Küreselleşme ile birlikte 1980'li yıllardan sonra ülkelerin sermaye akımları önündeki engelleri kaldırması sonucunda yaşanan yüksek sermaye girişleri,ülkelerin daha rahat borçlanabilmesine imkan sağlamıştır. Bunun sonucunda isebirçok ülkede cari açıklar süreklilik kazanmaya başlamıştır. Özellikle 1990'lı yıllardan itibaren giderek büyüyen ve sürekli hale gelen cari açıklar, politika yapıcıların ve iktisatçıların dikkatini çekmiş ve cari açıkların sürdürülebilir olup olmadığı konusunu gündeme getirmiştir. İktisatçılar arasında cari açığın sürdürülebilirliğinin tespitine yönelik bir fikir birliği bulunmamakla birlikte, literatürde konunun ekonometrik yöntemler ile ele alındığı görülmüştür. Bu çalışmanın amacı da Husted (1992) tarafından geliştirilen modelden faydalanarak cari açığın sürdürülebilirliğini gelişmiş ve gelişmekte olan ülkelerde en güncel yöntemleri kullanarak analiz etmektir. Çalışma 16'sı gelişmiş, 13'ü gelişmekte olan toplam 29 ülkeyi kapsamaktadır. Çalışmaya dâhil edilen 29 ülkenin 1970-2019 dönemi çeyreklik verileri fourier tipi birim kök ve eşbütünleşme yöntemleri ile incelenmiştir. Analiz sonuçlarına göre Almanya, Danimarka, İsrail, İsveç, Kanada, Çekya ve Endonezya'da cari işlemler açığı güçlü formda sürdürülebilirken, Güney Kore, İzlanda, Birleşik Krallık, Avustralya, Türkiye, Tayland, Güney Afrika ve Filipinler'de zayıf formda sürdürülebilirdir. ABD, Finlandiya, Fransa, İspanya, İtalya, Portekiz, Yeni Zellanda, Bolivya, Brezilya, Bulgaristan, Estonya, Meksika, Peru ve Slovakya'da ise cari açıklar sürdürülemez durumdadır. ; With the effect of globalization, the high capital inflows experienced as a result of the elimination of obstacles to capital flows, enabled countries to borrow more easily. As a result, current account deficits started to gain continuity in many countries. Especially since the 1990s, the current account deficits, which have been growing and becoming permanent, attracted the attention of policy makers and economists and brought up the issue of whether current account deficits are sustainable or not. The aim of this study is to analyse the sustainability of the current account deficits in developed and developing countries using the most recent methods by using the model developed by Husted (1992). The study covers a total of 29 countries, 16 of which are developed and 13 are developing. The quarterly data of the 29 countries included in the study covering the period of 1970-2019 were examined by fourier type unit root and cointegration tests.According the results, current account deficits show strong form of sustainability in Germany, Denmark, Israel, Sweden, Canada, Czech Republic, Indonesia and weak form of sustainability in South Korea, Iceland, United Kingdom, Australia,Turkey, Thailand, South Africa and Phillippines. Current account deficits are not sustainable in USA, Finland, France, Spain, Italy, Portugal, New Zealand, Bolivia, Brasil, Bulgaria, Estonia, Mexico, Peru and Slovakia.

