This study surveys Israel's doctrine of multilayered defense against the threat of ballistic missiles. It describes the nation's unique combination of deterrence, passive defense, active defense, & offensive tactics against this threat & analyzes the technical, tactical, & political arguments for & against each layer of defense. The analysis concludes that deterrence is likely to be Israel's most effective strategy to forestall this threat in the future. Nevertheless, it also argues that although other methods might be technically less efficient, domestic & external political considerations may justify them & render them a sound strategy. The US must defend & promote its interests in a new environment where threats are both diffuse & uncertain, & where conflict is both inherent & unpredictable. Under these circumstances, US security strategy requires significant departures from Cold War concepts, & new levels of flexibility. In these terms, new conditions require a dramatic & accelerated shift from a nuclear dominant deterrent to one that is based on conventional forces. At the same time, however, the author identifies theories & strategies of nuclear deterrence that can be applied to modern conventional forces in a multipolar world. There is a caution, however. That is, US deterrence strategy will require a delicate balance between conventional & nuclear forces. Failure to address realistically how & why the US force structure must change will likely result in an impotent mix of forces that will neither deter, nor be capable of meeting a given threat.
