This study is part of PIBIC / UFC / FUNCAP project entitled: "The continuing formation of teachers in the context of democratization of the school management in municipal network of Fortaleza, Ceará, Brazil", which aims to identify actions and proposals involving the continuing formation process of teachers from different training areas. This is a qualitative approach research; the instruments used were documentary research and semi-structured interviews with teachers and other components of the school community. In the data analysis the theoretical basis of support is the historical dialectic, to try to reach an understanding of the investigated reality. As partial results with the objects, eleven schools of the municipal network, and their segments, it appears that teacher formation policies and actions in progress signal to the alignment of education and training to meet the legal powers, international organizations and neoliberal ideology. ; Este estudio es parte integrante del proyecto PIBIC / UFC / FUNCAP, titulado: "La formación continuada de los profesores en el contexto de democratización de la gestión escolar en la red municipal de Fortaleza, Ceará, Brasil", que tiene por objetivo identificar las acciones y propuestas que involucra Los procesos de formación continuada de profesores a partir de los diferentes espacios formativos. Se trata de una investigación con enfoque cualitativo, teniendo como instrumentos la investigación documental y entrevistas semiestructuradas con profesores y otros componentes de la comunidad escolar. En el análisis de los datos el aporte teórico de sustentación es el histórico dialéctico, para intentar llegar a la comprensión de la realidad investigada. Como resultados parciales, teniendo como objetos once escuelas de la red municipal y sus segmentos, se constata que las políticas de formación de profesores y las acciones en marcha señalan para el alineamiento de las formaciones, que atienden a las prerrogativas legales, organismos internacionales e ideario neoliberal. ; Este estudo é parte integrante do projeto PIBIC/UFC/FUNCAP, intitulado: "A formação continuada dos professores no contexto de democratização da gestão escolar na rede municipal de Fortaleza, Ceará, Brasil", que tem por objetivo identificar as ações e propostas que envolvem os processos de formação continuada de professores a partir dos diferentes espaços formativos. Trata-se de pesquisa com abordagem qualitativa, tendo como instrumentos a pesquisa documental e entrevistas semiestruturadas com professores e outros componentes da comunidade escolar. Na análise dos dados, o aporte teórico de sustentação é o histórico dialético, para tentar chegar à compreensão da realidade investigada. Como resultados parciais, tendo como objetos onze escolas da rede municipal e seus segmentos, constata-se que as políticas de formação de professores e as ações em andamento sinalizam para o alinhamento das formações, que atendem às prerrogativas legais, organismos internacionais e ideário neoliberal.

Considering the rise of the discussion about the rhetoric of economics at the beginning of the 1980's, the paper aims to show: 1) the relation between the origin of this issue in the academic field and the ascension of the so labeled "neoliberalism" as a doctrine and a collection of capitalists practices perceived at the same time; and 2) the consequences produced by this idea, overseas born, when it meets a peripheral reality like the Brazilian one. In the first case, the authors show the importance of Hayek's reflections about the inadequateness of neoclassical discourse to the aim of ideologically legitimate the market society. In the second they point out that, taking the consequences of the rhetoric project in Brazil, it can be seeing as an additional chapter of "the ideas out of its place" that comes marking the Brazilian history of the ideas. Mudança em tempos de globalização: o capitalismo não é mais progressista?