One of the biggest challenges that the states encounter with is to ensure the balance between security and freedom. In democratic states, public institutions are required to be accountable to the public and transparent, however since transparency and accountability are considered to be a threat for national security, it is not applied properly or not applied at all at intelligence services. Within this framework, in the thesis, oversight, audit and accountability of the intelligence public service carried out for the purpose of national security have been determined as the field of study. In the study, it has been attempted to depict how intelligence services are supervised and observed in democratic states through the literature, studies performed by international institutions and country examples. It is seen that the actors such as senior managers, executive, judicial, legislation, ombudsman, supreme audit institutions, media and civil society play a part in the activity of the audit and oversight of intelligence services. In this scope, the duties and functions as well as the supervision and surveillance mechanisms of intelligence services in United States of America, United Kingdom, New Zealand, Norway, Germany and Turkey have been analyzed. By taking into consideration the intelligence budgets of the countries chosen, performance measurements such as efficiency and effectiveness have been tried to be revealed with the method of depictive analysis and multidimensional scaling. Nevertheless, the similarities and differences between the selected countries for 2012-2017 have been identified by statistical data regarding the intelligence expenses are included in the analyses made, and. In addition to these, a model for how accountability, audit and oversight of intelligence public service for our country should be has been suggested. ; Devletlerin karşı karşıya kaldığı en büyük zorluklardan biri güvenlik ve özgürlük arasındaki dengeyi oluşturmaktır. Demokratik devletlerde kamu kurumlarının halka hesap verebilir ve şeffaf olması talep edilir, ancak şeffaflık ve hesap verilebilirlik, ulusal güvenliğe bir tehdit unsuru olarak görüldüğü için istihbarat servislerinde doğru bir şekilde uygulanmamakta veya genellikle uygulanamamaktadır. Bu çerçevede tezde, ulusal güvenlik amacıyla yürütülen istihbarat kamusal hizmetinin denetimi, gözetimi ve hesap verilebilirliği çalışma alanı olarak belirlenmiştir. Çalışmada demokratik devletlerde istihbarat servislerinin nasıl denetlendiği ve gözetlendiği literatür, uluslar arası kuruluşların yaptığı çalışmalar ve ülke örnekleri ile açıklanmaya çalışılmıştır. İstihbarat servislerinin denetimi ve gözetimi faaliyetinde, üst yöneticiler, yürütme, yargı, yasama, kamu denetçisi, yüksek denetim kurumları, medya ve sivil toplum gibi aktörlerin rol oynadığı görülmüştür. Bu kapsamda, Amerika Birleşik Devletleri, Birleşik Krallık, Yeni Zelanda, Norveç, Almanya ve Türkiye'deki istihbarat servislerinin görev ve fonksiyonları ile denetim ve gözetim mekanizmaları incelenmiştir. Seçilmiş ülkelerin istihbarat bütçeleri dikkate alınarak, verimlilik ve etkinlik gibi performans ölçümleri betimsel analiz ve çok boyutlu ölçeklendirme (Multi dimentional scaling) yöntemiyle ortaya konulmaya çalışılmıştır. Bununla birlikte, istihbarat harcamalarına ilişkin istatistiksel veriler yapılan analizlere dahil edilerek 2012-2017 yılları için seçilmiş ülkelerin benzerlikleri ve farklılıkları tespit edilmiştir. Ayrıca ülkemiz için istihbarat kamusal hizmetinin hesap verilebilirliği, denetimi ve gözetiminin nasıl olması gerektiğine ilişkin bir model önerilmiştir.

Avrupa Birliği ülkelerinde küçükbaş hayvancılık sektöründe örgütlenme gerek yüksek damızlık değere sahip hayvanların eldesi amacıyla damızlık yetiştiriciler birliği, gerekse girdilerini ucuza temin etmek, ürünlerini hakça fiyatlara değerlendirmek, sivil toplum örgütü olarak baskı potansiyeline sahip olmak amaçlı yetiştiriciler birliği veya kooperatifi şeklindedir. Bu örgütlerin geçmişi Büyük Britanya İmparatorluğunda 18. yüzyıl başına dayanmakta olup, günümüzde benzer yapılanma Avrupa Birliği, Amerika, Kanada, Avustralya ve Yeni Zelanda'da çok yaygındır. Ülkemizde tarımsal örgütlenmenin geçmişi çok yakındır ve bunun içinde de örgütlenmenin en düşük olduğu sektörler koyun ve keçi yetiştiriciliğidir. Örgütlenmenin yararları hakkında bilgi sahibi olmayan ve son derece geleneksel bir üretim yapısına sahip olan bu sektörlerin sürdürülebilirliği beklenemez ve bu kaçınılmaz süreç 1980 yıllarından beri çok hızlı bir biçimde işleyerek koyun ve keçi varlıklarında sırası ile % 45 ve % 65 lik düşüşlere neden olmuştur. Koyun ve keçi yetiştiriciliğinin desteklenmesi, Avrupa Birliği ülkelerine (EU/CAP, No:2529/2001; CAP REFORMU 2003) göre çok düşük düzeylerde, ülkemizde süt sığırcılığına göre son derece önemsiz destekleri içermektedir. Avrupa Birliği'nin 1962 yılında başlattığı CAP (Ortak Tarım Politikaları) desteğinin hareket noktası, koyun ve keçi yetiştiricilerinin, tarımın diğer kesimlerine göre çok düşük düzeylerde yıllık gelirlere sahip olmaları ve bu sektörlerin kayıplarını karşılayarak bulundukları yörelerde tutmaktır. Bu uygulama, yetiştiricilerin kırsaldan kente göçünü ve onun beraberinde getirdiği sosyo-ekonomik sorunları baştan durdurmak ve küçükbaş hayvancılığın çok özel ve kıymetli ürünlerinin üretimini sürdürülebilir kılmaktır. ; In EU, small ruminant producers formed small ruminant breeders' associations with the objectives of producing high producing breeding stock along with small ruminant producers' unions or cooperatives with the objectives of obtaining inputs cheaper; marketing their products with their proper values; forming NGO's with political and social pressure potentials and also help themselves solve the problems they face. The history of the foundation of these organizations may go back to 18th century in the Great Britain. Similar organizations are fairly widespread in Europe, USA, Canada, Australia and New Zealand. In Turkey, however, the establishment of livestock producer organizations are very recent and the share of small ruminant producer organizations is extremely minute. Sustain abilities of these sectors, unaware of the benefits of unification, are not expected due to the fact that these rural societies exhibit the most traditional characteristics. The inevitable process of decline in small ruminants has been in effect since 1980 in a very serious manner causing reductions approximately 45 in sheep and 65 % in goat numbers. Similarly the support of small ruminant sectors in Turkey is extremely insignificant compared to EU (EU/CAP, No:2529/2001) and the domestically as compared to dairy cattle support regimes. The main concept behind European Union's support regime for small ruminants is the reality that the small ruminant producers net income being much lower than the other agricultural sectors and the belief that the compensation would allow these communities remain in their homelands. This regime aimed at preventing the rural urban migration and the socio-economical problems related while encouraging the sustainable production of the very special and valuable products of small ruminants.

Birinci Dünya Savaşı sonrasında mağlup devletler tarafında yer alan Osmanlı Devleti, İtilaf Devletlerinin dikte ettiği Mondros Ateşkes Antlaşması imzalamak zorunda kalmıştır. Ülke bütünlüğüne kast eden bu anlaşmanın 7. ve 24. Maddeleri ile İtilaf Devletleri askerlerini Anadolu'nun birçok yerine göndermeye başlamıştır. İngilizler Amasya bölgesinde gerek kendileri gerekse bölgede bulunan Rum ve Ermeni eşkıya çeteleri ile işgal girişimlerine başlamıştı. Ancak bu durum karşısında İstanbul Hükümeti yurt işgallerine sessiz kalarak hem meşruiyetini hem de millet vicdanındaki yerini kaybetmiştir. Türk milleti tarihinde esarete boyun eğmediği gibi kendi varlığına doğrudan yönelen azınlıkların ve İtilaf Devletlerinin işbirliğine karşı harekete geçmekte tereddüt etmemiştir. Bağımsızlıktan ve topraklardan ödün verilmeyeceğini Türk Milleti Müdafaa-i Hukuk Cemiyetleri kurarak göstermiştir. Amasya milleti de bu onurlu ve kutsal davada vatan ve millet için ne gerekirse hepsini layıkıyla yerine getirmiştir. Osmanlı Devletinin artık fiilen aktifliğinin kalmaması üzerine Mustafa Kemal Paşa, kurtuluşun ancak milletin azmi ve kararı ile gerçekleştirileceğine inanarak Anadolu'da milleti arkasına alıp milli ruh ve milli devletin temellerini sağlam şekilde atmıştır. Bu amaçla Mustafa Kemal Paşa milletin içinden millet tarafından seçilecek yeni ve tek otorite olacak Meclis için adım atarak milleti arkasına almıştır. Ülkede 66 seçim bölgesi belirlenerek her seçim bölgesinden 5 vekilin Meclise katılması amaçlanmıştır. Bunun yanında Amasya vekillerinden Ömer Lütfi Yasan ve Bekir Sami Bey gibi Meclisi Mebussan da görev yapanlarda doğrudan yeni Meclise katılmışlardır. Bu olağanüstü şartlar içerisinde dahi millet tek vücut olmayı başararak temsilcilerini seçmesiyle beraber 23 Nisan 1920 tarihinde Meclis açılmıştır. Amasya'yı temsil etmek üzere Birinci Dönem TBMM'ye 5 milletvekili seçilerek, iki vekilin ise Osmanlı Mebussan Meclisinden gelmesiyle toplamda 7 milletvekili Mecliste yerlerini almışlardır. 1920- 1923 yılları arasında Mecliste görev yapan Amasya milletvekilleri; Ahmet Hamdi Bey (Apaydın), Dr. Asım Bey (Sirel), Ali Rıza Efendi (Özdarende), Mehmet Ragıp Bey (Topala), Ömer Lütfi Bey (Yasan), Ali Rıza Bey (Topçu) ve Bekir Sami Bey (Kunduh)'dir.
