The political and administrative division of the Capital District of Bogotá, has generated debate about its legal nature, because it can not be framed within the denomination of decentralization, as established by the Constitution of Bogotá, given the problems of this term for the reality of the division. The aim of this article is to critically analyze Law 9 of 1989, called the Law on Urban Reform in Colombia. It is a study of this legislation from a social legal perspective. With this end in view, the article seeks to investigate the origins and determinant background that have given rise to this law, analyzing the social legal and political context within it arises, and as such, finally analyzing the impact and social significance thereof on urban reform and on economic, social and spatial structures of Colombian society. This article endeavours to find the association between the appearance of this law and the dynamics of social movements in Colombia. It is necessary to point out that this study is by nature historically reconstructive and does not incorporate the subsequent changes that have been made to this legislation as brought about by Law 388 of 1977. ; El presente artículo tiene como objetivo realizar un análisis crítico de la Ley 09 de 1989, denominada ley de reforma urbana colombiana. Se trata de un estudio de dicha normativa desde la perspectiva de la sociología jurídica crítica.Para tales efectos el artículo busca indagar sobre los orígenes y determinantes de fondo que han dado lugar a la expedición de esta ley, analizar el contexto socio jurídico y político dentro del cual se produce, así como, finalmente, analizar el impacto y significación social de la Ley de reforma urbana sobre las estructuras económicas, sociales y espaciales de la sociedad colombiana. En el artículo se intenta hacer una asociación entre la aparición de esta Ley y la dinámica de los movimientos sociales en Colombia. Rabhas are one of the most noteworthy ethnic communities living in foothills of North Bengal and in Assam. They have been living in these regions for centuries maintaining their self-designed society, culture and indigenous livelihood; separate from other tribes. Rabhas found over this broad Sub-Himalayan belt have one thing in common, that is their closeness to nature which is evident in their religion, customs and everyday life. The groups of Rabhas living in North Bengal across the flood plains of river Teesta, Torsa, Jaldhaka, Kaljani, Raidak etc. are mostly forest dwellers. They have lived in harmony with their natural surroundings, using available forest resources, for time immemorial. The first push to their ethnic life style came during the British Rule with the introduction of draconian Forest Act of 1878 and 1927, which tried to evacuate these forest dwellers from their natural habitat. Since independence, there have been changes in the forest law to ensure the rights of forest dwellers on forest. But the ground scenario has not improved much, because- forest dwelling is totally conditioned by the whip of the forest officials who often fail to balance between protecting the forest and allowing the forest dwellers to exercise their right on forest. Again since adoption of 'Look East Policy' by Government of India and successive development works by Government of West Bengal, drastic changes have come to the lives of these forest dwellers. Both the physical and social distance of these people with modern civic life have considerably reduced. Again with the expansion of majoritarian culture and silent conversion in these places, the age-old indigenous life of Rabhas is at risk. The present study aims to identify the socio-economic status of the Rabhas of Andu Forest Village, changes in their livelihood and their interaction with surrounding forest of Chilapata Beat of Jaldapara Wild Life Division in Alipurduar District of West Bengal.

Northern Cyprus (NC) is suffering from limited water resources and reiterated drought condition experiences due to global warming effects. Previous studies revealed that the water management policy in the country is not sustainable from the perspective of demand and balance. Apparently, the reuse of recycled water will be an alternative resource and can be utilized for some specific purposes to reduce water extraction from the ground. It is expected that treated wastewater will reach 20 million cubic meters (MCM) per year after the completion of the new sewage system for Lefkosa. Today, 20,000 m3 of wastewater is treated at the Lefkosa Central Treatment Plant up to the secondary treatment level, in which the degree of treatment varies from 60% to 95% owing to the weather conditions in the country during the year. Effluent water reuse in NC was not accepted due to cultural belief. However, water scarcity was experienced in the country during the last decade, forcing the farmers to benefit from the recycled water. There is no regulatory framework available in the country for effluent water reuse. However, preparation studies are almost finalized after discussions among government and European Union (EU) agencies. Cyprus, as an EU country, has an obligation to treat the wastewater up to the secondary level before releasing it in an environmentally friendly nature, following the Directive 91/271/EEC. This paper analyzes the effluent water reuse possibilities as a component of integrated water resource management in Northern Cyprus considering laboratory experiment results. It appears that applying tertiary treatment in Northern Cyprus will allow 20 MCM of water contribution to the water budget and it will help protect the vulnerable environment. Also, since the cost of tertiary treatment will be 0.2 United States dollars (USD)/m3, it would be reasonable to prefer this process to the desalination of water, which costs of 1 USD/m3.

