The article reveals the mechanism of the right termination of proprietary relations in consequence of the adoption of the act of nationalization of property . The author makes attempt to solve the problem of civil protection of the right of ownership of the temporarily occupied territory of Ukraine from illegal encroachments on the part of the relevant local government area. The analysis of the civil legislation of the Russian Federation on the issues is investigated. It is proved that in matters of protection of the property rights it is advisable to use the legal means by the principle of «reverse procedural activity». Its meaning is to use the mechanism of protection of the rights provided for by the national legislation of the Russian Federation, along with the laws of Ukraine.

An attempt has been made to systematize the factors influencing the state of the three components of the nationalization of the party system of Ukraine (nationalization of political parties by the districts of territorial units of the higher level (oblast, Kyiv, Sevastopol, the Autonomous Republic of Crimea), the nationalization of political parties by the results of parliamentary elections in territorial units of the higher level (oblast, Kyiv, Sevastopol, Autonomous Republic of Crimea), nationalization of political parties by results of elections to local self-government bodies). Голосовим.У рамках оцінки проведено аналіз встановленої партійної конфігурації кожної з країн, сформованої за результатами виборів, визначено стан націоналізації партійної системи за обраними методиками, оцінено причини його виникнення, проведено порівняльне дослідження картин оцінюваного показника на рівні зазначених держав. Визначено стан конфігурації партійної системи України за результатами парламентських виборів 2019 р., який вирізнявся новими політичними силами, що прийшли в парламент як наслідок очікувань громадян щодо змін у владі країни. Проведено порівняльну оцінку картини націоналізації партійної системи обох країн за результатами виборчих кампаній 2019 р. Within the framework of the evaluation, the analysis of the established party configuration of each of the countries formed by the election results, the state of nationalization of the party system by the selected methods, the causes of its occurrence, the comparative study of the pictures of the evaluated indicator at the level of these countries. The state of configuration of the party system of Ukraine by the results of the 2019 parliamentary elections was determined, which was distinguished by new political forces that came to parliament as a result of citizens' expectations for changes in the power of the country. It is proved that nationalization of the party system of the country by the results of these elections in Ukraine was of average importance, its possible reduction is connected with manifestations of regionalization, which caused uneven support of the opposition political force in Donetsk and Lugansk regions. (too high support compared to other regions), heterogeneity of support for a new political force (PE "Voice") in one of the regions (in Lviv region higher than national). The party configuration that emerged in Poland following the 2019 parliamentary elections is considered. A high level of nationalization of the party system associated with favorable social and political factors is established. According to the results of the analysis, a comparative assessment of the picture of nationalization of the party system of both countries was determined based on the results of the 2019 election campaigns. It was noted that the key differences in the development that led to the respective state of nationalization of the party system in both countries following the 2019 parliamentary elections are: characteristic of Poland and uncharacteristic of Ukraine; 2) trust in the political forces on the part of the population in view of the implementation of election promises, which is in Poland and is absent in Ukraine; 3) the existence of a population orientation for the elimination of pro-governmental political forces that have defamed themselves, which is characteristic of Ukraine.

In new democracies with non-uniform functional cleavages a high level of decentralization may prevent the formation of a nationalized party system. Political decentralization creates opportunities for the formation of a special, subnational party system that determines selective competition in a particular region. At the same time, financial decentralization expands access to resources (financial, land, etc.) for subnational political actors, which in turn strengthens their positions and makes them independent from the center (administrative, political, financial).However, it is obvious that political decentralization affects the degree of party system nationalization which manifests itself in the phenomenon of regional or ethnoregional parties. Thus, the emergence of ethnoregional parties in Europe is directly or indirectly connected with decentralization processes.In Ukraine, even before the beginning of the active phase of decentralization, local elections in October 2015 recorded the territorial fragmentation of the party system of Ukraine, for which there are no legislative prerequisites.Parties that have managed to become members of regional councils can be classified into five types:1) parties of the leader's type, whose leaders were once elected in a majority district;2) post-Maidan parties, wchich are the result of the revitalization of civil society;3) pro-government parties, in the lists of which local officials are widely represented;4) lobbying, defending the interests of large businesses at the local level, because the deeper is decentralization, the more powers will be transferred to local authority;5) genuine ethnic parties, represented only by "KMKS"; the Party of Hungarians of Ukraine.Even more alarming trends for the party system nationalization were revealed by the recent elections held in the united territorial communities (UTC), formed