Official Development Aid as an idea is an implement of assistance, a kind of redistribution of the global income on the governmental level. Nevertheless, it is also a source of influence and as a result peculiarly understood imperialism. The opposition between political vision and reality is the factor which backs up this thesis. Political plans and prospects of the EU aid policy, such as "The European Consensus of Development" or "The EU and Africa: Towards a Strategic Partnership", are concerned about supporting good governance and providing fair conditions of international trade. On the other hand, introducing this policy often, more or less, increases dependency of poor economies on the rich. It is also not eradicated from the European Union policy, for example in the case of the European Development Bank. However, EU development aid, coming to 49 billions euro, could be named munificent when compared to the United States. U.S. Official Development Aid amounts to only 0,19% of GDP, when the obligations confirmed by the government in a few declarations, among which is the Millennium Declaration of the United Nations, are about 0,7% of GDP. Secondly it is commonly shaped as an interrelated aid, which augment dependency of the recipient country. International institutions established in Bretton Woods, like International Monetary Fund and World Bank Group, have also a huge impact on the way of development of poor countries. There are a lot of groups of interest whose opinions are clear – above-mentioned institutions are the U.S. instruments of imperialism. It is caused by American predominance in these institutions and the line of policy which it supports. In the XXI century imperial aspirations are also present in recently developing countries – like China or Brazil. Changing roles in the system of international relations are now coming, creating a diffusion between clubs of rich North and poor, developing South. Leaders of development from developing countries are trying to build a strong position in relations with recipients of ODA. It is easier for them than for the West, mostly because of the lack of bad, colonial past relations. Their imperialism is not linked with history whatsoever, making their role of foreign relations easier to build up. Despite these cases of using development assistance in order to build up an imperium, there are a lot of non-governmental institutions whose perception of aid is beyond politics and burdens of imperialism. Best example of that is Grameen Bank – an institution founded by M. yunus, a Noble Prize winner. Its way of helping people is mainly intended to being unprofitable. There are a lot of ideas about how to describe development aid – more like a charity or kind of imperialism. Some aspects of business are desirable in ODA, partly because of increasing efficiency. It is economically proved that the return of capital in any way of benefit will strengthen willingness to providing aid. On the other hand, people are naturally liable to help and perform activities which do not give them any interest or gain. What is most interesting – nowadays developing countries are strengthening and they are evaluating theirs powers as equal partners of the rich, developed world. It comprises change in the system of international relations. Moreover United Nations should find a way of enforcing obligations of donors – like 0,7 percent of GDP for ODA to 2015. If the line of politics is steady, similar to current line, this goal will not be reached, so ODA will be more seen as a way of imperialism than help. In general, there are a lot of aspects of development which indicate that ODA is an implement of imperialism. On the other hand – some kind of interest improves the willingness of donors to provide aid. Besides that question – imperial or not – development aid is still increasing the number of people whose conditions of living are better because of ODA.
This article examines the institutional changes in 22 post-communist countries during the 1990-2020 period. The objective of the study was to find out why some countries achieved democracy while others failed to establish or strengthen democratic institutions, and what factors influenced the political stability of post-communist countries. During the study, available statistical information on the functioning of the main institutions was collected and processed. The analysis shows that the most significant institutional changes were observed among the non-democratic countries and those that fell into the category of hybrid political regimes. The correction of the initially chosen form of government is evidence in support of the theory of endogenous change, indicating "path-dependency". The influence of endogenous factors determines the quality of democratic change and the level of political stability in post-communist countries. Democratic changes in the countries of Central and Eastern Europe were associated with a commitment to rapid reform in the early stages, and Euro-Atlantic integration only supported the democratic quality of the institutions. The institutional framework of the countries, that embarked on the path of European integration, was relatively stable during the period under the study, and did not deal with changes in the system of power distribution. While the countries of the former Soviet Union most often resorted to changes in the primary law of the country, and these changes were related to the redistribution of powers between the branches of power and the extension of the time in the office of the President. In addition to the overall level of democratization of the country, the level of emancipatory values and the weight of presidential power have the greatest impact on political stability. ; Ten artykuł analizuje zmiany instytucjonalne w 22 państwach postkomunistycznych w latach 1990-2020. Celem badania było znalezienie odpowiedzi na pytanie, dlaczego niektóre kraje osiągnęły demokrację, podczas gdy inne nie zdołały stworzyć lub wzmocnić instytucji demokratycznych oraz jakie czynniki wpłynęły na stabilność polityczną państw postkomunistycznych. W trakcie badania zebrano i opracowano dostępne informacje statystyczne na temat funkcjonowania głównych instytucji. Analiza pokazuje, że najbardziej znaczące zmiany instytucjonalne zaobserwowano w państwach niedemokratycznych oraz tych, które zaliczały się do kategorii hybrydowych reżimów politycznych. Korekta początkowo wybranej formy ustroju jest dowodem na rzecz teorii zmian endogenicznych, wskazującym na "zależność od ścieżki" (path-dependency). Wpływ czynników endogenicznych determinuje jakość przemian demokratycznych i poziom stabilności politycznej w państwach postkomunistycznych. Przemiany demokratyczne w państwach Europy Środkowo-Wschodniej wiązały się z zaangażowaniem w szybkie reformy na wczesnym etapie, a integracja euroatlantycka jedynie wspierała demokratyczną jakość instytucji. Struktura instytucjonalna państw, które wkroczyły na drogę integracji europejskiej, była w analizowanym okresie względnie stabilna i nie dotyczyła zmian w systemie podziału władzy. Z kolei państwa byłego Związku Radzieckiego najczęściej uciekały się do zmian w ustawie zasadniczej państwa, a zmiany te dotyczyły redystrybucji kompetencji między gałęziami władzy oraz wydłużenia kadencji prezydenta. Obok ogólnego poziomu demokratyzacji państw, największy wpływ na stabilność polityczną ma poziom wartości emancypacyjnych oraz waga władzy prezydenckiej. ; В статье рассматриваются институциональные изменения в 22 посткоммунистических странах в течение 1990-2020 годов. Целью исследования было выяснить, почему одни страны достигли демократии, а другие не смогли создать или укрепить демократические институты и какие факторы влияли на политическую стабильность посткоммунистических стран. Во время исследования была собрана и обработана доступная статистическая информация о функционировании основных институтов. Анализ показывает, что наиболее существенные институциональные изменения наблюдались среди недемократических стран и тех, которые попали в категорию гибридных политических режимов. Коррекция исходно выбранной формы правления свидетельствует в пользу теории эндогенных изменений, указывающих на «зависимость от выбранного пути» (path-dependency). Влияние эндогенных факторов определяет качество демократических изменений и уровень политической стабильности в посткоммунистических странах. Демократические изменения в странах Центрально-Восточной Европы были связаны с приверженностью к быстрому проведению реформ на ранних этапах, а евроатлантическая интеграция лишь поддерживала демократическое качество институтов. Институциональная основа стран, которые стали на путь европейской интеграции, была относительно стабильной в течение исследуемого периода и не касалась изменений системы распределения власти. В то же время страны бывшего Советского Союза чаще всего прибегали к изменениям основного закона страны и эти изменения касались перераспределения полномочий между ветвями власти и продления срока пребывания президента у власти. Кроме общего уровня демократизации страны, наибольшее влияние на политическую стабильность имеет уровень эмансипативных ценностей и вес президентской власти.
Jerzy Giedroyc published monthly magazine "Kultura" from 1947 to 2000 by the Literary Institute in Maisons Laffitte near Paris. Gradually, "Kultura" become a particular political center based on journalistic writing of authors such as: Juliusz Mieroszewski, Bohdan Osadczuk, Leopold Unger. Juliusz Mieroszewski was the creator of the so-called "eastern concept", postulating good neighbourly relations of sovereign Poland with independent states of Ukraine, Lithuania and Belarus, which will emerge as a result of the collapse of the USSR. The concept was born in the 1950s, and the term ULB was used for the first time in 1973. The influence through journalism consisted in convincing the public opinion to rationalize historical disputes and recognize the aspirations for independence of nations that in the past formed the Republic of Poland. After the geopolitical and political changes in Europe at the end of the XX century, it was recognized that "the eastern concept" of "Kultura" has a current dimension and can form the basis for political actions. Poland, as the leader of these changes, took over the function of Ukraine's advocate in the European Union. The coincidence of internal circumstances (political fight in Ukraine) and external (changes in the EU, change of priorities) have caused that Ukraine did not become a member of the EU, despite the verified social potential. "The eastern concept" of "Kultura" gave strong grounds for Ukraine independence recognition and support during the Orange Revolution. Giedroyc' stwin-track activities in the field of shaping political views and changing stereotypes led to very good scientific, cultural and social cooperation. The border regions cooperation is developing. Stopniowo "Kultura" stawała się specyficznym ośrodkiem politycznym opartym na publicystyce takich autorów, jak: Juliusz Mieroszewski, Bohdan Osadczuk, Leopold Unger. Mieroszewski był twórcą tzw. koncepcji wschodniej, zakładającej dobrosąsiedzkie stosunki suwerennej Polski z niepodległymi państwami: Ukrainą, Litwą, Białorusią, które wyłonią się wskutek rozpadu ZSRR. Koncepcja ta zrodziła się już w latach 50. XX wieku, a termin ULB został użyty po raz pierwszy w 1973 roku. Oddziaływanie przez publicystykę polegało na przekonaniu opinii publicznej do racjonalizacji sporów historycznych i uznania aspiracji niepodległościowych narodów tworzących w przeszłości Rzeczpospolitą. Po przemianach geopolitycznych i ustrojowych w Europie u schyłku XX wieku uznano, że koncepcja wschodnia "Kultury" ma wymiar aktualny i może stanowić podstawę działań politycznych. Polska jako lider tych zmian przejmowała funkcję orędownika Ukrainy w Unii Europejskiej. Splot okoliczności wewnętrznych (walka polityczna w Ukrainie) i zewnętrznych (przemiany w UE, zmiana priorytetów) spowodował, że Ukraina nie została członkiem UE, mimo zweryfikowanego potencjału społecznego. Koncepcja wschodnia "Kultury" stanowiła jednak mocną przesłankę za uznaniem niepodległości Ukrainy i wsparciem podczas pomarańczowej rewolucji. Dwutorowe działania Giedroycia w sferze kształtowania poglądów politycznych i zmiany stereotypów spowodowały, że bardzo dobrze funkcjonuje współpraca naukowa, kulturalna i społeczna. Rozwija się współpraca w regionach pogranicznych. Fundacje i organizacje pozarządowe prowadzą wspólne inicjatywy na rzecz społeczeństwa obywatelskiego. ; Аннотация: Ежи Гедройц публиковал "Культуру" ежемесячно в 1947-2000 годах в Мезон Лаффит под Парижем. Постепенно «Культура» стала специфическим политическим центром таких журналистов как: Юлиуш Мирошевский, Богдан Осадчук, Леопольд Унгер. Мирошевский был создателем так называемой восточной концепции, которая предполагала добрососедские отношения суверенной Польши с независимыми государствами: Украиной, Литвой и Белоруссией, которые возникнут в результате распада СССР. Эта концепция родилась в 1950-х годах, а термин УЛБ (Украина, Литва, Беларусь) был впервые использован в 1973 году. Влияние журналистов заключалось в том, чтобы убедить общественность рационализировать исторические споры и признать чаяния независимости народов, которые в прошлом составляли Содружество. После геополитических и политических преобразований в Европе, в конце двадцатого века, было признано, что восточная концепция «Культуры» имеет современное измерение и может сформировать основу политических действий. Польша, как лидер этих изменений, взяла на себя функцию адвоката Украины в Европейском Союзе. Сочетание внутренних обстоятельств (политическая борьба в Украине) и внешних (изменения в ЕС, смена приоритетов) означало, что Украина не стала членом ЕС, несмотря на подтвержденный социальный потенциал. Тем не менее, восточная концепция «Культуры» была сильной предпосылкой для признания независимости и поддержки Украины во время Оранжевой революции. Двусторонняя деятельность Гедройца в области формирования политических взглядов и изменения стереотипов позволила научному, культурному и социальному сотрудничеству работать очень хорошо. Сотрудничество в приграничных регионах развивается. Фонды и неправительственные организации ведут совместные инициативы для гражданского общества.
