The multi-story wood construction industry has been on the rise in the past decades because of new regulations making it legal in Sweden and Finland. Politicians have been suggesting more wood materials in buildings because of the positive environmental impact when wood stores carbon dioxide. Concrete is still the most used material in buildings and many developers have a poor perception of wood. The aim of this project was to analyze the wood construction industry in Sweden and Finland. More specifically to identify enabling and limiting factors and suggest measures for increased usage of wood. The method used was a qualitative and quantitative web survey directed to architects and structural engineers experienced in wood construction. The target group was reached by using connections from the project "Knock on wood" and reaching out to interest organizations. This project found that knowledge gaps among developers and contractors, high costs, and lack of standardized processes were limiting the industry. To overcome these issues and increase the usage of wood, the conclusion was: Industry actors need more education about wood construction, carbon taxes should be implemented on materials, and more prefabricated wood products should be made by the manufacturers. This study starts out with the hypothesis that the integration process in Europe is connected to cross-border régionalisation, a process which supports the institutionalization of subnational cross-border cooperation - region-building. Cross-border régionalisation is characterized by the decentralisation of vertical links and enhanced opportunities for horizontal links across state borders. In addition, political integration is expected to have some impact on the cross-border institutional forms that emerge at the subnational level. Three different approaches are utilized in order to establish the empirical connection between political integration and region-building. These are: an analysis of the factors which determine the general pattern of cross-border cooperation in Europe, an analysis of the policy network related to the regional and structural policies of the European Union (EU), and case studies of cooperation in the heartland of Europe, the Regio Basiliensis along the external border of the EU, and the EUREGIO along one of the internal borders. Two institutional factors are found to have a significant impact on the number of subnational cross-border cooperations, EU-membership and centrality. Federal constitution was shown not to be significant. It is suggested that the interaction between actors at different politico- administrative levels creates network relations, which typically bring both private and public actors together. More precisely, region-building is described as the outcome of the interaction which takes place between actors. A closer examination of the emerging policy network shows that community initiatives, the Interreg-programme in particular, improve the prospects for multilevel interaction. The EU plays a crucial role in providing the incentives for cooperation by increasing resource dependency and by establishing direct ties between the European Commission and a large number of subnational actors through partnerships. It appears as if the Commission wishes to demonstrate its capacity to deal with problems relevant to individual citizens. By, in part, bypassing central governments, it seems to increase its own importance vis- à-vis member states. The modus vivendi of cross-border region-building and régionalisation is the degree to which institutional actors at different levels share the same objectives. As shown by the case studies, there is a common interest in cross-border cooperation up to the point were public statues are introduced. Interests seem to coincide as long as the structures and contents of cross-border cooperation do not ultimately challenge the authority of state institutions. Therefore, it is not surprising that it seems impossible to give cross-border regions any rights under international law. Functional cooperation, rather than regionalist manifestations of cultural or political unity across borders, constitutes the backbone of region-building. Activities transcending borders are less controversial than those that may contribute to the establishment of new borders. It is concluded that region-building is a process which is embedded in the institutionalization of a multi-level interaction pattern. More favourable multilevel relations have been achieved through the transfer of some authority to the supranational level. This is the main reason why traditional integration theory fails to explain why there is a connection between political integration and cross-border cooperation. ; digitalisering@umu
