Protesti u nedemokratskim režimima ; The Politics of Protest in Non-democratic Regimes
Članak razmatra uspon, oblike i posledice protesta u nedemokratskim režimima, oslanjajući se na noviju literaturu iz uporedne analize političkih režima i društvenih pokreta. Oblik režima značajno oblikuje izglede za izbijanje protesta, kao i njegove oblike i posledice. Protesti često proizvode bitne promene u personalnom sastavu i politici vlasti, koje značajno utiču na strukturu i delovanje nedemokratskih režima, i ponekad vode promeni režima. Primeri su navedeni iz kasnog komunističkog autoritarizma u Poljskoj i Jugoslaviji, u kojima su dugotrajni protesti doprineli padu režima i države, i postkomunistički autoritarni režimi u Srbiji i Ukrajini koji su više puta uzdrmani a zatim i dokrajčeni "pritiskom odozdo". ; The paper explores the politics of protest in non-democratic regimes using insights from comparative regime analysis and social movement theory. A regime type strongly shapes factors that trigger popular mobilization, the repertories of collective action and their implications. Protest politics may produce a considerable political change, such as policy and personality change in the political establishment, as well as important shifts in the structure and operation of non-democratic regimes, even regime change. The paper provides evidence from the late communist authoritarian Poland and Yugoslavia, in which sustained protests contributed to the collapse of regime and state, and the post-communist competitive authoritarian Serbia and Ukraine, which experience repeated protest waves and were brought down by protest politics.

Phenomenon of the Baltic Singing Revolution in 1987–1991: Three Latvian Songs as Historical Symbols of Non-Violent Resistance ; Феномен балтичке певане револуције 1987–1991: три летонске песме као историјски симболи ненасилног отпора
The denomination singing revolution (coined by Estonian artist Heinz Valk, b. 1936) is commonly used for events in Baltic States between 1987 and 1991 that led to the restoration of the independence of Estonia, Latvia and Lithuania. Three songs – the folk song Pūt, vējiņi! (Blow, Wind!), the choir song Gaismas pils (The Castle of Light) by the national classical composer Jāzeps Vītols (1863–1948) and the song Saule, Pērkons, Daugava (Sun, Thunder, Daugava) by the composer Mārtiņš Brauns (1951) – at that time in Latvia had a special significance in society. Each song represented references to different layers in Latvian cultural and political history. The characteristics of the three songs in the Singing Revolution process are based on the approach and methodology of distant (objective) analysis of cultural context and recent historical experience. As a result, this article reveals the meaning and reception of the three songs as symbols of nonviolent resistance during the fall of communist regime in Latvia in the late 1980s. ; Термин певана револуција, који је сковао естонски уметник Хајнц Валк (Heinz Valk, 1936–), реферира на збивања у балтичким земљама између 1987. и 1991. године, која су довела до поновног успостављања независности Естоније, Летоније и Литваније. Масовне демонстрације против совјетске окупације започеле су након свеобухватне либерализације совјетског режима. У Москви су се надали да ће не-руске нације остати у оквиру Совјетског Савеза, захваљујући уклањању ограничења у вези са слободом говора и коришћењем националних симбола (попут локалних застава из раздобља пре 1940. године и сл.) Међутим, ситуација се до те мере погоршала да су још пре 1989. године започете кампање за ослобађање балтичких нација из окова Совјетског Савеза. Грандиозне манифестације на којима су људи заједно певали биле су карактеристичне за све три балтичке државе. Песме, као симболи протеста и ослобођења, сигнализирале су крај комунистичког режима. Три песме – народна песма Pūt, vējiņi! (Дуни, ветре!), хорска песма Gaismas pils (Замак светлости) летонског националног композитора Јазепса Витолса (Jāzeps Vītols, 1863–1948) и песма Saule, Pērkons, Daugava (Сунце, гром, Даугава) композитора Мартинша Браунса (Mārtiņš Brauns, 1951–), имале су посебан друштвени значај у Летонији тога доба. Свака песма је садржала референце на одређене слојеве летонске културне и политичке историје. Свака од ове три песме имала је другачију судбину након пада совјетског режима и поновног успостављања летонске независности. Стога, фокусирање на ове песме пружа нијансиран поглед на различите културне и политичке контексте пада комунистичког режима у балтичким државама, посебно у Летонији. У приступу овим песмама, карактеристичним за певану револуцију, примењена је методологији дистанциране (објективне) анализе културног контекста и скорашњег историјског искуства. Последично, овим чланком се осврћемо на значење и рецепцију ове три песме као симбола ненасилног отпора у време пада комунистичког режима у Летонији, крајем осамдесетих година прошлог века. Могуће је закључити да се поједине песме, у комтексту историјских промена, не доживљавају као примарно музички артефакти, већ као дубоко симболичне поруке. Literature and diplomacy: Lessons from socialist Yugoslavia
The diplomacy of socialist Yugoslavia paid a lot of attention to the international reputation of the country in the sphere of culture, and thus literature. At the same time, Yugoslav writers in the Writer's Union of Yugoslavia, faithfully supported Yugoslav foreign policy, both individually and institutionally. The most impressive example of collaboration between literature and diplomacy was awarding Ivo Andrić a Nobel Prize. The Writers' Union of Yugoslavia nominated the writer in 1958, and Yugoslav diplomacy lobbied in favor of Andrić for several years. The efforts were successfully crowned in 1961. In socialist Yugoslavia, the existence of a special Macedonian nation and its culture and language was insisted on, so in that sense, the greatest challenge was denying the Macedonian identity that came from Bulgaria. The Yugoslav Writers' Union, consistently pursuing state policy, suspended official co-operation with the Bulgarian Writers' Union in the second half of the 1960s due to Bulgaria's refusal to recognize the Macedonian language. Yugoslav writers also adapted to the state policy of non-alignment. They did not reach the level of cooperation with those countries that existed in the field of politics, economics or science, but they maintained ties with writers from those parts of the world in various ways. Among other things, the twentieth anniversary of the Belgrade Conference of the Non-Aligned Nations in October 1981 was a meeting of writers of non-aligned countries in Belgrade.

