The sharp increase in the number of new COVID-19 cases in late 2021 and early 2022, which is associated with the spread of a new strain of coronavirus - omicron - is of great concern and makes it necessary to make at least approximate forecasts for the pandemic dynamics of the epidemic. As this rapid growth occurs even in countries with high levels of vaccinations, the question arises as to their effectiveness. The smoothed daily number of new cases and deaths per capita and the ratio of these characteristics were used to reveal the appearance of new coronavirus strains and to estimate the effectiveness of quarantine, testing and vaccination. The third year of the pandemic allowed us to compare the pandemic dynamics in the period from September 2020 to January 2021 with the same period one year later for Ukraine, EU, the UK, USA, India, Brazil, South Africa, Argentina, Australia, and in the whole world. Record numbers of new cases registered in late 2021 and early 2022 once again proved that existing vaccines cannot prevent new infections, and vaccinated people can spread the infection as intensively as non-vaccinated ones. Fortunately, the daily number of new cases already diminishes in EU, the UK, USA, South Africa, and Australia. In late January - early February 2022, the maximum averaged numbers of new cases are expected in Brazil, India, EU, and worldwide. Omicron waves can increase the numbers of deaths per capita, but in highly vaccinated countries, the deaths per case ratio significantly decreases. Highlights: Vaccinated persons can get and pass the new coronavirus variants. The probability of death is much lower for vaccinated persons.

This article explores the significant role that the state is still expected to play in initiating and implementing the energy transition. In this regard, it is laid out in three parts. Part I focuses on the premise of the role that derives from constitutional law. This role is considered classic, because it is based on different functions of the state, and the legitimate constrain that distinguishes it from other social actors, including non-state actors. Tremendous materials are offered by the analysis either from the perspective of sociology or law studies when it comes to the specific situation of French-speaking African states. The scope of analysis is broadened with the energy law approach. With a focus on African English-speaking countries, the article examines both the way the state is enforcing statutes aiming to design its own transition scheme and exercising its discretionary power through its energy policy. Beyond the functions of the state—deriving from its sovereign power—these elements set out the direction in quest of a specific role the state can play in the energy transition as a process in Part II. As such, the energy transition, if it is to lead to coherent social change, requires strong and dynamic leadership, including clear, nuanced, and forward-looking direction on the broad sections of the overall process, and the environmental justice issues that necessarily cluster around them. For this reason, the role of the state is construed as both a steering role, and an integrative role for environmental, economic and social issues. Part III provides a rationale for the necessary and strong support of international cooperation—to the state—in order to achieve the paradigm shift smoothly. In Part IV, I emphasize the African Union's transition initiatives in the run-up to COP 25, which I hold out as an inducement for states' efforts. In fact, this article seeks to address these issues. Purpose: The feelings that an employee have for the job is essential to be analyzed the job satisfaction level of government employees after implementation of federal state in the context of Bhojpur district of Nepal. Design/Methodology/Approach: The questionnaire was distributed to governmental employees via mail and direct distribution to respective offices of Bhojpur district with 93.8% of response rate. The data has been divided into local, provincial and federal categories and separately analyzed along with combined analysis too. Satisfaction level along with the factors of the same was accessed using SPSS for descriptive and inferential statistics. Findings/Result: Government employees from all tiers of government viz. local, provincial and federal are dissatisfied with present remuneration, benefit and employee adjustment process along with present organizational structure, wage policy, present work performance evaluation system and decision-making system in offices but satisfied with present leave system after promulgation of federal structure. Present job authority and position are acceptable level for employees working in all three tiers of government. Most crucial factor seems to be promotion and career growth rather than remuneration. Job training, working environment, team spirit and right work performance evaluation system seem to be major parameters for job satisfaction. Job location is temporary in nature which can be easily handled. Strong reservation on promotion and job rotation approach which is included in new federal structure by all tiers of government employees. Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

