izravniju i učinkovitiju korist. ; The development of the European Union as an economic community of states has resulted in the need for the development of its budget - a generator of development of the states of this community. The European Union budget is characterized by a complex process of adoption, starting from the Commission as the authorized proposer of the budget, through the Council and the European Parliament as the institutions that approve it, to the Court of Auditors, which monitors its legality. Confirmation of the lawful and high-quality execution of the European Union budget is the discharge of the European Parliament. The European Union budget is made up of contributions from the Member States themselves through a certain percentage of value added tax, gross national income, customs duties and a number of other financial resources, such as agricultural levies. Regarding budget expenditures, they are divided into mandatory and optional, and focus on a number of policies identified by the European Union institutions as strategic. In addition to the annual budget, the European Union bases its economic development on a multi-annual financial framework that sets out a long-term perspective for the development of strategic policies and guidelines for the adoption of annual budgets. Policies in which the European Union invests significant funds through its budget are mainly policies of sustainable growth and development, safety of European citizens, foreign policy aspect of the European Union as a guarantor of regional and global security, but a certain part of budget funds is directed to the internal expenditure of the administration. Although the EU budget is subject to strong internal and external scrutiny and allows for the general development of this community, many criticize by requiring its reform for making it more flexible and accessible to citizens who need to benefit from it more directly and effectively.

Krađa IP prefiksa predstavlja ozbiljnu prijetnju za sigurnost Interneta. Kriptografsko ustanovljavanje autentičnosti porijekla ASes (Autonomnih Sustava) oglašenog prefiksa, što predstavlja učinkovit način sprećavanja krađe IP prefiksa, široko je prihvaćeno. Međutim, postojećim se shemama upućuju različiti kritički komentari vezani za njihovu neučinkovitost kod kriptografskog ustanovljavanja autentičnosti porijekla ASes. U svrhu poboljšanja učinkovitosti, koristimo prednosti specifičnih obilježja DSA (Digital Signature Algorithm) te predstavljamo shemu za sprećavanje krađe IP prefiksa. Postoje dva obilježja predložene sheme, temeljena na DSA i učinkovita. Prvo, budući da je DSA standard za digitalne potpise federalne vlade SAD, DSA temeljeno obilježje može zadržati kompatibilnost s DSA i njegovim analitičkim alatima te je na taj način olakšano široko prihvaćanje i primjena u praksi predložene sheme. Drugo, državni ključni certifikati (key certificates) nisu potrebni jer se mogu izračunati pomoću formule. Odvojeni potpisi za verifikaciju u tim certifikatima, koji su neizbježni u gotovo svim postojećim shemama temeljenim na kriptografiji, mogu se zamijeniti računanjem multi-eksponencijalne formule. Na taj je način postignuta učinkovitost. ; IP prefix hijacking poses a serious threat to the security of the Internet. Cryptographic authenticating origin ASes (Autonomous Systems) of advertised prefix, which is an effective way of preventing IP prefix hijacking, has received wide acceptance. However, these existing schemes received various critical comments on their inefficiency when cryptographic authenticating origin ASes. For improving efficiency, we take full advantage of specific characteristics of DSA (Digital Signature Algorithm) and thus present a scheme for preventing IP prefix hijacking. There are two characteristics, which are DSA-based and efficient, in the proposed scheme. Firstly, because DSA is a United States Federal Government standard for digital signatures, the DSA-based can maintain compatibility with the DSA and its analytical tools, and thus it is easier for proposed scheme to be widely accepted and applied into practice. Secondly, public key certificates are not necessary because public keys can be computed by using a formula. Separated verifying signatures in these certificates, which are inevitable in almost all existing cryptography-based schemes, can be replaced with computing of a multi-exponentiation formula. Thus, the efficiency is achieved.

