Political parties are an indispensable factor in any modern parliamentary democracy. It would be impossible to parliamentary democracy to function properly without them. Political parties are a constitutional category and they have to act in accordance with constitution, but due to their importance it is already observed that sometimes they go beyond constitution. Each country should find its own way in order to face that challenge. Germany is a good example for that, by giving political parties the freedom to act on the basis of the provisions of the Basic Law, but with the care that the entire system does not endanger itself. That could be seen in three examples. First example is the relationship between the parliamentary group as the emanation of political parties in parliament and deputies. Second example is banning of anti-constitutional political parties. Third example is the election process of judges of the Constitutional Court. The paper concludes that it is necessary to find an ideal formula for the freedom of their actions, according to which political parties are allowed to perform any action that is beneficial to the constitutional order, while not all of them are forbidden, but only the actions that have a devastating effect on the system as a whole.

The authors of this paper offer an overview and analysis of the rise and fall of the liberal international order that emerged after the end of the Cold War and along with the rising power of the United States. The foreign policy agenda of the post-Cold War sole superpower was guided by the idea of creating a global order based on the ideology of liberalism, which incorporates theories of liberal peace, democratic peace and neoliberal institutionalism. The establishment of a liberal order has been accompanied by numerous political, social, economic and security crises. The authors of this paper use the dialectic of political mechanics as a method that relies on the teachings of Friedrich Hegel on the dialectic of history and Carl Schmitt on the phenomenon of the political. The authors advocate the view that the political field "permanently pulsates", which, in everything that is social and political, necessarily creates action and reaction.

Spoljnopolitička agenda jedine posthladnoratovske supersile vođena je idejom stvaranja globalnog poretka utemeljenog na ideologiji (globalnog) liberalizma koja u sebi inkorporira teorije liberalnog mira, demokratskog mira i neoliberalnog institucionalizma. Uspostavljanje tzv. globalnog liberalnog poretka dosada je bilo praćeno brojnim političkim, socijalnim, ekonomskim i bezbednosnim krizama, a trenutnu eru međunarodnih odnosa odlikuju uspon relativne moći "neliberalnih" globalnih aktera, pre svega Kine i Rusije, kao glavnih izazivača svetske dominacije Sjedinjenih Američkih Država, te geopolitički revizionizam i ideološka konfrontacija liberalnih i antiliberalnih snaga širom sveta. U tekstu se naglašava središnja uloga staha u razmatranju problema političkog poretka i dokazuje da svaka teorija države i razvijena politička ideologija teži da izbegne kolektivne posledice straha. Uprkos njegovoj važnosti, problem straha je bio zanemarivan u glavnim tokovima političke teorije. Autor je ponudio kratku geneaologiju načina na koji se problem straha razmatrao u tradicionalnoj političkoj teoriji, počev od Tukidida. U središtu analize je složeni odnos između poretka, straha i legitimnosti u radovima Giljerma Ferera i njegovog učenika Ištvana Biba. U poslednjem delu teksta autor je pokušao da pokaže kako se o političkoj dinamici Balkana može razmišljati u širim okvirima Fererove političke teorije. On smatra da Fererov pojam kvazilegitimnosti može biti plodan za takvu analizu. ; The article stressed the centrality of fear for political order, arguing that every theory of state, every developed political ideology tend to evade collective consequences of fear. Despite its importance, the problem of fear was neglected in mainstream political theory. The author offers a short genealogy of the way the problem of fear was addressed in traditional political theory since Thucydides. The focus of analysis is the complex relations between order (government), fear and legitimacy in the works of Guglielmo Ferrero and his disciple Bibó István. In the last part of article, the author makes an attempt to demonstrate how political dynamic on the Balkans could be refl ected within broader framework of Ferrero's political theory. He found that Ferrero's concept of quasi-legitimacy might be very useful in that analysis.

The disintegration of the socialist regime in Europe did away with the bipolar model of world order and inaugurated a new phase in seeking a new structure and model of international relations. This new world order, only broadly outlined and characterised by (mostly) unilateral leadership, has already been challenged. Two superpowers China and Russia - condemn the hegemony, unilateralism and the attempts at dictating the international relations. China and Russia are supported by a group of disgruntled countries who also think that a broadly-based multi-polarity is the direction that inter-national relations and the new world order should take. Judging by these challenges and criticisms it might be said that only multilateral co-operativeness can guarantee validity to the nascent world order. (SOI : PM: S. 93)

The paper deals with cross-border insolvency protocols as special source of insolvency law. Protocols are agreements between parties in insolvency procedure that deal with many significant questions in order to establish cooperation and coordination between participants. Protocols are used in cross-border insolvency proceedings in order to overcome differences between state legislation that can pose major obstacle for maximization of the value or efficient reorganization procedure. This instrument has special significance in cases of cross-border-group-insolvencies. Namely, in this case every subsidiary is a separate entity, but the preservation of economic value of the group as a whole calls for cooperation between insolvency practitioners and/or judges. The topic is especially interesting having in mind that European Insolvency regulation Recast explicitly mentions the use of protocols as means of cooperation (Recital 49). This will most definitely have broader implications on insolvency laws of civil law countries and it will contribute to wider use of protocols in these countries.

The Hrvatski Radisa society initially had the mission to place poor children with Croat artisans in order to become good artisans and merchants themselves. The World War I had tragic consequences for the Lika region, even though there was no war operations conducted there. A great number of children were left orphans, and the new Yugoslav administration followed national key in social policy. In order to help children in Lika, the Gospic chapter of Hrvatski Radisa was instituted in 1920, which endeavored to place children with good Croatian artisans in Zagreb. In spite of interferences of some Serbs, the chapter had a good success, primarily because the population wholeheartedly accepted the initiative. The chapter showed some initiative to better the economic situation in Lika, but the Yugoslav government tried everything that this initiative goes in a different direction. This was especially evident after 1922 when Gospic ceased to be a regional center. In the article there is being mentioned a lot of people from Gospic, Lovinac, and other places, who helped the work of Hrvatski Radisa. (SOI : CSP: S. 357)

The modern state administration and its bodies and special organizations should act in the field of the rule of law. It is a term that originates from the Anglo-Saxon legal world, but it is also a category and a principle of the Constitution of Serbia from 2006. The paper points out the different understandings of the rule of law and briefly looks at the position of the administration or the phase in its historical course until its subsumption under the principle of legality. In Serbia, state administration bodies consist of ministries, administrative bodies within the ministry and special organizations. Administrative or special organizations are formed by the state in order to perform professional and related administrative tasks. In order to permanently and unhinderedly perform the professional work of these organizations, they can act authoritatively. Special organizations have numerous and diverse administrative powers. The paper points out both the similarities and differences of special organizations in relation to administrative bodies. A review of the activities and organizational structure of all special organizations (secretariats, institutes, directorates and one center) established by the Law on Ministries from 2020 was performed. It was also pointed out that all institutes: the Republic Institute of Statistics, the Republic Hydrometeorological Institute, the Republic Geodetic Institute and the Intellectual Property Institute are special organizations that provide services to interested parties. In one part of the final considerations, the author states that for special organizations (as part of the state administration) it could be concluded that they really operate in the field of rule of law as an order with positive properties as characterized by the Constitution, it is necessary to strictly respect the principles organization of state administration prescribed by the Law on State Administration: independence and legality; expertise, impartiality and political neutrality, effectiveness in exercising the rights of the parties, proportionality and respect for the parties; publicity of work. ; Published
