Cilj magistrskega dela je ugotoviti, ali je skupna zunanja in varnostna politika Evropske unije primeren okvir za izvajanje mirovnih operacij. V prvem sklopu sem preučil pogodbeni razvoj, institucionalni okvir ter glavni strateški dokument SVOP. V drugem sklopu sem se osredotočil na same vojaške operacije SVOP, v okviru katerega sem preučil zgodovino in razvoj operacij, vpliv vojaških operacij na podobo EU kot varnostnega akterja ter način planiranja in financiranja vojaških operacij. Na koncu drugega sklopa sem izpostavil tudi ključne izzive, ki se pojavljajo pri vzpostavljanju in izvajanju mirovnih operacij v sklopu SVOP. V tretjem sklopu sem se osredotočil na operacijo EUFOR Althea. V začetku sklopa na kratko opišem zgodovino samega konflikta in predstavim grožnje varnosti in stabilnosti Bosne in Hercegovine, nato pa se osredotočim na samo operacijo in opišem njen mandat, proces planiranja, obseg sil in njihovo organizacijo ter naloge, ki jih izvajajo. Tudi v tem sklopu na koncu izpostavim pomanjkljivosti in kritike, ki so se pojavile skozi obdobje izvajanja operacije. Pri analizi operacije Althea sem ugotovil, da se le-ta giblje med delno uspešno in uspešno. Pri primernosti SZVP za izvajanje mirovnih operacij sem ugotovil, da ima ta za izvajanje res širokega spektra mirovnih operacij kar nekaj pomanjkljivosti. Ker sta SZVP in z njo SVOP medvladne narave, je opaziti, da se področja, ki so v pristojnosti samih institucij EU, razvijajo hitreje od področij, na katerih imajo večjo prisotnost same države članice. Moja glavna ugotovitev je, da je SZVP primerna predvsem za izvajanje manjših in manj intenzivnih mirovnih operacij. ; The aim of the master's thesis is to determine whether the common foreign and security policy of the European Union is an appropriate framework for the launching of peacekeeping operations. The first content set analyses the contractual development, institutional framework, and the main strategic document of CSDP. In the second set, I focus on the CSDP military operations. In this context, I examine the history and development of operations, the impact of military operations on the image of the EU as a security actor, and the way in which military operations are planned and financed. At the end of the second set, I also point out the key challenges that arise in the establishment and implementation of CSDP peacekeeping operations. In the third set, I focus on the EUFOR Althea operation. At the beginning of this final set, I briefly describe the history of the conflict and the threats to security and stability of Bosnia and Herzegovina, followed by the focus on the operation itself—its mandate, planning process, force and organization as well as the tasks carried out. Furthermore, this section points out the shortcomings and criticisms that arise during the course of operation. Analysing operation Althea, I have found out that it ranges from semi-successful to successful. With regard to the suitability of CFSP for the conduct of peacekeeping operations, I have found that it has quite a few shortcomings for the conduct of a considerably wide array of peacekeeping operations. As CFSP and CSDP are intergovernmental in nature, it can be observed that the areas under the responsibility of the EU institutions are evolving faster than the areas where the majority of the responsibility lies upon the member states. My main finding is that CFSP is particularly suitable for carrying out smaller and less intensive peacekeeping operations.
