GLOBAL ASPECTS OF FOREIGN INVESTMENTS FLOW
Foreign investment fund in the world has multiplied several times in the last twodecades. However, growing trend of foreign investments fl ow has been broken by the recentfi nancial crisis in the world. Lower infl ow of foreign investments into the developingcountries has made the funding of their current accounts diffi cult, because it becamemore diffi cult for them to get loans in the international capital market. Most net importersof capital are net debtors in the international capital market, which made them increaseinvestment attractiveness for international investors. Thus they tried to decrease theirexposure to the loan market. Although foreign investments are desirable source of fundingthe current account defi cit, net infl ow of these funds generates negative balance in theincome account and puts pressure on the balance of payments of the country. World investmentfl ows have returned to the upward trend in 2013.This paper analyses foreign investments fl ow in the world, by groups of countries.The groups of countries, the subject analysis of this paper, are: Asia, Latin America,Africa, countries in transition and developed countries. The most signifi cant countriesthat are net exporters of capital in the world are the European Union and USA, while thebiggest importers are the growing Asian countries. Starting period for this analysis is1990, and ending period is 2013. Therefore, time series of the analysis covers economiccycles, i.e. rise from the nineties of the last century, then the period of global fi nancial andeconomical crisis that lasted all the ay until the end of 2012.

Was Wesley Clark, NATO's commander-in-chief, right when he said that, instead of launching the operation 'Allied Force' against it, the allies shoul have electronically isolated SR Yugoslavia? Yugoslav hackers and crackers used to good advantage the freedom of the cyberspace. During NATO's intervention, they declared a real 'virtual war' to all the countries supportive of this campaign, particularly to the USA. By swooping down by all available means on numerous official web pages of various American institutions and totally abusing the communicational freedoms on the Net, Yugoslav hackers in fact demonstrated a small part of the possibilities of the new e-force. However, the deleterious consequences of Yugoslav on-line users' activities were so harmful that they prodded the international community into issuing a blunt warning to the Serbian Telecom - we shall switch you off from the Internet! The objective of this research is primarily to evidence a totally novel phenomenon on the Internet, the first organized virtual war taking place in the cyberspace, at the time when a real military campaign was waged against SRY. One of the outcomes of these activities was striking out' the documents from the Net that had been preserved only in this texts' authors' archive. There are no additional scientific resources, since the key sources for this article were the Internet and newspaper articles. Although envisaged as a medium available to all, the Internet must soon be safeguarded and protected by legal means. Otherwise, it might simply cave in under the onslaught of all abuses and innumerable viruses circulating the global cyberspace. Due to the increase in the number of users and services, it may be expected that soon a completely new branch of criminal law is to emerge - computer crime. (SOI : PM: S. 242)

The European entrepreneurial undertaking, in the form of an equipped and armed merchant ship, ready to circumnavigate and conquer the Globe, created the modern world as a world with one side only: the mondialised West. To be globalised today, such a world has to be made as a new net, but now as a new multitask and multidirectional entrepreneurial feedback. Contemporary global liberal interventionism and governmental entrepreneurship are segmented today into a dangerously simplified multitask global pyramid of governance through onedirectional cascades. For a real globalisation, this process has to be twodirectional at least: from the center to the periphery - but from the periphery to the center, too. Otherwise, at the beginning of a new "centennial trend" and a "great cycle" there is the risk that the collapse of the liberal civilization of the 19th century could be repeated. Once again because of the weakness of the world system peripheries. The question how to strengthen the "anonymous" global economic, cultural and political processes of that twodirectional kind, is becoming the central global and strategic issue for today's politics and political science. It has turned out that this kind of state and its processes real global environment could be successfuly analyzed and effectively made use, of only with the complete unreduced methodical front of all the fields of political science together and even more than that. So as they could be practically surmounted only with a very complex political and economic action through the whole set of expertly managed public policies. From the historically based Croatian point of view, a possibility of integration into the world center was always in founding a world-market "niche", and never in making even a mini-empire or in controlling a mondialized or a mega- national net. Without a methodically global political science approach, also leaning on Central European and Mediterranean cultural and politological