A major representative of Kurdish nationalism in Turkey, the Kurdistan Workers Party (PKK) renewed its violent activities while ending a ceasefire that lasted for almost five years in 2004. The nature of its armed struggle is in many aspects different from that of the period of 1984-1999. The issue of the Kurdish question in Turkey has been once again becoming increasingly dynamic in the last years, and the violent manifestations connected with this issue have been increasing as well. The presented case study deals with the offensive tactics of the PKK during its armed struggle in Turkey in the period from 2004 to 2011. The activities of the PKK are framed in the concept of insurgency. The analysis is focused on a description and interpretation of the nature of the PKKs offensive operations. On the basis of the analysis of the operational level of the PKKs activities, the pursued insurgent tactics are identified. The PKK pursues and combines four kinds of typical insurgency tactics - provocation, intimidation, protraction, and exhaustion, with the first two being the most important. In the background of the PKKs campaign, we can observe that the PKK plans and times its operations very carefully. The survey covers the period of a gradual decline from the record levels of hospitalization at the end of February and a decline in new daily cases. During the fieldwork a the curfew rules became stricter and forbade a walk in nature after 8 pm. Travel abroad for holidays was also forbidden. Fears of the disease, agreement and compliance with the introduced quarantine measures, changes of behavior at times of the epidemic and the approval of government strategies are surveyed. Several questions are dedicated to vaccination plans and factors influencing the decision to not/vaccinate. Surveyed are also fears of loosing work and changes in the income situation and situation in the public health care system during the pandemic. This is the eight survey from the "How are you, Slovakia?" survey series.

The article documents the process of the increase in the relevance of fundamental rights in the European Union and calls attention to the fact that it is gradually approaching an important point whose attainment would have a considerable impact on the nature of the EU. The text traces the development of the EU's powers and activities in setting the norms related to fundamental rights, and deciding about their application, control and enforcement. The states have been reluctant to permit the Union to intervene into their domestic human rights affairs which are not connected to the EU's competences. Nevertheless, its recent activities indicate that the EU is starting to get more say even in this cautiously guarded domain of domestic competence. Adapted from the source document.
On the quality of public administration in Belarus in the context of the requirements of the time
The article attempts to consider the political and legal crisis that has been going on in Belarus for almost a year, in the context of the relationship between its causes and the quality of public administration. To this end, the authors identify modern approaches to understanding good governance. The indicators of management quality developed by authoritative international structures are indicated, on the basis of which it is possible not only to give an objective assessment of the quality of management in Belarus, but also to identify the most problematic positions. As shown in the paper, the main disadvantage of the quality of governance in Belarus is its authoritarian nature, which is manifested in the disregard for people's opinions and accountability. The process of gradual establishment of an authoritarian regime in the republic by means of the analysis of the chronology of the social and political events that took place in the republic during the last decades is clearly shown. In the final part of the work, the author draws attention to the factors that give stability to those regimes that can be attributed to information autocracies. In particular, it is the existence of state property and control over it as an instrument of power retention. The issue of its effectiveness (for example, state-owned enterprises) is not a priority for the country's leadership. The next factor is the presence of control over the political influence of deputies, checking the loyalty of people's deputies. In the system of government formed in Belarus, all elected officials, from village council deputies to parliament, are rigorously selected for their loyalty and lack of ambition. After that, they easily move from the vertical to the representative bodies (and back), occupying leadership positions in structures that mimic civil society.
