Tämä tutkimus käsittelee klassista valtio-opillista ongelmaa: vallan jakautumista poliittisten puolueiden sisällä. Aiheen merkityksellisyys voidaan kiteyttää kahteen tekijään. Ensinnäkin, vallan jakautuminen puolueessa vaikuttaa puolueen asettamiin tavoitteisiin. Puolueaktiivien on perinteisesti ajateltu olevan poliittisesti puhdasoppisempia kuin puoluejohto, joka ammattipoliitikoista koostuvana ryhmänä tavoittelee selkeämmin myös poliittisia virkoja. Toiseksi, vallan jakautuminen heijastelee sitä, miten demokraattinen puolue itsessään on. Ajatus sisäisesti demokraattisista puolueista edustuksellisen demokratian "jatkeena" on ollut suosittu 1900-luvun poliittisessa ajattelussa. Kartellipuolueteorian (Katz & Mair 1995; 2002) mukaan valtatasapaino on 1900-luvun jälkimmäisellä neljänneksellä siirtynyt länsimaissa puolueaktiivien toimielimiltä kohti puolueiden "julkisia kasvoja" (puoluejohtajat, kansanedustajat, ministerit). Teorian mukaan siirtymään ovat johtaneet seuraavat muutokset puolueiden toimintaympäristössä: 1) luokkayhteiskunnan ja sen perustalle rakentuneen perinteisen poliittisen osallistumisen heikentyminen, 2) julkisen puoluetuen yleistyminen, 3) kansallisten poliittisten prosessien "hallitusvaltaistuminen", 4) politiikan mediavetoistuminen sekä 5) poliittisia käytäntöjä monimutkaistanut politiikan kansainvälistyminen. Tässä tutkimuksessa tätä empiiristen aineistojen kautta vain harvoin tarkasteltua teoriaa testataan Suomen kontekstissa. Suomi soveltuu hyvin "laboratorioksi", sillä kaikki teorian mukaiset "ympäristötekijät" ovat olleet läsnä Suomen poliittisessa lähihistoriassa – usein vieläpä varsin korostuneella tavoin. Mikäli teoria todella toimii, tulisi yllä kuvatun valtasiirtymän näkyä myös suomalaisissa puolueissa. Tutkimuksessa esitetään myös kilpaileva hypoteesi. Kartellipuolueteoria nojaa perinteiseen ympäristömukautumisen malliin, missä puolueiden odotetaan adaptoituvan funktionalistisella tavalla niiden kilpailukontekstissa tapahtuviin muutoksiin. Mukautumisen seurauksena puolueiden organisaatioista ja valtarakenteista tulee siis samanlaisia. Vaihtoehtoinen hypoteesi rakennettiin institutionaalisen teorian perustalle. Hypoteesin mukaan a) perustavat puolue-eliitit poikkeavat toisistaan ja tekevät tästä syystä erilaisia organisatorisia valintoja, jotka b) polkuriippuvuuden myötä vakiintuvat varsin pysyviksi. Näin ollen c) mukautumaan pyrkivä puoluejohtaja ei välttämättä kohtaakaan helposti muovattavissa olevaa organisaatiota, vaan mahdollisesti voimakastakin, olemassa olevan valtarakenteen ylläpitämispyrkimyksiin perustuvaa vastustusta. Olemassa oleva valtatasapaino ja "ympäristön" aiheuttamien paineiden suunta vaikuttavat muutosten kokonaistasoon. Puolueaktiivien vaikutus voi olla niinkin vahva, että kuvatun kaltainen kehitys estyy kokonaan. Tutkimuksessa on tarkasteltu valtatasapainon muutoksia kolmessa suomalaisessa, historialliselta valtajakaumaltaan toisistaan poikkeavassa puolueessa kuvattujen hypoteesien vertaamiseksi. Eliittivetoisesta vaalipuoluemallista ponnistavaa Kansallista Kokoomusta on tarkasteltu sen "perinnön" vuoksi todennäköisimpänä mukautujana. Jäsenistöpainotteinen, mutta kerroksittaiselle edustamiselle perustava Sosialidemokraattinen Puolue (SDP) toimi välitapauksena ja aktivistivetoinen, osallistuvan demokratian ihanteille rakennettu Vihreä Liitto nähtiin hajaantuneen valtarakenteensa vuoksi vähiten todennäköisimpänä mukautujana. Puolueen sisäistä valtajakaumaa on perinteisesti pidetty hankalana tutkia. Alan empiiristä tutkimusta kehittääkseen tutkimus tuotti myös perinpohjaisen menetelmällisen arvion. Arvion pohjalta paljastui, että vaikka perinteiset tutkimusmenetelmät kattavat varsin hyvin useat puoluevallan perinteiset tekijät (puoluetoimijoiden muodolliset valtaoikeudet, materiaaliset resurssit, johtopaikat), tosiasiallisen vallankäytön tutkimus on suurelta osin jäänyt huomioimatta. Siksi tämä tutkimus kehitti tärkeisiin puoluepäätöksiin johtavien prosessien rekonstruoimiseen perustuvan menetelmän, jota sovellettiin puolueiden sisäisten hallitusneuvotteluprosessien kuvaamiseen sekä yliajalliseen vertaamiseen. Tutkimuksessa havaittiin kahden tason kehitys, jota voidaan kuvata päähypoteesien väliin sijoittuvalla puoluetyyppikohtaisen mukautumisen mallilla, missä puolueet voivat kehittyä samansuuntaisesti säilyttäen silti ominaispiirteensä. Tarkasteltaessa puoluekehitystä yleisimmällä tasolla on kiistatonta, että suomalaispuolueet ovat mukautuneet poliittisessa toimintaympäristössä tapahtuneisiin muutoksiin ja niiden julkiset "kasvot" ovat selkeästi vahvistuneet kuluneen 35 vuoden aikana. Tämän kehityksen selkeimpiä merkkejä ovat: 1) lähes kokonaan "valtiollistuneet" puolueresurssit, joiden jakaantuminen hyödyttää enenevässä määrin parlamenttiryhmiä ja puoluejohtoja (myös puolueiden keskusorganisaatioiden sisällä), 2) kansanedustajataustaisuuden korostuminen puolueiden johtopaikoilla ja 3) puolueiden päätöksentekoprosessien johtajavaltaistuminen. Siirryttäessä syvemmälle tutkimus havaitsi kuitenkin myös selkeitä merkkejä perinteisten puoluetyyppikohtaisten ominaispiirteiden säilymisestä. Yllä kuvatuista tendensseistä huolimatta nämä ominaispiirteet voivat oikeissa olosuhteissa hankaloittaa puoluejohdon toimintaa vielä tänäkin päivänä. Valtarakenteiden pysyvyys oli selkeintä puolue-elinten muodollisissa toimivaltaoikeuksissa, jotka ovat muuttuneet vain vähän. Tietyissä puolueissa ne takaavat edelleenkin aktiiveille voimakkaita vastakeinoja julkisia "kasvoja" vastaan. Toisinaan puolueaktiivit osoittivat myös yleistrendistä poikkeavaa halukuutta asettua puolueen johtaviin elimiin. Myös päätöksentekoprosessien syväanalyysi antoi viitteitä siitä, että johtajavaltaisen käytännön vakiintumisesta huolimatta puoluejohtajat voivat puolueen perinteistä tyyliä vastoin toimiessaan kohdata vastustusta. Odotusten mukaisesti aktivistien vastarintapotentiaali kasvaa sitä mukaa mitä jäsenperustaisemmasta traditiosta puolue ponnistaa. Eroista huolimatta on selvää, että kehitys on vienyt kohti johtajavetoista demokratiaa. Puoluetasolla tämä näkyy voimakkaasti parlamentarisoituneiden resurssien lisäksi myös johtajavaltaisissa käytännöissä, jotka pohjautuvat kansallisen tason puolue-eliittien kiinteään yhteensulautumiseen. Uusi järjestelmä rakentuu puolueiden monimutkaistuneen toimintaympäristön vaatimuksien pohjalle. Tämä on ongelmallista, koska samanaikaisesti puolueet ovat menettäneet otettaan kansalaisista ja niiden toiminnan yleinen oikeutus on laskusuunnassa. Tutkimuksen lopuksi pohditaan, voitaisiinko yhteys kansalaisiin palauttaa suoran puoluedemokratian menetelmillä (erityisesti suorilla johtajavaaleilla) vaarantamatta puoluejohtajien toiminta-autonomiaa. ; This dissertation studies a classic topic in political