The government is given the responsibility to performing national development in order to pursue national goals as the establishment of Indonesia. As head of government, President is assisted by ministers to carry out national development. However, the already formed state ministries frequently had to change its nomenclature amidst President's leadership. Changes in ministries nomenclature generally occur due to merger or splitting of ministries. This study aims to understand the regulation of changing ministries nomenclature and how it will affected national development. The methodology uses in this study is normative research by statutory and conceptual approach. The results indicate that the timing of changing ministry's nomenclature raises ambiguity. Changes in ministries nomenclature amidst of President's leadership have affected on ministry's work programs implementation that have been prepared by prior ministries.

Ñuu Savi (`Sacred Rain's collectivity'), the Mixtec people of southern Mexico, had createdsome of the most complex polities in the continent at the time of European contact. Fivehundred years later, they remain cohesive, culturally distinct communities, as increasingnumbers of individuals and families migrate to northern Mexico and the US for work in theagricultural and service sectors. In 2005, the Mexican Federal Government reported there weremore than 446,000 speakers of Tu'un Savi (`Sacred Rain's word,' the Mixtec languages) fiveyears of age and older, 322,000 of them still living in 1551 settlements within their historichomeland; an additional 100,000 to 200,000 are estimated to reside in the US.The term Mixtec, derived from the Náhuatl mixte:cah (`cloud-people'), has been consideredby different authors to encompass between 12 and 52 mutually unintelligible languages, inaddition to numerous dialects. According to the Summer Institute of Linguistics' Ethnologue,it is the second most diversified group of languages in the Americas, after Zapotec. TheInstituto Nacional de Lenguas Indígenas, however, recognizes 81 variants of Mixtec, makingit the most diversified language group in Mexico following official criteria. The internalvariation of Mixtec and its geographic proximity to three related groups (Cuicatec, Triqui andAmuzgo, members of the same lineage in a progressively earlier sequence of branchingepisodes), provide fertile ground for diachronic inquiry into various lexical and grammaticaltraits of these languages, which are part of the Otomanguean phylum.The Mixtec territory can be portrayed as an intricate mosaic in its geology and vegetation. Itboasts one of the richest floras in Mexico, itself one of the most diverse areas of the planet inbiological terms. Furthermore, the Mixteca (the local name for the region in Spanish) isnotable for a high incidence of endemic species of vascular plants and terrestrial vertebrates,which reflect long series of climatic and ecological changes in the area's natural history. It ispart of a larger region of Otomanguean speech where a characteristic stone-workingtechnology has been documented by archaeologists, in conjunction with the early developmentof plant domestication and agriculture. Natural complexity and cultural history thus convergeto enhance the interest of the Mixtecan languages for ethnobotanical study.This dissertation presents the results of several years of research on the names and uses ofplants in Mixtec communities in the states of Oaxaca, Puebla and Guerrero. Extensive2information is provided on plant terminology, backed in part by herbarium specimenscollected in the field by the author. The Mixtec languages make use of a productive system ofnoun markers, in some cases matched by pronominal clitics, to label various plant categories.Adscription to these groupings appears to be determined by use, edibility and symbolicsignificance, as much as by life form affiliations that reflect adaptive design, such as woodyplants, leafy herbs, vines and grasses. Categories labeled by class terms appear consistently inall the Mixtec languages that have been documented to date. The dissertation reviews thebotanical nomenclature recorded by linguists and naturalists throughout the Mixteca since the16th century.
Folk names for fundamental ethnobiological categories have been shown to be governed by regular nomenclatural principles. Two principles at work in ethnozoological nomenclature – onomatopoeia and metaphorical description of some observable property of the organism – are fairly well established as the basis for naming many folk genera. A third but less understood principle is that associated with what has been called sound symbolism. In the languages of traditional peoples, semantically opaque names for animals often exhibit sound‐symbolic properties that humans unconsciously recognize as capturing some aspect of the fundamental essence or nature of the creature being named. How is this to be explained, in spite of the changes that have taken place in human verbal communication since the beginnings of what one might call full‐blown language? In what ways are these principles related to more general principles of natural classification based on shape and movement? If verbal mimesis represents a critical stage in the evolution of human cognition, what informed speculations can be brought to bear on what might be called the First Congress of Ethnozoological Nomenclature?