In this report future annual emissions amounts of gaseous pollutants, particulate matter (PM10) and noise from the non-road mobile machinery sector in Sweden were estimated. The estimates over future emissions amounts were conducted for each year from 2006 to 2020. Special focus has been taken to the impact of European and national legislations, the age distribution of different types and sizes of machinery and measures to reduce the annual emissions. Besides different measures to reduce emissions, corresponding costs were also estimated. The study comprises fuel consumption and emissions of CO2, carbon monoxide (CO), hydrocarbons (HC), nitrogen oxides (NOx), particulate matter (PM), and noise from non-road mobile machinery equipped with diesel engines with a rated engine power of 37 to 560 kW. Non-road mobile machinery for example includes tractors, wheel loaders, excavators, articulate haulers, mobile cranes, combined harvesters, forestry machinery and trucks. The current report was a supplementary study to a report describing a methodology for estimating annual fuel consumption and emissions from the non-road mobile machinery sector in Sweden for year 2006. Inventory data of the year 2006 study was obtained from the Swedish machinery testing institute's machinery inspection operation, statistics of sale returns from trade organisations and the Swedish motor-vehicle register. The number of machinery and annual fuel consumption and emissions amounts for year 2006 is presented in table S1. Besides estimates of annual fuel consumption and emissions amounts, emissions of noise was also derived both at a national level and for a specific construction site. For the case study the results showed that it was possible to reduce the average noise level with more than 3 dB(A) compared with the base scenario just by choosing the machinery fulfilling the strictest noise limits, i.e. Stage II which was mandatory for most machinery from 2006. Other measures simulated included various types of retrofit of noise reduction packages. The specific cost for the different measures to reduce average noise emissions from the specific construction site varied from 4 000 up to more than 500 000 SEK dB-1. For the estimate of future fuel consumption and emissions amounts various simulations were conducted, each with a different measure for reducing the annual amounts. Five main emission reduction measures or programs were studied: - Scrappage program - Alternative fuel program - Voluntary emission regulation program - Retrofit of aftertreatment program - Noise reduction program The impact on engine exhaust gas emissions and noise of the current European emission and noise regulations, Stage I to IV and Stage I to II for emissions and noise respectively were common for all simulations or programs. Besides the impact of European regulations, annual work was set to a fixed value for each type of machinery and year simulated, thus eliminating any potential changes of the state of the market. The result of the baseline scenario "Business as usual" (BAU), i.e. only taking account to the impact of European regulation, is presented in table S2 for four different years Both fuel consumption and emissions of CO2 remains fairly constant as an effect of the assumption that the annual work was set at a fixed value. However, emissions of especially NOx and PM showed a major reduction due to the tighter and tighter regulations. All programs simulated were able to reduce the emissions compared with the BAU scenario with exceptions for emissions of nitrogen oxides, which increased in some of the alternative fuel programs. Both the absolute reduction and cost varied significantly between and within the various programs. Reduction of NOx varied from an accumulated increase in emissions of 25 000 tonne to an accumulated reduction of 22 000 tonne for the studied period from 2006 to 2020. At the same time the accumulated cost for the programs varied from a few hundred million SEK to more than 60 000 million SEK. In table S3, specific reduction cost for each pollutant in SEK kg-1 for eight typical emission reduction programs are presented. The results showed that the most economically favourable alternative for reducing emissions from non-road mobile machinery was the voluntary emissions regulation program, i.e. early introduction of machinery fulfilling coming emission limits. Another important result was that the introduction of alternative fuels as a mean of emissions reduction was associated with rather high costs compared to the actual reduction in emissions. For emissions of nitrogen oxides the specific reduction cost varied from almost 100 SEK kg-1 up to a few hundreds of SEK kg-1 except for the alternative fuel programs, which resulted in a considerable higher cost.