traditions, such Croatian interest will not be accomplished. With the emergence of television, pre-election campaigns in US shifted its focus from the content and the platform to the image of candidates who became well-packaged products. The biggest election turnout in US occurred exactly at the time of the emergence of this media; however, the percentages of voters' turnout plummeted in the nineties. Enhanced by the attributes of television as a media, the focus on "how" rather than on "what" did not achieve absolute results, and voters responded to the invasion of political image producers with voting abstinence. The latest chapter in pre- election campaigning is the Internet. With its properties and the rapid expansion of the users' net, the new media offers different conditions of communication with voters and is becoming a powerful - and so far, insufficiently utilised - weapon in the hands of pre-election strategists. Procedure for conclusion of EU treaties with third states and international organizations
After the Lisbon Treaty has entered into force, the process of concluding treaties between the EU and third countries or international organizations has sustained significant changes. The most important procedural novelty is the establishment of the ordinary procedure that covers almost all agreements the EU concludes with third parties. Under the Lisbon Treaty, this procedure involves a number of stages: negotiations, signing the agreement, and decision to conclude the agreement. For agreements whose subject matter exclusively or predominantly falls into the domain of common foreign and security policy, there are several derogations from the uniform rules of the ordinary procedure. The same provision of the founding treaty regulates the procedures for amending and suspending the agreement in force, as well as the judicial control procedure of those agreements that are yet to be concluded. The ordinary procedure does not cover two subject-specific proceedings pertaining to relatively narrow areas of EU action. More specifically, they refer to the conclusion of agreements in the area of common trade policy and agreements on the exchange rate of the Euro against the currencies of non-member states. The exclusion of trade agreements is probably the result of the differences that still exist in the division of competencies between the Member States and the EU regarding trade in the area of some services. On the other hand, the enactment of a special procedure for agreements on the Euro exchange rate in relation to the national currency rates of third countries stems from the need to ensure the Union's unique position in this field. On the institutional level, the most important actors in the process of concluding EU agreements are the Council, the Commission and the European Parliament. The Council has retained the central role in all types of treaty procedures, and it decides on essential issues related to the course and outcome of the process. The Commission has retained the major role in initiating and negotiating the agreements, but it is no longer the exclusive initiator and negotiator in the agreement process. Namely, depending on the subject of the treaty, new entrants in that role are the High Representative for Foreign Affairs and Security Policy, and the European Central Bank. The European Parliament has strengthened its position in the procedure for concluding EU agreements and can, therefore, be considered the largest 'net' winner of the Lisbon Treaty reform. This is partly due to its new role in the course of negotiations, which implies the right to be immediately and fully informed about all stages of the proceedings, but to a much greater extent it refers to the powers that this body has in the final stage preceding the conclusion of the agreement. Finally, the EU Court of Justice has an important role in this process; its task is to control the compliance of the EU agreements with the founding treaties prior to their conclusion.

Concentrations of As, Cd, Cu, Fe, Hg, Pb and Zn in muscle tissue of common nase, chub and wels catfish from the Medjuvršje reservoir ; cKoncentracije As, Cd, Cu, Fe, Hg, Pb i Zn u mišićnom tkivu skobalja, klena i soma sa akumulacije Međuvršje
During the survey conducted in 2012, 2013 and 2014, 67 specimens of common nase, chub and wels catfish were collected on the Medjuvršje reservoir. In the muscle tissue of the individual, the level of accumulation of hazardous elements (As, Cd, Cu, Fe, Hg, Pb, Zn) is determined and compared with the MAC values established by the national regulations and legislation, as well as FAO and EU. Muscle samples were tested for the presence and concentration of selected elements using optical emission spectroscopy (ICP-OES). Collection of ichthyological material on the reservoir was carried out using a set of fishing nets with a diameter of 10-80 mm. Reservoir Međuvršje is located in the outlet of the Ovčarsko-Kablar gorge. The Zapadna Morava river upstream of the accumulation is characterized by an intensive emission of industrial, communal and wastewater from rural households, since no settlements or factories do not have systems for water purification. The fish species used in this research are the most frequently fished and most attractive fishing types of Međuvršje reservoir used in human nutrition. The aim of the paper is to examine the safety of meat use of three fish species in human nutrition