Цель исследования – анализ тенденций развития мирового фармацевтического рынка и перспектив его развития.Материалы и методы исследования. Методы исследования – обзор литературных данных и обобщение материала, методы анализа и синтеза, маркетингового, системного, логико-структурного и сравнительного ана-лиза, прогнозирования и программирования.Результаты и их обсуждение. Определено, что в современных условиях на мировом фармацевтическом рынке огромное значение приобретает усиление взаимодействия между производственным, оптовым и розничным звеньями. Их нынешние взаимоотношения характеризуются постоянным поиском новых форм сотрудничества, что в сложившихся условиях вполне закономерно, так как оно должно быть взаимовыгодным и высокоэффективным, приносящим максимальную прибыль всем участникам товаропроводящей сети, с одной стороны, и максимально обеспечивать все потребности населения, с другой стороны. По результатам анализа статистических данных определено, что максимальный ежегодный прирост объемов фармацевтического рынка (107,0 %) достигнут в 2016 году, но в последние годы наблюдается его замедление. Изменение объемов рынка в среднем составляет 5-6 %. Анализ динамики мирового экспорта и импорта лекарственных средств характеризует динамичность фармацевтического рынка (темп прироста экспорта – 7,7 %, импорта – 10,1 %). Наблюдается мировая тенденция к увеличению объемов производства фармацевтической продукции (на 29 %), расходов на научно-исследовательские и опытно-конструкторские работы (на 58 %), рыночной стоимости лекарственных средств по розничным ценам (на 24,1 %) и их оплаты по государственному медицинскому страхованию (на 298,48 %). Мировой тенденцией здравоохранения является увеличение расходов на генерические лекарственные средства (до 36 % от общего объема фармацевтического рынка). Темпы прироста объемов продаж лекарственных средств в стоимостном выражении в целом на мировом фармацевтическом рынке по терапевтическим группам не равномерны. К проблемам мировой фармации отнесено недостаточное количество научно-исследовательских и опытно-конструкторских работ, появление новых юридических и регуляторных ограничений, политическая напряженность и экономический кризис в мире.Выводы. По результатам исследования установлены основные тенденции развития и недостатки мирового фармацевтического рынка. На основании анализа сформулированы ключевые задачи его развития. ; Aim. To analyze trends of the global pharmaceutical market development and its prospects.Materials and methods. The following methods of research were used: the review of literature data and generalization of the material, methods of analysis and synthesis, marketing, system, logical-structural and comparative analysis, forecasting and programming.Results and discussion. It has been determined that in the present-day conditions the intensification of the interaction between production, wholesale and retail links is of great importance at the global pharmaceutical market. Their current relationships are characterized by a constant search for new forms of cooperation; it is quite logical today since they should be mutually beneficial and highly effective, bringing the maximum profit to all members of the commodity network, on the one hand, and maximally providing all the needs of the population, on the other hand. According to the results of the statistical data analysis, it has been determined that the maximum annual increase of the volume of the pharmaceutical market (107.0 %) was achieved in 2016, but in recent years it has been slowed down. The average market volume changes by 5-6 %. The analysis of the dynamics of the world exports and imports of medicines characterizes the dynamics of the pharmaceutical market (the growth rate of exports is 7.7 %, and imports – 10.1 %). There is a worldwide tendency to increase the volume of production of pharmaceutical products (by 29 %), research and development costs (by 58 %), the market value of medicines in retail prices (by 24.1 %), and their payment by the state medical insurance (by 298.48 %). The global trend of healthcare is to increase the cost of generic drugs (up to 36 % of the total pharmaceutical market). The growth rates of sales of medicines in terms of value in general at the world pharmaceutical market by therapeutic groups are uneven. The problems of world pharmacy include insufficient number of research and development work, the emergence of new legal and regulatory constraints, political tension and the economic crisis in the world.Conclusions. According to the results of the study the main trends of development and disadvantages of the world pharmaceutical market have been identified. Їх нинішні взаємини характеризуються постійним пошуком нових форм співпраці, що на сьогоднішній день є цілком закономірним, так як вони повинні бути взаємовигідними і високоефективними, що принесе максимальний прибуток усім учасникам товаропровідної мережі, з одного боку, і максимально забезпечить усі потреби населення, з іншого боку. За результатами аналізу статистичних даних визначено, що максимальний щорічний приріст обсягів фармацевтичного ринку (107,0 %) досягнуто в 2016 році, але в останні роки спостерігається його уповільнення. Зміна обсягів ринку в середньому становить 5-6 %. Аналіз динаміки світового експорту й імпорту лікарських засобів характеризує динамічність фармацевтичного ринку (темп приросту експорту – 7,7 %, імпорту – 10,1 %). Спостерігається світова тенденція до збільшення обсягів виробництва фармацевтичної продукції (на 29 %), витрат на науково-дослідні та дослідно-конструкторські роботи (на 58 %), ринкової вартості лікарських засобів за роздрібними цінами (на 24,1 %) і їх оплати за державним медичним страхуванням (на 298,48 %). Світовою тенденцією охорони здоров'я є збільшення витрат на генеричні лікарські засоби (до 36 % від загального обсягу фармацевтичного ринку). Темпи приросту обсягів продажів лікарських засобів у вартісному виразі в цілому на світовому фармацевтичному ринку за терапевтичними групами є нерівномірними. До проблем світової фармацією віднесено недостатню кількість науково-дослідних та дослідно-конструкторських робіт, появу нових юридичних і регуляторних обмежень, політичну напруженість і економічну кризу в світі.Висновки. За результатами дослідження встановлені основні тенденції розвитку та недоліки світового фармацевтичного ринку. На підставі аналізу сформульовані ключові завдання його розвитку.