Vse od snovanja Ustanovne listine Organizacije združenih narodov (OZN) je bilo sodelovanje med OZN in regionalnimi organizacijami predmet različnih razprav. Razprava med univerzalizmom in regionalizmom je bila, vsaj za nekaj časa, rešena v obliki VII. in VIII. poglavja Ustanovne listine OZN. Rezultat tega je bila primarna vloga Varnostnega sveta pri odzivih na vprašanja mednarodnega miru in varnosti. A razvoj dogodkov na tem področju zahteva vedno večjo vključenost regionalnih organizacij. Magistrsko delo je bilo osredotočeno na potencial, ki ga ima mehanizem hibridnih mirovnih misij na nadaljnje sodelovanje med OZN in regionalnimi organizacijami. Glavni prispevek magistrskega dela leži v analizi razmerja med OZN in Afriško unijo (AU) pri hibridni misiji Organizacije združenih narodov in Afriške unije v Darfurju (United Nations - African Union Hybrid Operation in Darfur – UNAMID), ki predstavlja prvo hibridno misijo v zgodovini. V več kot desetih letih svojega delovanja je imela mnogo težav, ki sta jih organizaciji večinoma premagali. Tako lahko skozi analizo uspeha misije sklepamo o potencialu tega tipa misije za nadaljnje sodelovanje med OZN in regionalnimi organizacijami. Zaradi togosti mehanizmov OZN hibridne misije predstavljajo najboljšo možnost sodelovanja – vse dokler OZN ne ustvari mehanizmov, ki bi predstavljali večjo komplementarnost sodelovanja med OZN in regionalnimi organizacijami. ; Since the drafting of the United Nations (UN) Charter, co-operation between the UN and regional organizations in the field of international peace and security has been subject to intense debates. The debate between universalism and regionalism was, for the time being, resolved in the form of Chapters VII. and VIII. of the UN Charter. This compromise resulted in the Security Council being at the forefront of responses in matters of international peace in security for some five decades. But recent developments in the field of international peace and security have exposed the need for greater involvement of regional organizations. This master thesis is focused on the potential of a hybrid type of peace operations for future co-operation between the UN and regional organizations. The value of the research lies in its analysis of the relationship between the African Union and the UN in the United Nations - African Union Hybrid Operation in Darfur (UNAMID), the first-ever hybrid peace operation. In more than ten years of its deployment, UNAMID has been plagued by problems that both organizations have had to overcome. In that regard, through the analysis of the success of UNAMID, we can draw conclusions regarding the potential that this type of peace operation has on the future co-operation between the UN and regional organizations. Until the UN develops better complementarity mechanisms for co-operation with regional organizations, hybrid missions represent the best way of co-operation.
Po terorističnih napadih Al Kaide v Združenih državah Amerike septembra 2001 se je dojemanje varnostni in groženj mednarodne skupnosti povsem spremenilo. Varnostni svet Organizacije združenih narodov je že dan po terorističnih napadih sprejel Resolucijo 1368 (2001), ki opredeli napade kot oborožen napad na Združene države Amerike in kot ogrožanje mednarodnega miru in mednarodne varnosti. Nepredvidljivo in spremenjeno varnostno okolje v svetu je zahtevalo takojšen odziv. Mednarodna skupnost kot vir ogrožanja identificira Afganistan. Še isto leto so z mandatom Organizacije združenih narodov vzpostavljene Mednarodne sile za pomoč v Afganistanu, katerih vodenje leta 2003 prevzame zveza Nato. Misijo, ki se je zaključila konec 2014, v letu 2015 nadomesti nebojna svetovalna Misija Odločna podpora in se izvaja še danes. Odziv na sodobne grožnje države rešujejo v medsebojnih zavezništvih ter delovanju v mednarodnih operacijah in misijah. Članstvo Republike Slovenije v zvezi Nato je prineslo obveznost izpolnjevanja zavez, ki so bile podane v pristopnem obdobju ter kasneje članstvu. Kot polnopravna članica poleg tega sodeluje v procesu oblikovanja in izvajanja varnostnih in obrambno političnih smernic. Republika Slovenija svoje obveznosti v Zavezništvu izpolnjuje tudi s sodelovanjem v mednarodnih operacijah in misijah, kot so Nato-vodene mednarodne operacije in misije v Afganistanu, kjer sodeluje od leta 2004. Vloga obveščevalno varnostnih služb pred napotitvijo, v času delovanja ter po zaključku delovanja slovenskih pripadnikov v Nato-vodenih operacijah je izjemno pomembna in ena od najbolj učinkovitih oblik zaščite lastnih sil. Ob upoštevanju omejenih resursov je mednarodno sodelovanje Republike Slovenije ključno pri zagotavljanju tovrstne podpore v Afganistanu. ; After the Al Qaeda terrorist attacks in the United States of America in September 2001, the perception of the security and threats of the international community has completely changed. A day after the terrorist attacks, the United Nations Security Council adopted Resolution 1368 (2001) defining attacks as an armed attack on the United States and as a threat to the international peace and international security. An unpredictable and changed security environment demanded an immediate response in the world. The international community identifies Afghanistan as a source of threat. In the same year, under the United Nations mandate, the International Security Assistance Force in Afghanistan was established and transformed in NATO-led mission in 2003. The mission that concluded at the end of 2014 was replaced today's ongoing by non-combat advisory Resolute Support Mission in the beginning of 2015. When responding to the modern threats countries develops mutual alliances and work together in international operations in missions. With membership in NATO, the Republic of Slovenia assumed responsibility for fulfilling the commitments made during the accession period in later on as a member of Alliance. As an Ally is involved in the process of designing and implementing security and defence policy guidelines. The Republic of Slovenia also fulfils its commitments in the Alliance by participating in international operations on missions such as NATO-led international operations in the mission in Afghanistan, where it has been participating since 2004. The role of intelligence security services before the deployment, during the operation and after the deployment is extremely important and is one of the most effective forms of force protection. Taking into account limited resources, the international cooperation is crucial for the Republic of Slovenia in providing such support in Afghanistan.