Technical progress and economic development are promotions of capitalism, says a well known idea hereby contradicted. Recent changes under neoliberalism show that the more freedom of move to capital the less development of productive forces. There was no synchronicity and coherence fostering economic growth between changes at the micro level of techno-productive and managerial innovation and the ones at the macro level of institutional structures and economic policy. Empowerment of finance capital and monopolies got them opportunity to control the state and set its economic policy to support fictitious capital accumulation and to rule restructuring of corporate management. Surplus redistribution favoring finance capital is a burden to be carried on the back of society's productive structures, lowering investment, employment qnd growth. Focusing Latin America and Brazil, the same picture is seen, worsened by external fragility that deepens historical dependency. (Rev Econ Polit/DÜI)

The academic capitalism and neo-liberal reforms in Brazilian higher education ; Capitalismo académico y reformas neoliberales en la educación superior brasileña ; Capitalismo acadêmico e reformas neoliberais no ensino superior brasileiro
This article aims to understand the political economy of higher education based on the contextualization and the description of the main government programs developed throughout the Lula and Dilma governments. The academic capitalism category will be explored for an initial analysis of neoliberal reforms in Brazilian higher education. The category seeks to identify the multiple forms and meanings through which market and pro-market behaviors have been adopted by the US universities to create processes of integration to the new economy in search of alternative funding sources. When Brazilian government programs are approached to the perspective of academic capitalism, we identify that the changes imposed by the amendments in legislation contribute to the restructuring of academic practices and create conditions for implementation of the academic capitalist regime. However, the functional-systemic-structural bias of the category and the need to mediate with the "concrete" imposes limits for the understanding of higher education reforms in the country. Thus, in order to reflect on the implications of neoliberal logic for reforms in dependent countries such as Brazil, it is necessary to resume the thinking of the Brazilian sociologist Florestan Fernandes and submit the dependent pattern category on higher education formulated by him in the 1970s to contemporary historical-concrete mediations to understand how ongoing reforms are related to that pattern. ; El objetivo de este artículo es presentar el ejercicio de entender la economía política de la educación superior a partir de la contextualización y de la descripción de los principales programas gubernamentales desarrollados durante las gestiones de Luiz Inácio Lula da Silva y Dilma Rousseff. Se explora la categoría capitalismo académico para un ejercicio inicial de análisis de las reformas neoliberales en la educación superior brasileña. Dicha categoría se propone identificar los múltiples significados y formas mediante los cuales las universidades estadunidenses han adoptado comportamientos de mercado y promercado para crear procesos de integración a la denominada nueva economía en búsqueda de fuentes alternativas de financiación. Al aproximar los programas del gobierno brasileño a la perspectiva del capitalismo académico, se identifica que los cambios impuestos por las modificaciones en la legislación contribuyen a la reestructuración de las prácticas académicas y crean condiciones para la implementación del régimen académico capitalista. Sin embargo, el sesgo funcionalista-sistémico-estructural de la categoría y la necesidad de mediación con lo concreto imponen límites a la comprensión de las reformas en la educación superior del país. Se observa que, para reflexionar sobre las implicaciones de la lógica neoliberal de las reformas en los países dependientes como Brasil, es necesario retomar el pensamiento del sociólogo brasileño Florestan Fernandes y someter la categoría estándar dependiente de la educación superior a mediaciones histórico-concretas contemporáneas para entender cómo las reformas en curso se relacionan con ese estándar. ; Este artigo tem por objetivo apresentar o exercício de compreensão da economia política do ensino superior a partir da contextualização e descrever os principais programas governamentais desenvolvidos nos governos Lula e Dilma. Exploramos a categoria capitalismo acadêmico para um exercício inicial de análise das reformas neoliberais no ensino superior brasileiro. Essa categoria busca identificar as múltiplas formas e significados, por meio das quais comportamentos de mercado e pró-mercado têm sido adotados pelas universidades estadunidenses para criar processos de integração à chamada nova economia em busca de fontes alternativas de financiamento. Ao aproximar os programas governamentais brasileiros à ótica do capitalismo acadêmico, identificamos que as mudanças impostas pelas alterações na legislação contribuem para a reestruturação das práticas acadêmicas e criam condições para a implementação do regime acadêmico capitalista. Entretanto, o viés funcionalista-sistêmico-estrutural da categoria e a necessidade de mediação com o concreto impõem limites para o entendimento das reformas no ensino superior do país. Vislumbramos que, para refletir sobre as implicações da lógica neoliberal nas reformas em países dependentes como o Brasil, é necessário retomar o pensamento do sociólogo brasileiro Florestan Fernandes e submeter a categoria padrão dependente de educação superior, formulada por ele na década de 1970, a mediações histórico-concretas coetâneas para compreender como as reformas em curso se relacionam com aquele padrão.