A university campus is not only a complex of living, education and auxiliary facilities. It is a certain style of life. It is developed to fulfill a certain task: knowledge preservation and generation.The system of preservation and processing of the society's knowledge has functions similar to the nervous system. The stronger the society's scientific and academic network is, the more intellectual, advanced, diverse and flexible is the society's response to extrinsic stimuli. The nervous system of present day states is similar to the nervous system of insects – with ganglions and different sense organs.A university campus is an elaborate complex of "sense organs" (research laboratories) and "ganglions" (theoretic groups, seminars etc.). The nervous tissue is the most delicate and volatile of all tissues in the organism. Under nutritional deficiency, too strong or too light external effects, the nervous system fails. Its signals malfunction, and either neuralgia or anesthesia occurs. If disorders in the nervous system become more serious, they can lead to a complete paralysis.A university campus is to provide comfortable working conditions for scientists – preservers and generators of knowledge. Comfort is a special thing for them. The level of material needs among campus residents is usually not very high. Their food, clothing and housing requirements are rather modest. Certainly, the sense of security is necessary – any violation in the campus is very painful, like touching a naked nerve. But the most important and vital thing in the campus is a constant and intense flow of all kinds of information.The Internet, libraries, scientific conferences, symposiums and forums are necessary to the campus as the breath of life. It makes dying gasps without it. At the same time, all these "adventures of a thought" are outwardly almost undistinguished. Intensively thinking people look lazy and even inert. A true brainwork is not intension of the Thinker by Roden, but relaxation and meditative calm. Its image is less aristocratic and more applicable than the image of its eternal competitor – Oxford. But they are organized almost equally. Their financial and political independence protects them from economical fluctuations and governmental crises, like a skull protects brain from strokes and cold. Раздел "Международные отношения" ; The Faculty of International Relations of the Belarusian State University united all the achievements of the Departments of International Relations (Faculty of History), International Law (Faculty of Law) and International Economic Relations (Faculty of Philosophy and Economics) when it was set up by the order of the Rector of the Belarusian State University on October 1, 1995. Yet, the history of the Faculty may be traced back to September 1992 when the Department of International Relations was created within the Faculty of History of BSU. The first 14 graduates from the Department of International Relations received their Graduation Certificates in June 1995. Ever since, the Faculty has been pursuing an active policy of creating new departments, of bringing together leading specialists in history, economics, foreign policy and diplomacy, law and of developing its technological and material resources. Following the rapid growth of the number of students and staff, the Faculty moved to a separate building at 25, Academicheskaya St. in autumn 1997. Since the start of its work the Faculty has become one of the most prestigious faculties of the Belarusian State University and, further, among the higher education establishments of Belarus. Currently 1it trains over 2000 students for Bachelor and Specialist Degrees and provides master's, post-graduate and doctorate courses for over 50 students. Together with Belarusian citizens about 130 foreign students from 20 countries are trained in the theory and practice of international relations. Highly qualified specialists are trained at the Departments of International Relations, International Public, Private and European Law, International Economics, International Tourism Management, Customs Affairs, Oriental Languages and Country Studies, Modern Foreign Languages and Cultural Studies. The educational process at the Faculty is provided by 16 departments with more than 240 lecturers; among them there are 10 professors, 70 associate professors, holding academic degrees and titles. Besides the faculty, 60 members of staff are involved in administration and in running the computer and multimedia centers of the Faculty. The faculty invites experts and visiting scholars from other faculties and universities, the National Academy of Sciences of Belarus, Ministries and State departments, as well as famous politicians and public figures to hold classes and deliver lectures. The Faculty graduates have proved to be highly skilled specialists. They successfully put the knowledge and skills acquired at the University into practice at the Ministry of Foreign Affairs of the Republic of Belarus and in other bodies dealing with foreign economic and political affairs. Many of them have defended their degree of Candidate of Science and continue their career at the Faculty. The curricula for all specializations of the Faculty envisage intensive studies of foreign languages. At present 6 departments provide training in 16 modern languages. The possibilities for language training trips and sandwich courses are constantly being expanded. Training the practical professional skills of the students during the whole period of study is crucial. The faculty students take their internships at the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Internal Affairs, the Ministry of Education and other state bodies and organizations, as well as in banks and companies. The faculty is engaged in advanced academic research. During the period from 1998 to 2004 professors and lecturers of the Faculty published 53 monographs; 13 course books, approved and recommended for use by the Ministry of Education; 113 textbooks and manuals, 10 of which were approved and recommended for use by the Ministry of Education; 695 academic papers were also published. In the period from 1998 to 2004 40 Candidate of Science dissertations and 7 Doctor of Science dissertations were defended at the Faculty. The Faculty of International Relations takes part in the implementation of the State Programme on Fundamental Research of the National Academy of Sciences of Belarus. The most significant output of the Faculty research is the publication of the seven-volume collection of documents and materials «The Foreign Policy of Belarus». The Journal of International Law and International Relations is published quarterly. The Faculty is involved in various international projects. Among the most important ones are the following: TEMPUS JEP «Integrating European Studies in International Relations Education» (Department of International Relations); «Strategy of Developing Ecological Tourism on the Territories of Specially Protected Natural Sites», funded by the UN Global Fund (Department of International Tourism). Every year the Faculty organises various academic and research events, such as: the Round-table «Belarusian-Russian Relations: Challenges and Prospects» (starting in 1998); the National conference «Belarus in the Modern World» (starting in 2002); students' conference «Diplomatic Readings» on the Faculty Foundation Day (starting in 2002); «Belarusian International UN Model» (starting in 2003). There are two Councils for the Defense of Doctor of Science and Candidate of Science academic degrees: in History of International Relations and Foreign Policy and in International Law, European Law. The Faculty is involved in a wide international academic network. Among the partner universities are Moscow State University, Kiev State University, Vilnius University, Moscow State Institute of International Relations, Wroclaw University, Free University of Berlin, Vienna Diplomatic Academy, Asser Institute of International Public and Private Law, Beijing University of Linguistics and Culture, Cairo State University and other educational and research institutions of the countries of the CIS, Europe, Asia and America. At present an Agreement on Cooperation with the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation is being worked out. The Faculty representatives take an active part in various international projects and programs, research and teaching methodology training workshops. The Faculty of International Relations is developing successfully. Its faculty, students, and staff would not be content with the results achieved and every year they add new bright pages to its emerging history.

Именно институциональная история политических партий, на взгляд автора, представляет интерес, так как структурный анализ и сравнительно-исторический метод дают не меньше для представления об их характере, чем анализ партийных программ. В первый период существования структура заговорщической партии эсеров была удивительно простой: считаное число членов ЦК объезжали российские организации и переписывались с ними. После арестов конца 1902 начала 1903 гг. первый, гершуневский ЦК прекратил свое существование. В августе 1903 г. стараниями Е.К. Брешко-Брешковской были созданы Заграничная организация и Заграничный комитет партии. It is the institutional history of political parties, in the authors opinion, that is of interest, since the structural analysis and the comparative historical method provide no less for an idea of their nature than the analysis of party programs. In the first period of its existence, the structure of the conspiratorial party of the Social Revolutionaries was surprisingly simple: a few Central Committee members traveled around Russian organizations and corresponded with them. After the arrests of the late 1902 - early 1903. the first, the Gershunev Central Committee, ceased to exist. In August 1903, through the efforts of E.K. Breshko-Breshkovskaya, the Foreign Organization and the Foreign Party Committee were created. Until late autumn 1905, they played the role of central party institutions: the Foreign Organisation was the main reservoir of cadres of party functionaries, its congresses, in essence, played the role of general party forums. The Foreign Organization concentrated many functions of the Central Committee: publishing and distribution of literature, communication with Russian organizations, business trips to Russia of party functionaries, etc. Thanks to the Foreign Organization and especially the Foreign Party Committee, a relatively ramified network of party leadership was formed. The Foreign Organisation was an amorphous union, squabbles and squabbles tore it apart. The Foreign Party Committee, along with the orthodox Socialist-Revolutionaries, included dissidents. In November 1905, the Foreign Party Committee ceased its activities, and the Foreign Organisation was disbanded. At the end of 1906, the Foreign Organisation and Foreign Party Committee were reanimated. The new Foreign Organisation did not want to be considered party, and the Socialist-Revolutionary leadership dissociated itself from it. Disputes intensified, the Regional Foreign Committee was in conflict with the Central Committee. Thus, by the beginning of the First World War, the Socialist-Revolutionary emigration was a collection of scattered and warring factions. During the war years, the Central Committee finally broke up into opposing groups and as a whole ceased to exist.