Magistrsko delo analizira delovanje male države, ko je ta na čelu Organizacije za varnost in sodelovanje v Evropi (OVSE), v okviru enega od glavnih področij delovanja institucije – upravljanja in preprečevanja konfliktov. Analizira, kako lahko mala država s pametno uporabo svoje mehke moči deluje kot agent preventivne diplomacije in s katerimi ovirami se pri tem srečuje. Magistrsko delo kot študijo primera obravnava krizo v Kirgiziji leta 2005, ki sovpada s predsedovanjem Slovenije OVSE. Delo pokaže, da ima mala država ravno zaradi svojih specifičnih lastnosti primerjalne prednosti pri delovanju v okviru preventivne diplomacije, saj jo druge države pogosto dojemajo kot razmeroma nepristranskega akterja, ki se v reševanje krize ne vpleta aktivno zato, da bi zasledoval (ozko definirane) nacionalne interese, kar je pogost očitek velikim državam. Prav tako se pokaže, da je zaslomba, ki jo mali državi daje institucija (v našem primeru OVSE), lahko ključnega pomena, saj se mali državi pod okriljem institucije s tem krepi legitimnost. Analiza delovanja Slovenije v primeru krize v Kirgiziji še pokaže, da je ena od glavnih nalog male države kot predsedujoče mednarodni instituciji skupnostno delovanje, ki mora upoštevati pravila odločevalskega procesa, obenem pa ravno skupnostno delovanje prinaša mali državi možnost, da se v mednarodnem okolju izkaže kot zanesljiv partner in deluje kot most med različnimi interesi. S tem krepi svoj mednarodni ugled in posledično svojo mehko moč. ; The thesis analyses activities of small states (focusing on Slovenia) during their Chairmanship of Organization for Security and Co-operation in Europe (OSCE), in the field of conflict management and conflict prevention as one of the main areas of the OSCE. It analyses how a small country can put its soft power to smart use and act as an agent of preventive diplomacy and what the main obstacles for its activities are. The thesis deals with a case-study of the Kyrgyz revolution in 2005, which coincided with Slovenia's Charimanship of the OSCE. The thesis shows that a small country's specific characteristics bring comparative advantages in preventive diplomacy, because small countries do not engage actively in crisis resolution in pursuit of their (narrowly defined) national interests as it is often associated with big states. It also shows that organizational backing (in our case the OSCE's) is vital for small states, because it provides legitimacy. With the analysis of Slovenia's Chairmanship, the thesis shows that one of the main tasks for a small country, chairing an international institution, is a community action with an emphasis on the decision-making process. A successful community action brings about opportunities for a small country to prove itself in an international environment and to act as a bridge builder between different interests. With this, the small country can strengthen its international reputation and its soft power.
