KEYWORDS: center of government; governance arrangement; policy coordination; democracy; Brazil.ABSTRACT Introduction: This paper aims to analyze how the Center of Government (CoG) operates as units responsible for conducting the presidential agenda in contemporary Brazil. Materials and Methods: The study applied the theoretical approach of CoG as a governance arrangement and used qualitative and quantitative data to reach its objective. Besides the bibliographic review on the literature and official documents, the study synthesizes and deepens empirical data and information from a joint research project covering the period of political stability in Brazil, from 1995 to 2014, when elected presidents ended their terms. Results: The empirical findings confirm that CoG is a flexible and dynamic phenomenon. It puts a critical perspective on the normative "good governance" approach that overvalues its technical dimension and neglects its political aspect. Discussion: The inquiry results shed light on the importance of the relation between politics and policy, by demonstrating that CoG's configuration and functions vary due to multiple causes, each president's priority policy agenda is implemented with different strategies and; the prioritized policies follow a unique coordination logic inside the Brazilian federal government.

Introduction: p-Phenylenediamine (PPD), aromatic sensitizing amine, has been added to henna powder to modify its natural color to black, increasing its fixation time, a practice that is prohibited in eyelash and eyebrows dyes. Objective: The objective of this study was to optimize and validate, at an intra-laboratory level, an analytical method by HPLC/UV for identification and quantification of PPD in hen dyes for hair and eyebrows. Method: In the method, C8 reverse phase column, mobile phase 1% triethanolamine (pH 8.4) andacetonitrile (99: 1, v/v), detection 280nm, injection volume: 10uL, flow 1.0 mL/min, column temperature 32°C, run time 10 min, linearity 5-45 μg/mL (n = 5) with correlation coefficient 0.9982, were used. For Cochran test (homoscedasticity): 0.3350 and Critical (0.3934) with 99% confidence. Limits of detection 1.17 μg/mL and quantification 3.54 μg/mL. The coefficient of variation of repeatability was 0.12% and the intermediate precision by F-test yielded p value of 0.283 with 95% of confidence. Accuracy results comprised acceptance criteria of 90%-107%. Results: Of the 19 analyzed samples, 14 presented PPD content between 1.74 and 3.65% w/w, in disagreement with Legislation. Conclusions: The proposed method can contribute to monitoring of quality and safety of use of these products. ; Introdução: O p-fenilenodiamina (PPD), amina aromática sensibilizante, vem sendo adicionado ao pó de hena para modificar sua cor natural para preta, aumentando seu tempo de fixação, prática proibida em tinturas para cílios e sobrancelhas. Objetivo: O objetivo deste estudo foi otimizar e validar, em níveis intralaboratoriais, um método analítico por CLAE/UV para identificação e quantificação de PPD em tinturas de hena para cabelos e sobrancelhas. Método: Foi utilizada coluna em fase reversa C8, fase móvel trietanolamina 1% (pH 8,4) e acetonitrila (99:1, v/v), detecção a 280 nm, volume de injeção de 10 μL, fluxo 1,0 mL/min, temperatura da coluna32°C, tempo de corrida 10 min, linearidade 5-45 μg/mL (n = 5) com coeficiente de correlação de 0,9982. Para o teste de Cochran (homocedasticidade), 0,3350 e o Ccrítico (0,3934), com 99% de confiança. Limites de detecção, 1,17 μg/mL e quantificação, 3,54 μg/mL. O coeficiente de variação da repetibilidade 0,12% e na precisão intermediária pelo teste F obteve-se p-valor de 0,283 com 95% de confiança. Resultados: Os resultados da exatidão compreenderam os critérios de aceitação (90%-107%). Das 19 amostras analisadas, 14 apresentaram teor de PPD entre 1,74% a 3,65% p/p, em desacordo com a Legislação. Conclusões: O método proposto poderá contribuir com o monitoramento da qualidade e segurança de uso destes produtos.

Coordination of economic policies among the countries participating in Mercosul - Argentina, Brazil, Paraguay and Uruguay - is discussed, emphasizing exchange policies and the relationship to regional monetary integration. After dealing with terminology, coordination of exchange policies is examined more specifically, taking into account that monetary integration implies some level of rigidity in exchange rates and of convertibility of regional currencies. Finally, suggestions are made of possible steps in order to progress in coordination among Mercosul countries

Explora-se a possibilidade de automação da coleta de dados em sites, a partir da aplicação de código construído em linguagem de programação Python, utilizando a sintaxe específica do HTML (HiperText Markup Language) para localizar e extrair elementos de interesse como links, texto e imagens. A coleta automatizada de dados, também conhecida como raspagem (scraping) é um recurso cada vez mais comum no jornalismo. A partir do acesso ao repositório digital do site www.web.archive.org, também conhecido como WayBackMachine, desenvolvemos a prova de conceito de um algoritmo capaz de recuperar, listar e oferecer ferramentas básicas de análise sobre dados coletados a partir das diversas versões de portais jornalísticos ao longo do tempo.