There is ample evidence that cyber-attacks and cyber warfare are a growing concern for the United States. Our warfighting systems and networks have inherent vulnerabilities and so are targets for cyber adversaries. By nature, cyber warfare is an asynchronous strategy, so the danger posed by a cyber threat is not proportional to the size of the entity initiating the attack. The United States' traditional adversaries, state and non-state actors, domestic terrorists, and even individuals can pose an equally dangerous threat. The various types and astonishing number of cyber-attacks on the DoD has focused efforts to limit exposure to cyber-attacks and mitigate unavoidable vulnerabilities. The most effective way to "harden" systems against potential cyber-attacks is to develop the system with a cyber warfare mindset. To do this, program managers must have an in-depth understanding of their system's cyber vulnerabilities and exercise control over the design and configuration of those vulnerable subsystems. There are several challenges in both understanding and controlling a system's cyber vulnerabilities, including that the Defense Acquisition System (DAS) is designed to cede most of the design decisions to the contractor. All known and potential cyber vulnerabilities need to be treated as system Configuration Item, so that design and configuration is under government control. Fortunately, there are tools, techniques, and analyses that can augment the DAS to gain a better understanding and provide more control over the design and configuration of those subsystems presenting cyber vulnerabilities. This research analyzes the integration of these tools and the expected improvement in cyber performance resulting from the implementation. Background: Advance care planning (ACP) involves important decision making about future medical needs. The high-volume and disparate nature of ACP research makes it difficult to grasp the evidence and derive clear policy lessons for policymakers and clinicians. Aim: The aim of this study was to synthesize ACP research evidence and identify relevant contextual elements, program features, implementation principles, and impacted outcomes to inform policy and practice. Design: An overview of systematic reviews using the Cochrane Handbook of Systematic Reviews of Interventions was performed. Study quality was assessed using a modified version of the AMSTAR (A MeaSurement Tool to Assess Reviews) tool. Data Sources: MEDLINE, EBM Reviews, Cochrane Reviews, CINAHL, Global Health, PsycINFO, and EMBASE were searched for ACP-related research from inception of each database to April 2017. Searches were supplemented with gray literature and manual searches. Eighty systematic reviews, covering over 1660 original articles, were included in the analysis. Results: Legislations, institutional policies, and cultural factors influence ACP development. Positive perceptions toward ACP do not necessarily translate into more end-of-life conversations. Many factors related to patients' and providers' attitudes, and perceptions toward life and mortality influence ACP implementation, decision making, and completion. Limited, low-quality evidence points to several ACP benefits, such as improved end-of-life communication, documentation of care preferences, dying in preferred place, and health care savings. Recurring features that make ACP programs effective include repeated and interactive discussion sessions, decision aids, and interventions targeting multiple stakeholders. Conclusions: Preliminary evidence highlights several elements that influence the ACP process and provides a variety of features that could support successful, effective, and sustainable ACP implementation. However, this evidence is compartmentalized and limited. Further studies evaluating ACP as a unified program and assessing the impact of ACP for different populations, settings, and contexts are needed to develop programs that are able to unleash ACP's full potential. ; MOH (Min. of Health, S'pore) ; Published version

INTRODUCTION: As of April 2019, the current Ebola virus disease (EVD) outbreak in the Democratic Republic of the Congo (DRC) is occurring in a longstanding conflict zone and has become the second largest EVD outbreak in history. It is suspected that after violent events occur, EVD transmission will increase; however, empirical studies to understand the impact of violence on transmission are lacking. Here, we use spatial and temporal trends of EVD case counts to compare transmission rates between health zones that have versus have not experienced recent violent events during the outbreak. METHODS: We collected daily EVD case counts from DRC Ministry of Health. A time-varying indicator of recent violence in each health zone was derived from events documented in the WHO situation reports. We used the Wallinga-Teunis technique to estimate the reproduction number R for each case by day per zone in the 2018–2019 outbreak. We fit an exponentially decaying curve to estimates of R overall and by health zone, for comparison to past outbreaks. RESULTS: As of 16 April 2019, the mean overall R for the entire outbreak was 1.11. We found evidence of an increase in the estimated transmission rates in health zones with recently reported violent events versus those without (p = 0.008). The average R was estimated as between 0.61 and 0.86 in regions not affected by recent violent events, and between 1.01 and 1.07 in zones affected by violent events within the last 21 days, leading to an increase in R between 0.17 and 0.53. Within zones with recent violent events, the mean estimated quenching rate was lower than for all past outbreaks except the 2013–2016 West African outbreak. CONCLUSION: The difference in the estimated transmission rates between zones affected by recent violent events suggests that violent events are contributing to increased transmission and the ongoing nature of this outbreak.