Globalizirani svet, v katerem živimo danes, je zaznamovan z gospodarsko odvisnostjo, ki jo lahko merimo z medsebojnim sodelovanjem držav. Zaradi tega je tudi gospodarstvo z leti prevzelo osrednjo vlogo pri diplomatskem delovanju. Razlika med tradicionalno in moderno diplomacijo je vse manjša. Gospodarska diplomacija je postopoma postala osrednja aktivnost diplomacije in mednarodnih odnosov. Analizirana in obdelana je bila na teoretičnem področju, kjer jo lahko razumemo kot sredstvo zunanje politike. To velja tudi za Republiko Hrvaško, ki je država z zelo dolgo zgodovino diplomacije. Že v času Dubrovniške republike je oblast prepoznala pomen mednarodnega sodelovanja za doseganje medsebojnih koristi. Tudi danes, v globaliziranem svetu, lahko prepoznamo pomen gospodarske odvisnosti in s tem tudi intenziviranja gospodarskih odnosov med državami. Da bi gospodarsko dobro sodelovala z ostalimi državami, je tudi Hrvaška razvila model gospodarske diplomacije, s katerim lahko zaščiti svojo gospodarsko rast in razvoj ter se pozicionira v mednarodnem okolju. Veliko vlogo pri tem ima Hrvaška gospodarska zbornica, ki je odprla svoja Predstavništva v različnih delih sveta. Cilj tega delovanja je promocija hrvaških podjetnikov ter privabljanje tujih naložb in s tem tudi večanje ugleda države v mednarodni areni. Hrvaška gospodarska zbornica ima velik vpliv na hrvaško gospodarstvo zaradi delovanja v tretjih državah, kjer sodeluje pri organizaciji sejmov in celotni promociji države. Tako delovanje Hrvaške gospodarske zbornice predstavlja most med državo in gospodarstvom in je zaradi aktivne udeležbe na mednarodnih trgih njeno delovanje velikega pomena za hrvaško zunanjo politiko in (gospodarsko) diplomacijo. ; The globalized world we live in today is marked by economic dependance, which can be measured by the mutual cooperation of countries. As a result, the economy has also taken on a central role in diplomatic action over the years. The gap between traditional and modern diplomacy is getting weaker, since they often overlap. Economic diplomacy has gradually become a central activity of diplomacy and international relations. Economic diplomacy has been analyzed in the theoretical field, is understood as means of foreign policy. This also applies to the Republic of Croatia, a country with a long history of diplomacy. The authorities in the times of the Republic of Dubrovnik already recognized the importance of economic dependance and thus the intensification of economic relations between countries. In order to cooperate economically with other countries, Croatia has also developed a model of economic diplomacy with which it can protect its economic growth and development, while also positioning itself in the international environment. The Croatian Chamber of Commerce plays an important role with opening different Representative Offices all over the world. The aim of these operations is to promote Croatian enterpreneurs and attract foreign investment. The Croatian Chamber of Commerce has a great influence on the Croatian economy, especially because of its operations in third countries. Thus, operations of the Croatian Chamber of Commerce represent a bridge between the state and the economy, and due to its active participation in international markets, its operations are important for Croatian foreign policy and (economic) diplomacy.
Organizacije morajo zaradi vse večje konkurence in prostega nastopa na trgu stremeti k čim večji tržni prednosti oziroma prepoznavnosti in uspešnosti, ne glede na področje poslovanja. To velja tudi za neprofitne organizacije, ki svojemu neprofitnemu poslanstvu profitno sledijo in ga neprofitno uresničujejo. Med neprofitne organizacije spada tudi Obrtno-podjetniška zbornica Slovenije, ki v slovenskem prostoru deluje že 47 let in je nastala na podlagi skupnih interesov takratnih obrtnikov zaradi omejevanja države pri razvoju obrti in dandanes predstavlja obrtno-zbornični sistem. V teoretičnem delu smo na kratko predstavili neprofitne organizacije, management neprofitnih organizacij in njegove temeljne funkcije. V nadaljevanju smo obravnavali in opredelili strategijo, vizijo in poslanstvo, ki je vodilo delovanja vseh organizacij, še posebej pa neprofitnih, ki ne obstajajo zaradi ustvarjanja dobička, ampak zaradi uresničevanja skupnih interesov določenih skupin. Pravilno postavljeni cilji so vodilo za uresničevanje strategije, izvrševanja poslanstva in sledenje viziji neprofitne organizacije. Ker neprofitne organizacije večinoma delujejo na storitvenem področju, smo opredelili storitve, zagotavljanje njihove kakovosti in merjenje. V nadaljevanju smo na kratko opredelili človeške vire, saj so zaposleni najpomembnejši kapital v vseh storitvenih organizacijah, v neprofitnih organizacijah pa predstavljajo edini kapital, s katerim razpolagajo takšne organizacije. V tretjem poglavju smo predstavili delovanje zborničnega sistema v Evropski uniji in njegovega evropskega združenja