The aim of the study is to evaluate changes in the net international investment position in the European Union in the years 2006–2014 in the context of compliance within the framework of the announced process of macroeconomic disturbances. It was reviewed of the most important theoretical concepts. The goal of the article is a critical analysis of the literature of the subject and analysis of statistical data regarding the international investment position of countries for the period 2006–2014. On this basis, it was made an attempt to assess the current movement behavior of the MPI net balance in the EU. In the EU there are significant differences in capital flows measured by the net international position. The outbreak of the crisis in 2008 caused changes in trend in the development of the capital structure in MPI. During 2006–2014 increased the absolute value of the assets and liabilities of MPI. In most EU countries deepens the negative balance of financial flows of international investment position to GDP of the countries. ; Celem opracowania jest próba ocenienia zmian, jeśli chodzi o międzynarodową pozycję inwestycyjną netto45w krajach Unii Europejskiej w latach 2006–2014 w kontekście przestrzegania zaleceń w ramach ogłoszonej procedury zakłóceń makroekonomicznych. W niniejszej pracy dokonano przeglądu najważniejszych koncepcji teoretycznych, będących punktem wyjścia dalszych rozważań. W tym celu przeanalizowano literaturę przedmiotu oraz dane statystyczne dotyczące międzynarodowej pozycji inwestycyjnej krajów w latach 2006–2014. Na tej podstawie spróbowano ocenić współczesne tendencje dotyczące salda netto MPI w UE. W krajach UE występują znaczące różnice w przepływach kapitału mierzonego międzynarodową pozycją netto. Wybuch kryzysu w 2008 r. wywołał zmiany w tendencji w kształtowaniu się struktury kapitału w MPI. W okresie 2006–2014 następuje wzrost absolutnych wartości aktywów oraz pasywów MPI. W większości krajów UE pogłębia się ujemne saldo przepływów finansowych międzynarodowej pozycji inwestycyjnej względem PKB badanych krajów.

A deposit guarantee scheme is a crucial element of the financial safety network, which is currently undergoing a major reform in the European Union due to the process of the creation of the banking union. Therefore, it is important to present a variety of the possible target models, their adequacy in relation to the objectives set in the reform as well as to analyse the conditions which contributed to the choice of the one that is being implemented. What also needs to be addressed is the issue of the proposed model along with its potential to eliminate systemic dysfunctions, involving those addressed by the EU legislator as well as the moral hazard inherently present in the mere concept of a deposit guarantee scheme.

The article describes numerous forms of actions of public administration authorities, characteristic of the execution of requirements stemming from Directive (EU) 2016/1148 of the European Parliament and the Council of 6 July 2016 concerning measures for a high common level of security of network and information systems across the Union. In particular, it addresses the issues, such as: identifying operators of essential services, dealing with computer security incidents, control activities, restitutive measures and punitive measures. It has been demonstrated that, as regards cybersecurity, from the perspective of the requirements of effective implementation of the NIS Directive and good governance assumptions, it is appropriate to adopt hybrid forms of actions of administration authorities, based both on classic sovereign forms of actions of administration authorities (administrative decisions issued in cases regarding the recognition of an operator of an essential service, in cases concerning administrative pecuniary sanctions), as well as on other forms of actions (related to the exchange of information, issuance of recommendations, use of notices or providing technical support).

Z tego względu istotne jest przedstawienie możliwych modeli docelowych, ich adekwatności w odniesieniu do założonych przez reformę celów, a także analiza uwarunkowań, które zadecydowały o wyłonieniu tego modelu, który jest wdrażany. Rozważenia wymaga również projektowana konstrukcja i jej potencjał w zakresie eliminacji dysfunkcji systemu, zarówno tych uwzględnionych przez unijnego prawodawcę, jak i inherentnie wpisanej w istnienie gwarancji depozytów pokusy nadużycia.

