World climate change and global warming increase are two urgent and strategic issues that national and international governments have to face, and different scenarios aimed to estimate the world energy demand were realized by several research centers: each scenario distinguishes itself by energy policies over the years, and the desirable one requires many efforts to keep the temperature increase below 2°C above pre-industrial level. These efforts imply challenging targets on both primary and final energy employment, and this thesis is focused on two of them: improvement of renewable energy exploitation and reduction of final energy consumption, and energy conversion systems able to efficiently achieve these targets are cogenerated distributed plants, in particular the small scale. Nevertheless, in order to achieve significant primary energy saving, combined heat and power plants need to be designed with a substantial thermal power exploitation, as well as the design need reliable and congruent system models to evaluate the plant performances. The methodology carried out in this doctorate course was focused on the analysis of these topics and it was made by two main elements, an energy conversion system model, which describes the peculiar studied case, and a multi-variable multi-objective optimization algorithm, which depends on the specific application. In particular, two different applications of the methodology were realized, one aimed at designing the more efficient energy interaction between energy system and user and one aimed at validate thermodynamic models and experimental data congruence; the first application concerned combined heat and power plants based on internal combustion engine and gas turbine, while the second application was performed on micro gas turbines and pyro-gasification biomass plant. The methodology showed to be a potentially powerful tool about conversion energy systems analysis, due to the relevant primary energy saving related to designed cogenerated power plant and to the analysis of reliability performed on mathematical models of energy conversion systems.

This year's report has undergone the biggest layout change since the institute began to document its annual activities in English in the year 1971. The advances in electronic data technology have been so dramatic, the ubiquity of PCs so overwhelming, and the advantages so compelling that the decision was no longer postponed to adopt a new layout that combines the best of both worlds in the form of a booklet together with a CD-ROM. The booklet presents selected contributions in the form of concise articles and highlights prominent activities. Additionally, it contains a compilation of key data of the institute. The accompanying CD-ROM allows off-line access to all articles and gives more detailed information. Of course, wherever you are, you have access to this information via the world wide web too under the URL http://www.fz-juelich.de/ikp/de/publications.shtml. The accomplishments summarized in the Annual Report would not have been possible without the dedication of our technicians, engineers, scientists, the IKP service groups, the colleagues of the infrastructure of the Forschungszentrum Jülich, and the students that have advanced the scientific frontier with their diploma- and PhD-theses. The amicable and spirited collaboration with CANU and the outside users is gratefully acknowledged. This kind of environment has been a key element for our common success. Il Rapporto evidenzia che l'Italia ha rispettato l'obiettivo definito per il 2016 dal Piano Nazionale di Efficienza Energetica 2011 e ha raggiunto il 41% dell'obiettivo di risparmio al 2020 fissato dal Piano Nazionale di Efficienza Energetica 2014: tra gli strumenti per promuovere l'efficienza si sono rivelati particolarmente efficaci i certificati bianchi e le detrazioni fiscali per le riqualificazioni energetiche, i cosiddetti ecobonus, utilizzati soprattutto per interventi di isolamento termico degli edifici, la sostituzione di serramenti e l'installazione di impianti di riscaldamento più efficienti. We have been very pleased by the positive response we received in connection with the new format of the annual report that was inaugurated last year and present for this reason this year's activities in the same manner. The printed part concentrates on highlights and gives background information together with information about the institute. The accompanying CD-ROM contains the scientific articles in PDF-format and can easily be looked at with any PC or notebook computer. Firstly, let me mention a most notable event for our institute, the retirement of Professor J. Speth, who had been in charge as director of the Institute of Theoretical Physics for more than 20 years. With deep gratitude we remember his many outstanding contributions and scientific visions, that have been instrumental to obtain with COSY a new powerful research instrument. We are fortunate that he will be still at our institute, which allows us to benefit also in the future from his distinguished experience. At the same time it is a great pleasure for me to welcome Professor Ulf-G. Meißner, who took over this position at a time that has great significance for the future of the institute. We highly esteem his decision to join us despite his many obligations that he has as chair in theoretical physics at the University of Bonn. His dedication to Quantumchromodynamics, symmetries, and effective field theories will be of great importance for the future physics program. The year 2003 had been special in many ways as the institute is preparing itself for a paradigmatic change in its future funding. This initiative had been started by the federal government under the term "Program oriented Funding" (PoF) and aims to set long term perspectives for the various research fields. Our institute jointly with GSI has outlined mid term and long-term perspectives in the general field "Structure of Matter" and specifically in our case "Physics of Hadrons". "In Italia c'é bisogno di più politiche per conciliare lavoro e famiglia." Così inizia la nota specifica per il nostro paese che l'OCSe ha redatto nel suo report 2011 dal titolo "Doing better for families". nel 2011 l'Italia era ben al di sotto della media OCSe rispetto ai tre indicatori cruciali per determinare la qualità di vita di una fa- miglia: occupazione femminile, tasso di fertilità e tasso di povertà infantile. "Il di- lemma italiano", riporta la nota, sta nel fatto che per la famiglia e in particolare per le donne, é molto difficile conciliare lavoro e figli. Allo stesso tempo, tuttavia, un elevato tasso di occupazione dei genitori riduce il rischio di povertà e specialmente di povertà infantile. Il tasso di povertà infantile nel 2011 in Italia era circa 15% tuttavia il rischio di povertà era molto alto per i bambini che avevano entrambi i genitori disoccupati. nel 2011, l'88% dei bambini che avevano un solo genitore disoccupato erano poveri (la media OCSe era 62%). Analogamente, il 79% dei bambini che vi- vevano con due genitori disoccupati erano poveri; tale percentuale scende al 22% quando solo uno dei due genitori ha un lavoro (le medie OCSe sono, rispettiva- mente, 50% e 17%).