from the point of view of the hazardous elements presence and comparison with the prescribed limit values (MAC). The measured values of the elements were several times below the prescribed MAC values. Arsenic values were in the range 0.057-0.153 μg/g and the highest values were recorded in common nase. Cadmium was only registered in 2013 in the chub muscle tissue (0.002 μg/g). Copper values ranged 0.006-0.132 μg/g and the highest values were in chub; Fe was in the range 0.503-8.79 μg/g and the highest values were in the wels catfish; Hg was in the range 0.043-0.077 μg/g and the highest values were in chub; Pb was in the range 0.03-0.134 μg/g and the highest values were in the wels catfish, and Zn was in the range 1.387-20.049 μg/g and the highest values were in chub. The results show a safe use of the analysed fish species for human consumption. ; Tokom istraživanja sprovedenih 2012, 2013 i 2014. godine na akumulaciji Međuvršje prikupljeno je 67 jedinki skobalja, klena i soma. U mišićnom tkivu jedinki utvrđen je nivo akumulacije hazardnih elemenata (As, Cd, Cu, Fe, Hg, Pb, Zn) i upoređen sa MDK vrednostima propisanim regulativama i propisima naše zemlje, kao i FAO i EU. Uzorci mišića su testirani na prisustvo i koncentraciju odabranih elemenata primenom optičke emisione spektroskometrije (ICP-OES). Prikupljanje ihtiološkog materijala na akumulaciji vršeno je pomoću seta stajaćih ribarskih mreža promera okaca 10–80 mm. Akumulacija Međuvršje se nalazi u izlaznom delu Ovčarsko-kablarske klisure. Tok Zapadne Morava uzvodno od akumulacije karakteriše intenzivna emisija industrijskih, komunalnih i otpadnih voda iz seoskih domaćinstava s obzirom da nijedno naselje niti fabrika ne poseduju sisteme za prečišćavanje vode. Riblje vrste korišćene u ovom istraživanju predstavljaju najčešće lovljene i najatraktivnije ribolovne vrste akumulacije Međuvršje koje se koriste u ljudskoj ishrani. Cilj rada je sagledavanje bezbednosti upotrebe mesa tri vrste riba u ljudskoj ishrani sa stanovišta prisustva hazardnih elemenata i poređenje sa propisanim graničnim vrednostima (MDK). Izmerene vrednosti elemenata su bile višestruko ispod propisanih MDK vrednosti. Vrednosti arsena bile su u opsegu 0,057-0,153 μg/g, a najviše vrednosti zabeležene su kod skobalja. Kadmijum je registrovan samo 2013. godine u mišićnom tkivu klena (0,002 μg/g). Vrednosti bakra kretale su se u opsegu 0,006-0,132 μg/g, a najviše vrednosti bile su kod klena; Fe je bio u opsegu 0,503-8,79 μg/g, a najviše vrednosti su bile kod soma; Hg je bio u opsegu 0,043-0,077 μg/g, a najviše vrednosti bile su kod klena; Pb je bio u opsegu 0,03-0,134 μg/g, a najviše vrednosti bile su kod soma, a Zn je bio u opsegu 1,387-20,049 μg/g, a najviše vrednosti bile su kod klena. Poluge meke moći Sjedinjenih Američkih Država u politici prema Sovjetskom Savezu u vreme Hladnog rata ; Instruments of soft power in the United States policy toward Soviet Union in the Cold War, 1945-1962
Hladni rat je predstavljao rat ideologija bez presedana u istoriji. Nijedan drugi rat, ni pre ni posle ovog višedecenijskog hladnog sukoba između Sjedinjenih Američkih Država i Saveza Sovjetskih Socijalističkih Republika, nije bio rat koji se vodio u tolikoj meri u sferi meke moći kao Hladni rat. Odsustvo neposrednog oružanog sukoba između Sjedinjenih Američkih Država i Sovjetskog Saveza učinilo je da se Hladni rat odvija kao takmičenje u sferi ekonomije, tehnologije i nauke, kao trka u nuklearnom i konvencionalnom naoružanju i kao svemirsko nadmetanje. Pored takmičenja u sferi tvrde moći, Sjedinjene Američke Države i Sovjetski Savez vodili su intenzivnu bitku u oblasti meke moći. Ovo je bio sukob između američke liberalno-demokratske ideologije i sovjetske marksističke ideologije. Svaka od ove dve zemlje težila je tome da ubedi građane one druge zemlje da je njen društveni i ekonomski sistem idealan i da je bolji i pravedniji od sistema njenog glavnog suparnika. Uzrok propasti Sovjetskog Saveza i komunizma u istočnoj Evropi nikada sa sgurnošću neće moći da bude određen. Okolnosti koje su dovele do raspada Sovjetskog Saveza, pada Berlinskog zida 1989. godine i urušavanja komunizma u Evropi ne mogu se svesti na skup vojnih, političkih, ekonomskih i društvenih činilaca koji su, nezavisno jedni od drugih, doveli do tektonskih promena u međunarodnim odnosima. Svi ovi činioci zajedno, isprepletani u kompleksnu mrežu poluga, učinili su da se Sovjetski Savez uruši i da Sjedinjenim Američkim Državama prepusti ulogu pobednika u Hladnom ratu. Pritom, Amerika nije bila samo vojni i ekonomski pobednik. Amerika je iz Hladnog rata izašla kao moralni i ideološki pobednik. Hladni rat predstavlja temu izuzetno velikog broja radova, ali mali broj tih radova se bavi analizom američko-sovjetskog sukoba u sferi meke moći. Stoga je cilj ovog istraživanja i rada rasvetljavanje, objašnjene i tumačenje poluga meke moći koje su Sjedinjene Američke Države institucionalizovale, pokrenule i upotrebile u ideološkoj borbi protiv Sovjetskog Saveza u vreme Hladnog rata. Međutim, Sjedinjene Američke Države nisu od svog nastanka u drugoj polovini 18. veka do Hladnog rata osmišljeno primenjivale svoju meku moć. Do Hladnog rata upotreba poluga meke moći bila praksa kojom su se Sjedinjene Američke Države bavile isključivo u vreme učešća u oružanim sukobima. Tek sa Hladnim ratom u Americi se javlja potreba za namenskom i osmišljenom upotrebom poluga meke moći. Odmah nakon Drugog svetskog rata Sovjetski Savez je počeo