science: the distribution of power within political parties. The topic's relevance is tied to two factors. First, how power is dispersed among various organizational 'faces' affects what agendas parties pursue. Traditionally party activists have been conceived to be politically more orthodox than the leaders, who as operating professional politicians also tend to be interested in holding offices. Second, power dispersion also reflects the degree to which party organizations are democratic (i.e. how parties pursue their objectives). The ideal of internally democratic parties as "extensions" of representative democracy has been cherished in 20th century political thought. According to the popular cartel party theory (Katz & Mair 1995; 2002) the balance of power in Western parties shifted from activist organs towards parties' "public faces" (party leaders, MPs, ministers) in the last quarter of the 20th century. The change was caused, the theory claims, by five major developments in parties' operating "environments": 1) the weakening of social class structures and traditional political participation, 2) the emergence of public party subsidies, 3) the "governmentalization" of national-level political practices, 4) the mediatization of politics and finally 5) the internationalization of politics, which increased its complexity. This study submitted this rarely tested theory to rigorous scrutiny in the Finnish context, which provides a good "laboratory" as it corresponds well with the theory's demands. All "environmental" changes are present in Finland's recent history – often rather pronouncedly. Therefore, a power transfer from party activists to public "faces" should have occurred. The study challenged the cartel theory with a competing hypothesis. Cartel theory's underlying logic rests on the traditional environmental adaptation model of party change, which claims that when parties' competitive context changes, parties adapt in a functional manner. As a result, party organizational structures that entail specific power distributions become alike. The alternative hypothesis is built on an institutional logic. Its central claim is that a) different types of elites form parties, therefore their initial organizational choices differ, and b) because of consolidating path dependent logics the initial choices become rather fixed. So c) instead of facing easily malleable organizational structures, the adapting party leaders might encounter severe resistance that builds on activist efforts to maintain the existing power distribution. The extent of change depends on the party's existing distribution of power and the direction of external pressures (i.e. which party 'face' they favor). In some parties activists could be strong enough to resist all changes to the direction that was proposed above. To contrast these competing hypotheses the study tracked the over time development of power distributions in three parties that differ in terms of initial power distribution. The National Coalition Party (NCP), which corresponds to the elite-centered electoral party model, was conceived as the most likely case to change as the pictured "environmental" pressure supports its "genetics". The Social Democratic Party (SDP), which corresponds to the representative membership party model acted as the medium case while the Green League, a representative of the activist-driven democratic process party model was considered as the least likely case to change due to its tendency to disperse power widely to the grassroots. To improve the empirical study of intra-party power (a notoriously elusive concept) the study undertook a comprehensive methodological review. The analysis found that while most of the traditional sources of intra-party power (the formal powers of party actors, material resources and important leadership positions) are sufficiently covered by existing methods, actual decision-making capacities have been overlooked. To fill the gap, the study developed a method based on process-tracing important intra-party decisions and applied it to intra-party processes during government formation at various time points. The study discovered a two level development, which reflects a mediating hypothesis that situates between functional (parties converge) and institutional (parties remain dissimilar) models. In a party type-specific adaptation parties develop into same direction but simultaneously hold on to their type-specific characteristics. At the uppermost level of analysis the Finnish parties have arguably adapted to "environmental" pressures and appointed more power to their public "faces" during the past 35 years. The clearest indications of this development are: 1) the "etatization" of party resources whose allocation also increasingly favors parliamentary parties and leaderships (also within central party organizations), 2) the normalization of MP-status in leading party positions and 3) the emergence of highly leader-centric (even 'presidentialized') intra-party decision-making practices. However, on a more proximate level – i.e. closer to party activists – the study found continuing traces of institutionalized party type-specific characteristics, which in the right conditions may stir resistance. The permanence of historical power distributions was clearest in the formal powers of party actors, which have changed very little over the years. In some parties activist organs remain stronger, and activists penetrate deeper into leadership organs. The in-depth analysis of decision-making processes also revealed that despite the widespread emergence of leader-centric practices party leaders might still face opposition if their conduct deviates too much from the party's traditional style. As expected, resistance potential is strongest in historically member-dominated parties and weakens as we move towards more elite-dominated traditions. Nonetheless, the big picture suggests a turn to leadership democracy. In party level this is characterized by a strongly parliamentarized resource allocation and the emergence of leader-centric practices, which rest on the tight amalgamation of professionalized national-level party elites. The new system builds on the complex requirements of contemporary political practice. Parties are leader-centric because the political reality in which they operate demands it. The situation is problematic, because at the same time party linkages to the citizenry have weakened and their popular legitimacy has been undermined. To consider how to restore the linkage without destroying the essential autonomy of party leaders the study ends by exploring the possibility of more direct party membership participation, especially through party leadership contests.