during the implementation of the territorial reform.The election results in the UTG not only do not reflect, and in some moments even contradict the party structure in parliament, and the results of opinion polls on parliamentary elections.At first glance, the results of the elections in the UTC can be ignored, since they are not representative for the whole country – they cover only about 5% of all voters in Ukraine. In addition, they are held by proportional, and not mixed, as a parliamentary election, system, which can also affect the obtained results. However, together with the results of the 2015 local elections they indicate a tendency towards the denationalization of the party system: the emergence of regional political parties not represented in the national parliament, which can consciously be limited to the local level of politics. The reason is that the deepening of financial and land decentralization will provide them with the necessary resources, at least in the near future. ; There is no empirical evidence of the negative impact of decentralization on the characteristics of the party system, especially when it comes to the process of party system nationalization in young democracies. In new democracies with non-uniform functional cleavages a high level of decentralization may prevent the formation of a nationalized party system. Political decentralization creates opportunities for the formation of a special, subnational party system that determines selective competition in a particular region. At the same time, financial decentralization expands access to resources (financial, land, etc.) for subnational political actors, which in turn strengthens their positions and makes them independent from the center (administrative, political, financial).However, it is obvious that political decentralization affects the degree of party system nationalization which manifests itself in the phenomenon of regional or ethnoregional parties. Thus, the emergence of ethnoregional parties in Europe is directly or indirectly connected with decentralization processes.In Ukraine, even before the beginning of the active phase of decentralization, local elections in October 2015 recorded the territorial fragmentation of the party system of Ukraine, for which there are no legislative prerequisites.Parties that have managed to become members of regional councils can be classified into five types:1) parties of the leader's type, whose leaders were once elected in a majority district;2) post-Maidan parties, wchich are the result of the revitalization of civil society;3) pro-government parties, in the lists of which local officials are widely represented;4) lobbying, defending the interests of large businesses at the local level, because the deeper is decentralization, the more powers will be transferred to local authority;5) genuine ethnic parties, represented only by "KMKS"; the Party of Hungarians of Ukraine.Even more alarming trends for the party system nationalization were revealed by the recent elections held in the united territorial communities (UTC), formed during the implementation of the territorial reform.The election results in the UTG not only do not reflect, and in some moments even contradict the party structure in parliament, and the results of opinion polls on parliamentary elections.At first glance, the results of the elections in the UTC can be ignored, since they are not representative for the whole country – they cover only about 5% of all voters in Ukraine. In addition, they are held by proportional, and not mixed, as a parliamentary election, system, which can also affect the obtained results. However, together with the results of the 2015 local elections they indicate a tendency towards the denationalization of the party system: the emergence of regional political parties not represented in the national parliament, which can consciously be limited to the local level of politics. The article is devoted to the methodology of modelling the evolution of an aggressive totalitarian regime. The methodology is grounded on the macroeconomic functions and their geometric reflection. Several models are built and analyzed in the article, such as the socio-political, military-economic and socio-economic evolution of totalitarian society; evolution of labour potential; goods' net exports and production capacity of the country with a variable level of nationalization of the economy; changing economic potential during the war between a large totalitarian country and a small democracy country. The nowadays totalitarian regime (similar to the previous one) is based on the nationalization of the economy and the manipulation of information. The nationalization isn't total now, but the means of manipulation have improved significantly. The authors suggested that the reduction of repression in a totalitarian country is not a sign of its liberalization. The economic growth leads to the impoverishment of the population, and economic crises – to its disqualification in quasi-market circumstances. Together they strengthen the regime's social base. High prices for low-tech goods increase the level of nationalization of the economy and, consequently, reduce the country's productive potential. Specialization in low-tech exports puts it in a "trap of nationalization", where the positive trade balance becomes impossible to even with lower levels of government regulation. Deteriorating global conditions for trade in low-tech goods create a situation of uncertainty when the level of nationalization can both fall and rise. The excess of maximum allowable losses over the minimum possible losses of a large totalitarian country becomes the "trigger" for open aggression. The article is devoted to the study of the characteristics and typology of regional political parties in Ukraine, the assessment of the connection of the nationalization of the party system of Ukraine, the deviance (non-typology) of electoral behavior of the regions with the development of regional parties in the state