The main goal of the scientific work is to analyze the aggregate of internal and external factors affecting the oil industry in Russia, taking into account fluctuations in oil prices, the sanction restrictions of the West and state support for the Russian oil and gas complex. The research aspects proposed for consideration in the work: indicators of the dynamics of oil prices, the economic effect of the tax policy in the extractive industry of the Russian Federation, the regulation of the norms of losses of hydrocarbons in the extraction and transportation of fuel. In addition, a forecast is made for the dynamics of the depth processing petroleum raw materials by domestic subsoil users and ways to increase the efficiency development of the Russian oil industry are examined. The scientific base of the publication is state development programs, the legislative initiative of the Ministry of Energy and the activities of international organizations of oil-exporting countries. ; Основной целью научной работы выступает анализ совокупности внутренних и внешних факторов, оказывающих влияние на нефтяную отрасль России, с учётом колебаний цен на нефть, санкционных ограничений Запада и государственной поддержки нефтегазового комплекса РФ. Исследовательские аспекты, предложенные к рассмотрению в работе: показатели динамики цен на нефть, экономический эффект от налоговой политики в добывающей промышленности РФ, регулировка нормативов потерь углеводородов при добыче и транспортировке топлива. Также составлен прогноз динамики глубины переработки нефтяного сырья отечественными недропользователями и рассмотрены пути повышения эффективности развития нефтяной отрасли России. Научной базой публикации, выступают государственные программы развития, законодательная инициатива Министерства энергетики и деятельность международных организаций стран экспортёров нефти.
The structure, content and communicative significance of the oligarch concept are explicated using corpus analysis. The structure of the oligarch concept is asymmetric: the logical and figurative components are presented much more narrowly than the axiological one. The axiological component dominates the structure of the concept. Various assessments from the negative zone of the axiological scale are included in the axiological component of the concept. The logical components of the concept are 'the presence of very significant financial resources', 'the source of finance – most often oil or other extractive industry','power', 'participation in the actual government of the country', 'belonging to a certain country (more often Russia or Ukraine)', and 'opposition to official authorities and government'. The status of "oligarch" is associated with a small number of the same persons. All logical components are assessed negatively, disparagingly or ironically. The concept of an oligarch receives significant signs from the concept of wealth – the main part of the logical component and axiology. The article compares the axiological components of the concepts oligarch and wealth.