Saksan jälleenyhdistymisestä lähtien Saksan ulko- ja Eurooppa-politiikan suunnasta on käyty intensiivistä debattia. Viime vuosien kriisien aikana Saksan ja liittokansleri Angela Merkelin rooli on kasvanut sekä kansallisessa että Euroopan politiikassa. Samalla Saksan ulko- ja Eurooppa-politiikka on näyttäytynyt paikoitellen tempoilevana ja epäjohdonmukaisena suhteessa yhdistymisen jälkeen harjoitettuun politiikkaan. Tapaus Kreikka vuonna 2010, jolloin Saksa nopeasti päätti puoltaa Kreikan tukipakettia kansan mielipiteen vastaisesti, tapaus Libya vuonna 2011, jolloin Saksa ei äänestänyt YK:n turvallisuusneuvostossa EU- ja Nato-kumppaneiden kanssa päätöslauselmasta 1973, sekä Fukushiman katastrofi, jonka yhteydessä liittokansleri Merkel päätti sulkea Saksan jo jatkoaikaa saaneet ydinvoimalat nopeutetulla aikataululla, ovat esimerkkejä tempoilevasta politiikasta. Tieteellinen tutkimus Saksan ulko- ja Eurooppa-politiikasta liittokansleri Merkelin aikana onkin tarpeellista, jotta voidaan ymmärtää ja selittää nykyisiä muutoksia Saksan politiikassa ja arvioida niiden laajempia seurauksia eurooppalaiselle ja kansainväliselle politiikalle. Saksan ulkopolitiikkaa on yleensä selitetty rakenne- ja identiteettiteorioiden näkökulmasta, mutta tämä tutkimus katsoo, että ne eivät yksinään pysty selittämään ulko- ja Eurooppa-politiikan teon maailman kompleksisuutta. Myös yksilötaso, korkein päätöksentekijä, tulee sisällyttää analyysiin. Saksan ulkopolitiikan tutkimuskirjallisuudessa ei ole monia tutkimuksia, jotka asettaisivat korkeimman päätöksentekijän kuten liittokanslerin analyysin keskiöön. Tämä tutkimus lähestyykin Saksan ulko- ja Eurooppa-politiikan tutkimusta liittokansleri Merkelin näkökulmasta ja pyrkii ymmärtämään ja selittämään mahdollisia muutoksia Saksan politiikassa Merkelin poliittisten, operationaalisen koodin, uskomusten muutoksen avulla. Uskomukset ja niiden vaikutus politiikan sisältöön ja prosesseihin on laajasti tutkittu aihe kansainvälisten suhteiden alalla. Eri tutkimustraditiot näkevät kuitenkin uskomusten roolin eri tavalla. Realistinen ja rationalistinen koulukunta näkee uskomuksilla vähäisen roolin kv-politiikassa kun taas kognitiivinen ja konstruktivistinen koulukunta korostaa uskomusten kausaalista, jopa konstitutiivista, vaikutusta. Joka tapauksessa uskomuksilta puuttuu itsessään mekanismit, joiden kautta ne toimivat. Tämän vuoksi tutkimus lisää kansainvälisen ja kansallisen kontekstin Merkelin uskomusten tutkimuksen ympärille. Tämä auttaa kehittämään ymmärrystä, miten uskomukset toimivat konkreettisessa politiikan teon maailmassa. Tutkimuksen keskeinen käsite on operationaalinen koodi. Operationaalisen koodin uskomukset ovat poliittisia uskomuksia. Ne ovat jotain, jota pidämme totena politiikasta. Erityisesti käsitellessään monimutkaisia asioita ja toimiessaan epävarmuustekijöiden vallitessa päätöksentekijä saattaa tukeutua uskomuksiinsa, jotka yksinkertaistavat hänen kuvaansa maailmasta. Tämä tutkimus kartoittaa johtajan operationaalisen koodin uskomuksia perustuen Alexander Georgen määrittään 10 kysymykseen. Hän määritti, että johtajan operationaalinen koodi käsittää sekä filosofisia uskomuksia, jotka ohjaavat johtajan diagnoosia liittyen operationaaliseen toimintaympäristöön ja muihin toimijoihin että instrumentaalisia uskomuksia, jotka koskevat päätöksentekijän uskomuksia parhaasta strategiasta ja taktiikasta saavuttaa tavoitteet. Tutkimuksen tavoite on, ensinnäkin, tarkastella ja verrata liittokansleri Merkelin poliittisia operationaalisen koodin uskomuksia hänen kahden ensimmäisen kauden, 2005–2009 sekä 2009–2013, välillä. Toiseksi, tutkimus pyrkii yhdistämään operationaalisen koodin uskomukset Saksan ulko- ja Eurooppa-politiikan vähittäiseen muutokseen. Väitän, että uskomukset vaikuttavat sekä politiikan sisältöön ja politiikan prosesseihin. Toisin sanoen, kun liittokansleri Merkelin operationaalisen koodin uskomukset alkoivat muuttua hänen kahden ensimmäisen kauden välillä, alkoi hän vähitellen kehystää Saksan ulko- ja Eurooppa-politiikkaa uudelleen. Tämä saattoi vaikuttaa myös Saksan kansalliseen instituutioiden väliseen voimatasapainoon korkeimman päätöksentekijän sekä liittopäivien ja perustuslakituomioistuimen välillä. Nämä muutokset voidaan nähdä Saksan ulko- ja Eurooppa-politiikan normalisoitumisena. Tutkimusmetodina käytän monimenetelmätutkimusta, joka yhdistää kvantitatiivisen operationaalisen koodin tutkimuksen sekä kvalitatiivisen pitkittäisen sisällönanalyysin ja process-tracing-menetelmän. Kvantitatiivisten ja kvalitatiivisten metodien yhdistelmä antaa paremmat mahdollisuudet löytää kausaalisuhteita uskomusten ja politiikan ts. kausaalisuuden, prosessien ja lopputuloksen välillä. Tutkimusmateriaali koostuu liittokansleri Merkelin saksankielisistä julkisista, ei spontaaneista, puheista. Merkelin operationaalisen koodin uskomusten muutosta ja niiden vaikusta Saksan politiikkaan tarkastellaan kolmessa eri asiakysymyksessä ulko- ja turvallisuuspolitiikassa, talous- ja Eurooppa-politiikassa sekä ympäristö- ja energiapolitiikassa. Kolmen tapaustutkimuksen perusteella on mahdollista vetää joitakin yleisiä johtopäätöksiä. Ensimmäinen johtopäätös liittyy operationaalisen koodin uskomusten muutokseen. Liittokansleri Merkelin poliittiset uskomukset muuttuivat, joko kääntyivät tai vahvistuivat, hänen kahden ensimmäisen kautensa välillä. Jokaisessa tapaustutkimuksessa, Merkelin uskomus liittyen operationaalisen toimintaympäristön ystävällisyyteen tai yhteistyötä painottavaan luonteeseen vahvistui kahden kauden välillä. Lisäksi uskomus eri keinojen hyödyllisyydestä laajentui käsittämään enemmän negatiivisia keinoja kuten "uhkaus" ja "sanktiot" sekä positiivisia keinoja kuten "lupaus" ja "palkitseminen", mikä puolestaan vähensi yhteen keinoon liitettyä riskiä. Analyysin perusteella uskomukset ovat muuttuneet vähitellen ajan myötä. Korkeimman päätöksentekijän "oppiminen", toisin sanoen uskomusten muutos, on tulosten mukaan kaikkein selvin liittyen laajentuneeseen keinovalikoimaan, mikä voi toimintaympäristöön