Das Nachhaltigkeitsziel 17 schreibt Multi-Stakeholder-Ansätzen eine wichtige Bedeutung für die Erreichung der Sustainable Development Goals (SDGs) zu. Welche Vorteile und Wirkungen hat ein Multi-Stakeholder-Ansatz in Dezentralisierungsprogrammen?Der Multi-Stakeholder-Ansatz zielt auf die Einbeziehung aller für einen Reformprozess relevanten Stakeholder aus Politik, Zivilgesellschaft und Privatwirtschaft. Im Rahmen von Dezentralisierungsprogrammen sieht der Ansatz meist eine gleichzeitige Kooperation mit politischen Akteuren (Angebotsseite) und Zivilgesellschaft (Nachfrageseite) vor. Er soll auf allen Ebenen eines Staates (also national, regional und kommunal) Anwendung finden.Es gibt bisher wenige Studien darüber, welchen Beitrag ein Multi-Stakeholder-Ansatz zum Erfolg von Dezentralisierung leisten und wie er sein volles Potenzial entfalten kann. In diesem Beitrag wird argumentiert, dass der Multi-Stakeholder-Ansatz die Effektivität wie auch die Nachhaltigkeit von Dezentralisierung stützt. Wichtig ist die horizontale wie vertikale Kooperation im Mehrebenensystem zur Förderung der Dezentralisierung:· Die gleichzeitige Stärkung von Angebots- und Nachfrageseite erhöht die Effektivität von Dezentralisierungsreformen. Die Dissertation beschäftigt sich mit der Entwicklung und Erprobung eines Systemansatzes zur Führung unbemannter Luftfahrzeuge (UAVs) durch Erteilung von abstrakten Aufträgen durch einen menschlichen Operateur. Dazu wird das an der Professur für Flugmechanik & Flugführung der Universität der Bundeswehr München entwickelte Softwareframework COSA (Cognitive System Architecture) verwendet, welches die Entwicklung kognitiver Agenten ermöglicht. Zentrale Aspekte der Arbeit sind dabei: 1. die Ableitung eines Konzepts zur Führung von unbemannten Luftfahrzeugen durch Delegation von Aufträgen an einen kognitiven Softwareagenten. Dazu wird die Analogie zur Menschenführung in hierarchischen Organisationsstrukturen (z.B. Auftragstaktik im Militär) herangezogen und es werden die relevanten Implikationen der Mensch-Maschine-Interaktion und Aufgabenteilung untersucht. Hierbei wird ein Konzept implizit durch den Bediener adaptierbarer Aufgabenteilung vorgeschlagen. 2. die Ableitung von funktionalen Anforderungen aus dem innovativen Anwenungsumfeld der multi-UAV Führung aus dem Cockpit eines bemannten Helikopters. Unter der Maßgabe der Invertierung der Führungsspanne (d.h. ein Bediener führt mehrere UAVs) wird eine Automatisierungslösung entwickelt und nachgewiesen, welche die Bewältigung der Aufgabe unter mittlerer subjektiver Beanspruchung ("workload") bei gleichzeitiger aktiver Einbindung des menschlichen Operateurs erlaubt. 3. die Implementation eines Labor-Funktionsprototyps und die Erprobung der Funktionalitäten in Experimenten mit Bundeswehrpiloten ("human-in-the-loop") in einer umfassenden Missions- und Cockpitsimulationsumgebung. Die Dissertation beschreibt die systematische Entwicklung des Systemansatzes der auftragsbasierten UAV-Führung, die Ableitung und Operationalisierung des benötigten Expertenwissens, die Bildung eines ablauffähigen Rechnermodells des Wissens und die Realisierung einer angepassten Mensch-Maschine-Schnittstelle im Cockpit. Der Funktionsprototyp wurde unter den folgenden Gesichtspunkten erfolgreich evaluiert: 1. Nachweis der Funktionsfähigkeit der Führung von gleichzeitig bis zu drei UAVs vom Hubschraubercockpit in einer luftgestützten Operation durch einen Bediener; 2. Demonstration der auftragsbasierten Führung als Teilfunktion eines komplexen Gesamtsystems und des effektiven Zusammenwirkens mit gleichzeitig im Projektrahmen entwickelten Pilotenassistenzsystemen und einem automatischen Planungssystem im Hinblick auf eine Gesamtlösung im Zweimanncockpit; 3. experimenteller Nachweis des Ansatzes im Mensch-Maschine-Experiment. In dieser Arbeit ist erstmalig der Nachweis erbracht, dass mehrere UAVs von einem Operateur im Cockpit eines bemannten Helikopters kognitiver Softwareagenten geführt werden können. Der kognitive Agent übernimmt dabei die Interpretation und Ausführung der gegebenen Aufträge an Bord der UAVs.