The goal of the election is not only to determine the outcomes but also to lend credence to the winners, even for those voters who did not bother voting for them. This underlines the necessity of holding free, fair, and hidden elections. Component of all this is that elections are controlled by open and accountable, neutral, and autonomous electoral-management bodies. Utilizing technology in voting procedures can make it quicker, more efficient, and less susceptible to security breaches. The technology can ensure the safety of every vote, better and faster and much more accurate counting and automatic tallying. The design of a sophisticated voting system is a complex task as it has to fulfill several essential criteria. The secrecy of an elector's poll is to be well-preserved. The voting system should not give any evidence that proves which candidate receives a particular voter's vote. The process uses minimum paper documents and is therefore environmentally friendly. Bio-metric or retina scans can be used to ensure security. The e-voting system is vulnerable to several serious attacks from external sources. There is indeed a likelihood that anybody who has immediate access to the e-voting system can access it suspiciously. Malevolent software can steal one candidate's votes and assign them to some other. An attacker may deny officials access to the e-voting arrangement or render an e-voting structure unavailable for the Election Day voting process. This is known as a service denial (DoS) attack. But this kind of threat is hard to detect. A large number of questionable and invalid votes are the big problem with traditional paper-ballot based voting system. This phenomenon will be eliminated if the e-voting system is used. The purpose of this is to study scrutinizes the dispute of gender discrimination, and how discriminated female employees incline towards interpersonal and organizational deviance. With quantitative approach, the data is collected through close-ended questionnaires on the adopted instruments of the sample size of 332, and these questionnaires were distributed among female employees working in public organizations. Structural equation modelling was performed to test the multi path regression analysis by using Smart-PLS software. Results show that there is impact of gender discrimination on both, interpersonal deviance and organizational deviance, where as lack of trust plays mediating role in these relations. The study recommends devising more surveillance plans to hamper gender discrimination as it creates menace, in the shape of drastic deviance, in social and organizational set up.

This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. Political propaganda is one of the most significant tools in psychological warfare since it influences and manages public opinion. Political propaganda of all kinds and its shady forms manifested itself in the speeches of American administrations and electoral campaigns following the events of September 11, 2001, particularly in the speeches of President George W. Bush, the son thirsty for war, and the speeches of others who followed him, through which Afghanistan, Iraq, and Iran were targeted with false information. By the American institutions and government agencies themselves, the main goal of all of this is to maintain geostrategic control over the oil of Iran and other oil countries, and the ability to control global oil prices and available quantities and to ensure that oil reaches the allies of the United States of America, and to prevent it from competitors with the aim of weakening their geostrategic influence.

Alfred the Great's domboc ('book of laws') is the longest and most ambitious legal text of the Anglo-Saxon period. Alfred places his own laws, dealing with everything from sanctuary to feuding to the theft of bees, between a lengthy translation of legal passages from the Bible and the legislation of the West-Saxon King Ine (r. 688-726), which rival his own in length and scope. This book is the first critical edition of the domboc published in over a century, as well as a new translation. Five introductory chapters offer fresh insights into the laws of Alfred and Ine, considering their backgrounds, their relationship to early medieval legal culture, their manuscript evidence and their reception in later centuries. Rather than a haphazard accumulation of ordinances, the domboc is shown to issue from deep reflection on the nature of law itself, whose effects would permanently alter the development of early English legislation

The activeness of any nation citizenry determines how effective and the types of government such a nation will have. In the case of Nigeria, Nigerian citizens have been engulfed by stark illiteracy and chronic ignorance. Citizens have failed in their responsibility of participating actively in the polity of their nation. Citizens have been blindfolded that they cannot even differentiate between good governance and bad governance, as they still blindly pledge their support to bad leadership and to the decayed political parties of Nigeria, e.g. APC and PDP. Citizens found mostly in this blindness are the South western citizens despite their level of education. This paper examined the inability of Nigerian citizens to read within the lines and understand the dangers inherent in the politics of these two political parties of APC and PDP, and the fact that both parties have no better ideology and plans to better the lives of Nigerians. The paper examines the difference between People's Democratic Party (PDP) and All progressive Congress (APC) ideology in terms of corruption in Nigeria. The paper finally examines the effect of non-democratic citizenry in Nigeria. This paper adopts the hybrids method, as interview methods of data collection are adopted while other data are gotten from the readymade works of scholars and from the common sense views of the writer. This paper finally proffers workable recommendations to the problems of bad leadership in Nigeria.