Referring to journalistic materials of the Russian, Mongolian, and Finnish press, the authors consider the features of the metaphorical use of language means that verbalise the elements of the culinary and gastronomic sphere in political discourse. The figurative use of the Rus. кухня, Mong. гал тогоо, Fin. keittiö "kitchen" fixed in explanatory dictionaries provides a basis for proving the universal character of the household artifact metaphor in different languages. The popularity of the kitchen metaphor as a means of conceptualising political life is due to the fact that kitchen and politics are spheres of life where the process of cooking, on the one hand, and conducting independent policies and decision-making on important issues, on the other, are complex phenomena in their nature and require a certain skill and professionalism. As a result of actions hidden from the attention of the uninitiated, a kind of "dish" is prepared, and it is qualitatively different from the original set of ingredients. The intensity of political life is transmitted by "temperature" lexemes of different parts of speech: "cook", "stew", "boil", "seethe", "foam", "scald"; nouns "fire", "boiling water", "steam"; adjectives and participles: "hot", "red-hot", "boiling". Porridge and soup are universal dishes of all the political cuisines and cooking them is connected with the indiscriminate mixing of ingredients in a boiling state and characterising the complexity and uncontrollability of active political life and political seasonings. The model analysed has a powerful axiological potential. Kitchen as a component of the world of everyday life often shows the inside of life, unattractive to prying eyes, forming a negative characteristic of political activities associated with unseemly and unscrupulous deeds of the people involved in the political process. The culinary and gastronomic metaphor involves the metaphor of dirt in its discourse and reinforces the negative characteristic of the political activity. ; Peer reviewed

Ecosystem-based management (EBM) is a holistic approach for nature management that aims at achieving the good health and sustainable use of ecosystems. It is a complex and challenging concept: understanding ecosystems and human impacts upon them is complicated, there are demanding needs for collaboration and harmonisation of approaches and policies, and many conflicting interests must be balanced. Thus, implementation of the concept has been slow. EBM depends on assessments. The most relevant tool is strategic environmental assessment (SEA). SEA has a weak position in the international law of the sea. This mismatch between assessment needs and legal status of SEA may be addressed in the ongoing UN negotiations about biodiversity in areas beyond national jurisdiction. The thesis work has compared how Norway and Canada have implemented EBM. In Norway, EBM has become a routine by the preparation of management plans. Most of the measures the Barents Sea management plan have been implemented, indicating that the plan has reduced pressures on the ecosystem. In Canada, two trial projects for EBM did not result in the implementation of any new measures for the management of the oceans. The different results can primarily be explained by the different roles of the two governments. The Norwegian aimed for a whole-of-government approach and led the planning in a top-down manner. The Canadian delegated the entire task according to a governance approach. The consensus-based collaborative planning that followed did not resolve conflicts and resulted in high-level strategic plans that were not implementable. As a contrast, the Norwegian government negotiated compromises over conflicts internally and managed to prepare a plan that was more concrete. These results contradicts the many recommendations of governance-based approaches in EBM. The results also rejects prior conclusions contending that national ocean policies based on law tend to be more successful than those solely based on executive action.

The purpose of the work was to find out the features of manifestation of the features of the decorative nature of the species of the Magnoliaceae Juss. on the example of plants from the collection of the O.V. Fomin Botanical Garden of the ESC "Institute of Biology and Medicine" on the climatic conditions of the Kiev metropolis. This article provides detailed study the 12 leaf-declining species of the Magnoliaceae. We studied
the complex and seasonal decorativeness, estimated decorativeness, determined the total annual indicator of decorativeness, investigated the
seasonal rhythm of plant development on the basis of phenological observations. Basic physiological indicators that were taken into account:
budding, opening of flower and vegetative buds, leaf formation, flowering and fruiting. All species that were investigated undergo a full cycle of seasonal development: beautifully bloom, develop and form normally developed fruits and seeds in conditions of ex situ of the Botanical Garden. The species are divided into two groups according to the beginning of the growing season: medium (L. chinense (Hemsl.) Sarg., L. tulipifera L., M. stellata (Siebold & Zucc.) Maxim., M. tripetala L., M. officinalis Rehder & E.H. Wilson, M. denudata Desr., M. liliiflora Desr., M. kobus DC., M. soulangeana Soul.-Bod., M. salicifolia(Sieb. Et Zuss.) Maxim., M. obovata Thunb.) and late (M. biondii Pamp.); into three groups according to the dates of flowering relative to the seasons of the year: early spring (M. stellata, M. denudata, M. salicifolia, M. kobus), late spring and early summer (L. chinense, L. tulipifera, M. tripetala, M. officinalis, M. liliiflora, M. soulangeana, M. obovata), middle summer (M. biondii). The high decorative of studied species (their total annual decorative rate is 4 points) and their high adoptative ability to changes of environmental conditions are concluded. Thus, there is a necessary to extend the using of magnolias in landscaping of urban landscapes as climate forming plants.