Problematic Internet use in relation to personality traits and early maladaptive patterns of net users
Abstract
This article deals with the phenomenon of Problematic Internet Use among adolescents and people in the stage of early adulthood. The concept based on the diathesis model of stress assumes the existence of factors conducive to the occurrence of this phenomenon. Such factors are postulated as personality traits and early maladaptive schemas that may be a threatening factor as relatively persistent over the course of life. An important point is that the Problematic Internet Use takes into account the preference of on-line contacts apart from the real ones, negative consequences, the aspect of compulsiveness and self-regulation of mood through the network.

This year ten years have passed since Poland became a member of the European Union. The full liberalization of capital flows between Poland and the EU, the OECD, and the EEA was one of the key changes resulting from this membership. The purpose of this article is to analyse selected indicators that define the external stability in the light of the growing involvement of foreign capital in the Polish economy, which is a consequence of that opening. The indicators examined in the article do not give a clear reason for concern; however, there is no doubt that Poland exceeds the thresholds defined by the EU to the current account balance and net IIP referred to the GDP. This means that there is a need to monitor the consequences of rising presence of foreign capital in the Polish economy from the point of view of the conditions of its external stability in the coming years.

Finding much needed funds from taxes to state budgets and an ever-increasing mistrust of politicians and public opinion to the tax optimization schemes of multinational enterprises (MNEs) and high net worth individuals (HNWIs) have sparked an unprecedented political enthusiasm to address international tax avoidance in the last decade. This enthusiasm morphed into a political mandate given by G20 to the OECD in 2012. Amid a plethora of anti-avoidance rules delivered by the OECD under the BEPS Project, the principal purposes test (PPT) and its derivative under the EU Anti-Tax Avoidance Directive (ATAD) – the General Anti-avoidance Rule (GAAR) – are pivotal. The purpose of this contribution is to take an attempt to answer the main research question: is there room for an application of the GAAR (ATAD) and PPT (MLI) in a similar fashion? The assumption positively verified under this study via the prism of tax policy and technical (legal) reasons is that the less dissimilar an application of the GAAR and PPT will be, the less tax avoidance and fewer disputes arising from this phenomenon appear. However, there is a major caveat: the GAAR and PPT must gravitate towards the General Anti-abuse Principle (GAAP) as follows from the jurisprudence of the Court of Justice of the European Union's (CJEU) rather than to the OECD's version of the GAAR in the MLI (PPT). Only such an interpretative approach may ensure the right balance between fiscal interests of countries and individual economic freedoms of taxpayers. This contention stems from an analysis of the wording and structure of the GAAR and PPT, tax policy aims articulated in the preambles to the MLI and ATAD, the Court of Justice of the European Union's (CJEU) case law, the OECD's Commentary, and the relevant literature. ; Potrzeba znalezienia środków z podatków na finansowanie funkcjonowania państw oraz coraz większa nieufność polityków i opinii publicznej wobec schematów optymalizacji podatkowej przedsiębiorstw wielonarodowych (multinational enterprises, MNE) i najbardziej majętnych osób fizycznych (high-net worth individuals, HNWI) wywołały bezprecedensowy entuzjazm polityczny dotyczący przeciwdziałania międzynarodowemu unikaniu opodatkowania. Ten entuzjazm przerodził się w mandat polityczny udzielony OECD przez G20 w 2012 r. Wśród mnogości propozycji środków prawnych przeciwdziałających unikaniu opodatkowania opracowanych przez OECD w ramach projektu BEPS, za kluczowe należy uznać: test jednego z głównych celów (principal purposes test, PPT) z MLI i ogólną klauzulę przeciwdziałania unikaniu opodatkowania (general anti-avoidance rule, GAAR) z unijnej dyrektywy przeciwdziałającej praktykom unikania opodatkowania (anti-tax avoidance directive, ATAD). Celem niniejszego artykułu jest znalezienie odpowiedzi na główne (tytułowe) pytanie badawcze: Czy GAAR (ATAD) i PPT (MLI) powinny być stosowane w podobny sposób? Hipotezą pozytywnie zweryfikowaną w ramach niniejszego opracowania jest to, że: im bardziej zbiegające się (koherentne) będzie stosowanie GAAR i PPT, tym mniej praktyk unikania opodatkowania i sporów wynikających z tego zjawiska będzie występować między podatnikami i organami podatkowymi. Istnieje jednak poważne zastrzeżenie: GAAR i PPT powinny być stosowane zgodnie z ogólną zasadą przeciwdziałania nadużyciom (general anti-abuse principle, GAAP) wynikającą z orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej (TSUE), a nie zgodnie z PPT zaprojektowanym przez OECD. Tylko takie podejście do stosowania GAAR i PPT może zapewnić właściwą równowagę między interesami fiskalnymi różnych państw a swobodami gospodarczymi podatników. Konstatacja ta wynika z analizy treści i struktury GAAR i PPT, celów polityki podatkowej wyrażonych w preambułach do MLI i ATAD, orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej (TSUE), Komentarza OECD do Modelu Konwencji OECD oraz literatury.