The Polish Slavophile concepts at the time of the Second World War were part and parcel of the general tendencies and suggestions based on the assumption that Poland's future, political power, and safety will be guaranteed through the tightening of its links with other states of the East-Central and Southern Europe. The said territories were predominantly inhabited by the Slavs, who found themselves in the war time under threat of losing the very foundations of their national and political existence, so it was, in a sense, natural that many theorists and publicists representing various political orientations saw the ethnic affinity of the Slavs as an important factor in bringing together the nations of Central Europe. This did not have to imoly any deep theoretical consequences, but, as in the past, the historical affinities, and the sense of an ethnic solidarity inspired the creation of political programmes and entire historical and philosophical systems based on the utopian conviction that the blood relationship and the cultural and linguistic links will enable the Slavs to unite politically, economically, and even spiritually and to form, together with some non-Slavonic but culturally close nations, akind of Central European community (a federation, a confederacy, a union, an empire etc.), which would also give some new quality to the dvilisational development of the whole international community. Such convictions, based on the myth of the Slavonic unity, could be found in the thought of all the main ideological and political currents of Poland's independence movement, apart from the socialists and the last remnants of Pilsudski's followers, and in many circles existing on the margins of the main political formations. Various political forces had their different, depending on their ideological colouring, models of the Slavonic community and saw differently its tasks, possibilities, and character. The political and military groupings which represented the nationalistic, or national Catholic, orientation, such as the "Secession" National Party, The National Armed Forces, the Confederacy of the Nation, saw the Slavonic ethnic unity as a chance to construct a Greater Poland, and multiply the power of the nation through links with other nations seen as "close in blood and spirit", i.e. mainly the West Slavonic ones. Similar conceptions could encountered among the Christian Democratic, or rather national-Catholic circles (such as the Union, or the Party of Labour) with the difference that they put more emphasis on the reconstruction by the civilisationally still immature Slavonic nations of "the ideals of liberty and Christian ethics", and of international and interpersonal relations based on the Christian morality. For the political forces representing the peasants' movement (the "Roch" Popular Party, the "Orka" Union of the peasants' Labour) the Slavonic idea was a natural completion of the concept of the union of the Saving nations of East-Central Europe, whose population was largely composed of peasants, on the basis of agrarianism. The theories about the dvilisational backwardness of the Slavs combined here with a fascination with the peasantry; and with the belief that the peasants, representing the healthiest, morally and spiritually, part of the nation, and being intimately linked to the soil, can understand better than others the ideals of freedom and democracy. The attitude of the democratic political forces, mainly the Democratic Party, to the Slavonic idea, was, on the other hand, usually devoid of elements of mysticism and exaltation; and might be called the most rational. In this case, the Slavonic community, based naturally on the linguistic and cultural affinities, was to be ideologically founded on the Slavs' understanding of the community of interests, especially with regard to the safety of the Central European region. In the case, however, of the Polish Workers', the Union of Polish Patriots in the USSR, and later the groupings connected with the National State Council, the Slavonic idea was understood as the safeguarding of Poland's interests and those of the other states of the region by means of an alliance and close co-operation with the Soviet Union and the Slavonic nations that inhabited it. It is worth emphasising that the Polish concepts of the Slavonic co-operation from the period of the Second World War only rarely postulated that the Slavonic nations should "merge" into one biological and spiritual whole. Instead, we have to do with proposals to form a more or less integrated confederate state or a union of states.
The article analyzes the peculiarities of the conflict in Ukraine, its preconditions and geopolitical consequences. It provides the examples and numbers, which show the low level of trust to government institutions, law enforcement agencies, judicial system and a much higher level of trust to non-governmental organizations. It covers the issue of democracy condition or, to be more precise, the lack of democracy, which causes the society's tendency to protest. It is stated that the public's discontent was with the oligarchs' influence on the country, with the corruption on all the levels of social relations, with the pressure on small and medium enterprises, and ambiguity about the strategic course of the state's development (European Union, Customs Union). The article defines the issues connected with the beginning and reasons, which made the people go out to the Maidan. The most prevailing causes include the severe beating of the demonstrators on the Maidan overnight into November 30, repressions, Viktor Yanukovych's refusal to sign an EU association agreement, and the desire to change life in Ukraine. There was also a great wish to change the authorities in Ukraine. The article analyzes the Russian Federation's armed aggression against Ukraine, which became a long-term factor of influence on the Ukrainian political, economical, military and social reality. It is stated that due to the RF actions within 2014-2015, the system of global and regional security and the current system of international law have been deformed. Almost all international security assurances for Ukraine (the Budapest Memorandum, in particular) proved to be deprived of legal capacity in conditions when the aggressor is one of the guarantors – Russian Federation. It is demonstrated that the Russian invasion and seizure of the part of the Eastern-Ukrainian region, the Crimea became a direct challenge both to the European system of security and Ukraine. ; W artykule przeanalizowano сechy konfliktu na Ukrainie, jego uwarunkowania oraz konsekwencje geopolityczne. Autor podaje przykłady, dane, które wskazują na niski poziom zaufania do instytucji rządowych, sił bezpieczeństwa, wymiaru sprawiedliwości i znacznie wyższy poziom zaufania do instytucji pozarządowych. Rozważane jest pytanie o stan demokracji, a raczej jej braku, co tworzy w społeczeństwie tendencję do protestu. Powszechne niezadowolenie ludności skierowane było przeciwko rosnącemu wpływowi oligarchów w kraju, korupcji na wszystkich poziomach relacji społecznych, naciskowi na małe i średnie przedsiębiorstwa, niepewności kursu strategicznego państwa (Unia Europejska, Euroazjatycka Unia Celna). Autor określa zagadnienia związane z początkiem i motywami, które doprowadziły ludzi do Rewolucji godności. Główne przyczyny niezadowolenia: ciężkie pobicie demonstrantów na Placu Niepodległości w noc na 30 listopada, represje, odmowa Wiktora Janukowycza podpisania umowy stowarzyszeniowej z UE oraz pragnienie zmiany stanu życia na Ukrainie.Również dość wyraźne było pragnienie zmiany władzy na Ukrainie. Przeanalizowano zbrojną agresję Rosji przeciwko Ukrainie, która stała się długoterminowym czynnikiem wpływającym na rzeczywistość polityczną, gospodarczą, wojskową i społeczną. Z powodu działań Federacji Rosyjskiej w latach 2014–2015 był zniekształcony system globalnego i regionalnego bezpieczeństwa oraz obecny system prawa międzynarodowego. Prawie wszystkie międzynarodowe gwarancje bezpieczeństwa dla Ukrainy (w tym w ramach Memorandum Budapesztańskiego) okazały się niezdolne w sytuacji, gdy agresorem został jeden z gwarantów – Federacja Rosyjska. Udowodniono, że rosyjska inwazja i zajęcie części wschodniego regionu Ukrainy oraz Krymu było bezpośrednim wyzwaniem dla bezpieczeństwa europejskiego i państwa ukraińskiego. ; Проаналізовано особливості конфлікту в Україні, його передумови та геополітичні наслідки. Наводяться приклади, цифри, які свідчать про низький рівень довіри до інститутів влади, силових структур, судової системи і значно вищий рівень довіри до недержавних інституцій. Окреслюються питання, пов'язані з початком і мотивами, що спонукали людей вийти на Майдан, серед яких найбільш поширеними виявилися: жорстоке побиття демонстрантів на Майдані у ніч на 30 листопада, репресії, відмова Віктора Януковича від підписання Угоди про асоціацію з Євросоюзом та прагнення змінити життя в Україні. Достатньо вираженими виявилися також прагнення змінити владу в Україні. Здійснено аналіз збройної агресії Російської Федерації проти України, яка стала довгостроковим чинником впливу на українську політичну, економічну, військову та соціальну реальність. Зазначено, що внаслідок дій РФ впродовж 2014–2015 рр. було деформовано систему глобальної та регіональної безпеки, а також чинну систему міжнародного права. Майже всі міжнародні гарантії безпеки для України (зокрема в межах Будапештського меморандуму) виявилися недієздатними в умовах, коли агресором виступив один із гарантів — Російська Федерація. Доведено, що російське вторгнення Ціна свободи: конфлікт в Україні та його геополітичні наслідки 99 та захоплення частини Східноукраїнського регіону, Криму, стало безпосереднім викликом і європейській системі безпеки, і українській державі.
