Argues that European firms will have to become more internally flexible if they are to remain competitive in the global economy; comparisons are made to both North America & Japan. Especially in light of the global adoption of new information & communication technologies, changes are needed in organizational structures, wage systems, job skills, & management-employee relations. Explored in depth here are two strategies -- outsourcing & telework -- that are being used successfully by many companies to increase their flexibility & enhance their position in the global marketplace. Examines democratic institutional change & the recent citizen demands for greater access, transparency, & accountability that underlie a fundamental transformation of the democratic process. Earlier waves of democratic reform are recounted with attention to the themes of the expansion & improvement of the representative process & the utilization of new technologies that facilitate greater citizen participation. Democratization was expanded in the 1960s & 1970s to encompass a new style of advocacy democracy (illuminated by a case study of Great Britain) & cross-national patterns are identified.