Tema ovoga rada je djelovanje Srpske demokratske stranke u razdoblju od konstituiranja prvog višestranačkog Sabora pa sve do početka srpske pobune u kolovozu 1990. Također, u radu se razmatra osnivanje stranačkih odbora i neuspješan pokušaj širenja u drugim republikama SFRJ te uloga vodstva i članova stranke u početku srpske pobune u Hrvatskoj. Rad je nastao na temelju dostupnih arhivskih dokumenata, svjedočenja i medijskih istupa stranačkih vođa. ; The topic of this paper is the activity of Serbian Democratic Party in Croatia from the establishment of the first multi-party Parliament to the outburst of Serbian rebellion in August 1990. The paper further tackles the establishment of party committees in other Yugoslav republics, as well as the role of leadership and party members at the beginning of Serbian rebellion. The work is based on available archive documents, testimonies and media outlets of party leaders. The secondary and tertiary sources have also been consulted, such as Croatian, Serbian, and Bosnian and Herzegovinian media, as well as available monographs about circumstances current at that time. In the analyzed period, the party leader Jovan Rašković, who was present at most founding meetings in Croatia, Bosnia and Herzegovina, Vojvodina and Serbia, played a crucial role in the establishment of new Serbian Democratic Party committees. However, his dream of becoming party leader among Serbs at Yugoslav level completely failed. In this period, Serbian Democratic Party started institutionally taking over authority in several Croatian municipalities, as this was an essential precondition for deciding on joining the newly established Community. Serbian Democratic Party policy was geared towards the creation of illegitimate and parallel institutions, which tried to match their decisions with Croatian Parliament's legitimate decisions. It was furthermore in line with the destabilization of Croatia's internal affairs, since Serbian Democratic Party correctly assessed that this line would be the first line of defence of Croatia's constitutional order and sovereignty. Additionally, there was turmoil within the party leadership. Jovan Rašković survived the first attempt, initiated by some party leaders, to shift from the presidency. However, Milan Babić overtook, supported by Serbian state politics, the leadership initiative. Within the same party, a differentiation was present between the supporters of Communist and of Chetnik ideologies. Nevertheless, this process did not question their negative attitude toward the new political circumstances in Croatia. Serbian Democratic Party itself was undoubtedly the initiator and organizer of the rebellion of the Croatian Serbs, while the role of low-rank party members was carrying out armed action in the field. All this was evidently done with the political support of Serbia and Yugoslav National Army. Additionally, Serbian Democratic Party stepped out of the regulal political activity by destroying Croatian constitutional order, thus becoming a terrorist organization and the core of personnel in the upcoming Serbian aggression on Croatia.

Odricanje od multikulturalizma u praksi suvremene liberalne države ("multikulturalizam je mrtav"), ali djelomično i u liberalnoj teoriji, zanemaruje činjenicu da su je multietničnost društveno stanje neovisno o ideologiji i da je preživjelo "kraj povijesti". Zaboravlja se i to da su politike multikulturalnosti postojale i prije nego što je konstituirana liberalna država. Ukoliko se u obzir uzmu ove činjenice, onda se problem odnosa suvremene liberalne države prema multietničnosti čini još kompliciranijim od konstatacije da je multikulturalizam među prvim žrtvama krize globalnog liberalizma. Ako se pomirimo s činjenicom da je multietničnost fenomen koji je prežvljavao i najveća moralna srozavanja civilizacija, onda se moramo upustiti u raspravu i promišljanja o tome – kakve politike multikulturalnosti odgovaraju suvremenoj liberalnoj državi. ; Waiver of multiculturalism in practice of modern liberal state ("multiculturalism is dead"), partly in liberal theory too, ignores the fact that the societal multi-ethnic situation exists independently of ideology, and that it has survived even "the end of history." It is also forgotten that the policy of multiculturalism existed before the liberal state was constituted. If we take into account these facts, the problem of relationship of modern liberal state and multi-ethnicity becomes even more complicated than just being among the first victims of the crisis of global liberalism. If we accept the fact that the multi-ethnic phenomenon has persisted even after the biggest moral degradation of civilization, then we have to engage in discussion and reflection on – how the policy of multiculturalism corresponds with the liberal state.

Autor je obradio Medalju časti, koju svake godine dodjeljuje Europski parlament Građaninu Europe, na osnovi provedenog postupka. Ta je nagrada utemeljena 2008. godine. Ove su godine laureati iz Republike Hrvatske Tvrtko Barun i Hrvatska udruga Transplant. ; The author writes about the Medal of Honour awarded on an annual basis by the European Parliament to Citizens of Europe, following an accepted procedure. The Prize was founded in 2008. This year the laureates from the Republic of Croatia were Pater Tvrtko Barun and the Croatian Transplant Association.