Among plants used in spaceflight experiments, species of family Brassicaceaeare considered as the most resistant to radiation exposure. It is supposed that ER-bodies, which are derivative of granular endoplasmic reticulum and selectively accumulate an enzyme β-glucosidase, may be responsible for this resistance. The aim of the study was to investigate the ultrastructure and topography of ER-bodies in statocytes and cells of the distal elongation zone in root apices of A. thaliana seedlings in the control and under X-radiation. Methods. Seedlings grown on agar nutrient medium were treated with X-rays of doses 0.5 Gy, 1 Gy, 2 Gy, 4 Gy, 6 Gy, 8 Gy, 10 Gy, and 12 Gy on the unit RUM-17 (dose rate 0.43 cGr/s). The root apices were fixed with a mixture of epoxide resins. Ultra-thin longitudinal sections were investigated with a transmission electron microscope JEM-1230 EX. Results. It was shown the similarity in the root apex cell ultrastructure in control and under X-radiation. At the same time there were some differences in the ultrustructure of statocytes and cells of the distal elongation zone under X-radiation. An increase in the number of profiles
of granular endoplasmic reticulum and the total area of ER-bodies per cell in two hours and ten days after X-radiation more than twice in comparison to control was established. It was revealed the variability of ER-bodies in shape and size depending on the dose of X-rays. The nature of such alterations in the cell may indicate certain changes in metabolism, carried out within the range of cell physiological responses.
Conclusions. For the first time, the influence of X-radiation on dynamics of the formation of ER-bodies, which are derivative of granular endoplasmic reticulum, in statocytes and cells of the distal elongation zone in root apices of A. thaliana seedlings has been studied. The increased area of ER-bodies, which contain β-glucosidase (PYK 10), is considered as an adaptive cell response to ionizing radiation.

he local landscape Feofaniya is located on the outskirts of the Kyiv and represents communities of native oak wood with high density of ancient trees and hornbeam forest, steppe meadow, culture phytocenoses, cascade of ponds, stream. For the period 2012-2018 11 species of fish, 8
amphibians, 7 reptiles, 111 birds, 29 mammals were identified. Of these, 82.0 % of species are protected internationally, 8.9 % at the state level of the Ukraine, 12.6 % are regionally rare. In 81% of animal species, the reproductive site passes through the tract, and in half of them the whole life cycle. 19 % of the species composition of birds (Aves) are sedentary, 58 % arrive for nesting, 12 % for feeding, 9 % for wintering, 2 % for migratory (Regulus ignicapillus, Nucifraga caryocatactes). 82.8 % of mammals (Mammalia) are sedentary, 10.3 % are migratory (Pipistrellus nathusii, Pipistrellus pygmaeu, Nyctalus leisleri), 6.9 % with unexplained status (Neovison vison, Capreolus capreolus). The local landscape has 12 alien species. Carassius gibelio, Ctenopharyngodon idella, Hypophthalmichthys molitrix released into ponds with the purpose of stocking. Trachemys seripta elegans bring vacationers to the ponds. Pseudorasbora parva, Perccottus glenii, Streptopelia decaocto, Dendrocopos syriacus, Phoenicurus ochruros, Serinus serinus, Ondatra zibet, Pipistrellus kuhlii, Neovison vison penetrated the local landscape independently from neighboring biotopes. Thanks to biotechnical measures aimed at improving the living conditions of animals (protection of natural nests and the creation of artificial ones), hanging feeders in the winter, hanging shelters for daytime and wintering bats. The negative impact on the biotopes of Feofaniya from the side of recreants is somewhat leveled at the expense of educational work with vacationers. The most relevant propaganda work is aimed at educating
correct behavior in nature, explaining the need to protect all plant and animal species, their biotopes, and explaining the consequences of disturbing the balance of sustainable development of ecosystems.