In order to be able to classify products and materials that you want to map or affect using policy instruments, they need to be clearly defined. The Combined Nomenclature (CN) is used by companies in all EU Member States to declare products for import and export. The CN code has an eight-digit level of detail and is based on the Harmonized System (HS) which is designed by the World Customs Organization (WCO) and used to describe trade statistics in several countries within and outside Europe. The purpose of this project was to create a desired structure, where the mapping of plastic products becomes as simple and clear as possible and then identify which CN codes need to be improved to give authorities and other actors a better opportunity to continuously map plastic flows and see changes over time. Lastly, the project would produce suggested changes and include these with relevant Nordic and European parties before submitting them to the HS-Committee in order to enable better mapping of plastic products in Sweden and the EU. The process of changing CN codes has been documented in a separate memorandum to preserve knowledge and experience for future proposed changes. The project resulted in six types of suggested changes that affect Flexible Intermediate Bulk Container (FIBC), insulation, seals, moldings, and roofing sheets for building and construction, tubes, pipes, and hoses for various usages, products made of expanded polystyrene (EPS) and extruded polystyrene foam (XPS), equipment for sports, physical exercise, and leisure, and lastly Single-Use plastics. The changes have been developed together with Statistics Sweden, the Swedish Customs and the Swedish Environmental Protection Agency and are designed to distinguish products made of plastic prioritized by the project. The divergence of the A(H5) hemagglutinin (HA) gene of highly pathogenic avian influenza (HPAI) viruses (A/goose/Guangdong/96 lineage) was analyzed by phylogenetic and average pairwise distance methods to identify new clades that merit nomenclature changes. Three new clade designations were recommended based on division of clade 2.1.3.2a (Indonesia), 2.2.1 (Egypt) and 2.3.4 (widespread detection in Asia, Europe and North America) that includes newly emergent HPAI virus subtypes H5N2, H5N3, H5N5, H5N6 and H5N8. ; The Melbourne WHO Collaborating Centre for Reference and Research on Influenza is supported by the Australian Government Department of Health. ; This is the final version of the article. Water management has increasingly become a hot button issue in the United States and worldwide. Access, use, and conservation issues continually emerge as societies grow and change. A key aspect of the debate revolves around what water "is." Naming water as a mineral, as a public good, or as a commodity fundamentally changes its nature, shifting access among citizens, governments, and private firms. This essay discusses some of the issues, problems, and opportunities that emerge from these naming choices, while providing an overview of current water management practices.

A checklist of world species of Microgastrinae parasitoid wasps (Hymenoptera: Braconidae) is provided. A total of 81 genera and 2,999 extant species are recognized as valid, including 36 nominal species that are currently considered as species inquirendae. Two genera are synonymized under Apanteles. Nine lectotypes are designated. A total of 318 new combinations, three new replacement names, three species name amendments, and seven species status revised are proposed. Additionally, three species names are treated as nomina dubia, and 52 species names are considered as unavailable names (including 14 as nomina nuda). A total of three extinct genera and 12 extinct species are also listed. Unlike in many previous treatments of the subfamily, tribal concepts are judged to be inadequate, so genera are listed alphabetically. Brief diagnoses of all Microgastrinae genera, as understood in this paper, are presented. Illustrations of all extant genera (at least one species per genus, usually more) are included to showcase morphological diversity. Primary types of Microgastrinae are deposited in 108 institutions worldwide, although 76% are concentrated in 17 collections. Localities of primary types, in 138 countries, are reported. Recorded species distributions are listed by biogeographical region and by country. Microgastrine wasps are recorded from all continents except Antarctica; specimens can be found in all major terrestrial ecosystems, from 82°N to 55°S, and from sea level up to at least 4,500 m a.s.l. The Oriental (46) and Neotropical (43) regions have the largest number of genera recorded, whereas the Palaearctic region (28) is the least diverse. Currently, the highest species richness is in the Palearctic region (827), due to more historical study there, followed by the Neotropical (768) and Oriental (752) regions, which are expected to be the most species rich. Based on ratios of Lepidoptera and Microgastrinae species from several areas, the actual world diversity of Microgastrinae is expected to be between 30,000–50,000 species; although these ratios were mostly based on