"Janosikowe", które miało na celu wyrównywać szanse, doprowadziło do znacznego deficytu budżetowego samorząd województwa mazowieckiego. Była to jedyna w Polsce jednostka samorządu terytorialnego, która przez całą ubiegłą dekadę była płatnikiem netto "janosikowego", czyli do budżetu państwa wpłaciła więcej, niż otrzymała z powrotem. Przez 11 lat to było blisko 6 mld zł. Mazowsze w 2014 r. miało do zapłacenia 646 mln zł. W 2013 roku zapłaciło prawie 660 mln – równowartość 48 procent dochodów podatkowych województwa. Autorzy przedkładanego opracowania zamierzają udowodnić, iż to błędne przepisy aktu normatywnego były przyczyną sytuacji w samorządzie mazowieckim, którą uważają za wręcz absurdalną. Mając powyższe na uwadze należy stwierdzić, że z taką formą subwencjonowania samorząd mazowiecki działa dysfunkcyjnie. ; Today the institution of regional part of the general subsidy, contrary to its name, there is a subsidy within the meaning of Art. 167 paragraph. 2 of the Constitution. "Janosik", which was intended to equalize led to a significant budget deficit the provincial government of Mazovia. It was the only unit in Poland local governments, which for the past decade has been a net contributor "janosikowego", in to the state budget paid more than you receive back. For 11 years it was almost 6 billion zł. Mazovia in 2014. had to pay 646 million zł. In 2013, it paid nearly 660 million – the equivalent of 48 percent of the tax revenue of the province. The author suggests that the research for new methods in the political science in the USA, Which broadly use the concept of systems analysis, realy came into prominence after the Second World War. The impetus for it involved both theoretical and practical considerations. Three of these seem to be of particular importance. First, it became necessary to attempt to explain in some objective manner the failure of "democracy", and the rise of authoritarian political institutions in Germany during the inter-war period. Second, the rise of socialist countries in Europe. Third, the creation of new states in Asia and Africa, as a result of failure of the colonial empires. The first important presentation of systems approach in political science in the USA was made by David Easton. He was primarily concerned with portraying the relationships between a system and the environment in which it was located. He directed attention to the boundary between politics and other aspects of social life, and, postulated the existence of close relationship between the system and environment. Applying systems analysis to (political science, some researchers have developed lists of political functional requisites. One such list war developed by Gabriel Almond, who divides it into four input, and three output functions. The Gabriel Almond's attitudes to the systems analysis is strongly functional oriented. Heapplied the basic Talcott Parsons thesis to the political science considerations. Other scholar, K. W. Deutsch, presents systems analysis in a cybernetic framework. Political systems, from his point of view, are the self-controling, and self-organyzing communication net. Deutsch, however, does not limit his concern to the communication of information; in addition he wants to apply communication theory to the political decision making process, to the role and relative weight of mass media, compared with past memories, stereotypes and other media, and to areas of attetjon, perception and orientation, values and evaluation, goal-seeking, and decision making. The author stresses the fact that, as a scientific method, systems analysis concept, is nolt well developed yet. However, it presents a good background for interdisciplinary research of political institution in action.