The purpose of this paper is to develop a comprehensive approach to evaluating digitalization of interaction of the state and citizens in the sphere of providing state services. The objectives of the study include the analysis of current Russian and foreign approaches to assessing the digitalization of interaction between the state and citizens; development and testing of a composite indicator methodology for conducting such an assessment in the provision of public services. Materials and methods. When preparing the paper, the authors studied Russian and foreign theoretical and practical approaches to evaluating digitalization of interaction between the state and citizens. The approbation of the digitalization index of interaction between the state and citizens proposed in the article was carried out on the basis of data from a selective federal statistical observation of the Federal State Statistics Service on the use of information technologies, information and communication networks by the population, as well as the data from the Ministry of Economic Development of the Russian Federation. To achieve the objective, theoretical methods (comparative analysis, synthesis, and generalization), modelling, and correlation analysis were used. Results. Based on the analysis of foreign and Russian approaches, their advantages and limitations, the article substantiates the methodology for calculating the digitalization index of interaction between the state and citizens, taking into account the immediate results (the availability of state and municipal services in the electronic form), intermediate results (the demand for the electronic form of service provision) and the final results of digital transformation in the provision of public services (satisfaction of citizens with the quality of services provided in the electronic form), as well as the risks of digital interaction (the level of digital trust of citizens in the interaction with the state). Approbation of the digitalization index of interaction between the state and citizens in the regional context was carried out. To assess the applicability of the proposed index, the correlation dependence of its values and the values of the index components on the level of education of the population, employment, income and urbanization, as well as differences in the availability of information and communication technologies infrastructure was investigated. At the same time, the level of digitalization correlation of interaction between the state and citizens with social factors is higher than with infrastructural ones. This means that to solve the problem of digital inequality in Russian regions, it is not enough to provide universal access to the Internet; factors of human capital development also play an important role in promoting digital channels of interaction. Conclusion. Assessing the digitalization of interaction between the state and citizens requires taking into account various indicators that reflect the immediate, intermediate and final results of such an interaction, as well as the risks associated with the transition to "digit". In terms of the provision of public services for such an assessment, it is advisable to use the digitalization index of interaction between the state and citizens. Further promising areas of research in the field of assessing the digitalization of interaction between the state and citizens are related to the study of the influence of citizens' trust in government bodies on the level of digitalization of interaction between the state and citizens, as well as taking into account the interaction of citizens and the state within the framework of other types of state functions (development and implementation of state policy, regulation, control and supervisory activities). В задачи исследования входит анализ действующих российских и зарубежных подходов к оценке цифровизации взаимодействия государства и граждан; разработка и апробация методологии комплексного показателя для проведения такой оценки в сфере оказания государственных услуг. Материалы и методы. При подготовке статьи авторами изучены российские и зарубежные теоретические и практические подходы к оценке цифровизации взаимодействия государства и граждан. Апробация предложенного в статье индекса цифровизации взаимодействия государства и граждан проведена на основе данных выборочного федерального статистического наблюдения Федеральной службы государственной статистики по вопросам использования населением информационных технологий и информационно-коммуникационных сетей, а также данных Министерства экономического развития Российской Федерации. Для достижения цели использованы теоретические методы (сравнительный анализ, синтез, обобщение), моделирование и корреляционный анализ. Результаты. Исходя из анализа зарубежных и российских подходов, их преимуществ и ограничений, в статье обоснована методология расчета индекса цифровизации взаимодействия государства и граждан, учитывающего непосредственные результаты (наличие государственных и муниципальных услуг в электронном виде), промежуточные результаты (востребованность электронной формы оказания услуг) и конечные результаты цифровой трансформации в сфере оказания государственных услуг (удовлетворенность граждан качеством оказываемых услуг в электронном виде), а также риски цифрового взаимодействия (уровень цифрового доверия граждан при взаимодействии с государством). Проведена апробация индекса цифровизации взаимодействия государства и граждан в региональном разрезе. Для оценки применимости предложенного индекса исследована корреляционная зависимость его значений и значений компонентов индекса от уровня образования населения, занятости, доходов и урбанизации, так и различиями в доступности инфраструктуры информационно-коммуникационных технологий. При этом уровень корреляции цифровизации взаимодействия государства и граждан с социальными факторами выше, чем с инфраструктурными. Это означает, что для решения проблемы цифрового неравенства российских регионов недостаточно обеспечить универсальный доступ к сети Интернет; важную роль в продвижении цифровых каналов взаимодействия играют и факторы развития человеческого капитала. Заключение. Оценка цифровизации взаимодействия государства и граждан требует учета различных показателей, отражающих непосредственные, промежуточные и конечные результаты такого взаимодействия, а также риски, связанные с переходом к «цифре». В части оказания государственных услуг для такой оценки целесообразно использовать индекс цифровизации взаимодействия государства и граждан. Дальнейшие перспективные направления исследований в сфере оценки цифровизации взаимодействия государства и граждан связаны с изучением влияния доверия граждан к органам государственного управления на уровень цифровизации взаимодействия государства и граждан, а также с учетом взаимодействия граждан и государства в рамках иных видов государственных функций (выработки и реализации государственной политики, регулирования, контрольно-надзорной деятельности). Реализация этих направлений потребует расширения имеющейся в настоящее время информационной базы.
