Når militære styrker roterer inn og ut av operasjonsområder i tiår etter tiår, skjer det noe med beslutningstakerne. Politikere, embetsverk og offiserer sosialiseres inn nye selvbilder. Gamle normer, som at Forsvaret er et nasjonalt nødvergeinstrument byttes ut med nye selvbilder der det å krige ute blir viktig for å forstå seg selv som «en god alliert».
Abstract in EnglishReply to Karsten Friis, NUPIAs military forces rotate on a regular basis in and out of a theatre, decisionmakers become influenced. Not least by new self-perceptions. Politicians, civil servants and officers are socialized into new identities. Old norms, like territorial defence, are gradually exchanged with new expeditionary images of what it means to be "a good ally".

Norges internasjonale klimapolitikk har alltid hatt som målsetting å oppnå et mest mulig enhetlig globalt klimaregime. Parisavtalen reflekterer i stedet – og bidrar til å forsterke – et fragmentert klimaregime med et mylder av nye samarbeidsformer mellom land. I denne artikkelen trekker vi frem tre trender som preger det nye klimaregimet: et skifte fra klima- til grønn industripolitikk; økende spenning mellom klima- og handelspolitikk; og tettere sammenkobling mellom klima- og petroleumspolitikk. Vi viser hvordan nye klimaklubber både lager nye spilleregler og oppstår som motsvar til disse. Vi ønsker med dette å vise hvordan et fragmentert klimaregime fører til nye rammevilkår og utfordringer for norsk klimapolitikk. Klimaklubbkvalene omfatter både problemstillinger knyttet til hvem Norge skal samarbeide med og hvordan slikt samarbeid skal formaliseres, men også konsekvensene av å samarbeide med noen fremfor andre.
Abstract in English:Norway's Climate Club QuandaryNorway's international climate policy has always aimed at building a unitary global climate regime. However, the Paris Agreement reflects and accelerates the fragmentation of the climate regime and has been accompanied by the emergence of a myriad of new climate initiatives between countries. This article highlights three trends that characterize the emerging climate regime: a shift from climate to green industrial policy; rising tension between climate and trade policy and pressure to merge climate and petroleum policy. We illustrate how climate clubs both create new rules within the climate regime and are formed in response to such rules. Navigating this new international landscape will be a central challenge for Norwegian climate policy moving forward. Norway's climate club quandary in this context implies choices between different political strategies and competing interests and with possible consequences for what type of climate regime Norway will contribute to. The climate club quandary is both related whom Norway seeks to collaborate with and the formalization of such collaboration, but also the consequences of collaborating with some countries and not with others.

Den här artikeln identifierar och analyserar tre olika reaktioner, i artikeln benämnda »strategisk respons», på amerikansk strategisk återhållsamhet sedan 2017 och mot bakgrund av Brexit: »Liberal övervintring», »Ett starkare Europa» och »En bredare koalition». Analysen kopplar strategisk respons, strategiskt aktörskap och strategisk autonomi och leder till två slutsatser: För det första att Brexit snararare har gynnat än hindrat det europeiska säkerhets- och försvarssamarbetet, såväl inom ramen för EU som mellan EU och stater som står utanför EU, däribland Storbritannien. För det andra att den framväxande säkerhetsordningen innebär nya och annorlunda förutsättningar för det säkerhets- och försvarspolitiska samarbetet i Europa, inte minst i Norden.
Abstract in English:American Strategic Restraint and European Strategic Response: Three Forms of Strategic Response Post-BrexitThis paper describes and analyses three types of European strategic response since the year 2017 by European governments and the EU in response to US strategic restraint and conditioned by Brexit. The three types of response we label "liberal wintering", "a stronger Europe" and "a broader coalition". The paper links strategic response to strategic agency and strategic autonomy leading on to two main conclusions: First, that Brexit has done more to promote than to restrain the development of European common security and defence, both within the EU and when involving nations outside of the EU, such as the UK. Second, that the new broader European security and defence structures open the door to new forms of cooperation, for example between the Nordic countries.