Tom Cyberbezpieczeństwo wyzwaniem XXI wieku jest opracowaniem, które wpisuje się w kontekst rozważań poświęconych wielorakim aspektom bezpieczeństwa w cyberprzestrzeni. Autorzy, którzy zostali zaproszeni do realizacji tego projektu, prezentują różne spojrzenia na tę problematykę. Pomysłodawcą pierwszego rozdziału – Główni aktorzy cyberprzestrzeni i ich działalność jest Tomasz Hoffman. Autor, piszący z perspektywy prawno-politologicznej, posiłkujący się dorobkiem nauk o bezpieczeństwie, koncentruje się na ukazaniu potencjalnych aktorów cyberprzestrzeni, ich działalności, a w tym również zachowań niezgodnych z prawem. Cyberbezpieczeństwo, zdaniem Hoffmana, jest nową dziedziną bezpieczeństwa narodowego, z którą nieodłącznie wiążą się takie wyzwania, jak cyberprzestępczość oraz cyberterroryzm. Drugi rozdział – Cyberbezpieczeństwo jako wyzwanie dla współczesnego państwa i społeczeństwa – wyszedł spod pióra Marka Górki. Badacz dokonał przeglądu aktualnego stanu bezpieczeństwa cybernetycznego w kontekście rozprzestrzeniania się zagrożeń pochodzących z cyberprzestrzeni, tworzonych przez organizacje państwowe oraz niepaństwowe. Górka stoi na stanowisku, że cyberprzestrzeń stała się podstawową cechą świata i stworzyła nową rzeczywistość dla prawie wszystkich krajów, co sprawia, że problemy z cyberprzestępczością oraz cyberbezpieczeństwem mają istotne, globalne znaczenie zarówno w wymiarze politycznym, jak i gospodarczym. Z przemyśleniami Górki koresponduje tekst Bogusława Węglińskiego – Cyberterroryści w cyfrowych czasach – profesjonalizacja i digitalizacja współczesnych organizacji terrorystycznych. Autor poddał analizie ewoluujące wraz z rozwojem technologii instrumentarium wykorzystywane przez grupy terrorystyczne, zwracając uwagę na Internet, który otworzył przed nimi nowe możliwości oddziaływania, a w tym także w sferze kreowania przekazu medialnego. W tekście zawarte są również dociekania dotyczące możliwości użycia przez terrorystów dronów. Nadmieńmy, że także czwarty rozdział Ataki cyberfizyczne a system bezpieczeństwa narodowego, którego autorem jest Bogusław Olszewski, wpisuje się w nurt wcześniejszych dociekań. W tej części tomu poruszone zostały sprawy związane z niepożądanym oddziaływaniem systemów cyberfizycznych na bezpieczeństwo otoczenia międzynarodowego. Zdaniem Olszewskiego, ich hybrydowy (cyfrowo-materialny) charakter sprawia, że wpływają nie tylko na logiczną warstwę cyberprzestrzeni, ale także na dziedzinę fizyczną. Umożliwiają m.in. destabilizację porządku wewnętrznego państwa, co w konsekwencji może prowadzić do destrukcyjnych zmian w szerszym, międzynarodowym kontekście. Stanowią zatem wielowymiarowe zagrożenie dla szeroko pojętego systemu bezpieczeństwa globalnego W rozdziale piątym, Marcin Adamczyk przedłożył tekst Cyberszpiegostwo w relacjach chińsko-amerykańskich w kontekście potencjalnej zmiany światowego hegemona. Opracowanie poświęcone jest działaniom Chińskiej Republiki Ludowej w cyberprzestrzeni, ukierunkowanych na nielegalne pozyskanie amerykańskich technologii wojskowych i cywilnych. Zdaniem autora, Państwo Środka jest aktualnie jedynym krajem, który obecnie mógłby rzucić wyzwanie dominacji Stanów Zjednoczonych. Dążenie do uzyskania statusu państwa hegemonicznego wymaga zatem od Pekinu zbudowania odpowiedniej koalicji wspierającej Chiny na arenie międzynarodowej, ale również zmniejszenia dystansu ekonomicznego, jaki dzieli to państwo od Waszyngtonu. Autorem kolejnego rozdziału jest Kamil Baraniuk, którzy przygotował tekst Zarys przemian instytucjonalnych rosyjskiego wywiadu radioelektronicznego. Baraniuk podkreśla, że współczesny wysoki stopień zinformatyzowania społeczeństw i powszechności korzystania z technologii informatycznych sprawia, iż dane o charakterze sygnałowym i elektromagnetycznym stanowią bardzo istotne źródło informacji dla wyspecjalizowanych instytucji, zajmujących się ich gromadzeniem oraz przetwarzaniem. W tym kontekście zarysowuje genezę i przekształcenia instytucjonalne wywiadu radioelektronicznego Federacji Rosyjskiej, a co za tym idzie wojskowe i cywilne instytucje zajmujące się tego rodzaju działalnością na przestrzeni ostatnich kilkudziesięciu lat, przy uwzględnieniu ich zadań, a także zmian personalnych w ich kierownictwie. Rozdział siódmy napisany został przez dwie autorki z Ukrainy. Tetiana W. Nagachevskaya i Lyudmila Frliksowa przygotowały rozważania zatytułowane Napriamky formuwannia miżnarodnoji konkurentospromożnosti IT-sektoru Ukrajiny. Zawierają one analizę stanu i osobliwości kształtowania się międzynarodowej konkurencyjności sektora IT na Ukrainie. Nagachevskaya i Frliksowa zaprezentowały pozycję ukraińskiego sektora IT rozpatrywaną w kontekście Networked Readiness Index, który mierzy skłonność do wykorzystywania przez kraje możliwości oferowanych przez technologie informacyjno-komunikacyjne. Ponadto, ukazały przewagę konkurencyjną i wady ukraińskich firm IT na rynkach międzynarodowych oraz kierunki wzrostu międzynarodowej konkurencyjności sektora informatycznego Ukrainy. Kolejne dwa rozdziały dotykają problematyki religijnej w cyberprzestrzeni. Autorem dociekań – Religijne i parareligijne grupy destrukcyjne: wyzwania cyberprzestrzeni – jest Wojciech Gajewski, który zwraca uwagę na sprawę penetrowania wirtualnej przestrzeni przez destrukcyjne grupy religijne. Jego zdaniem, stanowią one wzrastające zagrożenie nie tylko dla jej indywidualnych użytkowników, ale także zbiorowości społecznych. Religioznawca jest zwolennikiem podejmowania szeroko zakrojonych działań badawczych, edukacyjnych, a także prawnych, które wpłyną na ograniczenie negatywnych następstw ich aktywności w cyberprzestrzeni. Z kolei, Lucjan Klimsza przedłożył tekst Filozoficzne aspekty działania Internetu w kontekście zadań misyjnych Kościoła. Autor, który jest duchownym ewangelickim, zwraca uwagę na możliwości, jakie otwiera przed współczesnym chrześcijaństwem dostęp do przestrzeni cyfrowej. Klimsza wyraźnie zaznacza, że obecny Kościół musi być wspólnotą multimedialną, jednakże nie wirtualną, która jest oddalona od człowieka i jego realnej egzystencji. Autor, Internet postrzega zatem jako metamedium umożliwiające przekazywanie treści religijnych, które może być pomocne m.in. w spotkaniu i relacjach człowieka z człowiekiem oraz Boga z człowiekiem. Dziesiąty rozdziały Cyberbezpieczeństwo jako konstrukt w polskiej przestrzeni publicznej, będący rozważaniami o nachyleniu politologicznym, napisał Przemysław Mikiewicz. Tekst jest refleksją nad obecnością kategorii cyberbezpieczeństwa w polskiej przestrzeni publicznej, którą autor zawęził do opiniotwórczego oddziaływania centralnych instytucji państwowych oraz partii politycznych. Autor wskazuje, że pojęcie cyberbezpieczeństwa jest obecne w polskiej przestrzeni publicznej w różnym stopniu w dokumentach rządowych i w programach partii politycznych. Zdaniem Mikiewicza, występuje zasadnicza asymetria pomiędzy oboma typami dokumentów: dokumenty urzędowe poświęcają uwagę cyberbezpieczeństwu w znacznym stopniu, podczas gdy w dokumentach partyjnych kwestia ta jest jedynie wzmiankowana. Tak więc, cyberbezpieczeństwo jawi się jako rodzaj konstruktu, za pomocą którego kreowany jest obraz świata pełnego nienamacalnych niebezpieczeństw, do zwalczania których nieodzowne wydaje się publikowanie dokumentów pod postacią kolejnych doktryn i strategii walki z zagrożeniami w cyberprzrestrzeni. W nurt rozważań politologicznych wpisują się także dwa kolejne teksty. Autorem pierwszego jest Grzegorz Tokarz, którego dociekania zostały zatytułowane Internet jako instrument nawoływania do przemocy – przykład organizacji "Krew i Honor" Polska. Tekst przybliża działalność polskiej sekcji neonazistowskiej organizacji "Krew i Honor", a w tym zawartość jej strony internetowej, która jest istotnym narzędziem w propagowaniu idei tego środowiska, jak również źródłem informacji o osobach oraz instytucji uznawanych za zdrajców "białej rasy". Drugi tekst, który zarazem kończy niniejszy tom przygotował Mariusz Kozerski. W rozdziale Dawne afery polityczne ze współczesnej perspektywy: przykład sprawy Barschela/Pffeifera analizowana jest rola, jaką media odgrywają w nagłaśnianiu afer politycznych. Autor poddał oglądowi wydarzenia, które rozegrały się w latach 80 XX wieku, w północnoniemieckim landzie Szlezwik-Holsztyn, a w których ważną rolę odegrał opiniotwórczy tygodnik "Der Spiegel". Dodajmy, że Kozerski podejmuje się również próby odpowiedzi na pytanie, w