The purpose of this thesis is to map and assess the organisational and ideological development of the European Liberal Democrat and Reform party, the ELDR. More specifically, it seeks to analyse the degree of integration between the members of the ELDR over time, to identify factors that may or may not generate integration, to relate the development of the ELDR to earlier research about European parties, and finally to contribute to the ongoing debate about whether or not the traditional national party families are about to establish parties at the European level. The thesis is based on the assumption that parties adapt to their environment, in this case, the system of multi-level governance that characterises the European Union. As the European parties are composed of national parties, they are also dependent on the member parties' opportunities and motives for cooperation. If there is integration, we can, however, not only expect the European parties to adapt to their environment. As they become independent actors, they may also influence their environment. In other words, we can anticipate interaction between the European and national levels that leads to mutual adaptation, or Europeanisation. To be able to capture the interaction between the two levels, theories from international relations and comparative politics are combined. Based on interviews, participant observation, documentary research and content analysis of European election manifestos, the analyses shows that the members of the ELDR have over time reached a rather advanced level of integration, both organisationally and ideologically. Although it is possible to identify constraining factors to this development, the ELDR has, at least from what is known from literature, reached about the same level of development as the two other European parties, the Christian democratic EPP and the Social democratic PES. The internal integration of the ELDR is the outcome of a successive transfer of power from the member parties to the ELDR. By now, the ELDR can therefore be defined as a rather independent actor and as a type of party at the European level. This type of party is, however, not comparable to national parties. It is instead adapted to the institutional structure of the European Union, with, at least partly, a different organisation and different functions from those of national parties. ; digitalisering@umu
Lawns have a significant influence on the cityscape as one of the essential elements of green spaces and an important part of people's everyday lives. Most people in the Western world view lawns as a compulsory element of the urban landscape, almost an icon, without questioning their social, symbolic, ecological or aesthetic values. This research is a part of the conceptual framework and methodological approaches that are being used in an ongoing transdisciplinary collaboration project to study lawns in Sweden as a social and ecological phenomenon.The overall aim of this study was to investigate social and cultural perceptions of lawns, as well as motives behind decisions about the establishment and management of lawns in Sweden. Two multifamily housing typologies, the 'Million Programme' and People's Homes', were examined due to their dominance in Swedish cities. We also studied how an alternative vision of conventional lawns can be applied and accepted by urban residents. We estimated lawn cover in multi-family housing areas and links to people's perception and use of lawns. Questionnaires, semi-structured interviews and observational studies were used (N = 300). Our results showed that people like lawns even if they do not always directly use them. Lawns cover the most significant amount of outdoor spaces in all multi-family residential areas and accompany people everywhere from the house to the schoolyard or park. The total lawn cover in the study areas was 27.8%. Lawns were particularly valued as important places for different outdoor activities (playing, resting, picnicking, walking, socialising) and enjoying the green colour. However people do not want to use a vast monotonous lawn, but a variety of spaces that provide good conditions for different senses (sound, smell, touch and sight) and activities. Alternative lawns were also appreciated by many citizens, politicians, planners and managers. The implementation of new types of lawns requires special planning and design solutions adjusted for each particular neighbourhood.
This thesis aims to create an understanding of how structures affect grain producers' work with sustainability, and to investigate if perennial grains can be part of the future grain production in Sweden. The agricultural sector is facing a dilemma, both to ensure that ecosystem services are kept intact but also to keep up the global food supply for the growing population. Today's efficient industrial agriculture has contributed to increased emissions and the sector needs a sustainability transition. The food and agriculture industry has a strongly institutionalised structure, which means that fundamental changes take a particularly long time. Swedish grain producers are affected by structures from different levels within the sector which affect their possibility to act sustainable within their business. The current cultivation systems with annual grains requires a lot of tillage which contributes to a lot of emissions. Perennial grains are used in other countries but not yet integrated into the Swedish agricultural sector. The ongoing research development of perennial grains in Sweden is to adapt the crop to the Nordic climate and to develop a perennial grain that can be compared with the current yield and profitability of annual grains. The data collection in this thesis has been conducted through semi-structured interviews with six grain producers in Skaraborg, Västra Götaland. The theoretical framework in the thesis consists of structuration theory and sustainability transitions. The concept duality within structuration theory with structures and actions are applied on the different MLP-levels within sustainability transitions to analyse how the selected grain producers are affected by structures from the different levels and how their individual agency is affected. The results reveal that the institutionalised structures affect the grain producers' attitude towards sustainability within their business through both change inertia and the fear of lowered profitability. Joint structural changes within politics, research and development, consumers, and the grain producers themselves; are needed before the respondent perceives an opportunity to act more sustainably within their day-to-day operations. Most of the respondents consider perennial grains to be more interesting if they had better characteristics such as higher profitability, higher yield, and a higher market demand. The attitude towards perennial grains is positive but the perceived risk of low profitability inhibits implementation. By analysing the grain producers' own context with selected theoretical framework: This study shows that a supporting system is needed that enables increased profitability for sustainable initiatives and sustainability through all levels. Researchers and retailers are important actors in creating resources and structures that make it easy for grain producers to act sustainably. The grain producers themselves need to take risks when they are in situations where they have a choice to act sustainably.