In the last decade, demands for greater order and the defense of traditional moral values have grown in Brazil, within the scope of what authors have been calling the new Brazilian conservatism. Conservative and neoliberal leaders and religious groups stand out, acting on different front lines in politics and social relations, including education. From this context, the article aims to map the different manifestations, actions and agents of the new Brazilian conservatism in the educational field, through theoretical reflection and the construction of a conceptual map. Initially, we discuss different conservative currents, especially the new conservatism in the USA and its influences in Brazil. From Almeida (2017), we outline a conceptual map of the new conservatism in education, highlighting four lines of force: moral, economic, security and socially intolerant. They have connections among themselves and are articulated according to the interests of their defenders. On the educational front, they propagate a technical, banking and authoritarian vision of education, emphasizing the role of the family, restricting teachers' work and student autonomy. We conclude that these multiple lines of force lead to significant setbacks in the construction of plural educational proposals, affecting pedagogical practice, curricula and teacher education. ; En la última década, Brasil ha visto crecientes demandas por un mayor orden y la defensa de los valores morales tradicionales, en el contexto de lo que expertos han llamado el nuevo conservadurismo brasileño. No politics, no society: Questioning the justification of entrepreneurship in Chilean public policies ; Nem política, nem sociedade: Questionando a justificativa de políticas públicas pró-empreendedorismo no Chile
Studies show that the state plays a positive role in shaping conditions for entrepreneurship and promoting economicgrowth through entrepreneurial activity. However, the question of how state intervention in entrepreneurshipis justified in neoliberal regimes has received scant attention, although it can legitimize public policies. We examinethe entrepreneurial slant of the Production and Commerce Development Corporation of Chile (CORFO), whichimplements regulations and grants financial support to startups. Analyzing interviews with CORFO's state officials,public statements, and official documentation, we review the advent of state-led entrepreneurial policy andexplore the post-dictatorial government's principles justifying current state policy. This policy relies on doublede-politicization: i) divesting entrepreneurship from political affiliation and ii) propagating a meritocratic rhetoricof social and individual development, oblivious of structural inequalities. We argue that this is functional for thisregime as long as it guarantees state intervention in entrepreneurship as a policy of common good. ; A literatura sobre a relação entre estado e empreendedorismo mostra que o estado possui um papel positivo na configuração das condições para empreendedorismo e promoção do crescimento econômico por meio da atividade empresarial. No entanto, a questão de como a intervenção estatal é justificada no empreendedorismo em regimesneoliberais tem recebido pouca atenção, apesar de legitimar políticas públicas. No presente estudo, analisando entrevistas com autoridades estatais da Corporação de Desenvolvimento de Comércio e Produção Chilena (CORFO), declarações públicas e documentação oficial, examinamos o advento das políticas pró-empreendedorismo noneoliberal Chile e exploramos os princípios que justificam a política do estado nos governos pós-ditatoriais. Essa política estabelece uma dupla despolitização: i) despojar o empreendimento de filiação política e ii) difundir uma retórica meritocrática imbuída de desenvolvimento social, autorrealização e cega às desigualdades estruturais. Argumentamos que a intervenção no empreendedorismo se justifica como uma política para o bem comum.