jaki sposób afera kilońska mogłaby przebiegać współcześnie, w kontekście potencjału informacyjnego/opiniotwórczego, którym charakteryzuje się globalna sieć komputerowa. ; "Cybersecurity as the challenge of the XXI century" is a collection of considerations dedicated to various aspects of security in cyberspace. Authors, who have been invited to this project, present different views on this subject. An author of the first chapter, "The main actors of cyberspace and their activities", is Tomasz Hoffman. Writing from a legal and political perspective, including the achievements of security sciences, he tries to present potential actors of cyberspace, and their activities, including behaviors against the law. Cybersecurity, according to Hoffman, is a new element of national security and is related to challenges, such as cybercrime and cyberterrorism. The second chapter, "Cybersecurity as a challenge for modern countries and societies", has been written by Marek Górka. The researcher has reviewed the current situation of the cybersecurity in the context of the spread of dangers in cyberspace, created by government and non-government organizations. Górka states that cyberspace has become a basic feature of the world and has created a new reality for almost all countries, what caused that the problems with cybercrime and cybersecurity became significant in both, the political and the economic aspect. A text, which corresponds to the Górka's thoughts, is the text "Cyberterrorists in digital times - professionalization and digitalization of modern terrorist organizations" by Bogusław Węgliński. The author has analyzed the instruments used by terrorist groups. The instruments which have been evolving along with the development of technology. The most important of them is the Internet, which has opened new opportunities for terrorists, including digital communicating. The text also includes aspects of the usage of drones by terrorists. The fourth chapter, "Cyber-physical attacks and the national security system", by Bogusław Olszewski, is also related to the previously mentioned issues. This part of the book deals with matters of the undesirable impact of cyber-physical systems on the safety of the international environment. According to Olszewski, their hybrid (digital-material) character causes that they affect not only the logical aspect of cyberspace but also the physical one. They enable destabilization of the internal structure of countries, what can lead to destructive changes in the wider, international context. They are a multifaceted danger to the broadly understood system of the global security. In the fifth chapter, Marcin Adamczyk has presented a text titled "Cyberspying in Chinese-American relations, in the context of the potential change of the world hegemon". The study is dedicated to the activities of the People's Republic of China in cyberspace, taken to acquire American military and civil technologies. The author claims that China is currently the only country that could challenge the global domination of the United States. However, to obtain the status of the hegemonic state, Beijing would need to build a solid coalition, supporting China on the international arena, but also reduce the economic distance between Beijing and Washington. An author of the next chapter is Kamil Baraniuk, who has prepared a text titled "Outline of the institutional changes in the Russian radio-electronic intelligence". Baraniuk emphasizes that the high level of computerization of societies and the common use of information technologies makes the signal and electromagnetic data a very important source of information for specialized institutions dealing with information collection and processing. In this context the author outlines the genesis and the institutional transformation of the Russian radio-electronic intelligence, as well as the military and civil institutions dealing with this kind of activities over the last decades, analyzing their tasks and personnel changes in their management. The seventh chapter has been written by two authors from Ukraine. Tetiana W. Nagachevskaya and Lyudmila Frliksowa prepared a text "Napryamky formuvannya mizhnarodnoyi konkurentospromozhnosti IT-sector Ukrayiny". This text contains an analysis of the current situation and peculiarities in the shaping of the international competitiveness of the IT sector in Ukraine. Nagachevskaya and Frliksowa have presented the position of the Ukrainian IT sector, considered in the context of the Networked Readiness Index, which measures the tendency of different countries to use the opportunities offered by informational and communicational technology. In addition, they have shown competitive advantages and disadvantages of Ukrainian IT companies on international markets, and directions of growth of the international competitiveness of the IT sector in Ukraine. Next two chapters have been related to religious issues in cyberspace. "Religious and pseudoreligious destructive groups: the challenges of cyberspace" has been written by Wojciech Gajewski, who pays attention to the matter of penetrating of the virtual space by various destructive religious groups. In his opinion, they become increasing dangers not only for individual users of the cyberspace but also for entire social groups. The religious scholar is a supporter of extensive research, educational and even legal activities, that suppose to reduce the negative consequences of the sectarian activity in cyberspace. Next author, Lucjan Klimsza, has presented a text "Philosophical aspects of the Internet in the context of missionary tasks of the Church". Klimsza, who is a Protestant pastor, pays attention to the possibilities that the access to the digital space opens to contemporary Christianity. He clearly states that the current Church must be a multimedia, but not a virtual community, distant from a man and his real existence. The author sees the Internet as a meta-medium enabling the transmission of religious content, which may be helpful in cognition and relationship between man and God, as well as between man and man. Tenth chapter, "Cybersecurity as a construct in the Polish public space", has been written by Przemysław Mikiewicz from a political perspective. The text is a reflection of the presence of the cybersecurity in Polish public space, which has been specified by the author as the opinion-making influence of the central government institutions and political parties. The author indicates that the concept of the cybersecurity is present in the Polish public space in government documents and programs of political parties. According to Mikiewicz, there is a fundamental asymmetry between these two types: government documents pay a lot of attention to cybersecurity, programs of political parties, however, only mention about the issue. Finally, cybersecurity appears as a kind of a construct used to create an image of the modern world, full of immaterial dangers, which might be eliminated only by publication of new doctrines and strategies, created to combat dangers in cyberspace. The political aspect of the cybersecurity issue is present also in the next two texts. An author of the first one is Grzegorz Tokarz, whose section has been titled "The Internet as an instrument to incite violence - an example of Poland". The text introduces activities of the Polish section of this neo- Nazi organization, including the content of its website, which is an important tool, used to promote the ideas of this environment, as well as a source of information about people and institutions considered to be the traitors of the "white race". The second text, which also ends this book, has been prepared by Mariusz Kozerski. In this chapter, titled "Former political scandals from a modern perspective: an example of the Barschel/Pffeifer case", the analyzed issue is the role played by media to publicize political scandals. The author has reviewed incidents that took place in the 1980s, in the German land of Schleswig-Holstein. A significant role in those happenings was played by "Der Spiegel", an opinion-forming weekly magazine. Let's add that Kozerski also tries to answer the question of how that, socalled "Kiel scandal" could look like if it happened today, in the context of the contemporary informational/opinion-forming potential, which characterizes the global computer network.