Forest management affects the quantity of CO2 emissions in the atmosphere by carbon sequestration in standing biomass, carbon storage in forest products and production of bioenergy that replace fossil fuels. The main question in this paper is whether forest sequestration is worth increasing at the expense of bioenergy and forest products to achieve EU's emission reduction target to 2050 cost-effectively. The assessment is based on numerical calculations using a dynamic, partial equilibrium model of cost-effective solutions, where three abatement methods in the forest sector are included together with abatement in the fossil fuel sector. The results show that forest sequestration in standing biomass is cost-effective compared to bioenergy. When sequestration is taken into account, net present costs for meeting EU carbon targets can be reduced by 18%. This is achieved through an increase in annual carbon sequestration by 30-158 million ton CO2. The overall cost of reaching the 80 per cent carbon reduction target amounts to 2,002 billion Euros when sequestration is included in the policy, but increases to 2,371 billion Euros without sequestration. Results suggest that forests can serve as a cost-efficient carbon sink over the considered time period.
Environmental assessment (EA) is intended to ensure that environmental issues, in a broad sense, are considered in decision making. EA is globally institutionalised through national and international legislation, policies and guidelines, and a field of practice. However, there is a gap between the expectations on EA presented in these regulatory and guiding documents and how it is addressed in practice. This thesis explores the reasons for this gap, focusing on EA practitioners' daily work. The aims of the research are development of theory and generation of new empirical knowledge about how EA practitioners think and act in their daily practice. At the heart of the research is the development of a conceptual framework, space for action, that centres on practitioners' possibilities for influencing practice. The two-dimensional framework is developed iteratively, through empirical and theoretical investigations. The empirical investigations centre on: challenges for practitioners from the multiple perspectives available to apply when deciding appropriate actions; how practitioners think and act when seeking possibilities to influence practice; and, the consultant's role in determining quality. The theoretical basis for the framework integrates and builds on earlier work by planning theorists and elements from frame theory. The first dimension in the framework concerns how practitioners decide on appropriate actions. This process restricts which perspectives practitioners decide to act on and argue for in practice and, subsequently, which perspectives that have potential to be addressed in EA. The second dimension concerns whether these suggestions for appropriate action are enacted and agreed upon in EA processes. These interactions restrict practitioners' possibilities of exerting influence on practice, in terms of both the actual scope of an EA, and how the issues and impacts included are addressed, hence influencing EA quality. The results reveal that these dimensions are important for understanding the gap between expectations of improvements and actual practice. They also reveal a need to recognise the evolving and multi-perspectival character of EA, together with opportunities for advancing the field of practice through critical reflection, reframing and multi-profession collaboration. Overall, this thesis contributes to understanding the important role of practitioners in shaping the field of practice, and provides a new theorisation that strengthens the practitioner focus in EA research.