Information about floristic record of Erechtites hieracifoliа (L.) Raf. ex DC. (Asteraceae Bercht. & J. Presl) at the territory of the Chernobyl Radiation and Ecological Biosphere Reserve and National Nature Park "Нolosiivsky", new for the Kyiv Polyssia alien species was presented. This species has north american origin, according to the time of arrival it is kenophyte, according to the skidding method – xenophyte, on naturalization level – kolonophyte. Firstly in the region of study this species was collected in 2018 in vicinities of former village Ilovnitsa (northern part of the village) of Ivankov district of Kyiv Oblast. Later, in 2019 E. hieracifoliа was noted in two another sites of biosphere reserve (vicinities of former village Klyvyny of Ivankiv District, Kyiv Region and former village Kamianka of the same administrative units). Total revealed more than 60 species plants, in vegetative state (prevailed) and also in generative state. Plants were noted sporadically on forest edges and roads in composition of unformed plant communities. In 2019 this species was also found on the territory of National Naturе Park "Нolosiivsky" (Sviatoshin-Bilychі branch) where individuals of the species were found singly or in small groups (5–10 plants). In total, 60 plants of E. hieracifoliа were noted here. Probably they came to the study region recently – some years ago, skid occurred on high roads which plants used as wind corridors flanked by forests, and also on local ways; it is possible that diaspores distribution is carried out also by birds. Schematic map of species distribution in the region was presented. Data about primary and secondary areas of the E. hieracifoliа, its ecological and coenotic peculiarities were presented. The main stages of history of skidding and further distribution of the investigated species in Ukraine were reconstructed; the main directions of it distribution is connected with northern and western regions of the country. Currently, the species tends to actively spread into another regions of Ukraine. In Europe it belongs to invasive species and demands control of spread.

In this work the relationship between the formal number of π-electrons, d-orbital conjugation topology, π-electron delocalization and aromaticity in d-block metallacycles is investigated in the context of recent findings concerning the correlation of π-HOMO topology and the magnetic aromaticity indices in these species. It is demonstrated that for π-electron rich d-metallacycles the direct link between aromaticity, the number of π-electrons and the frontier π-orbital topology does not strictly hold and for such systems it is very difficult to unambiguously associate their aromaticity with the '4n+2' (Hückel) and '4n' (Möbius) rules. It is also shown that the recently proposed electron density of delocalized bonds (EDDB) method can successfully be used not only to quantify and visualize aromaticity in such difficult cases, but also - in contrast to magnetic aromaticity descriptors - to provide a great deal of information on the real role of d-orbitals in metallacycles without the ambiguity of bookkeeping of electrons in the π-subsystem of the molecular ring. This research is motivated by the lack of research on film that uses Sundanese language and cultural settings. This study aims to describe the cultural elements that exist in the Cakra Buana film story. The method used in this research is descriptive analysis with document study techniques in the form of artwork. The data source in this study is the story of the film Cakra Buana by director Massimo Burhanuddin. The results of the study include 7 cultural elements, including: language, this film uses Sundanese language and undak usuk basa, knowledge systems are divided based on knowledge about nature and social, social organizations include government systems, how to replace leaders and designations of kinship, technological systems including tools, food, clothing, houses and means of transportation, the livelihood system that is farming, the religious system is still influenced by Hinduism and Buddhism because it uses the word "Sang Hyang" in mentioning the name of God, and there are 2 arts in this film namely music and art motion (traditional dance).AbstrakPenelitian ini dilatarbelakangi oleh kurangnya penelitian tentang perfilman yang menggunakan bahasa dan latar budaya Sunda. Penelitian ini bertujuan untuk mendeskripsikan unsur budaya yang ada dalam cerita film Cakra Buana. Hasil penelitian meliputi 7 unsur budaya, diantaranya: bahasa, film ini menggunakan bahasa Sunda serta menggunakan undak usuk basa, sistem pengetahuan dibagi berdasarkan pengetahuan tentang alam dan sosial, organisasi sosial meliputi sistem pemerintahan, cara mengganti pemimpin dan sebutan kekerabatan, sistem teknologi diantaranya perkakas, makanan, pakaian, rumah dan alat transportasi, sistem mata pencahariannya yaitu bercocok tanam, sistem religinya masih ada pengaruh dari ajaran Hindu dan Buddha karena menggunakan kata "Sang Hyang" dalam menyebutkan nama Tuhan, dan kesenian dalam film ini ada 2 yaitu seni musik dan seni gerak.