liittyvien uskomusten muutoksen ohella vaikuttaa ajan myötä päämäärien uudelleenmuotoiluun ja muokata Saksan kansallista ymmärrystä. Tulosten mukaan finanssi- ja talouskriisin puhkeaminen vuonna 2008 vahvisti linkkiä Merkelin operationaalisen koodin uskomusten ja Saksan ulko- ja Eurooppa-politiikan välillä. Toisin sanoen, kansainvälinen kriisi ei kääntänyt Merkelin uskomuksia kohti vihamielistä näkemystä liittyen operatiiviseen toimintaympäristöön vaan kriisin jälkimainingeissa Merkelin kansainvälisen toimintaympäristön ystävällisyyttä ja yhteistyötä painottavia strategioita koskevat uskomukset jopa vahvistuivat. Voidaankin todeta, että tulokset osoittavat uskomuksilla ja ideoilla olevan jonkin verran riippumatonta, sekä suoraa että epäsuoraa, vaikutusta politiikan kehystämiseen, kun uskomuksia testataan ulkoista todellisuutta vastaan. Tutkimuksen toinen yhtenäinen tulos liittyy liittokansleri Merkelin politiikan kehystämiseen ja Saksan ulko- ja Eurooppa-politiikan suuntaan. Toista kautta kohti Merkel alkoi kehystää yhteistyön käsitettä, Saksan ulko- ja Eurooppa-politiikan jatkuvuuden tärkeintä indikaattoria, pragmaattisella tavalla. Tämä tarkoittaa, että Merkel alkoi määritellä yhteistyön käsitettä instrumentaalisemmaksi ja tavoiteorientoituvammaksi. Kun kansainväliset multilateraali- tai EU-tason neuvottelut eivät etene, on yhteistyötä määriteltävä suuntaan, joka sallii kyseisellä aihealueella pienemmät koalitiot ja kumppanuudet, jotka edistävät samoja tavoitteita. Kahden ensimmäisen kautensa aikana liittokansleri Merkel korosti nousevien talouksien roolia ja etenkin kansainvälisen finanssi- ja talouskriisin jälkimainingeissa näiden valtioiden kasvavaa vastuuta kansainvälisestä yhteistyöstä. Toisin sanoen, yhteistyökäsitteen ja yhteistyörakenteiden uudelleenkehystäminen on tarpeellista. Saksalla on taloudellista valtaa ja tämä saattoi johtaa Saksan ottamaan enemmän roolia tulevaisuuden yhteistyön ja sen rakenteiden määrittelystä eri aihealueilla. Saksan mahdollisesti kasvava vastuu ja rooli kansainvälisessä ja Eurooppa-politiikassa ei kuitenkaan tarkoita, että liittokansleri Merkel olisi luomassa suurvalta-Saksaa. Päinvastoin, tavoitteena saattaa olla kehystää kansainvälistä yhteistyötä suuntaan, joka vastaa saksalaista tapaa ajatella. On tärkeää ottaa osaa tulevaisuuden kansainvälisten yhteistyörakenteiden, niiden sääntöjen ja toimintatapojen määrittelyyn, sillä ajan myötä kansallisten rakenteiden on mukauduttava näihin sääntöihin. Tutkimukseni kolmas ja viimeinen keskeinen tutkimustulos liittyy kansainvälisen politiikan vaikuttamisen mekanismeihin. Väitän, että vallankäytön mekanismien lisäksi liittokansleri Merkel käytti kognitiivista suostuttelua tehdessään ulko- ja Eurooppa-politiikkaa. Hän käytti asia- ja politiikkalinkityksiä sekä kontrolloidakseen agendoja että suostutellakseen sekä kansainvälisesti että kansallisesti. Kirjallisuudessa asialinkitykset nähdään kansainvälisen vallan harjoittamisen muotona. Tämä tutkimus ei kyseenalaista tätä argumenttia. Kuitenkin voidaan esittää, että kun uskomukset muuttuvat ja korkein päätöksentekijä alkaa uudelleenkehystää politiikkaansa, prosessissa täytyy olla mukana kognitiivisen suostuttelun mekanismi, joka sisältää sekä kansainvälisen että kansallisen yleisön. Suostuttelu liittyy kansainvälisen ja kansallisen yhteisymmärryksen muuttamiseen kyseisessä asiakysymyksessä merkitysten ja konseptien uudelleenkehystämisen avulla. Kahden ensimmäisen kautensa aikana Merkel suostutteli erilaisilla ideationaalisilla käsitteillä kuten "verkostoitunut turvallisuus", "sosiaalinen markkinatalous" ja "kestävyys". Tämä saattaa vähitellen muuttaa Saksan kansallista ymmärrystä liittyen Saksan ulko- ja Eurooppa-politiikkaan ja kansainväliseen rooliin sekä kansallista institutionaalista voimatasapainoa. Saksan ulko- ja Eurooppa-politiikan tutkimuksen tulisi jatkossa keskittyä muutoksen ja jatkuvuuden välisen vuorovaikutuksen analyysiin. Lisäksi on tärkeää analysoida johtajien pragmaattista politiikan uudelleenmäärittelyä ja -kehystämistä, sillä Saksan ulko- ja Eurooppa-politiikan pysyvämpi muutos on mahdollista todeta vasta tulevina vuosikymmeninä. Kolmen tason (yksilö, kansainvälinen ja kansallinen) vuorovaikutuksen ymmärtäminen analyysin taustalla on olennainen osa kattavaa mutta silti nyanssoitua Saksan ulko- ja Eurooppa-politiikan analyysia. ; Since the reunification of Germany, the direction of German foreign and European policy has been highly debated. During the series of crises during the past several years, the role of Germany and Federal Chancellor Angela Merkel has increased. However, Germany's policies have been somewhat inconsistent with its past positions, for example, as can be witnessed in the case of Libya, in euro crisis and during the Fukushima catastrophe. Thus, scientific research on German foreign and European policy under Federal Chancellor Merkel is necessary in order to be able to understand and explain the current changes in German foreign and European policy and to gain perspective on the wider the implications of these changes for both European and international politics. This study views that structural or identity theories alone are not able to explain the complex nature of foreign and European policy-making. Further, on the individual level, the key decision-maker, should be included in the analysis. There are not many current studies on German foreign policy that concentrate on the key political decision maker, such as the Federal Chancellor, as the main subject of study. Therefore, this study will approach the study of German foreign policy from the perspective of Federal Chancellor Merkel and will try to understand and explain the current changes in German foreign and European policy through the possible changes in her political operational code beliefs. Beliefs and their influence on policies and politics is widely studied in the field of international relations. However, the main research traditions view their role differently. Realist and rationalist