by the results of local elections in 2015.In the course of the study, the main scientific approaches to the characterization and typology of regional parties in Ukraine were considered. It has been established that scholars identify the following categories of regional political parties, namely: ideological parties, political parties-projects of prominent personalities, ethnic parties, administrative parties (pro-government political parties). It is proposed to expand existing typology by introducing such categories of regional parties as projects of local elites, regional parties oriented on pro-Russian politics in Ukraine, technical political parties, which are beginning active activities before the elections, helping to ensure passing to local bodies of self-government to certain persons. It was found that regional political parties, based on the results of the local elections in Ukraine in 2015, were two pro-Russian political forces, four parties that focused on supporting the interests of local elites and one ethnic party. It is noted that the support of regional political parties is low. This is confirmed by the results of the electoral vote at the national level. It was noted that against the backdrop of a high level of nationalization of the party system for the period of 2014–2015, calculated on three approaches (the nationalization index was calculated according to the approach of M. Johns and S. Meinwering, G. Holosov and author's modified approach), these parties did not have significant influence on the electoral picture of the country. It is also determined that since the third author's modified approach allows to take into account the results of elections to local self-government bodies, it is relevant for the study of regional parties. Therefore, its use is most optimal for similar analytical purposes.Among the factors that had the greatest influence on party nationalization over the period of 2014–2015 were the electoral system, the transformational factors in the socio-political space, the change in the form of government, decentralization (de-volition) associated with the reform of local self-government and the territorial organization of power in Ukraine Accordingly, it has been proved that the latter of these factors has become an important prerequisite for the emergence of new regional political parties at the local elections of 2015. ; Статья посвящена изучению характеристики и типологизации региональных политических партий в Украине, оценке связи национализации партийной системы Украины, девиантности (нетипичности) электорального поведения регионов с развитием региональных партий в государстве по результатам местных выборов в 2015 г.В процессе исследования были рассмотрены основные научные подходы к характеристике и типологизации региональных партий в Украине. Установлено, что ученые выделяют такие категории региональных политических партий, а именно: идеологические партии, политические партии-проекты известных личностей, этнические партии, административные партии (провластные политические партии). Предложено расширить существующую типологизацию за счет введения таких категорий региональных партий, как проекты местных элит, региональных партий, ориентированных на пророссийскую политику в Украине, технических политических партий, которые начинают активную деятельность перед выборами, помогая обеспечить прохождение в местные органы самоуправления определенным лицам. Было установлено, что региональными политическими партиями по результатам местных выборов в Украине в 2015 г. выступали две пророссийские политические силы, четыре партии, которые ориентированы на поддержку интересов местных элит, и одна этническая партия. Отмечено, поддержка региональных политических партий низкая. Это подтверждают результаты электорального голосования на общегосударственном уровне. Отмечено, что на фоне высокого уровня национализации партийной системы за период 2014–2015 гг., рассчитанной по трем подходам (рассчитано индекс национализации согласно подходам М. Джонса и С. Мейнверинга, Г. Голосова и авторским модифицированным подходам), эти партии не имели существенного влияния на электоральную картину страны. Также определено, что поскольку третий авторский модифицированный подход позволяет учитывать результаты выборов в органы местного самоуправления, он является актуальным для исследования региональных партий. Поэтому его использование является наиболее оптимальным для аналогичных аналитических целей.Среди факторов, оказавших наибольшее влияние на партийную национализацию за период 2014–2015 гг., выделено избирательную систему, трансформационные факторы в общественно-политическом пространстве, изменение формы правления, децентрализацию (деволюцию), связанную с реформой местного самоуправления и территориальной организацией власти в Украине. Відзначено, підтримка регіональних політичних партій є низькою. Це підтверджують результати електорального голосування на загальнодержавному рівні. Відзначено, що на фоні високого рівня націоналізації партійної системи за період 2014–2015 рр., розрахованої за трьома підходами (розраховано індекс націоналізації згідно з підходом М. Джонса і С. Мейнверінга, Г. Голосова та авторським модифікованим підходом), ці партії не мали суттєвого впливу на електоральну картину країни. Також визначено, що оскільки третій авторський модифікований підхід дозволяє враховувати результати виборів до органів місцевого самоврядування, він є актуальним для дослідження регіональних партій. Тому його використання є найбільш оптимальним для аналогічних аналітичних цілей. Серед факторів, які мали найбільший вплив на партійну націоналізацію за період 2014–2015 рр., виділено виборчу систему, трансформаційні чинники в суспільно-політичному просторі, зміну форми правління, децентралізацію (деволюцію), пов'язану з реформою місцевого самоврядування та територіальної організації влади в Україні. Відповідно, доведено, що останній із зазначених чинників став важливою передумовою виникнення нових регіональних політичних партій на місцевих виборах 2015 р.
