The fact that in the May 2001 elections, Berlusconi's coalition won a sizable majority in both Chambers does not prove that the Italian electoral system is working satisfactorily. Some governmental stability & bipolar competition have been achieved, but this outcome may also be obtained, as in several European democratic regimes, by utilizing appropriate "Pr" electoral systems. Where the existing Mattarellum has utterly failed is in the reduction of the number of parties. Moreover, the bipolar structure of the electoral-political competition seems to be the product of the "depolarization" of the party system more than of the mechanics of the electoral system as such. Indeed, the voters have decided to reward the two major coalitions & to deprive of support individual parties running alone. Within the two major coalitions, small parties retain a lot of power, have been politically rewarded, & remain in a position to play a destabilizing role (as the League did in 1994 & the Communist Refoundation in 1998). Better electoral systems than the Mattarellum can be devised. Some reforms were entertained, but failed. However, if & when they master the logic of the electoral systems, political scientists would be well advised to criticize those politicians who behave badly & to show that they do care about the functioning of the political system. Over the last few years, an increasing number of scholars have adopted the so-called "ideational" approach to the study of populism. On the grounds of this approach, the populist phenomenon has been empirically investigated using a variety of different research strategies, including the classification by means of a minimal definition, content analysis, and expert surveys. In this article the main features of each different method are critically examined, and an overview of their pros, cons and pitfalls is provided, especially by comparing the research strategies aiming at classification, on the one hand, and measurement, on the other. I underline that the very rationale of the ideational approach relies in the need to operate a distinction between populist and non-populist actors through a minimal definition, which requires a classificatory effort analyzing the key ideological features of political actors in a qualitative fashion. At the same time, the other methods can only complement, but not replace, the qualitative analysis because they are not equipped to appropriately explore the core ideological features of the populist phenomenon. ; Nel corso degli ultimi anni un numero crescente di studiosi ha analizzato il fenomeno populista seguendo il cosiddetto approccio "ideativo". Sulla scorta di quest'ultimo, il populismo è stato investigato empiricamente facendo ricorso ad una varietà di strategie di ricerca, le quali includono la classificazione sulla base di una definizione minima, l'analisi del contenuto e le expert survey. In questo articolo le caratteristiche principali di ciascuna strategia di ricerca sono esaminate in modo critico, delineandone i rispettivi punti di forza e debolezza, in particolare confrontando gli sforzi analitici finalizzati alla classificazione, da un lato, e alla misurazione, dall'altro. Il presente contributo sottolinea come l'essenza stessa dell'approccio ideativo sia da rintracciare nella necessità di operare una distinzione tra populisti e non populisti sulla base di una definizione minima, la quale richiede uno sforzo classificatorio che analizzi in modo qualitativo le caratteristiche ideologiche chiave degli attori politici. Allo stesso tempo, le altre strategie di ricerca possono solo integrare, ma non sostituire, l'analisi qualitativa poiché non sono attrezzate per esplorare adeguatamente le caratteristiche ideologiche essenziali del fenomeno populista.
The only case of a Prime Minister directly elected by the voters can be found in the recent Israeli political experience. The system has not worked satisfactorily & after three elections has been abandoned. Even the most powerful of the Prime Ministers, ie, the British Prime Minister, derives his/her powers not from a direct popular election, but from his/her being the leader of the political party that has won an absolute majority of parliamentary seats. For this reason, he/she may be replaced by his/her parliamentary party, as has been the case, in the postwar period, for Anthony Eden, Harold MacMillan, Alec Douglas-Home, Harold Wilson, & Margaret Thatcher. In this article, the author criticizes the recent Italian proposals for an elective Prime Minister as a solution to the problems of the weak & noncohesive political coalitions & of the difficult relationship between government & Parliament. The major contention of this article it that most of the problems derive not from the lack of formal institutional powers in the hand of the Prime Minister, but from the imperfect electoral law that does not reduce the number of parties & gives much leverage to small parties. 3 References. The chapter deals with the role of the European political parties within the composite framework of the Euro-national parliamentary system. To this end, the genesis and the developments of the European political parties are retraced taking into account the evolution of national political parties and their rules, in particular in Italy, as the former are likewise strongly affected by national political and constitutional dynamics, as well as from global challenges like the financial and migration crises, the terrorist threat, and the environmental problems. The chapters focuses first on the main evolutionary stages of the European political parties. In this context, the chapters then examines the relationship, still undervalued, between European political parties and groups in the EP and, finally, analyses the main novelties of the Regulation EU no. 1141/2014, the experiment of the Spitzenkadidaten and the attempt to adopt an uniform electoral procedure for the EP. ; Il contributo esamina il ruolo dei partiti politici europei nella prospettiva composita del sistema parlamentare