In latest years, the possibility to exploit the high amount of spectral information has made hyperspectral remote sensing a very promising approach to detect changes occurred in multi-temporal images. Detection of changes in images of the same area collected at different times is of crucial interest in military and civilian applications, spanning from wide area surveillance and damage assessment to geology and land cover. In military operations, the interest is in rapid location and tracking of objects of interest, people, vehicles or equipment that pose a potential threat. In civilian contexts, changes of interest may include different types of natural or manmade threats, such as the path of an impending storm or the source of a hazardous material spill. In this PhD thesis, the focus is on Anomalous Change Detection (ACD) in airborne hyperspectral images. The goal is the detection of small changes occurred in two images of the same scene, i.e. changes having size comparable with the sensor ground resolution. The objects of interest typically occupy few pixels of the image and change detection must be accomplished in a pixel-wise fashion. Moreover, since the images are in general not radiometrically comparable, because illumination, atmospheric and environmental conditions change from one acquisition to the other, pervasive and uninteresting changes must be accounted for in developing ACD strategies. ACD process can be distinguished into two main phases: a pre-processing step, which includes radiometric correction, image co-registration and noise filtering, and a detection step, where the pre-processed images are compared according to a defined criterion in order to derive a statistical ACD map highlighting the anomalous changes occurred in the scene. In the literature, ACD has been widely investigated providing valuable methods in order to cope with these problems. In this work, a general overview of ACD methods is given reviewing the most known pre-processing and detection methods proposed in the literature. The analysis has been conducted unifying different techniques in a common framework based on binary decision theory, where one has to test the two competing hypotheses H0 (change absent) and H1 (change present) on the basis of an observation vector derived from the radiance measured on each pixel of the two images. Particular emphasis has been posed on statistical approaches, where ACD is derived in the framework of Neymann Pearson theory and the decision rule is carried out on the basis of the statistical properties assumed for the two hypotheses distribution, the observation vector space and the secondary data exploited for the estimation of the unknown parameters. Typically, ACD techniques assume that the observation represents the realization of jointly Gaussian spatially stationary random process. Though such assumption is adopted because of its mathematical tractability, it may be quite simplistic to model the multimodality usually met in real data. A more appropriate model is that adopted to derive the well known RX anomaly detector which assumes the local Gaussianity of the hyperspectral data. In this framework, a new statistical ACD method has been proposed considering the local Gaussianity of the hyperspectral data. The assumption of local stationarity for the observations in the two hypotheses is taken into account by considering two different models, leading to two different detectors. In addition, when data are collected by airborne platforms, perfect co-registration between images is very difficult to achieve. As a consequence, a residual misregistration (RMR) error should be taken into account in developing ACD techniques. Different techniques have been proposed to cope with the performance degradation problem due to the RMR, embedding the a priori knowledge on the statistical properties of the RMR in the change detection scheme. In this context, a new method has been proposed for the estimation of the first and second order statistics of the RMR. The technique is based on a sequential strategy that exploits the Scale Invariant Feature Transform (SIFT) algorithm cascaded with the Minimum Covariance Determinant algorithm. The proposed method adapts the SIFT procedure to hyperspectral images and improves the robustness of the outliers filtering by means of a highly robust estimator of multivariate location. Then, the attention has been focused on noise filtering techniques aimed at enforcing the consistency of the ACD process. To this purpose, a new method has been proposed to mitigate the negative effects due to random noise. In particular, this is achieved by means of a band selection technique aimed at discarding spectral channels whose useful signal content is low compared with the noise contribution. Band selection is performed on a per-pixel basis by exploiting the estimates of the noise variance accounting also for the presence of the signal dependent noise component. Finally, the effectiveness of the proposed techniques has been extensively evaluated by employing different real hyperspectral datasets containing anomalous changes collected in different acquisition conditions and on different scenarios, highlighting advantages and drawbacks of each method. In summary, the main issues related to ACD in multi-temporal hyperspectral images have been examined in this PhD thesis. With reference to the pre-processing step, two original contributions have been offered: i) an unsupervised technique for the estimation of the RMR noise affecting hyperspectral images, and ii) an adaptive approach for ACD which mitigates the negative effects due to random noise. As to the detection step, a survey of the existing techniques has been carried out, highlighting the major drawbacks and disadvantages, and a novel contribution has been offered by presenting a new statistical ACD method which considers the local Gaussianity of the hyperspectral data.