Introduction. In recent decades, competency-based approach is considered to be the leading one in the system of vocational education in Russia. However, the preparation for future employment cannot be limited to competencies. This is particularly true for anthropocentric professions, for example, the training of medical workers. In such fields of employment, the personal qualities of a specialist are extremely important, i. e. his or her ability to communication, productive interaction, which implies a certain type of reflection.The aim of the present research was to identify the role of reflection, when forming the social orientation of physicians at different stages of their specialty training and realisation of oneself in this or that specialty – from university education to the end of career.Methodology and research methods. In the course of the research, psychodiagnostic methods based on the questionnaire "Differential Type of Reflection" by D. A. Leontiev et al. and FIRO – Fundamental Interpersonal Relations Orientation questionnaire by A. Schutz in the adaptation of A. A. Rukavishnikov were employed, taking into account the key provisions of theories concerning personality psychology and social behaviour. Automated neural networks based on the architecture of a multilayer perceptron according to the type of regression analysis and analysis of Kendall's tau correlation coefficient were used to process the data.Results. Reflective processes among future physicians and physicians-practitioners were studied on the sample of 384 people (aged from 17 to 76 years old) – 169 students of medical universities and 215 employees of stationary and outpatient clinics of Chelyabinsk region. It was revealed that at different stages of mastering the profession, the level of productive (systemic) reflection turned out to be different, but it was growing according to the increased degree of professionalisation. However, this level did not reach normative values in all groups, pointing to the need for psychological correction of self-determination and self-distancing. The identified ways of respondents' social orientation demonstrate the contradictory nature of relations to oneself and to others; and such relations were mostly expressed at the beginning of training. Along with the fear of being rejected, manifested at an unconscious level, the respondents took the conscious decisions to preserve own individuality and to maintain the distance with other people. This contradiction means the presence of intra-personal conflict, which, like dissatisfaction with individual needs for interpersonal communication, provokes the prevalence of unproductive types of reflection – introspection and quasi-reflection.Scientific novelty. The integration of ideas about the role, structure, content and determinants of reflection can be represented as follows: traditional understanding from the perspective of inter-individual approach as a mechanism of social perception and interpretation from the point of view of intra-individual (personal) and subject-activity approaches as the higher mental process, which is formed in the process of the acquired profession. This integration allowed the authors to identify the relationships between the level of reflection development, personal peculiarities, experience and medical specialisation.Practical significance. The research materials and the authors' conclusions can serve as a basis for the development of recommendations for the correction and prevention of unproductive forms of reflection at the initial stages of education in a medical university (e.g. specially organised extracurricular classes), as well as in the system of advanced training of practicing physicians. ; Введение. В последние десятилетия ведущим в российской системе профессионального образования постулируется компетентностный подход. Однако подготовка к будущей трудовой деятельности не может ограничиваться исключительно формированием компетенций, особенно если речь идет об освоении профессий антропоцентрированного типа, например, об обучении медицинских работников. В таких сферах занятости крайне важны личностные качества специалиста, его способности к общению, продуктивному взаимодействию, что предполагает наличие определенного вида рефлексии. Целью представленного в статье исследования было выявление роли рефлексии в формировании социальной ориентации врачей на разных стадиях освоения ими своей специальности и реализации себя в ней – от студенческой скамьи до завершения карьеры.Методология и методики. В работе, выполненной с учетом ключевых положений теорий психологии личности и социального поведения, применялись психодиагностические методы, базирующиеся на опроснике «Дифференциальный тип рефлексии» (Д. А. Леонтьев и др.) и опроснике межличностных отношений FIRO – Fundamental Interpersonal Relations Orientation (В. Шутц, в адаптации А. А. Рукавишникова). При обработке данных были задействованы автоматизированные нейронные сети на архитектуре многослойного персептрона по типу регрессионного анализа и корреляционный анализ τ-Кендалла.Результаты. Рефлексивные процессы у будущих и действующих врачей изучались на выборке из 384 человек (возраст от 17 до 76 лет) – 169 студентов медицинских вузов и 215 сотрудников стационарных и амбулаторнополиклинических учреждений Челябинской области. На разных этапах освоения профессии уровень продуктивной (системной) рефлексии оказался различным, но имел тенденцию к повышению по мере усиления профессионализации. Тем не менее во всех группах испытуемых он не достигал нормативных значений, что указывает на необходимость психологической коррекции самодетерминации и самодистанцирования. Выявленные способы социальной ориентации испытуемых продемонстрировали противоречивость отношений к себе и другим, наиболее выраженную в начале обучения. Наряду со страхом быть отвергнутыми, проявляющимся на бессознательном уровне, вполне осознанным было стремление респондентов сохранить свою индивидуальность, установить дистанцию с другими. Это противоречие означает присутствие внутриличностного конфликта, который, как и неудовлетворенность потребностей индивида в межличностном общении, провоцирует преобладание непродуктивных видов рефлексии – интроспекции и квазирефлексии. Научная новизна. Интеграция представлений о роли, структуре, содержании и детерминантах рефлексии: традиционного понимания ее с позиций интериндивидного подхода как механизма социальной перцепции и трактовки с точки зрения интраиндивидного (личностного) и субъектно-деятельностного подходов как высшего психического процесса, складывающегося по мере овладения профессией, – позволила определить взаимосвязи между уровнем развития рефлексии, личностными особенностями, опытом и специализацией в медицинской деятельности.Практическая значимость. Цель статьи – выявление мероприятий, которые определили становление государственных архивов Беларуси. Для достижения поставленной цели необходимо было решить ряд задач: 1) установить источники, содержащие информацию о собирании документальных комплексов, комплектовании документами централизованных государственных архивохранилищ и организации системы архивных учреждений; 2) определить круг лиц, принимавших участие в создании Центрального архива при Народном комиссариате просвещения БССР (Центрархива); 3) выявить комплекс нормативных документов, которые предшествовали первому закону об архивах БССР. Актуальность исследования определяется неразработанностью обозначенных проблем в белорусском архивоведении. Впервые вводятся в научный оборот источники о комплектовании первых государственных архивохранилищ, дается информация о фондах учреждений, сохраненных благодаря усилиям Д. И. Довгялло, Н. П. Шкляева, А. А. Савича, М. А. Вахаева. Раскрывается механизм передачи архивных комплексов в состав Центрархива, приводятся сведения об организационных и методических основаниях деятельности по организации архивной отрасли в БССР. Рассматривается деятельность подотдела охраны памятников старины и искусства отдела искусства Наркомпроса БССР и академического центра Наркомпроса БССР в качестве учреждений – предшественников Центрархива. Делается вывод, что деятельность Наркомпроса и самоотверженные усилия историков-архивистов стали также основанием для создания Национального архива Республики Беларусь, Национального исторического архива Беларуси. На основе выявленной информации предлагается уточнить историю архивных учреждений и пересмотреть даты их основания. В результате сравнительного анализа нормативных актов об архивах РСФСР и БССР выявлено сходство формулировок первоначальных редакций и теоретических установок, характерных для законопроектов первых нормативных актов об архивах. Заключается, что архивное дело в БССР формировалось под влиянием нормативных актов РСФСР. Однако практическая работа по сохранению архивов, их объединению в крупные комплексы и созданию в итоге сети государственных архивных учреждений в начале 1920-х гг. в БССР осуществлялась исключительно внутренними силами на основании нормативных правовых актов, издаваемых республиканскими органами управления. ; The purpose of the article was to identify the activities