After regaining independence in 1918, the Polish state, apart from the necessity of building a state apparatus, was forced to fight for its borders and then for their recognition on the international arena. Another extremely important task of Polish diplomacy was the issue of creating a system of alliances that would give Poland and the newly revived states of the subregion security guarantees. To this end, in the first years after the end of the war, Warsaw intensively sought to create a permanent form of political and military cooperation within the Central and Eastern Europe subregion and the Baltic Sea. In Warsaw, on March 17, 1922, an agreement was signed by Poland, Latvia, Lithuania, Estonia and Finland, which in the far-reaching plans of the Polish Ministry of Foreign Affairs was to be a step towards establishing the so-called of the Baltic Union. The problem, however, was that in Finland at the time, the tendency to strengthen cooperation with the Scandinavian countries and the desire to adopt a policy of neutrality played a large role. Lithuania, however, was not willing to further strengthen relations with Poland, with which it remained in conflict after the occupation of Vilnius in April 1919 by the troops of General Lucjan Żeligowski. The fact that Vilnius was captured by Polish troops aroused waves of criticism in Western Europe towards Warsaw. The opportunity to improve the image came in January 1923, when Lithuania removed the French garrison and annexed the so-called Klaipeda country. Warsaw's balanced and calm reaction to Lithuanian moves was positively assessed by the Western powers. Although none of the concepts of building an alliance capable of opposing Soviet Russia and thus ensuring the security of itself and its allies has not been implemented, their analysis today allows us to put forward the thesis that the fate of this part of Europe has never been indifferent to Poland and it has always been associated with security of the entire subregion, as evidenced by the current political and military commitment in the form of battalion battle groups under the NATO initiative known as enhanced forward presence (eFP). ; Państwo polskie po odzyskaniu niepodległości w 1918 r. poza koniecznością budowania aparatu państwowego zmuszone zostało do walki o swoje granice a następnie o ich uznanie na arenie międzynarodowej. Kolejnym niezwykle istotnym zadaniem dyplomacji polskiej stała się kwestia stworzenia systemu sojuszy, które dałyby Polsce i nowo odrodzonym państwom subregionu gwarancje bezpieczeństwa. W tym celu Warszawa w pierwszych latach po zakończeniu wojny intensywnie zabiegała o stworzenie stałej formy współpracy polityczno-militarnej w obrębie subregionu Europy Środkowo-Wschodniej oraz Morza Bałtyckiego. W Warszawie 17 marca 1922 r. doszło do podpisania przez Polskę, Łotwę, Litwę, Estonię i Finlandię układu, który w dalekosiężnych planach polskiego MSZ miał być krokiem ku powołaniu do życia tzw. związku bałtyckiego. Problem polegał jednak na tym, że w Finlandii w tym czasie dużą role odgrywały tendencje zacieśnienia współpracy z państwami skandynawskimi oraz chęć obrania polityki neutralności. Litwa zaś nie była skłonna do dalszego zacieśniania relacji z Polską, z którą pozostawała w konflikcie po zajęciu Wilna w kwietniu 1919 r. przez oddziały gen. Lucjana Żeligowskiego. Fakt ten wzbudził w Europie Zachodniej fale krytyki względem Warszawy. Okazja do poprawy wizerunku nadarzyła się w styczniu 1923 r, kiedy to Litwa usunęła garnizon francuski i dokonała aneksji tzw. Kraju Kłajpedy. Wyważona i spokojna reakcja Warszawy na posunięcia Litwinów została pozytywnie oceniona przez mocarstwa zachodnie. Chociaż żadna z koncepcji zbudowania sojuszu zdolnego przeciwstawić się Rosji Radzieckiej a tym samym zapewnić bezpieczeństwo sobie oraz sojusznikom, nie została zrealizowana, jednak ich analiza pozwala nam dzisiaj wysunąć tezę, że losy tej części Europy nigdy nie były Polsce obojętne i zawsze wiązały się one z bezpieczeństwem całego subregionu, czego dowodem jest obecne zaangażowanie polityczne i militarne w postaci batalionowych grup bojowych w ramach inicjatywy NATO znanej, jako wzmocniona Wysunięta Obecność (ang. enhanced Forward Presence – eFP). ; Після відновлення незалежності в 1918 році польська держава, крім необхідності побудови державного апарату, була змушена боротися за свої кордони, а потім і за їх визнання на міжнародній арені. Ще одним надзвичайно важливим завданням польської дипломатії було питання створення системи союзів, яка би дала Польщі та нововідродженим державам гарантії безпеки субрегіону. Із цією метою у перші роки після закінчення війни Варшава посилено прагнула створити постійну форму політичного та військового співробітництва в межах субрегіону Центрально-Східної Європи та Балтійського моря. У Варшаві 17 березня 1922 р. Польща, Латвія, Литва, Естонія та Фінляндія навіть підписали угоду, яка в далекосяжних планах польського Міністерства закордонних справ повинна стати кроком до створення т. зв. Балтійського союзу. Однак проблема полягала в тому, що в той час у Фінляндії велику роль відігравала тенденція до зміцнення співпраці зі скандинавськими країнами та бажання прийняти політику нейтралітету. Литва, однак, не бажала надалі зміцнювати відносини з Польщею, з якою вона залишалася в конфлікті після окупації Вільнюса у квітні 1919 р. військами генерала Лучана Желіговського. Цей факт викликав хвилі критики щодо Варшави у Західній Європі. Можливість покращити імідж з'явилася у січні 1923 року, коли Литва усунула французький гарнізон та анексувала т. зв. Клайпедський край. Урівноважена та спокійна реакція Варшави на литовські кроки була позитивно оцінена західними державами. Хоча жодна з концепцій побудови альянсу, здатного протистояти Радянській Росії і таким чином запевнити безпеку собі та своїм союзникам, не була втілена в життя, однак їх аналіз сьогодні дозволяє висунути тезу про те, що доля цієї частини Європи ніколи не була байдужою для Польщі. Вона завжди була пов'язана з безпекою усього субрегіону, про що свідчить нинішня політична та військова прихильність у формі бойових груп батальйонів як частини ініціативи НАТО, як посилена Розширена Присутність.
The Republic of Belarus is a state that, through its location between the Russian Federation (RF) and the members states of the European Union (EU) and NATO, plays an important role in the security system in the region. On the one hand, through a number of dependencies it is closely related to the Kremlin authorities, on the other hand it tries to balance the influence of the larger neighbor through some steps towards closer cooperation with the West. Therefore, a closer look at the importance of Belarus in the European security system seems to be extremely vital, especially considering the current international situation – the annexation of Crimea and the conflict in eastern Ukraine, as well as the system of sanctions imposed on the Russian Federation as a result of these events. The abovementioned examples clearly indicate the direction of actions of the Russian authorities, which are increasingly defending their own interests in the post-Soviet area. All those decisive actions, that were undertaken in order to prevent even the threat of losing influence, must certainly be important for Belarusian security policy.The purpose of this article is to define the role and place of the Republic of Belarus in the global security system. The study was conducted on the basis of Barry Buzan's theory, which links issues of national and international security, while paying attention to a number of interdependencies resulting from the globalization process. Therefore, both the internal determinants of the Belarusian security policy and international issues were analyzed, including the role of state and non-state actors, having a direct impact on shaping the global security system. The applied research method is a method of system analysis in its macro approach, which allows the presentation of the global security system as a series of separate, but closely related elements, additionally supported by a quantitative method in relation to the security system's conditions.As a result of the conducted research, the significance of the Republic of Belarus in the global security system was considered high, mainly due to the geopolitical location of that specific country. Following thesis was formulated on the basis of a number of factors, the most important of which are: 1) the remain of Belarus in the Russian sphere of influence, for which the Moscow authorities are not afraid to pay with numerous crises in the international arena (the case of Ukraine); 2) a high level of integration of both countries in the field of security policy; 3) the key significance of the government's rhetoric and political decisions in Minsk, relevant not only to the policy making of this particular country, but also to security in Europe. At this stage, however, it is difficult to talk about the Belarusian will to integrate with Western structures, because this step would, first of all, require significant internal changes, for which the regime of Alexander Lukashenko is not ready. In connection with the above, it is likely that Belarus will remain in alliance with the Russian Federation and that cooperation between the two countries will further tighten.Key words: Republic of Belarus; Russian Federation; NATO; Ukraine; security; armament. ; Republika Białorusi to państwo, które poprzez swoje położenie pomiędzy Federacją Rosyjską (FR) a państwami-członkami Unii Europejskiej (UE) i NATO, odgrywa istotną rolę w systemie bezpieczeństwa w regionie. Z jednej strony jest powiązane szeregiem zależności z władzami na Kremlu, z drugiej stara się równoważyć wpływy większego sąsiada kolejnymi ukłonami w stronę Zachodu. W związku z tym, bliższe przyjrzenie się znaczeniu Białorusi w europejskim systemie bezpieczeństwa wydaje się niezwykle istotne, szczególnie jeśli weźmiemy pod uwagę obecną sytuację międzynarodową – aneksję Krymu oraz konflikt na wschodzie Ukrainy, a także system sankcji nałożonych na FR w skutek niniejszych wydarzeń. Przytoczone przykłady jasno wskazują na kierunek działań rosyjskich władz, coraz silniej broniących własnych interesów na obszarze postradzieckim. Interwencje tego typu nie mogą pozostać bez wpływu na politykę bezpieczeństwa Białorusi.Celem niniejszego artykułu jest określenie roli i miejsca Republiki Białorusi w systemie bezpieczeństwa światowego. Badanie przeprowadzone zostało w oparciu o teorię Barrego Buzana, która wiąże ze sobą kwestie bezpieczeństwa narodowego i międzynarodowego, zwracając jednocześnie uwagę na szereg współzależności, wynikających z procesu globalizacji. Analizie poddano więc zarówno wewnętrzne uwarunkowania białoruskiej polityki bezpieczeństwa, jak też kwestie międzynarodowe, w tym rolę aktorów państwowych oraz niepaństwowych, mających bezpośrednie przełożenie na kształtowanie systemu bezpieczeństwa światowego. Zastosowaną metodą badawczą jest metoda analizy systemowej w jej ujęciu makro, pozwalająca na przedstawienie systemu bezpieczeństwa światowego jako szeregu oddzielnych, acz ściśle powiązanych ze sobą elementów, dodatkowo wsparta metodą ilościową w odniesieniu do uwarunkowań systemu bezpieczeństwa.W wyniku przeprowadzonych badań znaczenie Republiki Białorusi w systemie bezpieczeństwa światowego uznane zostało za istotne, głównie ze względu na położenie geopolityczne tego państwa. Niniejsza teza sformułowana została w oparciu o szereg czynników, z których najważniejsze to: 1) pozostawanie Białorusi w rosyjskiej strefie wpływów, której utrzymania władze w Moskwie nie boją się okupić licznymi kryzysami na arenie międzynarodowej (przypadek Ukrainy); 2) wysoki poziom integracji obu tych państw w zakresie polityki bezpieczeństwa; 3) kluczowe znaczenie retoryki i decyzji politycznych władz w Mińsku, mogących znaleźć przełożenie nie tylko na kształtowanie polityki tego konkretnego państwa, ale również na kształt bezpieczeństwa w Europie. Na obecnym etapie trudno jednak mówić o chęci integracji Białorusi ze strukturami zachodnimi, gdyż krok ten wymagałby przede wszystkim znaczących zmian wewnętrznych, na które reżim Aleksandra Łukaszenki nie jest gotów. W związku z powyższym prawdopodobne jest pozostanie Białorusi w aliansie z Federacją Rosyjską i dalsze zacieśnianie współpracy między oboma państwami.Słowa kluczowe: Republika Białorusi; Federacja Rosyjska; NATO; Ukraina; bezpieczeństwo; uzbrojenie.
