This article focuses on the relation between political parties and the state in the Netherlands; a polity where the main actors in the political scene are not even mentioned in the Constitution, and where there is not a specific party act. The authors describe the origins and development of political parties in the Netherlands, and the question of its regulation, together with a general and comparative glimpse to other European democracies. The thesis is that legal regulation took a different route via international law — the ECHR and the CEDAW —, applied by the national courts. ; Este artículo analiza la relación entre los partidos políticos y el Estado en Holanda; un país en el que los principales actores de la vida pública no están regulados por una ley específica, ni se mencionan en la Constitución. Los autores exponen los orígenes y el desarrollo de los partidos políticos en Holanda, y examinan el problema de su regulación, en el marco de una visión comparada con otros sistemas democráticos europeos. La tesis es que la regulación legal de los partidos siguió un camino distinto del recorrido en Europa, es decir, se realizó a través de la aplicación de normas internacionales, como el Convenio Europeo de Derechos Humanos y la Convención para la Eliminación de todas las Formas de Discriminación contra la Mujer, por los tribunales holandeses.This article focuses on the relation between political parties and the state in the Netherlands; a polity where the main actors in the political scene are not even mentioned in the Constitution, and where there is not a specific party act. El objetivo de este trabajo consiste en oponer dos modos de fundamentar los sistemas políticos: el primero se basa en apelar a la historia y a la identidad nacional; mientras que el segundo pone el acento en los mecanismos institucionales. Vamos a tratar estas dos maneras de entender la política a partir del ejemplo de la Holanda de los siglos xvi y xvii, con la utilización que en esta época se hizo del mito Bátavo y del mito de Venecia. Mientras que el mito bátavo es sólo histórico, el mito de Venecia tiene un componente histórico y un aspecto político y constitucional, que representa Espinosa ; The aim of this work consists of objecting two manners of basing the political systems: the first one bases in appealing to the history and to the national identity; whereas the second one puts the accent in the institutional mechanisms. We are going to treat these two ways of understanding the politics from the example of the Holland of the xvith and xviith century, with the utilization that in this epoch was done of the myth Bátavo and of the myth of Venice. Whereas the myth bátavo is only historical, the myth of Venice has a historical component and a political and constitutional aspect, which it represent Spinoza.

La ganadería ocupa un lugar privilegiado en el sector agropecuario holandés, ofreciendo una productividad y unos rendimientos sin parangón gracias a la difusión tecnológica y a la estructura productiva, lo que le permite ser muy competitiva en los mercados mundiales. Sin embargo, la contrapartida es el riesgo ecológico,la degradación de los recursos naturales y la contaminación ambiental que representa esta actividad, pues la ingente concentración de animales y residuos preocupa a las autoridades y a los ciudadanos cada vez más. ; The Dutch livestock sector is a very important economic activity, but it is also a big source of pollution which is increased by preferent localization in little agricultural sites and massive accumulation of animals in small areas. The main consequences: increasing risk of poor health conditions for livestock, and serious environment deterioration. In recent years, the Dutch government have introduced measures towards a balance between economic and livestock development and environment protection. ; L'élevage hollandais constitue une activité économique trés importante mais c'est aussi une source de contamination qui augmente ses repercusions négatives parce qu'il est localisé dans des zones trés peu agricoles où l'on trouve une grande quantité d'animaux dans des espaces réduits. Les principales conséquences se centrent sur un risque sanitaire pour les animaux et sur une destruction progressive de l'environnement. Durant les derniéres anneês le gouvernement hollandais a introduit des mesures tendant à obtenir un équilibre entre le développement économique et l'élevage et la protection de1'environnement.

__Abstract__ In recent years a considerable number of studies have been undertaken concerning the impact of interest groups' influence in the European and North American policy-making process.