theories assign only a minor role for how beliefs affect policies, whereas cognitive and constructivist theories emphasise their causal or even constitutive effect. However, taken alone, beliefs lack mechanisms. This study will add international and national contexts around the study of Merkel's beliefs in order to further develop understanding of beliefs and how they operate in the concrete policy-making environment. Beliefs can be defined as what we hold to be true. This study will examine a leader's operational code beliefs based on ten questions presented by Alexander George. George conceptualised a leader's operational code as a political belief system with some elements, philosophical beliefs, guiding the diagnosis of the context for action and others as well as instrumental beliefs that prescribe the most effective strategy and tactics for achieving goals. The aim of this study is, firstly, to examine and compare the political operational code beliefs of German Federal Chancellor Angela Merkel between her two first periods of office, between 2005–2009 and 2009–2013. Secondly, the study also aims to link the operational code beliefs to gradually changing German foreign and European policy. It argues that beliefs affect both policy content and policy process. Thus, as the operational code beliefs of Chancellor Merkel gradually changed, the Chancellor also began to reframe German foreign and European policy, which also affected the German domestic power balance between the key executive and domestic institutions such as the Bundestag and Federal Constitutional Court. These possible changes might indicate that German foreign and European policy is in a gradual process of normalization. The study uses a mixed method approach, which combines quantitative operational code research, qualitative longitudinal content analysis and process-tracing. It maintains that a combination of quantitative and qualitative methods is powerful in providing causal links between beliefs and policy, between causation, processes and outcome. The research material comprises public, not spontaneous, German speeches of Chancellor Merkel. The change of Merkel's operational code beliefs and its implications for German foreign and European policy will be examined in three case studies: in foreign and security policy, in economic and European policy, and in environmental and energy policy. On the basis of the three case studies, it is possible to draw some common key findings. The first finding relates to the changes in operational code beliefs. Merkel's political beliefs have changed, either reversed or reinforced, between her two first terms in office. In all three cases, Merkel's belief relating to the friendly and cooperative nature of the operational environment has reinforced between the two periods of office. Furthermore, the belief in the utility of different means available widened significantly to include even more 'threat' and 'sanctions' as well as 'promise' and 'reward' as foreign policy means, which in turn reduce the risk related to one single mean. This study views that these changes have taken place gradually over time. However, the learning of the key decision-maker, which is the most apparent in relation to the utility of different means, may gradually influence the redefinition of goals and also shape German national identity. According to the findings, the outbreak of the international financial and economic crisis in 2008 reinforced the link between Merkel's operational code beliefs and German foreign and European policy. Thus, the international crisis did not reverse the direction of beliefs towards a more hostile and protectionist view of the operational environment, rather in the aftermath of the financial crisis, Merkel's beliefs on the friendly and cooperative nature of the political universe and cooperative strategies seemed to reinforce somewhat. It can be stated that the analysis showed some of the independent effect of beliefs and ideas, both direct and indirect, on policy framing when tested against material reality. The second common finding discusses the policy framing of Chancellor Merkel and the current direction of German foreign and European policy. Towards the second term, Merkel began to reframe cooperation, an important indicator of the German policy of continuation, in a more pragmatic way, which implies a more instrumental and goal-oriented approach to cooperation. As the international multilateral or EU level negotiations in the different fields of policy did not seem to progress, the cooperation was defined towards a direction that also allowed for smaller partnerships and alliances that advanced the same goals. During the two first terms, Chancellor Merkel stressed the rise of the emerging economies and, especially in the aftermath of the international financial crisis, their increasing responsibility for international cooperation. Thus, reframing cooperation and cooperation structures is necessary. Germany has economic power and this might have led Germany to take in an increasing role in defining future cooperation structures in different issue areas. The possibly increase in responsibility and the role of Germany do not, however, imply that Chancellor Merkel is creating a super power Germany. On the contrary, the aim might be to define international cooperation structures in a way which relates better to the German way of thinking. Thus, it is important to take part in defining future international cooperation structures, their rules and procedures, because national structures must adapt to these rules over time. The third and final key finding of this study suggests that in addition to power mechanisms, Chancellor Merkel used cognitive persuasion in her foreign and European policy-making. She used issue and policy linkages for controlling agendas and persuading her audiences, both internationally and nationally. In the literature, issue linkages are often seen as a form of exercising international