I was not present at the birth of the offshore financial centers or of their trust business, but I am told that the mother was taxation. Perhaps that is an oversimplification, but I do not doubt that taxation was the major influence. The typical settlor was a taxpayer from one of the major common law countries, and his primary motive for going offshore was tax avoidance. But there were also a few settlors from other places, some motivated by estate planning considerations (the trust allowing them to make property arrangements which could not be made at home), some by fear or distrust of rulers. With the Second World War vividly remembered, the Cold War in progress, widespread exchange controls, and much of the world under socialist, repressive, or untested regimes, the wealthy man (or corporation) might understandably seek to invest in the United States or other "safe" countries, and to hold these investments in a way that would protect them from any rapacious tendencies on the part of his own or neighboring governments. In those days, the Swiss account was the standard answer for fearful individuals, but some thought Switzerland too close to the Iron Curtain. Bermuda and the Bahamas had the geographic advantage and also a flexible legal mechanism by which the client could obtain continuing protection for his family.

Im Mittelpunkt steht die Untersuchung eines paradoxen Falls der Europäisierung von Politik, nämlich der Europäisierung von Migrationspolitik durch Nicht-EU-Akteure in Nicht-EU-Staaten. Increasingly over the next few decades, the oil and gas industry faces the complex task of decommissioning its offshore platforms, pipelines and sub-sea equipment as they reach the end of their operational capabilities. Decommissioning involves and integrates many distinct aspects: engineering, environmental, economic, legal, political and safety considerations. A practical strategy for removing and disposing these structures needs to be developed which best meets the demands of all of these different aspects. In an increasingly globalized world, offshore manufacturing is often favored over domestic manufacturing for its ability to meet greater demands for goods that can be manufactured at lower costs, ultimately saving both companies and consumers money. However, a number of concerns also arise when examining offshoring's impact on a domestic and international scale. Some argue that offshoring results in the exploitation of workers from lower-income countries, while others express concern over the potential loss of domestic jobs that can result from it. This volume examines the benefits and drawbacks of domestic and offshore manufacturing through numerous points of contention.
This comment explores the Cape Wind project with an emphasis on its role as the first United States offshore wind energy project. Part II of this comment explains the potential energy resource that offshore wind provides and examines some of the economic, technological, and regulatory challenges facing the development of offshore wind projects in United States waters. Part III of this comment introduces the Cape Wind project as a case study by briefly describing the particular political struggles and permitting challenges faced by its developers. Part IV of this comment analyzes how DOI approval and the eventual construction of Cape Wind will influence the offshore wind industry in the United States. This comment concludes that the offshore wind energy industry is poised for enormous growth immediately after Cape Wind's turbines are spinning and providing electricity to the power grid.