Die vorliegende Masterarbeit beschäftigt sich mit Modellen des Zusammenlebens, genauer gesagt mit Multi-, Inter- und Transkulturalität, sowie der Rolle der Werte für das Funktionieren einer pluralistischen Gemeinschaft. Die Forschungsfragen lauten: Was versteht man unter Multikulturalität, Interkulturalität und Transkulturalität, inwiefern ist eine Weiterentwicklung der Modelle erkennbar? Welche Rolle spielen Werte für eine pluralistische Gesellschaft, gerade auf dem Hintergrund der besprochenen Kulturalitätskonzeptionen?Zu Beginn der Arbeit stehen Begriffsdefinitionen zu den Themenfeldern Kultur und Werte; sowie einige weitere Schlagworte, die für das Verstehen der Arbeit unerlässlich sind. Neben den Definitionen werden auch verschiedene Modelle vorgestellt, unter anderem Herders Kugelmodell, das auch im weiteren Verlauf der Arbeit immer wieder in den Mittelpunkt rücken wird. Danach widmet sich je ein Kapitel den Konzepten der Multikulturalität, der Interkulturalität und der Transkulturalität, wobei das jeweilige Modell immer zuerst definiert wird und im Anschluss wichtige VertreterInnen und auch KritikerInnen zu Wort kommen. Um die Weiterentwicklung zu demonstrieren, werden immer wieder Parallelen zu Herders Kugelmodell gezogen, bis dieses schließlich gänzlich aufgelöst wird. Bevor die drei Modelle noch einmal kurz zusammengefasst werden, wird jedes individuell durch einige Unterkapitel genauer beschrieben, um ein ganzheitliches Bild zu gestalten. Um diese theoretischen Systeme in einen praktischen Zusammenhang zu bringen, beschäftigt sich das darauf folgende Kapitel zunächst mit den Vorstellungen einer Leitkultur des Politikwissenschaftlers Bassam Tibi und der Möglichkeit der Bildung von Parallelgesellschaften. Wie Deutschland und Österreich zu eben dieser Leitkultur stehen, beziehungsweise durch welche Maßnahmen die jeweiligen Grundwerte Einwanderern vermittelt werden sollen, zeigen die Integrationspläne der zwei Länder. Das letzte Kapitel beschäftigt sich mit dem Konzept eines allgemein gültigen Weltethos nach Hans Küng. Es wird sowohl Küngs Definition inklusive der vier unverrückbaren Weisungen näher beschrieben, als auch die Stiftung Weltethos und ein Projekt diesbezüglich aus Nürnberg. ; The topic of this master`s thesis relates to different types of cohabitation of different cultures. More precisely, it is about the theses of multicultural, intercultural and transcultural societies and the role of values in this context. The research questions are: What are multicultural, intercultural and transcultural societies and can you recognize a development of the scientific models? Do we need values for a pluralistic society?In the beginning you can find definitions concerning topics such as culture, values and other important phrases, which are necessary for understanding the thesis. Additional models are described, for example the sphere-model of Johann Herder, which is important for the rest of the work. After that, there are three chapters for the three concepts; in each you can find the definition, supporters and critics. To show the development, there will be links to the sphere-model and several subchapters to describe the models in detail and create a complete picture. To put the models into a practical context, there is a chapter detailing a concept called Leitkultur and the danger of emergence of parallel societies. The national integration plans of Germany and Austria are showing, how they are handling the pluralistic situation and how they try to impart the special values of their country. Hans Küng is dealing with the topic of the values in a different way. He invented a theory called Weltethos; the goal of this theory is common values for everyone. Rasant schnelle – wenn auch ungerechte – Industrialisierung und pro-malaiisch-muslimische Politik hat seit den 1980ern eine der Erfolgsgeschichten Südostasiens hervorgebracht.