There is no doubt now that energy is fundamental to our development. Global energy trends such as higher energy demand and prices, big differences across regions, structural changes in an oil and gas industry increasingly dominated by national companies, the prospect of irreversible climate change, as well as demand for energy security all highlight the need for a rapid transition to a low-carbon, efficient and environmentally benign energy system. The search for energy alternatives involving locally available and renewable resources is one of the main concerns of governments, scientists and business people worldwide. As researchers tackle problems according to global trends, an overwhelming body of research focusing on bioenergy in relation to other types of renewable energy might illustrate the role bioenergy has as the most important renewable energy source for the near and medium-term future. Thus, analyzing the amount of existing research, we found that about 50% (4,911 records) of 9,724 renewable energy records available were bioenergy records. We also found that publications on each of the four main sources of biomass (agriculture, forest, waste and other) represent about one quarter of the 4,911 bioenergy records retrieved. Biomass – the fourth largest energy source after coal, oil and natural gas - is the largest and most important renewable energy option at present and can be used to produce different forms of energy. As a result, it is, together with the other renewable energy options, capable of providing all the energy services required in a modern society, both locally and in most parts of the world. Renewability and versatility are, among many other aspects, important advantages of biomass as an energy source. Moreover, compared to other renewables, biomass resources are common and widespread across the globe. The sustainability potential of global biomass for energy is widely recognized. For example, the annual global primary production of biomass is equivalent to the 4,500 EJ of solar energy captured each year. About 5% of this energy, or 225 EJ, should cover almost 50% of the world's total primary energy demand at present. These 225 EJ are in line with other estimates which assume a sustainable annual bioenergy market of 270 EJ. However, the 50 EJ biomass contributed to global primary energy demand of 470 EJ in 2007, mainly in the form of traditional non-commercial biomass, is only 10% of the global primary energy demand. The potential for energy from biomass depends in part on land availability. Currently, the amount of land devoted to growing energy crops for biomass fuels is only 0.19% of the world's total land area and only 0.5-1.7% of global agricultural land. Although the large potential of algae as a resource of biomass for energy is not taken into consideration in this report, there are results that demonstrate that algae can, in principle, be used as a renewable energy source. From all of these perspectives, the evidence gathered by the report leads to a simple conclusion: Biomass potential for energy production is promising. In most cases, shifting the energy mix from fossil fuels to renewables can now be done using existing technology. Investors in many cases have a reasonably short pay-back because of good availability of lowcost biomass fuels. The latter is of course dependant on local incentives, however. Overall, the future of bioenergy is also to a large extent determined by policy. Thus, an annual bioenergy supply covering global energy demand in 2050, superseding 1,000 EJ, should be possible with sufficient political support. Global production of biomass and biofuel is growing rapidly due to the increasing price of fossil fuels, growing environmental concerns, and considerations regarding the security and diversification of energy supply. There are many scenarios that predict a high potential for biomass in the future. There have also been many studies performed in recent decades to estimate the future demand and supply of bioenergy. Overall, the world's bioenergy potential seems to be large enough to meet the global energy demand in 2050. The current stock of standing forest is a large reservoir of bioenergy and in line with the theoretical potential of biomass energy. However, most of the research studies on biomass potentials ignore existing studies on demand and supply of wood, despite the extensive literature and data on the subject. Taking into account data from a variety of international sources, rough estimates of the energy production potential of woody biomass from forestry show that, in theory, the demand for wood fuel and industrial roundwood in 2050 can be met, without further deforestation, although regional shortages may occur. However, the shift in the energy mix requires much more investment in infrastructure, equipment and in some cases R&D. Moreover, a prerequisite for achieving bioenergy's substantially high potential in all regions is replacing current inefficient and low-intensive management systems with best practices and technologies.