Po zakończeniu zimnej wojny wydawało się, że świat na trwałe wchodzi w okres stabilizacji, pokoju i współpracy. Szybko jednak okazało się, że świat narastającej globalizacji ma różne oblicza, także negatywne, co rzutuje na każdą sferę życia, także na bezpieczeństwo. Spadło co prawda zagrożenie wojną nuklearną, ale pojawiły się nowe zagrożenia oraz nasiliły te, które przedtem były przesłonięte rywalizacją Wschód - Zachód. Chodzi głównie o konflikty etniczno-religijne, kulturowe i cywilizacyjne, w tym rozlewające się konflikty wewnętrzne w państwach słabych i upadłych, proliferacja broni masowego rażenia, niebezpieczne ambicje państw dyktatorskich i autorytarnych. Ogromny wpływ na bezpieczeństwo międzynarodowe miały zamachy 11 września 2001. Zmieniły one percepcję zagrożeń dla bezpieczeństwa, a ogłoszona przez prezydenta Busha wojna z terroryzmem doprowadziła USA i prawie cały Zachód do zaangażowania w dwie wojny: w Iraku i Afganistanie. Sytuacja w Afganistanie i odpowiedzialność NATO za bezpieczeństwo tego kraju nadal budzi ogromne zaniepokojenie przywódców państw zachodnich, rzutuje na stan bezpieczeństwa międzynarodowego. Dotyczy to szczególnie regionu Bliskiego i Środkowego Wschodu, gdzie coraz większą rolę odgrywa rywalizacja między Indiami, Pakistanem i Iranem. Rosnący niepokój budzą ambicje nuklearne Iranu, a także otwarte wyzwania, jakie kraj ten rzuca społeczności międzynarodowej, podobnie jak w innej części świata polityka Korei Północnej. Coraz większe ambicje w polityce międzynarodowej mają Chiny i dążąca do odzyskania mocarstwowej pozycji Rosja. Jednocześnie wbrew programom i zapowiedziom proces osiągania przez Unię Europejską pozycji gracza globalnego nie materializuje się. Postępuje proces odwrotny: komplikuje się sytuacja finansowa w strefie euro, a kryzys ten oddziałuje na całą Unię. Postrzegana jako oaza gospodarczej stabilizacji UE stała się w ostatnich latach źródłem dodatkowych perturbacji w gospodarce światowej. Zachodzące w niej procesy, takie jak gwałtowne wzrosty cen surowców, rozchwianie rynków finansowych, pogłębiające się dysproporcje między bogatymi i biednymi, rosnące obszary głodu, daleko idąca deregulacja i kryzysogenne praktyki inżynierii finansowej, problem światowego zadłużenia, stają się czynnikiem globalnej destabilizacji i zagrożeń także dla bezpieczeństwa. ; Twenty years after the end of the Cold War the world still undergoes the process of deep changes. The collapse of communism and disintegration of the Soviet Union put an end to a bipolar system and the new era begun in international politics. Many state controlled economies, especially in Central and Eastern Europe, became democratic and market oriented countries. Through over one decade the United States was recognized as a unique superpower. Rapidly spreading globalization has made countries strictly interdependent, especially in economy, but also mutual dependence in the field of security has substantially increased. It happened so because of new threats for security, like international terrorism, WMD proliferation, growing number of ethnic-cultural conflicts. There is no threat in the world of global nuclear war or big state to state aggression on a large scale, but new threats, especially terrorism and cyber-attacks , are becoming very probable. In the contemporary world, with all economic freedom, especially international production factors movement, there are good as well as weak points which make international economy and the economy of different countries very vulnerable to crises, as we could see in 2008-2009 period. It is so because of uncontrolled activity of so called non-state actors, as for instance international financial corporations. Also European integration, especially in the Euro-zone, because of the world financial crisis impact, rising public debt and imperfect euro-mechanisms, is in trouble. Under such conditions, economic security is becoming so crucial that together with many other aspects of security [terrorism, cyber-attacks, impact of climate changes] it forms a new picture of the world security - a new paradigm. The article addresses the major international and regional security problems, the position of the USA in more and more multi-polar system, rising ambitions and roles of China and Russia. The approach of the author to the presented problems is interdisciplinary. ; После окончания холодной войны казалось, что мир на долго входит в период стабилизации и сотрудничества. Однако вскоре оказалось, что мир растущей глобализации имеет разные стороны, в том числе также отрицательные, что отражается в каждой сфере жизни, в том числе и на безопасности. Хотя и уменьшилась угроза ядерной войны, однако появились новые угрозы и усилились те, которые раньше, в связи с противостоянием Восток - Запад, находились на втором плане. Прежде всего здесь идёт речь о этническо-религиозных, культурных и цивилизационных конфликтах, в том числе и разрастающихся внутренних конфликтах в слаборазвитых государствах, распространении оружия массового уничтожения, опасных амбициях диктаторских и авторитарных государств. Огромное влияние на международную безопасность оказали события 11 сентября 2001 г. Эти террористические акты изменили восприятие угроз безопасности, а провозглашенная президентом Бушем война с терроризмом вынудила США и почти весь Запад к ведению двух войн: в Ираке и Афганистане. Ситуация в Афганистане и ответственность НАТО за безопасность этой страны, по-прежнему вызывает огромное беспокойство лидеров западных государств, отражается на состоянии международной безопасности. Прежде всего это касается района Ближнего и Среднего Востока, в котором большую роль играет также соперничество между Индией, Пакистаном и Ираном. Растущее беспокойство вызывают ядерные планы Ирана, а также открытый вызов, который эта страна бросает международному сообществу. Такую же политику в другой части света проводит Северная Корея. Большие амбиции в международной политике имеет также Китай и стремящаяся восстановить позиции сверхдержавы Россия. На ряду с этим, вопреки принятым программам и заявлениям политиков, процесс становления Европейского Союза в роли мирового игрока остается только проектом. Более того, в связи с усложняющейся экономической ситуацией в еврозоне, в Евросоюзе сегодня имеют место противоположные процессы. ЕС, который рассматривался как экономической оазис хозяйственной стабилизации, в последние годы стал источником дополнительных проблем в мировой экономике. Происходящие в мировой экономике процессы, напр. быстрый рост цен на сырье, нестабильность финансовых рынков, углубляющиеся диспропорции между богатыми и бедными, проблемы голода, далеко идущая дерегуляция и кризисные практики финансовой инженерии, проблема мировой задолженности, становятся фактором мировой дестабилизации и несут угрозы безопасности.
Po upadku komunizmu i zakończeniu zimnej wojny wydawało się, że świat na trwałe wchodzi w okres stabilizacji, pokoju i współpracy. Szybko jednak okazało się, że świat narastającej globalizacji ma różne oblicza, także negatywne, co rzutuje na prawie każdą sferę życia, także na bezpieczeństwo. Spadło co prawda zagrożenie nuklearne, ale pojawiły się nowe zagrożenia oraz nasiliły te, które przedtem przesłonięte były rywalizacją Wschód – Zachód. Chodzi głównie o konfl ikty etniczno- -religijne, kulturowe i cywilizacyjne, w tym rozlewające się konfl ikty wewnętrzne w państwach słabych i upadłych, proliferację broni masowego rażenia, niebezpieczne ambicje państw dyktatorskich. Ogromny wpływ na ład międzynarodowy i bezpieczeństwo miały zamachy 11 września 2001. Zmieniły one percepcję zagrożeń dla bezpieczeństwa. Terroryzm uznany został za największe zagrożenie dla bezpieczeństwa, a ogłoszona przez prezydenta Busha walka z terroryzmem doprowadziła Stany Zjednoczone i prawie cały Zachód do zaangażowania w dwie wojny: w Iraku i w Afganistanie. O ile interwencję w Afganistanie i obalenie reżimu Talibów można uznać za swoiste prawo do samoobrony Stanów Zjednoczonych (a właściwie po uruchomieniu art. 5 traktatu waszyngtońskiego za sprawę całego NATO), bo Al-Kaida, która była organizatorem zamachów 11 września, za przyzwoleniem tego reżimu była na stałe zainstalowana w tym kraju, to już interwencja w Iraku miała wątpliwe podstawy prawne, a właściwie była ona jednostronną decyzją USA, podjętą mimo protestów połowy sojuszników NATO. To co nastąpiło potem, w ramach wojny z terroryzmem, przekształciło się w totalny chaos, przypominający wojnę domową, w Iraku obecnie wygasającą, w Afganistanie zaś, już w warunkach obecności tam Międzynarodowych Sił Wsparcia Bezpieczeństwa (ISAF), coraz bardziej nasilającą się. W ostatnich dwóch latach warunki bezpieczeństwa w Afganistanie, za które w praktyce, w ramach ISAF, odpowiedzialne jest NATO, gwałtownie się pogorszyły. Gwałtownie wzrosła liczba zamachów terrorystycznych, a talibowie odzyskują pozycje, kontrolując już prawie 40% obszaru Afganistanu. Sytuacja w Afganistanie i odpowiedzialność NATO za bezpieczeństwo tego kraju budzi ogromne zaniepokojenie przywódców państw natowskich oraz kierownictwa sojuszu. Staje się to również jednym z centralnych problemów nowej administracji waszyngtońskiej. Trwające już siedem lat i rosnące zaangażowanie NATO i sił koalicyjnych w Afganistanie, pionierskie w ramach misji out of area, mimo zaangażowania ok. 64 tysięcy żołnierzy, sprzętu i idących w miliardy dolarów kosztów operacji nie przynosi jak dotąd, oczekiwanych rezultatów. Dlatego też przygotowana i realizowana jest nowa strategia obecności USA i NATO w Afganistanie. Zaangażowanie NATO w Afganistanie często interpretowane jest jako swoisty test dla Sojuszu, jako wyraz rosnącej odpowiedzialności za bezpieczeństwo globalne, w tym za zwalczanie nowych zagrożeń, takich jak terroryzm, których eskalacja jest także ubocznym skutkiem globalizacji. Autor nie w pełni podziela te opinie, choć niewątpliwie obecność NATO w Afganistanie jest ważną i trudną próbą dla Sojuszu, w tym także dla Polski ze względu na rosnące zaangażowanie sił zbrojnych naszego kraju w tę operację. Sprawa udziału NATO jednak rzutuje na stan bezpieczeństwa międzynarodowego, eskaluje napięcia i budzi negatywne emocje cywilizacyjno-kulturowe, utrudnia walkę z terroryzmem, kładzie się cieniem na i tak niejasny obraz sytuacji na Bliskim i Środkowym Wschodzie. Na wiele spraw z zakresu bezpieczeństwa globalnego i regionalnego, w tym narodowego poszczególnych krajów (choćby USA), patrzy się przez pryzmat Afganistanu. ; When the cold war ended, after the collapse of communism and when fi nally the Soviet Union disintegrated, there was a widespread feeling through the world that at long last universal peace had descended on earth. The fear of war in which weapons of mass destruction would be used had vanished. Today's world is a vastly different place. It is a world of globalization, which has both good and bad sides. This inexorable process has extended the opportunities of worldwide interchange. But this same globalization process and associated technology have also brought major new threats and intensifi ed existing ones. The threats we face are seamless, running across the boundaries of defence, foreign affairs, domestic and social life. It has left nations and peoples ever more vulnerable to phenomena ranging from international crime and terrorism through to cyber-attacks, health pandemics, energy politics, resource shortages and fi nancial crisis. We are facing the problem of failed states, WMD proliferations, rough countries challenges. We all have to agree that it was a great impact of 9/11 terrorist hijackers and attacks on security. The perception of international security threats has changed. Terrorism has been recognized as the biggest threat for security. The war on terrorism, declared by George W. Bush, has engaged United States and almost the whole West in two wars: in Iraq and in Afghanistan. As far as Afghanistan