Frankreich steht im Begriff, seinen Interventionskurs im Sahel zu ändern. Nach einem Mini-Aufwuchs von 600 zusätzlichen Soldaten seit Februar 2020 wird die Antiterror-Operation Barkhane wahrscheinlich auf das vorherige Niveau zurückgeführt werden. Mittelfristig sind weitere Reduzierungen möglich. Auch politisch kommt Bewegung in die französische Sahelpolitik, weil Paris ein Gleichgewicht anstrebt zwischen einem geringeren militärischen Fußabdruck, Terrorismusbekämpfung und größerer lokaler Verantwortung. France is preparing to change its posture in the Sahel. After a "mini surge" of 600 additional soldiers since February 2020, its counterterrorism Operation Barkhane is likely to revert to the pre-surge level, with more reductions possible in the medium term. Regardless of the details and timetable of the adjustments, French policy toward the Sahel is evolving as Paris seeks to balance a lighter military footprint with counterterrorism goals, the continued internationalization of intervention, and more local responsibility. International audience ; In recent years, the threatening state of endemic instability in the Sahel-Sahara belt has posed a real security problem for the countries in the region. Due to structural vulnerabilities and a lack of common policies, the state actors in the region have been hard pressed to produce sufficient defense and security to combat the geopolitical uncertainties that are destabilizing the Sahel. These deteriorated security conditions pushed France to reorganize its regional strategy and military presence under the new counterterrorism operation "Barkhane" in order to develop an updated conceptual and organizational framework for security in the Sahel ; La bande sahélo-saharienne (BSS) a développé ces dernières années une situation de menace et d'instabilité endémique qui pose de véritables problèmes de sécurité pour les Etats de la région. Bien en peine de produire un niveau de défense et de sécurité à la mesure des incertitudes géopolitiques qui déstabilisent le Sahel africain, les acteurs étatiques de la région, en raison des vulnérabilités structurelles et l'absence de politique commune de sécurité et de défense qui le caractérise, n'arrivent plus à assurer leur sécurité. Dans ce contexte sécuritaire dégradé, la nécessité de mettre en place un cadre rénové aussi bien du point de vue conceptuel qu'organisationnel a conduit la France à procéder à une réorganisation stratégique de sa présence militaire dans la bande sahélo-saharienne qui a abouti à la mise sur pied de l'opération antiterroriste « Barkhane » pour la sécurisation du Sahel

The French army is entrenching itself in the sahel region since 2014, claiming a near victory over the multitude of armed groups operating in the region. The french implication relies heavily on special operation units waging a movement war against the so-called "terror groups". But what are the true natures of those groups? Such armed groups are actually far from being the archetype of international Jihadist organisations that the french government claims they are fighting. Paris Meanwhile, by fighting in those countries is actually entrenching itself geographically for its own geopolitical gains rather than pursuing humanistic goals. By supporting unrepresentative governments and relying on heavy military presence in the Sahel, the French governemnt is actually helping recruitment among those armed groups and is uncontiously helping their creations.

In 2018 Mali, supported by France, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) and by militias of the Movement for the Salvation of Azawad (MSA) and the Imghad Tuareg Self-Defense Group and Allies (GATIA), continued to be involved in a non-international armed conflict (NIAC) on its territory against Jama'at Nusrat al-Islam wal-Muslimin (JNIM) and the Islamic State in the Greater Sahara (ISGS). According to the War Report, intercommunal clashes between Dan Nan Ambassagou and the Alliance for the Salvation of the Sahel also reached the threshold of a NIAC during the last year. This chapter in the War Report 2018 offers a complete overview of the several conflicts afflicting Mali in recent years. The first parttraces back the root causes of the initial Tuareg rebellion in the Northern regions, to then show the jihadist takeover of the insurgency. It provides an in-depth analysis of the planning, generation and deployment of two multinational operations, one sponsored by the African Union, the other authorised by the United Nations. It sheds light on the French intervention in Mali, first as Operation Serval and then under Operation Barkhane. Finally, it accounts for the progressive return to peace in the Northern territory, while intercommunal conflicts in the Central regions rise to the level of a separate non-international armed conflict. The second part of the chapter scrutinizes the status and legal position of each party to the conflict. Key developments in 2018 are then surveyed. The last part summarises concluded and ongoing prosecutions before the International Criminal Court for crimes committed in the Malian conflicts.