In the narrow sense, "Geomagnetic Information" (GI) refers to the Earth's magnetic field declination (D) and its annual variation (AVD) as marginal information of official and military maps. In order to assess the reliability and update the geomagnetic information, it is necessary to continuously monitor the GI model by observing the Earth's magnetic field. ; U užem smislu, "geomagnetska informacija" (GI) odnosi se na deklinaciju (D) Zemljinog magnetskog polja i njezinu godišnju promjenu (GPD), kao informaciju izvan okvirnog sadržaja službenih i vojnih karata. Za procjenu pouzdanosti i ažuriranje geomagnetske informacije, neophodno je kontinuirano praćenje GI modela opažanjem Zemljinog magnetskog polja.

Negativni ishod referenduma o Ustavu Europske unije u Francuskoj i Nizozemskoj doveo je u žarište alternativu između preoblikovanja Europe u federativnu državu i njezinog zadržavanja statusa svojevrsne međunarodne organizacije. U radu se naglašava da je ta alternativa manje oštra nego što se čini. Europska je unija proces koji obje mogućnosti drži otvorenima. Europa se može istodobno razvijati i prema čvršćim strukturama u nekim područjima i prema većoj elastičnosti i prilagodljivosti u drugima: sigurnost, regulacija, javne službe, socijalna skrb, snaženje kapaciteta za ekonomsku kompeticiju, poboljšanje sposobnosti za suočavanje s globalnim izazovima. Uspoređuju se rezultati radova o upravljanju višerazinskim teritorijalnim sustavima, osobito u njemačkoj i američkoj tradiciji, u pogledu kapaciteta rješavanja problama u višerazinskim sustavima pod uvjetima pregovaranja i labave skopčanosti među razinama. U konačnici, taj je kapacitet važniji od formalnih obilježja europskog integracijskog oblika. ; The negative out come of the referenda about the European Constitution in France and the Netherlands have, apparently, put the alternative between the transformation of Europe in a federative State and its remaining an international organization in to sharper focus. The argument in this paper is that this alternative is less sharp than it might appear. The European Union is an evolving proces that keeps both alternatives open. Europe could move simultaneously towards tighter structures in some fields and towards greater elasticity and adaptivenes in others: security, regulation, public services, social benefits, increasing capacity for economic competition, better ability to face new global challenges. Work done about the govenance of multi level territorial systems, particularly in the German and American traditions, is compared from the point of view of the problem-solving capacity of multi level systems under conditions of bargaining and loose coupling among its levels. This capacity, in the final analysis, is more important than the formal attributes of the European construction.

U članku su prezentirani rezultati analize financiranja državnih arhiva proračunskim sredstvima namijenjenim financiranju javnih potreba u kulturi Republike Hrvatske u posljednjem desetogodišnjem razdoblju. Dane su nove spoznaje o financiranju arhivâ, što se uobičajeno navodi među ključnim čimbenicima (uz prostorne i ljudske resurse) koji utječu na stanje arhivske službe u Hrvatskoj. Rezultati analize sistematizirani su u obliku grafikona i tabličnih prikaza. Interpretirani su u širem kontekstu kretanja relativnoga udjela Ministarstva kulture u državnom proračunu Republike Hrvatske te ulaganja u programe drugih kulturnih djelatnosti. Između ostaloga, rezultati pokazuju vrstu, opseg i kontinuitet aktivnosti na koje su arhivi u sustavu javne arhivske službe stavljali naglasak, te njihovu podudarnost s osnovnim zadaćama arhivâ. Zajedno s pregledom kretanja iznosa odobrenih sredstava, takvi su podatci i jedan od pokazatelja odnosa države prema arhivskoj djelatnosti. Mogućnost praktične primjene rezultata istraživanja je u tome što daju podlogu za preispitivanje pristupa državnih arhiva u planiranju arhivskih programa, kao i metodologije financiranja od strane mjerodavnoga ministarstva. ; The article presents the results of state archives financing within programmes of public needs in the cultural portfolio of the Republic of Croatia during the last ten-year period. It is a contribution to the issue of state archives financing in general, which is usually listed among key factors (with spatial and human resources) that determine and condition the position of contemporary archival service in Croatia. The results are systemised in the form of graphs and tables. They are interpreted in the wider context of trends in the change of the Ministry of Culture's proportion in the total state budget and investments in programmes of other cultural services. Inter alia, the results demonstrate which activities, to what extent and in which continuity (short-term, long-term) were in focus of state archives in Croatia, as well as how they corresponded with their core tasks. Together with an analysis of the total amount of appropriations, such data are also one of the indicators of state's attitude towards archival service. The analysis shows that in the period 2010-2018, within public calls for financing programmes of public needs in culture, the Ministry of Culture of the Republic of Croatia approved to state archives 1209 programmes in six categories: archives, international cultural cooperation, computerisation, digitisation, investment aid and preservation of immovable cultural goods. The total amount of appropriations for archival programmes was around 87,8 million HRK, which is 5,87% of total amount of appropriations provided for all programmes within those six categories. In the comparison with the average annual appropriations from the Ministry of Culture's budget in all cultural services and their programmes, the average annual appropriations in the programmes of state archives were 3,43%. They depended on the Ministry of Culture's proportion in the total annual state budget in that period. Analysis also demonstrates that three largest users of appropriations were the Croatian State Archives (32,05%), the State Archives in Dubrovnik (18,36%) and the State Archives in Zagreb (6,16%). All other state archives achieved individual shares less than 5 %. Such data illustrates disparities between state archives in the number, but also in the variety of applied programmes. Such disparities are the result of specific possibilities of each state archives (such as spatial and human resources), but also the consequence of the absence of long-term planning and development strategies for the archival service in Croatia in general. Such situation should be improved by the National Archival Service Development Plan, adoption of which by the Government of the Republic of Croatia is intended in the new Law on Archives and Archival Institutions (Official Gazette of the Republic of Croatia 61/2018). Besides appropriations from the national budget within described programmes of public needs in culture, state archives in Croatia are in front of the challenge to improve financing from other sources. The potential for such improvement is a more active approach to the use of the EU funds, i.e. better positioning of the archival and other cultural services in the EU multiannual financial framework (MFF) for the 2021-2027 period. Also, the results and services developed within archival programmes should be usable as new resources, i.e. potential sources of new income.