case is concerned, one has to recognize the legitimacy of American intervention (as did the UN Security Council), as U.S. had the right to self-defence after Al-Qaeda attacks, operating from Afghan territory. In the case of intervention in Iraq there are far going doubts about its legitimacy. The result was not only the overthrow of both regimes, of Saddam Hussein in Iraq and Taliban in Afghanistan, but a real mess – if not a civil war – in Iraq. Today, after seven years, the security situation in Iraq has much improved, but in Afghanistan there is ongoing process of violence escalation. In the last years the conditions of security in Afghanistan, for keeping which responsible is ISAF (and practically NATO, being a core of ISAF), has dramatically deteriorated. The number of terrorist attacks has enormously increased and Taliban have regained the control over 40% of Afghan territory. The security situation in Afghanistan and NATO's responsibility for that is the reason of deep concern for both the leaders of NATO member states and Alliance itself. The new American administration has made the confl ict a policy priority. President Obama announced a new strategy for Afghanistan, including the decision to commit an additional 30 000 U.S. military forces to address the confl ict. NATO's engagement in Afghanistan is treated as a kind of test for Alliance and a confi rmation of NATO's rising responsibility for global security, opening new out of area alliance missions. It is also important for Poland, taking in consideration the rising number of Polish troops in Afghanistan. Many questions of global and regional [Middle East] security are treated in the framework of Afghanistan case. ; Многие считали, что после падения коммунизма и окончания холодной войны, мир входит в период стабилизации, мира и сотрудничества. Однако вскоре ока- залось, что в эпоху глобализации мир имеет разные обличия, в том числе нега- тивные, что отражается почти на каждой сфере жизни, в том числе и на безопас- ности. Хотя и уменьшилась ядерная угроза, но появились новые угрозы, а также усилились те, которые ранее, в связи с соперничеством Востока и Запада, на- ходились на втором плане. Главным образом здесь необходимо иметь ввиду эт- ническо-религиозные, культурные и цивилизационные конфликты, в том числе, внутренние конфликты в слабых и распавшихся государствах, распространение оружия массового уничтожения, опасные шаги диктаторских государств. Огромное влияние на международный порядок и безопасность оказали террористические акты 11 сентября 2001 года. Они полностью изменили вос- приятие угроз безопасности. Терроризм был признан самой большой угрозой безопасности, а провозглашенная президентом Бушем война с терроризмом вовлекла Соединённые Штаты и почти весь Запад в ведение двух войн: в Ира- ке и в Афганистане. Если интервенцию в Афганистане и свержение режима та- либов еще можно признать своеобразным правом на самозащиту Соединённых Штатов (а имея ввиду 5 статью Вашингтонского договора делом всего НАТО), поскольку Аль-Каида, ответственная за организацию терактов 11 сентября, с согласия режима талибов имела постоянные базы в этой стране, то интер- венция в Ираке имела очень слабые юридические основания и в действитель- ности она была односторонним решением США, принятым вопреки протестам половины союзников НАТО. То, что произошло в рамках войны с терроризмом, позже превратилось в тотальный хаос, приведший к ослабевающей гражданс- кой войне в Ираке, и усиливающейся войне в Афганистане, происходящей в ус- ловиях присутствия там Международных сил содействия безопасности (ISAF). В последние два года безопасность в Афганистане, за которую в действитель- ности в рамках ISAF, несет ответственность НАТО, сильно ухудшилась. Возрос- ло количество террористических актов, а талибы контролируют уже почти 40% территории Афганистана. Ситуация в Афганистане и ответственность НАТО за безопасность этой стра- ны, вызывает огромное беспокойство глав государств членов НАТО, руководс- тва союза, а также становиться одной из главных проблем новой вашингтон- ской администрации. Продолжающееся уже семь лет и растущее присутствие НАТО и коалиционных сил в Афганистане, не взирая на контингент численностью около 64 тысяч солдат, современную технику и исчисляющуюся в миллиар- дах долларов стоимость операции, пока не принесло ожидаемых результатов. В связи с чем, подготавливается и реализуется новая стратегия присутствия США и НАТО в Афганистане. Действия НАТО в Афганистане часто интерпретированы как своеобразный тест для союза, как проявление растущей ответственности за глобальную бе- зопасность, в том числе за борьбу с новыми угрозами, такими как терроризм, эскалация которого в какой-то степени является побочным следствием глоба- лизации. Автор не полностью разделяет такое мнение, хотя, несомненно, при- сутствие НАТО в Афганистане – это важное и тяжелое испытание для союза, в том числе также для Польши, ввиду возрастающего присутствия вооружён- ных сил Польши в этой операции. Вопрос участия в операции НАТО, хотим мы этого или нет, отражается на состоянии международной безопасности, вызыва- ет напряжения и отрицательные цивилизационно-культурные эмоции, затруд- няет борьбу с терроризмом, оказывает влияние на и так непростую ситуацию на Ближнем и Среднем Востоке. На многие вопросы в сфере глобальной и ре- гиональной безопасности, в том числе и национальной, отдельных стран (даже США), нужно смотреть сквозь призму Афганистана.
Poland towards Russia between 1992 and 2015 and outline their specifics. The author attempted at a synthesis of major manifestations of Polish-Russian cooperation and most sticking points in the intergovernmental (international) relations during that period. An important objective was to show the sources and examples of a divergence of interests, and point to the goals, which were based on these premises, established by the foreign policy-makers in Poland and Russia and pursued in mutual relations and international affairs. Between 1992 and 2015, in Poland's foreign policy towards the East and national security policy, the relations with Russia and the Ukraine were of utmost importance. On the economic level, considering the volume of mutual trade turnover, Poland's main partner in the East was the Russian Federation, whereas on the political level, the Ukraine was seen as a strategic partner. Along with the Ukraine, Russia played a key role in Poland's security policy in the discussed period. It should be emphasized that Polish-Russian and Polish-Ukrainian relations were very closely linked, and so was Poland's policy towards Russia and the Ukraine. In Poland's foreign policy towards Russia, or in broader terms, in Polish-Russian relations between 1992 and 2015, seven stages can be distinguished; each having their own characteristic. Despite some new specifics in each particular stage, they all shared an element of continuity. The constant theme was a great divergence of interests between Poland and Russia, particularly with regard to the European security system, and the role of NATO in shaping this security, as well as further stages of the alliance's enlargement, especially by countries of the post-Soviet area; energy security and Poland's strive for diversification of fuels supplies faced with Russia's actions aimed at the diversification of routes of sending its gas and crude oil to Western Europe bypassing the Ukraine and Poland; a historic dispute, in which a thorough, satisfying for the Poles, explanation of the Katyn Forest massacre was particularly high on the agenda among other issues; opposing visions of building an order in Eastern Europe, and first and foremost, in the Ukraine. With the passing of time, especially after Poland's NATO and the EU accession, the future of Eastern European countries, particularly the Ukraine and Belarus, has become a fundamental issue in Polish-Russian relations. Both Russia and Poland treated Eastern European countries as a sort of a safety buffer. However, the two countries had entirely different visions of how this buffer ought to be shaped. The political leadership in Poland saw the strenghtening of national security in the strenghtening of the Ukrainian buffer through the Ukraine's membership in NATO and the EU, whereas for the political leadership in Russia, the strenghtening of national security through Ukrainian buffer meant preserving its outside NATO status, or incorporating it in the the security system built under the aegis of Russia on the area of CIS. A characteristic of the Polish-Russian relations in that period was a great imbalance to Poland's disadvantage, resulting from the differences in broadly understood physical potential of the two countries and, consequently, their international roles (Poland being a medium-size country situated in Central Europe and Russia being a superpower in Central Eurasia). The capacities of Poland to shape the situation in Eastern Europe on its own were incomparably lower than Russia's. Therefore, Poland was trying to make use of European and Euro-Atlantic multirateral structures, mainly through the Eastern Dimension realized by the EU and NATO, to have as much influence as possible, on the desired developments in Eastern Europe. The eastern policy under successive RP governments was characterized by their overrating, frequently, of their own capacities, lack of objectivity in assessment of the situation across our eastern border, and application of double standards, particularly in the policy towards Russia. Polish-Russian political relations throughout the post-Cold War period were critical, and improvements were relatively short-lasting. Not only Russia, but also Poland is to blame for such a state of events. The Polish side, due to historical reasons and imbalance of potential, expected Russia to take more initiative in coming to an agreement with Poland. However, it has to be admitted that in many activities undertaken by Poland with regard to European security, in particular Eastern European subregion, the interests of Russia were completly disregarded, although they did not have to be accepted fully. An example of this was Polish diplomacy in the second half of 2013 intended not to allow Russia to be included in the negotiations on the EU association agreement with the Ukraine about issues that had economic implications for Russia's interests. In their policy towards Russia, foreign policy-makers in Poland, forgot, all too often, or, were unwilling to remember, about the principle that in order to meet the security needs of one's own country, one should also consider the security needs of other countries, the neighbouring ones in the first place. Analyzing the policies under succesive III RP governments on European security and relations with the post-Soviet countries, it is hard to share the view prevailing in our country that Poland did its best to develop partnership and good neighbourly relations with Russia. Among politicians, publicists and the Polish society, there was a large group of people who took a stance, though it was not always formally articulated, that Poland has a right, or even a duty to remain hostile towards Russia. On the other hand, Russia should not act unfavourably towards Poland, regardless of Poland's anti-Russian policy, although, obviously, it was declared otherwise. One of the few stages showing a distinct improvement in Poland's policy towards Russia and a mutual willingness to normalize our political relations, was the one between 2008 and 2010, when an unsuccesful attempt was made at pragmatizing foreign policy towards Russia. Since the end of 2007, this new foreign policy, gradually encompassing other areas, led to a greater or lesser modification of the policy to date towards Russia, the Ukraine, Belarus and Georgia by basing it on the so-called positive realism. These new trends increased cooperation