OBJECTIVE: To analyze the obstacles and challenges faced by managers and coordination professionals in their practices in municipal coordinating centers. METHODS: An exploratory descriptive study with a qualitative focus, applied in 40 managers and coordination professionals, from September 2017 to November 2018, with semi-structured interviews, resulting in two categories of analysis: limiting factors and factors that facilitate the management and operationalization of the Brazilian Unified Health System (SUS) coordinating sector. RESULTS: Analyzing the statements, we found evidence of the following limiting factors: failure in the criteria of referral, unavailability of beds, high demand, systemic difficulties in relation to the coordinating system, procedures of difficult scheduling and execution, increased repressed demand for elective procedures and difficulties in the flow of information between primary care and coordination. In the category of facilitating factors, the most significant possibilities were: expansion of the capability to know the user's reality, improvement in primary care and increase in health financial resources, health training and education and restructuring, in addition to reorganizing internal coordinating procedures. CONCLUSION: The limiting factors of coordination show the need to promote actions that offer all SUS users full access to health services. ; OBJETIVO: Analisar os entraves e desafios enfrentados pelos gestores e profissionais de regulação em suas práticas nas centrais reguladoras municipais. MÉTODOS: Estudo descritivo exploratório com enfoque qualitativo, aplicado em quarenta gestores e profissionais de regulação, no período de setembro de 2017 e novembro de 2018, por meio de entrevista semiestruturada, resultando em duas categorias de análise: fatores limitantes e fatores facilitadores da gestão e operacionalização do setor de regulação do SUS. RESULTADOS: Na análise dos enunciados, foram encontradas evidências dos seguintes fatores limitantes: falha nos critérios de encaminhamento, indisponibilidade de leitos, grande demanda, dificuldades sistêmicas em relação ao sistema de regulação, procedimentos de difícil agendamento e execução, aumento da demanda reprimida de procedimentos eletivos e dificuldades no fluxo de informações entre a atenção primária e a regulação. Na categoria de fatores facilitadores, as possibilidades mais significativas foram: ampliação da capacidade de conhecer a realidade do usuário, melhoria na atenção primária e incrementos de recursos financeiros para a saúde, capacitação e formação em saúde e reestruturação, além de reorganização dos procedimentos internos de regulação. CONCLUSÃO: Os fatores limitantes da regulação demonstram a necessidade de fomentar ações que ofereçam a todos os usuários do SUS o acesso pleno aos serviços de saúde.

This article considers life stories and autobiographical narratives as research instruments. It explains the life story method and its possible uses in the field of public health. It includes comments and reflections based on the author's experiences as she did research on the life stories of women, families and individuals in vulnerable situations. The author argues that the life story method, as well as the narratives, enables both the narrator and the researcher to reconstruct their experiences and to the reinterpret the meaning of what happened.

A pesquisa examinará o impacto que o uso de software livre pode trazer sobre a eficácia e eficiência de recursos educacionais abertos (REA). A primeira hipótese de trabalho é que o uso associado de SL afeta positivamente essas variáveis; a segunda hipótese é que esse impacto (e particularmente sua relação custo-benefício para os atores envolvidos) variará significativamente de acordo com o tipo de atividade ou iniciativa relacionada a REA: criação, organização, disseminação e utilização de REA. A pesquisa consistirá em uma análise teórica sobre as relações entre software livre e REA, e no levantamento e análise de dados empíricos sobre softwares e iniciativas de REA em cada uma dessas quatro categorias. A pesquisa buscará ainda identificar outros fatores que afetem essas variáveis (como o envolvimento da comunidade, a adequação dos materiais para a realidade local, a existência de suporte institucional etc.), de forma a contribuir para a formulação de políticas públicas e de estrategias educacionais ligadas a REA.

Este trabalho apresenta algumas metodologias de desenvolvimento de objetos de aprendizagem (OA), e discute a aplicação de uma delas - a metodologia INTERA - para o desenvolvimento de REA. A metodologia INTERA (Inteligência, Tecnologias Educacionais e Recursos Acessíveis) diferenciou-se de propostas anteriores por buscar conciliar o cuidado com aspectos técnicos e pedagógicos do desenvolvimento; sua abordagem visa aumentar a reusabilidade dos materiais desenvolvidos por meio da garantia de sua qualidade em ambos esses aspectos. Pelo fato de tratar-se de uma metodologia para desenvolvimento de OA, no entanto, ela é relativamente neutra ou omissa em relação a aspectos importantes para REA - como as garantias legais para o reuso, e as condições técnicas e materiais para permitir a adaptação ou remixagem. O trabalho identifica processos e etapas da metodologia INTERA em que surgem esses aspectos (bem como os atores que devem intervir neles), e faz recomendações para que ela possa ser utilizada com sucesso também no desenvolvimento de REA.

Introduction: intrafamilial sexual abuse of children is a social and public health problem. The investigation of crimes of this nature shows widespread and often irreversible psychological harm to the victims. The harmful effects arise from the act itself as well as the absence of special care for children, whose development is gradual and whose condition of being subjects with rights is often ignored. Interdisciplinary coordination among the fields of Law, Psychology, and Social Work is essential to reduce the extent of the damage. The coordination of these areas of expertise when put into practice leads to the non-victimization of the child. This interdisciplinary effort has gained prominence in the discussions of children's rights, and the possibility of its implementation in the project "Testimony without harmful effects" (DSD, acronym in Portuguese). Objective: to analyze the DSD (Depoimento Sem Dano) from the perspective of the full protection of the child. Methods: a qualitative approach, with a literature review, legislation review and semi-structured interviews. Results: there was a shortage of national literature on DSD. The interviews enabled the designation of four categories based on the analysis of the different points of view of DSD according to those interviewed: the actions of the legal professionals and the care for children; the need for change in the dynamic of listening to the child victim; positivity of the "DSD" project proposal; the effectiveness of the technique. Discussion: the most characteristic aspects of intrafamilial sexual abuse of children justify the use of the DSD technique and its integrative phases. Conclusion: there is an imminent need for an extensive discussion of the guarantee of and effectiveness of the human rights of the child victim of intrafamilial sexual abuse, of the child victim's treatment and of listening to the child in a judicial proceeding. Dialogue among the different areas of expertise involved in the protection of the child is essential for the effective success of new possibilities.