About 45% of the anthropogenic nitrogen loads from Sweden reaching the seas come from arable land. Within the work of the national environmental quality objective "No eutrophication", the Swedish government determined an environmental goal of reducing the nitrogen loads from arable land to the seas south of the sea of Åland by at least 50% compared with the level year 1985 level (to 38500 ton N year⁻¹). This goal should be reached by year 2020. The present programme contains legislation, extension service, economical management, research and development work and monitoring. Research and development work included in the programme are both aiming to promote technical development mainly in the domain of management of manure and growing catch crops. Despite the progress in reducing amount of available N for leaching, the variability in N loads between years remains, mainly due to the great variability in annual runoff. Controlled drainage has the potential to moderate this variability in annual runoff and to a certain degree control the timing of the outflow and even further reduce the amount of available N for leaching. Field experiments conducted in the South of Sweden between 1996 and 2001, show that controlled drainage has a great potential to regulate unnecessary drainage outflow from cropland and subsequently reduce nutrients leaching. However, the applicability of the technique in large scale in Sweden has not yet been evaluated which is the task of this project. The aim of the project was to assess the potential of arable land in the coastal areas of Southern Sweden suitable for controlled drainage. Some topographical and agro hydrological site conditions need to be present to en sure feasible and practical management of a controlled drainage system. The following six conditions indicate if a site is suitable for controlled drainage or not: the site needs to have drainage demand under natural conditions, level topography (slope 2%. Soil maps at a scale of 1:50000, 1:100000 and 1:1 000000 were used to classify the soil texture after assumed hydraulic conductivity into three classes; high, medium and low hydraulic conductivity. The depth of observations was 0.5 m. In order to identify land use, maps at a scale of 1:50 000 were used. After the data had been reclassified with the geographic information system software Arc info 8.2, the information was merged. The land identified as cultivated land was then further divided into five classes, classes l to 4 and other cultivated land, with decreasing suitability for controlled drainage. More than 720000 ha of cultivated land were included in the study of which 21 % was classified as highly suitable, 13% suitable regarding topography and hydraulic conductivity and 6% with some suitability. Since not all the land require drainage the total number of 289 000 ha with suitability will after more detailed investigations be reduced. Additional data will be brought into the evaluation, such as existing information on the drainage situation of the land. Furthermore, validation of the result will be performed by field survey in small catchments.

The starting point was the cooperation between the Institute of Marine Research (IMR) in Lysekil, Sweden, and the Institute fur Hochseefisherei und Fishverarbeitung in Rostock, German Democratic Republic, in October ¨ 1978, which produced the first acoustic estimates of total biomass of herring and sprat in the Baltic main basin (Håkansson et al., 1979). Since then there has been at least one annual hydroacoustic survey for herring and sprat and results have been reported to ICES. The Baltic International Acoustic Survey (BIAS), is mandatory for the countries that have exclusive economic zone (EEZ) in the Baltic Sea, and is a part of the Data Collection Framework as stipulated by the European Council and the Commission (Council Regulation (EC) No 199/2008 and the Commission Data Collection Framework (DCF) web page1 ). The IMR in Lysekil is part of the Department of Aquatic Resources within Swedish University of Agricultural Sciences and is responsible for the Swedish part of the EU DCF and surveys in the marine environment. The Institute assesses the status of the marine ecosystems, develops and provides biological advices for the sustainable use of the aquatic resources. The BIAS survey is co-ordinated and managed by the ICES working group WGBIFS. The main objective of BIAS is to assess herring and sprat resources in the Baltic Sea. The survey provides data to the ICES Baltic Fisheries Assessment Working Group (WGBFAS).