Vrhovne revizijske institucije kao promotori jačanja odgovornosti u javnom sektoru važan su čimbenik demokratskog društvenog poretka. Svoje aktivnosti provode u okviru ustava, zakona te u skladu sa Međunarodnim standardima vrhovnih revizijskih institucija. Provode financijske revizije, revizije učinkovitosti te usklađenosti. Vrhovne revizijske institucije svojim djelovanjem utječu na kvalitetu javne usluge te stvaraju dodanu vrijednost društvu. U ovome radu naglasak je na transparentnom radu vrhovnih revizijskih institucija. Objava informacija na službenim mrežnim stranicama, u godišnjem izvještaju o radu te prisutnost na društvenim mrežama predstavljaju modele komunikacije vrhovnih revizijskih institucija putem kojih iste svoj rad i ulogu predstavljaju parlamentu i javnosti. ; Supreme audit institutions as promoters of strengthening accountability in the public sector are an important factor in democratic society. They act in accordance with legal framework and International standards of supreme audit institutions. Supreme audit institutions conduct financial audit, performance and compliance audit in public sector. They influence on the quality of public services and create added value for the society. This paper emphasizes the principles of transparency of supreme audit institutions. Official websites of supreme audit institutions, annual activity reports (also published on official website) and social networks present the most common communication channels for presenting the work and the role of supreme audit institutions to the parliament and to the general public.