Hvordan Norge håndterer sin militæraktivisme og fredsaktivisme ble aktualisert i kampanjen for et sete i sikkerhetsrådet. Aktivisme forstås her som nasjonens villighet til å ta initiativ på tross av kostnader. I denne replikken svarer vi på Friis sin kommentar som trekker verdien av vårt bidrag i tvil, da han omtaler vår analyse av Norges unnlatelse av å fremme sin militæraktivisme til fordel for «mykere verdier», som «gammelt nytt.» I kampanjen fremmet Norge både militæraktivisme og fredsaktivisme, men i ulikt materiale og forum. Vi hevder dermed at dette som et minimum er gammelt nytt i nye klær. Ved bruk av nasjonsbranding-rammeverket finner vi at Norge ønsket å fremstille seg som en aktør som er villig til å bidra, samtidig med å understreke Norge som en ikke utpreget militæraktør.
Abstract in English"Old News" on Military Activism and Peace Activism in New ClothesHow Norway communicates its military activism and peace activism was actualized in the campaign for a seat on the Security Council. Activism is here understood as the nation's willingness to take initiatives despite the costs. In Friis' comment on our article, he questions the value of our contribution, as he categorises our analysis of Norway's public relations focus on "softer values" over its military activism, as "old news". However, Norway in the campaign emphasized both military activism and peace activism, but in different ways and and different forums. We thus claim that this – as a minimum – is interesting old news in new clothes. By using the nation branding framework in the context of a tightly contested political contest, we find that Norway sought to present itself as an actor that was willing to make significant contributions to security, whilst stressing simultaneously that Norway was a non-military actor.

Selv om det kan hevdes at de ulike elementene som utgjør cyberoperasjoner – undergraving, sabotasje, manipulering, tyveri og desinformasjon – ikke er noe nytt, sprer de seg i dag med en hastighet og i et omfang som er uten historisk sidestykke. Cybersikkerhet er tett sammenvevd med det 21. århundres politiske og militære konflikter. Som NATOs generalsekretær Jens Stoltenberg påpeker, har de fleste konflikter og kriser i våre dager en cyberdimensjon, og det er vanskelig å forestille seg en militær konflikt i dag uten (Stoltenberg, 2016). Av denne grunn har såkalt cyberavskrekking blitt tema for en omfattende militær, politisk og akademisk debatt som kretser rundt et sett av viktige operasjonelle konsepter og overveielser. Et sentralt tema er hvorvidt det kan avskrekkes i cyberspace, gitt attribusjons utfordringene som preger etterdønningene av et cyberangrep. Denne artikkelen stiller spørsmål ved om «cyberavskrekking» er mulig og hensiktsmessig, og drøfter nye mulige måter å tenke rundt avskrekking i cyberspace på.

Cybersecurity is deeply intertwined with every aspect of today's political and military conflict. In conjunction with the growing acceptance of cyberspace as a military domain, so called "cyber deterrence" has become the subject of extensive military, political and academic debates. Revolving around a set of important strategic and operational concepts the debates are questioning whether deterrence can be achieved in cyberspace. In line with current debates, this article examines if "cyber deterrence" is possible, appropriate, and desirable, yet extends the debate by including new possible ways to think about deterrence and defense in cyberspace. By drawing attention to cyberspace's idiosyncrasies while questioning the orthodoxy of deterrence as a concept, a reconceptualization of "cyber deterrence" that focuses on cyberspace itself is argued for, one which incorporates new outlooks and ideas, some of which may challenge the established boundaries of deterrence theory.