that determined the formation of the state archives of Belarus. To achieve this goal, it was necessary to solve several problems: 1) identification of sources containing information on the collection of documentary complexes, the acquisition of documents from centralized state archives and the organization of the system of archival institutions; 2) identification of persons who participated in the creation of the Central Archive of the People's Commissariat of Education of BSSR (Central Archive of BSSR); 3) identification of regulatory documents that preceded the first law on the archives of the BSSR. The relevance of the study is determined by the lack of development of the problems identified in the Belarusian archival studies. The article for the first time introduces into the scientific circulation sources about the acquisition of the first state archives, provides information about the funds of institutions, saved thanks to the efforts of D. I. Dovgyallo, N. P. Shklyaev, A. A. Savich, M. A. Vakhayev. The mechanism of transfer of archival complexes to the Central Archive of BSSR structure is revealed. Information is provided on the organizational, methodological foundations of the organization of the archival industry in the BSSR. As the predecessor institutions of the Central Archive of BSSR, the activities of the subdivision of the protection of monuments of antiquity and art of the art department of the People's Commissariat of Education of the BSSR and the academic center of the People's Commissariat of Education of the BSSR are considered. It is concluded that the activities of the People's Commissariat of Education and the dedicated efforts of historians and archivists were also the basis for the creation of the National Archives of the Republic of Belarus, the National Historical Archives of Belarus. Based on the information revealed, it is proposed to clarify the history of archival institutions and revise the dates of their establishment. As a result of a comparative analysis of the normative acts on the archives of the RSFSR and the BSSR, a similarity of the wording of the original editions and theoretical guidelines of the first normative acts on the archives was revealed. It is concluded that the archives in the BSSR was determined under the influence of the regulations of the RSFSR. However, it is noted that the practical work on the preservation of archives, their unification into large complexes and the creation of a network of state archival institutions in the early 1920s in the BSSR was carried out exclusively by internal forces, on the basis of normative legal acts issued by republican government bodies. = Мэта артыкула – выяўленне мерапрыемстваў, якія вызначылі станаўленне дзяржаўных архіваў Беларусі. International audience ; The institutional frame into which N. K. Roerich and his collaborators wished to fit their actions has attracted little attention from historians, even though if one wants to understand how Roerich planned to fulfill his ideals, one cannot neglect the complex web created during his life in America, Europe, and Asia. This article aims to shed light on one of Roerich's numerous organizations, the "Association française du Roerich Museum de New York," created in Paris in June 1929. Relying on unpublished correspondence, this essay examines the network created by Roerich in his effort to persuade governments in Europe and elsewhere to ratify the so-called Roerich Pact. The Association's Russian section, consisting of a political branch and Siberian, Ossetian, Kalmyk, and Caucasian Muslim branches, attempted to win support from the French military, political, and scientific worlds, as well as from the Catholic Church. The three managers of the Association faced several obstacles which eventually doomed their work to failure. First, despite the stated mission of the Association to promote Franco-American cultural relations, it could not obtain official support from the United States because of the private status of the Roerich Museum, whose subsidiary it was. Second the methods of operation and, particularly, self-promotion imposed on the Association by the Roerich Museum proved entirely unsuited to the European context or to European tastes. Finally, the financial crisis and the revival of international tensions in the mid-1930s rendered the ideals promoted by the Roerich Pact obsolete in Europe. Meanwhile, discussions about Roerich's nationality, as well as about his political persuasion, implicitly cast doubt on the supposed neutrality of his Pact. Rumours spread in Paris by one of his ex-adepts raised suspicions that he was a Bolshevik, a Buddhist, or a Freemason. Moreover, his self-portraits in the guise of a wise Asian and the mysterious Banner of Peace symbol sparked incomprehension in the Vatican as well as in the Belgian and French Catholic worlds--just as the famed French Sinologist Paul Pelliot directed hostile skepticism at the claims made by Roerich and his son George to have discovered evidence of Christ's apocryphal sojourn in Ladakh. In order not to prejudice European governments against the Association, the Roerichs voluntarily curtailed the diffusion of Agni Yoga, with its advocacy of religious syncretism, in France. Two of the Association's managers appear not to have known anything about Roerich's spiritual teachings, or about his changing stance toward the Soviet Union. While adding to our understanding of the Russian emigration in France, this study of the Association between its creation in 1929 and the 1935 resignation of the two abovementioned managers, also shows the forced and artificial nature of its mission. Given the utopian project that underlay it, could things have been otherwise? ; Le cadre institutionnel dans lequel Roerich et ses collaborateurs ont souhaité inscrire leurs actions n'a guère suscité l'attention des historiens. Pourtant qui veut cerner la façon dont Roerich entendit réaliser ses idéaux ne peut négliger la nébuleuse d'organisations créées de son vivant en Amérique, en Europe et en Asie. Le présent article entend présenter l'une de ces organisations, celle créée en juin 1929 à Paris sous le nom d'" Association française du Roerich Museum de New York ". S'appuyant sur des correspondances inédites, cette présentation examine le mode de constitution d'un réseau de sociabilité dont le propos fut de contribuer à faire ratifier le Pacte Roerich par plusieurs États européens et extra-européens. Si l'Association disposa d'une section russe (composée d'une branche exclusivement politique et de branches sibérienne, ossète, kalmouke et musulmane du Caucase), elle visa essentiellement à s'intégrer à la société française et à se concilier les mondes militaire, politique et scientifique français, de même que l'Église catholique. Les trois collaborateurs de Roerich qui œuvrèrent au sein de l'Association furent confrontés à une série d'obstacles qui, à terme, marqua l'échec de leur action. D'une part, l'Association ne put espérer un soutien officiel des États-Unis en raison du caractère privé du Roerich Museum dont elle était la filiale (ce fait amène d'ailleurs à s'interroger sur ses prétentions à promouvoir les relations culturelles franco-américaines). D'autre part, les méthodes de travail imposées par le Roerich Museum s'avérèrent inadaptées à l'Europe. Enfin, avec la crise financière et la résurgence des tensions internationales, les idéaux pacifistes défendus par le Pacte Roerich devinrent, dès le milieu des années 1930, obsolètes en Europe. Dans le même temps, les interrogations sur la nationalité du peintre et sur son engagement politique remirent implicitement en cause la soi-disant neutralité de ce pacte. Des rumeurs répandues dans Paris par une ancienne adepte de Roerich l'accusèrent d'être bolchévique, mais aussi bouddhiste et franc-maçon. Il est un fait que ses portraits en sage asiatique tout comme l'intrigante symbolique de la Bannière de la Paix suscitèrent l'incompréhension. Les réactions du Vatican et des milieux catholiques français et belges en fournissent des exemples. À la même époque, les prétendues découvertes faites par Roerich et son fils Georges sur le séjour du Christ au Ladakh lui valurent l'hostilité d'un sinologue comme Paul Pelliot. Afin de ne pas nuire à l'action menée par l'Association auprès des gouvernements européens, la diffusion en France de l'Agni Yoga - qui prône un syncrétisme religieux - fut volontairement restreinte par Roerich et certains de ses collaborateurs. Deux des dirigeants de l'Association, Marie de Vaux Phalipau et Michel de Taube, semblent d'ailleurs n'avoir jamais rien su de cet enseignement spirituel, pas plus qu'ils ne semblent avoir été au courant du revirement de Roerich à l'égard de l'Union soviétique. Tout en apportant un éclairage original à l'histoire de l'émigration russe en France, l'étude de cette Association pour la période 1929 à 1935 (année de la démission des deux dirigeants évoqués plus haut) révèle le dynamisme exagéré et le caractère finalement artificiel de son action. Étant donné le projet utopique non-avoué qui la sous-tendit, pouvait-il vraiment en être autrement ?