Critical discourse analysis (CDA) is previously not a homogenous model, nor a school or a paradigm, but at most a shared respective in doing linguistics, semantics, or discourse analysis. The objective of CDA is to perceive language use as social practice. The researchers in this paper have done this at the 58th session of the UN General assembly, New York. The theoretical framework used for the analysis is Fairclough's model, 1992. This research paper has analysed the data qualitatively. This research work has explained and clarified the intellectual and invulnerable strategies, ideologies of President Musharraf, Pakistani president for global, political, economic, social and cultural development not only for his own country but for the entire world, especially developing countries. CDA of G-P-M speech shows that his motto is peace, security and development of human rights, implementation of international law, social justice for everyone and multilateral diplomacy by the support of the war on terror and cooperation with the international community. This paper examines the impact of undecided voters in elections campaigns in Israel. The question asked here is if undecided voters can break the political dead-lock which became evident in four consecutive elections in just two years – between 2019 and 2021. The paper argues that the crucial role of undecided voters is the result of four main developments. The first is the multi-party parliamentary system, which allows the voters to swing between different parties and influence on handful of options to form coalition government. The parliamentary system emphasizes the excessive and crucial role of small parties to determine who will be in power – which means that they are in a position to impose their extreme ideology on the entire society. The second is that participation in elections is constantly declining, increasing the impact of motivated voters who follow the campaigns closely before making their final decision. The fact that this audience is persuaded by specific events and not by ideology or social identity allows to maximize the impact of their vote. The third is related to technological and cultural changes. Digital and social media have become popular among Israeli young people and first time voters, allowing them to promote new social and political behavior and bypass the censorship of traditional media and the traditional ideology of non-first time voters and the old political establishment.

Accountability is the responsibility of the obligation to account for the success or failure in carrying out the organization's mission in achieving the goals and targets that have been set through a media of accountability periodically. As a follow up in eradicating the practice of Collusion of Corruption and Nepotism as mandated by Law Number 28 of 1999, in the context of further improving the implementation of a more efficient, effective, clean and responsible government. Government Policy through Presidential Instruction No. 7 of 1999 issued regulations regarding the Accountability of Government Agencies' Performance so that good governance was created. The purpose of this study is to find out: (1) Implementation of Performance Accountability System of Government Agencies in the Regional Civil Service Agency of Musi Banyuasin Regency (2) Implementation of good governance in the Regional Civil Service Agency of Musi Banyuasin Regency (3) How much influence the implementation of Government Institution Performance Accountability System the application of good governance in the Regional Personnel Agency of Musi Banyuasin Regency. The method used in this research is analytical descriptive with survey approach. Whereas to analyze the data obtained used the moment Product Correlation Coefficient Analysis, Determinant Coefficient Test and Hypothesis Test using the Significance Test (t Test). The results obtained are: (1) Implementation of the Accountability System of Government Agencies' Performance in the Regional Civil Service Agency of Musi Banyuasin Regency, including very good classification. (2) the application of Good Governance in the Regional Civil Service Agency of Musi Banyuasin Regency is included in the very good classification. (3) The implementation of the Government Agency Performance Accountability System has a significant effect on the implementation of Good Governance in the Regional Personnel Agency office in Musi Banyuasin.

Frederick Levi Attenborough (1887-1973) studied at Cambridge and was a Fellow of Emmanuel College between 1920 and 1925. He later became the Principal of University College, Leicester. In 1922 Cambridge University Press published his edition of the early Anglo-Saxon laws, with a facing-page modern English translation. A few years earlier, Felix Lieberman had published his monumental three-volume Die Gesetze der Angelsachsen, which is still the definitive specialist edition of the laws (as Attenborough rightly predicted), and which is also reissued in the Cambridge Library Collection. Attenborough explains that his work is for social and legal historians who do not read German, or do not require the full critical apparatus and contextual material provided by Lieberman.
