In the present-day Balkans, the conflicting desires for self-determination & for recognition of the legitimate rights of the new states constitute a potential source of regional upheavals. The conflict in the territory of former Yugoslavia has affected the specific attitude profiling of the Balkan states & reconfirmed the necessity of the Balkan security community, which makes it impossible to view national security outside the regional Balkan framework. Using various means, each of the Balkan states strives to overcome the afflictions brought about by the latest Balkan crisis & create conditions for strengthening its national security. Shaping national interests is of strategic & political significance for a state. In this process, economic, ideological, military, cultural, & other variable & invariable factors are intertwined. Their realization brings states into contact with other states. When one or several interests of one state run counter to the interests & objectives of another state, conflicts arise. This makes the protection of interests vital. States organize the protection of interests by means of a system of national security. National interests are values & objectives directed toward the development of a national community, while national security is an activity organized for their protection. A rational & realistic definition of national interests & the mechanisms of their protection are important elements of the stability of states & the international community. The Republic of Slovenia, having obtained independence & sovereignty in the June-July war of 1991, launched an intensive build-up of its system of national security. As guidelines, it used the experiences of other states, its own historical experience, & the attitudes of the public & political parties. The analysis of Slovenian national security shows that the threats to it come in the forms of military threats, internal threats, & the threat to the living space. This was the reason that the system of national security was outlined as including the defense system, the security system, & the system of protection & preservation. Though encountering momentous problems in the build-up of the system of national security (particularly its military aspect), Slovenia made major shifts to embrace NATO standards. However, its efforts were not enough, & Slovenia was not among the countries admitted to this organization in the first wave -- Poland, the Czech Republic, & Hungary. 5 Tables, 1 Diagram, 33 References. Defense strategy is a critical component of the politics of national security that includes the political/military chain of resources, goals, & the theory of a given country on how to best "carry out" security for itself. Ideally, this includes an explanation of why that theory is expected to function. The defense strategy as a component of the politics of national security must identify possible threats for the country & must invent political, economic, military, & other means for elimination of these threats. Considering possible responses, defense strategies can be grouped into three categories: offensive, defensive, & deterrent. The goal of offensive strategies is to disarm the opponent -- to destroy his armed forces. The goal of defensive strategy is to not allow the opponent to reach his desired objectives. In the deterrent strategy when one punishes the attacker (aggressor) -- it increases his costs, although it does not decrease one's own. In the creation & development of an army & defense system in Croatia, a defense strategy is profiled that is bounded by the three possibilities outlined above, & limited by the following factors: the national strategy, the military strategy of the opponent, & international pressure. These factors are discussed in greater detail with the aim of determining their influence on the Republic of Croatia's defense strategy, & general defense strategies. 8 References. Seen in its totality, the defense system of France is enclosed within the NATO pact. The French do not deny this & even stress it as a fact of essential significance, because the mutual support & solidarity with allies in case of danger & aggression is a matter of interest to all. An analysis of the French conception of national security shows nevertheless that the stress is on independence, especially where making decisions about the use of particular forces (nuclear ones, in particularly) & the use of its territory by its allies. The French cherish their alliance, but in ways that will allow them to decide their own destiny without being obligated to accept common solutions & decisions on the part of the organs of the NATO pact. This fact explains the heightened interest for the study of the conception of national security & the defense system of France & its specific features when compared to the defense systems of other countries within NATO. 24 References.