El objetivo de este artículo es profundizar en las explicaciones sobre la emergencia de nuevos partidos. En concreto, se estudia qué cuestiones han sido centrales en los discursos de las nuevas formaciones y hasta qué punto dichos temas 1) son demandas de la sociedad (demand syde) y 2) ya habían sido abordados por los partidos establecidos (supply syde). Para ello, utilizando los casos de España y los Países Bajos, analizamos los programas electorales de las nuevas formaciones políticas, identificamos los temas principales de su discurso, con encuestas de opinión vemos las principales preocupaciones de españoles y holandeses y, gracias al Comparative Manifestos Project, comprobamos hasta qué punto estos temas no habían sido abordados previamente por las fuerzas tradicionales. Nuestros resultados muestran que, mientras que en los Países Bajos los temas de los nuevos partidos apenas son nombrados por las formaciones tradicionales, en España los asuntos centrales son compartidos por todas las formaciones, y los partidos emergentes surgen debido a los sentimientos de desconfianza hacia los que ya estaban establecido ; The objective of this article is to shed light on explanations for the emergence of new parties. In particular, it examines which issues have been central to the discourses of these new formations and to what extent 1) these issues are relevant for the electors (demand side) and 2) have been addressed by already established parties (supply side). Using the cases of Spain and the Netherlands, we analyse the electoral programmes of the new parties, identify the main themes of their discourse and assess the main concerns for electors from Spain and the Netherlands based on opinion polls. Moreover, thanks to the Comparative Manifestos Project, we check to what extent these issues were not previously included in the manifestos of the established parties. Our results show that while the themes of new parties are scarcely named by traditional parties in the Netherlands, central issues are shared by all political formations in Spain, and new parties emerge due to feelings of distrust towards established ones

The process of dissolution of the Netherlands Antilles, back in 2010, gave rise to a scenario in which the last colonial remnants of the Netherlands were forced to decide on their political future. The smaller three islands agreed to integrate themselves as special Dutch municipalities, while for the other three — Aruba, Curaçao and Sint Maarten—, it was decided to adopt a scheme of greater self-government within the Kingdom. This essay explores the current political and administrative context of the later mentioned islands, taking into account the whole process of the Antillean dissolution. ; La disolución, en 2010, de las Antillas Neerlandesas —u Holandesas, como más frecuentemente son conocidas— dio lugar a un escenario en el que los últimos remanentes coloniales de los Países Bajos se vieron abocados a decidir sobre su futuro. Para tres de estas islas, la solución fue integrarse dentro de la estructura fundamental del Estado, mientras que para las otras tres —Aruba, Curaçao y Sint Maarten— se decidió adoptar un esquema de mayor autogobierno dentro del Reino. Este artículo explora el estado de la situación político-administrativa de estas últimas partiendo del proceso de desarticulación antillano como referente.

Abstract:The political study of the currency in the Southern Netherlands raises the question about the finance government which can been seen in two general aspects: first, the political authority confronted with the « violence of currency », i.e. the violence of the market ; second, under the aspect of the technical means. From Vienna, the empress ordered a revision of the system of the Netherlands by modifying the Brussels government of money and the ways in which it acts. She « invented » in a way a sovereign practice of currency, granting to markets and to the local powers of the piece of her authority for the benefit of a strong currency, the success of which was greeted in all Europe. ; El estudio político de la moneda en los Países Bajos lleva al historiador a examinar el gobierno de la hacienda bajo dos enfoques: el de la autoridad política confrontada a la "violencia de la moneda" y el de los medios de gobierno. Desde Viena, la emperatriz puso en marcha una reorganización del sistema de los Países Bajos modificando el gobierno de las casas de moneda y las formas de acción de Bruselas. Este artículo analiza cómo gestionó Felipe III sus recursos de patronazgo en los años previos a la restitución de soberanía de los estados de Flandes en 1621 (honores, pensiones, cargos cortesanos, hábitos militares). El monarca trató de asegurar el éxito de la restitución estimulando y satisfaciendo las expectativas de ganancia de las élites flamencas, llamadas a interpretar la reversión territorial como algo deseable para sus intereses. Los pormenores de la política de integración de élites gestada y ejecutada por la Corona para afrontar la reincorporación a la Monarquía. ; This article studies how Philip III managed his royal patronage in the years before the return of the Southern Netherlands into the Spanish sovereignty in 1621 (honours, grants, court offices, military habits). The king tried to assure the success of this return stimulating and satisfying the profits expectancies of the Flemish elites, who could see this return as a positive decision for their interests. The details of the elites integration politics designed and implemented by the Crown to bring back this former patrimonial territory to the Spanish Monarchy demonstrate the practical values of some forms of belonging and some goals of identity adherence, as a service at the Royal Houses or the Catholicism's defence. ; Resultado de los proyectos I + D del Ministerio de Ciencia e Innovación (ref.