data from temperate areas and thus must be treated with caution, the single tropical area included had a similar ratio to the temperate ones. Almost 45,000 specimens of Microgastrinae from 67 different genera (83% of microgastrine genera) have complete or partial DNA barcode sequences deposited in the Barcode of Life Data System; the DNA barcodes represent 3,545 putative species or Barcode Index Numbers (BINs), as estimated from the molecular data. Information on the number of sequences and BINs per genus are detailed in the checklist. Microgastrinae hosts are here considered to be restricted to Eulepidoptera, i.e., most of the Lepidoptera except for the four most basal superfamilies (Micropterigoidea, Eriocranioidea, Hepialoidea and Nepticuloidea), with all previous literature records of other insect orders and those primitive Lepidoptera lineages being considered incorrect. The following nomenclatural acts are proposed: 1) Two genera are synonymyzed under Apanteles: Cecidobracon Kieffer & Jörgensen, 1910, new synonym and Holcapanteles Cameron, 1905, new synonym; 2) Nine A total of 81 genera and 2,999 extant species are recognized as valid, including 36 nominal species that are currently considered as species inquirendae. Two genera are synonymized under Apanteles. Unlike in many previous treatments of the subfamily, tribal concepts are judged to be inadequate, so genera are listed alphabetically. Brief diagnoses of all Microgastrinae genera, as understood in this paper, are presented. Illustrations of all extant genera (at least one species per genus, usually more) are included to showcase morphological diversity. Primary types of Microgastrinae are deposited in 108 institutions worldwide, although 76% are concentrated in 17 collections. Localities of primary types, in 138 countries, are reported. Recorded species distributions are listed by biogeographical region and by country. Microgastrine wasps are recorded from all continents except Antarctica; specimens can be found in all major terrestrial ecosystems, from 82°N to 55°S, and from sea level up to at least 4,500 m a.s.l. The Oriental (46) and Neotropical (43) regions have the largest number of genera recorded, whereas the Palaearctic region (28) is the least diverse. Currently, the highest species richness is in the Palearctic region (827), due to more historical study there, followed by the Neotropical (768) and Oriental (752) regions, which are expected to be the most species rich. Based on ratios of Lepidoptera and Microgastrinae species from several areas, the actual world diversity of Microgastrinae is expected to be between 30,000–50,000 species; although these ratios were mostly based on data from temperate areas and thus must be treated with caution, the single tropical area included had a similar ratio to the temperate ones. Almost 45,000 specimens of Microgastrinae from 67 different genera (83% of microgastrine genera) have complete or partial DNA barcode sequences deposited in the Barcode of Life Data System; the DNA barcodes represent 3,545 putative species or Barcode Index Numbers (BINs), as estimated from the molecular data. The INHAND Proposal (International Harmonization of Nomenclature and Diagnostic Criteria for Lesions in Rats and Mice) has been operational since 2005. A Global Editorial Steering Committee (GESC) manages the overall objectives of the project and the development of harmonized terminology for each organ system is the responsibility of the Organ Working Groups (OWG), drawing upon experts from North America, Europe and Japan.Great progress has been made with 9 systems published to date – Respiratory, Hepatobiliary, Urinary, Central/Peripheral Nervous Systems, Male Reproductive and Mammary, Zymbals, Clitoral and Preputial Glands in Toxicologic Pathology and the Integument and Soft Tissue and Female Reproductive System in the Journal of Toxicologic Pathology as supplements and on a web site – www.goreni.org. INHAND nomenclature guides offer diagnostic criteria and guidelines for recording lesions observed in rodent toxicity and carcinogenicity studies. The guides provide representative photo-micrographs of morphologic changes, information regarding pathogenesis, and key references. During 2012, INHAND GESC representatives attended meetings with representatives of the FDA Center for Drug Evaluation and Research (CDER), Clinical Data Interchange Standards Consortium (CDISC), and the National Cancer Institute (NCI) Enterprise Vocabulary Services (EVS) to begin incorporation of INHAND terminology as preferred terminology for SEND (Standard for Exchange of Nonclinical Data) submissions to the FDA. The interest in utilizing the INHAND nomenclature, based on input from industry and government toxicologists as well as information technology specialists, suggests that there will be wide acceptance of this nomenclature. The purpose of this publication is to provide an update on the progress of INHAND.
The authors regret that Table 2 of the article (ZENETOS et al., 2011) contained some errors. The errors pertain to nomenclature changes and the distribution/establishment success of alien species in the Mediterranean MSFD areas.