Purpose. The most ambitious economic and geopolitical project at present is the New Silk Road initiative, which can radically modify transport and cash flows in Eurasia and around the world. It includes the Silk Road Economic Belt and 21st Century Maritime Silk Road projects and involves the creation of an extensive infrastructure network on the way from the western borders of China through the countries of Central Asia and Iran to Europe. Therefore, the purpose of this work is a detailed comprehensive study and analysis of the development of the Belarusian-Chinese cooperation on the Silk Road Economic Belt project, as well as determination of its further prospects. Methodology In the course of the study, we used statistical, territorial-sectoral and retrospective analysis with elements of economic and mathematical modeling of the functioning of economic systems. Findings. The Republic of Belarus has become the most important link in the creation of the Silk Road Economic Belt. It has a unique geographical advantage, extremely convenient economic and cultural conditions, being a key country in Eastern Europe, located at the junction of the European Union, and the Eurasian Economic Union. The country attracts with a developed transport infrastructure, a high level of education and professional resources. The New Silk Road project is focused primarily on railway communication. The main potential for the Republic of Belarus in transit traffic is associated with the use of containers. It is containerized cargo transportation that is actually the only way to transport goods in Eurasian transit. Originality. At this stage of project development, the construction of a full-scale functional, effective model that would allow predicting the results of the implementation of a specific subproject with the required accuracy is currently impossible. However, at the present stage, the originality is the so-called «problem statement» based on the obtained analytical data. They allow identifying existing problems during project implementation, formulating possible solutions and using them during economic analysis of the efficiency of other international projects of the analytical type (solving analytical economic problems). Practical value. The article discusses the prospects and difficulties of the development of transportations by express container trains of goods and cargo from the People's Republic of China (PRC) to the Republic of Belarus. To overcome the imbalance in foreign trade with China, measures were proposed to solve this problem; attention was paid to the project for the construction of Eurasia high-speed highway (HSR), which should connect China with Western Europe through Russia and Belarus. ; Цель. Наиболее грандиозным экономическим и геополитическим проектом в настоящее время является инициатива «Новый шелковый путь», которая может радикальным образом модифицировать транспортные и денежные потоки в Евразии и во всем мире. Она включает проекты «Экономический пояс Шёлкового пути» и «Морской шёлковый путь XXI века» и предполагает создание обширной инфраструктурной сети по пути от западных границ Китая через страны Центральной Азии и Иран в Европу. Поэтому целью данной работы является подробное разностороннее изучение и анализ развития белорусско-китайского сотрудничества по проекту «Экономический пояс Шелкового пути», а также определение дальнейших его перспектив. Методика. В процессе исследования использован статистический, территориально-отраслевой и ретроспективный анализ функционирования экономических систем. Результаты. Республика Беларусь стала важнейшим звеном в создании «Экономического пояса Шелкового пути». Она обладает уникальным географическим преимуществом и чрезвычайно удобными экономическими и культурными условиями, будучи ключевой страной в Восточной Европе, находясь на стыке Европейского Союза и Евразийского экономического союза, привлекает развитой транспортной инфраструктурой, высоким уровнем образования и профессиональными ресурсами. Проект «Новый шелковый путь» ориентирован в первую очередь на железнодорожное сообщение. Основной потенциал для Республики Беларусь в транзитных перевозках – использование контейнеров (фактически единственного способа транспортировки товаров в евразийском транзите). Научная новизна. На данной стадии развития проекта построение полномасштабной функциональной и эффективной модели для прогнозирования результатов реализации конкретного подпроекта невозможно. Однако на современном этапе научную новизну представляет так называемая «постановка задачи» на основе полученных аналитических данных. Они позволяют определить существующие проблемы при реализации проекта, сформулировать возможные решения и использовать их при проведении экономического анализа эффективности других международных проектов аналогичного типа (решения аналогичных экономических задач). Практическая значимость. Рассмотрены перспективы и сложности развития перевозок ускоренными контейнерными поездами товаров и грузов из Китайской Народной Республики (КНР) в Республику Беларусь. Purpose. The most ambitious economic and geopolitical project at present is the New Silk Road initiative, which can radically modify transport and cash flows in Eurasia and around the world. It includes the Silk Road Economic Belt and 21st Century Maritime Silk Road projects and involves the creation of an extensive infrastructure network on the way from the western borders of China through the countries of Central Asia and Iran to Europe. Therefore, the purpose of this work is a detailed comprehensive study and analysis of the development of the Belarusian-Chinese cooperation on the Silk Road Economic Belt project, as well as determination of its further prospects. Methodology In the course of the study, we used statistical, territorial-sectoral and retrospective analysis with elements of economic and mathematical modeling of the functioning of economic systems. Findings. The Republic of Belarus has become the most important link in the creation of the Silk Road Economic Belt. It has a unique geographical advantage, extremely convenient economic and cultural conditions, being a key country in Eastern Europe, located at the junction of the European Union, and the Eurasian Economic Union. The country attracts with a developed transport infrastructure, a high level of education and professional resources. The New Silk Road project is focused primarily on railway communication. The main potential for the Republic of Belarus in transit traffic is associated with the use of containers. It is containerized cargo transportation that is actually the only way to transport goods in Eurasian transit. Originality. At this stage of project development, the construction of a full-scale functional, effective model that would allow predicting the results of the implementation of a specific subproject with the required accuracy is currently impossible. However, at the present stage, the originality is the so-called «problem statement» based on the obtained analytical data. They allow identifying existing problems during project implementation, formulating possible solutions and using them during economic analysis of the efficiency of other international projects of the analytical type (solving analytical economic problems). Practical value. The article discusses the prospects and difficulties of the development of transportations by express container trains of goods and cargo from the People's Republic of China (PRC) to the Republic of Belarus. To overcome the imbalance in foreign trade with China, measures were proposed to solve this problem; attention was paid to the project for the construction of Eurasia high-speed highway (HSR), which should connect China with Western Europe through Russia and Belarus. ; Цель. Наиболее грандиозным экономическим и геополитическим проектом в настоящее время является инициатива «Новый шелковый путь», которая может радикальным образом модифицировать транспортные и денежные потоки в Евразии и во всем мире. Она включает проекты «Экономический пояс Шёлкового пути» и «Морской шёлковый путь XXI века» и предполагает создание обширной инфраструктурной сети по пути от западных границ Китая через страны Центральной Азии и Иран в Европу. Поэтому целью данной работы является подробное разностороннее изучение и анализ развития белорусско-китайского сотрудничества по проекту «Экономический пояс Шелкового пути», а также определение дальнейших его перспектив. Методика. В процессе исследования использован