I 2001 besluttet Stortinget en vesentlig endring i forsvarskonsept og en betydelig reduksjon i forsvarsstrukturen. Forsvarets hovedoppgave skulle ikke lenger være å utgjøre et mobiliseringsbasert invasjonsforsvar. Beslutningen var et brudd med forsvarskonseptet som hadde dominert norsk forsvarsplanlegging under den kalde krigen og i tiåret som fulgte. Hvorfor ble invasjonsforsvaret forlatt, og hva ble Forsvarets nye hovedoppgave? Artikkelen argumenterer for at det finnes tre dominerende og delvis konkurrerende forklaringer på omleggingen av Forsvaret: en sikkerhetspolitisk, en kulturell og en økonomisk. Den første tilnærmingen ser beslutningen som drevet av et ønske om å bidra mer i utenlandsoperasjoner for å bli oppfattet som en «god alliert» i NATO og USA. Den andre forklarer overgangen med en kulturell endring der en ny og mer «internasjonalisert» forsvarspolitisks diskurs vant frem blant norske beslutningstakere. Den tredje ser endringen som et uunngåelig resultat av invasjonsforsvarets manglende økonomiske bærekraft.
Abstract in English:Security Policy, Culture or Defence Economics? Competing Explanations for the Transformation of the Norwegian Armed Forces after the Cold WarIn 2001, the Storting – Norway's parliament – decided on a significant change in Norway's national defence concept and a significant reduction in the defence structure. The Armed Forces' main task should no longer be to constitute a mobilization-based territorial defence force. The decision was a break with the defence concept that had dominated Norwegian defence planning during the Cold War and in the decade that followed. Why was territorial defence abandoned, and what became the Armed Forces' new main task? The article argues that there are three dominant and partly competing explanations for the transformation of the Armed Forces: a security policy explanation, a cultural explanation and an economic explanation. The first approach sees the decision as driven by a desire to contribute more in international operations in order to be perceived as a "good ally" in NATO and the United States. The second explains the transformation with cultural changes among Norwegian decision-makers, through which a new and more "internationalized" defence policy discourse became dominant. The third sees the change as the inevitable result of the financial unsustainability of the old status quo in the Armed Forces.

Selv om Svalbard er en del av Norge, byr øygruppen på spesielle utenrikspolitiske utfordringer. Nedbyggingen av den norske kulldriften kom brått på og har store konsekvenser for Svalbard-samfunnet og forutsetningene for norsk politikk på øygruppen, og kanskje også utenrikspolitiske implikasjoner. Russlands grunnleggende interesser på Svalbard er stabile, men det konkrete grunnlaget for det russiske nærværet endrer seg. Det skaper gnisninger i forholdet til norske reguleringer, både innenfor naturvern og helikoptertransport. Rivende utvikling av turisme og forskning har medført at flere land har fått øynene opp for Svalbard. Samtidig har den generelt økende interessen for Arktis gjort at tilstedeværelse på Svalbard tillegges større betydning enn før. Det kan være en utfordring for Norge, men også for Russland, som ønsker å ha en særstilling. I havområdene utenfor territorialfarvannet rundt Svalbard gjelder ikke de spesielle bestemmelsene i Svalbardtraktaten, etter norsk syn. Enkelte andre stater ytrer seg imidlertid av og til annerledes. Dette er ikke nytt. Men snøkrabben som dukket opp på sokkelen rundt øygruppen satte plutselig jurisdiksjonsforholdene på spissen. EU ble bragt inn, noe motvillig, i en disputt med Norge.
Abstract in English:Svalbard and the Surrounding Ocean Spaces – New Foreign Policy Challenges for Norway?Developments over the last decade have created new challenges for execution of Norwegian sovereignty over the islands. The radical downsizing of coal mining has been rapid and has affected the composition of the Norwegian community that has become increasingly dominated by tourism, with a large share of the employees being non-Norwegian. Russia's fundamental interests on Svalbard are stable: keeping a presence, aiming for special treatment, but not undermining the Svalbard treaty regime. Frictions with Norwegian authorities are related to Russia's plans to diversify away from increasingly loss-making coal mining into tourism and research support, where Norwegian environmental legislation and restrictions on helicopters are obstacles. The positions of various states on the status of the maritime zones and the continental shelf around Svalbard have not changed much, but the appearance of the snow crab – a sedentary species – on the shelf provoked a legal dispute where the EU reluctantly became involved.

