The mission of the London-based independent Commission on National Security in the 21st Century set up in May this year is to review the current security landscape & suggest an independent security strategy for the United Kingdom. Co-Chair Lord Robertson of Port Ellen & Deputy Chair Ian Kearns set out their view of the threats & changes in the security landscape & suggest ways in which security should be re-thought. In particular they stress the urgent requirement to project governance more effectively into failed states & to create more effective international control & storage regimes for fissile nuclear material. A new focus on the mutual benefits of interaction between the worlds of defence and academia should better prepare those who govern us for the exercise of responsibility, in a world where questions of security (in particular economic security) are omnipresent. University specialists in defence matters are gradually becoming the principal actors.

With a confused and ambiguous nature and aim, and lacking rigorous methodology, thinking in preparation for the White Paper on defence and national security has obscured the scope and complexity of the work required to produce a comprehensive national security policy. This would, among other things, look at the phenomena that risk fuelling national disintegration, and take advantage of the armed forces' potential for improving social and cultural cohesion.
