Since 2008, the European Union, and especially the Eurozone, is hit by a deep economic crisis that translates into rising unemployment, rising poverty rates, and rising inequalities. Even if some countries, like Italy, Greece, Portugal,and Spain, face more serious social challenges than others, similar trends occur almost everywhere. However, we should remember that even before the crisis the social situation was deteriorating in many European countries, despite the factthat an "open method of coordination" (OMC) on social inclusion had been launched by the European Commission in 2000.Of course, one could hardly deny the fact that the crisis actually amplifies these social problems. In this paper, I will nevertheless argue that it would be too simplistic to have an exclusive focus on the current economic downturn. Indeed, in order to think about new welfare strategies, we need to look at what has failed in the policies that have been designed so far. When they do so, an increasing number of researchers now conclude that some of the social policies that were implemented during the 2000s, i.e. during the first decade of the OMC on social inclusion, had a very limited impact – or even a negative impact – on social justice across Europe. My modest aim is to look at some of these policies, first at a general level (section 1), and second at a more specific level, through some illustrative examples in one member-state, Belgium (section 2). The following sections are not based on first-hand research, but are rather aimed at reviewing the most interesting features of the current academic discussion in Belgium. Nadie puede negar que la crisis haya acentuado e intensificado estos problemas sociales. En este artículo, sin embargo, se tratará de argumentar que resulta demasiado simplista centrarse exclusivamente en la actual crisis. De hecho, de cara a idear nuevas estrategias de bienestar, es necesario saber qué es lo que ha fallado en las políticas diseñadas tiempo atrás. Muchos investigadores sostienen que algunas de las políticas sociales implementadas durante los 2000, esto es, durante la primera década del OMC sobre inclusión social, han tenido un impacto muy limitado o incluso unas consecuencias negativas en Europa. El modesto propósito de este trabajo, es analizar algunas de estas políticas, primero a nivel general (sección 1), y en segundo lugar a un nivel más específico, a través de ejemplos ilustrativos de un Estado miembro: Bélgica (sección 2). Este trabajo no está basado en investigaciones de primera mano, pero sí en las investigaciones más relevantes de la discusión académica que hoy está presente en Bélgica. this article provides an economic analysis of international coordination against global warming, integrating long-term perspectives and political constraints. It thus questions the economic and political risks to which tradable emission permits might be exposed as a result of market powers or dynamic distortions. The latter prove to be the most difficult to check. While deconcentration of national positions is possible, no international body can claim to set long-term objectives once and for all. Therefore, anticipating that the amount of future quotas will always be adjusted in the light of real trends, many countries will not engage in sufficiently ambitious structural programmes. This risks undermining the effectiveness of climate action and further weakening the consensus it needs. The alternative solution, international carbon taxation, does not present such a lack of incentives, but poses political difficulties. However, a combination of the two instruments could prove successful in the long term. ; On the efficiency of climate policies international coordination. This article analyses the economic efficiency of climate policies international coordination acknowledging long term perspectives and political constraints. It questions the economic and political viability of emission trading with respect to market power and dynamic distortions. The latter proves more worrying. While one may reasonably expect national positions being decentralized, the Climate Convention cannot commit on long term emission objectives. As a consequence, there is room for strategic behaviour by governments. Structural public programs, crucial to curb long term emissions, are likely to be scaled down because governments expect post-2012 quotas to be revised according to observed trends. Dans les situations économiques avec équilibres multiples, l'intervention du gouvernement peut être nécessaire pour dépasser les problèmes de coordination et internaliser les externalités. Cependant, la définition des interventions optimales est rendue plus difficile par la présence des complémentarités stratégiques et des équilibres multiples.

La fusion des services de sécurité intérieure au sein de la Direction centrale du renseignement intérieur (DCRI) en 2008, puis l'institutionnalisation d'une coordination du renseignement en 2009, à travers un Conseil national du renseignement et un coordinateur du renseignement, traduisent une reprise en main de la fonction de renseignement par le chef de l'exécutif, avec une priorité donnée à la lutte antiterroriste. Mettre en commun les moyens des services, favoriser un travail en symbiose, accroître la circulation de l'information, dans un souci d'une meilleure intégration des outils de veille et d'anticipation sont les objectifs affichés, et certes nécessaires. Toutefois, le système instauré se traduit par une politisation des fonctions et des enjeux, qui n'est pas sans incidence sur l'objectivité et la pérennité du dispositif. La coordination des services antiterroristes, placée auprès de la présidence de la République, repose sur des réseaux relationnels et fonctionne selon une ligne verticale, qui n'induisent pas une unité du dispositif antiterroriste et qui conduiraient à surexposer le chef de l'exécutif en cas de crise terroriste. Cette coordination informelle qui renferme une donne politique fragilise le caractère institutionnel qui lui est conféré. Si une période de cohabitation gouvernementale survenait, le dispositif de coordination ainsi créé ne pourrait fonctionner. Aussi le niveau de coordination de la lutte antiterroriste en France demeure-t-il perfectible.

The Coordination Function.
The growing diversification of international affairs, and thereforce the development of central administration in the ministry of Foreign Affairs hâve created the need for an instance able to exercise authority upon the whole range of the ministry' s services. Since the permanent set up of a General Secrétariat in 1920, its rôle and place have varied. Internai service régulations in the department do not explicitly mention this coordinating function which results from a sériés of practices and traditions. The reform of the Ministry of Foreign affairs in september 1993 has confirmed and reinforced the General Secretary's coordinating rôle.