ter primerjali podobne zbornične sisteme v državah EU s slovenskim obrtno-zborničnim modelom ter ugotovili podobnosti in razlikovanja v njih. Opisali smo tudi podporno podjetniško okolje v Sloveniji, katerega del je tudi Obrtno-podjetniška zbornica Slovenije in njene območne zbornice in smo ga v magistrski nalogi podrobno obravnavali. V raziskovalnem delu magistrske naloge smo poleg nekaterih socio-demografskih podatkov in vprašanj o delovanju obrtno-zborničnega sistema preverjali raziskovalne hipoteze, ki se nanašajo predvsem na ugotavljanje zadovoljstva zaposlenih in uspešnost delovanja obrtno-zborničnega sistema. Naredili smo tudi SWOT analizo obrtno-zborničnega sistema. Rezultati raziskave kažejo, da zaposleni v obrtno-zborničnem sistemu ne kažejo izrazitega zadovoljstva oziroma nezadovoljstva glede delovanja le-tega. A večina zaposlenih se strinja, da bi ta lahko deloval bolje, saj ima ustrezno usposobljen strokovni kader v območnih zbornicah in dobro svetovalno službo v krovni organizaciji. Primeri dobre prakse v drugih državah EU so pokazali, da ni popolnoma primerljivega modela, ki bi bil enak slovenskemu obrtno-zborničnemu sistemu, še najbližja in najbolj podobna sta javnopravna sistema zbornic v Nemčiji in na Hrvaškem. V zaključku naloge smo na podlagi izhodišč raziskave, primerjave nekaterih zborničnih sistemov in SWOT analize podali predloge za izboljšanje delovanja obrtno-zborničnega sistema, ki so smernice za zaposlene in vodstvo obrtno-zborničnega sistema. ; Due to increasing competition and free market entry, organizations must strive for the largest possible market advantage or recognisability and performance, irrespective of the area of operation. This also applies to non-profit organizations, which follow their non-profit mission in a profit manner and realize it in a non-profit way. Chamber of Craft and Small Business of Slovenia is also a non-profit organization, which has been operating in the Slovenian space already for 47 years and it was established on the basis of common interests of craftsmen of that time and because of the limitations of the state in the development of crafts. In the theoretical part we presented non-profit organizations in short, the management of non-profit organizations and their basic functions. Further on we addressed and defined the strategy, the vision and the mission, which are guides for the operation of all organizations, especially the non-profit ones, which do not exist to make profit but due to the realization of common interests of certain groups. Properly set goals (short-term or long-term) are guides for the implementation of the strategy, the implementation of the mission and the pursuance of the vision of a non-profit organization. Since non-profit organizations operate mainly in the service sector, we have defined services, their quality assurance and measuring. In the continuation we defined human resources in short because employees are the most important asset in all service organizations, and in non-profit organizations they represent the only asset of such an organization. In the third chapter, we briefly presented the operation of the chamber system in the European Union and its European associations, and we compared similar chamber systems in the EU countries with the Slovenian craft chamber model and we established their similarities and differences. Within this part we briefly described the supportive business environment in Slovenia, a part of which is also the Chamber of Craft and Small Business of Slovenia and its regional units – regional chambers of craft and small business. In the continuation we discussed and described the craft chamber system in Slovenia in detail. In the research part we verified research hypotheses, beside certain socio-demographic data and some current questions about the operation of the craft chamber system, we made a SWOT analysis with which we defined the strengths and weaknesses of the craft chamber system as an organization, and threats and opportunities that the craft chamber system has in the external business environment. We have established that the employees in the craft chamber system are not satisfied nor dissatisfied with the system's operation, but the majority of employees agree that it could function better as it has well-versed professional staff in regional chambers of craft and small business and good counselling service in the umbrella organization. Good practice cases in other EU countries have shown that there is no completely identical case that would be the same as the Slovenian craft chamber system ; however, the closest and the most similar are the public-law systems of chambers in Germany and Croatia. In the conclusion of the thesis, we made proposals to improve the operation of the craft chamber system, which are guidelines for the employees and the management of the craft chamber system on the basis of the research, system comparison and SWOT analysis.