Students enter the labour market through a Student Service to have the opportunity to pay for tuition fees or to earn additional income that would allow for the parents or guardian's budget to be disbursed. Although almost 70% of full-time students were working through a student contract in 2016, the Regulation on intermediaries for employment of full-time students from 1996 was the only legal document that was regulating student employment. Due to improperness of this document and the fact that student employment is not under the Labour Law, in November 2017 the Croatian Government published a proposal for the new Student Employment Act, which was passed in November 2018. Subsequently, the reform of regulatory framework of student employment is important to student work force. According to the Regulation in force, there is no constraint on the maximum weekly working hours or maximum annual earnings. Nevertheless, student income can become taxable under the rules of Personal Income Tax Law if it exceeds the annual limit of 60,600.00 HRK. Consequently, the reform of personal income tax is also significant for students if they do not want to become a taxpayer of personal income tax. Based on this, the main goal of this paper is to analyse attitudes of students towards the regulatory framework of student employment, reform of personal income tax and their work under the mediation of the Student Centre. In order to question student attitudes, the questionnaire was used and the results of the analysis carried out before changes in legislation, in February and March 2018, indicate that students were not satisfied with the existing regulatory framework and the personal income tax reform, and that they expect the improvement of working conditions with the implementation of the new Student Employment Act. ; Studenti se uključuju na tržište rada preko studentskog servisa kako bi imali priliku platiti školarinu ili zaraditi dodatne prihode s ciljem financijskog rasterećenja roditelja ili staratelja. Iako je gotovo 70% redovnih studenata radilo preko studentskog ugovora u 2016. godini, jedini pravni dokument koji je regulirao zapošljavanje studenata je bio Pravilnik o posredovanju pri zapošljavanju redovitih studenata iz 1996. godine. Zbog neprimjerenosti ovog dokumenta i činjenice da zapošljavanje studenata nije regulirano Zakonom o radu, u studenome 2017. godine Vlada Republike Hrvatske objavila je prijedlog novog Zakona o obavljanju studentskih poslova, koji je izglasan u studenom 2018. godine. Zbog toga, reforma regulatornog okvira zapošljavanja studenata važna je za studentsku radnu snagu. Prema važećem Pravilniku, ne postoji ograničenje maksimalnog tjednog radnog vremena ili maksimalne godišnje zarade. Unatoč tome, dohodak studenata može postati oporeziv prema pravilima Zakona o porezu na dohodak, ako premašuje godišnju granicu od 60.600,00 kuna. Slijedom toga, reforma poreza na dohodak je također značajna za studente ako ne žele postati poreznim obveznikom poreza na dohodak. Na temelju toga, glavni je cilj ovoga rada analizirati stavove studenata prema regulatornom okviru zapošljavanja studenata, reformi poreza na dohodak i njihov rad pod posredovanjem Studentskog centra. Kako bi se ispitali stavovi učenika, korišten je upitnik, a rezultati analize provedeni prije izmjene zakonodavnog okvira, u veljači i ožujku 2018. godine, pokazuju da studenti nisu zadovoljni postojećim regulatornim okvirom i reformom poreza na dohodak, te da očekuju poboljšanje radnih uvjeta stupanjem na snagu novog Zakona o obavljanju studentskih poslova.

U ovome radu analiziramo primjere računalnoga nazivlja prikupljene iz hrvatskih sveučilišnih nastavnih materijala izdanih od 2001. do 2015. godine preporučenih studentima na preddiplomskom i diplomskom studiju računarstva na jednome hrvatskom sveučilištu. Prikupljeni korpus uključuje hrvatske prevedenice, samostalne neologizme, ali i one praćene engleskom istovrijednicom, zatim prevedenice engleskih metaforičkih izraza, hibridne izraze bez prijevoda, ortografski, fonološki/fonetski i morfološki prilagođene anglizme i one koji se uklapaju u hrvatski sustav bez prilagodbe, višerječne hrvatske nazive s jednorječnim engleskim i one sa složenom engleskom istovrijednicom. Neki od engleskih izraza u tekstu grafički su istaknuti kurzivom ili masnim slovima, a neki nisu. Cilj analize bio je opisati jezične prakse u nastavnim materijalima, utvrditi kakav je odnos autorâ prema stručnim nazivima iz engleskoga i hrvatskoga jezika u znanstveno-pedagoškome stilu te postoji li nekakav obrazac koji autori slijede pri pisanju nastavnih materijala. Nakon provedene analize primjećujemo nedostatak dosljednosti i sustavnog pristupa u pisanju materijala, odmak od normi hrvatskoga standardnog jezika te pribjegavanje neprilagođenim ili neznatno prilagođenim engleskim nazivima koji često imaju prednost pred hrvatskima. Smatramo da bi planiranje korpusa te bolje upravljanje terminologijom, procesima prilagodbe i integracije u okviru suvremenije jezične politike mogli unijeti stabilnost u znanstveni funkcionalni stil hrvatskoga jezika nužnu njegovim korisnicima. ; This paper analyzes examples of ICT terminology sampled from Croatian university textbooks and educational materials published from the year 2001 to 2015 and recommended for undergraduate and graduate students at Croatian universities. The collection includes: Croatian calques; standalone neologisms and those followed by an English equivalent; translated English metaphorical expressions; hybrids without translations; orthographically, phonologically/phonetically and morphologically adapted Anglicisms and those which can be integrated into the Croatian standard without any adaptation; and multi-word Croatian equivalents with single-word English and with multi-word English equivalents. Some of the English expressions were italicized or bolded and some not. The aim of our analysis was to describe current practices in writing educational materials, to establish the nature of the university materials authors' relation towards English and Croatian expressions, and to find out if there was some pattern in the use of Croatian and English ICT terms which the authors had followed. During the analysis, we observed a lack of consistent and systematic approach to the creation of materials, a shift from the norms of the standard Croatian language and resorting to non-adapted or slightly adapted English terms which seem to be often favored over the Croatian ones. We are of the opinion that corpus planning and better management of terminology, adaptation and integration processes within a more modern language policy framework could bring much needed stability to the Croatian scientific and pedagogical register.

