This article assesses the role of geographical and social factors that influenced the toponyms currently officially fixed on the maps of Australia and Oceania. It is noted that the fundamental reason for naming the toponyms of Australia and Oceania is the desire of speakers of different languages to leave a memory of themselves on geographical maps. The names of the largest number of Australian place names were given by the first settlers — navigators and discoverers. A significant number of them are English geographical names. Among the least common extralinguistic factors influencing the formation of toponyms, the names of vital objects by natives stand out. The instability of such toponyms in the language is noted. Such toponyms are mostly descriptive. Due to the wide field for research activities, a unified universal classification of toponyms has not yet been developed. The article analyzes the classifications of toponyms existing in linguistics and proposes its own classification of toponyms based on practical material from the geographical names of Australia and Oceania. The main criteria for highlighting the structural elements of the classification is the presence or absence of word-formation elements, many of which are typical for the sphere of toponymy. A large group is formed by phrases, which the authors of the article subdivide depending on the number of components. Particular attention is paid to the use of the article as part of the toponym, as well as graphic signs. The classification presented by the authors of the article also makes it possible to judge that the toponyms of Australia and Oceania are part of the lexical system of the general literary language.

Toponyms are a complex system, the semantic and structural features of which reflect the cultural and historical peculiarities of the nation. The toponyms of Norfolk Island stand out from other toponyms of the English language due to the isolated geographical location of the island and its violent history. This article discusses in detail the extralinguistic factors that determine the semantic features of geographical names of Norfolk Island. The historical factors that influenced the creation of a significant number of place names include the fact that the settlement of Norfolk Island was founded as a British penal colony. Other factors include political and economic dependence on the UK, and later on Australia. It is noted that the most important among such factors is the motivation of the residents who inhabited Norfolk Island after its discovery by Captain J. Cook. The historical factors we are considering influence the formation of certain connotations of the toponyms of Norfolk Island and Australia. The article proposes a structural and semantic classification of toponyms of Australia and Oceania. The criteria that served as the basis for describing the classification include the presence of positive or negative stylistic coloring. It is noted that some names change their stylistic coloring. This phenomenon is an example of historical rehabilitation. Among the most common anthropogenic factors affecting the structure of toponyms, we have identified the influence of historical figures on the development of the island and the difficult living conditions of the first settlers. Such factors determine the choice of a toponym and are reflected in the presence or absence of its stylistic coloring.

Hybrid languages formed as a result of language contacts are called pidgin languages in the linguistic literature, and the problem of their study is solved by contactology (or creolistics), which is an integral part of sociolinguistics. These are mainly English, Spanish, French, Portuguese, and Russian. They are widely spread in South America, Southeast Asia, Oceania, and the northern and eastern regions of the Russian Federation. There are more than 50 Pidgin and Creole languages on Earth (Creole languages were formed due to the subsequent development of the Pidgin language). Creole languages are one of the most exciting fields of study not only from the point of view of linguistics but also from the point of view of history, cultural studies and other theoretical and applied sciences. This is because the number of people using Creole languages is millions. It is concluded from the article that pidgin has a strong influence on the world language landscape of users because not only languages but also their cultures come in contact. Pidgin is shaped by the direct participation of the culture of the contacting communities and serves to communicate because not only languages but also their culture come into contact.