power. This study will not try question this argument. However, when beliefs change and the leader starts to reframe policies, there must always be a cognitive mechanism of persuasion involved including both international and domestic audiences. This relates to changing international and national understanding of an issue through reframing meaning and different concepts. In Merkel's case, she persuaded with different ideational concepts that linked various policies and means such as Vernetzte Sicherheit, Die Soziale Marktwirtschaft and Nachhaltigkeit. Thus, as a third observation, this study argues that alongside power, there was also a mechanism of persuasion involved in these three cases, which might, in addition to the national understanding of German foreign and European policy and Germany's international role, also gradually alter the German domestic institutional power balance. The future research of German foreign and European policy should continue to study the interaction between continuity and change and future German leaders' pragmatic redefinition and reframing of German foreign and European policy as it may be only be possible to state that there has been any permanent change in German policy in the upcoming decades. This study defined this pragmatic reframing of policies as the normalization in the development of German foreign and European policy. Furthermore, all levels of analysis (individual, international and national) should be included in future research in order to gain a comprehensive but still nuanced analysis of German foreign and European policy.

The Lutheran state church had a monopoly status in Finland for centuries. But its dominance slowly weakened as pietistic revival movements spread in Finland in the eighteenth and nineteenth centuries. These movements had religious purposes, but they were also forerunners of profound social and economic changes in Finland in the twentieth century. In challenging the role of the state church, they challenged national unity, spread Western cultural values, emphasized individual rights, and improved the status of women in society. Men of political eminence, such as Anders Chydenius, introduced these influences on Finnish economic life. Overall, the revival movements helped to pave the way for the modern Finnish welfare state. During that process, the church lost some of its most important social responsibilities – health care, education and social work – as these tasks were assumed by the secular Finnish state. ; peerReviewed

Suomalaiset ja espanjalaiset perheet yhtenevässä Euroopassa Tutkimus käsittelee perhettä ja perheessä 1900-luvun aikana tapahtunutta muutosta analysoimalla Suomea ja Espanjaa länsieurooppalaisina esimerkkeinä. Tutkimuksessa pohditaan miten, missä määrin ja miksi eurooppalaiset perheinstituutiot erilaisia tai samanlaisia? Mikä on perheinstituution rooli ja merkitys nykyajan yhteiskunnassa? Miten perhe, sen roolit ja siihen kohdistetut vaatimukset määritellään ja mitkä sosiaaliset ja kulttuuriset tekijät ovat vaikuttaneet eri maissa vallitseviin määritelmiin? Aineistona on käytetty Suomea ja Espanjaa koskevaa siviili- ja sosiaalilainsäädäntöä, demografisia ja sosio-ekonomisia tilastoja, arvo- ja asennetutkimuksia, barometrejä, tutkimuksia ja raportteja. Tutkimuksessa tarkasteltava ajanjakso kattaa koko 1900-luvun, joskin pääpaino on 1960­1990 lukujen välisessä ajassa. Tämä vertaileva tutkimus tarkastelee perhettä sosiaalisena instituutiona, joka on vuorovaikutuksessa muiden sosiaalisten instituutioiden kuten hyvinvointivaltion, työmarkkinoiden, politiikan, lainsäädännön ja uskonnon kanssa. Tutkimus osoittaa, että suomalaisessa ja espanjalaisessa yhteiskunnassa vallitseva käsitys perheestä (perheidologia) on varsin samanlainen pohjautuen kristilliseen teologiaan. Ideologiat ovat muuttuneet ja kehittyneet samansuuntaisesti patriarkaalisesta ideologiasta sukupuolien ja sukupolvien tasa-arvoa korostavaksi ideologisaksi, joskin muutos on ollut eritahtista. Maiden välillä on myös eroja, joista keskeisin on suomalaisen kulttuurin protestanttisiin arvoihin pohjautuva yksilöllisyys ja espanjalaisen kulttuurin katolisiin arvoihin pohjautuva suurempi kollektiivisuus ja sukukeskeisyys. Tutkimus kuitenkin osoittaa, että perheideologian ja sen historiallisen muutoksen erot ja vaihtelut eivät niinkään johdu perustavanlaatuisista perhekäsityseroista vaan pikemminkin yhteiskuntien historiallisista, sosiaalisista ja poliittisista taustoista ja kehityskuluista. Keskustelu perheen kriisistä länsimaisissa yhteiskunnissa on ollut vilkasta viime aikoina. Demografisiin tilastoihin perustuva analyysi viittaa perheinstituution kriisiin siinä mielessä, että mitään vakioista perhemuotoa ei kummassakaan maassa ole. Toisaalta ihmisten arvot ja asenteet heijastavat sitä tosiasiaa, että ideologisena mallina perhe on edelleen vankka. Ihanteellinen tai ideologinen perhe niin Suomessa kuin Espanjassakin on avioparin ja heidän lastensa muodostama ydinperhe, vaikka yhä suuremman osan perhetodellisuus ei tätä ihannetta vastaakaan. Perheen perustamisen tapojen tarkastelu 1960-1999 välisenä aikana osoittaa, että kummassakin maassa solmittujen avioliittojen määrä on laskenut, perhekoko on pienentynyt ja avioliiton solmimisen ja ensisynnyttäjien keksi-ikä on noussut, joskin espanjalaisnaiset ensisynnyttäjien keksi-ikä on vieläkin korkeampi kuin suomalaisten. Näitä trendejä on selitetty moderneilla ehkäisymenetelmillä sekä avoliittojen ja naisten työssäkäynnin yleistymisellä, mutta tutkimus osoittaa, että edellä mainitut selittävät tekijät eivät ole päteviä Suomen ja Espanjan tapauksissa. Ne eivät selitä, miksi mm. syntyvyys Espanjassa on huomattavasti matalampi kuin Suomessa ja miksi espanjalaiset lykkäävät perheen perustamista vieläkin pidempään kuin suomalaiset. Tarkasteltaessa seikkoja, jotka vaikuttavat perheellistymisen lykkääntymiseen, tutkimus kiinnittää huomiota perheellistymisen rooliin aikuistumisprosessissa. Tutkimus osoittaa, että toisin kuin ennen, vakiintumista