This dissertation concerns Sveriges Kommunistiska Parti (SKP) [the Swedish Communist Party] – in 1967 renamed Vänsterpartiet kommunisterna (VPK) [the Left Party – the Communists] and in 1990 renamed Vänsterpartiet (V) [the Left Party] – and the Party's process of coming to terms with history and its communist legacy. The aim of the study is to describe and analyse the SKP/VPK/V's process of coming to terms with history for the period 1956-2006, and to set out and problematise the driving forces and constraining mechanisms of this process. The theoretical framework of the study consists of Gunnar Sjöblom's theory about party strategies of political parties in multi-party systems and Michael Freeden's conceptual approach to ideology analysis. During the period of study the SKP/VPK/V has, like no other political party in Sweden, been ascribed historical guilt regarding its own party history but also regarding the effects of world communism. The Party has thus found itself in a situation where it has had history as an adversary. The process of coming to terms with history has mainly revolved around three issues: independence (1956-1977), international ties (1977-1989) and a broadening beyond the communist tradition (1986-2006). The internal debate within the Party has linked these issues to calls for change aimed at ridding the party of what is considered undesirable elements of the Communist legacy. By analysing the arguments pursued in favour of these calls, it is possible to pick out a number of the driving forces behind the Party's process of coming to terms with history, namely an ambition to obtain vote maximisation, programme realisation and maximisation of parliamentary influence. The urge to distance the Party from certain aspects of its communist past has thus been related to fundamental goals that political parties in multi-party systems seek to obtain. The results of the dissertation show that it is possible to pick out five main constraining mechanisms in the Party's process of coming to terms with history. 1) The safeguarding of Party cohesion. 2) The safeguarding of the distinctive character of the Party. 3) The need to resist external pressure. 4) The desire to avoid unfair apportioning of blame. 5) The safeguarding of the right to define the substance of one's own ideology. The existence of these constraining mechanisms help to explain why the process of coming to terms with history lingered on for several decades, and also why it seems to have been a process of such complexity for the Swedish Communist and Post-Communist Party.
Studien redovisar den tredje mätningen som följer upp förändringar av trafikanternas hastighetsval och hastighetsefterlevnad på det kommunala huvudvägnätet i tätort. Resultaten visar att de genomsnittliga reshastigheterna ligger under gällande hastighetsgräns, men att bristande hastighetsefterlevnad fortfarande är ett problem. År 2009 fattades ett riksdagsbeslut som innebar ett mål att antalet dödade i vägtrafiken skulle halveras mellan åren 2007 och 2020. En av indikatorerna för att följa utvecklingen är "hastighetsefterlevnad på det kommunala vägnätet". Ett delmål är att minst 80 procent av trafikarbetet ska ske inom gällande hastighetsgräns. År 2012 var startår för mätserien och under 2015 genomfördes den tredje uppföljande mätningen. ; In 2009 the Swedish Parliament passed a resolution stating that by 2020 the number of fatalities from road traffic crashes should be reduced to half the level in 2007. This corresponds to a maximum of 220 deaths in 2020. In order to monitor progress toward this goal, yearly national follow-up studies are conducted to examine trends in the numbers of people killed and severely injured, along with a number of indicators. One of these indicators is speed limit compliance on the municipality streets; the milestone here is to have at least 80 per cent of all traffic travelling within the speed limit. The aim of the present study is to report the changes between the years 2014 and 2015 concerning driver speed levels and speed limit compliance on the main municipality streets. The annual measurement series started in year 2012 and with the measurement series from 2015, this third follow-up was performed.
The Scandinavian forestry sector is facing a major challenge. After a century of rapid growth - both in forestry and the forest products industry - the sector is approaching a situation where rapid growth will no longer be possible simply because most of the annual forest growth is already being utilized. One may choose to let the forces of the free market shape the transition from rapid growth to moderate growth. Or one may choose to pursue policies that are intended to improve the transition in one way or another. Wood Resource Dynamics (i.e. this volume) describes the historical background for the current situation, both concerning the supply of and demand for wood and concerning existing legislation and management practises. The volume further describes the problems caused by slow growth in the forestry sector, and a discussion of the various policies that can be conceived to soften these problems. A system dynamics simulation model was developed to elucidate the likely future effects of the various policies. The volume proceeds to illustrate how this computer simulation model of the Scandinavian forestry sector can be used in discussions of long term policy for the forestry sector. The general applicability of the simulation model is being demonstrated by adapting the model to the case of Finland. Finally, Wood Resource Dynamics gives a short introduction to the system dynamics method for model building by presenting two applications to concrete, short term problerns in the forestry sector - pulp inventory control and forest stand management.