I en fersk Fokus-spalte i Internasjonal Politikk diskuteres begrepet «militæraktivisme» i en skandinavisk kontekst. Dessverre lider flere av bidragene av en uklar og dels politisert bruk av begrepet. Militæraktivisme sidestilles i det store med internasjonale operasjoner, og bringer dermed ingen nye analytiske bidrag. Spalten viser at begrepet kan ha noe for seg i det danske tilfellet, men klarer ikke å påvise at militæraktivisme er noe skandinavisk fenomen.
Abstract in EnglishMilitary Activism: Vague Definitions and Political LopsidednessA recent issue of Internasjonal Politikk had a Focus section dedicated to "military activism" in the Scandinavian context. Unfortunately, several of the contributions suffer from vague and partly politicized use of the term. Military activism appears to be applied analogous to international operations, thus failing to contribute with any new analytical insights. The section shows that military activism may be a fruitful term in the Danish context, but fails to demonstrate that this is a Scandinavian phenomenon.

NATO har i det seneste årti orienteret sig mod de defensive aktiviteter i cyberspace, men i slutningen af 2017 gjorde alliancen det klart, at fremtidig planlægning af militære operationer også kommer til at indeholde muligheden for offensive cyberspaceoperationer (OCO). Inklusionen af OCO sker ved hjælp af en såkaldt "effektbaseret model". Ifølge denne model efterspørger NATOs øverstkommanderende – igennem det nyoprettede NATO Cyber Operations Centre – en specifik cybereffekt hos medlemsstaterne. Nærværende artikel peger på modellens muligheder og udfordringer. For selvom OCO indeholder et potentiale som redskab for løbende forstyrrelser af modstanderens netværk, så indeholder OCO også en række begrænsninger og faldgruber, når de skal integreres i en forespørgselsdreven og effektbaseret model: Det gælder i særlig grad manglende koordination omkring effekter (risiko for kollisioner) samt vanskeligheder ved inddæmning og vurdering af effekter. Disse begrænsninger svækker signalet om, at alliancen nu mestrer og for alvor vil gøre brug af cyberdomænet. Ønsker NATO at sende et klart signal, bør alliancen drøfte internt, hvordan man forholder sig til de aktiviteter, der ikke blot knytter sig til væbnet konflikt, som cyberspace også – og primært – tilbyder.

For the past decade, NATO has prioritised a strengthened cyber defence. However, at the end of 2017, the alliance made it clear that future operational planning will include the possibility of offensive cyberspace operations (OCO). The integration of OCO will happen through an effect-based model where the NATO commander – through the new NATO Cyber Operations Centre – requests a specific effect from member states. This article assesses the risks and opportunities of this model. It argues that even though OCO holds much potential for constant disruptions of an adversary's networks, OCO comes with several limitations and pitfalls when integrated through a request- and effect-based model. These include the risk of confliction and the difficulty of containing and assessing cyber effects. Such limitations weaken the ability to signal that NATO has the capacity to master this new domain. If NATO wants a to send a clear signal to adversaries, then the alliance needs to start discussing how it can utilise the possibilities below the threshold of armed conflict, which cyberspace primarily offers.

Kor godt rusta er internasjonale ressursforvaltingsregime til å tilpasse seg klimaendringar? Klarar slike regime å inkludere nykommarar på ein konstruktiv måte, eller vinn realpolitiske vurderingar fram og ein hegnar om eigne ressursar? Denne artikkelen vil utforske dette og sjå på korleis klimaforsking blir brukt politisk til å legitimere krav på ressursar. Til dette blir makrellkonflikten i Nordaust-Atlanteren frå 2008–2014 undersøkt. Etter at makrellen endra vandringsmønster lenger nord og vest, vart det konflikt mellom Noreg og EU på eine sida og Island og Færøyane på andre sida. Folkeretten gjev eit stort rom for å tolke denne tvisten ulikt hjå partane. Dette spelerommet, kombinert med ein låg grad av tilpassing til nykommarstatar, førte til at det etablerte forvaltingsregimet braut saman. I løpet av konflikten vart det tydeleg at partane hadde svært ulike forklaringar på endringa i makrellens vandringsmønster. Klima- og miljøforsking vart trekt i tvil og brukt strategisk av aktørane i konflikten, og makrellen vart overfiska. Dette tyder på at realpolitiske omsyn framleis står sterkt i internasjonal ressursforvaltingspolitikk, også i møte med det som verkar som opplagte konsekvensar av klimaendringar. Fiskeriforvaltingsregime treng å konkretisere reglar for korleis ein skal handtere endringar i vandringsmønster, og korleis nykommarar til fisket kan inkluderast på ein konstruktiv måte. Slik unngår ein overfiske og framtidig bestandskollaps.
Abstract in EnglishThe Mackerel War: How Climate Change Impacts Fishery Negotiations and RegimesHow well are international resource management regimes equipped to handle climate change? Are such regimes able to adapt to and include new players, or do the stakeholders prefer status quo? This article will explore this phenomenon by using the case of the Mackerel War in the Northeast-Atlantic during 2008–2014. The mackerel stock in the Northeast-Atlantic changed its migratory pattern, which triggered the Faroe Islands to renegotiate its deal with Norway and the EU. Simultaneously, Iceland became a new major player in the mackerel fisheries. The mackerel regime consisting of Norway, EU and the Faroe Islands experienced a temporary breakdown during the conflict. This led to substantial overfishing. Due to differing interpretations of international conventions as well as the addition of a newcomer, the regime was not able to adapt well to the changing situation. Research on climate change was doubted by the states and was used strategically to legitimize resource claims. The fisheries regime needs stricter and more consistent rules regarding the inclusion of newcomers in fisheries, as well as how to handle dramatic changes in migratory patterns.