between Poland and Russia and, eventually, a considerable progress was achieved in normalizing our relations. Between 2008 and 2010, Polish policy towards the East not only changed in practice, it was also a conceptual change. The crash of the presidential plane at Smoleńsk (April 10th, 2010), in which 96 peple were killed, including President of RP Lech Kaczyński and His Spouse, was a major, if not primary reason why the normalization process (2008–2010) was seriously hampered to the point of a standstill between 2011 and 2013. The Smoleńsk air disaster, and conflicting stands over its causes in particular, exacerbated divisions in the Polish society and strenghtened reluctance, if not hostility, towards Russia. A large part of the Polish political class and society did not accept a version of an inadvertent air disaster (plane crash), whose causes, like not following correct procedures, lay on both Poles and Russians. The surveys conducted during the years following the Smoleńsk air disaster showed that over 30% of the Polish society were convinced that it had been an attempt on the life of the Polish delegation en route to a commemoration of the 70th anniversary of the Katyn Forrest massacre, and that the Russian government and secret services had been involved. After the Smoleńsk air disaster, foreign policy towards Russia and Polish-Russian relations became a ground for political struggle in our country. For many politicians and conservatist right-wing journalists, a demonstrated degree of anti-Russian sentiment became the main criterion of patriotism. In a large part of the Polish society, a belief was strenghtened that actions should be taken to weaken and isolate Russia, and to minimize, rather than increase cooperation between the two countries. This meant that internal conditions within our country, which could possibly motivate the foreign policy-makers to stop viewing Russia as the main threat and encourage a breakthrough in thinking about that issue, deteriorated markedly. Consequently, Polish-Russian relations between 2011 and 2013 remained in a state of deadlock. In the foreign policy of Poland between 1992 and 2015, Russia played the leading role. This, however, stemmed from Russia being perceived by the policy-makers as the main threat to our national security, not a recognized partner in pursuing this security. Throughout that period, in all successive stages of Polish security policy, Russia was regarded as the main threat. Each political leadership in Poland, especially since the mid 1990s, treated Russia in this way, and these were not merely anti-Russian declarations, but a guiding principle of the foreign policy. Behind it, was a conviction that Russian imperialism was timeless and Russia would never accept the sovereignty of Poland. It was an obvious reference to the classical Polish geopolitical thought about Russia posing main threats to our national security. During the crisis and conflict in eastern Ukraine, between 2014 and 2015, the foreign policymakers in Poland revived the stance of a military threat on the part of Russia. For the first time since the end of the Cold War, such loud voices were heard about a possible military attack on Poland. Unlike the earlier periods, when there was an informal presumption that Russia was a threat to the security of Poland, in 2014, for the first time, in III RP's security policy, Russia was formally pointed to as a direct military threat. It was articulated in official state documents, including Strategia Bezpieczeństwa Narodowego Rzeczypospolitej Polskiej from November, 2014, and in addresses delivered by the Polish government officials (for instance in exposé of Foreign Minister R. Sikorski and his follower G. Schetyna). The crisis and conflict in south-eastern Ukraine did not substantially change Poland's policy towards Russia. What did change between 2014 and 2015, however, was that much more emphasis than ever was placed on Russia being a threat to our national security, and there being a serious risk of a Russian direct invasion of Poland. During 2014 and 2015, the process of politicizing fear (policy of fear) of Russia was at its height. For Poland, a major outcome of the Ukrainian conflict and crisis was decreased national security and growing fears, among them the fear of Russian invasion, which does not mean that such a threat was real. During the years 2014 and 2015, Polish-Russian political relations at the highest level came almost to the point of being frozen. Important direct implications of the Ukrainian conflict for Poland's security were, apart from a growing fear of Russia, increased desires towards strenghtening its own defense capability, strenghtening NATO cohesion, increased involvement of NATO in our sub-region's security and closer bilateral Polish-American cooperation regarding military security. Resolving the conflict in eastern Ukraine as quickly as possible was in the interests of Poland. However, Polish diplomacy did not engage much in the conflict deescalation. They were very sceptical about the successive agreements aimed at ending the military operations negotiated within the frames of the so-called Normandy format (Mińsk I and Mińsk II). It seems that, considering the geopolitical situation in the Ukraine and divisions of the Ukrainian society, this country should remain a buffer state. Alternatively, coming out of this role should occur gradually, through a simultaneous Europeization of the Ukraine and Russia. Poland should not be interested in the "revolutionary" speeding up of the processes occuring in the Ukrainian society. Responsible politicians willing to serve the best interests of their nation should be aware of the limitations in pursuing even the most support worthy goals. The policy of every country, the foreign policy of Poland and the Ukraine included, should be founded on a realistic assessment of one's own capabilities so that aspirations would not outgrow the real possibilities of their attainment. Poland, aspiring to the role of the EU main expert in Russian and the post-Soviet area affairs, through insisting in the EU on the earliest possible Ukraine association with the EU, contributed in a way to the situation when the Ukraine had to choose between the EU and Russia. Polish politicians did not anticpate the negative outcomes of such acceleration for the Ukraine itself (including the loss of Crimea and strong separatist tendencies in the East of the Ukraine), as well as for Russian- Ukrainian relations and the security of Poland. Therefore, the firm support and involvement of the Polish political class in the so-called democratic revolution in the Ukraine during 2013 and 2014, can hardly be regarded as a succcess. Polish policy towards the East ended in yet another failure, which was shown as confirmation when Poland was not included in the talks aimed at resolving the Ukrainian crisis, which were held by officials from the Ukraine, Russia, Germany and France since the middle of 2014. The Ukrainian crisis and conflict was a turning point in Polish security policy and Polish-Russian relations. The Polish government officially began to treat Russia as the largest threat to the national and international security. A considerable part of the political elites in Poland did not see the threat in excessive dependence of Polish economy on Russian energy resources or other economic threats, but in a direct military attack. Generally speaking, it is unknown to what extent the Ukrainian crisis and conflict will, in the long run, have an impact on changes in Polish policy towards the East, particularly towards Russia and the Ukraine. It exposed the ineffectiveness of our foreign policy to date towards the East. In this context, a question arises: What will be mid- and long-term implications of the Ukrainian conflict for the modification or a radical alteration to Polish foreign policy towards the East? Another fundamental question pertains to Polish-Russian relations: What policy should Poland pursue towards Russia now and in the future? Will the foreign policy and security policy be directed, like in 2014 and 2015, at instransigence and confrontation, or will the normalization tendency prevail as regards Russia, and will the relations with the Ukraine be redefined? However, at the end of 2015, nothing implied that the foreign and security policy-makers intended to transform in any way the policy towards Russia and the Ukraine to date. It does not mean that changes will not be implemented in the years to come. It will be closely connected with the impact of the Ukrainian conflict on the modification of the policy of Germany and the entire European Union as well as the policy of the United States on the post-Soviet area. The crisis and conflict in eastern Ukraine strenghtened the legitimacy of argumentation that the main player in the post-Soviet area is Russia. None of the serious problems in this area can be resolved without the participation of Russia, and all the more, against Russia, which obviously, does not mean that the proponents of this stance overrate the capabilities of Russia in terms of shaping the closer and farther international environment. On this account, Polish policy will be hardly effective if at least some of Russia's interests in the post-Soviet area, especially in Eastern Europe, are taken into consideration, as was proven to date. Bearing in mind long-term consquences, the strategic conceptions of the Polish policy towards the East, should opt for the closest possible ties of Russia with political and economic structures of the EU and Euro-Atlantic structures (Europeization of Russia). This, in turn, should result in the evolution of the economic-political system of Russia into liberal democracy. The Ukrainian crisis and conflict classified the effectiveness of the Polish conception aimed at occidentalizing the Ukraine, Belarus and Moldova without simultaneously occidentalizing Russia. As was indicated by the proponents of this conception, its implementation assumed an inevitable cost such as a political conflict with Russia. The crisis and conflict in the Ukraine between 2014 and 2015 should be a good reason to change this stance. The biggest price for its implementation was paid by the Ukraininas themselves. Therefore, in the context of these experiences, Poland should suport not in opposition to Russia, but together with Russia, which does not imply that this process has to be fully synchronized. The direction of actions in this matter is of key importance. Despite the many contentious issues in Polish-Russian relations and different historical memory of Poles and Russians, in the long-term interests of Poland's security, lies implementing a cooperative and integrating, not a confrontational conception. For the normalization of Polish-Russian relations, it is essential that the successive governemnets of Poland and Russia should have a political will to a less confrontational approach towards disputable issues and resolve emerging problems in a compromising way, which is one of the "scarcest commodities" in the Polish-Russian relations. A compromise should not be treated as a failure, as is often believed, also by the Poles. It also requires changes in mutual perception. A true normalization of mutual relations between Poland and Russia will not be possible if the majority of political elites, media and society in both countries will see the other not even as a difficult partner of rival, but an enemy. The divergence of interests does not have to lead to hostility. The governing groups in Poland and Russia face a challenge in improving Polish-Russian relations. They can either attempt to broaden the area of common interests or to highlight the discrepancies and divergence of interests, and thus strenghten social attitudes prone to either cooperation or confrontation.