The problem of cybersecurity is quite acuted in all states of the world in different levels of social life. Using of informational resources is necessary for normal functioning of various sectors of the economy. It is important to secure information that circulates in such systems, at the appropriate level. The research of level of cybersecurity in Ukraine and examples of its importance are presented in this paper. The analysis of cyber security strategies of the various states of Europe, America, Africa, Asia and Oceania, investigated the term «cybersecurity» from the context of these documents were done. The problems of modern national legislation regulating the activities in the sphere of cybersecurity were highlighted. Also the causes of the first cyber security strategy was studied, and also modern trends in the cyberspace security were analyzed. According to the results, practical recommendations for creating the national cyber security strategy of Ukraine were proposed. ; Проблема кибербезопасности сегодня достаточно остро постает во всех государствах мира на разных уровнях общественной жизни. В данной статье изложено исследование уровня кибербезопасности в Украине и приведены примеры важности ее обеспечения. Проведено анализ национальных стратегий кибербезопасности различных государств Европы, Америки, Африки, Азии и Океании, исследован термин «кибербезопасность» в контексте обработанных документов. Освещено проблемы современного отечественного законодательства, регулирующего деятельность в сфере кибербезопасности. Также рассмотрены причины появлений первых стратегий кибербезопасности, прослежены тенденции в сфере защиты киберпространства. Background. Budget impact analyses (BIAs) are an essential part of a comprehensive economic assessment of a health care intervention and are increasingly required by reimbursement authorities as part of a listing or reimbursement submission. Objectives: The objective of this report was to present updated guidance on methods for those undertaking such analyses or for those reviewing the results of such analyses. This update was needed, in part, because of developments in BIA methods as well as a growing interest, particularly in emerging markets, in matters related to affordability and population health impacts of health care interventions. Methods. The Task Force was approved by the International Society for Pharmacoeconomics and Outcomes Research Health Sciences Policy Council and appointed by its Board of Directors. Members were experienced developers or users of BIAs; worked in academia and industry and as advisors to governments; and came from several countries in North America and South America, Oceania, Asia, and Europe. The Task Force solicited comments on the drafts from a core group of external reviewers and, more broadly, from the membership of the International Society for Pharmacoeconomics and Outcomes Research. Results. The Task Force recommends that the design of a BIA for a new health care intervention should take into account relevant features of the health care system, possible access restrictions, the anticipated uptake of the new intervention, and the use and effects of the current and new interventions. The key elements of a BIA include estimating the size of the eligible population, the current mix of treatments and the expected mix after the introduction of the new intervention, the cost of the treatment mixes, and any changes expected in condition-related costs. Where possible, the BIA calculations should be performed by using a simple cost calculator approach because of its ease of use for budget holders. In instances, however, in which the changes in eligible population size, disease severity mix, or treatment patterns cannot be credibly captured by using the cost calculator approach, a cohort or patient-level condition-specific model may be used to estimate the budget impact of the new intervention, accounting appropriately for those entering and leaving the eligible population over time. In either case, the BIA should use data that reflect values specific to a particular decision maker's population. Sensitivity analysis should be of alternative scenarios chosen from the perspective of the decision maker. The validation of the model should include at least face validity with decision makers and verification of the calculations. Data sources for the BIA should include published clinical trial estimates and comparator studies for the efficacy and safety of the current and new interventions as well as the decision maker's own population for the other parameter estimates, where possible. Other data sources include the use of published data, well-recognized local or national statistical information, and, in special circumstances, expert opinion. Reporting of the BIA should provide detailed information about the input parameter values and calculations at a level of detail that would allow another modeler to replicate the analysis. The outcomes of the BIA should be presented in the format of interest to health care decision makers. In a computer program, options should be provided for different categories of costs to be included or excluded from the analysis. Conclusions. We recommend a framework for the BIA, provide guidance on the acquisition and use of data, and offer a common reporting format that will promote standardization and transparency. Adherence to these good research practice principles would not necessarily supersede jurisdiction-specific BIA guidelines but may support and enhance local recommendations or serve as a starting point for payers wishing to promulgate methodology guidelines. ; Предпосылки: Анализ влияния на бюджет (Budget impact analysis, далее - BIA) является неотъемлемой частью комплексной экономической оценки интервенций в здравоохранении и всё чаще требуется финансовым органам, компенсирующим затраты на лечение пациентов (далее - регулятору), как для составления списков медицинских технологий, подлежащих компенсации, так и для утверждения документов на возмещение затрат. Цели. Целью этого доклада является представление обновленного методического руководства как для специалистов, выполняющих такого рода анализ, так и для пользователей отчетов выполненного анализа. Данное обновление стало необходимым отчасти из-за постоянного развития методов BIA, а отчасти из-за растущего к ним интереса, особенно на развивающихся рынках при решении вопросов ценовой политики в здравоохранении, доступности медицинской помощи и ее влиянии на здоровье населения. Методы. Рабочая группа была одобрена Советом ISPOR по принятию решений в области медико-санитарных исследований и утверждена его Правлением. Членами группы являлись опытные разработчики или пользователи BIA, работники научной сферы и промышленности, а также консультанты при правительствах, прибывшие из ряда стран Северной и Южной Америки, Океании, Азии и Европы. Рабочая группа ISPOR ходатайствовала о рецензировании доклада как группой внешних (основных) рецензентов, так и членами других подразделений ISPOR. Результаты. Рабочая группа высказалась в пользу того, что дизайн BIA новых вмешательств (интервенций) в сфере здравоохранения должен учитывать локальные особенности системы здравоохранения, возможную ограниченность доступа к медицинским технологиям, частоту использования и эффективность текущих (стандартных) и новых медицинских интервенций, делать поправку на ожидаемое внедрение новых интервенций. Ключевые элементы анализа включают в себя оценку размера исследуемой (целевой) популяции, используемого в настоящий момент набора лечебных вмешательств (стандартной терапии), а также изменения после возможного внедрения в практику нового вмешательства. Анализ должен учитывать любые ожидаемые изменения в расходах, связанных с состоянием больного. По возможности, расчеты BIA должны быть выполнены в виде простого калькулятора на базе Excel, чтобы регулятор не испытывал затруднений в их использовании. В тех случаях, когда изменения в размерах целевой популяции, сложная структура степеней тяжести состояния или методов лечения не могут быть достоверно отражены с помощью возможностей Excel-калькулятора, для оценки влияния на бюджет новой интервенции можно использовать когортные или субъектно-ориентированные модели, надлежащим образом учитывающие входящих и выходящих субъектов, а также тяжесть их состояния и объем требуемых вмешательств, на время горизонта моделирования. BIA должен использовать данные, отражающие стоимости, специфичные для каждой конкретной популяции, интересующей регулятора. Анализ чувствительности для альтернативных сценариев также должен исходить из интересов и перспектив регулятора. Валидизация модели должна включать как минимум оценку внешней валидности, совместно с регулятором, и проверку качества выполненных расчетов. Источниками информации для BIA служат опубликованные рандомизированные клинические испытания (РКИ), сравнительные исследования эффективности и безопасности стандартных и новых медицинских вмешательств. Остальные необходимые показатели можно получить непосредственно из статистик целевой популяции. Источниками информации могут являться опубликованные данные, общеизвестные локальные или национальные статистики, а также, в особых случаях, мнение экспертов. Отчет BIA должен предоставлять подробную информацию о значениях входных параметров и о самих расчетах так, чтобы этот анализ мог быть воспроизведен другим исследователем. Результаты BIA должны быть представлены в формате, удобном для восприятия регулятором. В готовом калькуляторе всегда должны представляться варианты различных ценовых категорий, которые можно произвольно включать или не включать в анализ. Заключение. Мы разработали рекомендации для структуры BIA, а также руководство по сбору и использованию данных и предлагаем общий формат выполнения отчета, который будет способствовать стандартизации и прозрачности анализа. Соблюдение этих принципов надлежащей научно-исследовательской практики не должно вытеснять существующие методы проведения BIA, но должно поддержать и усилить локальные руководства и рекомендации, а также послужить отправным пунктом для регулятора, в случае возникновения у него желания способствовать распространению методических руководств.