ja lastenhankintaa tärkeämmäksi aikuisuuden kriteeriksi on noussut taloudellinen itsenäisyys. Todellisuudessa pidentyneet kouluttautumisajat, työelämän koventunut kilpailu ja työmarkkinoiden epävarmuus ovat niin Suomessa kuin Espanjassakin johtaneet siihen, että nuorten aikuisten taloudellisen itsenäisyyden saavuttaminen vaikeutuu ja pitkittyy ja siten myös perheen perustaminen lykkääntyy. Tutkimuksessa kehitetään selitysmallia niin maiden välisille eroille kuin länsieurooppalaisissa perheinstituutioissa tapahtuneille muutoksille, joka korostaa perheen perustamiseen ja perhe-elämään liittyvien valintojen ja mahdollisuuksien kiinteää liitosta yhteiskunnassa harjoitettuun lainsäädäntöön, perhepolitiikkaan ja erityisesti työmarkkinoihin. Tutkimus oikaisee niin perheestä kuin pohjoisen ja eteläisen Euroopan välisistä eroista vallitsevia stereotypioita ja yksinkertaistuksia ja tuottaa tietoa perheestä, sen roolista ja merkityksestä länsieurooppalaisissa yhteiskunnissa. Tutkimus on ns. artikkeliväitöskirja, joka koostuu laajasta yhteenvetoartikkelista ja neljästä aiemmin julkaistusta artikkelista. ; Finnish and Spanish Families in Converging Europe The study explores the family and its changes during the 20th century and, particularly, between the 1960s and 1990s by comparing Finland and Spain within the West European context. The examination of the family arises from the following questions: (i) How, to what degree and why are family institutions in Europe different or similar? (ii) What are the roles and significance of the family in contemporary societies? (iii) How is the family defined and what social and cultural factors have affected the definitions in different countries? The family is viewed as a social institution, with the interest lying in macro-level social changes and in the interrelationship between the family and other social institutions such as the welfare state, the labour market, politics, legislation and religion. The family as an institution has been examined from the viewpoints of family ideology and family practices. Family ideology has been studied by analysing how public and political institutions such as legislation and family policy define the family and how these definitions changed during the 20th century and, second, by looking at attitudes and values concerning intimate relations, the family and family practices. Family practices have been studied by analysing and comparing socio-demographic statistics between the 1960s and 1990s, the focus being on the formation of the first family. Furthermore, cross-national differences and similarities concerning patterns of family formation and prevailing family ideologies have been examined in association with legislation, social policies, the labour market, housing policies, education, gender relations, and religion. The study questions the stereotypical notions of the modern North and traditional South and their typical families and demonstrates that differences between Finnish (Northern) and Spanish (Southern) families have been greatly exaggerated and oversimplified. Fundamentally, the family ideologies are the same based on Christian tradition and, furthermore, the evolution of ideologies has moved in the same direction along with modernisation processes, albeit at a different pace. The study demonstrates that the variations are not due to fundamentally different conceptions of the family but to the historical, social and political developments of the countries. Analyses of demographic statistics and data on Finns and Spaniards values and attitudes indicate that demographic statistics suggest a crisis of The Family, for in neither of the countries does a fixed or typical family form exist and the growing plurality of family forms is a fact. On the other hand, the study also shows that The Family ­ the conjugal nuclear family - is very much alive and well as an ideological model and ideal. Looking at patterns of family formation and considering a variety of hypotheses usually presented as explaining the differences: contraceptive use, premarital cohabitation and women s labour market participation, the study shows that these reasons do not explain the differences between Finnish and Spanish patterns of first family formation. The study suggests that family-relevant public policies, housing policies and the labour market in particular are factors that better explain why Spaniards have fewer children and form families later than Finns even though the female employment rate is considerably lower and the use of modern contraceptives and premarital cohabitation is clearly more infrequent in Spain than in Finland. Analysis of the role of family formation in the process of attaining adult status shows that financial independence and self-reliance have taken over from marriage and parenthood as the principal markers of adulthood both in Finland and Spain. However, prolonged periods in education and erratic labour markets tend to complicate the attainment of such independence, reflected in the postponement or even rejection of family formation, especially marriage and parenthood. Yet, a de-familialised welfare state like the Finnish one eases gaining independence and family formation even with limited means, whereas a familistic welfare state like the Spanish one makes it more difficult to cut the cord to the parental home and to form new families. The study elaborates a complex and subtle model for explaining both the differences between countries and changes in the West European family institution in general. The model emphasises the role of public policies, housing policies, legislation and the labour market in particular in shaping the framework within which people in different countries make their decisions concerning family and family life. This comparative study is a dissertation comprised of a lengthy summarising article that links four empirical studies that were previously published as articles in international scientific journals and edited volumes.