Iako intervencijska kardiologija u Hrvatskoj unatrag dvaju desetljeća bilježi napredak, ne nalazimo analizu broja intervencijskih kardioloških zahvata na nacionalnoj razini. Cilj je rada bila analiza broja koronarnih angiografija (CA) i perkutanih koronarnih intervencija (PCI) u razdoblju od 2010. do 2014. godine. Analizirani su dijagnostičko-terapijski postupci iz računa hospitaliziranih bolesnika u Hrvatskoj koji se odnose na CA i PCI u 13 hrvatskih centara. U promatranom je razdoblju prosječna stopa CA bila 4390 na milijun stanovnika godišnje uz porast od 8,5 % u promatranom razdoblju. Prosječna stopa PCI-ja bila je 2208 uz porast od 15 %. Omjer PCI/CA porastao je s 0,48 na 0,52. Od 47 470 PCI-ja učinjenih u Hrvatskoj od 2010. do 2014. godine 18,6 % učinjeno je u Klinici za kardiovaskularne bolesti Magdalena, 13,8 % u Kliničkom bolničkom centru (KBC) Zagreb, 11,9 % u KBC-u Rijeka i 11,3 % u Kliničkojbolnici Dubrava, dok su ostali centri imali udjele manje od 10 %. Prema broju PCI-ja, sedam hrvatskihcentara (54 %) ubrajamo u velike centre, a četiri (30,7 %) među srednje velike centre. Opća bolnica Dubrovnikod 2013. godine ima dovoljan godišnji broj PCI-ja (> 200), dok Opća bolnica Karlovac radi samo CA. Rezultati upućuju na izniman uspjeh hrvatske intervencijske kardiologije u zadnja dva desetljeća. Hrvatska je 2010. godine imala višu stopu PCI-ja od prosjeka članica Organizacije za ekonomsku suradnju i razvoj (OECD) i 21 zemlje članice Europske unije i veći prosječan godišnji rast (26,8 %) od svih analiziranih zemlja, osim Rumunjske. Stopa PCI-ja bila je viša od većine europskih zemalja, osim Njemačke, Belgije, Austrije i Norveške. Za daljnju analizu uspješnosti intervencijskih zahvata i planiranje daljnjeg razvoja nužno je formiranje unificiranoga Hrvatskog registra kardioloških procedura. ; Although there has been progress in interventional cardiology in Croatia over the last two decades, there has been no analysis of interventional cardiologic procedures at the national level. The aim of this article was to analyze of the number of coronary angiographies (CA) and percutaneous coronary interventions (PCI) in the period from 2010 to 2014. Diagnostic and treatment procedures were analyzed based on the CA and PCI hospital claims of Croatian patients in 13 Croatian centers. The average rate of CA in the observed period was 4 390 per million population annually, with a growth of 8.5% over the observed period. The average rate of PCI was 2 208 with an increase of 15%. The PCI/CA ratio grew from 0.48 to 0.52. Of the 47 470 PCI procedures performed in Croatia between 2010 and 2014, 18.6% were performed in the Magdalena Special Hospital for Cardiovascular Surgery and Cardiology, 13.8% in the University Hospital Centre Zagreb, 11.9% in the University Hospital Centre Rijeka, and 11.3% in the University Hospital Dubrava, while other centers had shares below 10%. Based on PCI numbers, 7 Croatian centers (54%) can be classified as high volume centers, and 4 (30.7%) as medium volume centers. The Dubrovnik General Hospital since 2013 had a sufficient annual number of PCIs (>200), while the Karlovac General Hospital only performed CA. Results indicate that Croatian interventional cardiology has achieved a great success over the last two decades: in 2010, Croatia already had an above average rate of PCIs compared with the Organization for Economic Co-operation and Development and 21 countries of the European Union, as well as a larger annual growth (26.8%) than all analyzed countries except Romania. PCI rates were higher than most European countries except Germany, Belgium, Austria, and Norway. Further analysis of the success of interventional procedures and further development plans require the formation of a unified Croatian Registry of Cardiologic Procedures.