Artikkelen diskuterer EUs nye forsvarspakke med særlig vekt på CARD (Coordinated Annual Review on Defence), PESCO (Permanent Structured Cooperation) og EDF (European Defence Fund). Formålet er å styrke EU som sikkerhetspolitisk aktør og legge grunnlaget for europeisk strategisk autonomi. Forsvarspakken utfordrer norsk sikkerhets-, forsvars- og forsvarsindustripolitikk. Problemstillingene artikkelen besvarer er: Hvilke konsekvenser får de nyere EU-initiativene for norsk forsvarsindustri- og forsvarsforskningspolitikk? Hvordan opptrer myndighetene (Forsvarsdepartementet; FD) slik at Norge er i stand til å opprettholde en nasjonal forsvarsindustri? Vi legger instrumentelle og institusjonelle teorier og perspektiver til grunn for analysen. Instrumentelle teorier forteller at aktørene handler formålsrasjonelt etter en konsekvenslogikk. Institusjonelle teorier forteller at aktørene søker legitimitet, og handler i tråd med etablert kultur og forventninger i omgivelsene. EU får en økende betydning der unionens sikkerhets- og forsvarspolitikk blir likere EUs andre politikkområder. Et flernivåperspektiv blir derfor relevant for et område som tidligere var forbeholdt medlemsstatene. Våre intervjuer med representanter for norske myndigheter og forsvarsindustri forteller at de har fragmentert kunnskap om og forventninger til betydningen av EUs forsvarspakke. Vi konkluderer at aktørene har en instrumentell tilnærming, men at manglende helhetlig forståelse gjør det vanskelig å svare formålsrasjonelt. Aktørene handler derfor også i tråd med et kulturperspektiv.
Abstract in English:What Now, Norwegian Defence Industry? Instrumental and Institutional Answers to the EU's New Security and Defence PoliciesThe article discusses the EU's new defence package with emphasis on CARD (Coordinated Annual Review on Defence), PESCO (Permanent Structured Cooperation) and EDF (European Defence Fund). The aim is to strengthen the EU as a security actor and encourage strategic autonomy. This package challenges Norwegian security-, defence-, and defence industrial policies. The research questions are: What consequences will these EU-initiatives have for Norwegian defence industry- and defence research policy? How will the authorities (Ministry of Defence; MoD) act to maintain a national defence industry? We apply instrumental and institutional theories. Instrumental theories expect rational actions in accordance with logic of consequences. Institutional theories expect appropriate actions in line with established culture and expectations in their surroundings. The EU's security and defence policy becomes more similar with other fields of EU policies. Therefore, a multilevel governance approach is relevant. Our interviews with representatives for Norwegian authorities and defence industry tell that they have fragmented knowledge and expectations about the significance of the defence package. We conclude that the authorities act instrumentally, but lack of a comprehensive understanding makes it difficult to answer rationally. The authorities therefore also act according to a cultural perspective.