Although Finland, a Nazi-ally, was among the defeated, the country was not invaded after the war, and the governmental system did not change from parliamentary democracy to people's democracy. This does not, however, mean that the war-to-peace transition in Finland was lacking drama. The years from 1944 to 1948 were marked by a series of 'crises of peace' so turbulent that the term 'the war-after-the-war' is warranted. Also for the Lutheran church in Finland the period was in many ways traumatic. The rise to power of the left, backed by the Soviet Union, and the general change in the cultural atmosphere challenged the traditionally symbiotic relation between the church and the state. This chapter examines how Lutheran priests constructed publicly the church's relationship to the state, evolving from mild optimism towards criticism and even martyrdom. ; peerReviewed

In the 2000s, European societies have transformed quickly due to the networked global economy, deepening a European integration process, forced and voluntary movement of people to and within Europe, and influence of social media on culture, communication, and society. Europe has become an increasingly diverse and pluricultural continent where many people simultaneously identify with multiple different cultural and social groups. In such "super-diversified" (Vertovec in New complexities of cohesion in Britain: Super-diversity, transnationalism and civil-integration, Communities and Local Government Publications, Wetherby, 2007) European societies diversity itself is broad, multidimensional, and fluid (Vertovec in New complexities of cohesion in Britain: Super-diversity, transnationalism and civil-integration, Communities and Local Government Publications, Wetherby, 2007; Blommaert and Rampton in Language and Superdiversity. Diversities 13(2):1–21, 2011). Different social locations and identities intersect within them-whether cultural, ethnic, national, social, religious, or linguistic. At the same time, however, European societies have faced the rise of diverse populist and radical right-wing movements promoting profoundly monoculturalist views and cultural purism. Abstract. This paper focuses on how major national strategies call attention to the human dimensions of artificial intelligence (AI). All intelligent technologies using AI are constructed for people as either active users or as relatively passive target persons. Thus, human properties and human research should have an important role in developing future AI systems. In these development strategies, it is interesting to pay attention to the underlying intuitive assumptions and tacit commitments. This issue is especially interesting when we think about what governmental working groups say about people and their changing lives in their strategies. The traditional stances adopted in writing national strategies, in which technology development is seen as a purely technical issue, should be challenged. In the end, by putting human dimensions aside, societies cannot prepare themselves for the transformation risks. The topic of income inequality has become a new nexus of research among historians and social scientists recently.1 Piketty (2014) has famously argued: Inequality is shaped by the way economic, social, and political actors view what is just and what is not, as well as by the relative power of those actors and the collective choices that result. It is the joint product of all relevant actors combined. Given that redistribution is a core element of the Nordic model and understood as key to the development of social trust and cohesion, all debates about social and cultural polarization are also debates about economic inequalities and the possible policy choices related to those issues. Moreover, in public and political discussion – in Finland especially – income inequality is in many cases conflated with various other forms of inequality in the society. This crucial difference in what is meant by scholarly versus political discourses at large can often lead to inexact policy debates and solutions. In this chapter we concentrate, mainly, on exploring the specific concepts of income inequality that are measurable and definable, especially what they tell us about this form of inequality in Finland and Sweden as our case studies. In addition, we will contextualize these cases through comparisons with the other Nordic countries as well as other polities. However, as we can see from our discussion here, there are striking differences, especially in the public discussions as measured by newspaper articles both in Finland and in Sweden, whether the discussion is focused on societal inequality in broader terms or, more specifically, on income inequality and its ramifications. ; peerReviewed

Throughout his writings, Henri Lefebvre made sporadic observations on the German art, design, and architecture school Bauhaus. His commentary on the Bauhaus can be read in light of his wider criticism of Modernist architecture and its political project. Despite its revolutionary aspirations, the Bauhaus provided 'the architectural requirements of state capitalism'. This article argues that looking at Lefebvre's ambiguous reading of the Bauhaus unveils the more complex trajectory of his thinking on Modernist utopian impulses to change society through design. Alongside his criticism of the Bauhaus as tailor made for what Lefebvre calls the neocapitalist state, his work also includes more positive comments on the school. While Lefebvre rejects the reformist tendencies of the Bauhaus, he acknowledges that the school plays an important, historic role for advancing political change through architecture. As such, Lefebvre's criticism of the Bauhaus should be reconsidered in terms of offering a lesson in Modernism. Its attempt to create a new space to configure new social relations becomes an unfinished project; it is precisely the failure of Modernism to push this project beyond conformist and reformist agendas that needs to be considered. The role of parental involvement in their child's education and academic success has been widely acknowledged in recent educational theories, policies, and practices. Parental beliefs and expectations concerning their child's learning and success have been shown to be reflected in the parents' involvement in their child's education and their practices with their offspring, thereby shaping the child's motivational development in school. In addition, parental trust in their child's teacher is a key factor in enhancing the home–school partnership and in supporting a child's academic motivation and successful schooling. However, political, economical, and technological changes in society and uncertainty about the future may present several challenges for raising children in the twenty-first century. The aim of this chapter is to present recent theories and empirical research focusing on the role of parental beliefs, expectations, and trust in their child's teacher in supporting children's interest in learning, self-concept of ability, and achievement behaviors in the challenging and unpredictable future. We will also reflect on how the changing world and uncertainty in society may influence parental beliefs and expectations in their child's success. ; nonPeerReviewed