статистический, территориально-отраслевой и ретроспективный анализ функционирования экономических систем. Результаты. Республика Беларусь стала важнейшим звеном в создании «Экономического пояса Шелкового пути». Она обладает уникальным географическим преимуществом и чрезвычайно удобными экономическими и культурными условиями, будучи ключевой страной в Восточной Европе, находясь на стыке Европейского Союза и Евразийского экономического союза, привлекает развитой транспортной инфраструктурой, высоким уровнем образования и профессиональными ресурсами. Проект «Новый шелковый путь» ориентирован в первую очередь на железнодорожное сообщение. Основной потенциал для Республики Беларусь в транзитных перевозках – использование контейнеров (фактически единственного способа транспортировки товаров в евразийском транзите). Научная новизна. На данной стадии развития проекта построение полномасштабной функциональной и эффективной модели для прогнозирования результатов реализации конкретного подпроекта невозможно. Однако на современном этапе научную новизну представляет так называемая «постановка задачи» на основе полученных аналитических данных. Они позволяют определить существующие проблемы при реализации проекта, сформулировать возможные решения и использовать их при проведении экономического анализа эффективности других международных проектов аналогичного типа (решения аналогичных экономических задач). Israel is a country in the Near East consisting for 95% of the arid regions in which 60% of the territory are covered by the Negev Desert. Therefore, the water resources are scant here and formed mostly by atmospheric precipitations. In the period from 1989 to 2005 the average precipitations were 6 billion cu. m, of which 60–70% were evaporated soon after rainfalls, at least 5% run down by rivers into the sea (mostly in winter) and the remaining 25% of precipitations infiltrated into soil from where the greater part of water got into the sea with ground waters. In Israel there are two groups of water resources: surface and underground. Israel is not rich in surface waters. The natural reservoir of surface fresh water is the Kinneret Lake in the northeast of the country. It gets water from the Jordan River and its tributaries. The average annual amount of available water of this lake is around 370 million cu. m, which accounts for one-third of the country's water needs and still higher share of the drinking water needs. The greater part of fresh waters (37% of water supply of Israel as of 2011) in this country is supplied from ground water sources. Owing to insufficiency of available natural resources, unevenness of precipitations by years and seasons and with the growth of the population and economic development the issues of provision with the quality drinking water of the population as well as agriculture and industry, rehabilitation of natural environment cause permanently growing concern. In view of the water shortage untiring efforts have been taken to improve the irrigation efficiency and to reduce water use by improving the efficacy of irrigation techniques and application of advanced system management approaches. Among the water saving technologies applied in Israel there are: drop irrigation, advanced filtration, up to date methods of water leak detection from networks, rainwater collection and processing systems. At the same time such measures as water flow measurements, policy of water price formation, changeover to cultivation of valuable crops, thermal water recycling, computer-based and remotely controlled irrigation are also applied. The search for new techniques of fresh water production is going on. Water saving is considered the most reliable and less costly method to increase water resources of the country, And this task is being accomplished in all sectors. In 1964 the National Water Carrier of Israel was constructed. The main task of this project is to achieve the reliable compensation of the difference between water income in various regions (north and south), in different seasons (summer and winter) and in different years (with sufficient and insufficient precipitations). In 1999 the Israel government initiated the long-term large-scale program of sea water desalination for production of drinking water for internal use. Reverse osmosis was adopted the basic technique for desalination of brackish and sea water. Currently there are five sea water desalination plants producing about 600 million cu. m of desalinated water per year which is equivalent to approximately 42% of the country's drinking water needs. Israel adopted the General Plan of Water Economy Development for 2010–2050, which envisages complete coverage of water deficit by way of entire wastewater treatment and construction of additional sea water desalination facilities with a capacity to 1500 million cu. m by 2050. Any additional desalinated water that may become available in these years will be used for replenishing the water supply in Israel. ; Израиль — страна на Ближнем Востоке, состоящая на 95% из засушливых районов, где более 60% территории занимает пустыня Негев. Поэтому водные ресурсы страны крайне ограничены и формируются в основном за счет атмосферных осадков. Средний объем атмосферных осадков за период с 1989 по 2005 год составил 6 млрд. м³. Из этого количества 60–70% испаряется вскоре после выпадения дождя, не менее 5% по руслам рек стекает в море (в основном зимой). Из оставшихся 25% влаги, которая впитывается в почву, значительное количество также попадает в моря с подземным стоком. Общие запасы воды в Израиле можно разделить на два природных водных источника: поверхностный и подземный. Израиль небогат поверхностными водами. Природный резервуар поверхностной пресной воды, один — это расположенное на северо-востоке страны озеро Кинерет, питающееся в основном за счет р. Иордан и его притоков. Среднегодовой объем доступной воды озера составляет примерно 370 млн. м³, что обеспечивает одну треть потребностей страны в воде и более высокую долю потребностей в питьевой воде. Большая часть пресной воды (37% водоснабжения Израиля в 2011 г.) в Израиле добывается из подземных источников. Ввиду ограниченности доступных природных ресурсов, неравномерности осадков по годам и сезонам, по мере роста населения и экономического развития возрастает актуальность проблемы обеспечения населения качественной питьевой водой, а также сельского хозяйства, промышленности и реабилитации природных объектов. Из-за нехватки водных ресурсов предпринимались постоянные усилия по повышению эффективности орошения и сокращению использования воды за счет повышения эффективности методов орошения и использования передовых методов управления системой. В числе водосберегающих технологий в Израиле стоит упомянуть: капельное орошение, продвинутая фильтрация, прогрессивные методики обнаружения утечек воды из сетей, системы сбора и обработки дождевой воды, а также измерение расхода воды, политика ценообразования на воду, переход на высокоценные культуры, повторное использование термальных вод, компьютеризация и дистанционное управление ирригацией. Постоянно осуществляется поиск новых методов получения пресной питьевой воды. Водосбережение является самым надежным и наименее дорогостоящим способом расширения водных ресурсов страны, и эта задача выполняется во всех секторах. В 1964 г. в Израиле завершил сооружение системы водоснабжения — Национальный Всеизраилский водовод, который учитывал следующие факторы: добиваться надежной компенсации разницы в поступлении воды в различных регионах (север и юг), в различные времена года (зима и лето) и в различные годы (с достаточным и недостаточным количеством осадков). Израильское правительство инициировало в 1999 г. долгосрочную крупномасштабную программу опреснения морской воды для производства питьевой воды для внутреннего потребления. Обратный осмос был принят как ведущий метод опреснения солоноватой и морской воды. В настоящее время существует пять опреснительных установок для морской воды, которые обеспечивают около 600 млн. м³ опреснительной воды в год, что эквивалентно примерно 42% потребностей страны в питьевой воде. В Израиле принят Генеральный план развития водного хозяйства на период 2010–2050 гг., который покроет водный дефицит за счет полной очистки сточных вод и строительства дополнительных объектов опреснения морской воды до 1500 млн. м³ к 2050 г. Любая дополнительная опресненная вода, которая станет доступной в течение этих лет, будет использоваться для пополнения природных систем водоснабжения Израиля.