LEGAL AND ACCOUNTING ASPECTS OF THE UTILITY ACTIVITIES IN THE REPUBLIC OF SRPSKA ; PRAVNI I RAČUNOVODSTVENI APSEKTI KOMUNALNE DJELATNOSTI U REPUBLICI SRPSKOJ
According to actual legislation, the performing of communal activities in the Republic of Srpska is mainly entrusted with public utility companies founded and managed by local governments (municipalities and cities), as well as their majority owners. Municipalities and cities have a legal obligation to prescribe the conditions and manner of performing utility activities, material, technical and other conditions for the financing, development, the construction and maintenance of utility infrastructure, the conditions for the functioning of the technical and technological unity of utility systems and devices and others. One of the constant problems in the present management, financing, and monitoring and reporting on the real effects of the management of public utility infrastructure refers to the fact that it is a property that is owned (usually in the business balance) of local governments, but which is often included in the business balance of public utilities companies, such corporations, which managing these assets realize their regular business income. Different approaches to the legal treatment of utility infrastructure and its different models accounting for, among other things, significantly affecting the quality of information on financial position and performance of public utilities companies, and through it to relation managers and owners acording to its maintenance and renewal. The actual ballast of many years of unresolved dilemmas in this area in the final bears citizens, who are have the right to use public services of appropriate quality and under acceptable economic conditions. ; Prema važećim zakonskim propisima, obavlјanje komunalnih djelatnosti u Republici Srpskoj uglavnom je povjereno javnim komunalnim preduzećima koja osnivaju i kojima upravlјaju jedinice lokalne samouprave (opštine i gradovi), kao njihovi većinski vlasnici. Opštine i gradovi imaju zakonsku obavezu da propišu uslove i način obavlјanja komunalnih djelatnosti, materijalne, tehničke i druge uslove za finansiranje, razvoj, igradnju i održavanje komunalne infrastrukture, uslove za funkcionisanje i tehničko-tehnološko jedinstvo komunalnih sistema i uređaja i dr. Jedan od konstantno prisutnih problema u upravlјanju, finansiranju, kao i praćenju i izvještavanju o stvarnim efektima upravlјanja javnom komunalnom infrastrukturom odnosi se na činjenicu da se radi o imovini koja se nalazi u vlasništvu (obično i u bilansima) jedinica lokalne samouprave, ali koja je nerijetko uklјučena i u poslovne bilanse javnih komunalnih preduzeća, kao korporatizovanih društava kapitala, koja gazdujući tom imovinom ostvaruju svoje redovne poslovne prihode. Različitim pristupima pravnom tretmanu komunalne infrastrukture i različitim modelima njenog računovodstvenog obuhvata, pored ostalog, značajno se utiče na kvalitet informacija o finansijskom položaju i uspješnosti javnih komunalnih preduzeća, a kroz to i na odnos upravlјača prema njenom održavanju i obnavlјanju. Stvarni teret dugo godina nerazriješenih dilema u predmetnoj oblasti u konačnom snose građani, koji imaju pravo na korišćenje javnih usluga odgovarajućeg kvaliteta i pod za njih pristupačnim ekonomskim uslovima.

LOCAL SELF-GOVERNMENT IN BOSNIA AND HERZEGOVINA WITH AN OVERVIEW OF THE REPUBLIC OF SRPSKA
Local self-government units are key cells of every country's development, pervading deeply needs and interests of local community members, the citizens of a state, who are considered to be the key factor in survival and development of a community. No successful democratic society can be achieved without a good and effi cient local self-government. For that reason, a special attention needs to be brought to the issue of local self-government units. In Bosnia and Herzegovina, there is a fragmented system of local self-governmentmunits at entity level, with a very low degree of mutual cooperation, which greatly complicates and hinders the functioning of local self-government units at the state level. There is no unity in regulation and compliance of local self-government units functioning, at the state level, with the European Charter of Local Self-Government, or the documents of the Council of Europe, which is at odds with the aspirations of our country in the process of Euro-Atlantic integration with the rest of Europe.