da vrši uticaj na druge zemlje šireći marksističku ideologiju i komunističke ideje. Osim širenja marksističke ideologije Sovjetski Savez je vodio i dobro osmišljenu kampanju protiv Sjedinjenih Američkih Država i američkog načina života. Američka administracija je kao odgovor na sovjetsku spoljnu politiku u periodu od 1946. do 1950. godine stvorila politiku obuzdavanja Sovjetskog Saveza i sovjetskog uticaja u svetu svim sredstvima. Ovo je podrazumevalo kako upotrebu poluga tvrde moći tako i primenu poluga meke moći. U to vreme u američkom društvu postojao je konsenzus o upotrebi političkih, vojnih i ekonomskih oruđa u borbi protiv Sovjetskog Saveza, ali je upotreba poluga meke moći bila predmet duge javne rasprave. Jedna od izuzetno važnih poluga meke moći su državni programi informisanja, odnosno ono što se u Sjedinjenim Američkim Državama smatra propagandom, a propaganda se od nastanka Sjedinjenih Američkih Država do danas smatra nečasnom delatnošću autokratskih režima. Sjedinjene Američke Države su u periodu neposredno nakon Drugog svetskog rata sprovele zakonske, institucionalne i strukturalne promene koje su omogućile trajno ustanovljavanje poluga meke moći zarad širenja američkih vrednosti, ideja i kulture i zarad ideološke borbe protiv Sovjetskog Saveza i sovjetske marksističke ideologije. Zakoni doneti u to vreme su na snazi i danas i pružaju okvir za mnogobrojne programe i aktivnosti na polju primene poluga meke moći po celom svetu. ; The Cold War was a war without precedent in the history. No war before this prolonged cold conflict between the United States and the Soviet Union was waged that much in the realm of soft power as the Cold War. In the absence of an immediate armed conflict between the United States and the Soviet Union, the Cold War was conducted as a competition in the areas of economy, technology and science, nuclear and conventional weapons, as well as the space race. Besides the competition in the realm of hard power, the United States and the Soviet Union pursued an intensive battle in the realm of soft power. This was a conflict between the American ideology of a liberal democracy and the Soviet Marxist ideology. Each of the two attempted to persuade the citizens of the other country that its social and economic practice was an ideal one, better and more just than the other one. The source of the collapse of the Soviet Union and communism in Eastern Europe will never be fully determined. The circumstances that brought about the break-up of the Soviet Union, the fall of the Berlin Wall in 1989, and the fall down of communism in Europe cannot be summarized as an aggregation of military, political, economic and social factors that independently from each other led to the colossal changes in the world order. All of these factors, entangled together in a complex net, caused the implosion of the Soviet Union which left the United States as the winner in the Cold War. Yet, the United States was not only a military and economic victor, it resurfaced as a moral and ideological champion, as well. The Cold Was has been a theme of numerous papers but only a handful of these papers tackled the American-Soviet conflict in the realm of soft power. Thus, the objective of this research and dissertation is to shed the light, explain and construe the instruments of soft power that the United States institutionalized, put into motion and deployed in the ideological battle against Soviet Union in the Cold War. However, since its birth in the 18th century until the Cold War, the United States had not wielded its soft power strategically. Up to the Cold War, the soft power instruments were used exclusively during the times when the United States was involved in an armed conflict. Only in the Cold War, the need for intentional and thoughtful use of soft power instruments emerged. Soon after the end of the Second World War, the Soviet Union got set off to exert its influence by diffusing its Marxist ideology and communist values. In addition to spreading its ideology, the Soviet Union led a well-planned campaign against the United States and the American way of life. From 1946 to 1950, in response to the Soviet policy towards the United States, the American administration coined the policy of containment of the Soviet Union and the Soviet influence in the world. The policy of containment included both the use of the instruments of hard power and of soft power. At that time, there was a consensus in the American society on the use of political, military and economic means in fighting the Soviet Union, while the use of soft power instruments was a subject of a prolonged public discourse. Government information programs, perceived as propaganda in the United States, have always been a very important soft power instrument, and propaganda has been considered by Americans to be a dishonest activity of autocratic governments. In the period right after the Second World War, the United States implemented legislative, institutional and structural changes that allowed for permanent establishment of the soft power instruments. These foreign policy instruments made it possible for the United States government to diffuse American values, ideas and culture and to wage an ideological war against the Soviet Union and its Marxist principles. The acts adopted at that time are in place nowadays, and provide a legal framework for numerous programs and activities in the realm of soft power.