Kryzys druku – spowodowany, jak się wydaje, digitalizacją i transformacją mediów cyfrowych – stanowi jeden z problemów współczesnego dziennikarstwa. Z tej też przyczyny w ciągu trzech ostatnich lat na Ukrainie gwałtownie (o 3 mln egzemplarzy, tj. 27%) spadł obieg prasy drukowanej. W najtrudniejszej sytuacji znajdują się lokalne środki przekazu, które od 2016 roku z rąk władz stopniowo przechodziły do sektora własności prywatnej. Spóźniona reforma doprowadziła do sytuacji, w której wydawnictwa bez doświadczenia w biznesie mierzą się z poważną recesją: niektóre już ogłosiły koniec działaności, inne ledwo przetrwały we współczesnych warunkach rynkowych. Konwergencja mediów niesie ze sobą groźbę marginalizacji mniejszych publikatorów i – co za tym idzie – ich odbiorców, których głosy nie zostaną wysłuchane. Dzieje się to już w sektorze prasy centralnej, ponieważ najpotężniejsze media drukowane należą do największych spółek: Star Light Media, UMH Group, Inter Media Group, 1 + 1 Media i Media Group Ukraine, których właściciele angażują się w ukraińską politykę. Odmawia się natomiast wsparcia lokalnej niezależnej prasie. Ukraina może pójść drogą wielu innych krajów europejskich stosujących się do teorii "spirali cyrkulacyjnej". Według niej gazety o najwyższym nakładzie otrzymują więcej środków pochodzących z reklam oraz prenumeraty, natomiast mniejsze tytuły otrzymują pomoc państwa w celu zachowania pluralizmu myśli, zapobiegania zanikaniu małych publikacji oraz uniknięcia zbyt dużej koncentracji środków masowego przekazu. Projekt ten opracowano w 2016 roku, аle nie został zatwierdzony przez rząd, utrzymywał bowiem zależność gazet od władz publicznych i korupcjogenny model dystrybucji funduszy. Sytuacja niepewności jest korzystna dla władz, ponieważ pozwala wpływać na wydawców, zwłaszcza podczas wyborów. W czasie recesji finansowej wydawnictwa łatwo poddają się sugestiom polityków i dokonują nadużyć polegających na wypuszczaniu materiałów obliczonych na wsparcie wizerunkowe działaczy. Badacze mediów odnotowali 28,1% tego rodzaju publikacji w prasie regionalnej. Negatywny wpływ na sektor medialny mają również stały wzrost taryfy pocztowej za dostarczanie prasy oraz redukcja stacjonarnych oddziałów Ukrposzty, które także znajdują się w recesji finansowej. Innym problemem jest brak regulacji w sprawie statusu mediów elektronicznych, które często zaangażowane są w piractwo własności intelektualnej, co negatywnie wpływa na media drukowane. Odbiorcy w młodym і średnim wieku rzadko są czytelnikami gazet, dlatego czasopisma muszą przekształcać swoje treści w materiały dostępne online. Prasa szuka dodatkowych kanałów przyciągających uwagę czytelników w Internecie, korzysta ze stron internetowych, sieci społecznościowych, hostów wideo, różnych modeli konwergencji, rozmaitych technologii. Centralne środki przekazu – w przeciwieństwie do mniejszych, regionalnych – szybko dostosowały się do panujących trendów. Ponad połowa lokalnych mediów nadal jednak nie ma witryny internetowej. Z powodu niskiego poziomu tabloidyzacji mediów drukowanych mało przydatne jest tworzenie popularnych kanałów informacyjnych, takich jak infotainment. Ledwie w odosobnionych przypadkach wydawnictwa podejmują starania przejścia od tradycyjnej informacji do komunikacji z czytelnikami, a redaktorzy próbują wykorzystywać modele crowdsourcingu i croudfundingu do generowania treści oraz zbiórki funduszy na wsparcie i rozwój nowych pomysłów. Od 2017 roku Lokalna Agencja Wsparcia Mediów uczy kreowania nowoczesnych treści i zarabiania na reklamach – rezultatem są 23 witryny internetowe agencji, liczące sobie 130 700 użytkowników i 620 000 wyświetleń (2018 rok). Mimo kryzysu potrzeba informacji nie maleje, czas pokaże zatem, w jakim formacie istnieć będzie ukraińska prasa. Możliwe, że – podobnie jak w Polsce – będzie to już przede wszystkim gazeta internetowa. ; The print crisis – caused, it seems, by the digitization and transformation of digital media – is one of the problems of contemporary journalism. For this reason, over the past three years, the circulation of the printed press in Ukraine has sharply decreased (by 3 million copies, ie 27%). The most difficult situation is that of local media, which since 2016 have gradually been transformed into private ownership by the authorities. The delayed reform has led to a situation where publishing houses with no experience in business are going through a serious recession: some have already closed, some have barely survived under modern market conditions. The convergence of the media carries the risk of marginalization of smaller publishers and, consequently, of their recipients, whose voices will not be heard. This is already the case with the central press, as the most powerful print media belong to the largest companies: Star Light Media, UMH Group, Inter Media Group, 1 + 1 Media and Media Group Ukraine, whose owners are involved in Ukrainian politics. On the other hand, support for the local independent press is refused. Ukraine can follow the path of many other European countries following the "circular spiral" theory. According to her, the highest circulation newspapers receive more advertising funds and subscriptions, while smaller titles receive state aid in order to maintain pluralism of thought, prevent the disappearance of small publications and avoid excessive media concentration. This project was developed in 2016, but it was not approved by the government as it maintained the news-papers' dependence on public authorities and a corrupt model of fund distribution. The situation of uncertainty is beneficial for the authorities as it allows publishers to be influenced, especially during elections. During a financial recession, publishing houses easily succumb to politicians' suggestions and make abuses consisting in releasing materials designed to support their image. Media researchers recorded 28.1% of such publications in the regional press. The media sector is also negatively affected by the steady increase in the postal tariff for delivering the press and the reduction of Ukrposzta's stationary branches, which are also in the financial recession. Another problem is the lack of regulation on the status of electronic media, which is often involved in piracy of intellectual property, which negatively affects the print media. Young and middle-aged audiences are seldom readers of newspapers, so they need to transform their content into online material. The press is looking for additional channels, attracting readers' attention on the Internet, using websites, social networks, video hosts, various convergence models, various technologies. Central media – as opposed to smaller, regional ones – quickly adapted to the prevailing trends. More than half of the local media still doesn't have a website. Due to the low tabloidization of printed media, it is of little use to create popular news channels such as infotainment. Only in isolated cases do publishers make an effort to shift from traditional information to communicating with readers, and editors try to use crowdsourcing and croudfunding models to generate content and raise funds to support and develop new ideas. Since 2017, the Local Media Support Agency has been teaching how to create modern content and profit on advertisements - the result is 23 agency websites with 1,307,000 users and 6,200,000 views (2018). Despite the crisis, the need for information has not diminished, so time will show the format in which the Ukrainian press will exist. It is possible that – as in Poland – it will be primarily an online newspaper.
The analysis of articles and normative documents for quality control and regional origin of wines was carried out. Chemical composition of the grapes and the wine has been considered, qualitative and quantitative changes during vinification, maturation and aging of wine were shown. The basic group of compounds contents and ratios which determine the qualitative characteristics of wines, as well as have an important role in the formation of aroma and taste of the drink was found. The prerequisites for the development of the market of counterfeit products and wine falsification methods were discussed. The analysis of scientific literature and regulatory framework governing the quality of the wines on the territory of Russia and the European Union and the existing approaches to determine their authenticity was conducted, the advantages and disadvantages are shown. The examples of using different criteria for the establishment of natural and adulterated wines have been discussed, as well as their approaches to identify and create a comprehensive system of wine production quality evaluation using methods of physicochemical analysis. Рассмотрен химический состав винограда и изготавливаемой из него винодельческой продукции, показано его качественное и количественное изменение в процессе винификации, созревания и выдержки вин. Установлены основные группы соединений, содержания и соотношения которых определяют качественные характеристики вин, а также играют важную роль в формировании аромата и вкуса напитка. Обсуждены предпосылки развития рынка поддельной продукции и способы фальсификации вин. Проведен анализ научной литературы и нормативной базы, регламентирующей качество вин на территории России и стран Европейского союза, существующих подходов к определению их подлинности, указаны достоинства и недостатки. Обсуждены примеры использования различных критериев для установления натуральных и фальсифицированных вин, а также подходов их комплексной идентификации и создания системы оценки качества винодельческой продукции с помощью методов физико-химического анализа.