Through the public procurement rules, protection of competition, equality of choice & transparency of the procedure in relationships between the public & private sectors are provided, to the greatest extent possible, in the EU rules. All the contractual relationships between the public & private sectors cannot be subject to strict & formal rules on public procurement primarily due to the special nature of business operations, complexity & duration of the relationships. Concessions or public-private partnerships of a concessionary nature are excluded from the legal regime that applies to public procurement. This paper analyses the contractual relationships of the concessionary nature & the EU efforts for ensuring a certain degree of equal treatment of private partners entering into public-private partnerships. Among the tasks performed by the Slovenian municipalities to meet the needs of individual residents there is also the provision of local public services. A municipality provides the performance of the public services determined by the municipality itself, & the performance of the public services established by law (local public services). The legal foundations for the regulation & operation of public utility services are given primarily in the Local Self-Government Act & in the Public Utilities Act, as well as in sector-specific laws for individual services. The overview of public utility services & the modes of their performance in two urban municipalities indicate that in Slovenian municipalities, public utility services are performed primarily in two ways: in public enterprises & by awarding a public service concession. Abstract. Since 2015, the residential neighbourhood of Rožna dolina has experienced intense building activity that has been supported by the city of Ljubljana, but has been met with resistance from the local inhabitants, thus becoming the most visible local expression of the universal capitalist conflict between the use and exchange value of space. The article main aim is to analyse the concrete manifestation of this conflict by looking at the operations of the local state, investors and inhabitants in the production of space in Rožna dolina. The analysis shows that the conflict is influenced by the specific local state's dependency on economic actors, by specifics of local real estate market and workings of developers and by the composition of inhabitants of Rožna dolina. The Law Amending the General Administrative Procedure Act refers to a variety of provisions. New solutions should contribute to a more rapid, more efficient and more cost-effective procedure. Primarily due to elimination of the inconsistent use of individual provisions in practice, the amending law regulates more definitely the issues of authorizing the persons to manage and make decisions at different decision-making levels in administrative procedures in municipalities. The law also develops electronic operations and it especially amends the electronic service provisions. There is a fairly large number of amendments in the Service Chapter. And an important novelty needs to be emphasized. This is the institute of the waiver of the right to appeal which the General Administrative Procedure Act did not know. Giorgio Agamben's thoughts on the image seem to occupy a minor role in his work, confined to occasional essays and remarks. In fact, I argue, his thoughts on the image offer the key to grasping the fundamental political and philosophical coordinates of Agamben's work as a whole. The image is the site at which Agamben probes the dual operations of separation, by which the state and capital remove life into a neutral space of circulation and equivalency, and the contrary effect of reversibility, in which the separated image is redeemed for a new politics. This inscribes the image into a fundamentally ambivalent space -- at once the site of "danger" and "saving". Contrary to a pessimistic reading of Agamben's work, I argue that his work on the deactivation of the image suggests possible strategies for a new politics that would return the political to common use. Predmet doktorske disertacije je upravljanje zunanjetrgovinske politike države ob upoštevanju delovanja nadnacionalnih entitet, pri čemer je naš osrednji cilj identificirati optimalen način realizacije nacionalnih interesov v okviru nadnacionalne entitete (tj. Evropske unije). Zunanjetrgovinska politika je eno izmed najstarejših ekonomskih področij, o katerem so tekle resne akademske razprave že v Antični Grčiji pred več kot 2000 leti. Vendar o razvoju svetovne trgovine kot sistematičnem globalnem načinu trgovanja govorimo šele od 15. stoletja dalje. Za boljše razumevanje področja v doktorski disertaciji najprej opredelimo