euro nazionale. On October 8, 2019 the Chamber of Deputies approved the text of the A.C. constitutional law.1585 B, already approved in second resolution by the Senate (A.S. n. 214 515 805 B), which reduces the number of parliamentarians as established in the Constitution, in Articles 5 6 and 57, to 400 deputies and 200 elected senators. The confirmatory popular referendum provided for in Article 138 of the Constitution will be held on this text on 29 March 2020.In this brief contribution, an attempt will be made to outline some reflections on the impact of theenza that any favourable outcome of the referendum in question will affect the balance of theour form of government. ; L'8 ottobre 2019 la Camera dei Deputati ha approvato il testo di legge costituzionale A.C.1585 B, già approvato in seconda deliberazione dal Senato (A.S. n. 214 515 805 B), che riduce il numero dei parlamentari come stabilito in Costituzione, agli artt. 5 6 e 57, in 400 deputati e 200 senatori elettivi. The chapel of St. James in the Santo, Padua is still commonly described as that of Bonifacio Lupi, a condottiere who participated in all the major political and military adventures of north and central Italy during the second half of the fourteenth century. As is often the case, however, the initial foundation was a more complex affair, which owed much to the relationship between the Lupi and their relations on Bonifacio's mother's side, the Rossi family. The chapel's refurbishment and fresco decoration serves as an excellent example of collaboration between a number of parties, including Caterina di Staggia, wife of Bonifacio. This essay spans thirty years and focuses on Caterina's artistic patronage, first as the spouse of Bonifacio and later as his widow, until her own death in Venice in 1405. A detailed analysis of her gifts in life as in death suggests that despite her self-imposed exile to Venice, Caterina remained true to her adopted city of Padua. Moreover, even after Bonifacio's death, Caterina commissioned furnishings on his behalf. This exemplifies a traditional wish to honour her deceased spouse's memory and provide for his soul, and yet reiterates her independence as a self-standing patron.
The traditional alliance between labor parties and left-wing unions improved the living conditions of workers and the development of the welfare state. This alliance also contributed to improve legitimacy and democratic stability as a consequence of the equalizers effects derived from policies aimed at an equitable distribution of the wealth produced by workers. The alliance between the labor parties and the leftist unions appears today heavily eroded because of the profound transformations that have taken place in the productive system, in the social composition and in the degree of international economic integration of the advanced democracies. This contribution analyzes the political choices to adapt to changes made by labor parties and left-wing unions. These choices caused a widening gap of the political paths of the "two wings of the labor movement", with the consequence - in some cases - of putting at risk the maintenance of the alliance itself. In the first section the evolution of the alliance is examined in a comparative perspective. The second section is dedicated to the Italian case where recently a significant relaxation of relations between the two political actors has been registered. Again in a comparative perspective, the probable developments of the historic alliance will be examined in the conclusive section. ; La tradizionale alleanza tra i partiti del lavoro e i sindacati di sinistra ha favorito il miglioramento delle condizioni di vita dei lavoratori e lo sviluppo dello stato sociale . Tale alleanza ha contribuito anche a produrre legittimazione e stabilità democratica per gli effetti equalizzatori derivati da politiche miranti ad una più equa distribuzione della ricchezza prodotta dal lavoro. L' alleanza tra i partiti del lavoro e i sindacati di sinistra appare oggi pesantemente logorata a causa delle profonde trasformazioni avvenute nel sistema produttivo, nella composizione sociale e nel grado di integrazione economica internazionale delle democrazie avanzate. In questo contributo vengono analizzate le scelte politiche di adattamento ai cambiamenti effettuate dai partiti del lavoro e dai sindacati di sinistra. Tali scelte hanno provocato una divaricazione crescente nei percorsi politici delle "due ali del movimento operaio", con la conseguenza – in alcuni casi – di mettere a rischio il mantenimento stesso dell' alleanza. Nella prima sezione l'evoluzione dell'alleanza viene esaminata in prospettiva comparata. La seconda sezione è dedicata al caso italiano dove negli ultimi anni si è registrato un allentamento significativo dei rapporti tra i due attori politici. Nella sezione conclusiva si esamineranno, nuovamente in chiave comparata, i probabili, ulteriori, sviluppi della storica alleanza.
The relationship between Florence and Pistoia at the end of the Thirteenth century was a deep and complex one, and it had a direct impact on the life and the works of Dante. The paper aims at analysing from a Pistoian perspective the social, familiar, economic and institutional connections between the two cities in the years of Dante's political engagement. The analysis stress the mutual influences and the impact that they had on the events of both cities beyond the wellknowntransmission of the factional conflict between the whites and the blacks from Pistoia to Florence. ; Il rapporto fra Firenze e Pistoia alla fine del Duecento fu un rapporto profondo e complesso, che trovò diretta eco nella vita e nelle opere di Dante. Il contributo intende analizzare, dal punto di vista pistoiese, i principali ambiti di interazione (sociali e familiari, economici, istituzionali) fra i due contesti cittadini negli anni dell'impegno politico di Dante, evidenziando le reciproche influenze e l'impatto che esse ebbero sulle vicende di entrambe al di là dell'importazione a Firenze del conflitto fra Bianchi e Neri.