POLÍTICAS EDUCACIONAIS NUMA PERSPECTIVA NEOLIBERAL: uma análise crítica da proposta para o programa Future-se
No presente artigo, analisamos as propostas para o programa Future-se e suas possibilidades de mudanças políticas nas instituições federais de ensino superior do Brasil. Considerando o imediatismo na construção das propostas para um programa tão desejado pelo atual governo, desenvolvemos o estudo por meio de referenciais teóricos consolidados e análises de documentos, objetivando reflexões relevantes sobre os conceitos que operam por intermédio dessas propostas políticas para o Ensino Superior no Brasil. Nesse sentido, estabelecemos uma sucinta e relevante construção acadêmica para análise, mediante três dimensões: primeiramente, apresentamos uma breve relação entre as políticas educacionais e o neoliberalismo, considerando a relação entre público e privado na educação, por intermédio da proposta do programa estudado; no segundo momento, descrevemos a proposta de efetivação e estruturação do Future-se no Brasil, através de uma abordagem comparativa e diagnóstica; e, por fim, apresentamos os entraves e as possibilidades do Future-se, considerando uma visão analítica dos conceitos apresentados. Como resultados, verificamos que a proposta do Future-se está relacionada a uma política neoliberal que agride a autonomia das IFES e as submete à lógica de mercado. Dessa forma, concluímos que os conceitos operam sob uma lógica empresarial, com perspectiva de regulação das estruturas das IFES em todos os seus segmentos, produzindo sentidos que alteram as caraterísticas das universidades como espaços de conhecimento e de ações democráticas. EDUCATIONAL POLICIES IN A NEOLIBERAL PERSPECTIVE: a critical analysis of the proposal for the Future-se program ABSTRACTIn this paper, we analyze the proposals for the Future-se program and its possibilities of political changes in the federal institutions of higher education in brazil. Considering the immediacy in the construction of the proposals related to a longed-for program by the government, we carried the study by means of consolidated theoretical frameworks and document analyses, in order to gain insights on the concepts that operate through these political proposals for higher education in brazil. In this direction, we propose a brief and relevant academic discussion for analysis, by means of three dimensions: first, we present a brief relation between the educational policies and the neoliberalism, considering the relation between private and public in education, by means of the proposal of the studied program; secondly, we describe the proposal of implementation and design of the Future-se program in Brazil, through a comparative and diagnostic approach; and, finally, we present the barriers and the possibilities of the Future-se, considering an analytical perspective of the presented concepts. As results, we verify that Future-se proposal is related to a neoliberal policy that poses risks to the autonomy of the federal institutions and submits them to the market logic. Therefore, we conclude that the concepts operate under an entrepreneurial logic, with a perspective of regulation of the federal institutions' structures in all their areas; e that, in both proposals, producing meanings that modify the characteristics of the universities as spaces of knowledge and democratic actions.Keywords: Educational policies. Teacher Training and Education as a Political and Inclusive Project ; Formación del Profesorado y Educación como Proyecto Político e Inclusivo
The typical education policies of the current neoliberalism, conservatism and neocolonialism favor an uncritical education and, therefore, unfair curricular projects and, what is worse, without awareness of this on the part of an important important sector of the teaching staff. It is urgent to defend education as an inclusive political project aimed at identifying and overcoming the obstacles that make it difficult for disadvantaged children to access school institutions, participate democratically in schools and be successful at school. This philosophy demands to be optimistic about the possibilities of education and to demand democratic educational policies that contribute to the formation of a democratic, public and critical teaching staff, trained, educated, supportive, fair, inclusive and always optimistic about the student's chances of success. ; Las políticas educativas típicas del actual neoliberalismo, conservadurismo y neocolonialismo favorecen una educación acrítica y, por tanto, proyectos curriculares injustos y, lo que es peor, sin consciencia de ello por parte de un importante sector importante del profesorado. Urge defender una educación como proyecto político inclusivo destinado a identificar y superar los obstáculos que dificultan a la infancia desfavorecida acceder a las instituciones escolares, participar democráticamente en los centros escolares y tener éxito escolar. Esta filosofía exige ser optimista ante las posibilidades de la educación y reivindicar políticas educativas democráticas que contribuyan a la formación de un profesorado democrático, público y crítico, capacitado, culto, solidario, justo, inclusivo y siempre optimista ante las posibilidades de éxito del alumnado.