teoretska izhodišča, v okviru katerih predstavimo teorije mednarodne menjave ter analiziramo vlogo države in ekonomske diplomacije skozi različna zgodovinska obdobja (merkantilizem, liberalizem, protekcionizem, intervencionizem ter obdobje liberalizacije in globalizacije). Kot najpomembnejše teoretično izhodišče od Davida Ricarda dalje identificiramo ugotovitev, da svet ni ničelna vsota – vse države z zunanjo trgovino pridobivajo. Kljub temu da so države skozi različna zgodovinska obdobja (glede na gospodarske razmere) vodile različne zunanjetrgovinske politike (protekcionistične ali liberalne), teorija in praksa potrjujeta, da liberalna zunanjetrgovinska politika povečuje konkurenčnost gospodarstva. Študije ekonomistov (Sachs in Warner 1995, 35 ; Frey v Pruslecki 2008, 5 ; Krueger 1980, 289) namreč kažejo, da države z liberalno zunanjetrgovinsko politiko dosegajo višjo gospodarsko rast od tistih s protekcionistično. Kot potrditev teze navajamo izsledke analiz, ki kažejo na višje stopnje gospodarske rasti v t. i. hitro rastočih gospodarstvih (državah BRIICS ‒ Braziliji, Rusiji, Indiji, Indoneziji, Kitajski in Južni Afriki). Slednje so na podlagi liberalizacije trgov v zadnjih dvajsetih letih dosegale višje stopnje gospodarske rasti od razvitih gospodarstev. Glede na to da je predmet disertacije zunanjetrgovinska politika v okviru Evropske unije (EU), ki jo Slovenija sooblikuje, se v okviru analize ukrepov osredotočimo na ukrepe zunanjetrgovinske politike EU, vlogo nacionalnih in nadnacionalnih (vladnih in nevladnih) akterjev ter povezavo vsebin z drugimi politikami. Ključni akterji v procesu formalnega delovanja na področju zunanjetrgovinske politike EU so: Evropska komisija (Direktorat za trgovino), Svet EU (Odbor za zunanjetrgovinsko politiko, Coreper in Svet za zunanje zadeve), Evropski parlament ter nevladni akterji (združenja, nevladne organizacije) kot nadnacionalni akterji in (vladni in nevladni) akterji na nacionalni ravni držav članic EU. Prioriteta zunanjetrgovinske politike EU je multilateralna zunanja trgovina, vzporedno pa potekajo pogajanja s številnimi državami oz. regijami za sklenitev preferencialnih trgovinskih sporazumov. Med ukrepi zunanjetrgovinske politike EU je pomembna še Strategija dostopa na trg, v okviru katere se dosegajo sinergije na podlagi okrepljenega partnerstva med Evropsko komisijo, državami članicami in gospodarstvom. Ugotavljamo, da postaja v obdobju globalizacije zunanjetrgovinska politika izrazito večplastna ter da izginjajo meje med zunanjimi in notranjimi politikami. Na primeru pogajanj t. i. Razvojne agende iz Dohe, ki potekajo v okviru Svetovne trgovinske organizacije, potrdimo tezo o prepletanju pogajanj na različnih ravneh (bilateralni, regionalni in multilateralni) in vsebinski povezanosti zunanjetrgovinske politike z drugimi politikami (z razvojno, s kmetijsko ipd.). Slednje potrjujejo tudi strateški dokumenti EU (Strategija Evropa 2020 ; Trgovina, rast in svetovne zadeve ter Globalna Evropa: konkurenčna v svetu), v katere je zunanjetrgovinska politika vključena kot pomemben sestavni del politike konkurenčnosti. ; The doctoral thesis focuses on a country's external trade policy management in relation to the processes witin subnational entities. Our main goal is to identify an optimal approach to realizing national interests in the context of a subnational entity (i.e., the European Union). External trade policy is one of the oldest economic policies. The first discussions on trade issues started among philosophers in Greece 2000 years ago, but global trade as a systematic process emerged in the 15th century. At the beginning of the doctoral thesis, the focus is on the theoretical background ‒ theories of external economic co-operation. We analyse the role of the state and economic diplomacy in different historical periods (mercantilism, liberalism, protectionism, interventionism, liberalisation and globalisation). The most important theoretical finding is (discovered by David Ricardo and confirmed in subsequent theories) that all states, engaged in external trade, gain (we talk about the so called positive sum). Although countries led different external trade policies during various historical periods (liberal or protectionist), theory and experience show that the liberal external trade policy increases competitiveness of an economy. Studies of several economists (Sachs and Warner 1995, 35 ; Frey 1984 ; Pruslecki 2008, 5 ; Krueger 1980, 289) also confirm, that countries with a liberal external trade policy record higher growth rates than those in favour of protectionism. Emerging economies (the so called BRIICS countries ‒ Brasil, Russia, India, Indonesia, China, and South Africa) record higher growth rates in the last twenty years – after liberalising their markets. We analyse the European Union (EU) external trade policy measures, the role of national and subnational (state and non-state) actors, and the interconnectedness of the external trade policy and other national policies. The key actors in the formal process of creating EU external trade policy are: European Commission (Directorate General for Trade), Council of the EU (Trade Policy Committee – formerly 133 Committee ; Coreper, Foreign Affairs Council), European Parliament, non-state actors (associations, non-governmental organisations (NGOs)) as well as actors in the member states (state and non state actors: ministries, diplomatic network, business associations, chambers of commerce, NGOs, etc.). The priority of the EU external trade policy is multilateral trade – successful conclusion of the WTO Doha Development Agenda. In parallel, EU is negotiating preferential trade agreements with several countries and regions. One of the most important trade policy measures is also Market Access Partnership, where active involvement of member states and the business sector is expected. Globalisation has changed the patterns of global economic co-operation and global trade. External trade has become more complex (linked to the competition, energy, environment and sustainable development policies) and the number of actors (state and non-state) involved in the policy has increased significantly. The boundaries between external and internal policies disappear as well. We show the interactions between different actors, negotiating levels, and policies on the World Trade Organisation Doha Development Agenda case, where the positions of the negotiations have to be agreed on at different levels: national, bilateral, regional, and multilateral. External trade policy is an important part of the EU strategic documents (Global Europe: competing in the world, EU 2020), and therefore an important element of the competitiveness policy. The thesis also confirms that the role of economic diplomacy in trade issues has gained importance during the last twenty years. Saner and Yiu (2003) argue that the main function of the post-modern economic diplomacy is representation in the international organisations and influence on other countries' policies.
In its introduction, the paper defines the meanings of the words 'safety' and 'police'. Then it deals with different police organizations, their organizational structure and different police models of operation with the emphasis on studying the latest approach to the police work called community policing that is being introduced also in the Slovene police lately. Since the central topic here is local community safety, the paper deals with the community at which police work must be targeted. Then follows a study and analysis overview regarding the population's readiness to co-operate with the police. The empirical part of the paper presents an opinion survey among the Podravje Region population to find out to what extent people trust the police, how they are satisfied with the police work, what is the discrepancy between estimation and the expectations the Podravje population has for police officers, and how safe they feel. The survey shows the following: the Podravje population feels safe, people trust the police and they are ready to co-operate in solving safety problems. Different organizational structures of the Catholic Church in Slovenia were a reflection of the circumstances in the Christian community in the Central European region. Being a basic structure, a diocese has existed since the antique period. The diocese is a religious community with a centre in a large settlement (civitas). With the spread of Christianity into the rural areas and into the peasant environment, parishes began to come into existence. In historiography, the terms 'primitive parishes' began to be used to refer to the oldest parishes. They were characterized by their vastness. The number of primitive parishes increased in the 12th century. Due to remoteness of diocesan centres from the communities in rural areas and because of the inability of bishops to be in touch with the priests in rural areas, intermediate stages of organization were coming into existence during centuries, i.e., archdeaconries and deaneries at some places. Some important changes occurred in the operation of the Catholic Church and in its organization in Slovenia during the years after the Second World War. New parishes were established. The change of the state boundaries required changing the diocesan boundaries. Finally, the creation of the independent state of the Republic of Slovenia required a new setting up of the pastoral work and a new territorial organization of dioceses.
